Anti-drug campaign targets all, even rebel or other armed groups COTABATO - Philippine security forces said it will continue anti-drug operations in Mindanao even if it involved rebel or other armed groups. Just recently, police and military forces killed a senior commander of the Moro Islamic Liberation Front during an anti-drug raid in Sultan Kudarat province which coincided with the opening of a high-level meeting in Malaysia between the former rebel group and the new government of Rodrigo Duterte. Police said Ugalingan Manuel Jr. alias Commander Boyet was killed and 2 other followers were wounded in the fire fight after they opened fire on a group of policemen and soldiers and anti-drug agents – who were armed with two warrants to search their place for illegal drugs and weapons. It said 10 other suspected MILF members – all linked to illegal drug trade in the southern province – were arrested in the pre-dawn raid on Manuel’s hideout in the village of Marquez in Esperanza town. The raiders recovered assorted high-powered weapons – from grenade launchers to automatic rifles and 10 packets of suspected crystal meth or shabu. Fr iend or F oe? Foe? The MILF previously pledged support to Duterte’s war on drugs and even named several politicians and personalities it accused as behind the proliferation of crystal meth in Mindanao, but many of their members were also into the illegal drug trade and other criminal activities. The former rebel group, which signed an interim peace deal with Manila in 2014, is currently negotiating with the Duterte government for the passage of Bangsamoro Basic Law that will govern the Muslims in the restive southern region. The BBL was rejected
by Congress during President Benigno Aquino’s administration after some of its proposed laws violated the Constitution. The MILF said it will not revisit the BBL and insisted on the original draft submitted to Aquino. Many politicians and residents in the proposed Bangsamoro areas also rejected the BBL and wanted out of the deal, citing various reasons and the failure of the Aquino government and peace negotiators from both sides to include reco m m e n d a t i o n s submitted by the provinces in the autonomous region. The BBL was drafted by the 15-member Bangsamoro Transition Commission appointed by the MILF and the Aquino government. BBL The talks in Malaysia with the MILF are centered on the BBL and the implementation of the Comprehensive Agreement on the Bangsamoro (CAB). Duterte even vowed to implement all signed peace agreements with the MILF. “This (meeting in Kuala Lumpur) is actually to launch the implementation stage of what we envisioned to be a Bangsamoro enabling law. It is to implement the CAB that was signed between the government and the MILF in 2014,” said Jesus Dureza, the presidential peace adviser. “We have already gotten the consensus of all sectors in the Bangsamoro that the period of the negotiations is over. We are now in the process of implementing all these signed agreements,” he added. He said the meeting with the MILF is hinged on the Peace and Development Roadmap that was recently approved by Duterte. Under the peace plan, all peace agreements -MILF’s CAB and the 1996 Final Peace Agreement with the Moro
National Liberation Front (MNLF), as well the key results of the 10-year-old Philippines-Organization of Islamic CooperationMNLF Tripartite Review Process will be integrated into the new enabling law that will create a new Bangsamoro government unit; thus, replacing the existing Autonomous Region in Muslim Mindanao. Dureza said the implementation of the peace agreement with the MILF largely depends on its political track since the BBL – the supposed implementing mechanism of the CAB – failed to pass in the previous Congress. He said the meeting would zero-in on the mechanism that will determine how the new enabling law will be crafted, as well as to discuss key provisions in the CAB that can already be implemented, including the delivery of socio-economic development programs in Mindanao. Manufacturers urged to remove plastic micro-beads in cosmetic products

The appeal came on the heels of newly-released study showing evidence that plastic micro-beads from personal care products are capable of transferring absorbed pollutants to fish that ingest them. The study, conducted by scientists from RMIT University in Australia and the Hainan University in China and published in the Environmental Science and Technology Journal, showed that up to 12.5 percent of polybrominated diphenyl ethers or PBDEs on micro-beads from facial cleansers were assimilated by fish following particle ingestion. In the controlled laboratory experiment, the researchers fed rainbow fish from Murray River, Australia’s longer river, with micro-beads from facial cleansers that were spiked with PBDEs. PBDEs, which are used as flame retardant chemicals in foam and plastic products including electronics, are known endocrine disruptors with
studies in animals indicating that these chemicals can disrupt thyroid hormone balance and lead to reduced learning capacity, hyperactive behavior and other neurological and developmental problems. "We know generally that if someone eats a fish, they risk eating any pollution that may be in the fish," said Dr. Bradley Clarke, lead investigator and environmental scientist at RMIT University, who claimed that “micro-beads should never have been in products in the first place.” "We shouldn't have to wait one or two years for these products to be banned, because in that time, billions more microbeads will be released into the environment. It would be nice to see an immediate ban, and the companies investing money into remediation costs,” she said. To assist consumers in choosing products without micro-plastics, the EcoWaste Coalition - an environmental and health watch group - asked cosmetics companies to declare that their products are 100 percent free of plastic micro-beads and other plastic ingredients that have replaced natural options. The group cited the “Plastics in Cosmetics” fact sheet published by the United Nations Environment Program (UNEP) stating that “plastic ingredients in PCCPs that are
poured down the drain after use cannot be collected for recycling unlike the packaging, which can be recycled.” “The plastic ingredients do not decompose in wastewater treatment systems, which can be lacking in large parts of the world. The ingredients are emitted via raw sewage, treated effluents or with sewage sludge applied as fertilizer (bio-solids) on agricultural land, landfilled or dumped at sea,” UNEP said. “Given the associated potential risks of micro-plastics, a precautionary approach is recommended toward micro-plastic management, with the eventual phaseout and ban in PCCPs.” To address the problem with micro-plastics in PCCPs, UNEP suggested that producers take the potential impact of product ingredients on the natural environment into account during the design phase and eliminate use of microplastics, and that consumers should avoid buying products that contain them. UNEP also recommended that governments should promote the phaseout of micro-plastics in PCCPs, while underscoring the need for further research to better understand the implications of nano and micro-sized plastics in PCCPs on human and marine ecosystem health, especially through ingestion and chemical transfer through the food chain.
ARMM, national gov't team up against poverty COTABATO CITY - The Autonomous Region in Muslim Mindanao (ARMM) and several national government agencies will jointly implement anti-poverty programs in the region starting this month. In a cabinet meeting held recently, President Rodrigo Duterte instructed the national office of the Technical Education and Skills Development Authority (TESDA) to lead the implementation of the antipoverty programs in the ARMM, and other conflictaffected areas found in Regions 9, 10 and 12. Aside from the TESDA, the ARMM will also be working with the National Economic and Development Authority, Departments of Social Welfare and Development, Department of Trade and Industry, Department of Interior and Local Government, Department of Education, Department of Health, Department of Agriculture, Department of Environment and Natural Resources, Department of Labor and Employment and the Commission on Higher Education. Officials from the ARMM and the TESDA held a consultative and action planning meeting on Thursday, August 11, 2016, in Cotabato City to discuss the
initial details of the programs and projects that will be implemented. Rosanna Urdaneta, TESDA national deputy director for policies and planning, said President Duterte wants “to bring the programs and services of the national government to the ARMM and other conflict-affected areas.” "The president would really want to focus on poverty reduction programs in the ARMM and other conflict-affected areas," she added. The socio-economic agenda of the Duterte administration focuses on the eradication of hunger, establishment of potable water systems, provision of shelter, free college education and technical and vocational skills training, free access to health facilities, energy in the barangays, support to agricultural development, and job generation to combat unemployment and underemployment. The initial plan is a product of the meetings of the national cabinet last week, and will be implemented from 2016-2019. Based on the latest data from the Philippine Statistics Authority, the ARMM is the poorest region in the country with a poverty incidence of 53.4%. Lanao del Sur and Maguindanao, two of the five
provinces that make up the region, are considered to be the poorest and second poorest province with 70.2% and 50.4% poverty incidence, respectively. The ARMM is undertaking several programs to combat poverty, which include the ‘Apat na Dapat’ at the household level, the ARMM-Health, Education, Livelihood, Peace and Security, and Synergy (HELPS) at the barangay level, and the ARMM-Humanitarian and Development Action Program (HDAP), a relief, rehabilitation and livelihood project in calamity-affected communities in 15 towns in Maguindanao. "We hope that the national government would help us bridge the gaps the programs we are currently implementing," lawyer Laisa Alamia, ARMM’s executive secretary, said. ARMM officials proposed the inclusion of irrigation projects, halal industry development and agriculture skills training and climate change mitigation efforts in the poverty alleviation and development plan. “There will be a series of meetings to consolidate all the suggestions to significantly alleviate poverty in the identified regions,” Urdaneta said. Ops vs. Sayyafs continue SULU – The Philippine military said the operation against the Abu Sayyaf is continuing in Sulu, one of 5 provinces under the Muslim autonomous region, following the recovery of two Indonesian sailors kidnapped by the jihadist group. The two – Moh Soyfan and Ismail – were recovered separately on August 17 in Bual village in the town of Luuk where the Abu Sayyaf is hiding. Soyfan was handed over to the police and officials presented him to Governor Totoh Tan, the chairman of the provincial crisis management committee. The military said Soyfan was spotted by villagers in a fish pen while Ismail had been recovered by troops while wandering alone in the
village. The two men were among 7 crew members of tugboat Charles kidnapped near Indonesia on June 22 while heading back to East Kalimantan from a trip to the Philippines. There were no reports on the fate of the other sailors - Ferry Arifin, the skipper; M. Mahbrur Dahri, Edi Suryono, Ismail, M.Nasir, and Robin Piter. The boat is owned by PT Rusianto Brothers. Indonesian media reported that the boat captain phoned his wife and told her that they were intercepted at sea by gunmen, who introduced themselves as Abu Sayyaf and were demanding 20 million ringgits for their safe release. The hostages are believed being held by the
group of Alhabsi Misaya, a former member of the Moro National Liberation Front (MNLF) which signed a peace deal with Manila in September 1996. Misaya had split with the MNLF and joined the Abu Sayyaf several years ago after Misuari reportedly ordered his execution for a still unknown reason, according to military intelligence reports. The Abu Sayyaf previously kidnapped 14 Indonesian tugboat crewmembers in separate attacks at sea just this year and brought them to Sulu, one of 5 provinces under the Muslim autonomous region, and eventually released through the intercession of the MNLF headed by Nur Misuari. The six-minute clip was uploaded in several Facebook accounts and went viral and provoked a deluge of angry public comments. It was later removed on Facebook. The video, believed recorded by one of the attackers, showed only his hand holding a .45-caliber pistol and shooting several times a wounded commando – his patch and uniform identified him as a member of the elite Special Action Force of the Philippine National Police – until he was dead. The unidentified gun-
man then went on to strip other dead commandos of their combat equipment and gear as he shouted “Allahu Akbar” or God is great. The clip also showed other gunmen as they took turns in stripping more fallen commandos of their weapons and uniforms and they too shouted “Allahu Akbar” as they ran towards the river bank where the sound of automatic gunfire intensified and slowly faded after several minutes. ARMM commemorates 1976 Moro Gulf Earthquake and Tsunami COTABATO CITY – The Autonomous Region in Muslim Mindanao commemorated the 1976 Moro Gulf Earthquake and Tsunami and this coincided with the multi-hazard simulation drill conducted by the ARMM's Office of Civil Defense at the Awang Airport in Datu Odin Sinsuat town in Maguindanao province. The drill was done in collaboration with the Civil Aviation Authority of the Philippines, ARMM’s Humanitarian Emergency Action and Response Team, Philippine Institute of Volcanology and Seismology (Phivolcs), Cotabato City Regional Medical Center and the Armed Forces of the Philippines. “The drill is a venue to enhance the preparedness of the communities around the affected areas in case destructive events occur. We could also assess the response capability of various government agencies, even private and volunteer responders,” said Myrna Angot, officer-in-charge of OCD-ARMM. She said the objectives of the drill were to understand the impact of a major earthquake particularly a potential 7.9 magnitude generated by the Cotabato Trench; to
understand the command and control mechanisms at all levels based on R.A. 10121 and existing contingency plans; to test, assess, validate and evaluate the actual ground set-up of the local emergency operation centers and communication system, and to strengthen and align all existing concept of response cluster particularly with the first response. “During the disaster, life-protecting actions must be taken immediately, so this drill will also help the responders to act as quickly as possible,” she said. The other participating responders were the Philippine Coast Guard, Philippine National Police-Scenes of Cr ime Officers (PNP-SOCO), PNP-Regional Health Ser vice, PNP-Regional Public Safety Battalion, Philippine Red Cross, Bangsamoro Response Team, Bureau of Fire Protection-Emergency Medical Services, Office of the Provincial Fire Marshall-Maguindanao, Philippine Air Force-Tactical Operations Group XII, and the Cotabato City Disaster Risk Reduction and Management Office. Angot said the activity also conforms with the national
government’s four-point plan on disaster preparedness namely public information, education, communication, and disaster response. The earthquake on August 17, 1976, generated by movement along the Cotabato Trench hit the island of Mindanao. The off-shore earthquake produced a massive tsunami killing about 6,000 people making it the most disastrous tsunami to hit the country. In a post-disaster report by the Philippine Institute of Volcanology and Seismology, waves as high as nine meters struck the town of Lebak in Sultan Kudarat. It inundated almost all coastal towns of provinces bordering Moro Gulf namely Zamboanga Sibugay, Zamboanga del Sur, Lanao del Norte, Lanao del Sur, Maguindanao, Sultan Kudarat, Sarangani, Basilan, Sulu, Tawi-Tawi and the cities of Cotabato and Zamboanga. Army honors 2 soldiers killed in anti-drug ops
Troops honor fallen soldiers in Maguindanao province. MAGUINDANAO – The Philippine Army’s 6th Infantry Division honored two soldiers who were slain during an anti-drug operation in North Cotabato’s Midsayap town. Captain Jo-ann Petinglay, an army spokeswoman, said the soldiers – Corporal Josel P. Miravalles and Private First Class Jay Pee Z. Duran – were killed on August 14 while fighting the group of notorious drug lord Madrox Masgal, who
is also wanted by authorities in Central Mindanao. She said the soldiers were part of operating team, composed of 62nd Reconnaissance Company, Philippine Public Safety College, Philippine Drug Enforcement Agency, and Naval Intelligence Security Group that engaged with Masgal’s group at the boundaries of Kadilingan and Nabalawag villages. Petinglay said one NISG member was also killed and 8 soldiers from
the 62nd Reconnaissance Company were wounded in the fierce fire fight. Major General Edmundo Pangilinan, the division commander, handed over a Posthumous Military Merit Medal to the families of the late soldiers for their acts of heroism. “These two men did not only die fighting terrorists in Central Mindanao but they also risk their lives fighting the illegal drugs in the country,” he said. Sayyaf threatens to behead Filipino hostage
ZAMBOANGA CITY – Suspected Abu Sayyaf militants have threated to behead a young Filipino man they kidnapped in the southern province of Sulu if their ransom demand is not paid. The militants are demanding P1 million in exchange for the life of Patrick James Almodovar, who is in his early 20s, or they will kill him on August 24. In a video clip released by the Abu Sayyaf, Almodovar, appealed to the government to save his life and pay the ransom. Speaking in the Tausug dialect, he begged Governor Totoh Tan and Jolo Mayor Kerkar Tan, to pay the Abu Sayyaf despite a strict no-ransom policy of the government. “I am Patrick James Almodovar. I am a Catholic. To Governor Totoh Tan and Mayor Kerkar Tan and to my relatives, I am appealing for your help to free me from my captors and they are asking one million pesos and if they don’t get what they are de-
manding, they will behead me exactly at 2 in the afternoon,” Almodovar said in the 2-minute clip. There were no immediate statement from the police and military and Almodovar’s kidnapping was unreported. On Tuesday, suspected Abu Sayyaf gunmen also abducted a public school teacher Edrina Manalas Bonsil while one her way to work in the town of Patikul also in Sulu, one of 5 provinces under the Muslim autonomous region in Mindanao. Bonsil was travelling on a jeep when 5 gunmen flagged down the vehicle in Kanague village and forcibly dragged her out and taken by the gang. There was no immediate statement from the Department of Education in the autonomous region, but the military said the operation against the Abu Sayyaf is continuing in Sulu. Just last month, Abu Sayyaf militants also seized 3 people Shariff

The victims were onboard a multi-cab when gunmen flagged down the vehicle on the village of Timpook and seized them. The gunmen threatened to behead Gonzales – who works as a technician for Globe Telecom – if their demand for P1 million ransom is not paid by the company. His wife was only accompanying him when gunmen seized them. There was no statement from the telecom giant, but it is unlikely to pay ransom to the Abu Sayyaf for Gonzales’ life. Prisma Prisma is one of the most impressive photo-editing apps we've ever come across. Spaces - S mall gr oup Small group shar ing sharing Spaces is a new social networking/messaging app from Google. You may not have heard of it, or may have tried to ignore it because it’s a social app made by Google, but I think it's worth checking out. Rather than creating a large network with hundreds of friends and followers, Spaces is concerned with keeping it small scale. It's a social platform where you can post links, pictures, YouTube videos and more to conversations with your friends. It works the same as many other messaging apps except it houses a fresh, Material Design look and a slightly different format: Spaces is designed specifically for group conversations. quickR eply quickReply quickReply allows you to respond to messages without entering an app. This feature is becoming more prevalent – WhatsApp provides it and Android N will even allow you to reply straight from your lockscreen – but if you can’t wait for the functionality to come to other apps, install quickReply in the meantime. It works with many popular messaging apps (though SMS functionality is yet to be properly integrated), so if you use Skype, Telegram, Kik etc, quickReply will allow you to respond to messages without stopping what you're currently doing. Messages can be responded to via the notification shade but, sadly, replying from the lockscreen isn't supported. Giphy When you message with GIFs you really get to explore communication. Using GIFs forces you to pay attention to the subtleties of animation, to the power of short-form storytelling. It enhances the simple art of messaging. Also, some people just like to see cats doing backflips. Until now, Giphy was only available as an extension of Messenger, but in May it was released as a standalone app, providing more GIF goodness for everyone. The Giphy app – which works similar to the web version – allows you to search and discover GIFs to suit your every need and share them via Twitter, Facebook, Messenger, email: whatever platform you wish. What’s your favorite maps app? Google Maps? Here Maps? Waze, perhaps? Well, I’m about to introduce you to your new favorite: the map of Westeros. Thanks to this app we can better understand the geography of the seven kingdoms. Want to know where the Iron Islands really are in relation to Banefort? Now you can find out. The only downside is that it doesn't include local traffic updates. Expect some hold ups in the northern regions soon, though. Cinematics Cinematics is a movie database app which combines current cinema listings, cast and crew info as well as review scores from IMDb and Rotten Tomatoes, to deliver a useful resource for cinema buffs. It’s not the most comprehensive app, but it’s very easy and if you’re overwhelmed by the information found on something like IMDb, it could be for you. Eat This M uch Much Eat This Much is a new food scheduling app to help you plan your daily meals. Input your diet goals, weekly budget and what kinds of food you like, and Eat This Much will take care of your meal plans. It requires some manual setting up, but once that's done, you can rely on Eat This Much to provide you with the recipes and tips that help you achieve your aims. f.lux Joining the slowly swelling ranks of screendimming apps on Android, f.lux started its life on Linux and Windows years ago. It has been available on jailbroken iPhone for a few years, too, and now it's finally making its way to Android. Currently in beta and only available on rooted devices, f.lux is a superb choice if you want to avoid straining your eyes at night. Join Since Pushbullet introduced its paid service and removed features from the free version, many people have been on the lookout for a worthy cross-platform file-sharing alternative. Thankfully, that day has come. Join offers far more features than Pushbullet, and it does it all with a onetime payment, rather than a yearly subscription, a la Pushbullet. The app only recently went live across all platforms – Android, Windows 10, web, Chrome – and there are still small bugs and UI improvements to be made, but this is an app worth getting on board with right now. Alam kong gusto natin maging malinis. Pero kung hindi naman tayo ganoon kadumi sa maghapon, huwag nang magkuskos ng mala-kas. Hindi rin pinapayo ni Dra. Katty Go ang pag-gamit ng hilod o lufa. Kapag sobra ang pagkukuskos, matatanggal ang oil (o moisture) na nagpapakinis sa ating balat. 3. Maglagay ng lotion o bath oil agad pagkatapos maligo. Ayon kay Dra. Katty Go, ito ang pinakamagandang panahon ng paglagay ng lotion o bath oil (mabibili ito sa supermarkets) dahil nakabukas pa ang ating mga pores sa balat. Lagyan ng lotion ang mga dr y na parte ng katawan tulad ng siko, kamay, paa, tuhod, tainga at batok. Kung nalalagkitan ka sa lotion, subukan ang bath

Kung gumagamit kayo ng Dove soap, mapapansin ninyo na may natitirang oil sa iyong balat kapag ika’y nagbabanlaw na. Ayon kay Dra. Go, huwag mo nang piliting alisin itong oil dahil nakatutulong ito sa pagpapalambot ng iyong balat. 6. Tandaan: Huwag gumamit ng sabon panlaba para sa iyong kamay o katawan. Matapang ito at nakasisira ng kutis.
7. Pagkatapos maghilamos ng mukha, puwedeng gumamit ng lotion para sa mukha. Lagyan ng lotion ang ilalim ng mata para mabawasan ang wrinkles sa eye bags. 8. Okay lang kung gusto ninyong maligo ng malamig o mainit na tubig. Para sa akin, mas gusto ko ang maligamgam na tubig. 9. Sa pag-shampoo ng buhok, siguraduhing basangbasa ang iyong buhok bago ito lagyan ng shampoo. Huwag gamitin ang sabon bilang pang-shampoo, Hindi ito angkop (mali ang Ph) para sa buhok. Kung may balakubak, gumamit ng mga antidandruff shampoo. Dapat mo lang iwan ng 5 minuto ang shampoo sa iyong buhok at anit para mabawasan ang dandruff. 10. Puwede kang gumamit ng astringent tulad ng Eskinol para linisin ang iyong mukha ng mga 2 beses kada linggo. Dahil may sangkap itong alcohol, natatanggal nito ang mga dumi na hindi kaya tanggalin ng sabon. Ngunit, paminsanminsan lang ito gamitin dahil nakaka-dry ito ng balat. Mag-lotion pagkatapos. INGREDIENT S: INGREDIENTS: – 1 1/2 kg leftover Lechon – 3 cups Lechon sauce – 2 cups beef stock (or beef builion dissolved in 2 cups of water) – 6 cloves garlic, crushed – 2 large onions, chopped
– 1 teaspoon whole peppercorn – 8 pieces dried bay leaves – 1/2 cup soy sauce – 3/4 cups vinegar – 3/4 cups sugar – salt to taste
INSTR UCTIONS: INSTRUCTIONS: 1) Heat a cooking pot and pour-in the beef stock. Bring to a boil. 2) Put-in the garlic and onions then cook until the texture becomes soft. 3) Add the whole peppercorns, dried bay leaves, and soy sauce. 4) Put-in the leftover Lechon and simmer for 30 to 35 minutes. 5) Add the vinegar and bring to a boil. Simmer for 10 minutes. 6) Add the sugar and Lechon sauce then simmer for another 5 minutes. 7) Dash-in some salt to taste then stir. 8) Turn off the heat and transfer to a serving plate. 9) Serve hot with rice. Nationwide curfew can help reduce teenage pregnancy CEBU - The proposed imposition of a nationwide ban on minors seen loitering the streets at night could make a dent on the increasing number of teenagers becoming pregnant which is now described as an “alarming” trend. Commission on Population (POPCOM-7) regional director Bruce Ragas said he believes implementing a nationwide curfew banning children below 18 years old from the streets at night can actually help temper the rising rate of teenage pregnancy. President Rodrigo Duterte loudly voiced the need for a nationwide ban on minors from public streets starting at 10 p.m. until 5 a.m. as well as an alcohol ban in public places past midnight. Though the nationwide ban on minors still has to take effect, some local government units are already imposing curfew on minors based on local ordinance that was passed in their respective areas. “There is a link between drinking and smoking to pre-marital
sex among teenagers,” said Ragas, citing the 2013 Young Adult Fertility and Sexuality or YAFS 4 Survey conducted by the University of the Philippines Population Institute and the Demographic Research and Development Foundation. The YAFS 4 Survey revealed that one of every 10 Filipino women between 15 to 19 years old has already given birth or is pregnant with her first child. Ragas said Central Visayas ranks seventh among the regions throughout the country with the highest number of pregnant teenagers while the top regions are Region 2 and CARAGA. “But we have the youngest teenager that got pregnant at 12 years old,” said Ragas. The 2013 YAFS Survey in Central Visayas showed that two in five youths have sexual experience while there is a rise in the prevalence of premarital sex from 23.2 percent in 2002 to 35.3 percent in 2013. Likewise, the study revealed a rise in teenage pregnancy from 5.3 percent in 2002 to 13.1 percent
in 2013 while more than 49,000 out of 376,411 females ages 15 to 19 have begun childbearing. Among the factors attributed to the early sex engagement are curiosity, expression of love, release of sexual tension for males and peer or partner pressure and expression of love for females, as cited in the survey. According to a preliminary data from the Department of Health, there are 5,197 cases of teenage pregnancy in Central Visayas as of 2015 while early exposure to sex including premarital sex are likely contributors to the increased teenage fertility in the region. Ragas said the President’s policy to enforce the Reproductive Health Law would be a big help to address the issue on teenage pregnancy by providing correct information and education. The problem however, needs collaborative efforts from all sectors in the community, said Ragas adding that a curfew on minors could curtail the opportunity to engage in physical intimacy. (Fayette C.
