agent in a public area is also seen as a high priority, receiving almost the same percentage allocated as protection against the nation’s food supply. The public believes that about 17% of the anti-terrorism budget should be spent to secure subways and railways, and slightly less than 17% to protect airline transportation. Preventing disruption of the power grid was allocated 15% of the anti-terrorism budget, while 8% would go to preventing destruction or damage to a national monument and 5% to preventing other forms of terrorism. The percentage allocations chosen for protection against different types of attack are all statistically significant. Differences between the public’s allocations for activities to protect the food supply chain or to protect against potential chemical and biological attacks versus the percentage that should go for protecting air transportation are also statistically significantly different at the 95% level. When the public’s percentage allocations for the homeland security budget are converted to spending levels as a percentage of the amount believed appropriate to provide secure air transportation, U.S. residents would allocate 13.3% more protection for the food supply than for airline travel. Preventing a chemical or biological attack was given 12% more, and protecting other transportation activities 1% more than preventing an aircraft hijacking.
