Ice rink complex gets name By Kathy Steele

A naming contest for the ice rink complex under construction in Wesley Chapel drew some 200 suggestions. And, the winner is: Florida Hospital Center Ice. The name and logo were unveiled May 14 by Florida Hospital representatives and Gordie Zimmermann whose company, Z Mitch, is building the 150,000-square-foot ice rink and sports complex. The name is fitting, said Zimmermann, because so much takes place in a rink at center ice. For the second consecutive year, a Land O’ Lakes High School student has won top honors in U.S. Rep. Gus Bilirakis’ Congressional Art Competition. By winning the competition, Izzie Brown will receive two free airline tickets to Washington D.C., to attend a reception, and her work will be on display at the Capitol building for a year. Last year, Trevor Nichols won the honor for a pencil drawing of Coach Kris Keppel, who was suffering from pancreatic cancer at the time. Keppel died on Jan. 25, and the

portrait that Nichols did was on prominent display at the coach’s funeral at Our Lady of the Rosary Church in Land O’ Lakes. The Congressional Art Competition included artworks by students in Pasco, Pinellas and Hernando counties. Brown won Best of Show for a work entitled “Moods of Izzie.” Bilirakis commented on the annual contest, in a news release. “I believe the arts are an important component of a well-rounded education, as they stimulate creativity and innovation while allowing students the opportunity to express themselves in a meaningful way,” he said.

“I am glad to be able to bring this special opportunity to the students in my district,” Bilirakis added. Besides her artistic pursuits at Land O’ Lakes High, Brown also has her own business called Word Tangles. That business grew out of an assignment from her eighth-grade art teacher at Rushe Middle School.The teacher asked her to create a portrait of the Jamaican singer Bob Marley, which Brown did — using the titles of Marley’s songs to form his image. Charter panel’s first meeting sparks controversy By Kathy Steele

Sparks flew at the first meeting of a charter review panel that could recommend major changes in how the county operates. The meeting was called to take care of housekeeping chores, such as by-laws and scheduling decisions, but it got underway with a jolt. Clay Colson interrupted Pasco County Chairman Ted Schrader’s introductions to declare a “point of order” and challenge the panel’s right to meet. Colson argued that the May 11 meeting date failed to satisfy a 30-day deadline set by county commissioners when they approved the panel and appointed its members. Schrader threatened to have a deputy sheriff remove anyone disrupting the meeting. And Pasco County Attorney Jeffrey Steinsnyder said the date was chosen by consensus among panel members. He added that a court order would be needed to shut down the meeting. Former Pasco County Commissioner Michael Cox will lead the charter panel and business owner Randy Maggard will serve as vice-chairman. “I don’t personally believe county government is broken,” Cox said. “Can we make it better? That is my hope.”

Speaking during the public comment portion of the meeting, Colson said, “I don’t feel represented by a single one of you. None of you has my best interests at heart.” Colson also told the panel he and others plan to gather the required signatures to establish a charter commission that would include members that reflect Pasco’s diversity. Since its appointment in April, the panel has come under criticism because all 15 members are white, and only one member is a woman.There are five alternates. Pasco’s five commissioners each made two appointments. The five members of Pasco County’s legislative delegation rounded out the panel, with one appointment each. Under state law, either a majority of commissioners or a petition signed by 15 percent of the county’s registered voters – about 45,000 signatures – can create a charter commission. Once a commission is created, it must complete a charter that Pasco voters would approve or reject. However, the Pasco commission created a panel, rather than a commission, to allow an option of recommending no change to Pasco’s government. If a charter were recommended, a vote likely would be scheduled in 2016.

The panel will consider issues such as whether the county should have singlemember districts, whether commissioners should have term limits and whether the administrator should be appointed or there should be an elected administrator or mayor. Panel members briefly introduced themselves and explained why they want to serve. Real estate broker Patti Spoeth, an alterate, said she wanted only to do “what is best for our county.” Attorney Robert Eckard said,“If there is a better way to do government, I think it behooves us to look at that.” Panel members also adopted by-laws and agreed to broadcast future meetings on Pasco TV. The next meeting will be June 8 with other meetings to follow on the second and fourth Mondays of each month for approximately 18 months. During public comment, residents expressed concerns and displeasure with the panel. Several residents from unincorporated Hudson said they worried that one reason for changing government was to impose utility taxes. State law allows charter governments to adopt such a tax. “You can’t drive up costs of people who

can’t afford it or live on fixed income,” said Hudson resident Ronald Balentine. “This is my main concern.” William Dumas, a Wesley Chapel resident and local NAACP leader, said he believed the panel had an agenda that includes utility taxes. “You sit here and pretend ‘I’m new to this. I don’t know what’s going on.’ Nonsense,” he said. “You’re a fraud. You’re all a fraud, and that’s generous.” Panel member Billy Brown, who is general manager at Withlacoochee River Electric Cooperative, later said, “If anybody in county government thinks they are going to get a utility tax, it will be over my dead body.” Land O’ Lakes resident and United School Employees of Pasco union president Kenny Blankenship said he is worried about the impact of charter government on the county’s school system. He also has reservations because the panel doesn’t match the county’s demographics. “Where is the rich diversity of Pasco County? Where is the local business owner? Gender diversity?” he asked. Former Commissioner Pat Mulieri had the last word at public comment. “This is a big undertaking,” she said. “I encourage you to keep an open mind.” Information on the charter panel and upcoming meetings can be found at FL-PascoCounty.civicplus.com.

A long-time mall manager with Simon Property Group will be transferring from Indiana to become the general manager at Tampa Premium Outlets. Stacey Nance has been tapped by Simon to take on management duties at the muchanticipated 441,000-square-foot outlet mall under construction near the State Road 56 and Interstate 75 interchange. An opening date is slated for October. Nance’s appointment was effective on May 18. “Stacey is a motivated and detail-oriented individual with years of leadership experience,” Regional Vice President Mary Spaulding said in a news release announcing Nance’s selection. Nance started with Simon 17 years ago as director of marketing at Muncie Mall in Muncie, Indiana. She held that job for nine years before shifting career direction into mall management. She has been in charge of overall operations at Muncie Mall, Muncie Plaza and Northwood Plaza in Indiana. She is a graduate of Ball State University where she earned a Bachelor of Science degree in marketing and management, with a specialization in sales and promotion. Simon, the mall’s developer, has estimated that the project will yield between 300 and 500 construction jobs and as many as 800 retail jobs. More than 110 retailers are expected to open, though, to date, only the anchor, Saks Off Fifth Fashion Outlet, has been announced. The mall is expected to have regional appeal as a destination for shoppers from Pasco, Hillsborough and sur-

A sixth-grade student from Imagine School at Land O’ Lakes won an essay contest on the topic about whether taxes are important or not. The contest was conducted by Pasco County Tax Collector Mike Fasano, as part of Clerk & Comptroller Paula O’ Neill’s Constitutional Officers Essay Contest. Grace Ann Spurza’s essay was selected by a panel of judges from 220 contest entries received from students in grades six through eight, according to a news release from Fasano’s office. Students were asked to write an essay answering this question: “Do you think taxes are important? If so, why? If not, why not?” According to the judges, the Imagine School student’s essay best communicated her response to the topic question, while meeting the contest’s overall criteria for structure, appearance and readability, the release says. “I am very proud of all the students who participated in this essay contest,” Fasano states, in the release. “With so many excellent entries to read, the choice the panel made was a tough one.

However, Grace Ann Spurza’s essay best embodied the spirit of the contest. She deserves high praise for standing out among all the entries submitted,” the tax collector adds. In her essay, the sixth-grader writes, in part, “I know my life would surely be different if no one paid taxes. Saturday mornings would not be the same if the local dog park was closed and I could not spend time playing with my dog, Coco.” Other things would be different, too, according to her essay, including this: “I would not have to write this essay if our taxes did not pay to fund the education system because there would be no public schools in our country.” The essay contest winner received her prize — an iPad Mini — at a ceremony at Imagine School at Land O’ Lakes on April 24. Aimee Williams, the school’s principal, was on hand to introduce Fasano as well as the prize-winning student and her family. The award was presented before an assembly of her peers at Imagine School at Land O’ Lakes. Fasano also sent a letter to all of those entering the competition, thanking them for taking part.

Pointers for staying safe around water The Laker/Lutz News Staff Report

Florida is a place where opportunities for drowning abound, but the dangers are particularly abundant when school is out for summer. The National Drowning Prevention Alliance offers a multitude of suggestions to help prevent drowning. Some of those tips are summarized below: • Never leave a child unattended in or near water in a pool, tub, lake, river, canal or ocean, even when lifeguards are present. • Be aware containers that may collect water such as buckets, ice chests, non-used “kiddie” pools, aquariums and so on pose a serious drowning risk to young children. • Scout out potential dangers in all environments, such as when visiting other homes, while on vacation, or at public/community pools. Survey the area for secure fencing, locked gates, covered pools and spas, and protected backyard ponds. Never leave your child in an environment with un-

protected water hazards. • Instruct babysitters and caregivers about potential pool hazards, and emphasize the need for constant supervision of children and barriers. • If a child is missing or unaccounted for, always check the pool or spa first. • Whenever infants and toddlers are in or around water, an adult should be within an arm’s length, providing “touch supervision.” • In addition to parental supervision of young children, designate a “Water Watcher” to maintain constant watch over children in or near the water. The Water Watcher’s job is to watch the water at all times, without engaging in social activities, conversations, phone calls, reading, computer use, cooking, cleaning, or any other distracting activity. A new Water Watcher should be designated every 15 minutes, so the supervision remains fresh. Be sure that the Water Watcher is a sober adult who knows CPR and can swim.

The complex is headed for a fall 2015 opening, likely around the same time as the nearby Tampa Premium Outlets opens, Zimmermann said. Pre-construction work is nearly finished, and Zimmermann anticipates building construction to be underway by summer. The facility is expected to have regional and even international appeal from youth hockey leagues to global hockey tournaments. “We’re getting a lot of people nationwide and in Canada who are interested,” Zimmermann said. There will be four full-sized ice rinks and a mini-rink.A removable pad will be able to double as a multi-purpose floor for basketball and other sports, including soccer and lacrosse. The Steinbrenner High School baseball team had a great season, winning many games and establishing themselves as a force in their district. But really, that’s not news. They’ve done that every year since the school opened in 2009. What is news is how the high school team — which loses players every year to graduation and turns over its entire roster every few seasons — continues to operate at a high level of success. All signs for that achievement point to head coach John Crumbley. He’s been a constant presence since the

Warriors began playing baseball. But Crumbley isn’t taking the credit for the team’s consistent success. “We’ve got good kids at our school, and we have coaches who feel we have a formula that works,” Crumbley said. Still, what has worked at Steinbrenner the past six years also worked at Jesuit High School, where Crumbley coached baseball for 22 years and was athletic director for three years. The coach’s resume at Jesuit includes 11 trips to the state final four, two runner-up finishes and three championships. Now, with two district titles in six years, Crumbley wants the Warriors to experience the same kind of success as Jesuit’s team achieved. “I kind of want these kids to feel that experience of what I’ve been fortunate enough to succeed at in my career,” he said. At first, it didn’t look like this season would be like the others. The team struggled when the year began. The Warriors lost their first two games and were still struggling a quarter of the way through their campaign. But they righted the ship, at one point winning 10 out of 11 games in a row. In one three-game span during that run, they outscored their opponents 56-2. But most of their games were closer, and Steinbrenner came out on top most of the time with good defense and pitching. They held their opponent to one run or less 15 times, and went 13-2 in those games. Unfortunately, one of those two low-scoring losses came in the regional semifinals, when Durant High School beat the Warriors 1-0 in extra innings. Steinbrenner finished the year with a 19-7 record, a Class 7A-8 district title and matched the school’s farthest journey into the playoffs to date. Crumbley credits the team with sticking with the game plan, even when the wins weren’t coming early on, and following the path to success they’ve built at Steinbrenner. “The kids and teams that buy into our system, our philosophies and our techniques — those teams are able to do a little

Rebels hit the road against international teams The Tampa Bay Rebels, a semipro team that plays in the Florida Basketball Association, schedules its home games at Freedom High School. But, it will hit the road for some games this fall that will take the team out of Tampa. And Florida. And the United States. The Rebels will undergo its fourth international tour to face professional teams from outside the U.S. The country and schedule haven’t been announced yet, but it continues an annual tradition of sharpening player skills by giving them extra competition. That competition seems to pay off. The Rebels won the FBA league title in 2012, and lost in the league finals the past two years. As they gear up for another season of competition, they’ll hope that the extra experience helps them get them back to the championship game and claim another league title. The Warriors haven’t done much losing with Crumbley at the helm, regardless of who’s on the field in any particular year. Next season will definitely include some new faces: Steinbrenner will lose 10 seniors, although not all of them were starters. There were effective pitchers, like Fatzinger, that they’ll have to replace, but Crumbley is confident his developmental team has the players necessary to provide a roster that will enable Steinbrenner to continue its pursuit of excellence. For now, Crumbley can reflect on the year, appreciate the team’s accomplishments and recognize this year’s performance as a successful continuation of Steinbrenner baseball’s already-strong pedigree. “Winning the district title is huge,” Crumbley said. “and being that we’re six years old, and we’ve got two of them already, that’s pretty quick for a lot of places.”

It’s quiet outside of the St. John Paul II Youth Center now, but once programming gets into full swing, the foot traffic is expected to pick up.

t’s a Saturday morning and the sound of a basketball hitting the court reverberates throughout the gym in the Saint John Paul II Youth Center. Sneakers squeak, as players race back and forth down the court in a pickup game during the center’s open gym. Located on the campus of St. Timothy Catholic Church in Lutz, the center officially opened on the Feast Day of Saint Timothy in late January. The 18,000-square-foot facility was built with kids in mind. Besides basketball, the court can be used for volleyball, kickball and other games. The youth center also has a café, a recording center, a game room, multiple gathering spaces and a sound system that plays throughout the building. There’s also a patio area and a green space for outdoor events. While others were busy playing basketball, 9-year-old Gabe Linder and 10-year-old Aviva Banks were playing a game of Ladder Toss, which involves tossing two balls connected by a string to try to land them on the rung of a ladder. The kids seemed to be having fun. The two were good-natured competitors, with Linder coaching Banks, as they went along. “Try it underhand,” he suggested. Whenever one of them had a good shot, they were both enthusiastic. In another room at the center, musicians have a chance to jam and, once it is soundproofed, to record music. CJ Linder, 10, was in that room — banging out a drum solo. He paused, briefly, to offer his assessment of the youth center. “I think it’s pretty cool,” he said. In terms of programming, the center is in its infancy, said Judy Anderson, the youth ministry coordinator. When its fully up and running, she envisions a place that is teeming with activity. Besides offering places to play sports and make music, there are also places to play board games, to watch big-screen TVs, to grab a snack, just hang out and chat, or attend Faith Formation classes. “This is a dream come true,” said Anderson, noting it has been one of St. Timothy’s goals for at least a decade. It’s just an answer to prayer, I tell you. “We haven’t had a dedicated space for

youth only. We’ve had to modify the adult space, over in the parish hall. Now, we have this dedicated space,” Anderson said. The total cost of the center is about $2.3 million, including furnishings. The cost of the construction is being funded by St. Timothy parishioners via the Forward in Faith Campaign, which is also raising funds for Diocesan projects, including the Mother Teresa of Calcutta school and other projects. The furnishings for the center have been funded, or donated, by parishioners and through fundraising activities such as the March Madness Auction Dinner and the Family Fall Festival. More than 675 kids and adults turned out for the second annual Pasco County Law Enforcement Family Fun Day presented by Proly, Laporte & Mulligan P.A., and a long list of local business sponsors, according to a news release submitted by Julie Rinaldi. The event, on April 25 at the FOP Lodge 29, featured a water slide, Disney characters, a bounce house and all sorts of family fun. Hungry Harry’s Family Bar-B-Que served nearly 500 meals, and kids were entertained by Olaf, Elsa and Anna — three character’s from Disney’s smash hit “Frozen,” the news release says. Other fun stuff for the kids included pony rides and face painting. Door prizes included a week’s getaway at a vacation condo near Disney and a gas grill from Lowe’s.

Vehicles from the Pasco County Sheriff’s Office were on display, and kids could pose with them to have their pictures taken. A K-9 demonstration wowed the crowd, and the Pasco Sheriff’s Mounted Posse also showed off their horses. The event also included a memorial and celebration of life balloon release to honor Trooper Chelsea Richard, who was killed in May 2014 in the line of duty, the news release adds. Robert Larcom played “After Amazing Grace” to a tearful crowd, after which Trooper Richard’s 5-year-old son, Clayton, directed the balloon release by announcing, “Go!” After event expenses are paid, remaining funds will be donated to the Pasco Fallen Officer Memorial and Benefit Foundation, according to the release.

Beware of predatory ‘help’ for student loans The Laker/Lutz News Staff Report

With student loan debt estimated at more than $1 trillion, it’s important to beware of potential predatory loan schemes, according to experts at the Hillsborough County Consumer Protection Agency Student loan debt is nearly three times more than it was a decade ago, according to a news release from the county, citing statistics from the Consumer Financial Protection Bureau. The biggest factor here is that more than half of recent graduates are unemployed or underemployed, the county agency says. There are certain situations where a federal student loan can be forgiven, canceled, or discharged, but those options are rare, the county agency says. Recent graduates may qualify an incomedriven payment plan, or Pay As You Earn (PAYE). This plan caps your monthly federal

student loan payment at 10 percent of your discretionary income. If you have older loans, you may qualify for an income-based repayment (IBR), which calculates your debt in comparison to your income and family size. Student loan forgiveness is free, though it is not always possible. Scammers target innocent victims, especially those who are desperate for options. They will claim that they know how to help you and will promise relief from student debts, but this often comes through misleading advertising, hidden fees, and questionable consolidation loans. Beware of these warning signs: • They require a power of attorney. Unless there is a specific health reason as to why you would not be able to make decisions on your own, such as Alzheimer’s or Dementia, it is not standard practice for a lender to require a power of attorney.

• The agency tries to convince the borrower that it’s too difficult to apply on their own. The FedLoan Servicing online application process has been improved and typically takes less than 30 minutes to complete. • It offers a year of no payments after consolidating. This might be true, but borrowers often have their loan placed in general forbearance to do so once the loan consolidation is complete. This only holds the payment, and interest continues to be added during that time, increasing the amount you owe. Borrowers can apply for forbearance online for free. • They offer a consolidation loan as the only option for student loan debt concern. They neglect to inform a borrower that there are other options for repayment of their debt other than a consolidation loan, including the Pay as You Earn or IncomeBased Repayment plans.

• The agency is not honest about its fees. It tells borrowers that their costs will vary, depending on the level of legal work involved and also on the amount of debt they have. These types of agencies often misrepresent their fees, and neglect to mention that the borrower can apply online for free. Many of these kinds of debt relief agencies hide behind a website. Many borrowers are so desperate for help that they are willing to give their personal and financial information to a stranger on the telephone or on the Internet. Some of these agencies may even be international businesses beyond the reach of U.S. law enforcement. If you have been a victim of these types of debt relief scams, you may file a complaint with the Consumer Financial Protection Bureau or contact Hillsborough County Consumer Protection at (813) 9033430.
