Tampa Bay Express gaining favor in Pasco By Kathy Steele

A project to build express toll lanes on interstate highways, known as the Tampa Bay Express, has picked up an endorsement from the Pasco County Commission. Commissioners voted 4-1 on May 10 to send a letter to the Hillsborough Metropolitan Planning Organization urging a favorable vote on the project. The planning organization is scheduled for a June 22 vote on a project that has gained wide support in Pasco as a solution to commuter gridlock. Pasco County Commissioner Jack Mariano

voted no. He cited concerns about the increasing reliance on toll roads to generate revenues. He did approve of the potential for rapid bus service included in TBX. “All the toll roads in the world don’t necessarily help your traffic,” he said. The Hillsborough MPO’s decision will determine if the project goes forward as a transportation priority. State highway officials peg the initial construction costs at about $3.3 billion. Some state estimates put the costs at as much as $6 billion. “This is very, very important for the residents of Pasco County,” said Pasco County Commissioner Mike Moore.“We think about

quality of life, especially for residents who commute back and forth to Hillsborough County and Pinellas County on a daily basis.” For some, commuting times can be more than two hours a day, Moore said.“If we save 30 to 45 minutes for them, just think about the increased quality of life, the time they will spend with family and friends, not on the road.” In recent weeks, the Pasco Economic Development Council and The Greater Wesley Chapel Chamber of Commerce also have come out in favor of the TBX. Between 400 and 500 people turned out for a parent and community night to find out what lies ahead at Wiregrass Elementary, a new school opening in August. Principal Steven Williams was delighted by the turnout. “I love it. It’s wonderful to be part of a community that’s engaged,”Williams said. During the first half hour of the meeting, Williams said he gave some general information about the school and talked about the vision for the school. After that, parents were invited to make their way around tables in the room, to seek additional information and to offer their thoughts. Questions that came in during the meeting were answered within 24 hours on the school’s Q&A that’s posted on its website. Besides parents, others on hand included representatives of the architect who designed the school, the builder who is constructing the school and the Pasco County Sheriff’s Office. The school is expected to open with 400 students, but is anticipating rapid growth, Williams said.There are residential developments nearby, and houses are sprouting up all around. “We’re planning the school with change in mind and growth in mind,” he said, noting he’s buying furniture and textbooks for more than 400 kids. He knows he’s going to need more and wouldn’t be surprised to see enrollment topping 500 within 12 months of opening.

The principal is also planning for a school that’s going to grow in other directions. “Do we have a fixed mindset or a growth mindset?”Williams asked. The school wants to be a place that fosters growth — and that means for everyone, students, staff and leaders, too,Williams said. “None of us has arrived yet,” he said. Besides inviting community partnerships, the school wants to create ties with John Long Middle School and Wiregrass Ranch High,Williams said. For instance, a culinary student at Wiregrass Ranch High might be able to be involved in an elementary cooking club, Williams said. Many of the questions raised by parents regarding specific issues are answered on the school’s website. For instance, the school’s technology will include interactive whiteboards,Apple TVs, small group collaboration stations, iPads, MacBook laptops, 3-D computing stations and additional technological devices. Each staff member will have a laptop, and students will have access to machines

But, the school also is developing a “Bring-Your-Own-Device” program that will allow students to bring their own technology. “It’s very important to me to have students ‘own’ their own technology,”Williams said, and that means going well beyond the typical uses for communication and entertainment. He wants them to be able to use the devices as resources, to help to elevate their education. If you enjoy learning about local history, love to solve mysteries or are in the mood for a bit of romance, a selection of books by local authors may be right up your alley. More than 20 local authors will gather at Barnes & Noble Booksellers at The Shops at Wiregrass on May 21 from 2 p.m. to 4 p.m., to sell their books, field questions on writing and chat with patrons. The bookstore, at 28152 Paseo Drive in Wesley Chapel, hosts the annual event to give local authors a chance to showcase their works. Local authors get a chance to sell their books, but also have a chance to network with each other and encourage aspiring writers. The showcase will include a wide selection of titles across many genres including business, quilting, spirituality and romance, to name a few. Some of the authors have been there before, including Madonna Jervis Wise, who has written several books. Her most recently published book, “Images of America: Wesley Chapel,” shares the community’s story

through historic photographs and tales of the families who settled there. Jamie Elizabeth Tingen, another author who has been at the event before, will be there with a new book this year. She describes her new book,“Betrayed by a Butterfly,” as a novel of deceit, mystery and romance. John Chaplick, of Lutz, will be making an appearance, too. His titles include “The Rivergrass Legacy,”“Forbidden Chronicles of a Roman Centurion” and “Bridge of The Paper Tiger.” Other authors expected to be on hand include Barbara Post-Askin, Ben Gold, C. Johnson, Debbie Lum, Dee Segarra, Elizabeth Rivera, Evelyn Taylor, Jeanette Dundas, Jenice Armstead, Jonathan Chateau, Josh McMorrowHernandez, Jwan Israil, Kimberly Karalius, Lorelie Dionne Orat, Lucille Rose D’ArmiRiggio and Maria Rooney. Six tables will be set up on the bookstore’s second floor, with authors grouped together by genre, said Lisa Kuehner, assistant store manager for Barnes & Noble. The store hosts the annual showcase to give the community a chance to find out about the local writers and their books. “It’s our way of supporting local authors,” she said.

Pasco on a path to create wildlife corridors A network of wildlife corridors is closer to reality as landowners concede most of their objections have been resolved. The ordinance comes nearly 16 years after a lawsuit settlement mandated that Pasco County create the corridors, also known as “critical linkages.” The linkages function as protected pathways for wildlife as diverse as bears, panthers, salamanders and frogs. At the first public hearing on May 10, Pasco County commissioners had a presentation from county staff members and took public comment. No vote was held. Commissioners are scheduled to have their second public hearing and vote on the issue at their June 21 meeting at 10 a.m., in their chambers in New Port Richey. “It’s been a long road to get here,” said Matt Armstrong, Pasco’s executive planner for the Long Range Planning Group. The May 10 hearing was postponed from last year when commissioners asked for meetings and discussion on the issue. The lawsuit was filed in the late 1990s and settled in 2000. Previous county commissions considered, but never approved, an ordinance. Under the proposed ordinance, landowners could “willingly” sell their land to the county. Otherwise, the ordinance’s regulations would apply only if a landowner sought to rezone property for land uses of greater density or intensity, and had a corridor within the property’s boundaries. Tweaks to the ordinance include a process to negotiate a corridor’s width; potentially rerouting the corridor without filing an expensive rezoning application; allowing a third party appraisal in land sale negotiations and an appeal to the commissioners; and splitting maintenance costs related to the corridors and their easements between the county and landowner. “I’ve kind of run out of arguments against this ordinance, believe it or not,” said attorney David Smolker. He represents a client who owns about 140 acres that fall within one of seven wildlife corridors. Mac Davis of the Gulf Coast Conservancy said county staff had listened to landowners and made reasonable changes. Now he said, the ordinance should be “rounding third base and heading for home.” Determining the width of corridors, however, still gives Smolker and others some pause. Keith Wiley, the county’s natural resources manager, said, “The staff will have the mechanisms to have the discussion with owners. Every piece along the corridor is different.” But he added, the science behind how to

create viable corridors is sound.“It’s being replicated across the world,” he said. Minimum width is 500 feet; maximum width is 2,500 feet. About 7,000 acres is needed to create seven wildlife corridors, but the county already owns some land. Some areas are wetlands that can’t be developed. About 2,500 acres is owned privately and would be regulated through the ordinance, county officials said. In Central Pasco, corridors would link current and proposed development projects at Starkey Ranch, Crossbar, Connerton and Cypress Creek. With the spurt of development in Pasco, Janet Howie, of the Nature Coast Florida Native Plant Society, said,“Ecological corridors are even more important to help prevent a total environmental wasteland from happening.” Some still have concerns, however. Land use attorney Ethel Hammer told commissioners during public comment that the ordinance would substantially affect property owned by the Bexley family. She plans to meet with county staff to detail their objections. Landowner Jim McBride said the corridors should be more narrow. He also said there would be problems arising from people seeking access to the corridors. “Ultimately, I believe the corridors are going to have to be fenced,” he said. “You need to protect wildlife from people.” Pasco County Commissioner Mike Moore shared that concern. “Wildlife corridors are not people corridors,” he said. “We could have people roaming back and forth.” It’s difficult to write an ordinance that covers every scenario, but Chief Assistant County Attorney David Goldstein said, “There is nothing in the ordinance requiring us to leave it open to the public. It’s best to deal with those on a case by case basis.”

Developers at Epperson Ranch anticipate a groundbreaking in June on the “Crystal Lagoon” that will be a showpiece for their master-planned community, and the first of its kind in North America. Model homes at Epperson could be under construction by summer. Home prices will start in the mid$200,000 range. Metro Development Group is finalizing the permit process before digging dirt on a 7-acre manmade lagoon. The water body is designed with patented technology by Crystal Lagoons Inc., and the lagoon will be filled with about 16 million gallons of crystal blue water. Construction could take a year. The Epperson Ranch project is also the site for another first for Pasco with plans for creating a “Connected City” corridor with ultrafast Internet connections. The project is a state-approved, 10-year pilot program that envisions state-of-the-art technology embedded in the design of residential and commercial development in a 7,800-acre special district.The district’s borders are Interstate 75, State Road 52, Curley and Overpass roads in east central Pasco. Metro Development Group and Crystal Lagoons are partnering on the creation of several Crystal Lagoons’ communities, including a second location in Pasco, and in

Fort Myers. Pasco’s growth boom and the availability of such a large swath of vacant land were motivators for the companies’ partnership, according to an email from Greg Singleton, president of Metro Development. “Our hope is that we are one part of a collective group of planners, thinkers, educators and others who see Pasco County as a destination for more jobs, top schools, premier shopping, dining and entertainment,” the email states. Biochemist and real estate developer Fernando Fischmann created and built the first Crystal Lagoon at San Alfonso del Mar in Chile in 2006. According to the company’s website, the lagoons are eco-friendly and need to be filled with water only once. They use 100 times less chemicals than a traditional swimming pool and more than 30 times less water than an 18-hole golf course, the website states. Lagoons typically are deep enough to allow for a variety of water sports and recreational activities, including swimming, kayaking and paddleboarding. In his email, Singleton said the lagoon will be in a gated community where the lagoon’s upkeep would be included in fees paid to a homeowner’s association. There is potential for packages, day rates or memberships to the lagoon for nonresidents. However, Singleton in his email said, “Nothing has been outlined or finalized yet.”


After professional death, a glimmer of life

T

he abrupt unpleasantness that recently befell The Tampa Tribune is still very much with me. It is sure to linger for quite some time. The newspaper had been my home for nearly a quarter-century, and I had grown attached. The Tribune was more than a place to work and draw a steady paycheck. It wasn’t a place for punching time clocks. It was a calling, and it was family. I may recover the former; I shall always grieve the latter. I was a kid reared near the Hillsborough River who left town only as a result of the death of the afternoon paper — the Tampa Times — where I’d cut my journalistic teeth. So, yes, I was on staff when both

Tampa papers died. Believe me, that was not the sort of history I set out to make when, just 17, I fell in love with the business at the sight of my first byline, seven stilted paragraphs about a high school basketball game. I wandered a bit after that first closing: a shade shy of three years in Washington D.C., almost seven on the Left Coast.The Tribune brought me home from far-off Sacramento, where the time zone never quite fit me, and you had to change planes to see family — as even seventh-generation Californians said, quaintly — “back East.” And back home is where I stuck, most of seven years downtown on the river, a dozen winding miles downstream from my boyhood stomping grounds, then roughly 18 years and a month in Pasco County, watching it grow and change. Understand this about newspapers, whether they are dailies publishing urgently about the prior day’s events, or weeklies such as this one that reflect, provide context and project what’s ahead: They are woven into the fabric of their communities. When they perish, as they increasingly do — the dailies, anyway — squeezed by forces beyond their command, it diminishes the localities they once served.That loss is felt, even after the newspaper’s readers have readjusted and moved on, their memories of the old broadsheet dulled by time, and the fast rush of the endless news cycle streaming on their mobiles.

Am I suggesting the demise of a newspaper is somehow more devastating than when an air conditioner manufacturer or a giant cookie factory packs up and heads to Mexico? No.That would require hubris beyond even me. Carrier and Nabisco gave jobs and life to Indianapolis and the southwest side of Chicago, and it’s hard to imagine anything soon arriving to replace them. While the Tribune also gave jobs and life, and reliably reported the pulse of its coverage areas to the very end, fans of the printed page can turn to reliable substitutes.You have one before you now. That conceded, I am rooting, hard, for my colleagues who find themselves without jobs, without ready conduits for their skills and talents, without the thrum of deadlines organizing their lives. As they scramble to resume, in some fashion, careers battered by difficult facts, I am fortunate to have landed here, to have reclaimed the blessing of filling white space with my words, even if it is just one day a week. At least for that one day, I will have the chance to feel normal. Normalcy after a life-shattering upheaval is a welcome blessing. Some of you know me. After 18 years and a month, I know many of you. But, in this debut column I am not going to presume anything. Instead, I am going to rely on the example set for me some 30 years

ago by a friend who inevitably reintroduced himself at nearly every encounter. Never mind that our wives and daughters were great friends, that we frequently visited each other’s homes and, in fact, that we spent a year teaching Sunday school together. Until the December day we set out bound for Tampa, he’d inevitably greet me with his right hand extended and an introduction on his lips. In that friendly spirit, hello. I’m Tom Jackson. I like (in no particular order) cake donuts with chocolate icing (not jelly-filled, no matter what my wife and the heir-apparent think), pulled-pork barbecue, thunderstorms, the Florida Gators, the St. Louis Cardinals, smallish government, low taxes, Paula O’Neil’s glow, Mike Fasano’s fervor, Jack Mariano’s goofy grin, honorary mayor’s races, the Beach Boys, the unflagging sincerity of retiring Toys for Tots leader Bob Loring, golf, Friday night football, the plans for the interchange at Interstate 75 and State Road 56, Chris Nocco’s handshake, energetic border disputes, Ted Schrader’s accent (yours, too, Kurt Browning) and the triumph of ordinary folks over life’s daunting challenges. Yes. Especially triumphs. Especially now.

Schrader dismissed a suggestion that commissioners use Skype to hear from consultants with long distances to travel. “If they want the job, I want them to stand right in front of me,” he said. Pasco County Administrator Michele Baker’s departure is more than a year away, but commissioners are taking the first step to hire her replacement. Baker announced earlier this year that she would not seek to renew her contract, which expires in July 2017. On May 10, commissioners received five

proposals from headhunter firms seeking to find the next county administrator. Two companies are headquartered in Florida; the others are in Minnesota, Texas and Illinois. The search for a hiring consultant didn’t bear much fruit, said Pasco County Commissioner Ted Schrader. “I was a little disappointed we didn’t get more than five,” Schrader said.“It is what it is.”

Anthony Crocitto is “looking to build something special� in his new role as the new women’s basketball coach at Saint Leo University, Crocitto, named Saint Leo’s new women’s basketball coach on May 4, replaces Missy West. She resigned on March 29 after a 14-40 record in two seasons, including a 5-22 record last season. Despite the team’s struggles in the winloss column the past two seasons, Crocitto is “fascinated� by the opportunity to rebuild the women’s hoops program. He is confident it has all the ingredients to become a national contender at the Division II level. “I believe with the facilities, the location, the academics and the support that Saint Leo athletics receives, there’s an opportunity to really take the program to another level — a national level in basketball,� Crocitto said. He last coached at NYIT (New York Institute of Technology) for seven seasons, guiding that program to three 20-win campaigns over the last four years. “There are a lot of plusses to relocating to Saint Leo, for sure,� he said. After more than 20 years of collegiate coaching, Crocitto plans to use his experience from his time at NYIT and as an assistant coach at places like the University of Central Florida (2006-07) and Hofstra University (2004-06). “I have the luck of working for some very good people at the Division I level, even my first job at the Division II level,� he said. Crocitto said former Hofstra head coach (now University of Buffalo head coach) Felisha Legette-Jack was a major influence

on his career.“I’ve been blessed with learning from some great people, so you combine all that together...and the opportunities at (Saint Leo) are greater because I’m combining the experience. As an assistant coach and recruiting coordinator at a few stops, I was able to help rebuild three or four programs along the way, so...it leads to hoping we can reproduce what we did at (NYIT).� Realistically, it may take a few seasons to see a major overhaul in the team’s winning percentage, but that won’t stop Saint Leo’s new coach from immediately implementing a change in the team’s style of play. “I want to get up and down, and play

fast,� he said. “Push the tempo as much as possible, but we got to grind it out on the defensive end, too. It’s really a big, big part of creating easy opportunities on the offensive end.� To do that, he’ll need players — talented ones at that. “At this level, to win, you’ve got to recruit some Division I kids, and you want to shoot for the moon and land on a star — you get a couple stars, and you’re a winner. It takes horses to win the derby,� Crocitto said. “You can be the greatest coach in the world, but you still need players,� he said. One player the incoming coach will have at his disposal for the 2016-2017 season is

senior guard Chelsy Springs, the team’s leading scorer (16.2 points per game) and rebounder (7.6 rebounds per game) last season. “I do like some of the pieces that are coming back,� Crocitto said.“We have an exceptionally talented young lady in Chelsy Springs that you can build her senior year around. We’re trying to bring in a couple players in the next few weeks as we’ve got some positions available, and I think it’s going to lead to an exciting season.� In his first year, Crocitto said he’d “like to at least double the wins� from last year. Within four years, he wants the team to finish in the top four of the Sunshine State Conference. “Obviously, I’m not that patient,� Crocitto said, echoing the sentiment of many basketball coaches nationwide.“But, you just don’t know what injuries you’re going to have, how your recruits are going to pan out, what level your returning players are truly at, so you want to do your best to see that happen. But, that’s a realistic goal.�

t’s that time of year when many families are looking forward to the end of school and the beginning of a nice summer break. It’s also a great time to think about heading to the beach, to a park or even just out to your own backyard to celebrate with a picnic. But, don’t let spoiled food ruin your day. It’s important, especially during hot summer days, to keep your food safe for consumption. The U.S. Department of Agriculture warns everyone to plan ahead. When preparing for your picnic, be sure to have an ice chest or cooler packed with ice packs and ice. You’ll also need clean utensils, storage containers for leftovers, paper towels, trash bags and a food thermometer. If you’re going out for a picnic, do a little research to find out if there will be running water, grills, picnic tables and trash receptacles at the site. Also, if you’re thawing food to take along, be sure to thaw it in the refrigerator overnight, not on a counter. Thawing meat or poultry also reduces the needed cooking time. Cooking frozen meat or poultry takes about 50 percent longer than the recommended time for fully thawed/ fresh meat and poultry.

• 2 large 10”-12” spinach (or whole wheat) tortillas • ½-cup shredded lettuce or baby spinach • 1 ½-cups shredded Monterey Jack cheese • 1 Haas avocado, peeled, pitted, diced • 2 Tablespoons real bacon pieces (2 slices, cooked well, crumbled) • ¼-cup red onion, finely chopped • 1 tomato, chopped • 1 cup cooked chicken breast, chopped Spread tortillas with dressing. Layer ingredients listed above (1/2 on each tortilla). Roll up and cut each in half. Makes 4 servings.

Do not partially cook meat and poultry ahead of time.That can be risky. Also, be sure to use the food thermometer to cook meat or poultry to a safe internal temperature, before consuming. To stay on the safe side: Keep your hot foods hot and your cold foods cold. Place perishable foods, such as hot dogs, burgers, poultry, deviled eggs, and macaroni/potato/pasta salads in a well-insulated cooler with plenty of ice/freezer packs.Also be sure to store this in a shady spot and not in a hot car or in direct sunlight. Volunteers receive presidential awards Regional Medical Center has announced that two of its volunteers have been honored with the Presidential Lifetime Achievement Award. The award comes from the office of the President of the United States to acknowledge the outstanding achievements of volunteers and volunteering throughout the nation. The recipients receive the President’s Call to Service Award certificate, an order of congratulations from President Obama and a pin to commemorate the event. To receive the award, an individual must have volunteered a minimum of 15 years, and

logged in more than 7,500 hours of service. Baker has been volunteering at RMCBP for almost 16 years and has accumulated 19,425 hours of service. He has worked as a courier dispatcher and at the hospital’s Welcome Door A. He also has received One Star and Five Star awards, and spearheaded aluminum pull tab collections for the Shriner’s Hospital. Brannon has volunteered for more than 15 years and has accumulated 8,950 hours of service. He is a clergy volunteer and was the recipient of the hospital’s Frist Volunteer Humanitarian Award in 2001.

GABRIEL QUINN WINS ESSAY CONTEST As part of Clerk & Comptroller Paula O’ Neill’s Constitutional Officers Essay Contest, Pasco County Tax Collector Mike Fasano’s office received 290 essays from middle school students throughout Pasco County answering the question,“Do you think taxes are too high or too low? Why?” A panel of judges, not knowing the age, gender, grade or school of each entrant, chose the essay written by Gabriel Quinn, a student at St. Anthony’s Catholic School in San Antonio, as the winning submission. Quinn’s essay best communicated his response to the topic question while meeting the contest criteria of overall essay structure, appearance and readability. Quinn received a $300 Best Buy gift card at a ceremony in April. All entrants in the contest received a personal letter from Fasano thanking them for their participation.

Keeping the church flock safe By B.C. Manion

While many think of church as a place to lay down one’s burdens, gain spiritual refreshment and find inspiration — a house of worship is also vulnerable to potential violence. Jim Howard, executive director of Trinity Security Allies based in Trinity, knows only too well about that possibility When he was a teenager, living in Texas, his father shot and killed a deacon after church. Howard’s father was imprisoned, his family moved away, and Howard doubted his faith and left the church. He subsequently went into a career in law enforcement and eventually returned to the church. He also found a way to use his professional knowledge to serve his faith, first, by helping to protect a church’s collections and then by forming a church security team. Besides serving on the security team at Generations Christian Church, on Little Road, he is the executive director of a nonprofit organization that helps churches that need guidance in creating and preserving a safe place to worship. “Our motto for the church ministry is: ‘Have a place where everybody can come and worship God without fear.’ “Once a person doesn’t feel safe at church, then they’re not going to come to church,” said Howard, who also has a private security consulting business. When a white man opened fire on June 17, 2015 during a prayer meeting in a historic black church in Charleston, South Carolina, killing nine people, it captured national headlines. But, the issue of church violence is nothing new, Howard said. In 1999 — the same year as the killings at Columbine High School in Colorado — there was a shooting at a church in Texas were seven people were killed, he said. This past Easter Sunday, at Bellevue Baptist Church in Memphis, Tennessee, a man was taken into custody after entering a church armed with a .40-caliber Beretta in his pants pocket and a 300 Blackout rifle in his backpack, according to news reports. Trinity Security Allies provides presentations to help church leaders learn about precautions they can take to help keep their churches safe, and to create plans for responding to violence, if it occurs. “We go in and educate,” Howard said. When he gets called to do a church assessment, he tours the church and its grounds. In the children’s ministry area, he said, “The first thing I do is to look to be sure the doors will lock.” That’s rarely an issue where the musical equipment is kept.Typically, he said, he discovers “it’s locked behind a door that Fort Knox would be proud of.” He said churches should have a check-in,

check-out zone for their kids’ ministry. Some churches issue a set of matching badges — one for the child and the other for the parent. The badges must match, or the child won’t be released, he said. Churches also need to vet their volunteers, he added, especially any that have contact with children. Security team members must pay attention to people approaching and entering the church. Look for anything unusual: Someone talking to himself; someone who appears agitated or angry; someone wearing a long coat or heavy jacket when it’s warm outside. His church has a policy of being especially friendly to newcomers. They are welcomed by church staff or volunteers, and when people don’t respond, the security team lets someone else at the church know, so they can try to engage them, he said. While the church isn’t interested in gossip, it needs to know of potential issues, Howard added. “People who are coming into church are broken,” he said.The church is there to help, but should also take steps to protect itself and those gathered. All sorts of people walk through a church door, Howard noted. “We’ve had people with mental illness that have disrupted the church service. We’ve had domestic issues that caused us concern. Injunctions,” he said. “We’ve had thefts.” When it comes to having guns on a church campus, that’s an issue that a church should address, Howard said. An active shooter can kill or injure numerous people much faster than law enforcement can respond to the scene. “If you don’t have someone on your campus that can respond to it, that’s something to really pray about and consider,” he said. “Our church has a policy, if you have a concealed weapons permit and you want to carry, that’s fine. If you’re on the safety team, with us, if you have a concealed weapons permit, I ask you not to carry — I’m a firearms instructor — unless you and I go out and we do some shooting, so I can see how you handle the gun.” “Because of my background, I understand what police officers are going to be facing if they come into a church in a scenario like this,” he said. “I don’t fear a person walking into church with a gun. I fear the gun battle. “Inside a crowded church, there’s a good possibility that somebody that you know is going to get hit,” he said, noting that two out of three shots typically miss their intended target. It’s also a good idea to practice what to do, in the event an active shooter ever shows up at the church, Howard said, noting that’s something his church has done.

Some Tampa city leaders, including Mayor Bob Buckhorn, are strongly in favor. But, community activists in Tampa’s historic neighborhoods of V.M. Ybor, Ybor City, Tampa Heights and Seminole Heights strenuously object. They say the added express lanes will slice through their streets, wiping out more than 100 businesses and residences. Opponents have held protest marches and packed public meetings.Yard signs opposing TBX are a common sight. The Sunshine Citizens is pushing against the project. Most recently, the civil rights office of the Federal Highway Administration agreed to a preliminary investigation of TBX, based on a complaint that the toll system benefits wealthy commuters and motorists, while harming minorities who live in the affected neighborhoods. If approved, nearly 50 miles of new toll lanes would be built adjacent to existing non-toll lanes along Interstate 275, Interstate 75 and Interstate 4. The toll lanes would stretch from St. Petersburg to Wesley Chapel, but also along Interstate 4 to Plant City and southward along Interstate 75 toward Manatee County. Toll fees would vary depending on traffic volume, with most expensive costs likely at

Plus, Edwards said,“We look forward to reverse trips from Tampa.”

Tourism continues to rise in Pasco By B.C. Manion

asco County’s tourism figures continue to rise, and the prospects are bright for even more growth, according to Ed Caum, the county’s tourism manager. Caum has been making the rounds to share the county’s news about another year of positive growth — following record numbers posted last year. He recently shared the county’s tourism story with members of the Central Pasco Chamber of Commerce during

their luncheon meeting at the Heritage Harbor Golf and Country Club. The county is on track to break its record in tourist tax collections. It has collected $593,712 in tourist tax collections since October 2015, a 13.5 percent increase over last year, when it set its all-time record. Caum said the county expects to exceed last year’s total, which exceeded $968,000. Pasco isn’t known for gigantic theme parks and miles of pristine coastline, but it offers plenty of wide open spaces and lots of “quirky and eclectic attractions,” Caum said.

There’s an assortment of other events and attractions for people who enjoy a bit of adventure.There’s Tree Hoppers, in Dade City, a zip line course designed for aerial adventurers of all ability levels, and there’s SunWest Park, which is expected to attract worldwide attention for its beach volleyball courts and its wakeboard course. Besides all that, Pasco County has an international reputation for its nudist resorts, which account for about 20 percent of the county’s tourist tax revenues, Caum said. Plus, the county likes to promote its microbreweries and its Farm to Table restaurants, Caum said. Tourist attractions do more than just offer people a chance to have fun, Caum said. “Tourism is economic development,” he said. Attracting people to the area gives them a chance to see what it has to offer.

Plus, taxes paid by tourists reduce the tax burden for Florida residents, which benefits everyone who lives here, Caum said. So, when it comes to promoting the county, that’s everybody’s job, the tourism manager said. He likes to tell a story about overhearing a young waiter being asked by a visitor what there was to do around Pasco County. The waiter replied:“I’ve lived here forever.There’s nothing to do in Pasco County.” That, the tourism manager said, is a missed opportunity.

A survivor gives back Raven, a Basenji, is definitely deserving of being the Pet of the Week. She is a certified therapy dog and has volunteered at a nursing home for three years now. Raven also survived a house fire this past February. On May 10, Pasco County commissioners approved an application for sales of beer, wine and liquor at the proposed Longhorn Steakhouse at Tampa Premium Outlets.The approximately 5,700-square-foot restaurant will be built as a standalone structure outside the outlet mall on the south side of State Road 56, and east of Creek Grass Way. The steakhouse is one of several restaurants under construction at the mall, including Cheddar’s Casual Café, BJ’s Restaurant and Brewhouse, and Chick-Fil-A. Culver’s restaurant opened outside the mall in February.
