Community Update

Mayor’s column Adoption of Council’s Annual Business Plan and Budget Council, on 16 June 2014, considered and adopted Council’s Annual Business Plan and Budget. Council’s budget was impacted by a reduction in Government funding to Grant of $150,000. One component of this reduced funding affected roads. This segment was part of the local roads funding previously funded by the Labor Government as a separate payment to South Australian local Councils which equated to $18m state-wide. Mr Tony Pasin MP, Member for Barker, advised that as the funding agreement had expired at the end of the previous Government’s term, and was not a budget line, it was unable to be reinstated into the Federal Budget. Grant Council has reduced its scope of works as a result of this outcome. We are still trying to advocate for a change as this disadvantages local Councils and local roads. Browns Bay Amenities This project at Browns Bay will establish facilities for visitors, local surfers and swimmers. Car park works have commenced with the tender for the facilities building still under consideration. These improvements will undoubtedly lead to better environmental and tourism outcomes for all. On completion of the works, the facility will be officially opened by Council. Great South Coast Road Cycling Classic The 2014 Great South Coast Road Cycling Classic organisers have approached Council with a view to hosting one day of the event in the District Council area. Council has agreed to host one day of the 2014 Great South Coast Road Cycling Classic, with the event, scheduled for August, will take riders through the coastal areas of the District. Our District, through this event, will be screened

around Australia through the television coverage of this prestigious event involving the participation of world. I would encourage communities to go out in support of the bike riders and encourage them on their road trip. Airport Secure Carpark I was delighted to see the completion of the Mount Gambier and District Airport’s secure carpark recently. This innovation will provide long-term secure carparking for those who are departing on a long term holiday, or operating in the Fly-In Fly-Out industry, flying out of Mount Gambier. The carpark is secure, under constant surveillance and will alleviate pressure on the shorter term carpark closer to the terminal. The costings for parking securely are moderate with a $5 daily fee and a $25 weekly fee. This installation also further prepares the Airport for accommodation of additional Fly-In Fly-Out workers in the future. As a Council we are still investing time and energy in attending meetings and networking to ensure our proposal for the engagement for our contractors and local workers in the mining sector is still at the forefront as this initiative should be another growth industry in the future.

Social Media at Council Council has launched its new facebook page. This page is designed as another avenue to share and transfer information from Council to ratepayers and visitors alike, and vice versa. Since its inception, we have received great feedback and visitors to the site are enjoying the varied and

SGIC 2014 Community Grant – Geared2Drive Learner Driver Program The District Council of Grant’s Geared2Drive Learner Driver Program has been successful in its application for an SGIC 2014 Community Grant. Not only this, but the program has been entered into the 2014 SGIC Community Grants People’s Choice Award. This is where your help is needed. I ask that you take a moment to support this program in the community by voting here to enable this program to continue to grow: www.communitygrantsprogra m.com.au/dcg Over 1,000 votes will double the grant, with 2,000 votes may triple the money. The Program will be held in Mount Gambier and Port MacDonnell, but if doubled or tripled, the funds will be used to deliver the program to across the Limestone Coast communities.

Council area. Once completed, we will highlight the importance of industry, Council and the community. Skills for All Program The budget for further education is depleted. As previously outlined in my last newsletter, the concept of free training, upskilling for all, is a good initiative. Sadly it would appear that checks and balances, and caps for easily delivered courses were not in place which has resulted in a blow out in the State training budget. This means that we will no longer get subsidised or free courses, leading to greater expense to complete certificate courses at TAFE or with private RTOs. You can take out a loan at the current Government interest rate to pay for your qualification course up front and then pay off the debt once you have attained a job. The proposal for the Federal Government Earn and Learn Program will also be on similar lines where you will need to take out a loan to cover your costs on leaving school, if you are not financial enough to be able to afford the courses up front. With staff cuts and course reductions, it is difficult to see how the programs will be run. As a Council, we continue to advocate for change as we are concerned that Local TAFEs in regional areas are operating under extreme pressure. It may be that small campuses close in the future. As a community, educational avenues leading to real jobs, are what we are fighting for. We want to have our youth educated locally and to have a future in our regional towns.

The need for the Driver Awareness Workshops was raised by the Geared2Drive volunteers, SAPOL and professional driving instructors who identified a lack of understanding of updated Australian road rules in the general community. With the funding, Council will lead a community awareness campaign and workshops aimed at drivers aged 16 to 80+ in Mount Gambier and Port MacDonnell, to discuss safe driving tips, understanding new road rules and provide helpful sources of information on road safety issues. Lives will be saved through this initiative along with your support. Tarpeena Community Plan Through the consultation process, direction has been given for the future of this town along with opportunities for Council and the community to work towards these goals. Timberlink, Council and the Progress Association are continuing to work on the entranceway to not only the town, but also the gateway to Grant District

Off Road Vehicles/Beach Access and Retention of Longitudinal Trips along Coastal areas As mentioned previously, we have campaigned to ensure, as a Local Government, we address these issues and looking for solutions to many of these problems. We have taken this issue up with the South East Local Government Association, and the Local Government Association, who represent 65 Councils across South Australia, at a State level. The access to our coastal areas attracts many tourists from interstate with some 50,000 4WDs traversing Canunda each year, all bringing tourism income to the District. We will continue to campaign for 4WD parks, public and private partnerships to help alleviate some of the issues. Port MacDonnell Boat Ramp Project As everyone is aware, funding for this project was successful. Local contractors have been engaged and the work has commenced. We have engaged Gonz Uyttenhove from the Department of Planning, Transport and

Infrastructure to oversee the project. We have lost a little bit of time due to high tides and bad weather but it is hoped that the project will come in on time and budget with completion around about Christmas time. It is expected that the majority of the boat ramp work will be completed prior to the Cray fishing season. The lay-by wharf and refuelling facilities are currently being brought into the project to ensure that once this is completed, it will be a stand-alone facility to assist our large professional fishing fleet. This is another great initiative that is about to come to fruition. Blackfellows Caves This project is being undertaken by the Department of Planning, Transport and Infrastructure, and funded through a South Australian Boating Facilities Advisory Committee grant of $450,000. Local contractors were engaged to undertake this project with the anticipated completion date late May, early June. This has also had some delays with the high tides and the weather taking its toll. The latest update is they are hopeful of completion in mid to late August. This will also improve the safety for launch and retrieval of both professional and recreational fishing boats. Port MacDonnell Jetty After the last bit of rough weather and high tides, it has shown how vulnerable the 150 year old jetty is to damage. Council is hopeful, once the new lay-by wharf and refuelling facility is complete, planning can commence, along with seeking funding, on restoring or replacing the 150 year old jetty to form a recreational jetty for everyone to enjoy. I am hopeful this will be a high priority for our current State government as this is a major icon in the centre of Port MacDonnell.

Council has worked with the Port MacDonnell Tourist Assoc to create a new visitor brochure. The brochure will support Council’s new website and www.portmacdonnell.sa.au.

Review of Council’s By-laws Council is required by legislation to review its By-laws every 7 years. Council has 5 By-laws being:By-law No. 1 – Permits and Penalties - A By-law to create a permit system for Council By-Laws, to fix maximum and continuing penalties for offences, and for the construction of Council By-laws. By-law No. 2 – Local Government Land - A By-law to regulate the access to and use of Local Government land (other than roads), and certain public places. By-law No. 3 – Roads - A By-law to regulate certain activities on roads in the Council area. By-law No. 4 – Moveable Signs - A Bylaw to set standards for moveable signs on roads and to provide conditions for the placement of such signs. By-law No. 5 – Dogs - A By-law to limit the number of dogs kept on premises and for the management and control of dogs in the Council area. Public consultation on the reviewed Bylaws has been undertaken and Council’s endorsement of the By-laws is required prior to them becoming operational no later than 1 January 2015.

Great South Coast Road Cycling Race Thursday 14 August Rolling road closures will take place in our Council area from 11am – 3pm when 165 cyclists compete in the 137km road race. Beginning at West Gambier Football Club and travelling to Carpenter Rocks, Blackfellows Caves, Kongorong, Mount Gambier, Caroline, and Donovans, the finish will be in Port MacDonnell around 2.30pm. Competitors will also race in Mount Gambier on 13 August before travelling to Victoria.

Geared2Drive Volunteers Required’ A surge in youth registrations has left the program with a shortage of volunteers. There are 9 young people on the program and another 12 waiting for driving sessions. Council is seeking interested people that can spare a few hours a week to provide two 1 hour driving sessions to disadvantaged young people. Council has secured LINK funds from the Motor Accident Commission to financially assist disadvantaged young people to access professional driving lessons as part of the G2D program.

Celebrating Our Volunteers In May about 80 people enjoyed a scrumptious spread and free entry into the Maritime Museum to explore its new exhibits when they attended a morning tea at the Port MacDonnell Community Complex held in honour of volunteers from our community. Tarpeena residents also got to enjoy a free coach trip as well.

Port MacDonnell Marine Facilities Work commenced in May and the boat ramp remains open. The latest wild weather conditions haven’t dampened the spirits of our hard working contractors. With allowances built in for delays, the project continues to progress on time and on budget to be completed by the end of 2014.

Twisted Threads Port MacDonnell Community Complex hosted Twisted Threads Textile group for the World Wide Knit in June. Many locals joined in celebrating the craft, bringing their own projects to work on and sharing skills, yarn and laughter.

Dunally Community Hall, Tasmania Council has donated funds from the Disaster Relief Fund to Sorell Shire in Tasmania to assist in the rebuild of the Dunalley community hall after devastating bush fires ripped through the region in early January 2014. Dunalley was badly affected by bushfires on 4 January 2013, with the town losing about 65 structures, including the community hall, Police Station, school, bakery and local residences.

The Saleyards Infrastructure Upgrade project has realised the completion of resurfacing of the entrances and unloading areas supported by funds received from the Australian Governments’ Heavy Vehicle Safety & Productivity Program. The pavement upgrade will improve the safety and productivity of heavy vehicle operations in and around the Saleyards site, and support growth in heavy vehicle traffic, safe livestock movements and increased sales for domestic and export markets.

Council Community Grants With approval of the Council budget in June, the community grants applications for halls, sports and community projects and events are now being assessed. Joint Councils Working Group on Economic Development and Tourism Council has formed a Joint Councils working group involving City of Mount Gambier, Glenelg Shire, Southern Grampians Shire and Wattle Range Council to look at opportunities for economic development and tourism, not only within the District Council of Grant, but in the wider western Victoria/ Lower South East South Australia region. The region shares many of the same issues and opportunities and the working group will be focussing on ways to promote and highlight opportunities to a broader audience. The meetings have already provided great insights into the tourism potential of the Region. Urban Design Framework and Master Plans Port MacDonnell The final Report for the Port MacDonnell Urban Design Frameowrk and Master Plan has now been endorsed by Council (2 June 2014). This Plan provides a framework for Port MacDonnell moving forward into the coming 5-10 years. Council can now proceed to implement actions contained within the Master Plan. River and Coastal Communities In continuing the work undertaken for the Port MacDonnell Urban Design Framework and Master Plan, the same consultant design team has been engaged to undertake the River and Coastal Communities Urban Design Framework and Masterplan. The project commenced in July and is expected to be completed in November 2014. The process will include extensive

consultation with river and coastal communities, and once completed will be returned to Council for endorsement and implementation. Strategic Plan Survey Council is reviewing its Township Meeting Process to ensure that it best meets the needs of both Council and the community in gaining feedback on service provision and future directions for Council and our community. As part of this review process, all residents will receive a survey seeking their feedback on a number of areas including performance of Council, direction/strategy of the District and communication. It is expected the survey will be with residents in the final quarter of this year, with the new Township meeting process to roll out early in 2015.

This year saw changes and improvements to the organisation and administration of the annual award and exhibition, which is run by the Artists of the Valley in conjunction with the Queen’s Birthday weekend Kelpie Muster. The generous support of businesses and individuals from both Victoria and South Australia allowed the first prize pool to be increased to $500, while each medium was honoured with its own sectional winners and highly commended entries. More than 300 South Australians are injured every year in accidents on farms, new SA Health data reveals. Country Health SA Director of Emergency Services and Mannum GP, Dr Peter Joyner, said farming, agricultural and horticultural communities are some of the hardest working South Australians, but also face some of the most serious risks. “Our farmers work long hours, often performing hard, manual tasks with complicated equipment each and every day,” Dr Joyner said “Over the past five years, more than 2,000 people have been admitted to our public hospitals after hurting themselves on a farm. “The most common cause of serious injury involved accidents with agricultural machinery and other mechanical objects. “Falls, tractor, car and motorbikes accidents, exposure to fire and even being struck or bitten by animals were also among the reasons people needed to be admitted to hospital. “The most common injuries include head wounds, wrist and hand injuries, and fractured forearms, shoulders, legs and ankles. “It’s important not to become complacent when working on a farm, and to always take the proper precautions. “I also urge anyone who may have recently moved to a country property or taken up a hobby farm to ensure they are aware of the risks and seek advice if you’re unsure about the work you’re undertaking.” Dr Joyner said farmers were often treated for serious or critical injuries. “Farming accidents can be very serious and impact a person’s ability to work and run their property well into the future, causing significant financial and emotional stress,” he said. “This is not only devastating for families who make their livelihoods out of farming, but often reverberates throughout the whole community. “No matter how experienced you are or how simple the task may seem, accidents can happen, so always take precautions.” Anyone who requires emergency assistance should call 000 immediately.

LOCAL A new research project by the Greater Green Triangle University Department of Rural Health (GGT UDRH) aims to determine if patients feel safe when visiting their doctor. GGT UDRH research associate Andrea Hernan is investigating patient and consumer views and involvement in safety in general practice in Australia for her PhD. Ms Hernan recently travelled to Bradford and Manchester in England to work with researchers who have developed and validated the Patient Measure of Safety (PMOS) questionnaire to elicit patient views on safety in hospitals and are undertaking a trial to see the effects of patient feedback on safety. She hopes to adapt the PMOS for the Australian general practice setting with the aim of improving patient participation and involvement in general practice and to use patient views to improve organisational safety. Questions from PMOS will constitute about half of her new questionnaire. “During my trip to Bradford and Manchester I established collaborations with the original developers of the PMOS and they have agreed to participate in the adaptation and validation of the PMOS for use general practice,” Ms Hernan said. Ms Hernan has undertaken focus groups and interviews with patients regarding their perceptions of safety which will also inform the development of the new questionnaire. She will create additional domains and items from her PhD work. The resulting questionnaire will be tested for validity with a small sub-set of patients and general practice staff before being refined into a final version. This is the last phase of Ms Hernan’s PhD and is expected to take about six months. In her post-doctoral studies Ms Hernan plans to undertake a larger validation and reliability study of the new questionnaire with general practice patients, and then test the effectiveness of the questionnaire as a means for improving safety in a future trial in general practice.

LOCAL Unexpected windfall for shire during Premier’s visit

Premier Denis Napthine gifted almost half the cost of Portland’s soon-to-be constructed $700,000 Youth Activities Space to Council last Friday, capping off a day of celebration for the Glenelg Shire community. He told local youth, who attended the presentation in front of the Portland Skate Park, that the $300,000 Regional Development Victoria Putting Locals First Program grant was for them, with the funding provided so council could create a multi-purpose youth space, incorporating new skateable surfaces to replace the ageing skate park, shelters, seating, areas to accommodate local events, boardwalks, BBQs and lighting. Funding for the remainder of the project is currently being sourced, with council having committed $100,000 to the project as part of this year’s budget. Meanwhile, an influx of activity is expected on the Portland Foreshore

in the coming days as boaties take advantage of the new world-class Harbour Precinct, after it was officially opened by the Premier on his visit. The majority of funding for the more than $7 million project, which included four boat ramps, eight new fish cleaning tables and parking space for almost 200 boat trailers, was received from the State Government, with the remainder from Glenelg Shire Council and Portland Aluminium. Joining the Premier, Glenelg Shire Mayor and other significant Victorian Cabinet Ministers in Portland for the opening was Joint Councils Group Mayors and CEOs, Regional Development Australia Barwon South West Committee members and Regional Development Victoria senior staff. The group was also in town as part of the launch of the Glenelg Shire Top 10 Priority Projects document, which was prepared

to ensure Council and community resources were used most efficiently. The top three projects were decided by council earlier this week and included the $3.25 million Portland Geothermal System Redevelopment, $3 million Portland Foreshore Projects - providing places for community events and festivals, designated youth activity spaces, a foreshore playground, picnic and barbecue areas and board walk - and the $2.5 million Casterton Kelpie Interpretive Centre, which is expected to attract an estimated 10,000 additional visitors to the town each year. Cr John Northcott said these announcements proved there was plenty to look forward to in south west Victoria. “In this last year alone we have seen the potential for our shire in terms of tourism, with the interest from the cruise ship industry and ecotourism, as well as growth of our region’s

burgeoning industries, including mining, manufacturing, timber, energy and agriculture,” he said. “The priority projects and infrastructure we have planned for the next five to ten years will ensure the Shire’s growth potential can be reached. “In addition developments like the youth space will ensure we continue to expand on an already thriving community, which appeals to all ages.”

Brian Lake wasn’t really choking Drew Petrie. If it wasn’t for the media nothing would have come of it. Don’t you reckon? Duncan from Dunkeld” The scary thing is, I’ve been getting emails from this Duncan bloke for quite a while now. Between you and me, I don’t think he’s even from Dunkeld. Lovely people in Dunkeld. This bloke sounds like a PE teacher or something. But anyway the scary thing is the more emails I get from him the more I’m starting to agree with him. And he seems like a total kook. I agree with him again on this one though. There are far bigger issues in world sport than Essendon having a few injections which haven’t even been proved to be illegal in anyway. I read about an issue in world sport which is clearly bigger news than any of these issues but I’m confident that 98 percent of you will not have heard anything about it. Let me share the story that none of you have heard about. Authorities in Taiwan have busted a crime ring that had been trapping racing pigeons during races, then ransoming them back to their owners. I’m blowing your mind right now, aren’t I? The kidnappers were demanding sums like $10,000 for the return of the little champions…sorry, I just read further. It was 10,000 Taiwanese dollars which is about $330 Australian (or whatever China decides it’s worth, no doubt). The point is Brian Lake didn’t lure Drew Petrie into a trap and then ransom him back to the

Again, I ask you, have you seen the Taiwanese Pigeon Racing League splashed all over the back of the Herald Sun? No! PETA (People for the Ethical Treatment of Animals) urged the Taiwanese government to investigate the Taiwanese pigeon racers stating it was the “most extreme, most deadly, most crime-ridden” in the world. Why aren’t we hearing about this so we can be outraged and start protesting? These brave souls deserve our support. Pigeons are often forced to race unfit, with injuries, while not properly rested in extreme weather conditions. That doesn’t happen in the AFL; only in country football. I’m with you Duncan. Why are we worried about AFL footballers when the racing pigeons need us?

A new App that will allow hay-making contractors and regular hay growers to assess the quality of their product will be unveiled during the Australian Fodder Industry Association national fodder conference in Adelaide. Feed Central has developed the Australian-first App which will give producers the ability to market their hay more promptly and to a wider audience. It will be launched during the AFIA conference at the Adelaide Convention Centre on August 5 at a breakfast workshop where contractors and growers can learn to become Accredited Feed Central Assessors. Quality Assurance and Supply Manager Ian Wickham said Feed Central was rolling out the program to accredit contractors and growers to do first round quality assessment and to list hay directly with Feed Central, starting with the 2014/15 hay season. “It’s a great leap forward for the whole fodder industry,” Mr Wickham said. “There is no national grading system and in the absence of national standards the app helps standardise assessments and gives buyers greater confidence to buy more hay sight unseen, while still allowing growers and contractors to market this product through their own channels.” Mr Wickham said the App would fit in well for those wanting a feed test. “Buyers are demanding more information on the hay before they buy and it’s not just feed test they need to know about,” he said. Growers can still have a Feed Central assessor visit their properties. The assessors will also use the new technology, reducing reliance on a paper-based system. The new technology was developed in-house by Feed Central.

Deakin University Warrnambool nursing student Rhiannan Frusher will pursue her passion for helping people in remote areas after winning a Royal Flying Doctor Service scholarship. Rhiannan will receive financial help for her studies and get to enjoy a Royal Flying Doctor experience in outback Australia. She is also following the inspiration set by her father Paul in supporting the service. “My dad Paul drove tourist buses all around Australia. He raised money via a charity tin on the bus and at the same time opened up people’s awareness of the importance the RFDS plays in remote areas of Australia”, she said. “He received his gold set of wings for money raised and that has always been an aim of mine, to make a point of difference through a nursing career.” Rhiannan, a first year Bachelor of Nursing student the Deakin University Warrnambool Campus and former Emmanuel College student, is one of four recipients of the scholarship from around Australia. She will receive the scholarship and more details about her experience at a presentation in Melbourne next Tuesday. “I’ve

known since Year 10 that I wanted to become a nurse. I like the idea of helping people,” she said. To win the scholarship Rhiannan completed a three page document on why she wanted to work in rural and remote communities and why she wanted to be part of the Royal Flying Doctor Service. She said she was most excited about going on a Royal Flying Doctor Service experience. “I can’t wait,” she said. “I like the city but it’s not for me. I’d rather go to rural and remote areas and I’d like the hot weather. Once I chose nursing as a career I knew I was destined to help people with their health and wellbeing and make that my point of difference to their lives.” Rhiannan would like to pursue a career with the Royal Flying Doctor Service “It can become isolating and daunting at times in remote areas but you are supported by becoming an active member of many Health clubs Australia wide that support Health Professionals. The health clubs are all part of Rural Health Workforce Australia, they provide vital support and resources, book’s with survival tips and connects. They’re always there if you need the help.”

LOCAL Diabetes education in focus Two million Australians are at high risk of type 2 diabetes and an initiative in Portland this week will help local people to learn if they are in that risk category. Each week 1.5 new cases of diabetes are diagnosed in the Glenelg Shire and Portland District Health (PDH) is working to reduce that number. To coincide with Diabetes Week, PDH in partnership with Amcal pharmacy is urging people over the age of 45 years to do a diabetes risk assessment. Type 2 diabetes is a condition where there is too much glucose, a type of sugar, in your blood. It is the most common form of the condition and often runs in families and can be triggered by aspects of lifestyle such as eating habits and inactivity. PDH diabetes educator Vicki Barbary said it is a serious condition associated with higher risk of complications such as heart attack, stroke, leg amputation, nerve damage including impotence, blindness and kidney failure. However, Type

2 diabetes can be prevented or delayed in up to 58 per cent of cases through early detection and lifestyle modification. PDH regularly runs diabetes prevention program Life!, as well as providing many other services to maintain wellbeing. Diabetes educators Judy Fenton and Vicki Barbary will be available at Amcal pharmacy each weekday at 11am to midday throughout Diabetes Week July 1418 to advise on checking diabetes risk and simple steps to prevent developing diabetes. The South East Regional Netball Academy has put in another stellar performance at the South Australian Regional Netball Championships in Adelaide last week. All three junior teams made the semi final stage in the cut throat competition with the Under 17 having a strong finish to the tournament to make the title decider before falling four goals shy. On an individual basis, the academy built on its two players selected in the competition top ten in 2013 with five players getting the nod last week. Western Border’s Olivia Dukalskis and KNT players Alex Langley and Amelia Harris were selected in the under 15 talent pool while Western Border’s Megan Hein (pictured - photo courtesy of Frank Monger) made the under 17 top ten with Alex Walker (WB) named as a reserve. Local karate school making its mark

It’s been such a big year for Mount Gambier’s Seishikan Karate School that coach Shihan Alba Kraatz has taken until now to collate the school’s 2014 successes. It all started with the Melbourne International Karate Tournament in a field of more than 600 competitors where Lauren Frost brought home a silver medal in the kumite (fighting) and her younger sister Chelsea secured bronze in both the kumite and kata (form). The results from all competing students were impressive given the standard of the competition that attracts national and international competitors. The school also sent 10 students to compete at the Victorian State Championships which was another tough competition with the

Victorian competitors looking to gain State selection. Angel Aguinaldo had a standout tournament, losing the gold medal bout narrowly to a more experiences fighter to claim silver in the kumite. Lauren Frost added to her silver collection with a silver in the kumite, while Chelsea added to her bronze collection in the kata. Angus McLean also won a bronze in the kumite event, going down to a former national team member on his way to the well deserved place on the podium. A contingent of six then contested the South Australian Karate Championships, bringing home 11 medals in total. Leigh Redford won a gold medal in the 10-11 year old boy’s kumite event, beating the reigning State champion 4 points to 1. Redford also won a bronze medal in the kata event, losing to a national team member. Angel Aguinaldo and Chelsea Frost found themselves competing against each other in the final of both the kumite and kata events. In the kata event Chelsea performed a skilful kata to win the gold medal and Angel took the silver medal . The results were reversed in the kumite with Angel dominating the last minute of the fight. When the bell sounded, the scores were tied so the judges and referee were compelled

to make a decision on who was the best fighter in the bout. All five officials awarded the match to Angel giving her the gold medal. It proved a tough competition for 11 year old Lauren Frost, fighting competitors who were taller and older in the 12-14 year old girls kumite but still walking away with a bronze medal, while in the kata she took all before her to bring home the gold. Fifteen year old Phillip Penafiel competed in the men’s open kata event and came up against an international competitor and reigning champion in the first round and was beaten. He then progressed through the repechage system to take out a bronze medal. Competing in his own age group in the kumite, Phillip proved too strong and took out the gold medal. Phillip Penafiel, Leigh Redford, Lauren Frost, Chelsea Frost and Angel Aguinaldo were all selected in the SA State squad for the National Championships in August. Splashing into a new era All swimmers in the region are soon to benefit from a heightened program bursting onto the scene through the Mount Gambier Swimming Club. New coaches have joined regular squad sessions which are currently held at the local Mount Gambier Swimskool Pool in Keegan Street. With current successful swimming teaching careers and now Bronze Licence Coaching courses under their belts, young Victorian swimming gun Phil Blunt and local Beachport teacher and club parent, Julie Moran, have enthused and excited parents and swimmers as they now enhance the current Mount Gambier Swim Club coaching staff. Phil Blunt joins the

Mount Gambier Club as both a swimmer and coach following a successful career in and out of the pool. Blunt grew up in the country area of Gippsland, in Victoria, and understands the different and sometimes challenging pathways involved in taking country swimming to high levels. He competed at the 2012 London’s Calling Olympic trials in Adelaide and after finishing his VCE moved into the world of masters swimming where he now holds three national masters records in backstroke and butterfly. After years of early morning starts and strategic development programs, Blunt has swum competitively in every Australian State, has toured to China, and proudly represented Team Vic at School Sport Nationals as the elected male captain for the State in his final school year. His leadership, passion and commitment to the sport have been recognised and celebrated over recent years. Blunt worked as a popular Swim School teacher in Warragul, Victoria, where he was known as a brilliant technician, with the ability to engage young swimmers with his enthusiastic and positive approach to their lessons. He has moved to the Limestone Coast area to study a Certificate III in Agriculture so the local swimmers will greatly benefit from his knowledge and interest in now putting back into the swimming community as he also develops his coaching career. The new coaches are welcomed by current qualified coaches, Andrew Opie and local swimming teacher Haylea Crowe, who have capably coached and developed the Mount Club swimmers to State and National competitive levels. This success at a competitive level complements the friendly, recreational culture and background that it still offers members happy with the social side of the popular fitness activity, but a surge in numbers and interest means that additional coaching staff and expertise has been enlisted. Squads operate on a Monday, Wednesday and Friday evening at Swimskool Mount Gambier over winter, with opportunities to compete in Short Course events in western Victoria and South Australia. In January next year the Mount Gambier Swimming Club will be hosting the 2015 Swimming SA Country Championships to be held at the Mount Gambier Aquatic Centre on Margaret Street. Portland & District Health and South West Healthcare joined forces to improve community access to local public dental services last week. South West Dental Services (SWDS) – consisting of public dental clinics at Warrnambool, Hamilton, Camperdown and Timboon – started up in January. This week Portland’s public dental clinic has come on board. The shared service model of the five clinics spread across the five Local Government Areas of Glenelg, Southern Grampians, Moyne, Warrnambool and Corangamite is aimed at future-proofing the southwest from the dentists and dental therapists drought other regions are experiencing.‘In the past it’s been difficult to recruit and retain dentists in the region resulting in the general public being forced to travel excessive distances to access public dental services, South West Healthcare CEO John Krygger said. “This has put pressure on the waiting lists of the larger community dental services. It’s also put financial pressure on lowerincome families who’ve been forced to

travel longer distances by car because of limited public transport options.” Welcoming the initiative, Portland CEO Christine Giles said local residents would benefit from the new expanded service. “It means services will continue to be offered locally but with the added surety of being part of a broader operation,” Ms Giles said. South West Dental Services offers a comprehensive range of dental services including emergency dental care, oral disease preventative services, oral surgery, restorative procedures, root canal therapy and prosthetics. SWDS partners can treat any adult with a Pension Concession Card or Health Care Card. Children of all ages can be treated but charges apply if a child isn’t eligible for the Child Dental Benefits Schedule or if his or her parents don’t have a Pension Concession Card or a Health Care Card. Queries can be directed to SWDS reception staff. The change in management is part of a state-wide sub-regional model adopted for public dental health services.

LOCAL Helping your kids to learn A workshop in Warrnambool next week will help parents to better support their children to achieve at school. The free Learning how to learn: supporting your kids to achieve session is organised by Deakin Engagement and Access Program (DEAP) in conjunction with Brauer College, Warrnambool College and Terang College and supported by Barwon Adolescent Task Force (BATForce). It will be presented by Leigh Bartlett from BATForce, who has a background in education, disability, local government and wellbeing. The parent engagement workshop at Deakin University Warrnambool City Centre from 7-9pm on 17 July aims to provide strategies for parents and carers of children in years 5-8 to support their young people in education. Children are also encouraged to attend. The workshop addresses issues like balancing technology and play, parents’ role in keeping your child interested in school, helping a child find the best educational pathway, who to call when things go wrong and how to celebrate when things go right. The initiative is part of the Deakin Engagement

The Glenroy Plains Produce & PMD Race Products Off Road Masters is set to return to Moorex on the weekend of July 26 and 27 when a mix of South Australian and Victorian off road racers will take to the picturesque south east track, battling it out for their respective State Off Road Championships. 2014 sees the introduction of night racing to the Moorex property, adding an extra level of excitement and trepidation. “This track is ideally suited to night racing,” said Limestone Coast Off Road Club representative Troy Johnstone. “The terrain, along with the heavy dust free tundra, should make for perfect night racing conditions.” The Off Road Masters is hoping to see the return of some familiar faces. “We’ve get a lot of interest in the Moorex event,

MOTOR Shannon and Ian Rentsch have locked away their third consecutive podium finish of the 2014 Australian Off Road Championship at the Toyo Tires Riverland Enduro held at Waikerie earlier this month. Piloting the #Aus1 Hogs Breath BF Goodrich Tires Jimco to second outright in a time of 3hr 29min 05.43sec, behind the race winners Jack Rhodes and David Pullino in the #91 Jimco. Rentsch started the main race seeded into 15th after failing to finish Saturday’s prologue which saw him start next to the Tonka Trophy Truck of Beau Robinson in Sunday mornings two at a time drag race in to the first corner. “In the prologue the car was misfiring, so we pulled up because we didn’t want to hurt it,” Rentsch said. “It turned out to be an electrical problem, so that was sorted out on Saturday night and started from 15th and we’re a little surprised to finish this far up the field. It was a great result for us and we’ve got some good points towards the championship.” Despite being a long established event on the Australian off road calendar, this was Rentsch’s first time at the South Australian event. “This would be one of the quickest tracks we have raced on and very similar to Griffith and Mildura,” Rentsch said. It was a lot different to the last one we raced on and the big variety in terrain makes for a good championship.” With two seconds at Kalgoorlie and Waikerie under their belt and the outright win at the Tatts Finke Desert Race, SR Racing is looking forward to heading north to Coffs Harbour for the fourth round of the AORC, the Pedders Suspension Coffs Coast 400 on September 12-14 where the opportunity looms large to edge another step closer to sealing a seventh Australian Off Road Championship.

Camping will be available all weekend with a fee of $10 per person for the weekend with children under 16 years free. “This money goes back into the property to develop camping facilities and track restoration for 2014,” Johnstone said. Recent rain has left the track in near perfect racing condition, with the newly installed drainage performing faultlessly.

Nissan’s X-Trail has been a common sight on Australia’s roads for getting on a decade now. The new X-Trail is a recent arrival on our shores, available in 2.0-litre and 2.5-litre guises. It’s got the new Nissan nose, a new interior and a slightly different attitude. The midsize SUV segment is a warzone and no carmaker can afford to make a mistake. The X-Trail can be had with either a 2.0-litre or 2.5-litre engine in three levels of trim - ST, ST-L and Ti. Added to the basic ST specification are fog lamps, tinted windows, seven-inch screen, around-view monitor, sat-nav, DAB digital radio, LED headlights, power tailgate, sunroof, lane departure warning and blind spot warning. All X-Trails have electric power steering, active ride control, active engine brake and trace control. X-Trail’s second generation is more of a wagon than its boxy predecessor. Despite looking lower than the old one, the XTrail is in fact slightly taller, but the more shapely sheetmetal has reduced the visual size. In Ti form, the LED lights are framed by wraparound daytime running lights that look pretty cool at night. The bigger 18-inch wheels fill the arches better and further serve to lower the visual height of the car. There’s plenty of space for the usual family detritus, with bottle holders in all doors, a few cubby holes, a decent-sized console bin and a big boot with partitioning for hiding your gear. The big rear doors open really wide and allow for very easy access to the comfortable rear seat.

Braked tow ratings are also carried over from the Dualis, with auto petrol models capable of towing 1200kg, and manual petrol and all diesel variants rated at 1400kg. The base ST grade will come equipped with a leather steering wheel and gearknob,
