Pasco County is placing a future order to buy wetlands adjacent to the Connerton Preserve to offset wetlands that would be lost due to construction of the Ridge Road extension. The Pasco County Commission approved a wetlands credit purchase agreement with Ecosystem Investment Partners Credit Co., for up to $4.4 million at its March 27 meeting in New Port Richey. The item, part of the commission’s consent agenda, was approved with no discussion. The total purchase price would be split between Pasco County and the Florida Turnpike Enterprise, which also needs wet-

lands credits for the project. The county’s share would be about $3.2 million.The state road agency would reimburse for the remainder. The agreement locks in a purchase price and ensures the credits will be available if, and when, the United States Army Corps of Engineers issues a permit. The county has sought approval for the road project for nearly two decades.A decision from the Army Corps is anticipated in coming months. The proposed project is for an 8-mile extension of Ridge Road which now dead-ends at Moon Lake Road. Pasco County Administrator Michele Baker expects to be very busy over the next year and a half. She’ll be crossing off a to-do list, one by one, before leaving in 2017 to go on a lengthy road trip with her husband. The couple will hit the road with their recreational vehicle and their motorcycles, on a tour of as many baseball parks and national parks as they can squeeze into a year. “That’s been our dream,” Baker said, so letting her contract lapse in July 2017 makes sense. But, don’t expect a lame duck administrator. “There’s no kicking back here,” Baker said.“This isn’t me slowing down. ” Baker has told Pasco County commissioners she won’t seek renewal of her current two-year contract, which makes her

Pasco County has selected the solution it plans to pursue regarding the sinkhole that opened last year in Lake Padgett Estates in Land O’ Lakes. The county plans to build two “hammerhead” turnarounds on each side of the sinkhole. A six-foot decorative fence and an access gate also will be installed around the sinkhole on Ocean Pines Drive. The estimated cost for the work is $242,000. Construction is expected to begin within six months to eight months, following design work and purchase of right of way. “We’ll move as quickly as possible,” said Margaret Smith, the county’s engineering services director.


Statewide trek aims to support child safety By Kathy Steele

Lauren Book is on a journey to show children how to be safe and feel safe. She is a survivor of child abuse by a livein nanny. In 2001, at age 16, she made the decision to disclose what happened to her. As a state senator, and founder of the nonprofit Lauren’s Kids, Book is an advocate for child safety and child abuse prevention. Now in its eighth year, Book’s “Walk in My Shoes� tour takes her 1,500 miles from Key West to Tallahassee, with zigzags along the way to meet as many students as possible. On March 13, she stopped at San Antonio Elementary School, outside Dade City, to teach a lesson about “Safer, Smarter Schools.� Her traveling companion is a floppyeared blue dog, named Buddy. He is a celebrity among kindergarteners and elementary school students who recognize him from a Safer, Smarter video. Pasco County Schools adopted Book’s Safer, Smarter Schools’ curriculum several years ago. It is available free of charge to all Florida schools. Buddy’s appearance – his first at San Antonio - got whoops, high-fives and hugs. He led the students on a walk around their campus as part of Book’s Florida trek in support of child safety. Book greeted the students with the high energy of a kindergarten teacher, which is what she once was before founding her nonprofit in 2007. She since has written a memoir,“It’s OK to Tell.� And, she recently published a chil-

dren’s book, “Lauren’s Kingdom,� about a young girl who is abused by a babysitter, and turns to a friend for help. “We’re so excited to be here,� said Book, who spent about 20 minutes each with three groups of kindergartners and firstgraders. She drew a stick figure of what they think a stranger looks like. Each time was the same. He was a man with messy hair and

clothes, and mean, angry eyes. He had a gun or knife, or even a crowbar. But, when she asked them if she was a stranger, they told her no. And, that was the first lesson on safety. “Guess what? I’m a stranger,� Book said. “Strangers are just people we don’t know well.� The rest of the lesson moved on to the “buddies� in a student’s safety triangle.They can be grownups at school or home, and

they must be able to drive a car. Safety was taught with broad strokes, covering a variety of issues. There was never a mention of child abuse. Instead, Book asked the children how they would feel if a friend knocked them down. The response would be to tell a buddy. And, it was another lesson learned. “If something makes you feel uncomfortable, you’re going to go to someone in your trusted circle,� Book tells them.“You get to decide if a touch is safe or unsafe.� Lorynn Gutierrez, the school’s guidance counselor, said San Antonio adopted the program about four years ago. “It’s a safety curriculum, but it also empowers kids to listen to their inner voice,� Gutierrez said. On average, about four students a year at San Antonio discloses situations of child abuse, she said. The curriculum is meant to establish a relationship with the children, school staff and parents, said Book. “It’s done in a fun and safe way,� she said. And, she added,“It’s not a one-and-done road show. So, when they do feel unsafe, kids know who they’ll disclose to and can trust.� At the end of each session, Book awarded each class with a small, plush toy Buddy. Each student will be able to take Buddy home, but they must write a safety story in a journal that they also take home. “It’s very important that kids use their voices and advocate for themselves,� Book said. Smithsonian’s sports exhibit stops at local museum By Kathy Steele

Jim “Mudcat” Grant is a Lacoochee native son who blazed a trail as the first AfricanAmerican to pitch a 20-game winning season in the American League. His 1965 win/loss record for the Minnesota Twins was 21-7. Grant, now age 82, lives in California. He won two World Series games, also in 1965, pitching for the Twins against the Los Angeles Dodgers. During one of those wins, he powered a three-run homer over the fence. He was named The Sporting News American League Pitcher of the Year. Grant’s career began in 1958 with the Cleveland Indians, about a decade after Jackie Robinson broke the color barrier in major league baseball. He pitched his last game in 1971, pitching for the Oakland Athletics and the Pittsburgh Pirates. Mudcat is a name given to Grant by another ballplayer who reportedly thought he was from Mississippi, and Mudcat fit. Grant’s star quality as an athlete is now on view at the Pioneer Florida Museum in Dade City. His career is part of the Smithsonian Museum’s traveling exhibit, “Hometown Teams: How Sports Shaped America,” which runs through April 28. Baseball, and Grant’s achievements, are just one of the highlights of the exhibit, which covers every sport imaginable. There are interactive videos and trivia on baseball, football, bowling, soccer, cheerleading, roller blading, basketball, surfing and much more. “There are all different sports,” said Stephanie Black, the museum’s executive director.“Everybody can come in here and see something different.” The interactive nature of the exhibit is meant to get conversations going about the impact of sports in American culture. Items on display include a Wheaties box with soccer star Brandi Chastain; videos with marching bands and mascots; a mockup of bleachers with seat cushions that reveal answers to baseball trivia; photographs; trophies; sports magazines; and, audio of athletes and fans talking about their favorite memories.

A LECTURE SERIES IS PLANNED, TOO On April 14 at 2 p.m., University of Florida history professor Steve Noll will be the featured speaker. Anyone wearing a sports team’s jersey or T-shirt will get a 25 percent discount on the museum’s fee. Other lectures are tentative, but information can be found at PioneerFloridaMuseum.org. It’s a true traveling exhibit. Once “Hometown Teams” leaves Dade City, it heads to the Dunedin Historic Museum, among other stops in Florida. This is only the second Smithsonian exhibit for the Florida Pioneer Museum. The first was last year when the museum featured “The Way We Worked,” a look at the working life of Americans from the mid19th century to the late 20th century.

The exhibits are part of the Museum on Main Street series, sponsored by the Smithsonian in partnership with state and local organizations. The Florida Humanities Council selected the Pioneer museum to host Hometown Teams, and awarded a $5,000 grant. A portion of the grant will help sponsor a Dade City Little League team. Host sites are encouraged to reach out locally for athletes who can be featured in the exhibit.

alumni of Moore Academy, and the later schools bearing the names of MooreMickens. “We’ve had a tremendous response from the community,” Black said.“Everybody is so excited about this.” Grant’s twin sister, Johnnie Mae Lopey, remembers her first time watching her brother pitch professionally in Cleveland. She went there with their mother, Viola Grant. A scoreboard announcement splashed her name onto the screen as Grant’s twin sister. “That was special to see him play,” she recalled. Through the years, Grant has left memorabilia with her, including a life-size cutout, which is part of the exhibit. His nephew, Jamie Lopey, described Grant as a “family guy” who always encourages youth to play sports, especially baseball. Grant is co-author of “The Black Aces,” a book that chronicles 15 black pitchers who had 20-game winning seasons in the majors.

He also includes some who played in the Negro League. Johnnie Mae Lopey said her brother had challenges even a decade after Robinson began playing for the Brooklyn Dodgers. On one trip through Georgia, team members stopped for lunch, and Grant was told to go to the back door. “His teammates said if he has to go to the back door, we’ll all go to the back door,” she said. Grant has been back to Lacoochee on several occasions. Mudcat Grant Boulevard, near the entrance to Stanley Park, is named for him. Local businessman Jesse Stanley, for whom the park is named, was an early booster of Grant when he played baseball at mini-camps, and was signed by the Cleveland Indians. Johnnie Mae Lopey said her brother never let being from a small town hold him back. And, she said, that’s his message to youngsters still. “Keep on practicing and try to be somebody,” she said.

Most of the memorabilia from Grant’s career came from family members who still live in the area. “We were fortunate that they were able to be so involved,” Black said. A few items also are from the collection of artifacts on loan to the museum from

As part of its Florida Conversations series, the Tampa Bay History Center will host “Finding Our Fabric: Old Glory,” taking a look at the history of the United States flag. Sponsored by the Bank of America, the exhibit,“American Flags:The Stars & Stripes in American History & Culture,” is based on one of the most comprehensive collections of American flags in the country, collected by Dr. Peter J. Keim. Keim has collected flags for more than 40 years, and has exhibited in museums across the country. The showcase features textiles, artwork and memorabilia exploring the history and context of the American flag. The flag’s history includes iconic moments of revolution, union, war, protest and patriotism, and was an ever-evolving symbol that reflected the growth of the nation prior to 1960.

It wasn’t until 1960 that the standardized American flag — with 50 stars and 13 stripes —appeared. The exhibit has more than 20 original flags on display, some dating back to the 1790s, and a 27-star flag signifying Florida’s admission into the Union. Also included will be original artwork, such as Andy Warhol’s print, “Moonwalk,” and “John’s Flag” by Jasper Johns; and photography from the 1960s and Sept. 11, 2001 that illustrated the symbolic power of the Stars and Stripes. Leading up to the show, Dr. Keim will present a lecture on April 11 at 6:30 p.m. Admission is free. The history center is at 801 Old Water St., in Tampa. The exhibit will run through July. Tool added to property appraiser’s website The Laker/Lutz News Staff Report

Florida voters will decide in November whether the Florida Constitution should be amended to increase the homestead exemption by exempting the assessed valuation of homestead property greater than $100,000 and up to $125,000 for all levies, except school district levies. If adopted, the amendment would take effect Jan. 1, 2019. Currently, a homestead exemption is allowed on the portion of home values between zero and $25,000, and $50,000 and $75,000. If voters approve the amendment, the homestead exemption for a home valued at $200,000, for example, would be $75,000. If

voters reject the amendment, the homestead exemption on a $200,00 house would remain at $50,000. Pasco County Property Appraiser Gary Joiner has added a tool to the appraiser’s website to enable property owners to find out their estimated tax savings, if the amendment passes. The link to the Estimator Tool appears at the top of each parcel information page on the property appraiser’s website, PascoPa.com. The tool was developed by property appraisers statewide. The Tampa Metropolitan Area YMCA is expanding a free community program intended to help those with Parkinson’s disease. The Parkinson’s Foundation and Moving Day® Tampa Bay have provided a grant to support the Pedaling for Parkinson’s program at four YMCA branches in Hillsborough County. A national study has shown that an indoor cycling class can decrease Parkinson’s symptoms by 35 percent, which led the Tampa YMCA to offer Pedaling for Parkinson’s at the South Tampa and Bob Sierra North Tampa locations in 2016. “The results we’re seeing are incredible and, thanks to the generosity of the Parkinson’s Foundation, the Y is able to expand this impactful program to the New Tampa and North Brandon Ys,” Healthy Living Director Dawn Kita said, in a release. Driven by fast-paced music, Pedaling for Parkinson’s riders, at every level, are challenged to improve their performance while sharing a common bond in a fun, sociallysupportive environment. “While the program does not cure Parkinson’s, it helps to alleviate some of the complications associated with the disease,” explains Kita.“It’s been proven to improve walking, tremors, flexibility, grip strength, motor coordination, posture and stiffness.” Beginning this month, Pedaling for

Adding flavor to your foods, with herbs you grow By Nicole Pinson

People have used herbs in cooking for thousands of years. They add unique flavors to food, as well as a touch of color to meals. Herbs grown in Florida include basil, chives, dill, mint, parsley and sage. Buying pre-packaged containers of herbs can be used in a recipe in a pinch, but why not grow your own? You can save money and enjoy a nice long season of fresh flavor. Herbs make beautiful additions to cooked dishes, and you can plant a variety of herbs, such as cilantro and mint, at this time of year. Some herbs are perennials, which means they last more than one year or season when planted. Planting perennial herbs can extend their harvest. Chives, mint, oregano, tarragon and rosemary are examples of perennial herbs. We mix them into our existing landscape here at the UF/IFAS Extension Hillsborough County teaching and demonstration gardens. To purchase herbs for planting, visit local garden centers and farmers’ markets.They often carry herb plants in small pots that you may take home and plant in containers or directly in the garden. Or, why not try growing them from seed? When selecting herbs for containers, group them by their water needs. Rosemary, a popular herb, prefers well-drained soil and will need less water than an herb such as parsley. Most herbs prefer similar soil and sunlight as vegetables, and they may be inter-planted with vegetables and landscape plants in containers or in the soil. For example, some gardeners plant rosemary near walkways, paths and fences. Be sure to harvest your herbs. Herbs benefit from being picked, clipped and pinched. Harvesting your herbs will help the plants stay compact, produce new growth and may extend the amount of time the plants grow before going to seed. When using fresh herbs, wash your hands with hot soapy water. Then, wash your fresh herbs by rinsing them under cold running water. Do not use soap or detergents. Fresh herbs may be dried with paper towels or a salad spinner (Minton and Maddox, 2015). Place cut, fresh herbs in the refrigerator by standing them up in a glass

jar, vase or container filled with some water. Herbs may be frozen or chopped and stored in ice cube trays. Dried herbs have a stronger flavor than fresh herbs.A tablespoon of finely cut, fresh herb is equal to about 1 teaspoon of dried herb or one-quarter teaspoon to one-half teaspoon of ground, dried herb (Stephens, 2010). When using herbs in recipes, add them to dishes and experiment with flavors. As a general rule, start with a quarter-teaspoon and add more according to your preferences. For maximum flavor, I add most herbs at the end of cooking. However, stronger, less

delicate herbs such as oregano and rosemary may be added earlier in the cooking process Many herbs make great garnishes. Here’s a quick, go-to garnish: Chop fresh parsley with a little green onion and minced radishes. Mix together and store in a small container in the refrigerator. It’s a good garnish for soups, salads and tacos. Fresh herbs may be used in marinades, drinks, dressings, and on seafood, eggs, cheeses, vegetables and rice dishes. And, don’t forget to eat the flowers! Edible flowers include basil, rosemary and thyme.

According to Minton and Maddox, “Today, herbs often are used in cooking to enhance the flavor of foods without the addition of extra fat, sugar or sodium.” Herbs are good landscape choices for gardens and containers.They are generally easy to grow, even for beginning gardeners.They offer a healthy, colorful way to perk up food. Through CHIP, Pasco County Parks, Recreation and Natural Resources is working toward implementing healthier concession stands at Pasco County parks, using “Fun Bites” guidelines. Pasco’s department of health also has launched a “Move More” countywide initiative that aims to increase awareness of and access to physical activities throughout the county. The county’s Tobacco Prevention Program works with Tobacco Free Florida and other community partners to promote tobacco-free living by using multiple strategies, including education, implementing smoke-free and tobacco-free policies at work places and colleges, and promoting the “Quit Your Way” campaign. In addition to the aforementioned programs, Pasco also offers the Florida Breast and Cervical Cancer Early Detection Program, which gives free or low-cost breast and cervical screenings for eligible women, ages 50 to 64, who reside in Pasco County. The Pasco County Sheriff’s Office is taking a closer look at its policing practices, as a measure to maintain transparency and openness in dealing with citizens. To do so, the agency has appointed general counsel Lindsay Moore as its first constitutional policing advisor. As part of her new role, Moore’s primary duties are to to ensure the agency follows best practices and procedures in the arena of search-and-seizure; use of force; detention operations; profiling issues; citizen contacts; arrests; and, custody operations. She’s also responsible for regularly reviewing agency policies and procedures to ensure they align with constitutional case rulings. If laws and case precedent change, Moore will publish alerts and coordinate trainings with members of the agency. “These are all things that we’re already doing, but this is going to be codifying these things into one cohesive program,” Moore said. Pasco County Sheriff Chris Nocco said adhering to constitutional policing should yield more prosecutable cases and fewer citizen complaints of possible unlawful discrimination and harassment by deputies. “We have to be by the book in everything we do.We’re not just sitting back and waiting for a complaint to come in. We’re going to proactively look to make sure we’re doing everything the right way, all the time,” Nocco explained. “It’s going to make us better deputies and better people out there serving the community,” he said.

CLEAN TECH COMPETITION The Center for Science Teaching and Learning (CSTL) announced the launch of the 2018 Spellman High Voltage Electronics Clean Tech Competition, a worldwide research and design challenge for pre-college youth. Opponents maintain that the county isn’t being transparent on the final costs of the road work, which they contend could reach $150 million. “Who will be the first to say enough to this boondoggle?” Callaghan said. County officials have disputed the coalition’s data on the construction costs. The wetlands credits would come from the Old Florida Mitigation Bank, located south of State Road 52 and east of U.S. 41, adjacent to the Connerton Preserve. According to county documents, a construction start is scheduled for winter 2018, and a completion by winter 2021. Construction would be in two phases, with the first phase from Moon Lake to the east side of Suncoast Parkway.The cost is estimated at $77 million, according to county documents.

County officials held workshops with residents in recent months before they reached a decision. Initially, five options were presented. However, the geological survey recommended against the Lake Saxon connection, and rebuilding Ocean Pines with supportive piles driven underground. The lake connection would cost an estimated $2.5 million. Rebuilding Ocean

Pines would be about $750,000. Both were considered to have a risk of causing additional ground disturbances in the area of the sinkhole. An option to only install fencing and a gate would cost about $65,000. Commissioners decided unanimously to build the turnarounds now, but also agreed to discuss the lake connection with the Southwest Florida Water Management District.That’s the state agency that would issue a permit for the work. Plans are to file a pre-application with the state agency, relying on data collected from the geological survey. Pasco County attorney Jeffrey Steinsnyder voiced concerns that even if a permit were approved, there could still be risks to the neighborhood. Moore said,“Let’s at least have more indepth conversations with Swiftmud, and have them give a report.”

Wharton distance runner sets record Wharton High School junior Tre Rivers set a new school track and field record in the 3,200-meter run, with a 9:31.61 mark at the 2018 Florida State University relays on March 23. The previous school record (9:32.50) was set in 2007 by Pedro Carela, who later ran at Division I University of South Florida. Also a standout cross country runner, Rivers set the school’s 5K record (15:53) at the state meet in November.

Three nurses at St. Joseph’s Hospital-North crochet caps of varied designs for babies arriving at the hospital. They say soft yarn is best for making the caps.

hen nurse Doris Michel put the bunny ears cap on 1 ½-day-old Maksim Damjanovich’s head, the baby looked adorable, and the nurse beamed with joy. This is the third time that a member of the Damjanovich family has received a crocheted cap after being born at St. Joseph’s Hospital-North, at 4211 Van Dyke Road in Lutz. “We think it’s really special,” said Alison Damjanovich, of Tampa Palms. Her other two daughters, Genevieve, who is nearly 3, and Rosalie, who is about 20 months, also received the crocheted caps when they were born at the hospital. “It’s nice to have a little keepsake to bring home and keep forever. It’s very special,” Damjanovich said. Cherish and Travis Drummond were delighted, too, when night charge nurse Kelley Berens bestowed a yellow cap to their 2day-old daughter,Aurora. “I think it’s awesome,” Cherish Drummond said.“It’s very sweet.” Travis, agreed:“I think it’s great. I have a disabled aunt.This is part of what she does to be able to active — makes hats for babies in her community.” The tiny caps are just two of the thousands that nurses Michel, Berens and Fritzie Plaras-Rooney have made for babies under their care in the Mom/Baby Unit at the hospital. Berens and Plaras-Rooney have been at the hospital since it opened in February 2010. Michel joined the staff a year later. The nurses do this project on their own, selecting and paying for the yarn, and making the caps on their own time. Occasionally, though, they do receive donations of yarn or of caps others have made. The idea for crocheting caps for the new arrivals likely came up in a conversation during a break, but it was so long ago she isn’t sure, Berens said. She does remember that at another place where she worked, people sent in caps of compassion for premature babies who did not survive. “I guess that’s what sparked the idea,” Berens said. But, she had a variation on that theme:“Why not do it for every baby?” Before she could start making caps, though, Berens had to watch some YouTube videos to refresh her crocheting skills. The women said they make the caps all over the place. Plaras-Rooney, of Wesley Chapel, likes to make them while watching HGTV programs. Michel, of Spring Hill, gets a lot of cro-

A rafter of turkeys Reggie Robinson caught these turkeys ‘gobbling’ along on State Road 54 near Asturia, just west of the Suncoast Parkway. These nine are just a handful of the more than 7 million wild turkeys spread throughout North America (according to TheSpruce.com).

Strutting its stuff Mike Ray, of Lutz, came upon this snapping turtle, approximately 30 inches long, crossing Henley Road. Snapping turtles live only in fresh or brackish water. They prefer water with muddy bottoms and lots of vegetation, so that they can hide more easily. Snapping turtles spend almost all their time in water, but do go on land to lay eggs in sandy soil.
