President’s Message As we continue to address and prepare for the state’s final decision on the Probable Maximum Precipitation (PMP) for the Lake Montclair watershed and the resulting emergency spillway alterations, an on-site meeting was held at Dolphin Beach with Scott Lingamfelter, Delegate, 31st District; Terry Durkin, Scott Lingamfelter’s assistant; Michael Wang, the state’s regional dam engineer; Phil Hoover, Montclair’s dam engineer; Buck Arvin, chairman of the Lake Management Committee; Board and Management representatives. Montclair’s concerns were clearly presented and thorougly discussed. There was a majority agreement that the states currently imposed 28”-6 hours, 33”-12 hours, and 37”-24 hours is ridiculous and unsupportable. As presented earlier, these PMP requirements are being reevaluated considering the rainfall records in the Montclair watershed and surrounding area. Facing reality, we must be prepared to make some emergency spillway alterations after the final PMP determinations. Those alterations necessary for recertification by the state of Lake Montclair’s damn.

Ned Greene, President

To prepare an up-to-date site plan showing the contours of the dam and the emergency spillway (Dolphin Beach) is required. In addition, the plan must show all of the area’s electrical, sewage, waterlines, hard topping, and other items. Drillings are also necessary to determine the location and depth of the bedrock. The one-on-one discussions with Scott were very positive. He understands Montclair’s concerns and position on this issue. We have his support. He shared with us his intentions to meet with state dam officials, and his intentions to introduce benefiting legislative actions if necessary. And I say again you will be kept informed and involved on this community priority issue.

Ned Greene President

Manager’s Message Savings in Sand for FY2016 During the 2014 dredge of Lake Montclair, the Association’s contractor, Lake Services, Inc., scraped the Dolphin Beach swim area and recycled approximately 200 tons of sand. This is enough sand to replenish all of the beaches for the 2015 beach season. Normally MPOA puts down around 60 tons of sand at Dolphin Beach, 40 tons at West Beach, and 20 tons at Beaver Landing each year. The going rate for sand per ton is about $38.00 and $650.00 for the delivery charge. With those numbers, the Association’s savings is approximately $5,500.00. Thank you Lake Services! Assessments As we close out the fiscal year, please remember that all assessments for the fiscal year 2015 (May 2014 through April 2015) are due no later than February 10, 2015. Payment in full of the annual assessment is required to be eligible for voting at the Annual Meeting. Call the MPOA office if you have any questions or to check your account to see if any payments are due. Prince William County Leash Law According to Prince William County’s Code of Ordinances, Section 4-23, it is unlawful for dog owners to allow their pets to run or be at large within the county. If you are out playing with or walking your dog, please ensure that they are on a leash at all times.

How long have you been a Montclair owner? 25 years. Do you have any homeowners’association and/or committee experience? I have served two terms as the Precinct 1 representative in Montclair for the past 6 years. Do you have other experience that would contribute to your success as a board member? I have an advanced degree in business and management and have served in leadership roles in my Marine Corps career and United Airlines management. Why are you interested in serving on the MPOA Board of Directors? I remain committed to the progress of Montclair, and I am both familiar with and concerned for our success as a community going forward through the challenges that face us in changing times. Give a brief statement of views on what you feel you can contribute to the community and what you would like to see done in Montclair. My knowledge of the past actions of the Board of Directors gives me insight as to needed direction for the future. Unfortunately, we have changing needs and concerns as our community ages. I will work toward solutions that keep our community safe, unified and on track financially.

How long have you been a Montclair owner? 10 years. Do you have any homeowners’association and/or committee experience? No. I have not served on any homeowner’s association boards or committees. Do you have other experience that would contribute to your success as a board member? Professionally, I have served on a variety of interagency boards and working groups. I work well with diverse groups of others, including those with stronger and weaker personalities. I am decisive in determining the cause of and working to fix problems, yet flexible enough to change course when necessary. Why are you interested in serving on the MPOA Board of Directors? I am not one to sit back, whine, and complain about things that need to get fixed. I am concerned about elected county officials that seem to be more interested in kowtowing to developers than residents. I would like to contribute. (And maybe add a few bus-stop shelters...) Give a brief statement of views on what you feel you can contribute to the community and what you would like to see done in Montclair. There are several issues I would like to address. The volume of traffic on Waterway, the need for better crosswalks at the schools, and the security of our neighborhoods are primary issues. The dam issue needs to be resolved, and I am concerned about the increase in traffic and noise from 234. _________________________________________________________________________________________________ 10

In my tenure on the board, I’ve made several accomplishments and achieved changes that have actually had positive impact on neighborhood. Do you have other experience that would contribute to your success as a board member? In my profession, I work in Compliance as a Registered Principal in the financial services industry. Essentially, the same role the MPOA and board fulfill for homeowners in the community. Why are you interested in serving on the MPOA Board of Directors? I am engaged in our community and a very active board member; I reach out to members within my precinct and look for ways the association can save money. I’m a founder of Montclair Moms Facebook group - all these are community building and I’d like to continue these contributions. Give a brief statement of views on what you feel you can contribute to the community and what you would like to see done in Montclair. I’ll continue to honor the strong values of community that built Montclair and combine with fresh ideas and creative thinking - as most notable example, I brought forth the idea for the inaugural Armed Forces Day Lantern Launch in 2014 - a truly memorable event that will continue for years to come.

THE MONTCLAIRION • FEBRUARY 2015

Capital Project Overrun - Membership Notification Section 5.3 (a) of the Montclair Declaration establishes the limits of capital additions, alterations or improvements in the aggregate to the Common Area at 5% or less of the total annual assessment for Common Expenses during the fiscal year or any twelve consecutive month period that may be approved by the Board of Directors. Expenditures above this limit, other than those stipulated for upkeep, require the approval of a majority of the total membership of the Association.

covering FY14 expenditures, the total capital improvement costs for FY14, which included the restroom construction project, and the Kids Dominion and Beach security improvements, was documented to be $107,263. See the associated table for a summary of the FY14 capital improvement expenditures. This total FY14 capital improvement figure represents an audited overage of Board approved expenditures of $8,706.22 when factoring in the 5% capital improvements limit.

Building the Dolphin Beach Restroom facility was the outcome of a community referendum vote approved by a majority of the voting membership at the March 2012 annual meeting. In response to the membership’s support, the Board of Directors approved an action to proceed with construction of the restroom facility at Dolphin Beach with an estimated total project cost of $98,000. The FY14 budget (May 2013 to April 2014) was the anticipated funding source for this capital improvement project. Also during FY14, the Board approved funds for other capital Improvements (Pavilion at Kids’ Dominion and Beach related security expenditures) which resulted in additional expenditures for capital improvements totaling $7,471.33.

This serves as notification to the membership of an FY14 capital improvements cost and authority of expenditure breach as established within the association’s governing documents (see Section 5.3(a) Action of the Board. in the Articles of Incorporation, Declaration, and Bylaws).

For FY14, the 5% limit of the annual budget’s Common Expense income line (derived from the combined Residential and Commercial assessment income lines funding the budget) was calculated to be $98,557. As documented in the association’s most recent audit THE MONTCLAIRION • FEBRUARY 2015

Kids’ Dominion Pavilion If you’ve visited the MPOA office or Kids’ Dominion in the past few months, you may have noticed a new addition. A picnic pavilion was added at Kids’ Dominion this December as a place for residents to relax, host family gatherings, and enjoy a day at the playground. In the spring, picnic tables and trash receptacles will be installed under and in the vicinity of the pavilion respectively. There will

we

be three picnic tables, one of which will be wheelchair accessible. Both the picnic tables and trash receptacles are made from recycled plastic material.

Committee, whose perserverance and determination ensured this project was completed for all Montclairions to enjoy.

While the pavilion itself was built in just one day, it took months to plan, obtain permits, and prepare the site. A big thanks goes out to all those involved with the project, including the Landscape and Facilities Management

The Kids’ Dominion pavilion will be available for reservations during this beach season, with a guest limit of 25. More information on reserving this and other picnic areas will be included in a future issue of The Montclairion.

Virginia

Birthplace of Presidents

Virginia is known for its great exports: peanuts, tobacco, ham. But did you know that it is also the country’s largest supplier of United States presidents? That’s right: eight of the U.S. presidents were born right here in the Old Dominion, more than any other state. This Presidents’ Day, explore a historic home, church, tavern or other building frequented by a president and you’ll gain important insight into the character of these early American leaders.

George Washington First President (1789-1797) Born February 1732, Westmoreland County Fun Fact At over 20,000, Washington wrote more letters than any other President in our history. See Him Around Washington left quite a legacy on Northern Virginia. From his birthplace in Colonial Beach to his regal estate in Mount Vernon, it’s hard to find a place George Washington didn’t visit. To get the most bang for your Washington buck, visit the Fredericksburg area. Here you’ll find his childhood home in Ferry Farm, the homes of his sister and mother, the George Washington Masonic Museum, Saint George’s Episcopal Church, attended by Washington, and the university that bears his mother’s name.

Thomas Jefferson Third President (1801-1809) Born April 1742, Albemarle County Fun Fact Jefferson kept pet mockingbirds, and let his favorite one have free range of his office in the White House (now the State Dining Room). See Him Around Jefferson is another staple of Virginia history, especially in and around Charlottesville. He had a hand in designing many historic buildings in the area, including his homes Monticello and Poplar Forest, the University of Virginia Rotunda and Lawn, the Virginia State Capitol, and the Charlotte County Courthouse. In Richmond, you can visit his boyhood home of Tuckahoe Plantation. 18

James Madison Fourth President (1809-1817) Born March 1751, King George County Fun Fact Madison is the shortest president, at 5’4”, and was estimated to have weighed about 100 pounds. See Him Around In Orange County, you can visit Madison’s lifelong home, Montpelier, and check out the James Madison Museum. His birthplace at Belle Grove Plantation currently functions as a bed and breakfast, where you can stay and explore the grounds, or even host a wedding.

James Monroe Fifth President (1817-1825) Born April 1758, King George County Fun Fact In the middle of a heated arguement, Monroe chased Secretary of Treasury William Crawford from the White House while brandishing a pair of fire tongs. See Him Around Monroe’s family home, Ash Lawn-Highland, can be found in the mountains in Charlottesville, adjacent to Thomas Jefferson’s Monticello. Stroll through the boxwood gardens and gaze up at the 300-year-old Monroe Oak. THE MONTCLAIRION • FEBRUARY 2015

Zachary Taylor Twelfth President (1849-1850) Born November 1784, Orange County Fun Fact Taylor refused all postage due correspondences. Because of this, he didn’t receive notification of his nomination for president until several days later. See Him Around In the process of moving when Zachary was born, the Taylor family did not spend much time in Virginia. A historic marker notes the location of his birth in Gordonsville, but you’ll have to travel west to Kentucky for more on this president.

Woodrow Wilson William Henry Harrison

Twenty-Eighth President (1913-1921)

Ninth President (1841)

Born December 1856, Augusta County

Born February 1773, Charles County Fun Fact Harrison had the shortest tenure in presidential history, and was the first president to die in-office. After poor weather conditions at his inauguration, Harrison contracted pnemonia and died a mere 30 days into his presidency. See Him Around Berkeley Plantation in Charles County, the site of the first official Thanksgiving and birthplace of Declaration of Independence signer Benjamin Harrison, was home to William Henry Harrison. Virginia’s most historic plantation, Berkeley was the place “Taps” was composed in 1862 and where Lincon reviewed 140,000 Union troops.

Fun Fact Wilson was the first president to attend a World Series game, throwing out the first pitch of Game 2 between the Boston Red Sox and Philadelphia Phillies. See Him Around Wilson’s birthplace was converted into the Woodrow Wilson Presidential Library and Museum. The museum boasts a state-of-the-art interactive World War I trench exhibit and authentic weapons. Here you can also see Wilson’s Pierce-Arrow limousine, his presidential vehicle that he loved so much, his friends purchased it for him after he left office.

John Tyler Tenth President (1841-1845) Born March 1790, Charles City County Fun Fact Tyler fathered fifteen children during his lifetime, and two of his grandsons are still alive today. See Him Around Tyler is buried in Hollywood Cemetery in Richmond, along with Confederate President Jefferson Davis and General J.E.B. Stuart. Visits to his Sherwood Forest Plantation home may not be for the faint of heart: the home is rumored to be haunted by the Gray Lady. THE MONTCLAIRION • FEBRUARY 2015

Montclair Elementary Montclair’s learning community has enjoyed many spirited events this first semester.

The Montclair staff would like to thank our PTCO for their time and efforts keeping our school “strutting Monty pride!”

September We “block partied” as Cardinal Defenders against bullying behaviors at Montclair.

We are proud to announce that Montclair Elementary achieved a “perfect” score of 100 out of the possible 100 points for our 12th year as a PWCS School of Excellence! Montclair staff, students and parents are proud of our partnership dedicated to excellence.

October Our annual Monster Mash brought out our “ghoulish” costumes and game playing with friends while Ms. Sobers, our marvelous music smart teacher, spun the songs to dance. Boosterthon This year, to increase our earning profit, our PTCO and staff spearheaded this annual body and self-smart event. We are still collecting our family pledges. To date, our profit is $12,019.00 and growing. We met the challenge of $12,000 so students enjoyed a “Rock n Roll” concert by Mrs. Soltis and Ms. Slonka in December! We bought 30 laptops for classrooms thanks to the generosity of our parents. November Our annual holiday shop created an opportunity for vendors to sell their homemade and business items. Fifth grade elves helped students shop in the holiday shop. December We had 26 families participate (along with their 4th & 5th grade children) in our first Pastries with Parents. This is an opportunity that our PTCO Board plans so parents can meet each other and socialize with their children. January 16 is our next session for our 2nd & 3rd grade parents. February We will be selling carnations to give to each other or family members with special valentine wishes. February 27 is our second family movie night. This is always a wonderful evening for our families. We NEED volunteers to coordinate and supervise future fabulous family opportunities. Please respond to pink fliers describing events and contact the person arranging the event. Our students need us!

Check out our website for pictures of our school events.

Scouting

Boy Scout Troop 35 By Aidan Clarke, Troop Scribe January was a good month. On the 5th, the scouts dropped their snowballs and video games and picked up their books and pencils. Yes, sadly the nice break ended. The scouts went back to school being well rested and full of energy. The 17th had the scouts training for their upcoming trip to the Boy Scouts’ Sea Base in the Florida Keys. They all went through the scout swim test hoping to have lots of fun at the real thing. On the 19th, the scouts celebrated MLK Day by attending the Occoquan Districts Merit Badge Day where a wide assortment of merit badges were earned. From the 23rd to the 25th was the family ski trip. The scouts had lots of fun being with their families. The slopes were good and everyone had a great time. The month was good with lots of bonding and remembering. A great way to bring in the new year. To end the month, scouts relaxed over the winter break. Presents were opened, cookies were eaten, and family was seen. The scouts of Troop 35 had plenty of fun over the month of December, but in January, the scouts will have a lot of work to do. A new month means new opportunities, there is no room for slacking, so let’s get started. If you or someone you know is interested in scouting, please contact Scoutmaster Dave Legge at troop35scoutmaster@gmail.com or visit the troop website at http//www. troop35dumfries.com/index.html. A Boy Scout is always prepared. Troop 35 is prepared to welcome you.

Around Town - February Events Jaime Jorge in Concert 4:30 p.m. Hylton Performing Arts Center, Manassas Jaime began playing the violin at the age of five. They came to the United States, where Jaime received a Christian education and violin lessons with eminent violinist Cyrus Forough. But Jaime dreamed of being a missionary doctor, and in 1994, was accepted by University of Illinois School of Medicine.
