California Public Utilities Commission RLCC Free amplified phones, captioned phones, speech assistance units, picture dial and portable phones offered by the California Public Telephone Access Program for eligible seniors. Phones are specially designed for individuals experiencing restricted mobility, challenges with speech or who are visually or hearing impaired. Audiologist Ken Billheimer conducts one-on-one hearing screenings to match each individual with the appropriate phone. Call 925-373-5760 to reserve space in advance.
