The City is governed by a council comprised of a Mayor and six councillors who are elected every four years. The City’s administrative organization is headed by the City Manager appointed by council. It is the Manager’s responsibility to conduct the affairs of the City within established policy as directed by Council, which is the sole policy-making body.

Regular Council Meetings are held at 5:00 p.m. in the Council Chambers on the designated Mondays of each month. Contact City Hall for Council meeting dates or visit our website at www.melfort.ca. Notice of public meetings are posted at City Hall and on our website. The public is always welcome to attend these ­meetings.

Whether you are just visiting, or you have made Melfort your home, you will find Melfort an active and prosperous community with amenities and programs to serve people of all ages. Within the pages of this guide you will find attractions, experiences and opportunities for everyone. We invite you to experience all our community has to offer. Our civic facilities have been thoughtfully planned to meet the needs of a wide variety of ages and interests; from tots to teenagers to young families or retirees. Spend the day at the Northern Lights Palace Arena/Wave Pool and Water Slide or take in an event at the Kerry Vickar Centre. Melfort has the premier recreational and cultural facilities in the Region. The Spruce Haven Outdoor Recreation Area offers the best in outdoor family activity and our heritage is on display to be appreciated at the Melfort and District Museum or the landmark Historic Post Office building. Just minutes away in any direction are some of Saskatchewan’s best Regional Parks offering fishing, camping and water sports in the summer to cross country skiing, snowboarding and downhill skiing in the winter. Melfort is situated along the migratory bird routes and is connected to over 1,000 miles of snowmobile trails throughout North East Saskatchewan. Surrounded by some of the most fertile farmland in the world, Melfort is the service centre for the region and offers great selection of local and national retailers. Our citizens benefit from first class health care at the Melfort Hospital and the adjoining Wellness Centre. Educational opportunities include three K-6 elementary schools plus a high school for grades 7-12 and a campus of the Cumberland Regional College offering skills training and university courses degree programs. It is rare to see the level of services and amenities that you’ll find in our community where you can still enjoy the small-town neighborly feeling you’ll experience in Melfort. 3 HISTORY OF MELFORT

Melfort was preceded by a small community known as Stoney Creek Settlement founded by Reginald Beatty, a Hudson’s Bay agent, who settled his family in the new North West. Beatty homesteaded for a short while in the area now known as Birch Hills and then relocated to Stoney Creek in 1884 to be nearer running water and a better hunting area. By 1892, there were a number of families and agriculture, business and schooling developed. Melfort’s present site was surveyed for the Canadian National Railway (CNR) in 1902. The CNR manager asked Mary (Campbell) Beatty to name the community. She proudly christened it “Melfort” in honour of her family estate and town in Argylshire, Scotland. In November of 1902, the first building was erected on Main Street and it was purchased within the year by the Clift Brothers who set up the Melfort Pioneer Store (the original building still stands and houses “Plus Stuff Junction”). Lured by the promise of rail access, other businesses soon followed. Melfort was officially incorporated as a village in 1903. That same year the first financial institution opened: The Bank of Hamilton. The rail line reached the community in 1904 and, by 1907, the population was sufficient to justify Melfort’s incorporation as a town. The federal government built a post office in 1913 and Melfort boomed. It became a city on September 2, 1980. Today Melfort boasts a population of nearly 6,500 people and it is a vibrant, thriving hub of Northeastern Saskatchewan.

Once vital to the social and cultural life of the city, the Historic Post Office rehabilitation will ensure that this landmark is still standing proudly in the centre of our City 100 years from now. With the help of grants from the Sask. Heritage Foundation and the Main Street Conservation Grant, rehabilitation work has painted the trim, repaired areas of the roof and eaves, restored the original appearance to the brick exterior and repaired the damaged bricks.

The Melfort & District Museum began in 1973 as an agricultural museum featuring an extensive collection of farm machinery and equipment and has since evolved into much more. We have a Pioneer Village which replicates an early 1900s settlement. Amongst the buildings are an original log farmhouse with furnishings, a one-room country school, a working blacksmith shop, a working sawmill, a church, a post office, a grist mill and a barbershop and General Store. A highlight is the original real estate office of Reginald Beatty, settler of the first Stoney Creek settlement and founder of Melfort. We also have a Dr. Shadd office building, a fire hall, a Fairy Glen Co-op Garage, a huge Exhibit Hall, a Machinery Shed, and an All-Season Shop on the grounds. Our office and Gallery are located in a heritage building, the Power House built in 1912. We change our displays and exhibits constantly so that we chronicle the development of our community and surrounding areas. We want to showcase history for our residents as well as for tourists. Our archives contain many, many documents and photographs of our community and its peoples from early times to the present. We have a special section dedicated to Dr. A.S. Shadd, one of the first black doctors on the prairies and a huge part of the development of every aspect of Melfort’s History. Our museum is open year round. We have a number of annual events and programs as well as an active summer season when we provide guided tours. You can also check out our seasonal display at City Hall. Welcome! Welcome to

Spruce Haven Park

PARKS & PLAYGROUNDS

Spruce Haven Park was originally situated on land offered to the City of Melfort by R.A. Howes for future generations to use and appreciate. Aptly named after the large stand of spruce trees that surround the property, for many years it simply provided a refuge within the city where families could play, picnic and gather in the outdoors to appreciate the beauty of nature. The Spruce Haven Ball Park became part of the park in conjunction with the ’88 Summer Games. Later, a meditative labyrinth garden was added on the site. In 2016 the Spruce Haven Recreational Area Master Plan was developed with a vision to expand the park to create a multiuse outdoor recreation area. The goal was for the park to serve a broad section of our residents and at the same time provide an attraction that would bring people to our community from throughout the region. The City reserved surrounding land to create a 58-acre park and began construction of a skate park, soccer pitches, spray park and a fully accessible playground area and a community garden. Future development will include areas for other outdoor sports and eventually an indoor multiuse recreational facility.

MELFORT CAMPGROUND The campground is located at the junction of Highways #3, #6, & #41 and is open from May to September. The secluded surroundings amidst acres of trees, provides campers a private recluse. Services a ­vailable include firewood, showers, washrooms, electricity, picnic areas, playground and sewage dump station. The Melfort Multi-K began as a dream of one individual. “My primary vision was setting people in motion. Getting them out and about, breathing fresh, wholesome air and getting fit at the same time”, Dr. Richard van der Ross, founder. Adopting the slogan “Promoting Fitness and Health in Melfort”, Dr. van der Ross put together a team to plan the first event in September 2011.

The Melfort Multi-K Committee receives generous support from the business community in Melfort and District through sponsorship. The whole community gets involved with over 100 volunteers involved in the event.

20 MELFORT AGRICULTURAL SOCIETY SUMMER FAIR AND EXHIBITION Since 1905 the Melfort Agricultural Society has held an annual exhibition. West Cost Amusements will provide a wide variety of rides and concession all three days. Ride wristbands and gate admission passes can be purchased at a discount in advance from the Agricultural Society office and select Melfort businesses. All three days you can enjoy live entertainment from our outdoor grandstand featuring chuck wagon and chariot races, barrel racing and a grandstand show each evening starting at 8 pm. Don’t miss the Friday Night Lights Motocross, Friday night is Motocross Under the Lights. Saturday night is the comedy team “Don’t Mind Us” a spectacular Fireworks display weather permitting. The Melfort Exhibition also features a three-day Light Horse Show, Petting Zoo, Motocross, Tractor Pull, indoor

and outdoor exhibits as well as the Beer Gardens. Operated by local groups. The Melfort and District Museum beside the fairgrounds is also open for patrons during the weekend. An exhibit of competition classes for all kinds of crafts, baking, winemaking, field and garden, canning, sewing, etc. make for a wonderful showcase of local artists. The work of exhibitors can be found on display in the Exhibit Hall. It’s a fun-filled weekend with a bit of something for everyone! Come out and experience the excitement. Other events sponsored by the Melfort Agricultural Society include semi­ annual Flea Markets, the 4-H Beef Regional Show and Sale, 4-H Equestrian Camp as well as other events during the year. The Melfort Agricultural Society is operated by nine executive board members, honorary members and other volunteers.

ST. BRIEUX REGIONAL PARK

Located 50 km south of Melfort off Highway #6, Kipabiskau Lake is open May to September. It is a natural, beautifully treed location in the valley of the Barrier River. The Park provides ­opportunities for boating, canoeing and fishing. St. Brieux Regional Park is the principal recreation attraction in the community of St. Brieux, 40 kms southwest of Melfort. The park boasts of swimming and water sports, along with fishing. It is situated less than one kilometres southwest of St. Brieux and is equipped with showers, ­kitchenettes, electrical campsites, mini golf course, beach, ice cream and ball diamonds. The golf enthusiast can enjoy a beautiful nine hole course with grass greens and licensed clubhouse. Catering services are also available. The park is open from May to September. PRINCE ALBERT NATIONAL PARK

Located 100 km south east of Melfort, Greenwater Provincial Park is a 46,000 acre natural environment park which is open year round. It is located in the scenic Porcupine Forest abundant with Spruce and Silver Aspen. Attractions include numerous deluxe winterized log cabins for rent, camping, plus fishing, tennis courts, picnicking, groceries and supplies, extensive natural trail, and an 18-hole golf course. Parking in the City’s business section is not regulated by parking meters. However, there is a two & three hour parking limit between 8:00 a.m. and 6:00 p.m. from Monday to Saturday; 8:00 a.m. – 9:00 p.m., Thursday.

MELFORT MINOR LACROSSE Lacrosse is our National Sport and has been becoming increasingly more recognized each year. Lacrosse is a great way to increase physical activity, improve eye/hand coordination and stick handling. It builds self-esteem, and what it means to be part of a team. A child learns sportsmanship, respect, develops friendships and is always encouraged to have fun. Ages range from 5-16 years. BYLAW FAST FACTS

The City has established bylaws to ensure safe and enjoyable neighborhoods.

DID YOU KNOW? * MAINTENANCE AND NUISANCE bylaw covers graffiti, junk, junk vehicles, dilapidated and unoccupied buildings, overgrown grass and weeds, untidy and unsightly property and open excavations. See Bylaw #2013-15.

* TREES AND SHRUBS are to be pruned to not grow beyond the

property line into City alleys to a height of 4.5 meters (14.76 feet) and along City sidewalks to a height of three (3) meters (9.84 feet) so they do not impede pedestrians. See Bylaw #2013-15.3.

* FENCES HEDGES OR SHRUBS are not to exceed 2 meters (6.56 feet) in height on the side or rear lot line and not to exceed 1 meter (3.3 feet) in height on the front lot line. See Bylaw #96-09 Sec. 4.4.3.

* DANDELION GROWTH is not regulated in the City since it would be

challenging to enforce due to the short life cycle of each plant. Residents are encouraged to treat their lawns as they see fit.

* HOUSE NUMBERS must be installed and be visible from the street to ensure emergency services including police, fire and ambulance can locate you and your family, in the event of a crisis. See Bylaw 2008-26 Sec. 2.4.4.

fires to reduce the chance of injury or property damage while enjoying their fire pit. Burning of rubbish, garden and lawn refuse, animal carcasses, etc. is prohibited. See Bylaw2004-10 Sec. 1.7 & Sec. 7(4) (e).

* SIDEWALKS ON COMMERCIAL PROPERTIES are to be clear of snow, ice and dirt. Residents are exempt from this bylaw. See Bylaw 2013-02.

* SNOW FROM PRIVATE PROPERTY cannot be removed and deposited on streets or lanes as this could increase the chance of accidents. See Bylaw 2013-02 Sec. 5.

* PARKED VEHICLES left for longer than 48 hours on any street can be

ticketed or towed. On-street parking is not meant to be long term parking. See Bylaw 2007-21 Sec. 37.

DID YOU KNOW? * CAMPERS/TRAILERS OR SEMITRAILERS cannot be left parked

unattached on the street. In residential areas, private trailers not exceeding 6.10 meters are exempt. Our streets are not meant to be storage areas for resident’s campers, spare vehicles, etc. See Bylaw 2007-21 Sec. 38.

* CROSS WALKS ADJACENT TO SCHOOLS often have established

“No Parking” or “No Stopping” areas for the safety of people using the crosswalks. Students should be loaded or unloaded in established “Loading Zones”. See Bylaw 2007-21 Part IV.

*SNOWMOBILES are to be operated only in designated areas and times as outlined in the Snowmobile Bylaw/Act.

* DOG AND CAT OWNERS are required to purchase a license and ensure that their pet wears a collar to which it is attached whenever it is off the premises of the owner for the safety of their pet and others. See Bylaw 2003-05 Sec. 3.1 (a) & Bylaw 2007-24 Sec. 5.1

* KEEPING MORE THAN 4 CATS OR 3 DOGS in any one location is prohibited. See Bylaw 2003-05

Sec. 21 (a) Cat owners shall ensure that the cat is not being a nuisance or running at large and dogs found running at large are guilty of breach of the bylaw. See Bylaw 2003-05 Sec. 4 & Bylaw 2007-24 Sec 7.1

* BARKING AND HOWLING DOGS are a nuisance to your friends and neighbors and owners are responsible to ensure that they do not allow dogs to bark or howl excessively. See Bylaw 2014-13.
