Shift in philosophy from ESD to EED! From energy savings to cap consumption! ďƒ˜ ESD prescribes the target in terms of relative amount of final energy (3% intermediate and 9% final target)! ďƒ˜ EED prescribes the limits (cap) in terms of absolute amount of primary and/or final consumption!

How the targets for EnC in 2020 are set? PRIMES model Used for EnC6!  SMK – Serbia, Montenegro & Kosovo* modeled together!  Ukraine & Moldova joined Energy Community latter!  Target was to prescribe cap consumption for EnC8!
