LU1.3

Align the Economic Development Corporation’s (EDC) work program with the Generalized Future Land Use Map to establish programs and policies to target growth to the Priority Investment Districts (PIDs).

LU1.4

Annually review the growth management metrics to analyze the measure progress in meeting the growth metrics. Report findings to the Planning Board, District Council, and County Executive. Identify potential revisions to policies and ordinances to assist with meeting the metrics. This analysis should be included in the Plan 2035 Annual Report.

LU1.5

Review and prioritize CIP requests to ensure consistency with the policies of Plan 2035. Identify projects that will implement the land use vision, increase public facility capacity, and maintain and renovate facilities or projects that implement the land use vision. The Prince George’s County Planning Board will annually review the proposed CIP request and submit their recommendations to the District Council and County Executive for consideration.

Limit the expansion of public water and sewer to areas within the Growth Boundary shown on Map 1. LU2.1

Coordinate the provision of public water and sewer as outlined in the Public Facilities Element with Department of Environmental Resources (DER),Washington Sanitary Sewer Commission (WSSC) and the Growth Policy Map to ensure that water and sewer facilities are not extended beyond the Urban Growth Boundary.

Plan 2035, including the Growth Policy Map and Generalized Future Land Use Map, will guide the development of land use policies for all future master and sector plans, functional plans, and county planning documents. LU3.1

Apply the Plan 2035 future land use categories and center classification system to all new master plans.

LU3.2

Evaluate preliminary sectional map amendments and rezoning requests to ensure that the proposed intensity and density of proposed development are consistent with the Generalized Future Land Use Map and center classification system, and that additional development capacity is required based on future population and employment forecasts.

Phase the amount of new residential development to coincide with the provision of public facilities and services. LU4.1

Annually evaluate the residential and employment forecast projections to identify the amount of new land area required to meet demand.

LU4.2

Create a working group with all key county agencies to prepare new legislation to address the issue of the large number of residential pipeline developments located in the Established Communities and Rural and Agricultural Areas. Potential strategies
