OKEMOS – The petition drive seeking to reverse a office rezoning to stop a medical clinic because part of its practice involves certifying patients for eligibility for medical marijuana cards has a couple of days to meet its deadline. Signatures must be turned in to the Meridian Township clerk’s office by 5 p.m. Tuesday. Petition gatherers are seeking 2,900 signatures, of which 2,387 must be found to be valid electors in the
township. Okemos attorney William Fahey, whose law office borders the proposed clinic, said last week he had approximately 1,850 signatures, and he said reports from petition circulators put the current total at around 2,000. “There could be more out there, but obviously we don’t want to have too few,” Fahey said. If petitioners are successful, a ballot proposal will ask township voters to reverse the rezoning of 4133 Okemos Road back to single-family residential from
professional office. Board members voted 4-2 in favor of the rezoning on March 1. Dr. Shannon Wiggins, an Okemos resident, and her husband, want to open a medical clinic in a former KinderCare location which had been vacant for two years before the couple purchased it in 2010. Wiggins is seeking a second location, citing heavy demand for her services and those of fellow physicians at her Lansing clinic on Michigan Avenue in Lansing. See Petition/page 3

EAST LANSING — Motorists traveling north on US-127 from Grand River toward the Eastwood Towne Center and other commercial and office centers along Lake Lansing may encounter some delays beginning this Saturday. The Michigan Department of Transportation has announced that it will begin construction on what it describes as a weave-merge lane along northbound US-127, according to Kari Arend, a spokesperson for the MDOT, When completed the new lane will allow motorists to make the trip from Grand River to Lake Lansing Road without changing lanes. Although East Lansing Police Capt. Tom Johnstone said the construction work may cause some temporary backups, in the long run he believes the improvements will be very beneficial to

Salary: Meridian officials seek pay cut for board

no pension or benefits. “Lots of legal reasons” prevent salaries from being lowered immediately, McGillicuddy said in a separate email. They also support the idea of cutting salaries for new board members elected in November 2012. McGillicuddy and Ochberg also advocate a $20,000 annual salary for the part-time supervisor’s position which is now $28,000 and $5,000 for board trustees’ annual pay, a $5,600 annual reduction The two women say the offices held by Clerk Mary Helmbrecht and Treasurer Julie Brixie are actually managed by their deputies. That’s news to Brixie, who said she has documented her hours since winning election in November 2008. Brixie went before the commission in February 2009 and voluntarily requested a 20 percent cut in salary, which was granted.
“I was very concerned about the budget crisis that was evolving in the township,” she said. “I hope we can get through the tough economic times that lie ahead for us.”
Increased hours
Her work hours have steadily increased from 32 to 40 per week, she said, as staffing cuts have been implemented in her office. The office’s workload has gone up as well, largely due to an increased number of personal and business bankruptcies. Citing the lack of improvement in township finances, Brixie said she has asked the commission for a wage freeze for the next two years. “I’m proud of the fact that since I’ve been elected that we’ve had a 17.5 percent decrease in our budget, and I don’t think the customers have noticed anything,” she added. “I believe customer service has improved. People have told me they think lines are shorter.”

The compensation commission’s chairman Jim Doyle said his board has not drawn up any salary recommendations. “We have discussed it, but we have not come to a decision,” Doyle said. EAST LANSING – If achieved, an initiative presented to the East Lansing School Board March 28 would extend benefits far beyond the Achievement Gap Task Force’s goal of improving the academic performance of at-risk students. An action plan presented to the board by chairs John Brandenburg, Tama Hamilton-Wray and Melinda Hernandez called for changes that include new approaches to recruitment and retention of staff, emphasizing issues of race and culture more, and strengthening accountability, “These kinds of things would improve outcomes for all students,” board member Donna Rich

OKEMOS — The calendar definitely says spring. The weather outside — well, that varies from day to day. But how about a little spring tonic in the form of a art show at Coffee & Friends Coffee Shop in Okemos’ Central Park Place? More than 40 bright and whimsical garden plaques painted by members of the Second Monday Artists Group and other area artists will be on display throughout the month of April. The garden sculptures include butterflies and flowers and can be hung from a wall or attached to a stake. All proceeds will benefit the Harris Nature Center, located at 3998 Van Atta Road in Okemos. Sale prices of the sculptures range from $20 to $30 and the proceeds will help fund a river overlook platform that will allow public visitors and school children view the Red Cedar River more easily. EAST LANSING – A committee charged with looking at East Lansing’s elementary schools and middle school will convene April 14 to narrow the options it will take to the school board this spring. Possibilities include: • Asking voters as soon as November to extend a 7-mill debt millage bond that is about to expire. That would generate money to update and renovate buildings. East Lansing director of finance Richard Pugh said the millage has generated approximately $7.6 million
for debt service for the 2011-12 school year. The millage, in place since 2000, has enabled the school district to pay principal and interest to the state school bond fund. The total amount raised by the millage is subject to annual variations in taxable value, Pugh said. If left alone, the district would continue to levy the millage through 2014 and then permit it to slowly decline until all debt is paid off in 2030. • Changing the current grade configuration to make fifth grade the top elementary grade and put sixth-graders into the middle school. That could be accomplished by
renovating or replacing the now-closed swimming pool area. • Renovating some elementary buildings with updated technology and more space, while closing or repurposing others. “There are a lot of different opinions. Nothing is settled,” said Eric Schertzing, who co-chairs the committee with Amanda BrightMcClanahan. The committee will meet again April 14 and perhaps also on April 28, Schertzing said, and then host a community forum in early May before presenting its recommendations to the school board.
Six elementaries East Lansing has six elementary schools, including Red Cedar, Pinecrest, Marble, and Donley, which serve kindergarten through fourth-graders; and Whitehills and Glencairn, which serve fifth- and sixth-graders. Seventh- and eighthgraders attend MacDonald Middle School and ninththrough 12th-graders are at the high school. One of the issues that looms large for the committee: All of East Lansing’s elementary schools are
smaller buildings that date to the 1950s and 1960s. “They’re beginning to get to the end of their useful life,” Schertzing said. Low ceilings mean there is no place to run extra electric or broadband lines for computers and other technology; the schools don’t have basements or crawl spaces. Schertzing said East Lansing could come out of the process with a plan for fewer elementary schools.

Lansing also has closed buildings and expects to close more. Police say Taser needed to arrest E. Lansing man By DAWN PARKER dlparker@lsj.com
EAST LANSING – Police used a Taser two times during an arrest of an East Lansing man sought on an outstanding warrant for assaulting a police officer. Police Capt. Tom Johnstone said Christopher Stuart Gibson, 28, who had made threats to kill his attorney, a judge and the attorney’s secretary.was taken into custody on March 22 East Lansing officers, who were called to an address in the 2700 block of Grand River, saw Gibson and repeatedly ordered him to stop, but Johnstone said Gibson responded with profanity and obscene hand gestures. Gibson clenched his fist in an “aggressive manner,” Johnstone said. Officers continued to ask Gibson to get on the ground, but he refused to cooperate. A Taser was then used twice on Gibson, after which he was taken into custody. In addition to the East Lansing warrant, Gibson is facing an outstanding warrant from Grand Traverse County on
malicious use of telecommunications. Gibson was also on probation at the time of the East Lansing incident, which has since been violated.
Other incidents
• An 18-year-old Lansing man was charged with carrying a concealed weapon following a recent party. • At 2 a.m. March 27, officers were called to a party near the area of Beal Street and Michigan Avenue on the report of a subject with a gun who had displayed it during a verbal altercation at a party. As officers began to arrive, after being given a vehicle description and a physical description, they noted a vehicle leaving the area which matched the description. Officers conducted a felony stop a short distance away, with all occupants ordered out of the vehicle at gunpoint. A .38 caliber Smith and Wesson revolver with a filed-off serial number was recovered, and the 18-year-old was taken into custody for firearm possession without the appropriate license.

HASLETT — More than 65 exhibits created by highlly talented carvers from all over Michigan will be on display Saturday, April 9 at the Haslett High School. The doors to the Greater Lansing Wood Carving Show, which is in its18th year, will open at 10 a.m.. The show, which attracts thousands of people each year, will be concluded at 4 p.m. “Our theme this year is entitled All Things Stars, and we have plenty for people to see,” said Teresa Erskine, spokesperson for the show. “Our special guest artist is 16-year-old rising star Alec LaCasse,” she said. He is the youngest carver ever to be featured at the show. The teenager is a bark carver who specializes in faces with such great detail that they seem to take on a life of their own, Erskine said. There will be many veteran carvers, too. Rose Light who has been carving for more than 20 years, will exhibit her a elegant

Formed in 2008, The Elevator Conspiracy fuses their interests in free jazz, R&B, exotica, lounge, bossa nova, ambient, garage rock, downtempo, acid jazz, and 1970s AM radio into a dynamic sound of rich rhythms, vibrant textures and spontaneous delights. Flamenco Empanao is an East Lansing-based group that plays flamenco and Latin-influenced music called Rumba Catalana, a traditional style of Spanish flamenco music with its roots in Caribbean and African rhythms. Jeff Hosler leads Alma’s soccer success story Several local women help Alma College win MIAA championship By SEAN MERRIMAN

EAST LANSING — For Jeff Hosler, playing sports, simply put, is a way of life. The oldest of four children, all of which were standout athletes in high school, and the son of a hard-working father who coached all of his children in youth leagues growing up, sports was in Hosler’s blood. Jeff He attended East Lansing High Hosler School from 1994-98 where he excelled as a two-sport athlete. Hosler was a member of the Trojan’s varsity soccer and basketball teams during his junior and senior season, and was
named All-State in both of them during his senior year. “Jeff was one of the best athletes that I ever coached. He had the game skill and the knowledge of the game to be the best player whenever he took the field,” said East Lansing varsity soccer coach Nick Archer, who coached Hosler from 1996-97. “He was one of those guys who you just knew was going to do whatever it was he set his mind too.” After graduating from East Lansing in 1998, Hosler accepted a scholarship to play soccer at Alma College. During his playing career at Alma, the former East Lansing standout developed into one of the best players in the programs 30 years of existence. He finished his career as the schools all-time assist leader and ranks in the top-10 in career goals and points. He helped lead the Scots to their second MIAA title, and first-ever NCAA Final Four appearance in 1999. Hosler earned All-MIAA accolades in 1999, 2000 and 2001 dur-
ing his time at Alma. “He had a very successful career at Alma as a player, and you could credit that to his exceptional work ethic and the fact that he always gave it everything he could,” Archer said of Hosler. “He was the type of player that every coach would want on your team. A true leader in everything he did.” After returning to his roots and serving as the freshman head coach and varsity assistant coach for East Lansing’s soccer team, Hosler’s leadership that he displayed on the field, combined with his legacy as a standout player in both high school and college paid off in a big way. In fact, it was enough to convince former Alma Athletic Director Ellen Curtis that Hosler was the right man to take over the coaching vacancy that had opened with Alma’s women’s soccer team, a program that was in a clear rebuilding mode, having managed just 12 wins over the past two seasons combined. “I grew up on soccer and loved being involved with the sport —
build a team around. “I knew that it was going to take a lot of strong-willed, disciplineD individuals to succeed on this level, so those were the type of people that I had to bring into this program,” Hosler said. “It was my job to seek out high character kids that wanted to work together in order to achieve one common goal.” After managing just four wins in his first season, Hosler began to bring the type of players into the program that he had envisioned, I just wanted to get into coaching and in return, the results began to because I couldn’t imagine my life show on the field. “It’s a pretty amazing feeling to say that we have been a part of the best team to ever come through Alma, especially because of where we were just three years ago,” junior midfielder Becky Marton said. “When I came in as a freshman, I would second guess some of (Jeff’s) tactics with how our workouts would be. But now, it is more than clear why we went through all the hard work, and in the end, it is well worth the reward.” Marton is a former Williamston High School standout, and one of six Lansing-area players that played for Alma College this past season. The group includes Marton, Emma Heppler and Maria Castaneda of East Lansing, Kacie Maurer and Carly Wagonschultz of DeWitt, and Autumn Root of Haslett.
Together those six have formed a friendship based on their experiences playing against each other growing up and now becoming teammates with similar backgrounds. “I was nervous coming in as a freshman because I wasn’t sure if the older area girls knew who I was, but they did and we all bonded automatically,” Root said. “Having so many girls from the area certainly helps with the overall chemistry of this team.’ While the Scots have enjoyed their current success on the soccer field, that is not the only area that the team has succeed in this past year. The group also carries a team-cumulative 3.3 GPA, which Hosler says is the greatest achievement that he could ask for as a coach. The Scots 2010 team received an award from the National Soccer Coaches Association of America, or better known as the

Frank L. Ingram
Frank L. Ingram died January 2, 2011 in San Diego, CA . He was born March 7, 1934 in Cincinnati, Ohio where he grew up. He graduated from the U.S. Naval Academy in 1956 and served on the USS Kearsarge aircraft carrier and submarines before leaving active duty to remain in the Naval Reserves, eventually attaining the rank of Captain. He married Elizabeth DuBois Taylor in 1959. In 1961 their son Michael was born and they moved to Bloomington, IN where Frank began graduate studies in Russian language and literature at Indiana University (Ph.D ’67). In the summer of 1968 he accepted a teaching position at MSU and moved with his wife and 4 children to a house on Bailey St., a place they called home until retirement. He took great pleasure in being able to bicycle to work year round and could frequently be seen out and about on his bicycle. In addition to teaching Russian Language and literature classes, Frank taught a unique class called ’Reading Russian Without a Dictionary," based on a manual he researched and published. From the time their children were small, Frank and Elizabeth would take them each summer to the Les Cheneaux Islands on Lake Huron in Michigan’s eastern upper peninsula. This was a place Frank had his own fond memories of spending childhood summers and wanted his family to have the same opportunity. He was an avid builder who honed his skills building his dock and cottage on property he bought on Marquette Island as well as remodeling the Bailey St. home over the years. Frank retired in 1996, and he and Elizabeth moved back to Coronado, CA a place they remembered fondly from their early married years. Here Frank again took on a building project --the house that they would live in all but the summer months when they drove across the country back to Michigan and the Les Cheneaux Islands each summer. Frank did indeed pass on his love of Marquette Island to his 4 children, their spouses and 12 grandchildren. It is a gathering place for all 22 family members each summer and where they celebrated Frank and Elizabeth’s 50th wedding anniversary in 2009. A service was held January 9th at the Naval Amphibious Base Chapel in Coronado. A family burial will take place this summer at the Cedar Cemetery in Cedarville. He is survived by his wife Elizabeth, son Michael (Ninia) Ingram of Seattle, daughters, Nancy (Mike)Johnson of Petoskey, MI, Beth (Garrett)Adams of Northampton, MA, Amy (Dennis) Donohue of East Grand Rapids, MI and 12 grandchildren. Williamston Clifton Marsh McChesney, was born February 8, 1929 in Gary, Indiana and died Thursday, March 17 at the age of 82. Clif served in the Marine Corps from 1946 to 1948. With two sabbatical leaves in Japan, McChesney was known on both sides of the Pacific, having shown his work in Tokyo, Kyoto and Otsu as well as in San Francisco, not to mention New York, Chicago, Indianapolis, Washington and several points in between. A Hoosier by birth, he studied at professional schools in Chicago before transferring to Indiana University for his degree. His studies continued at Cranbrook Academy of Art in Bloomfield Hills, Michigan where he was awarded his M.F.A. Clif taught as Professor of Art at Michigan State University Art Department from 1960 to retirement in 1991. He was awarded the Distinguished Faculty Award for the College of Arts and Letters in 1985. His work is included in corporate collections as well as the Detroit Institute of Arts, University of Michigan Art Museum, University of California Art Museum, Cranbrook Art Museum and many private collections nationally and internationally. He leaves his wife, Jane, of 59 years of marriage, two sons, Gregg (Sarah) and Mark (Darlene), Grandchildren, Sean, Melissa, Colleen, and Monica. Memorial Services were held at Gorsline Runciman Funeral Homes, 205 E. Okemos Age 96, passed away March 25, 2011. Born June 20, 1914, in Sciota Township, Shiawassee County, to Arthur and Florence (Barry) Thornburg. She graduated from Owosso High School and Bronson Hospital’s School of Nursing in Kalamazoo. She married George H. Richards, Jr. on January 13, 1941. She worked as a surgical nurse at Bronson until moving to Okemos in 1946. She was preceded in death by her husband of 60 years in 2001. Surviving are four daughters, Sally (Tom) Suchevits of Aptos, CA, Marsha (Rich) Davis of Charlevoix, Maryette of Haslett, Susan (Conrad) Baas of White Lake; five grandchildren, Jeffrey (Nicole) Suchevits, Todd Suchevits, Tammy Russell, Jessica (Brian) MacDougall and Michael Baas; and four great-grandchildren, Paige, Jared and Taylor Suchevits; and Nicole MacDougall. Memorial services will be held Wednesday, March 30 at 11:00 a.m., at the Okemos Community Church, 4734 Okemos Road, Okemos, with visitation 1 hour prior to the service. Rev. George R. Grettenberger, Associate Pastor, will officiate.
