NGCP fails to secure own power pylons COTABATO CITY – The privately-owned National Grid Corporation of the Philippines has failed anew to secure and protect its transmission lines in the restive Muslim autonomous region in Mindanao following another bombing last week in Lanao del Sur province. NGCP said Tower 25 in the village of Linamon in Ramain town was bombed on May 3 and cut off electricity in many areas there. The steel pylon is part of 138 kilovolt Agus 2Kibawe line. It was the second time that the tower had been attacked since December 24 last year.

“This is the 6th bombing of NGCP towers this year. Restoration of Tower 25 will commence as soon as the area is secured. The company stresses that the bombings only serve to increase the burden of the public, which must suffer through service interruptions when towers are bombed,” NGCP said in a statement. It previously blamed the Sambitory family where the tower is erected for allegedly not cooperating with the NGCP and refusing them access to conduct repairs of damaged pylon. Many landowners claimed they were not being paid by the NGCP for the use of

their land. Just last month, two power pylons were also bombed in North Cotabato province. The twin bombings of Towers 95 and 96 of the Kibawe-Kabacan 138kilovolt line occurred in the villages of Kitulaan and Aroman in Carmen town. No individual or group claimed responsibility for the latest attack, but different rebel groups operate in Lanao del Sur. ARMM hires 562 teachers in Maguindanao and Lanao del Sur COTABATO CITY - The Education department in the Autonomous Region in Muslim Mindanao (DepEd-ARMM) hired 562 teachers in the provinces of Maguindanao and Lanao del Sur. A total of 562 teachers signed on April 25 their appointment papers and deployment orders for assignments to different public elementary and secondary schools in the region. ARMM Education Secretary Dr. John Magno, chief of staff Atty. Rasol Mitmug Jr., and other DepEd-ARMM officials attended the mass signing. Of the 562 newly hired teachers, 238 will be deployed in Maguindanao and 324 in Lanao del Sur. “More quality teachers are now being hired because our department (DepEd-ARMM) has improved its hiring and screening process,” Sec. Magno said. Before signing their appointments, the

teachers had to pass competency examination, panel interview and teaching demonstration. “This mechanism guarantees that only quality teachers will be hired and we want teachers that will guide the students on the right road towards a progressive future,” he added. “At first I was hesitant in applying for a teaching position in DepEd-ARMM because I’ve heard there is ‘palakasan system’ (system of patronage), but still I tried and now I’m glad because out of thousands of teacher applicants, I’m signing my appointment now,” said Hasniya Abas, 25, of Saguiaran, Lanao del Sur. She said the current hiring process is more transparent, unlike before when it was tarnished by issues of bribery and connections. She was a private school teacher for two years and applied for a DepEd-ARMM teaching

position last April 2015. She said it is her calling to help mold the minds of school children in ARMM. The newly hired teachers’ first task will be to lead activities under the National Schools Maintenance Week, or the ‘Brigada Eskwela’, starting May 30. Sec. Magno said newly appointed teachers’ signing of appointments in the provinces of Basilan, Sulu and Tawi-Tawi is scheduled next week. The Commision on Elections (Comelec) has exempted several government agencies, including DepEd, from the ban on hiring during election season in connection with the May 2016 polls. As stated in Comelec Resolution No. 10030, the Comelec has given the authority to hire, appoint, or transfer officers or employees to the Office of the President, the courts and several other government agencies. Malaria cases in ARMM down in 1st quarter of 2016 COTABATO CITY - Malaria cases in the Autonomous Region in Muslim Mindanao (ARMM) went down significantly in the first quarter of 2016, the region’s Health department (DOH-ARMM) reported. Only 33 malaria cases were reported regionwide in the first quarter compared with a quarterly average of roughly 68 cases last year. Twenty-one of the reported cases monitored from January to March this year are from Sulu province while Tawi-Tawi and Maguindanao have nine and three cases, respectively. Earlier, DOH-ARMM officials said the number of malaria cases in the region went down to 274 cases last year from 3,539, or a quarterly average of close to 900 cases, in 2012. Dr. Kadil Sinolinding, regional Health secretary, described the consistent decline in malaria cases in ARMM as a major accomplishment for the agency and the regional government. He noted that “malaria is a disease that has a big chance of eradication with the help of various stakeholders.” On Monday, May 2, the Health department conducted a forum aimed at strengthening

its partnership with various stakeholders including regional line agencies and DOHARMM employees. It also sought the renewal of commitments in totally eliminating malaria in the region. The Health department said no death from the disease was recorded in ARMM in the first quarter of 2016. Malaria mortality rate in the region decreased to four deaths in 2015 from six deaths in 2010. The region was earlier allotted P8 million for its malaria control efforts. The amount was distributed to the region’s different provinces with priority to areas that suffered most from malaria in the past. The malaria control budget was downloaded to the region from the regular funds of the National Government and from other funding institutions such as Global Fund, Pilipinas Shell Foundation, Inc., Movement Against Malaria, and Bill and Melinda Gates Foundation. Dr. Sinolinding emphasized that the “best weapon in combating malaria is right knowledge and right attitude.” He advised residents to observe preventive measures such as wearing pyjamas and long-sleeve

shirts and using mosquito nets when sleeping. DOH-ARMM, Dr. Sinolinding said, conducts on-site diagnostic tests and provides free treatment for malaria patients, which extends from three days to a month depending on the severity of the case. The department also distributes chemically treated mosquito nets to endemic areas in the region. Malaria is a disease of the blood caused by the Plasmodium parasite. It is transmitted from person to person by the female Anopheles mosquito. This type of mosquito primarily bites between 9 p.m. and 5 a.m. The disease can also be transmitted through blood transfusion and needle sharing. Malaria symptoms include fever, headache and vomiting. It begins 10 days to four weeks after infection, although a person infected may feel ill as early as seven days after the mosquito bite. Malaria infection can develop into anemia, hypoglycaemia, or cerebral malaria in which capillar ies carrying blood to the brain are blocked. ARMM tops 2nd round of national de-worming campaign COTABATO CITY – The Department of Health’s (DOH) central office awarded the Autonomous Region in Muslim Mindanao (ARMM) as the most improved region in terms of coverage of the national de-worming campaign’s second round held in January this year. The ARMM dewormed 98% of its target, or over one million school and community-based children, elevating the region on top of the government’s drive that focuses on children’s health. De-worming is done twice a year, the first round in July of every year.

Soraida Amilil, regional program coordinator and deputy infectious disease cluster head, said “this is the first time that the DOH central office recognized the region in a de-worming period, and it is because of the continuous effort of the DOH-ARMM.” Amilil underscored the importance of the drive, which is aimed at combating the nutritional impact of soil-transmitted helminthiasis, a type of helminth infection caused by roundworms, whipworms, and hookworms. During the de-worming drive, children aged

one to four and five to 12 are given a single dose of chewable 400-milligram albendazole anti-worm tablets by school nurses and community health workers. DOH-ARMM’s report showed a total of 343,885 children aged one to four and 135,716 aged five to 12 in communities received de-worming tablets. It further noted 568,076 children enrolled in public elementary schools were also served during the campaign period. ARMM-HEART, DSWDARMM provide El Nino relief assistance in South Upi MAGUINDANAO - All 13,984 families in the municipality of South Upi, Maguindanao have now received El Nino relief assistance from the Autonomous Region of Muslim Mindanao, through the ARMM Humanitarian Emergency Action and Response Team (ARMM-HEART), and the regional Department of Social Welfare and Development (DSWD-ARMM). The most recent relief operation was done on Thursday, April 28, for at least 1,295 families residing in Brgy. Romunggaob, South Upi. The said operation was headed by ARMM-HEART and DSWD-ARMM, together with Robin Padilla of the All for Peace Movement and Cong. Sitti Djalia Turabin-Hataman of the

Anak Mindanao (AMIN) partylist. Members of the Philippine National Red Cross (PNRC) were also present in the event. "The people need rice, and it's sad that in places like Kidapawan, people still have to go down the mountains, they still need to protest," Padilla said during the short program prior to relief distribution. "There is no need to resort to violence so that your voices will be heard. Let us choose to hold onto the peace we have gained and let us help each other. Together with the regional government, we are ready to help," he added. Celine Urangkaya, 24, was one of the first residents to receive a relief pack. Her

husband is a farmer, and she says harvest has been scarce, if there’s any at all. “It’s been a difficult time,” Urangkaya said, referring to the El Nino season. “Sometimes we only get to eat at night, sometimes we make do with not eating at all. If we can’t find cassava to eat, then we don’t eat. We’ll sleep intead.” Her community has felt the effects of El Nino since January, she said, and she is thankful for the relief assistance from the regional government. Tight security in General Santos City GENERAL SANTOS CITY – Police and military have tightened security here following a terrorist bombing last week. An improvised explosive went off a plaza, but police authorities said there were no casualties in the blast. The powerful explosion destroyed at least 3 motorcycles parked there. No individual or group claimed responsibility for the blast,

but jihadists claimed responsibility for the attack, saying it was in retaliation to the killings of their fighters in a clash with security forces. Policemen clashed with jihadists allied with Abu Sayyaf and Jemaah Islamic in nearby Maasim town in Sarangani province. Two gunmen were killed in the fighting in Daliao village and policemen recovered 3 automatic rifles,

including a .50-caliber Barrett rifle and improvised explosives and a Daesh or ISIS flag in the area. The target of the operation was Mohammad Maguid, who is facing a string of criminal charges, but he managed to escape the raiders. perfect for a family with kids. Glenbur n Tea Estate lenburn A stay in a colonial planter's bungalow is a memorable way to experience the rich tea heritage of Darjeeling. Established by a Scottish company in 1859, Glenburn Tea Estate is now owned by the Prakash family, who've been in the tea business for over a century. Accommodation is spread across two bungalows surrounded by 1,000 acres of private forest. Two rivers run through the property. Eight rooms are decorated with colonial furniture, open fireplaces, luxurious bathtubs and large windows offering views of Kanchenjunga mountain. "To restore the bungalows to their original grandeur, we had to peel off layers of paint added by each manager's wife according to her liking and taste," says owner Husna Tara Prakash. Xiaomi M Mii 5: the most po wer ful dual-SIM pow erful smar tphone smartphone The Xiaomi Mi 5 competes with flagship smartphones like the Samsung Galaxy S7 and the LG G5. Moto G (2014): the best budget dual-SIM smar tphone smartphone For a bargain price you can get a Motorola Moto G (2014). We were surprised by the breadth of features it has when we reviewed it. Its 5-inch HD display is better than many others in its price range, which was $179 on release. In contrast to the devices above, with the Moto G you can insert not only two SIM cards, but also a microSD card. In terms of hardware, the Moto G performs better than similarly-equipped competitors thanks to its clean software. With the ability to insert a second SIM and microSD card, it offers flexibility as well as a welcome boost to internal memory in light of its slim internal memory of only 8 GB. Mahirap ding pumili ng masustansyang pagkain kapag gutom na gutom ka na. Kaya tandaan: Kung gusto ninyong maging malusog at masigla ang iyong katawan, kumain ng masustansyang almusal. Napakahalaga po nito.

RECIPE: Chicken Barbecue a la Aristocrat

INGREDIENT S: INGREDIENTS: - Soy sauce, just enough to achieve the color you like - 7up or Sprite, just enough to cover the meat - 1 large garlic head, peeled and crushed - 1 lemon, juiced - 2 tbsp. sugar - 3 chicken legs & 3 chicken thighs - coursely ground pepper - salt to taste INSTR UCTIONS: INSTRUCTIONS: 1) Combine all the ingredients, except the chicken. Taste and when you’re happy with the marinade, you can then add in the chicken. Chicken barbecue must be marinated for minimum of 5 hours (to make it even tastier it can be marinated for up to 2 days and 2 nights max) 2) For the sauce and baste, Use about 2 cups of the marinade and add some oyster sauce (worcestershire from the original recipe), UFC catsup (will use it if you want to make it sweet) and 1 tablespoon of oil. Bring to a boil until sauce gets a bit thick. 3) Grill. I just used my pre-heated oven grill and basted 4 times for 20 minutes. Cook for 20 minutes at 180C, but additional of 10 minutes more won’t harm.

PRESIDENT Aquino has signed into law the bill on promoting the creation of ‘green jobs’, or employment that contributes to preserving or restoring the quality of the environment, be it in the agriculture, industry or services sector. The Republic Act No. 10771, or the "Philippine Green Jobs Act of 2016", shall apply to establishments engaged in the production, manufacturing, processing, repacking, assembly, or sale of goods and/or services, including service-oriented enterprises. The law also grants incentives to encourage business enterprises to generate and sustain green jobs, as certified by the Climate Change Commission. The Department of Finance shall administer the granting of incentives, such as “special deduction from the taxable income equivalent to 50 percent of the total expenses for skills training and research development expenses which is over and above the allowable ordinary and necessary business deductions for said expenses under the National Internal Revenue Code of 1997, as amended; and tax and duty free importation of capital equipment, provided that the capital equipment is actually, directly and exclusively used in the promotion of green jobs of the business enterprise”. According to the Act, it is the declared policy of the State to affirm labor as a primary social economic force in promoting sustainable develop-

ment; afford full protection to labor, local and overseas, organized and unorganized, and promote full and productive employment and equality of employment opportunities for all; and promote the rights of the people to a balanced and healthful ecology in accord with the rhythm and harmony of nature. Section 2 of the Act provides that the State shall identify needed skills, develop training programs, and train and certify workers for jobs in a range of industries that produce goods and render services for the benefit of the environment, conserve natural resources for the future generation, and ensure the sustainable development of the country and its transition into a green economy. “In recognition of the participation of individuals and business enterprises in jobs creation, the State shall provide incentives therefor," the section reads. Republic Act No. 10771 also mandates the Department of Labor and Employment (DOLE) to coordinate with other government agencies in formulating a National Green Jobs Human Resource Development Plan on the development, enhancement and utilization of the labor force, both in the private and public sectors. The plan shall have the primary objective of enabling and sustaining the transition into a green economy and the generation of green jobs towards more employment and equal opportunities and the promotion of social

justice and workers’ welfare. It shall include programs, projects, and activities pertaining to basic, higher and technical-vocational education and training, database that identifies and links green job opportunities with private and public entities, and information on knowledge and skill requirements of a green economy. The DOLE, in coordination with the Philippine Statistics Authority, shall maintain a database of green careers, professions and skills, as well as a list of emerging business enterprises, which generate and sustain green jobs. It shall facilitate skills training assessment and certification, career advocacy, provide productivity and livelihood training, and extend technical assistance to enterprises to ensure labor law compliance. Other agencies involved in the National Green Jobs Human Resource Development Plan are the Department of Environment and Natural Resources, Department of Education, Commission on Higher Education, Technical Education and Skills Development Authority, National Economic and Development Authority, Department of Trade and Industry, Professional Regulation Commission, Department of Science and Technology, Department of Transportation and Communications, Department of Tourism, and Department of Public Works and Highways.
