Dad blasts Emano on market lease contract

OPPOSITION Councilor Edgar Cabanlas blasted Cagayan de Oro Mayor Vicente Emano saying the lease contract agreement between the city government and a businessman over the second floor of Carmen market has no proper review.

Cabanlas issued the statement after he learned that Emano will cancel the lease contract between the city and a certain Jacky Cheng immediately after June 25.

“Wala gayud lantawa

pag-ayo ni Mayor Emano unsa ang sangpotan sa ilang kontrata sa langyaw kay midangat man sa ingon niini. Nagpirma lang kini si Emano nga walay proper review,” councilor said.

The flyers discouraged the people to listen to the block-time or paid programs of said announcers aired in two radio stations.

The statement also singled out the mentioned broadcasters as “panigbasay.”

At the same time, as stated in said small piece of paper, at least four broadcasters, who belonged to the band of another politician in the province were tossed up and endorsed as worth listening radio personalities.

A radio block-timer, Jun Gloria said the act aimed to harass and curtail the freedom of the media.

Gloria doubted it was a

handiwork of some politicians.

Other mediamen who were cited in the ”propa” declined to comment.

DDSPO director Senior Superintendent Reynaldo Llanera Sr. had already directed Digos City police director Superintendent Solomon de Castilla to conduct a thorough investigation on the complaint of the media practitioners.

OROQUIETA City––The Misamis Occidental Science and Technology High School (MOSTHS) thanked Rep. Eulogio “Amang” Magsaysay of AVE partylist for donating one-unit classroom to the school.

Last June 15, the Alliance of Volunteer Educators (AVE) partylist turned over a P500,000-worth one-unit classroom to the science high school in Barangay Pines here. The turn over ceremony was witnessed by school and government officials.

Mr. Ricky Juab, an alumnus of the MOSTHS class’92, initiated the achievement of having the school classroom from the partylist that he

considered as valuable to the students, parents, teachers, and the whole community.

On her part, DepEdOroquieta Schools Division Superintendent Emmalinda C. Duhaylungsod who accepted the said classroom thru her office promised to be responsible of its maintenance and gratefully acknowledged the AVE party list of its donation.

AVE partylist came with its Chief of Staff Mrs. Cachiola D. Magsaysay together with AVE’s Political Officer Iso Marasigan who also entertain the visitors and thank them for the support and welcoming AVE in the city.

In case of sale of real estate on which taxes and penalties due had been deposited with or paid thru some other government offices but not transferred to, and accounted by the Provincial or Municipal Treasurer of Misamis Occidental such sale shall be subject to revocation upon presentation of evidence showing that all taxes and penalties due had been paid when the sale was made.

After the sale and before redemption, or before the expiration of the one year redemption period, the real property shall remain in the possession of the delinquent taxpayer, who shall have the right to the usufruct/ improvement thereof.

In case the delinquent taxpayer or his representatives or any person holding a lien or claim over the property, fails to redeem the same within the one year redemption period as above stated the Provincial Treasurer shall made an instrument sufficient in form and effect to convey to the purchaser the property purchased free from any encumbrances or third party claim whosoever.

Collection of real property tax may be enforced through any of the remedies provided under the law, and the use of one remedy shall not be a bar against the institution of the others.

Veterans Bank Directors elected THE Philippine Veterans Bank (PVB) announced the election of its Board of Directors in the recent annual stockholders’ meeting held at the SMX Convention Center, Pasay City where some 5,000 stockholders, Filipino World War II veterans, widows and heirs were in attendance.

Re-elected for another one-year term to the PVB Board were Col. Emmanuel V. de Ocampo, Atty. Democrito T. Mendoza, Ricardo A. Balbido, Jr., Engr. Antonio A. Balgos, Commo.

Vicente R. Buenaventura, Atty. Eduardo P. Pilapil, Gen. Umberto A. Rodriguez, Atty. Ramon P. Miranda, Percianita G. Racho and Col. Francisco T. San Miguel.

Completing the 11-member PVB board is new-comer Laurito E. Serrano, a son of a World War II veteran from Bulacan.

In his report to the stockholders, PVB President &

CEO Ricardo A. Balbido, Jr. said that PVB was able to produce an audited net income of P519.07 million in 2011, about the same level as the net income of P519.59 million last 2010. Balbido cited gains in its core businesses of corporate deposits and lending, trading gains and strategic management of its foreign exchange & investment portfolio as the main drivers behind the bank’s continued profitability.

Balbido also reported that Veterans Bank’s total resources were pegged at P57.38 billion while capital funds stood at P5.68 billion as of end 2011, based on audited financial statements.

Total resources slightly dipped by 3% from P58.24 billion in 2010 to P57.38 billion in 2011. Capital however moved up slightly by 5.5% to P5.68 billion from the previous year’s P5.465 billion. The Bank’s capital

adequacy ratio (CAR), a measure to determine a bank’s capability to shoulder risks, stood at 16.15% under Basel II. This is still well above the 10% minimum

That’s the only way we can ever be truly happy and satisfied.

So it’s only logical that your Maker is the One Who can show you how to find and fill your special place in this world.

He’s the One Who can give you something to do in life that’s worth your time and abilities. Something that will make a difference in the lives of people around you.

Misor’s winning gubernatorial candidates THE POLITICAL fronts in Misamis Oriental and Cagayan de Oro are quiet. However, the lethargic situation is not a reason to be cheerful.

On the contrary, one should be on the toes in anticipation of surprises and shockers. There are varied and conflicting symptoms in the political battlefield these days. In order to be able to discern the prognosis, one should concretely interpret these Cris Diaz warnings.

Aside from conflicting signals in the field, the propaganda machines of political protagonists have started to grind. In their bid to gain public notice, political wannabes create scenarios. More often, ambitious political animals would drag names of people in order to gain popularity. Provocation and public challenges are part of traditional politics. The ultimate objective here is to become the talk of the town. Well, that is part of dirty politics.

Anyway, what is cooking in the political front these days? Silence? An old proverbial saying said: ‘Silent water runs deep.’ In the surface, one could not easily decipher the symbols of political movements. However, talks and gossips are prevalent in the political backdoor. Like the silent water that runs deep, the undercurrent is strong and frightening.

Does anyone hear talks that gubernatorial hopeful Norris Babiera is gaining grounds in Misamis Oriental?

Hearing the assessment from an apolitical observer often holds water. However, the given opinion was only on the

surface. Wait! It is not to contest the premise. It would have been better if concrete appraisal could substantiate the statement. True, Babiera has been organizing in the province barangay level – they do not care about the town mayors anyway. After all, the barangays are the backbones of all elections in the country. There is no argument with that. However, there is still truth to the saying that while the barangay is the backbone of all elections, the town decides the result of the election.

This presumption is not enigmatic. In fact, it is in the municipal level that results of almost all elections in the country are decided. If one knows what this statement is, then that would be it.

On the other hand, nothing is unusual should Babiera pull surprises in the gubernatorial race. If Babiera wins then he deserves it. After all, winning in an election is the ultimate objective of any candidate. Nevertheless, Babiera knows that his opponent is not sleeping. If Babiera loses in the gubernatorial race, he should also admit that his opponent deserve the slot.

Certainly, it is also of public knowledge that Bambi Emano is running for governor in Misamis Oriental.

Emano’s camp also claim that ‘Bambi,’ the incumbent Congressman of the province second district, is certain to win the governorship.

‘Bambi’s’ camp has also organized a political base in the province solely to campaign and market the young congressman in preparation of the mid-term election next year. Well, both of them Babiera and Emano are winning candidates. At the end of the day, the electorates will render the final judgment.

prescribing revised rules covering the mining industry in the country. Certainly, he has to see to it that more investments in mining will be generated by the new rules, to enable more capital to come in, so more jobs and economic opportunities could be generated for our people.

But then, the President also has to consider the environmental impact of more liberal mining rules, especially with powerful personalities rallying behind the call to preserve and protect the environment and the ecological systems where mining activities are being undertaken. Health Secretary Enrique T. Ona signed Administrative Order No.20120007 providing fair, just, and quality health care for the senior population, at the same time pursue financial viability of hospitals amidst economic and financial constraints.

DOH-10 Senior Citizens Program Coordinat Carmen Lubguban said this will help push compliance with the law, facilitate clear understanding on the part of the providers, and allow easy access to privileges by the senior citizens.

The elderly are entitled full access to free medical and dental services, diagnostic and laboratory fees in government facilities.

A 20-percent discount and VAT exemption will be given to those under the pay section of the hospital (both in and out-patient departments).

The panel of judges disagreed with the scoring of judges Duane Ford and Cynthia Ross who scored the fight for Bradley 115-113 while CJ Roth had Pacquiao the winner 115-113.

Review judge No. 4 had Pacquiao winning by the widest margin of 118-110 while Judges 3 and 5 scored the fight 117-111 for Pacquiao. Judge No. 2 had Pacquiao the winner 116-112 which was the unofficial scorecard of the Manila Standard while Judge No.1 had it closest with Pacquiao winning 115-113 which tallied with the scorecard of official judge CJ Roth.

A closer reading of the scorecards shows that all five review judges agreed unanimously that Pacquiao won rounds 1, 3, 5, 6 and 11 while all five agreed unanimously that Bradley won round 10.

The judges voted 3-2 for Bradley in round 2, 4-1 for Pacquiao in round 4. 3-2 for Pacquiao in round 7, 4-1 for Pacquiao in round 8, 3-2 for Pacquiao in round 11 and 3-2 for Bradley in round 12.

He also revealed that prior to the selection both fighters camps are asked if they have any objections and if there are none ( as was presumably the case in the Pacquiao-Bradley fight) Kizer gives his recommendations to the commission and they are usually approved unanimously.

Carp said Kizer had revealed that the Attorney General’s Office had requested documents and tapes connected to the fight and that the Commission sent the information including the judges scorecards and the minutes of the May 21 meeting when they were selected.

The NSAC chairman at the same time said the commission had no problem using judges from outside Nevada but would defer to Kizer on such decisions.

Avansino said Kizer “is best suited to determine the capability of all officials he brings before us for recommendation.”

Arum said that in view of all these developments that a rematch between Pacquiao and Bradley is out of the question for the moment “at least until we

have some definitive statement that this occurred by judges error” and not anything else.

Pacquiao himself told ABSCBN News that while he welcomed and thanked the WBO for its decision which he said should serve as a lesson to the judges but that he is not planning any unilateral action and will leave the matter in the hands of the WBO. Pacquiao indicated he is still open to a rematch with Bradley but will discuss the matter with Arum when they meet in the second or third week of July.

In his letter to Kizer, the WBO president said he would “respectfully suggest that more participation of duly registered and licensed officials by the Commission be pursued as this would create a better work environment. It is a way to explore the improvement of the sweet science.”

-oooJBC VIOLATING CONSTITUTION? Sen. Francis Escudero’s statements on who should be---or who should not be---chosen as the next Chief Justice of the Supreme Court has given rise to an interesting sidebar: is he legally sitting as a member of the Judicial and Bar Council (JBC)? The question is valid, considering the Constitutional provision on the membership of the JBC, which says that the legislature will have just one representative.

At this point, however, there are two representatives of the legislature in the JBC. The first is Escudero, and the second is Iloilo Rep. Niel Tupas Jr., the chairman of the justice committee of the House of Representatives.

Both Escudero and Tupas are sitting as JBC members, apparently in violation of the Constitution.

Former Associate Justice Leonardo Quisumbing raised this point earlier, and we wrote about it here in this column, but those involved chose to remain silent about it. Now that the JBC is facing a milestone in choosing the new chief justice, it is

well to address this point now: is the Constitution violated by the presence of two representatives from Congress at the JBC? Since this has been the practice ever since, were all the previous official acts of the JBC null and void?

Julaton proposes to stage world fight in Pangasinan LINGAYEN, Pangasinan––Fil-Am Anna “The Hurricane” Julaton, the world’s most famous female boxing sensation today, has indicated her desire to fight with a still unidentified opponent in her native province.

The 31-year-old Julaton, who comes from Pozorrubio, Pangasinan and is now living in Daly City, California, was in Pangasinan last year where she had lunch at the Capitol Resort Hotel here with Gov. Amado Espino Jr. Orpheus Velasco, provincial information officer, said that was the first time Julaton expressed her desire to fight before boxing fans in Pangasinan.

Julaton holds both the WB O (World B oxing Organization) women super bantamweight and Inter nat ional B oxing Ass o ciat ion (IBA) sup er bantamweight titles.

“In fact that time, Anna was amazed over the sports facilities in our province which she must have noticed are be capable of holding a world women boxing championship fight,” Velasco said.

The second time Julaton conveyed her desire to bring her fight to Pangasinan was when the province was in the thick of preparation for the Palarong Pambansa.

This was through an e-mail sent by her promoter, Angelo Reyes, Velasco said.

Another e-mail was sent to Velasco by Reyes Wednesday this week, reiterating his previous l e t t e r a s k i n g t h e Pa n g a s i n a n prov i n c i a l g ov ernment to host Julaton’s next fight in Pangasinan.

“I think Julaton is serious,” Velasco stressed.

He added he will conv e y R e y e s’ l at e s t e - m a i l t o E s pi n o a s s o on a s h e comes back on July 1 from a t h re e - w e e k t r i p t o t h e United States.
