Capping a great year ■ Paul Preen of Lang and Co

Viewings up 10% in the South West HOMES for sale in the South West are viewed an average 13 times before being bought, according to research by independent estate agents network Move With Us. It says this represents a 10 per cent annual increase, and the national average number of viewings is just six. But the answer to selling your home could be staging an open day, telescoping all the viewings into a few hours. “In fast-paced property markets, viewing numbers tend to be higher because there is a large number of potential buyers fighting for a limited number of properties,” said Robin King, director at Move With Us. ‘Rapid selling-times mean buyers have less time to make well thought-out decisions about which properties to visit and tend to view properties they wouldn’t normally consider as soon as they come on the market,” he added. Mr King said the ideal situation was for a seller to have a handful of viewings from qualified, carefully-selected buyers whose property ‘wish lists’ were a close match and who then went on to make an offer. He added: “Receiving plenty of viewings but no offers is the worst-case scenario for a seller, as this will not achieve the goal of selling the property, will take up lots of time and can be an emotional roller-coaster. “Viewings cost time and money for both sellers and estate agents. “If a property has lots of interest, holding an open day is a great way to help sell it in the current market. “They usually get the viewing process over in one day, meaning the seller only has to clean and tidy the property once. “The seller can even go out for the day, leaving the property in the capable hands of the estate agent. “The heightened sense of competition between the buyers during open days can increase the chances of an offer being made on the property.”

THE idea of mortgage capping – hailed as a way of helping to stabilise the housing market by the Governor of the Bank of England, Mark Carney – has also been welcomed by local property experts as a wise move. Earlier this summer chancellor George Osborne promised to grant the Bank of England new powers in order to rein in mortgage lending and Mr Carney said this would be a good way of helping to cool the housing market. But it is a very different property market in London and the South East to that being experienced in Plymouth and the South West where, although values have been creeping up they have not reached the eye-popping levels of the capital. “I think any plan to cap mortgages will stop any significant price increase and overall this is a good move,” said Paul Preen of the Plymstock branch of Lang and Co. “Although it is a very different market to the one we are reading about in London which is largely being driven by foreign investors – there aren’t many Russian millionaires buying up property in Plymouth – over the last six months a lot of buyers have been frightened off because prices have been jumping far too quickly again even in this part of the world. “When I first started out in this industry the property market tended to rise more or less in line with inflation.

“If pay rises averaged three per cent so did property prices but in more recent years all that has changed and we have entered into a cycle of boom and bust. “If these new mortgage regulations help the market return to more stability that can only be a good thing as a market that is booming one minute and slumping the other is no good to man nor beast.” Stuart Millington of Millington Tunnicliff in Ivybridge agreed. “This whole initiative has been Bank of England led and what they are trying to do is negate the likelihood of a property price bubble or boom,” he said. “It had become a little easier to borrow and so more people were looking to buy but because there is a shortage of property available on the market and supply was unable to meet a growing demand there is no doubt that prices were starting to go up again. “This measure is likely to slow things down again and I have to say I applaud the idea.” Chancellor George Osborne has said that he was also anxious to ensure that people didn’t over-commit themselves by borrowing more than they could afford. “The risks come when people borrow too much to pay for rising house prices,” he said. “In excess that debt can cause serious difficulties for them and the banks who leant to them and it can cause difficulties for the

One has only to lack back to 1931 when Britain’s economic prospects were strained by high unemployment, a large budget deficit and a deteriorating balance of payments. “In the ensuing crisis the government of the day resigned and sterling was forced off the gold standard.” Such talk may seem irrelevant for young couples struggling to buy their first home in Plymouth in 2014, especially in the wake of other new rules mortgages known as MMR, but local agents say that ultimately it will be for their benefit and the benefit of the economy as a whole. “Things will inevitably slow down with the children on school holidays and I think that this will help to restore the market to a level of equilibrium which is healthier for everyone,” said Mr Millington. “Interest rates are going to start going up again soon – which will please savers – and this is a canny move which will help to keep the market steady. “The whole idea of a market which is either boom or bust is not good for anyone.” Mr Preen says that it is difficult to read how the local market will react in the weeks ahead.

The news comes as Neighbourhood Watch celebrates its 50th anniversary. The survey also found that twothirds of people interviewed agreed neighbourhoods would be stronger if people were encouraged to get to know each other better, instilling a sense of togetherness and reducing crime levels. Yet despite this fact, one in 10 Brits can’t name a single neighbour. MANY homeowners in the South West are using websites such as Rightmove and Zoopla to check on the value of their friends’ and neighbour’s homes, a survey has revealed. More than a quarter of property owners use the same sites at least once a year to keep up to date with the value of their own houses. The research was carried out as part of Legal & General’s quarterly Mortgage Mood survey, which looks at the attitude of homeowners across the UK on a range of mortgage-related issues. The findings also revealed that across the UK, women are more ‘nosey’ than men, while people in the South West were more likely to check on the value of others’ properties than the average Brit. Three-quarters of the ‘snoopers’ admitted doing it at least every six months, and six per cent do it every day. Jeremy Duncombe, Director at Legal & General Mortgage Club, said: “While the current housing market rebound makes it is easy for homeowners to become overly concerned with the value of their home, it is important that as a nation we don’t become too caught up with the short term. “Consistent, inflation-linked rises are what we need to see to ensure a stable and sustainable housing market in the long term.”

etting oonn G Getting oard w ith bboard with evamping rrevamping our ffloors loors yyour by JULIA GRAY IF YOU’RE looking to transform or liven up your home’s floorboards, staining or varnishing them might be the most obvious options, but painting them is the most hasslefree – and the most on-trend. Because yes, paint is more likely to show up dirt and chips, but surely that’s just shabby chic? What’s more, paint can cover up problems as much as it shows them up. Period floorboards often have modern boards mixed in where repairs have been done over the years, or you may need to patch in new boards yourself to replace damaged ones. Painting the boards makes it easier to disguise the new ones than with wood stain or varnish (although there may be a noticeable difference in the wood grain). As long as the boards are in good condition, you should be able to use a wood scraper, sandpaper and a handheld sander to clean them off and make them smooth – remember to bang down any protruding nails with a nail punch and hammer, and remove staples and other remnants of the previous floor covering. Sometimes the boards are in such a bad state that only sanding them with an industrial floor sander will do. Hiring a sander – and an edger for where the sander can’t reach – isn’t particularly expensive, but it’s hot, hard and dusty work. Once you’ve finished sanding, it’s important to clean the sanded boards thoroughly to get a good final finish. Vacuuming them only goes so far and you’ll also need to wipe them over, ideally with methylated spirits. Removing dust and debris between coats of paint may also be necessary, and to really clean out the gaps between the boards, run a

knitting needle, butter knife or screwdriver down them. Newer boards may contain resinous knots, which will need to be sealed with knotting solution to prevent the resin bleeding through and spoiling the paint. Alternatively, you can use Ronseal Knot Block Wood Primer & Undercoat (from £7.98 for 250ml, B&Q), which seals the knots, primes and undercoats in one, saving you time and effort. Even if you don’t use this product, you will need to apply wood primer/undercoat to the floorboards – try diluting the first coat with about 10 per cent of white spirit so it penetrates the wood better. After priming and undercoating the boards, you may find that yellow marks appear. If normal paint won’t cover them, use a stainblock paint – Polycell One Coat Stain Stop aerosol (£6.96, Tesco Direct) is a good one because it dries quicker than most stain blocks. If you need to use the room again soon after your work, a quick-drying floor paint is your best bet – water-based ones dry fastest. However, if you can close the door and wait a while for it to dry, a solvent-based paint will be more durable long term and should require fewer coats than a water-based paint. Again though, back to the pros of a waterbased paint, and it shouldn’t yellow over time like a solvent-based one. Basically, you’ll have to work out what benefits are most important to you. You can also use ordinary wood paint to cover your floorboards then protect it with clear (non-yellowing) varnish, but while this is a cheaper option than a specialist paint, I wouldn’t recommend it. Bear in mind that normal paint is not designed to be walked on, and will wear over time – it pays to pay out more now.
