Charter committee faces crucial vote By Kathy Steele

A panel that was appointed to examine whether Pasco County needs a new structure could be headed toward a conclusion, if panel members decide to reject a charterstyle government. On the other hand, a favorable decision

would mean the panel has more work to do to craft the details of how that charter government would operate. A vote is tentatively set for Aug. 10, on the same day the county’s legislative delegation is expected to weigh in on the topic. The charter process began two months ago in response to a request in January from State Rep. Richard Corcoran, who supports

Cindy Oelke’s home in Lutz is comfortable and spacious, but step into a back bedroom and you’ll see piles of clothing and shoes all over the room. Oelke has been collecting the items to prepare for an upcoming trip to Haiti. This will be her third mission trip to the island nation to help provide basic necessities for people who are still recovering from a devastating earthquake there. “The first year, I took maybe 100 pieces. Last year, I took 1,200 pieces,” she said. This year, she’s expecting to take around 2,000 items. On previous trips, she also has pitched in on projects organized by her church — Grace Family Church, which is located on Van Dyke Road, not far from her home. “The first year we went, we painted one of the new churches and schools. Last year, they helped build an addition on to the mountain school. This year, we’re going to be working within all of our orphanages,” she said. She’ll also take on a new role. “They’ve asked me to go and teach the mommas how to sew. So, I’m taking a lot of fabric, so I can teach the moms how to sew for their children,” she said. She also will be leaving fabric behind that they’ll be able to continue to use. And, passing along four donated sewing machines to Haiti. Oelke, who works part-time, believes she’s been called to do God’s work in the impoverished country. It all began rather simply. “I said a prayer one day. I prayed for a sewing machine and a bicycle.And, within a week, I received both. I figured, well, I need to listen to the Lord more. “The second week, I was also given another sewing machine.

“At that point, I really felt like God was talking to me, so, I just asked, ‘What do you want me to do?’And, he said,‘Sew for children.’ ” She wasn’t sure what would become of the clothing, because she knows how expensive it is to ship packages overseas. But one day, as she was getting ready for Bible study, she felt a prompting, she said. “The Holy Spirit sort of said to me, ‘Don’t forget your promise to Haiti.’ ” Then she recalled how she and her husband had visited Haiti as part of a cruise years ago, after a huge storm had hit the country.They saw the devastation. “We took a bus trip around. The children, the adults — they were just standing on the road.They were just trying to survive.” When she got back on the bus, she felt sick.“I just said a silent prayer, ‘Lord, help

She inquired about going on the next church trip to Haiti, but was told it was already full. She said her Bible leader mentioned to someone, “You know, Cindy has really sewn her heart out for Haiti.” And a short while later, someone cancelled, and she was invited to fill the opening. Local artist’s work selected for international exhibit By Michael Murillo

Elizabeth Fontaine-Barr always wanted to be a painter — whose works would sell and gain recognition for artistic excellence. She got there, but it was no simple path. She enjoyed drawing as a child. She won art awards in high school. And, in college, she obtained an art degree. So far so good. Then she realized something was missing. “They don’t tell you how to make money when you graduate in painting,” Fontaine-Barr said. Knowing there would be bills to pay as an adult, the New Orleans native had studied advertising design in New York. She opened a store back home with another artist where they taught art classes to children and did custom picture framing. Then she was a freelance commercial artist, and she went on to become the editor for a New Orleans hospital newsletter. After that, Fontaine-Barr went into advertising sales, managed a rock ‘n roll band, and spent time in the health field. And during that time, she worked on film and video, serving as a production coordinator when she moved to Florida. “I’ve worn a lot of different hats,” she admits. Now, Fontaine-Barr, who moved to Lutz in 1990, wears the hat that fits her best. She returned to painting and is selling her work. She’s being recognized with admittance into the 18th Annual International Society of Acrylic Painters open exhibition, July 30 through Aug. 23, in Paso Robles, California. Her accepted piece, “Off the Path,” made the cut after being scrutinized by a juror, who examined all the submissions and accepted just 58 into the exhibition. “Off the Path,” like most of FontaineBarr’s works, is a colorful landscape that doesn’t look like anything you’d see in real life. She draws inspiration from real-life land-

scapes — often they’re vacation photographs — and puts them through the filter of her own emotions. The result is an expressionist’s interpretation of the image. “Off the Path” is filled with vibrant hues and an expansive sky. Unlike many of her works, it doesn’t have foliage to break up the scene. The inspiration for her ISAP entry came from a photograph of a different painting of a landscape, though you wouldn’t recognize the painting or the original image in Fontaine-Barr’s art. Once it goes through her creative process, all that’s left is her own impression of what she’s seen. “Just because I’m looking at a photograph, it’s not going to look like that photograph,” Fontaine-Barr said. “It’s just a trigger for an emotion that I am trying to get down on canvas.” Fontaine-Barr started getting back into painting around 2008, and it took some adjustment. idating to a writer, a blank canvas can be daunting to a painter, she explained. When her creativity flows, she takes advantage of it while she can, coming back to a work periodically on a piece until it’s done. And because she’s not replicating that particular landscape, it can be hard to tell where it’s going or when she’s actually finished. “Sometimes, because I’m not drawing what I’m seeing, I don’t know how this is going to turn out,” she said. “It’s almost like the painting has to paint itself.” Fontaine-Barr does the actual painting, and now she’s doing some selling as well. She estimates that she’s sold more than two dozen works, and hopes “Off the Path” will be another. Still, it’s no fast track to wealth. Once an artist factors in the cost to enter exhibits, ship the painting to the event and give the gallery its cut, a painter isn’t looking at a life of luxury, even if the work sells. Fontaine-Barr won’t be attending the ex-

hibition in California. Going there would add even more to the expense. Still, being accepted into exhibitions is good for an artist’s resume, Fontaine-Barr said. In addition to the ISAP exhibition, she’s been accepted into regional and local events, as well. Also, if an artist wants gallery representation — something Fontaine-Barr is considering pursuing in the future — it helps to have a proven track record of acceptance. As she continues her artistic pursuits, she’s keeping up with her own family’s track record of creativity. Her husband, John, is a musician, and her daughter, Hannah, is involved in ballet. After spending years in creative and noncreative careers, Fontaine-Barr is again finding satisfaction and success putting her own creativity on canvas. “I finally came full circle back to my passion,” she said. on the budget. “We’re out here fighting for the sheriff’s budget,” said Sgt. Justin Ross, the department’s union representative. According to data collected by the sheriff’s department, the starting pay for a Pasco County deputy is just under $40,000. With five years’ experience, pay rises to more than $42,000. However, the average starting pay in surrounding counties is nearly $43,000. At the Tampa Police Department, a deputy would start at about $47,000. With five years’ experience, pay increases by nearly $10,000. “You have a bunch of deputies out there unhappy,” said Ross. “They are looking to go elsewhere. Really, we need to start now. It’s imperative.” Nocco told the commission members he expects to lose up to 60 deputies by the end of the year. That’s an increase over the 44 deputies who left last year. To meet all of Nocco’s needs, the millage rate would have to be increased about a quarter percent over its current rate of 8.9, according to Assistant County Administrator Heather Grimes. That equates to a tax bill increase of about $28.50 a year for a homeowner with a $150,000 house. The total $1.3 billion budget is about $90 million more than the current budget. But, the operating budget of about $450 million is a decrease of just under 1 percent. The county has had modest growth of about 4.5 percent. Property valuations rose by about $1 billion, translating to an additional $7.7 million in county coffers. But much of that is from new construction. Existing homes are protected by the state’s Save Our Homes provision that pegs

increases to the Consumer Price Index, which is less than 1 percent. The index periodically measures the prices for goods and services paid by households. “Revenue is not going to recover at the same rate as property valuations,” said Baker. The county could run out of its general fund reserves – currently about $8.5 million - within three years based on increasing expenses year to year. And, operating reserves of about $24 million would only cover about six weeks of expenses during a natural disaster such as a hurricane. Baker said the county’s budget is focused on more efficiencies and eliminating waste. “Money may not be there for a lot of things that we want to do,” she said. Among highlights in the budget are $1.4 million for a one-time purchase of security cameras at the jail, and maintenance for the helicopter unit. Funds also are allocated for two pilot programs for an inmate work program and a unit that goes after unlicensed contractors. An annual storm water fee to upgrade failing drainage systems will increase from $47 to $57. The county will cover the costs of eliminating a $10 recreation fee for each child who plays in noncompetitive sports leagues. Unless a tax hike is approved, vehicles for three fire stations and construction of a station on Overpass Road in the Watergrass subdivision in Wesley Chapel will remain unfunded. Money is available for those onetime expenditures, Baker said, but there are no funds for recurring personnel costs. That didn’t sit well with Pasco County Commissioner Kathryn Starkey. “I’m a little unhappy,” she said. “Who made the decision?” Baker took responsibility. “We just couldn’t get it done without making cuts somewhere else,” she said. “It was too big a nut to be funded.”

Planting a garden that’s friendly to pets By Nicole Pinson

Gardeners love their plants and their pets. Knowing the basics about plants, design and safety can help make the garden a great space for humans and their nonhuman companions. To plant a dog-friendly yard, consider the places in your yard that your dog likes to visit. Does he use specific pathways? Does she like to patrol the fence line? Learning where your dog enjoys spending time in the garden can help you design a pet-friendly backyard. My 85-pound sheepdog, Pepper, loves to play in the garden. But on more than one occasion, Pepper has accidentally run over a newly planted shrub. Now, I notice where she likes to play, and I keep these parts of my garden plant-free, so we both can enjoy our backyard. If you have favorite plants that are unique or fragile, consider locating them in the front yard to protect them from damage. You can also protect your plants by using raised beds. Keep in mind dogs are reluctant to push through vines and dense plantings. Sturdy plants, such as tough ornamental grasses, or plants with woody stems like viburnum, can help make your garden more resistant to dogs. Some cats enjoy plants such as catnip. Many of us are familiar with catnip, also called catmint. Catnip is in the Lamiaceae family, which also includes many aromatic plants such as mint, rosemary, salvia and thyme. While being a favorite for cats, it also serves as an excellent garden plant for pollinators when blooming. Catnip is a perennial in Florida, and grows 3 feet to 5 feet tall. But if your catnip is anything like mine, the neighborhood cats will quickly find and roll around in it, which means you may need to replant it often. Catnip may be propagated from seed or cuttings. Cats may also love to chew on grasses

were allowed to go to a “Protestant-Lutheran Church in Tampa,” he writes. “Our guards were inside the church too, without guns. After the worship, our guard told us to leave the church through the same door, like we came in, but the vicar told us to go through the door at the side of the church. Our guard was mad, but allowed us to take the other door,” he adds. As they came through a small door, he continues, “the people gave us cakes, candy and coffee and it was a wonderful Christmas day and I never can forget such a kind gesture.” Letters such as this one are the types of items contained in the collection at USF, which resulted from the students’ and Knapp’s research efforts. The archive also contains photocopies of material gathered by Knapp during her research, including copies of official documents from the National Archives, correspondence with former German prisoners of war, photocopies of Der P.O.W. Zeit-Spiegel (a publication) and other materials. Knapp worked extensively with Herrmann to archive the information. Herrmann shared some of his knowledge about the German prisoners during a recent interview. The men lived in the Dade City camp, but went out to do jobs, Herrmann recalled. “They went out every day. They rode a bus to go to work in Brooksville,” he said. They dug lime rock at a mine that was used in building construction. “They worked in the orange groves,” Herrmann added. “They got to be friendly with people. They even worked in people’s yards.”

Additional details of the prisoners’ experiences in Dade City are contained on a historical marker Branch Camp No. 7, placed there in 1995 by the Pasco County Historical Preservation Committee. The marker explains that the demands of World War II created a shortage of agricultural workers here at home. To reduce that problem, the United States Army established about 500 prisoner-of-war camps to supply laborers. Camp Blanding, near Starke, was headquarters for the 22 camps in Florida, with the Dade City camp being designated Branch Camp No. 7, according to the marker. The Dade City camp began in March 1944 and housed about 250 men, many who had been involved with Rommel's famed AfrikaKorps. The camp was built by the U.S. Army Corps of Engineers. It had a three-tent mess hall, which was also used for church services, classes and movies. It also had a canteen attached to a small day room; a larger day room with table tennis and a piano; sleeping quarters and latrines, according to the marker. Knapp was a long-time member of the Pasco Historical Society, where she served as president of the society in 2002. Her survivors include two sisters, Margaret Allen and Jane McDavitt and three children, Diana Neff, Roberta Stalvey and Howard Knapp. Memorial donations may be made to the Pasco Historical Society or the Pioneer Florida Museum & Village. Park reservations online The Laker/Lutz News Staff Report

Most of Pasco County’s park sites require a reservation for shelters, pavilions and athletic fields. The county’s three wilderness parks offer camping and always require a reservation. If you are interested in a particular park, go to its individual web page, under “Park Information,” to find the instructions for how to make a reservation. It will also details the fees involved. Some smaller parks do not require a reservation, and the shelters are available on a first-come, first-served basis. Last month, the county began accepting online reservations for shelters, pavilions and camping (tent, cabin and RV), with patrons being able to pay from the comfort of their own homes. Payment is no longer accepted at Jay B. Starkey Wilderness Park. Gulfside Hospice was recognized at the Florida Hospice & Palliative Care Association’s Awards of Excellence luncheon in Orlando with an award for its Spiritual Care Volunteer Program. Gulfside received the Excellence in Program Innovation in Clinical Practice award, which recognizes services and programs provided by a hospice organization that demonstrate the power of creativity and ingenuity to impact clinical practice and the community. Gulfside began the program in 2013 to help the chaplains spend more time with complex spiritual cases while developing different resources for patients with less acute spiritual needs. In 2014, Gulfside added to the program with the introduction of volunteer spiritual care counselors to visit home patients. The volunteers and counselors collectively visited 279 patients, for a total of 1,765 visits and 1,303 hours. CHARTER, from page 1A were invited to the charter panel’s meeting to discuss issues related to the Pasco County Commission’s duties and functions. But panel members largely zoned in on term limits, single-member districts, and whether to have an elected administrator or mayor. Pasco County currently is governed under home rule with five districts, each with a representative elected by countywide vote. Moore and Starkey supported term limits ranging from 12 years to 16 years. Starkey said commissioners need that much time to develop institutional knowledge and a thorough understanding of how government functions. But she said, “I don’t think anyone should be in office for 50 years.” Schrader took a different view. “We have term limits. It’s called elections,” he said. Commissioners generally agreed that despite Pasco’s growth spurt, there aren’t enough residents to justify a shift from countywide voting to single-member districts. That might change in five to 10 years, but for now Starkey said, “I feel more powerful as a voter, voting for all five.” Weighing the pros and cons, Schrader said the advantage would be in creating the potential for a minority candidate to be elected. “But other than that, I don’t see any real benefit from single-member districts,” he said. Moore said the idea is worth a look. “I don’t have a problem with singlemember districts,” he said. “I think a minority district is worth investigating,” he added.

IMPACT, from page 1A tax passed, the school district’s share yielded $145.1 million. The second penny, which took effect in 2015, is expected to generate about $226 million. But, that money cannot be spent on new school construction. It can only be spent on maintenance and new technology. School impact fees, which are collected only from new residential development, can be spent to purchase land, to buy buses, furniture and portables, to construct facilities or for debt service. As of the end of 2014, the district has collected $120 million in school impact fees. Since 2002, however, the district has built 22 new schools at a cost of $301 million, Bise said. Oakstead Elementary, Dr. John Long Middle, Double Branch Elementary, Charles S. Rushe Middle, Wiregrass Ranch High, Sunlake High, New River Elementary, Veterans Elementary, Watergrass Elementary and Connerton Elementary schools are the new schools that have opened in The Laker/Lutz News’ coverage area since 2002.

However, increasing from five to seven commissioners wouldn’t make sense now based on Pasco’s population. “We’re not there yet,” he said. On electing an administrator, Starkey is no fan. “It shouldn’t be a political job,” she said. Schrader also is adamantly opposed to what he described as a “hot button issue.” He said making it elective would invite outside financing from people “who never set foot in Pasco.” Moore was less committal. “There’s many ways to look at this,” he said. Commissioners appointed the 15-member charter panel in May. Members can choose to adopt a charter or not. In contrast, state law requires that a charter commission, once formed, must produce a charter. Pasco County commissioners would not be able to amend the charter document, and voters have the final say on adoption. Corcoran favored the commission rather than the nonbinding panel. An activist group, the Pasco County Citizens Charter Coalition, is partnering with the lawmaker in a petition campaign to secure a required 45,000 signatures needed to establish such a commission. “I think they’ve put a great weight on you, and it’s going to take some courage,” said Dan Callaghan of the charter coalition group. He spoke to the panel during public comment. Pasco County commissioners initially said they created a panel to have more control over the outcome. But, they also have said that they will accept whatever choice the panel makes. If a charter were chosen, then the matter would be on the ballot in November 2016. “We’re not making any changes. We all agreed to it,” Moore said. “Whatever comes to us, we’ll abide by it.”

Bise told officials that impact fee revenue must earmark money for specific capital projects, which encourages disciplined capital improvement planning. He also noted that the revenues help to ensure adequate public facilities, which is a plus for homebuilders who are seeking to attract buyers to a particular market. “In our experience, the smart developers like impact fees because it (the fee) guarantees that they’re going to be in business,” Bise said. “They get the fact that having a great school system, or a great road network or a great park system makes the community attractive and makes their product marketable, and also helps from an economic development perspective, as well.” It’s not difficult to see that more schools will be needed, as growth ramps up in Pasco County. Oelke said her solicitation — in The Laker/Lutz News and elsewhere — has yielded good results, with people donating

items to help. “I had asked for slightly used clothes, for boys and girls, and shoes. “I got a lot of both, but I also got a lot of winter clothes.” “I’m thinking, ‘Why are people sending me winter clothes for Haiti? “Haiti is hot year-round,” she said. As she thought about it, it occurred to her that people often ask her why she doesn’t do more to help local people. “So, I just know, I’m supposed to help the homeless,” she said. She plans to store the winter clothes and give them to the homeless when colder weather arrives. So, instead of being involved in one ministry, it seems that Oelke is involved in two.

Alison Crumbley voiced concerns about providing schools for children who will be living in the new subdivisions that are on the drawing boards, or sprouting up in the county’s State Road 54/State Road 56 corridor. Superintendent Kurt Browning echoed those sentiments. Even without that new construction, the district is feeling the squeeze. This fall, Wiregrass Ranch High School is expected to have around 2,500 students. It is going to a 10-period day to help manage the number of students on its campus. The entire student body will be there just three periods of the day, with the impacts lessened because roughly 500 of those students

will be eating lunch during any particular time. Deputy Superintendent Ray Gadd told school board members that district already is making efforts to ensure that the building community is part of the impact fee discussion. Bise also reminded school board members that their support would not be enough. “Although you are your own taxing entity, you don’t control your destiny in terms of impact fees. The Board of County Commissioners sets that rate for you,” he said. He also noted that Florida is the only state where his firm does impact fee studies where that’s the case.

Rule requires new clarity for softball substitutions By Michael Murillo

There’s now a specific definition for “projected substitute” in the softball rules of the National Federation of State High School Associations. The new requirement is spelled out in Rule 2-57,Article Four. This may not sound like a very big deal, but it could have a big impact. It could affect how high school coaches manage their softball games going forward. If a coach wants to substitute players, the coach is supposed to do it when those players are ready to become active. On offense, that should be when the coach wants that specific player to bat. On defense, it should be when the team takes the field when the other team comes up to bat. But that’s not always how it’s worked during a game. Some coaches would substitute a player, and inform the umpire of other substitutions they’re making for future at-bats. Often the umpire would tell the coach to make each one at the appropriate time, but sometimes they would accept the group substitutions. And that could cause problems, if the coaches made a mistake or changed their mind before the player was actually active in the game. Those projected substitutes aren’t allowed, but since there wasn’t an actual definition in place for what constitutes one, there was some leeway and inconsistency in how the situations were handled. Now there won’t be any confusion, because a projected substitute is now officially defined as “a player who does not immediately participate in the game.” The NFHS expects this will eliminate any ambiguity regarding projected substitutes. “There was confusion about the rule,” said Theresia Wynns, NFHS director of sports and officials education. “We’re trying to emphasize that (projected substitutions) is an improper procedure,

and so coaches need to be more diligent in reporting their substitutes on offense.” The offensive side was emphasized because everyone is active at the same time on defense, making everyone an immediate participant in the game. Making a rule change, or even adjusting a definition, is a three-step process at the NFHS. State associations make proposals to add or change something in the rules, and an 11-person rules committee considers the proposal. If it passes, it goes to an internal rules review committee. After that, the NFHS board has the final say. If the board approves it, the change goes into effect and is added to the rulebook. It takes a lot of steps just to clarify a definition, but Land O’ Lakes High School softball coach Mitch Wilkins thinks it’s a good move, and believes coaches should already be adhering to the spirit of the rule. “It makes more sense to be clear to al-

ways substitute when the player is actually entering the game,” Wilkins said. “Whatever the situation is, you don’t make the substitution until the time that she’s going in to play.” Technicalities with regard to substitutions can have a real-world impact on games, Wilkins explained. Last season he had a situation where he forgot to substitute a player in, and she had already faced a pitch. He informed the officials and, after a conference, they called the player out due to an improper substitution. There was just one problem. That’s not how the rule works. “I made the announcement before the defense caught it,” he said. In that case, as long as the defense didn’t protest before he informed the umpire, he was allowed to make the substitution without penalty. Wilkins informed the officials of the proper application and, after another huddle, they

reversed their decision, and the out didn’t count. Any clarification that eliminates doubt is a good thing, Wilkins said. And he credits umpires for working hard to get their calls correct. “The umpires really strive to do a good job, and the umpire associations pride themselves on having educated umpires that do things the right way, and I think that’s very important. Coaches really appreciate umpires that work hard and know the game, and do it the right way,” he said. And with a clear definition regarding projected substitutes, the NFHS believes everyone, including the coaches, will have an easier time getting things right. “We’re hoping that those who are guilty of projected substitutes now become more conscious of what they’re doing and will be more thoughtful about the process,” Wynn said.

T

eam USA Women’s World Cup 5-2 victory over Japan drew an estimated 22.8 million viewers, shattering television ratings records for a soccer game in the United States. And, in interviews leading up to the game, moms of the soccer players often told commentators that their daughter had been dreaming of playing in a World Cup final since they were little girls. World Cup has focused more attention on women’s soccer, but the number of boys playing the game still far outnumbers girls’ participation, said Altin Ndrita, of the Wesley Chapel Soccer Club. Ndrita hopes a free program offered on Saturday mornings this summer can help to begin to change that. The program is geared toward teaching girls, between the ages of 5 and 7, the fundamentals of the game. The sessions are from 9 a.m. to 10 a.m., at Wesley Chapel District Park, 7727 Boyette Road. Ndrita, a former professional soccer player, leads the sessions. “We try to make it fun. We try to make it enjoyable for them. And, at the same time, teach them fundamental skills that will make them successful later on,” he said. “When you don’t know what the game is, you might have a wrong perception, and you think you don’t like it,” he said. Ndrita teaches the girls skills such as dribbling, passing, changing direction and shooting. But, he uses a series of age-appropriate games to help the girls learn the fundamentals, while still having fun. For example, he teaches the girls how to keep the ball moving, while keeping it under close control, in a game he calls Park Ranger. Ndrita believes in encouraging the girls to take an interest in the sport. “All of them, at this age — as long as they are athletic, they are promising prospects. We can add the skills that they need.We can complete them,” he said. The pace is active, but Ndrita gives the girls frequent water and rest breaks. There’s no stress involved. Players come to the session if they can. So far, about 30 different girls have shown up. Some have come back every week. Others haven’t. The program gets high marks from parents. Kristen Leonard said her 7-year-old daughter, Kayla, loves the sessions. “She’s getting to play with girls. That’s really important to us. A lot of the programs around here are coed. We want her to play with girls,” she said. Leonard said her older daughter, Emily, has played on coed teams, and she has observed that girls can be treated differently by their male counterparts.

“We noticed with her (Emily’s teams), sometimes the boys don’t want to pass to the girls. Or they don’t realize that girls can play.They underestimate their skills. “That would frustrate her a lot. “I think from a confidence standpoint, it’s important that they (girls) get to play with girls,” Leonard said. Emily Leonard, who was there with her mom, said that coaches sometimes underestimate girls, too — choosing to leave them on the bench more often, or to sub them out more frequently than the boys. Leanne Henderson, of Wesley Chapel, is pleased that her 7-year-old daughter, Kate, is taking advantage of the opportunity. “I started when I was this age. It just became my life,” said Henderson, who attended college on a soccer scholarship in Mississippi.“It’s a great sport.” Eight-year-old Nadia Gonzalez and her 6-year-old sister, Neleia, wanted to try out a new sport, so came to the first free session, said their mom, Ginger Gonzalez, of Wesley Chapel. The Florida Department of Health in Pasco County reminds residents to be mindful of wild and stray animals that can carry rabies. An animal with rabies could infect other wild or domestic animals that have not been vaccinated against rabies. “Rabies is present in Pasco’s wild animal population and contact should be avoided,” said Mike Napier, county health officer, in a release. “The best way to prevent rabies in your pets is to make sure rabies vaccinations are up to date.” All domestic animals should be vaccinated against rabies and all stray animal and wildlife contact should be avoided. Rabies is a disease of the nervous system and is fatal to warm-blooded animals and humans. The only treatment for human exposure to rabies is rabies-specific immune globulin and rabies immunization. Appropriate treatment started soon after the exposure will protect an exposed person from the disease.

Prevention steps include:

• Keep rabies vaccinations up to date for all pets.

• If your pet is bitten by a wild animal or a feral cat, seek veterinary assistance for the animal immediately. • Do not handle, feed or unintentionally attract wild, feral or stray animals by leaving pet food outside or garbage cans open. • Never adopt wild animals or bring them into your home. • Teach children never to handle unfamiliar animals, wild or domestic. • Prevent bats from entering living quarters or occupied spaces in homes, churches, schools, and other similar areas, where they might come in contact with people and pets. • If you are bitten by any animal, seek care promptly. Wash the wound thoroughly with soap and water. Go to your family doctor or hospital for medical attention immediately. • Contact Pasco County Animal Services at (727) 834-3216, (813) 929-1212, or (352) 521-5194 to report animal bites or scratches. • Contact the Florida Fish and Wildlife Conservation Commission at 1 (863) 6483203 for concerns about wild animals.
