New York City's Department of Health's HIV bureau in December 2010 launced a prevention social marketing campaign. It has generated much controversy and added stigma to the lives of people with AIDS. This document is an over-arching contract related to the ad, but it is NOT the contract that spells out things such as measurable outcomes and goals. I hope to receive the document with that info in the coming weeks from NYC DOH.
