EDITORIAL

Well here we are again with the first issue for 2018 and I’m pleased to say we are continuing to produce the magazine Ray monthly for the foreseeable future and not going to go bimonthly from the middle of this year as we intended. Amy has kindly said she is willing to edit it monthly after I’ve completed my short stint and I ‘d like to personally thank her for coming back onboard and Amy taking this on. I will be doing the March, May and July issues and Semi-retired!! then see how we go from there. I will however keep you all updated on Zac’s well-being, if he’s not well enough to write his NORTHROP SERVICES own column. KITCHEN & BATHROOM FITTING Brenda Brenda is also back onboard and she will be sorting Amber’s Tiling, Plastering Advice and Tiger’s Tips as she used to, so thank you Brenda and & General Maintenance welcome back. KEEPING YOU SAFE FROM SCAMS By PCSO 56550 Adrian Butterworth Welcome to my crime prevention advice slot. I would like to draw your attention to incidents of fraud which are getting more and more frequent with persons calling you on the phone. These calls are commonly directed towards elderly persons perhaps living on their own. They usually call claiming to be bank staff, police officer or other officials claiming there has been a fraud on your account and that you will need to take urgent action. They are very convincing. It has been known for them to say you may be committing an offence if you do not co-operate. This is not the case, it is a SCAM. Remember the bank or police will NEVER ● Phone you and ask for your 4 digit card PIN or your online banking password. ● Ask you to withdraw money for them ● Ask you to transfer money to a new account for fraud reasons ● Send someone to your home to collect your cash, PIN, payment card or cheque book. If you get a call like this hang up and wait a few minutes for the line to clear then call your bank or card issuer to alert them of the scam. You can also contact Action Fraud on 03001232040 or use their reporting tool at www.actionfraud.police.uk If you have any concerns about this type of crime feel free to speak to me when you see me out and about. Or call 101 and ask me to contact you.

IMPORTANT INFORMATION FOR PATIENTS RECENT LOCAL LABOUR ELECTION LEAFLET In the recent local “Labour Election Leaflet” issued on behalf of Pauline Farrance, candidate in the Thanet Villages Constituency, there was a paragraph stating “Our GP surgeries are under immediate threat!’ This information was both alarmist and factually incorrect and has no basis of truth, therefore we wish to reassure our patients and advise them accordingly: ● At present there are 14 surgeries in Thanet, not 17 as quoted. ● There are no plans, now or in the future, to reduce these to “just 4 extended practices”. ● There are no plans, now or in the future, to close Minster or Birchington surgeries. ● There are plans to look at ways of expanding the facilities and options they offer at these practices by combining our resources, thus ensuring we “Keep GP provision at the heart of Village life!” Both the local candidate and Head of the Labour Party on Thanet DC have been advised of these inaccuracies and asked to correct their press and public publications and thus belay any further worries and concerns that our patients and Health Care Professionals may have. POPPY UPDATE Happy New Year to everyone and many thanks for all the Poppies that have been made throughout 2017. We are well on the way to to our target number for November 2018. ZAC’S MUSINGS YES - STILL HERE!! I bet some of you are beginning to wonder if I’m actually real, well I can assure you that I am and that I’m also still in the land of the living, at least for now. I had another ‘stroke’ just before Christmas which meant the old boy and mum had to rearrange their proposed family visit to Faversham for the big day, instead the three of us spent the day at home and Facetimed the family instead (whatever that means!). I seem to spend most of my time sleeping of late, or if I’m up and about it’s pretty precarious trying to keep my balance on a pair of very wobbly back legs. Stairs are now a ‘no no’ and even the back step is becoming quite a problem, but at least I’m still breathing, so that’s a bonus. I hope to be here to write my column for a while yet but who knows.

Kate’s Puddings – what’s cooking?

February, with its dark days and miserable weather, has one redeeming feature - Shrove Tuesday - the day of the year for mandatory pancakes! For chocoholics, these easy chocolate pancakes with ice cream and chocolate sauce are a welcome fix.... Not only are they incredibly quick to make, but they can be re-heated if for some extraordinary reason they haven't all been eaten at once. These are finished off with some chocolate caramel fudge sauce and a scoop of good vanilla ice cream. Chocolate Pancakes 3 ½ oz/100g plain flour 1 tbsp cocoa 2 tbsp caster sugar 1 egg ½ pint of milk Butter to fry Put all of the ingredients into a food processor/blender and whizz until thick and gloopy. Leave to stand for half an hour. Heat a frying pan and put in a small lump of butter (1 tsp approx.). Melt it and get it sizzling but not burnt. Pour in the batter and swirl around the pan until it is evenly spread over the base (not too thick – use the first one as a test!). Cook until it is beginning to brown underneath. Turn the pancake over, tossing if you are feeling adventurous, otherwise using a spatula. Cook on the other side. Put onto a plate and repeat the process. This quantity will make 16 8”/20cm pancakes. Serve with ice cream and chocolate sauce, dusted with icing sugar!

This course is run in an off-road, safe location at your pace. The aim is to get you riding, which may require more than one session. Each course runs for approximately 1 hour 30 minutes. Confident Road Cycling This course is aimed at those of you, who can ride a bicycle but want to gain more confidence riding on the road. For most of the course you will be riding on the road accompanied by Instructors. For those of you cycling regularly on the road, and wanting to increase your cycle mileage, perhaps by commuting to work in the future. Our January meeting was supposed to be a speaker from Thanet Families In Need unfortunately they didn’t turn up!! Thankfully Marion, our President, had come prepared and gave us a short talk about the Minster wall hanging. This is hanging in the village hall and depicts various aspects and representations of Minster throughout the centuries. It was the brainchild of Valerie, our then secretary, who in 1990 researched and organised the making of this massive project to coincide with the Millennium. Every member of the WI at that point took some part, large or small, in the making of this beautiful piece of work. We are very proud to have it hanging in this public place for everyone to see and enjoy. MINSTER BOWLS CLUB After a quiet December we are back in full swing. The Men’s and Ladies Pairs competitions were held on 14th January. In the Ladies event Maureen Hedges and Myrna Elson reached the final. The other semi-final between Sandra Day & Babs White v Min Smith and Meg Atkinson will be played at a later date. The Men's event reached the semi-final stage with Brian East/Paul Churchley, Maurice Burton/Brian Hedges, Keith Jackson/Malcolm Bubb and Chris Richardson/Richard Muncey left to battle for the cup. Late Night Shopping Thanks to everyone who gave their time and made an enormous effort to put on Late Night. Jack, Margaret, Scott and Michael for Santa’s Grotto, Minster School Choir, The Offcumduns, Wantsum Morris, Minster Handbells and the Salvation Army Band for their entertainment, Miss Minster and her Court for switching on the Lights, the Walford family for providing hot refreshments for the dancers and not forgetting Minster Businesses for providing Nibbles etc. The weather was very kind to us but still people didn’t bother to turn out and support us, which makes us think the event is not wanted and certainly not worth doing again. Those who do come really enjoy it. Santa had just 50 visitors, in the past this has always been well over 100, so much work and effort for so little return. So, this is like everything else in the village, if it’s not supported you will lose it. Why is it held in November we hear you ask? Because we are hoping you will look around your village businesses to see what’s on offer for Christmas before you’ve already gone into town and bought everything. Why No Street Stalls? We have a window of just 2 hours when we hope you can find time to browse in the shops that are struggling to survive, paying taxes, rates, wages etc. and supplying a local service all year. More things going on outside would make this less likely. If your children are taking part in the school choir why not stop and have a look round our lovely village instead of whisking them away home as soon as their singing has finished? We have to ask ourselves, “Is Minster joining the ‘Can’t be Bothered’ Society! If you can’t be bothered then neither can we!!

Minster Parish Council Meetings Summary of Key Points 5th December, 2017 ● Community Warden Aaron Kluibenschadl reported a number of incidents that have occurred in Minster over the last month including the theft of two stone dogs from Tothill Street and concern over continuing sexual activity at the public toilets. ● Police Community Support Officer Adrian Butterworth’s report stated that an enforcement officer had attended the area around the school following complaints about parking and 3 tickets were issued. Calls to the police included the report of damage and theft from vehicles and also an illegal immigrant in the village; the latter was apprehended by PCSO Butterworth and sent to the removal centre at Dover. ● County Cllr. Dawson explained that the information about cuts to bus services had been released prematurely and that there would be a consultation in January. She undertook to keep us updated. ● The Chairman thanked those who attended the presentation of the first Civic Award to Mr Bowman for his restoration of the Old Chapel; the plaque is displayed on the building. ● Councillors agreed support for the proposal to build a new secondary school on the site of the Royal School for the Deaf site at Margate. ● In the public question period at the end of the meeting the issue of fly tipping on the top road was raised. A discussion took place including the use of cameras etc. The suggestion that farmers be asked to access the road at the western end so that a barrier could be fitted at the eastern end of the road was welcomed. It was agreed that the Operations Committee would progress this matter. ● Concerns were expressed about the loss of government funding to local authorities, resulting in a reduction of payments to local councils; it was accepted that cut backs were impacting at all levels but that Minster Parish Council were working to maintain services at the current level. The budget was being prepared and although there is at present no cap on the precept there were no plans for a large increase.

9th January, 2018 ● PCSO Adrian Butterworth reported that there had been a burglary in the High Street involving the theft of tools but that it had been a relatively quiet period in the Parish over Christmas and New Year. He had attended the Carol Service on 19th December and advised that it would be a good idea for a few more people to wear reflective jackets

to protect the large crowd of people which spills over into the road. This was accepted and will be addressed next year. ● Community Warden Aaron Kluibenschadl reported that he had been promoted to Deputy Supervisor but would be retaining his role in the village; however, increased responsibilities may require him to spend a little more time in Margate on supervisory duties. ● County Cllr. Dawson stated that the Leader of KCC, Paul Carter, was in the process of negotiating with Aviva and Stagecoach regarding bus services in Kent. There was a need to review services that were being subsidised but underused, which was not a good use of public money. She confirmed that there would still be a public consultation on this matter but it would be delayed. Alternatives are being considered such as mini buses and click & ride; Cllr. Dawson will clarify whether free bus passes would be valid on such options. ● District Cllr. Grove could give no update on the Local Plan at the present time but confirmed that it would be up before the Full Council on Thursday 18th January and if the plan was accepted there would be a 6-week period of public consultation. The councillors agreed that an extraordinary meeting will be held to agree final comments on the plan. ● The Chairman reminded everyone of the Riveroak Consultation which is scheduled for 23rd January at The Comfort Inn, Ramsgate. ● The Clerk had received a map of all fire hydrants from Kent Fire & Rescue with a request for the Parish Council to check whether they are visible and serviceable. Cllr. Day kindly undertook to carry out the necessary checks, hopefully with some assistance. ●

The meeting considered planning application TH/17/1763 relating to the erection of 22 dwellings at Manston Court Bungalows, Manston Road, Ramsgate. It was resolved to support the application providing a Local Lettings Plan is put in place as part of the 106 agreement.

● An appeal has been lodged in relation to the erection of 5 dwellings at 15a Tothill Street, Minster, and members confirmed that they were satisfied with the response from the Parish Council prepared by Cllrs. Taylor and Gimes. ● Last September a meeting took place with TDC in which they confirmed that they would continue to pay agency payments and would transfer the car parks and public toilets to the parish council. Despite numerous attempts by the Clerk to obtain confirmation in writing this has not been forthcoming. The meeting agreed that a formal letter would be sent from the Chairman to the CEO requesting written confirmation of the agreement. (Cont’d on next page…)

MPC Minutes of Meeting cont’d…) ● The minutes of the Policy & Finance Committee were agreed and the recommendations therein were accepted; these included a proposal to request from TDC an increase in the precept of £3.51, which represents a charge of £51.12 on a Band D property. ● Cllr. Quittenden said that the Twinning Assn. are preparing for their 20th Anniversary on 12th May this year. He also reminded everyone of the Bingo evening to be held on 27th January. ● In the period of questions from members of the public the meeting was asked about action to stop graffiti on the Cottington Road bridge; this is not a matter for the Parish Council but should be reported to TDC. The warden did confirm that they have taken pictures of the graffiti and it has been added to an area database used to try and identify repeat offenders. ● The question of lowering the speed limit approaching the Minster roundabout was raised, thus enabling maintenance of the roundabout to be resumed. The Chairman confirmed that the matter has been raised with Kent Highways and consideration was being given to a number of actions to improve safety at the roundabout.

Your Letters…

Did you all enjoy the Christmas trees and lights that made our village look so festive and welcoming over the Christmas season? These decorations are due to the very small band of people who give up a few hours of their time in November to tie the lights in place on the trees and the intrepid ladder climbers who fix the trees to the buildings. The whole process is then reversed after 12th night at the beginning of January. Without these volunteers the amazing spectacle that is Minster at Christmas would not happen. Thank you very much to all of you who help now and have helped over the past 17 years. I also hope that you enjoyed the post box covers, which must have brought a smile to a lot of faces, both young and old. Sadly, the post box cover at the bottom of Prospect Road was not even in place for a week before some low-life, pond-dwelling scum decided to steal it. Last year someone of the same persuasion cut out a snowman and a reindeer from the post office box. The time and effort that was put into knitting all the figures, measuring every post box and designing ways of fixing every cover, plus the money spent on the wool and materials was all due to one village lady, so thank you so much to the selfish person or persons responsible for the vandalism. Are you by any chance related to the disgraceful person or probably persons who removed the two stone dogs from the front garden of the cottage in Tothill Street just before Christmas? Those dogs gave me and probably many others immense pleasure whenever they wore their Santa hats or scarves or sunglasses, dependent upon the season. Someone must have seen something surely, as the dogs were far too heavy to be carried away, whoever took them must have had a vehicle. If you know anything about what has happened please speak out as this village is really far too special to allow this kind of behaviour go unchallenged. February 2018 ‘CHALLENGE CUP’ NETBALL COMPETITION On 19th November last year, we, J & L Netball Club, challenged Ceiran, owner of The New Inn pub, to a game of Netball. He accepted the challenge and assembled a team of his male customers for the match. On a very cold, bright and sunny Sunday morning, we played the game at the multisport court here in Minster. It turned out to be a fabulous, fast moving and fun match. The lads really made us work hard as they began to pick up most of the rules (of which there are many) quite well. A Challenge Cup was up for grabs and in the third 1/4, there was only one goal in it! J & L NC managed to come through in the final 1/4 and won 26-19. Everybody really enjoyed the game, including the lovely spectators who stood watching in the cold. ‘Star player’ went to Nick from Minster Hardware. This was chosen by our Umpires, Jackie Hickman (who resides in Minster) and Linda Bushell. They thought he was really skilful and had very quick responses in his position of WD (Wing Defence). Afterwards we all went back to The New Inn where they kindly provided some refreshments for both teams. The Challenge Cup, with the J & L NC ribbons on, sits nestled in the ‘Sports Corner’ in The New Inn awaiting the next challenge in 2018. They want that CUP!!!!!! LIVE NATIVITY PLAY AT MINSTER ABBEY Our Christmas Story - by Looking Ahead and Others Bethlehem was very busy. Innkeepers were preparing meals for all the visitors. One group lived 6 miles away and decided to leave early. All were hungry when they arrived, one of the Innkeepers provided lunch for them. The shepherds were looking after the sheep, all were safe. Times have changed – One shepherd lost his mobile phone! (found) They gathered around the fire. It is now afternoon, “Heavenly Music” (Salvation Army Band) arrived early at Nazareth. No camels could be seen, they walked all the way. Crowds were gathering for the long walk. “Heavenly Music” played “It Came Upon a Midnight Clear”. A group of little Angels arrived. Richard(Vicar) who had been a King last year, has come as an Angel, dressed in a white onesie (snowman’s outfit?) wings and wellies!! “Angel” Richard welcomed everyone, Minster School Choir sang “Little Donkey”, the crowd sang “Oh Little Town of Bethlehem” as Mary, Joseph and the donkey walked along the route. Joseph kept knocking on doors, everywhere was full. One Innkeeper said there was a stable. We all arrived at Bethlehem, we passed the Shepherds looking after the sheep. Little Angels, children and adults crowded into the “Stable”, Mary and Joseph stood beside the manger,

- Photos opposite (page 20) where the baby lay – he didn’t cry!! The shepherds made their way to the stable and stood near. The “Wise Men” heard the news, they tethered their camels just outside the stable and joined the group. The children sang “Away In a Manger”, a Wise Man couldn’t resist taking a photo on his phone! “Angel” Richard looked worried as he couldn’t see Sister Benedict, who was part of his team. “She’s behind you” a voice called out, “Oh No she isn’t” quick thinking from “Heavenly Music”. Sister Benedict appeared and said a prayer. We were in a stable and the sweet small of hay filled the air, all were looking at a very familiar scene. Mary, Joseph, a baby, shepherds, wise men and angels in a stable, in our village. Time appeared to stand still, the outside world rushing by. We had seen again the story of God’s plan, a baby born in a stable – The Lord Jesus “Let’s raise the roof” said Angel Richard as we sang “Oh Come All Ye Faithful” – we did raise the roof – well almost! With words which are so familiar: Come ye, O come ye to Bethlehem Come and behold Him, born the King of Angels O Come let us adore Him, Christ the Lord Date for your diary: Wednesday Dec 12th Minster Live Nativity: Same place, same time!

MINSTER PLAYHOUSE PROMPT CORNER Pantomime Our Pantomime Babes in the Wood was a great success and played to large and enthusiastic audiences – it is lovely to see people going out happy and smiling. May Play 2018 But, no rest for the wicked, and we are already well into our May Play for 2018 which is to be G B Shaw’s Pygmalion. My mother put me off Shaw when I was a child saying the he is “very wordy”, so I was surprised when I read this play to find that it is quite light and funny. It is very different from My Fair Lady, the musical, which Shaw hated, because it warped the whole essence of his play with a saccharine ending, and so the play makes more dramatic sense than the musical. It will run from Wednesday 9th to Saturday 12th of May at the Village Hall, and, as always, we have plans afoot to enhance this production technically. Please come along and support us while having a good night out.
