But, this gives us an idea that the builder community thinks the economy is still heading in the right way because they are still pulling a tremendous

amount of permits, from a new single-family home construction perspective,” Biles said. The increase in the average permit value also demonstrates that “not only are we building more, but we’re building at a higher value,” the administrator added. A sweet and spicy event Hundreds gathered at Raising Cane, A Sweet and Spicy Event on Jan. 11 at the Pioneer Florida Museum & Village, 15602 Pioneer Museum Road in Dade City. The event featured a chili cookoff sanctioned by the International Chili Society, a cane syrup tasting competition, a People’s Choice chili and salsa competition, live music throughout the day, a beer garden, and vendors. Guests also could visit the sugar cane mill, to watch how volunteers manufacture a batch of sugar cane syrup from start to finish. Sugar cane syrup was the staple sweetener more than 100 years ago, but declined in popularity over time because of the amount of labor required to produce the sweetener. Around 80 gallons boil in the kettle, and when the labor-intensive process is over several hours later, the Dade City men will have approximately 9 gallons of viable syrup ready for bottling.

Old Pasco Road restructure to Pasco County enhance safety, ease congestion steps closer to By Brian Fernandes bfernandes@lakerlutznews.com

Construction is underway to reconstruct Old Pasco Road’s intersections with Quail Hollow Boulevard, Oakley Boulevard and Boom Boom Drive, in Wesley Chapel. The improvements are in response to a route study that concluded upgrades are needed to improve safety and increase traffic capacity. Pasco County Commission Chairman Mike Moore said he has heard concerns from motorists who travel on Old Pasco Road. And Moore, whose District 2 includes the intersections in question, said he, too, has witnessed a need for improvements. “Just driving that intersection myself, throughout the years, you could tell there was obviously a need,” he said.“There was safety issues – how it was configured.” Moore also noted that this project will

alleviate school traffic for buses heading to and from Cypress Creek Middle-High School. The campus will have even more students in the fall, when the new middle school opens — creating additional capacity for both middle and high school students at the Old Pasco Road complex. As part of the $3 million road construction project: • Two northbound left-turn lanes will be added on Old Pasco Road, leading onto Quail Hollow Boulevard • A northbound right-turn lane will be added on Old Pasco Road, leading onto Oakley Boulevard • Going south on Old Pasco Road, there will be a right-turn lane added, leading onto Quail Hollow Boulevard • The existing left-turn lane on southbound Old Pasco Road will be extended, See PASCO ROAD, page 11A

Pasco County is taking aim at a problem that crops up when a Pasco County Sheriff’s deputy arrives at a scene, and isn’t able to determine who owns the property, or who is authorized to be there. The problem also occurs when the county can’t pin down a way to locate who’s responsible for code violations at a specific site. To address those issues, the Pasco County Commission is considering a new ordinance that requires rental properties to be registered. Senior Assistant County Attorney Kristi Sims is handling the ordinance for the County Attorney’s Office, and she appeared at the See RENTAL, page 11A

Biles told commissioners that the dates he outlined are considered to be “zero dates.” “So, if they beat that date, there’s a bonus,” Biles explained. The two lanes to the Suncoast also includes the entrance to the Moffitt/Excalibur piece, Biles said, referring to a massive “city within a city” type of project planned for Central Pasco. The schedule, Biles said, “gets us two lanes of traffic to the Suncoast by the hurricane season in ’21,” one of the primary aims of the extension.” Four lanes to the Suncoast Parkway would be completed the following year, he said. “Four lanes to Sunlake (Boulevard) is part of the development agreement between us and Len-Angeline, and Moffitt plays a role,” Biles said. The four lanes to U.S. 41 are expected to be finished in late 2025, completing the project, he added. Biles told commissioners:“I would not go out there and tell people we are going to get all of the way to (U.S.) 41 in ’22 or ’23. I think ’25 is a backstop, and if it happens earlier, great, but ’25 is a backstop.” But, Commissioner Jack Mariano observed: “I think if the folks over at Connerton, if they want to see that connection, they may try to work an agreement with us to help fund it, to get it there quicker.” Biles responded:“It’s always possible.”

Pasco County Administrator Dan Biles recently laid out the time frame for the completion of the Ridge Road extension, a project that eventually will provide a new east-west corridor between Moon Lake Road and U.S. 41. The project is broken into two phases, with a groundbreaking for the first phase held earlier this week. During the Pasco County Commission meeting last week, Biles laid out the time frame for the project — which the county has pursued for two decades. It finally received a permit for the project in December from the U.S. Army Corps of Engineers. The first phase will build a new stretch of Ridge Road, which will extend from Moon Lake Road east to the Suncoast Parkway. The second phase will continue the extension eastward, linking the Suncoast Parkway to U.S. 41. Biles laid out these project milestones: • To Town Center Boulevard by Sept. 16 • Two lanes to the Suncoast Parkway: July 20, 2021 • Four lanes to the Suncoast Parkway: July 20, 2022 • Four lanes to Sunlake Boulevard: September 2022 • Four lanes to U.S. 41: September 2025 Although the first milestone calls for completion by Sept. 16, Biles believes that work will be finished sooner. “We believe we will be able to get two lanes of traffic, if not all four lanes, before school starts, even if they’re not all done

Zephyrhills resident and business owner Randy Light, of Puroclean Cooking Team, outlined what all it takes to ensure a strong showing in the barbecue contest, during a recent Zephyrhills Chamber breakfast meeting. He explained cooking teams begin prepping at least a week before the contest, deciding which types and cuts of meats to purchase, and testing out different sauces and seasonings. Light noted the chicken category takes the longest to prep, compared to other meats, as there’s a lengthy process of trimming, weighing, brining, injecting and so on. “Chicken’s one of the hardest things to do,” he said.“You don’t just take it out and grill it.” Light added a lot of thought also goes into which types of barbecue sauce to use for each judge that will appeal to the competition’s 75 judges. Because some judges might prefer hot sauce, while other prefer sweet, he said his team tries to find a “happy medium sauce.” Light acknowledged the entire process takes much time and effort, and he enjoys every bit of the experience. “We have a lot of fun cooking for the community. Kumquat Festival ushers in a new decade By Brian Fernandes Itâ&#x20AC;&#x2122;s time to indulge in a tiny, tart fruit called the kumquat. After all, the fruit is considered to be the centerpiece of the Kumquat Festival, now celebrating its 23rd year. Besides offering fun family activities, the festival showcases downtown Dade City, offering visitors a chance to sample a taste of Old Florida and some Southern hospitality, too. The free event is set for Jan. 25 from 9 a.m. to 5 p.m., in downtown Dade City, near the Historic Pasco County Courthouse. Thousands of people flock to the area every year in an event that gives downtown Dade City merchants a chance to show off their shops and gives entertainers a place to showcase their talents. Pasco County has made strides in combating human trafficking, but statistics continue to paint a sobering picture about the prevalence of the problem. Some of those statistics were reported during the Pasco County Commission’s Jan. 7 meeting, where commissioners praised local efforts that are being made to battle the problem, and passed a resolution declaring January as National Slavery and Human Traffic Prevention Month, to cast a spotlight on the issue. Commissioners also declared Jan. 11 as National Human Trafficking Awareness Day. Liana Dean, chair of the Pasco County Commission on Human Trafficking, thanked commissioners for their support. “Human trafficking continues to be an ongoing problem, both in the state of Florida and here in Pasco County,” Dean said.“In 2018, Florida again ranked third in the nation in the number of cases of human trafficking.” Dean gave commissioners an overview of what the human trafficking commission has been doing in its attempt to take aim at the problem. “We have continued with our efforts to educate and make the community aware. We have trained over 10,000 people in Pasco County and across the state on the

issue. We’ve spoken at forums across the state, most recently at the Human Trafficking Summit in Orlando. “We also have reached more than 1.5 million people with our marketing and advertising campaign. “We led the state in terms of getting human trafficking curriculum into schools, for which I would like to thank our superintendent for his partnership in that effort,” she said. Pasco County was a year ahead of the state in getting curriculum about the problem into public schools. “We are also working ahead in addressing the Super Bowl, that will be in Tampa in 2021,” Dean said.“So, we will be launching several campaigns around educating the public about that, and preventing trafficking from happening here in Pasco County, and partnering with other trafficking task forces in the area, and also supporting law enforcement efforts to arrest traffickers and buyers of sex trafficking here in the area.” County Commissioner Ron Oakley praised the human trafficking commission’s efforts. “I’m telling you, they’ve been nationally acclaimed for all of the good work that they’ve done,” Oakley said.“I think they have people who want to copy us because they’ve done such a good job, as the Human Trafficking Commission, here in Pasco County.”

After months of research and outreach, Pasco County has developed new regulations relating to the placement and design of mini-warehouse and self-storage units. The Pasco County Commission adopted the ordinance regulating these types of facilities in December. In crafting its regulations, county planners considered standards in Dade City, St. Petersburg and Miami, as well as in Portland, Oregon; Beaufort, South Carolina; and New York, New York, according to a county agenda memo. Planners also gathered input from a commercial development visual preference survey and from stakeholders. In general, the ordinance seeks to preserve and enhance “the visual and functional characteristics of specific corridors through building location and building form.” It also seeks to enhance aesthetic quality, value and livability through “effective community-design standards, codes, programs and practices.”

Planners produced the proposed regulations at the request of the Pasco County Commission, after members of the board raised concerns about the proliferation of mini-warehouse and self-storage developments, particularly along the State Road 54/State Road 56 corridor. Mike Moore, now the commission’s chairman, repeatedly voiced concerns about mini-warehouses occupying land that he thinks would be better used for businesses that generate jobs. Commissioner Kathryn Starkey expressed similar concerns. The county’s planning staff has estimated that mini-warehouse facilities typically consume about 5 acres of land, and produce, on average, about five jobs. The county also imposed a temporary moratorium on new requests for mini-warehouses and self-storage units while the new regulations were being drafted. Though the issue was contentious at times, no one spoke during the public comment portion of the ordinance adoption hearing on Dec. 10. Commissioners approved the ordinance unanimously.

ForCare Clinical Research (FCR) is looking for people with hidradenitis suppurativa for a clinical study meant to improve the lives of those with the painful condition. Hidradenitis suppurativa, also known as HS, is a skin condition that causes small, painful lumps under the skin. The HS lesions typically occur in areas of the body where the skin rubs together, such as the armpits and groin. Qualified participants may receive compensation for time and travel; be seen by a dermatologist at no cost; and have access to medication for HS. To qualify, applicants must be between the ages of 18 to 75; be diagnosed with HS for at least one year; have HS lesions in at least two areas of the body; and, must not be diagnosed with any other significant skin conditions. (COV), in coordination with Paddling for Veterans and in partnership with Feeding Tampa Bay, will provide a mobile food pantry for veterans, community members and children, in honor of Martin Luther King Day. The pantry will be open on Jan. 18 from 2 p.m. to 4 p.m., or until supplies are exhausted, at the Lewis Abraham Boys and Girls Club, 38724 Mudcat Grant Blvd., in Dade City. The event will feature seven pallets to nine pallets of food, averaging 5,000 pounds to 7,000 pounds of a variety of fresh produce, meat, dry goods, and bread and bakery items. Scouts’ food campaign aims to impact hunger Powered by thousands of boys and girls in local Boy Scouts of America groups across West Central Florida, an initiative called Scouting for Food is seeking to collect a record-setting amount of food to fight hunger. Scouts ages 5 to 17 will go door-to-door on Jan. 25 in their neighborhoods to attach door hangers with program information, then return to collect nonperishable food donations left on front porches one week later, on Feb. 1. Scouting for Food will take place on the weekends leading up to the Super Bowl, as the Greater Tampa Bay Area Council—the region’s branch of the Boy Scouts of America—is joining more than 4,000 participating groups in the Souper Bowl of Caring, a nonprofit organization that collected more than 4.5 million pounds of food in 2019. Spreading the message of girl power The Pasco Girl Power (PGP) program is in its fifth year at Lacoochee Elementary School in Dade City, and helps fifth-grade girls to be more empowered, promote leadership and reach higher self-esteem. The group of 12 students is given opportunities throughout the school year to experience mentorship, volunteerism and positive self-promoting activities. The PGP members have recently participated in a tea party and baked holiday cookies. Future activities will include a girl’s night (scheduled for Jan. 24), a cookout, a movie outing, and the opportunity to mentor second-grade girls.

Pasco County Schools has implemented a monthly, two-hour-early release time to allow for staff to engage in professional development aligned with student needs, and district and school priorities. A big step to financial security is learning the difference between a need and a want, according to the Kentucky Higher Education Assistance Authority (KHEAA). Needs include clothes, food and, for many students, transportation. With clothing, a want may mean wearing only designer items that cost more than clothes that last just as long and look just as good. Students might want to eat a deluxe cheeseburger at a fast food restaurant every day, even though they can save money by making their own sandwich and brown-bagging it.

RENTAL, from page 1A Pasco County Commission’s Jan. 7 meeting to give the commissioners a briefing. At the same meeting, during the public comment portion, a number of speakers — representing real estate, property management and legal interests — offered their input on the proposed ordinance. Jacob Bruynell, governmental affairs manager, Greater Tampa Realtors, raised concerns about a number of issues, including what would trigger the need for registering a property, some of the definitions included in the draft ordinance and when the new requirement would take effect. He questioned the target effective date of March 1. “This seems like an aggressive approach, as most citizens don’t know it’s coming and do not know if their properties fit the ordinance requirement,” Bruynell said. He also questioned a provision that requires the designated property manager to have an office in Pasco County. “We request that the ordinance allow property managers from neighboring counties,” he said. Andrew Dougill, a professional property manager, also weighed in. Dougill, a member of the board for the Tampa Bay chapter of the National Association of Residential Property Managers, said his group represents professional managers of single-family rental properties. “Our organization is here to speak in favor of the rental registry ordinance.We recognize that the Sheriff’s department has a problem with vacant properties, with slumlords, so we’re very much in favor of that. “We do have a couple of concerns with the ordinance as written,” he added. “The first one is the requirement that the property manager maintains a business office in Pasco County. Many of the residential properties in Pasco County are managed by property managers in Hillsborough, Pasco and Hernando — so requiring a business office in Pasco County will cause thousands of current landlords in the county to lose their professional manager, which is obviously an unintended consequence and is not the intent of the ordinance,” Dougill said. “The second issue we have is the definition of a property manager. “As written, it seems to allow a property manager to be unlicensed, in violation of Florida statute.We suggest requiring the property manager to be licensed by the state, is the way to go,” Dougill added.

LICENSING MAKES A DIFFERENCE

Carl Stratton, the broker of Dennis Realty and Dennis Property Management, told commissioners he has two offices in Pasco County. He said his company currently manages about 500 units in Pasco, but also manages properties in Pinellas, Hernando, Citrus and Hernando counties. Stratton also spoke in favor of lifting the requirement for property managers to have an office in Pasco. He said it “would be a big hardship on thousands and thousands of owners, who have a trusted relationships with their property managers.” Instead, he supports the idea that a property manager’s office be within a 50-mile radius of the property. “I think that would be reasonable,” Stratton said. Harry Heist, a landlord attorney, noted “the ordinance fails to define property manager.” Heist went on:“A lot of people don’t realize that there’s two types of property managers out there in the world.There are licensed property managers who have real estate licenses that work under a broker and

then there are unlicensed people. “The unlicensed property managers who manage for absentee owners have caused a serious problem in Pasco County and all over Florida.” Heist asked the county to amend the ordinance to define a property manager as someone who holds a license to manage property in Florida. “We feel that it will cut down on a lot of problems and this is what will help the problems you are trying to address,” Heist said. Sims addressed the issues later in the commission’s meeting. “I had several meetings with some of the people who were here today, as well as other commercial realtors — people representing various groups that would be affected,” Sims told commissioners. She said those discussions provided insights, which prompted her to recommend changes to the draft ordinance. She told commissioners her briefing was intended to share the proposed revisions, so commissioners could react to them before the issue is brought to their Jan. 21 meeting for consideration. Sims told the board:“I’ve come to understand that one of my big problems — and one of code enforcement’s big problems is — these illegitimate, non-licensed property managers: John Smith sticks an index card up in his window at the mobile home park and says he’s the property manager, but he’s not a licensed person. And that park is owned by an entity who is out of state, out of county, etc., etc..” She’s recommending the definition of a property owner be changed to require it to be a licensed real estate broker. She’s also recommending those licensed property managers could be from Pasco and abutting counties. “We feel like we’re going to get responses from people who are holding a real estate license,” Sims said. She also plans to recommend an April 1 effective date, though the system is expected to go live on March 1, so people would have access to it. Additionally, Sims plans to bring back two follow-up ordinances. One would duplicate the state law that prohibits a person from acting as a property manager, without the proper licensure. The other would require apartments, condos and commercial properties to have a permanently posted notice containing contact information for the property. The proposed changes, she said, “takes out a lot of the people who aren’t really our problem. It takes out logistical issues for apartments and commercial realtors, who are dealing with tenants that may come in and out. “And, I think is more narrowly tailored to address — at least at this point — to address what is our current focus and problem.” Chase Daniels, assistant executive director, for the Sheriff’s Office said, “It gets us to where we want it to be. It still gives us the teeth we’re looking for. “We certainly don’t want to impose on these groups that are doing the right thing.” Commissioner Kathryn Starkey said she’s encouraged to see support for the ordinance. “I agree with all of the little tweaks.They seem reasonable.We never wanted this to be onerous. But, we want to have a tool,” Starkey said. Commissioner Mike Wells added: “All of these changes make sense. I appreciate your taking the time to meet with the stakeholders, over and over again, to listen to them.” Commissioner Jack Mariano agreed:“You guys have done a great job, working together on this, getting the feedback from the public. We wanted to get an ordinance with some teeth in it, but at the same time not be too onerous.”

Otherwise, they would start pulling back.” Biles also noted that commercial activity is up, too, with a 7% increase, according to county figures. The total number of permits issued in 2019 was nearly 52,000. A lot of those permits were for remodels, changing out water heaters, air conditioners and so Dan Biles forth, Biles said. Overall, the total value of new construction in the county topped $1.6 billion last year, the administrator said. That figure, he said, indicates “tremendous confidence in the economy, not just from the builders but from the people doing renovations, repairs and remodels in their own homes and their commercial buildings.”

he college football season has come to a close, and it was one in which many players with ties to The Laker/Lutz News coverage area showcased their skills. Dozens of area athletes are a part of programs at the Division I Football Bowl Subdivision (FBS) and Football Championship Series (FCS) levels, as well as Division II, Division III, National Association of Intercollegiate Athletics (NAIA) and junior college ranks. Here is a look at some of them.

COLLEGE: University of North Carolina, sophomore kicker HIGH SCHOOL: Steinbrenner High (Odessa native)

The Steinbrenner product appears entrenched as UNC’s long-term answer at kicker, as he enjoyed a breakout sophomore campaign, converting 19 of 27 field goal attempts, including a long of 49 yards, and converting all 45 of his extra-point attempts. The 6-foot-2, 185-pound Ruggles was nearly automatic on kicks inside 40 yards, but struggled on some longer kicks, including going 0-for-3 on attempts of more than 50 yards. Arguably, his most defining moment came when he kicked the game-winning field goal in a 20-17 home win against conference rival Duke University on Oct. 26. It was a just week removed from UNC head coach Mack Brown benching Ruggles, after he missed two overtime field goal attempts in a road loss to Virginia Tech. While at Steinbrenner, Ruggles developed into one of the nation’s most coveted kicking prospects, ranked as the No. 9 kicker by 247sports.com and the No. 12 kicker by ESPN.com for the 2017 recruiting class.

Since he stepped foot on FAMU’s campus as a freshman in 2017, Faddoul’s leg has been put to good use. A three-year starter, Faddoul again earned consecutive All-American honors after another banner season for a team that went 9-2 and undefeated in conference. His average of 46 yards per punt ranked second in Division I FCS (Football Championship Series). The 5-foot-11, 210pound specialist tallied 40 punts for 1,841 yards, with 19 punts placed inside the 20yard line, 16 punts of 50 yards or longer, and only five touchbacks. He also registered a career-long punt of 72 yards in an Oct. 20 overtime win over nationally-ranked North Carolina A&T State. At Wiregrass Ranch, Faddoul was something of an athletic unicorn, playing football, soccer, tennis, and also competing in track and field. His senior year on the gridiron, Faddoul guided the Bulls to a state playoff appearance in 2016, as the team’s starting quarterback, kicker and punter.

man and sophomore seasons. He began the 2019 season at right guard, before moving to and finishing the season on the left side of the offensive line. The Gaither High product this past season was USF’s highest-graded offensive lineman by Pro Football Focus (66.9), a website that focuses on thorough analysis of the National Football League and NCAA Division I football. Jennings has been lauded by coaches for his pass protection skills and effectiveness in the run game, because of combination of quick feet, balance and strength. He often was tasked with blocking opponent’s top pass-rushers in one-on-one situations last season. Jennings is actually a late bloomer to the gridiron, as he didn’t begin playing football until his freshman year of high school because he exceeded the size limit for youth football leagues. He instead turned his attention to basketball, where he played four years on varsity at Gaither. His future, however, was found in football. He developed into an All-State player and a three-star prospect, earning scholarship offers from Central Florida,Virginia, Marshall, Old Dominion and Toledo universities.

The Dade City native got off to a roaring start as Indiana’s starting signal-caller in 2019, helping guide the Big Ten program to its best start since 1993, up until he suffered a season-ending shoulder injury in November that required surgery. Indiana was 5-1 in games played by Penix, who completed 69% of his throws for 1,394 yards, 10 touchdowns and four interceptions, and tallied 119 yards and two touchdowns on the ground. The 6-foot-3, 203-pound lefty made history by becoming the first freshman quarterback to start an opener for the Hoosiers since Antwaan Randel El in 1998. While Penix seemingly has a bright future ahead, injuries have become a concern. He also suffered a season-ending ACL injury in 2018 as a true freshman. For his prep career, Penix played his first

After transferring from Auburn early in the 2018 season, the Dade City native and former blue chip prospect put together his most productive college season, becoming Colorado State’s fourth-leading receiver in 2019, hauling in 23 receptions for 329 yards and a touchdown, in nine games. Before his transfer, Craig-Myers seemed like a star-in-the-making for the powerhouse SEC (Southeastern Conference) Alabamabased school. He posted 16 catches for 285 yards and three touchdowns for Auburn’s 2017 squad that went 10-4 and reached the SEC Championship. The 6-foot-2, 202-pound athlete was expected to break out for Auburn in 2018, but a lack of targets in the early going led him to seek opportunities elsewhere. His halfbrother and former Pasco High standout, Jayvaughn Myers, also left the team around the same time. Craig-Myers wasted no time making an impact with Colorado State this past year, making five catches for 88 yards in his first game against Toledo on Sept. 21. He followed that up with strong showings in his next two games against Utah State (three catches, 97 yards) and San Diego State (four catches, 68 yards, touchdown), respectively. In the prep ranks, Craig-Myers spent two seasons with Pasco High before finishing his career at Tampa Catholic High. He was one of the nation’s most touted football recruits, a consensus four-star prospect with more than 40 scholarship offers, including from the likes of Ohio State, Florida and Florida State universities, among others.

The Florida Fish and Wildlife Conservation Commission’s (FWC) Landowner Assistance Program has created a program to recognize landowners who are actively managing and improving their property to benefit wildlife. The Wildlife Habitat Recognition Program was developed to show appreciation for the important contributions to wildlife conservation made by private landowners. Private landowners play a critical role in wildlife conservation by protecting and restoring rare habitats like the longleaf pinewiregrass ecosystem, and managing farms, ranches and forests that provide habitat to many species. While public land protects some species of wildlife, these lands form a fragmented landscape of habitat. Private lands provide critical corridors

between publicly managed conservation lands. To be recognized by the program, landowners must submit a request for an FWC biologist to evaluate their property to determine qualification. To qualify, properties must have ample food, cover and water opportunities for wildlife. If the property meets these criteria, the landowner will receive a sign to display on the property, as well as a certificate of recognition. Properties working toward meeting the requirements will be offered a written management plan to guide the landowners in meeting the habitat management standards for the program. A new ‘release’ on life The Florida Aquarium’s Animal Response Team, supported by Florida Blue, has released its final sea turtle patient from 2019. Endor, a green sea turtle, arrived at the aquarium’s Sea Turtle Rehabilitation Center in Apollo Beach last April, from Volusia County. The turtle was found suffering from cold-stunning, which is when sea turtles are exposed for an extended period to cold ocean water and air temperatures. Cold-stunning renders the turtles unable to swim and the turtles can develop symptoms, including decreased heart rate, low blood circulation, and pneumonia. If no treatment is given, the turtles can be susceptible to drowning, infections, predation or boat strikes. Endor also developed an infection in the left flipper.The aquarium’s veterinary staff administered antibiotics in the hopes of saving the limb, but it was found that the injury had not healed correctly and needed to be amputated.

Sea turtles with three flippers are known to be able to survive with no issues in the wild. Endor completely recovered from surgery and nearly doubled in size since its arrival. After 10 months of care, Endor was cleared for release back into the wild by the Florida Fish and Wildlife Conservation Commission and the veterinary staff at the aquarium. Endor was released back into the sea on Jan. 7, at Wilbur-by-the-Sea.
