Stamp duty Property sold way reforms are above guide price at great news auction on day of stamp duty reform M any in the housing industry have long argued that the existing stamp duty system causes prices to be bunched together just below each threshold. Local housebuilder, Bloor Homes, believes there has never been a better time to buy. Paul Baker, Regional Managing Director at Bloor Homes South West explains: “The stamp duty reform scheme certainly was the centre-piece in the chancellor’s statement. “This reform has the potential to continue momentum already created in the housing market from the Help to Buy scheme. And when you consider interest rates are also expected to remain low until at least May next year, once the general election has taken place, this really is a great time for buying and selling. “With more than three quarters of a million housebuyers expected to benefit from the new scheme, we expect to see more first time buyers and second steppers in the market, as they will now find it easier to raise the deposit needed. “If we look at some of the typical savings, it’s clear how this is significant news for purchasers. “On a £180,000 house purchase there will be no tax to pay on the first £125,000, then two per cent on the remaining £55,000, which is a total bill of £1,100, versus £1,800 before the changes. “On a £300,000 house purchase there would be no tax to pay on the first £125,000, then two per cent on the next £125,000 (£2,500) and five per cent on the last £50,000 (£2,500). “That’s a total £5,000 compared with £9,000 under the previous system, which is a significant saving for second steppers. “And let’s also not forgot those downsizing, as the savings could certainly help towards retirement funds.” Bloor Homes South West currently has homes available at Woolston Fields in Loddiswell. oods auctioneers report an outstanding success in their auction which was held at Newton Abbot Racecourse on Wednesday, November 3. One of two lots for sale, Littlemeads was a detached, chalet bungalow in need of substantial renovation and improvement and situated in a peaceful, rural location on a little used country road and with superb views. Littlemeads is one of only a few pre-war properties left that have not already undergone major renovation or been rebuilt. Auctioneer Richard Copus said that bidding was brisk and the eventual result had nothing to do with the new stamp duty regime which was being announced in the Commons at the moment the gavel fell. Richard did however say that the local buyer telephoned the office a few hours later to say that the surprise saving he had made of around £4,000 made up just a little for the amount he had been forced to bid for the

property! “This result shows how successful auction sales can be,” said Richard. “Too many homes are still being offered for sale by estate agents in the usual way, which is called private treaty, which would fetch higher prices and create secured sales for their clients in the auction room. Every estate agent, whether auctioneer or not, has a duty under recent legislation to advise potential clients if auction is likely to be the best way to sell their home, but few do. The general rule is, if you have a home that is in a poor state and on which it may be difficult for a buyer to secure a mortgage, or if you need to sell quickly for any reason, auction is probably the best route to take.” Richard commented on the new stamp duty reforms as “the best thing to happen to residential property in 10 years”. He said that the new regime would result in “massive” savings for home buyers in Devon with purchases at just over £250,000 saving £5,000 in tax. “This is just the boost the housing market needed down here. We have all become used to hating stamp duty. Paying it was bad enough, but the fact that it was a “slab” tax which meant that we had to pay thousands of pounds more to buy a house once certain thresholds were reached caused major clogs in the housing market,” says Richard Copus, director of Woods Distinctive Homes. “The new reforms treat stamp duty more like income tax. It has become a “progressive” tax which means that you pay according to the exact amount your new home will cost you and the rates have plummeted for most properties below a million pounds, meaning 99.9 per cent of home buyers in south Devon will benefit from the changes. “Putting it simply, under the new stamp duty regime, there is no tax payable up to £125,000, it’s two per cent from £125,001 to £250,000, five per cent from £250,001 to £937,500 etc. This will mean massive savings for most Devon homebuyers. “Nearly everybody buying a house up to £937,500 will benefit from the change, with the most savings being at the lowest and middle bands of the market. “This is something we have been advocating in the industry for over a decade. Government incentive continues to Help to Buy

L

atest figures show Help to Buy, introduced by this Government in April last year, is opening up home ownership to thousands and supporting the Government’s long term plan to help hardworking people secure a better future for their families. In total, across the country over 66,000 households have been helped by Help to Buy: Mortgage Guarantee and Equity Loan. The Help to Buy Equity Loan enables people to buy a newly-built home with a deposit of at least five per cent of the property price, while the government offers a loan of up to 20 per cent. The rest is covered by a mortgage. While the mortgage guarantee offers mortgage lenders the option to purchase a guarantee on mortgages where a borrower has a deposit of between 5 per cent and 20 per cent. Because of this support, participating lenders are able to offer more mortgage products to borrowers with small deposits. The Help to Buy Equity Loan scheme, which is only available for new-build homes, has been extended up to March 2020 with a further £6 billion – meaning the scheme will support the construction of up to

200,000 new homes. Help to Buy continues to overwhelmingly benefit first-time buyers, with the vast majority of sales outside of London and at prices well below the national average. The scheme was introduced to support hard-working people who can afford a mortgage, but struggle to save the deposits required by lenders in the wake of the financial crisis. Together with the Government’s NewBuy scheme – which offers 95 per cent mortgages for those buying new-build properties, the number of new home owners across the country has reached more than 71,000. In the South West, 4,245 people have taken advantage of the NewBuy scheme. First-time buyers: mortgage guarantee and Equity Loan Recent figures reveal that 81 per cent of Help to Buy sales are to first-time buyers, helping 54,000 into their first home - showing how, although Help to Buy accounts for only a small percentage of overall house sales, (recent estimates suggest less than three per cent for each part of the scheme), the scheme is continuing to successfully target the people who need a helping hand to get on the housing ladder.

Success across the country The figures also show how Help to Buy is benefiting every part of the South West with the highest number of Help to Buy schemes recorded in Wiltshire (824). Getting Britain building Help to Buy is also helping to increase housing supply and get Britain building by driving demand for new-build homes. Over half of the homes bought through the scheme are new-build properties, and private house building is up 20 per cent since the launch of the Equity Loan scheme. The past year has seen the sharpest rise in house building orders since 2003, with many leading builders crediting Help to Buy for reinvigorating the house building industry and boosting housing supply. Responsible lending Help to Buy is supporting responsible lending, with the average house price for the combined schemes at £186,000, or £156,000 for mortgage guarantee and £211,000 under the equity loan scheme – all of which are well below the UK average house price of £273,000. The average house price to income multiple under the mortgage guarantee scheme is just over 3.5x salary, and capped at a 4.5x ratio to ensure

responsible lending. Figures for the mortgage guarantee scheme also show completions have been least concentrated in regions where house price growth is highest, for instance in London the scheme makes up just one per cent of all mortgage lending compared to an average of three per cent across the

The Chancellor announced a fundamental reform of Stamp Duty in his Autumn Statement. A new progressive system has been introduced which is intended to remove the pinch points of the previous system, which in Torbay particularly affected the market around £250,000 and again around £500,000. The new rates are: Zero up to £125,000 (unchanged), 2 per cent on the amount between £125,000 and £250,000, 5 per cent on the amount between £250,000 and £925,000, 10 per cent on the amount between £925,000 and £1.5m and 12 per cent on the amount above £1.5m. Whilst at the higher echelons of the property market in London and other high value hotspots stamp duty bills will increase, most purchasers buying locally with prices up to £500,000 will see reduced Stamp Duty bills in the majority of cases. Jonathan Bye, Director of Eric Lloyd & Co, has produced a ready reckoner for his offices showing the old and new amounts of Stamp Duty payable. A couple of examples are: At a purchase price of £175,000 under the old regime £1750 of Stamp Duty would have been due, under the new regime this would be reduced to £1000 showing a saving of £750. At a purchase price of £275,000 under the old regime £8250 of Stamp Duty would have been payable, under the new regime this will be reduced to £3750 showing a substantial saving of £4500. At the thresholds of £250,000 and £500,000 the amount of Stamp Duty remains unchanged.

Help to avoid burst pipes

T

he Consumer Council for Water (CCWater) is urging people to act now to ensure their pipes are wrapped up in their winter woollies or risk a burst pipe ruining their festive celebrations. By following their simple advice you could also help ensure a burst pipe doesn’t pour cold water over your festive celebrations: Act now: • Get your pipes and water tanks insulated – visit your local DIY store or shop on line for a variety of products that can help. • Wrap bends or hard-to-get-at pipes with securely fixed strips of insulation. • Find your stop tap – being able to turn the water off quickly could save a lot of damage. • Insulate outside taps or turn them off at the stop tap and drain the water from them. • Fix any dripping taps or overflows. A build-up of ice can cause a blockage. • Get contact details of a good plumber – if you do have a problem you will want a professional on hand as quickly as possible. • On very cold days, open the hatch to your loft to let warm air in from other parts of the house and prevent pipes from freezing.

• If you go away for a few days, leave your heating on low and set it to come on at least once every day. What to do if you do have a problem with a frozen pipe: • Find your stop tap and turn it off. • Make sure any nearby cold taps are turned on, to allow the water to escape when it thaws. • Don't turn hot taps on until the central heating is switched off. • Do what you can to protect or remove anything which might be damaged if the pipe bursts when the water thaws. • Check all visible pipes for damage or evidence of freezing. • If you can identify which pipe is frozen apply a hot water bottle or hot wet towel. • If you notice a leak once the water has thawed and pressure in the pipe has built up again, turn off the stop tap and call a plumber. Feel the heat the more efficient way

W

ith just a few weeks to go until Christmas, the weather has finally caught up with the fact that it’s winter - and actually turned cold. This means it’s also time for most of us to draw the curtains, whack up the thermostat, and bunker down ‘til spring. Trouble is, for most of us, spring will also mean painfully high energy bills. Because although keeping warm inside a house away from the elements sounds easy enough, the majority of people actually have no idea how to keep warm efficiently. A recent survey by the Energy Savings Trust (www.energysavingtrust.org.uk) reveals that four fifths of Brits believe they understand their heating controls, yet half misuse energy when they turn up their thermostat. We also think turning up the heating makes things hotter quicker, that the external temperature makes a difference, and that hot water needs to be constantly on - which, by the way, is all wrong. Luckily, experts are on hand to switch things back to right. “As the temperature begins to drop, it is important that we are aware of the best ways to stay warm this winter,” says Philip Sellwood, chief executive of the Energy Saving Trust. “Rightfully, millions of householders are confused by their heating controls because, let’s be honest, it is a bit of a minefield. “But there are steps we can all take to deal with the current cold snap.” Sorting your heating fact from your heating fiction... FACT Drawing the curtains does save heat It’s not only a mental trick of shutting out the cold, a recent study at the University of Salford proved that drawing your curtains at sundown can reduce heat loss by 15 to 17 per cent, while drawing blinds reduces it by 13 to 14 per cent. An old boiler does drain energy “A boiler of 15 years old or more may be wasting as much as 30 to 40 pence of every pound spent on heating our home and water,” says Martyn Bridges, director of technical support at boiler manufacturer Worcester, Bosch Group. “Updating your heating system to an A-rated condensing boiler or oil-fired model could make your system up to 90 per cent efficient, so it’s well worth considering.”

THERMOSTAT: UNDERSTAND YOUR HEATING CONTROLS

The Energy Savings Trust confirms that swapping an old G-rated (the least energy efficient) boiler for an A-rated (high-efficiency) model could save you around £490 a year on running costs (based on replacing the boiler and heating controls in a detached house that has gas central heating). Bleeding your radiators does make a difference It sounds like a boring job, but it’s an essential one. “If your home’s radiators aren’t as powerful as you’d like, the first thing to do is bleed them,” says DIY expert Julia Gray. “Radiators containing trapped air are hot at the bottom but cold further up, so they're not giving off as much heat as they should. Bleeding them is easy — simply put a radiator key or small screwdriver (depending on the type of hole) into the bleed valve on the radiator and open the valve to let out the air.” Furniture arranging matters Ever wondered why people always seem to put sofas in front of radiators? Bit silly when you think about it, isn’t it? “You don't want a radiator pumping heat into the back of a sofa,” points out Gray. “In this case, it’s best to move the radiator or swap a horizontal radiator for a vertical one, which will take up less space at sofa level.” FICTION You should turn the heating up when it’s cold outside Half (52%) of the people responding to the Energy Saving’s Trust survey say they turn the thermostat up when it's cold outside, but a home shouldn’t need this as the thermostat is there to maintain the home temperature, whatever the weather. You should turn up the thermostat to heat the room quicker More than a third (35%) of people also admit they turn their room thermostat up when they want the room to heat up quicker. “This does not help a room become warmer any quicker and only heats the home to a warmer temperature,” says the trust. You should leave the heating on low constantly It’s very common for people to think it's more energy efficient to leave the heating turned on at a low temperature constantly, rather than turn it on and off. Common, but wrong. According to the experts, this means these homes are heated when no one is there to benefit, and then the home is too cold when people are in the home. Keep electric storage heaters on all the time The research also found that few people with electric storage heaters fully understand how they work (only 38%). The company, which has been trading for more than 60 years, has announced that it does not expect any more horse-drawn carriage rides to take place. The horses will be at this Sunday Sunday’s Apple Day festival in Cockington but there might not be any carriage rides available. he hotel sector of the commercial property market is buoyant in the south west in spite of last winter’s storms, says Charles Darrow – Newton Abbot based commercial property specialist. London and international investors are showing significant interest in our region – almost certainly among the best areas outside the capital for the hotel industry. Martin Blacoe joined Charles Darrow in February and set up the hotel sales division in the second quarter of 2014. He has since been busy travelling around the four South West counties, meeting and greeting many of those in the hotel industry, from the larger hotels down to three and four bedroom guest houses and inns with accommodation. He brings many years’ experience in the industry nationally and internationally to the firm and is genuinely enthusiastic about the prospects for the South West region. Martin commented: “It has been the best trading season for many years for a number of hoteliers, after a slow start following the wet winter and terrible storms endured here in the South West. However, as soon as the weather warmed up in April bookings flooded in and continued to do so right through the season, with the forthcoming festive period and 2015 looking set to continue that trend now that the economy is improving.“ This is a reflection of the hotel industry throughout the UK, which has experienced challenging times over the last 7 years but has, in the main, survived the recession well with hoteliers realising that they needed to adapt to their clients’ changing needs. Smaller hoteliers in particular were quick to appreciate that they had to invest back into their businesses to provide a higher quality product in order to survive alongside the hotel chains with their ‘one size fits all’ approach. Charles Darrow receives enquiries from the UK and abroad, indeed from as far away as New Zealand, wherever there are ‘life-stylers’ looking to opt out of the rat race, sell up and invest their profit in a new ‘dream lifestyle’ – working for themselves in the hotel or B&B industry in this very desirable corner of England – the South West. “We offer a unique service, which is bespoke to our clients, using social media to gain maximum exposure both nationally and internationally,” continued Martin Blacoe. “Our clients will be among the select few with whom we are working, rather than one among hundreds. We take on superb quality properties and ensure that we match them closely to potential purchasers. Two retail deals completed on vacant town centre shops

he Retail Department of South Devon Commercial Agents Bettesworths report the successful conclusion of two further retail deals in Torquay town centre, completing what has been a positive year for Torquay town centre. No. 34 Fleet Street has been vacant following the Administration of shoe retailer, Reiker, and is a superbly located shop with wide retail frontage, onto the GPO Roundabout and adjacent to the newly refurbished Warren James Jewellery outlet. Dan Comley of Bettesworths Retail Team has negotiated a letting, with a view to getting the shop re-occupied and trading before Christmas. The ingoing occupier, Peter Spencer of Bargains Galore, who currently also operates from retail premises in Fore Street, Brixham, says the shop will provide an outlet for the sale of bags, suitcases and luggage items. Dan Comley of Bettesworths Retail Team commented “It will be good to see occupation on this shop, which is located on the link between Union Street and Fleet Street and further reduces the number of vacant shops in Torquay town centre”. The second vacant retail shop sold by Bettesworths is the former Panasonic shop fronting Fleet Street, next to the recently opened Coffee #1 in the former Post Office building. Unusually, Bettesworths were asked to sell the freehold, which had become vacant following the previous long-term use as the Panasonic shop.

Paul Bettesworth, Chartered Surveyor Director, who heads Bettesworths Retail Team, said: “We received a tremendous amount of interest in this property, reflecting both the scarcity of a freehold property in the town centre, as well as the returning confidence in retail property. “Interest was from both occupiers and investors. The new owners, who have strong connections to Torquay town centre, will have some refurbishment works to undertake to enable the property to be ready for reoccupation” “2014 has been the best year for Torquay town centre since the catastrophic effects of the credit crunch of 2008 and 2009. There has been a number of new retail shops opened. Further shops have been occupied for leisure and catering uses, and there are new owners for both Torquay’s principal shopping centres at Union Square and Fleet Walk. All of this has combined to give a much more positive feeling about Torquay town centre, and we are pleased to report an increase in the amount interest and enquiries from national companies who have re-awoken their interest in Torquay. “Looking forward to 2015, we are firmly of the opinion that confidence will grow further, with more vacant shops being reoccupied. Top 20 most unaffordable places to rent in the South West identified

otswold, Bath and Exeter are the most unaffordable places to rent in the South West, the National Housing Federation has revealed. New research shows that Cotswold in Gloucestershire is now the most unaffordable place in which to be a private renter — with private rents swallowing up almost half (47.9 per cent) of people’s hard earned wages. Other places such as Bath, Exeter and Purbeck are not far behind, with renters spending over 44 per cent of their salary on rent before they’ve covered any other bills. Renters in East Dorset, Bristol and West Somerset are also struggling, with private rent taking up over a third of their income. This follows official figures showing that private renters now spend twice as much of their income on their housing costs as homeowners do. The cost of renting from a private landlord is making it increasingly difficult for those trying to save to buy their own home, and for families. A recent YouGov poll for the Federation found that almost a third (31 per cent) of parents in England who rent privately say housing costs prevented them from getting their children into their preferred school and 46 per cent think it’s unlikely their children will be able to afford to live in the area they’ve

grown up in. Research by the National Housing Federation also found that private renters are becoming increasingly dissatisfied, as one in five (21 per cent) in England say housing is an important issue in deciding how they vote in the next general election – compared to just eight per cent of homeowners. Overall, a shortage of affordable homes, rising house prices and stagnant wages is leaving many people struggling to make their income cover the cost of their rent, as well as other essential bills. The National Housing Federation is warning that unless the shortage of affordable homes is addressed, rents will continue to rise and more people will see more of their wages eaten up by the cost of renting. Jenny Allen, External Affairs Manager for the South West at the National Housing Federation, said: “Private renters today are getting a raw deal and are paying the price for a housing crisis that’s been decades in the making. “Unless we build the affordable homes we desperately need, ordinary working families and young people will continue to struggle to pay their rent, and will have less and less money left to cover basic bills like food and heating. “We need a long term plan from politicians to put this right. We’re calling on all political parties to commit to end the housing crisis within a generation.”

wo hundred and twenty new Westward homes for affordable rent and shared ownership in Devon and Cornwall will be provided through a great loan rate of 3.30% thanks to an Affordable Housing Finance (AHF) bond. The Housing Finance Corporation’s (THFC) government-guaranteed bond vehicle bucked the recent trend of widening credit spreads for housing association own-name bonds with a £198.5m tap transaction. The deal represented the lowest ever price for a long-term bond issue in the housing centre. Westward’s Executive Director of Finance said, “We’re absolutely delighted with the rate achieved which will mean that we can make a real difference to our potential customers in the south west by providing good quality affordable housing for the future.” Westward Housing Group is one of eight housing associations

to benefit from the bond – others are North Devon Homes, Selwood, Riverside, Family Mosaic, Fortis Living, Gateway and Notts Community. The deal represented the lowest ever price for a long-term bond issue in the housing centre. According to THFC’s Chief Executive, Piers Williamson “This AHF tap has two things going for it that helps buck the trend. It is ‘AAA’ rated, because of the Government Guarantee, and the size of this tap brings the deal into most bond indices. That means that investment funds that track the various Sterling Bond indices have to buy the transaction. Even at these levels, the deal was two and a half times covered” said Williamson. The credit spread of 0.38% and current near record low Gilt yields also mean that, at 3.30%, this represents by some distance, the lowest long term bond funding rate achieved for housing associations.
