COMPETITION INVITES ‘GRAND DESIGNS’ FOR HOMES IN BRIGHTON & HOVE

A

competition for architects to dream up innovative designs for homes on challenging patches of council land across Brighton & Hove has been unveiled. Brighton & Hove City Council, in partnership with the Royal Institute of British Architects (RIBA), is launching a design competition to develop innovative designs for four of its smaller sites.

The competition is being run within the council’s New Homes for Neighbourhoods Programme, to bring forward much needed new homes on council housing land. Included in the programme are former garage and car parking sites on council housing land at Hinton Close, Rotherfield Crescent and Natal Road, which are in need of regeneration. A small council owned commercial parking site in

Frederick Street within the North Laine area has also been included to add a more urban dimension to the Competition. The competition presents an ideal opportunity for Small to Medium Sized Enterprises (SME’s) generally, as well as practices based in the Brighton and Hove area, to showcase their design skills. The initial phase of the competition will require architects to submit their designs anonymously. Five concept designs for each site will then be shortlisted for further development at the second phase. The winners of the second phase will receive an equal honorarium payment and will be invited to develop their design ideas further. The teams will then make a presentation to the Judging Panel at a clarification interview, who will select the winning teams for each site. If the winning practices are able to demonstrate a track record in delivery and that their proposal is viable, then they will have an opportunity to see their designs built out. Nick Hibberd, Brighton & Hove City Council’s Head of City Regeneration, said: “These are challenging sites to develop due to their size, context or restrictive access. However, they

are typical of many of the sites available for new homes in the city. “Brighton & Hove City Council is keen to support the growth and development of smaller architectural practices. We hope that the competition will inspire them to produce some innovative designs for these sites in ways which will be engaging and entirely relevant to residents living in the area”. Sam Smith, the council’s Estate Regeneration Programme Manager, said: “We are delighted to be working alongside the RIBA, who will bring their extensive knowledge and experience of delivering successful competitions of this type. It is a very exciting project which I hope will deliver creative solutions for some of our smaller development sites. “If the competition pilot is successful, we will be using it to bring forward other smaller sites from the New Homes for Neighbourhoods programme”. This car-sharing scheme has been in Brighton for a number of years and, typically I suppose, we were an early adopter. In fact, I think we were the first business in Brighton to open an account with them. So, if I have to go out to Rottingdean or Patcham and it really is chucking

it down, in the CCC car I go, booking it out for an hour at less than a fiver! When I return to the office, there’s a CCC space 10 metres away, specifically for that car so, unlike the average motorist, I’m not circling around the streets of Kemp Town, looking for a space; we’re saving on fuel and congestion. first met Sian and Karl of 360 Home just over a year ago and through them met a very happy client. It was a stylish project that very successfuly made what might have been a rather dark lower ground floor apartment into a bright and spacious home. 360 Home cut their teeth on this kind of project, working in and around Hanover and offering stylish design solutions to people trying to maximise their living space with a quality of build and finish that was truly impressive. But as with most companies, they had ambitions to work on larger and more demanding projects. It was an ambition that I sensed they would very soon achieve and a year on they invited me to see their most recent job, a stunning seafront Edwardian property in Pevensey.

Wavecrest is the stunning realisation of two people’s dreams I went over on a bright spring day, ideal weather to view a property right on the beach and that strecth of the Sussex coast is quite lovely, quiet and in a way unspoilt. The property had not been touched for decades and was in desperate need of major works and a total overhaul and clients Lis and Evanna already had a clear idea of what they wanted to achieve, a second home with plenty of accommodation, one with lots of style but that also respected the abundance of original features. needed to satisfy their own needs but also be a practical space for letting as a spacious holiday home to other people. Designer Caroline Wright of Niche Interiors and 360 Home have certainly delivered an impressive answer to all of their demands . I contacted the clients to find out more about their experience. How did you make contact with Caroline and with 360 Home? Caroline converted our friend's apartment in Seven Dials and we loved her work. Once we had contacted Caroline, she recommended 360 Home based on previous experience of working with them. When we met Karl, he displayed such energy and enthusiasm for the project that we knew that he and his team were right for the job.

Did you have a clear vision of what you wanted to achieve at Wavecrest? We were a little overwhelmed by the size and scale of the project. The house was last sold in 1937 and hadn't been maintained since the sixties; it was in a terrible condition. We knew that we wanted a clean and contemporary beach look where we could enjoy the panoramic view of the sea and entertain friends. Caroline worked with us to bring this shared vision to life and really over delivered, bringing flair and fresh ideas. Together with Karl at 360 they gave us confidence the house could be transformed into a modern, relaxed holiday home. What did both the designers and the builders bring to the project? There were some unexpected complications with aspects of the

build; both Caroline and Karl were extremely good at problem solving these together. Often without us even knowing there was a problem until there was a solution. Was creating the brief easy? We started first with conceptual designs, once we were happy with these, the detailed structural drawings were created. After this, Caroline's flair for interior design came through in her concept/mood boards, enabling us to really grasp what the property would ultimately become. Were they sensitive to all of your needs and demands? Yes, throughout the project Karl and Caroline worked with us to create a space within our budget, they often came up with more

economic ways of tackling issues so that we maintained budget for the interior design.

were creative and helped us stick to budget despite some additional work required.

Once a project is underway a client will ask for changes. The level of change on the design was minimal, largely because Caroline and Karl spent time with us at the start of the project ensuring the design and planning was right; this time was essential to the success of the project. However, with any building project as big as this, surprises occurred as the house was stripped back and years of under maintenance was revealed. In addition we found two wells in the back yard which required a rethink to the initial extension design.

Did they stick to the schedule? There was some slippage due to the wells at the back that was outside the control of the builders, however, the house was worth waiting for and we absolutely love how it has been transformed by Karl and Caroline.

This was intended to be a holiday home, but surely you want to move in permanently? Robert looks at the future of Brighton’s clubs

W

hen Audio, at 10 Marine Parade on the Kemp Town seafront, closed earlier this year, it reminded me of my first time clubbing in Brighton. I was sixteen at the time, and Audio was the Escape back then. It was mid-week and there were about ten people there but it was a seminal moment nevertheless. An earlier building on the site was a bow-fronted Regency affair. It was certainly a hotel before it was demolished (Field’s Pier Hotel) but may well have started as a house. The current building, dating from the 1930s consists of a music venue on the ground and first floors. A side entrance on Charles Street leads to Pier Court above – seven flats within three storeys and a rather makeshift penthouse-style level with roof terrace on top. The terrace has quite magical views of the Palace Pier and sea. The venue has had a number of names over the years including The Pier, The Buccaneer and The Royal Escape. It’s interesting to see what is currently being exposed in the ongoing refurbishment of the premises as layer upon layer of old schemes are being stripped away. All sorts of wacky tile arrangements have come to light during the works – some dating from the 1930s – of which several will be incorporated into the new venue. The first job of the new owners of the building is to remodel the ground and first floors to a tight deadline. The flats and exterior will be attended to afterwards. I was shown around by Hove-based architect Steve Seary whom I originally met whilst making candy-floss at a fete in Stoneham Park. The building contractors are a new Hove-based company called Detail Building Contractors Ltd. They certainly have their work cut out. URGENT HELP NEEDED FOR THWARTED BARN CONVERSIONS

B

arn conversions across Sussex are being thwarted, despite claims a national newspaper that: “Barn conversions are booming.” The Telegraph reported (9th April) that “rural outbuildings throughout the land are being turned into living spaces” since the planning laws around them were relaxed this time last year. However statistics show that in reality, most barn owners are still being stopped by their local councils. The ‘Permitted Development Rights’ for barn conversions came about as part of an amendment to the General Permitted Development Order in April 2014.

This gave barn owners the right, within certain restrictions, to undertake a barn conversion in England without the need for the usual planning permission. In reality, the number of people looking to convert their barns went up by 400% in the quarter following the relaxed planning rules, but around two thirds of prior approval applications are still being turned down by local councils, according to DCLG(Department of Communities and Local Government) planning figures. This is crazy and unnecessary, according to Sussex Home Hub, a free service,which is helping

people across Sussex to convert their barns and agricultural buildings, as well as building new homes and extensions. Julia Arnold, Managing Director of Sussex Home Hub, explains: “Astute people all over East and West Sussex are making small

fortunes by taking advantage of the permitted development rules and converting their barns or building new homes in their gardens and fields. “In many cases where permission to build is being refused, it is because people do not know what to do, or they are given bad advice. If you have the right experts around you, and you have property which is eligible for development, (within the National Planning Policy Framework,) the opportunity to make money and create your own new home is very real and quite easy. ”

Well-designed new homes are good for Sussex, as they are helping the councils to meet their local housing quotas of 37,000 new homes over the next 20 years. Government figures show these figures could rocket to over 208,000 new homes in Sussex alone. The worry is that if people in Sussex do not build their own new homes, or are prevented from building their own new homes, the councils will increasingly let the volume house builders come in from other counties, in order to meet the housing quotas. This will result in more high density housing estates on greenfield land. Invariably, ‘out of county’ volume house builders do not employ the local Sussex professionals and tradesmen and the profits are taken out of Sussex. New homes that are conversions or built by Sussex locals are generally more attractive, lower density, employ local people, the profits stay in Sussex and it is better for the county all round. “For those looking to convert a barn, it is always worth checking with a good planning consultant before starting on any plans” advises Julia.
