The Pasco County Commission is expected to take final action on an update to the county’s mobility fees at its Dec. 11 meeting. Commissioners are expected to approve several changes, which include adding new categories and reducing some fees. Mobility fees are based on the transporta-

tion impacts caused by new development, which is typically expressed in the number of trips the development generates. These fees are one-time charges to new construction. The update calls for reducing fees in these categories: High-rise condominiums; age-restricted communities; congregate care facilities; college/university in suburban/rural areas; churches in suburban areas; hospitals; and hardware/paint stores
(but not big box stores, such as Lowe’s or Home Depot). The update also introduces five new land uses: Non-veterinary kennel; breakfast/lunch only restaurant; fast-casual restaurant; ice-skating arena; and active/passive warehouse. Abuse can come in many different forms. It can also be a sensitive issue for victims to divulge, especially if it occurs within their own households. It’s a nationwide problem, and efforts have been made nationally and locally to provide safer environments for adults and children who have been abused. Pasco County is among those striving to improve services for people in this situation. Pasco has been engaged in this issue since 1982, when a group of Pasco residents formed a small coalition group which later became known as the Sunrise of Pasco County Inc., Domestic and Sexual Violence Center. “It started as a grassroots organization,” explained Kelly Sinn, current CEO of Sunrise. “Initially, it was community members that saw that there was an issue.” Under the helm of a female abuse survivor, the organization recruited volunteers See ABUSE, page 13A

The event, celebrating its 25th year this year, offers free admission to spectators and patrons. Connerton Plaza at 21100 Fountain Garden Way in Land O’ Lakes, is the venue for the event, which will be on Dec. 8 from 8 a.m. to 1 p.m. The 5K run is set to begin at 8 a.m.The 1mile fun run, or walk, will start at 8:45 a.m. Vendors also will offer various crafts and food, and Santa will pop in, too, according to Suzanne Beauchaine, of the Central Pasco Chamber of Commerce, which is organizing the event. A rummage sale also will be held, with a variety of items available for purchase. Runners at the event will receive free flapjacks, while others can purchase a plate for $5, said Beauchaine, executive director of the Chamber. Those intending to run can register at the event, but they are encouraged to do so in advance, online, to guarantee a T-shirt and a medal. The cost is $25 for the 5K for adults; and a $17 fee for kindergarteners through 12thgraders. The 1-mile run will be a flat rate of $15. Children under 5 can take part for free,

Plantation Palms drainage project approved By B.C. Manion

Plantation Palms and Pasco County have agreed to a deal that will result in a $2.99 million drainage project — which will be paid for by residents in the Central Pasco community through the creation of a Municipal Service Benefit Unit (MSBU). As part of the deal, the county will stabilize the north ditch, with a project that’s approximately 1,700 feet long. Plans have been prepared by the county’s consultant — Coastal Design Consultants — at the county’s expense, and the estimated cost for the project, in-
cluding a 10 percent contingency, is $2,986,000. The construction costs will be covered through annual payments on property tax bills of the residences of the 821 members of Plantation Palms Homeowners Association Inc. The project will be paid for over a period of 30 years, with an interest rate set at 3 percent, which results in an annual payment per member of $195.32, according to county documents. However, the document also notes that the assessments will be finalized before September 2019. The county also notes that Pasco

As Christopher Starnes was leaving an establishment in Dade City on a spring afternoon, he expected nothing other than to return home to his family – instead he woke up in a hospital. As he was leaving the business, he was brutally attacked by two men. He sustained a head injury, spent five weeks in a coma and underwent several surgeries to stop internal bleeding. After returning home from a long stay at the hospital, the community was astonished by how well he was progressing. “They said they had never seen anything like him,” said John Dragneff, of the Trilby Masonic Lodge 141. He had recovered and had gone back to work, but then suffered a relapse and had to undergo another brain operation. To help Starnes, Trilby Masonic Lodge 141 is hosting a benefit called Trilby’s Great Steak Dinner. The event will be on Dec. 15, at the Dan Cannon Auditorium at the Pasco County Fairgrounds, from 6 p.m. to 10 p.m. With a $40 admission fee, the night includes a meal, dancing and a live performance by the Johnny Shelton Band. There also will be chance drawings.

County Tax Collector Mike Fasano has said his office will waive the normal 2 percent administrative cost for projects of this type. The homeowners association owns the ditch, but needs the county’s help to fund the project. The bids are already out, advertised and will be closed on Dec. 14. The county attempted to obtain funding from the Southwest Florida Water Management District (SWFMD) and the Federal Emergency Management Agency for the project, but was unsuccessful. Jim Hammond, president of the Plantation Palms Homeowners Association, said “The HOA board unanimously sup-
ports an MSBU being formed, as do a majority of our homeowners.” Pasco County Commissioner Mike Moore was pleased to see the issue resolved. He praised the county’s staff and the HOA for working out a solution. Moore said the county should continue to seek assistance on costs form SWFMD. Commissioner Jack Mariano agreed: “I think we should continue to go after that SWFMD funding, or FEMA funding, whatever it would be.” The board voted 5-0 to support the project and the creation of the MSBU to pay for construction.
Pasco County amends digital sign ordinance The Laker/Lutz News Staff Report
Pasco County’s digital signs will be able to change their message more frequently, under an action taken by the Pasco County Commission on Nov. 27. Commissioners voted 4-1 with Commissioner Kathryn Starkey dissenting. Previously, the signs could change their message every 60 seconds. But now, a new message can be posted at 15 second intervals. Commission Chairman Ron Oakley had requested considering the change noting
the 60-second requirement did not give venues an adequate opportunity to let passing motorists know of upcoming events. The Planning Commission recommended approval of the change at its Oct. 11 meeting. Starkey spoke against the change. “I will be voting no,” she said, noting she thinks the digital signs are “garish” and pose a safety hazard for motorists. “There’s a lot of data out there that these are dangerous. It takes the driver’s eye off the road,” Starkey said.

The Pasco County Commission has approved an additional $1 million in funding to cover costs for expanding the footprint of the planned Starkey Ranch Theatre/Library/Cultural Arts Center. The service demands for the new facility
require about 4,000 square feet more than originally planned, according to county documents.The facility is part of a larger project which includes a school for kindergarten through eighth-graders. The entire complex also includes a district park, which will be built in phases.The first phase of that park has been completed.

Follow UF/IFAS turfgrass recommendations with regard to mowing, watering, fertilizing and pest control.
Keep your lawn healthy during winter and fall By Nicole Pinson

As we move into fall and winter, there are some things you can do to keep your lawn looking good. First things first: Identify the type of grass you have in your lawn. Next, read the appropriate University of Florida/Institute of Food and Agricultural Sciences (UF/IFAS) publication for your type of turfgrass. For example, Central Florida has St. Augustinegrass (the most common lawn in Florida), bahiagrass, zoysiagrass and Bermudagrass. One resource that can prove very helpful is a free online library at the University of Florida called EDIS, which stands for “Electronic Data Information Source.” (The EDIS website is http://edis.ifas.ufl.edu/). After you know what type of turf you have, be sure to keep track of how much water your lawn gets by rain and irrigation. An inexpensive rain gauge is a good tool to measure rainfall. During cool, winter months, many people skip a week of watering. Calibrate your sprinklers to make sure you deliver ½-inch to ¾-inch of water per irrigation event. If your sprinklers (or rainfall) provide that amount of water a few times per week, irrigation or rainfall is enough. You’ll also need to check your fertilizer applications. Remember, Florida turfgrasses are warm-season grasses. They all go dormant during winter, which results in slower growth, and less needed inputs of water and fertilizer. Lawns may turn brown or appear offcolor, but resist the urge to fertilize your lawn in winter. Winter fertilizer applications can damage lawns, especially zoysiagrass lawns, which have a very slow spring “green-up” period. Zoysiagrass prefers to be “spoon-fed” fertilizer. A winter fertilizer application on zoysiagrass can cause unhealthy turf the following year. There’s a chart available through the University of Florida that provides general fertilizer recommendations for different turfgrasses. It also provides guidance on when to apply a complete fertilizer, slow-release fertilizer and other nutrients, if needed. Look for the Central Florida section, then find your type of turfgrass. The chart also provides recommendations for basic, moderate and high maintenance levels. Turfgrasses which are under the “basic” or “moderate” schedule for Central Florida have no fertilizer applications during December, January and February, according to the chart. It’s also important to keep in mind that many of our Florida soils are high in phosphorous (P) (we mine phosphorous locally). Therefore, you should not apply phosphorous unless you have a soil test re-
port showing a P-deficiency.This happens occasionally, but since most of our soils have sufficient P, adding more in the form of fertilizer will not produce a crop or plant response because there is enough available. However, adding more P than needed can result in increased nutrient runoff and leaching, which affects our water bodies, groundwater and springs. How do you avoid fertilizer that has P? When you shop, look for products with zero or very low phosphorous.These products are becoming increasingly available because of summer fertilizer ordinances and because people understand the potential for pollution if used when they’re not needed. It’s also good to know that proper mowing height is one of the main things you can do to promote a healthy lawn. Regular cultivars of St. Augustinegrass should be mowed at 3 inches to 4 inches; most dwarf cultivars of St. Augustinegrass should be mowed at 2.5 inches; bahiagrass should be mowed at 3 inches to 4 inches; zoysiagrass at 2 inches to 2.5 inches; and Bermudagrass at 0.5 inches to 1.5 inches. In shady areas, consider replacing sod with an appropriate groundcover and mulch.Turfgrass needs at least six hours of sunlight daily, so if an area isn’t receiving that much, the lawn there will likely never thrive. A groundcover may be a better choice. If weeds are an issue, find out if they are broadleaf, sedge or grassy weeds. Make a note on your calendar and plan to use a preemergence herbicide around Feb. 15 in Central Florida to stop weed seeds from germinating and to reduce weed pressure next year. A soil fertility test can tell you if your lawn is low in potassium. We’re learning a lot about potassium, including the fact that it contributes to healthy plants and turfgrass, and that it helps with disease resistance.When buying fertilizer, make sure the nitrogen (N) to potassium (K) is balanced with a 1:1 or 2:1 ratio. Each fall, I over-seed my lawn with annual ryegrass. Ryegrass keeps weeds down during winter months and provides beautiful “Easter” grass color until it begins to warm up around April the following year. You can put ryegrass down in months that end in “R,” but I generally try to seed ryegrass in September/October to enjoy the bright, green color for months. Closer Look Long before the Rev. Adrienne Hymes entered the priesthood, she was following her dream of becoming an actress and stand-up comedian in Los Angeles. But, when she was laid off from her six-figure public relations job, she used that layoff as an opportunity to serve the Lord in a more meaningful way. “I was gifted with the layoff,” Hymes said. “I was miserable, and felt that God had a more purposeful life for me that would optimally serve Him and his people. I struggled with saying, ‘Yes,’ to God because I didn’t have the courage to step away from the money. “It was exactly what I had prayed for. This whole priestly journey—I really didn’t do that. I went to Los Angeles to be Oprah, and now I’m the church lady. It’s all about acceptance. It really comes down to accepting God’s will for your life, and what that truly means, which can be really hard.” Hymes has since graduated from Virginia Theological Seminary, became a clinically trained chaplain, and is a priest in the Episcopal Diocese of Southwest Florida. As the Missioner for Church Extension, she has been tasked by the bishop to expand the diocese’s ministry into Wesley Chapel. “What we do as church leaders is jump into the energy that the Holy Spirit has already started,” Hymes said. “We prayerfully listen for direction, and do our part as ministers. The Holy Spirit does the rest. All I have to do is be present to receive all of the souls that are going to be led to us.” The members of Wesley Chapel Episcopal currently rent a worship space from an existing church and are faithfully working to nurture their worship community to the next level. “For many years, the diocese has felt called to nurture a new faith community in the growing, vibrant Wesley Chapel area,” Hymes said. “We seek to be a safe place for question-
ing and meaning-making through Holy Scripture, the sacraments and our rich, ancient liturgy. The gift of the Episcopal Church, in a changing world that longs to be rooted in a foundation, is that we are ever ancient, ever new.” Hymes also sees the church as a means to rescue people from difficult times and situations in their lives. “We are the Episcopal branch of what our presiding bishop calls the Jesus Movement,” Hymes said. “Our branch is something that people can reach for and hold onto when they need it, like in those old movies where the hero holds the branch out to the person sinking in quicksand. “There are so many people who don’t know they’re in quicksand. If the branch is there—present, if you will - they can reach out to it. Without the branch, eventually the quicksand overtakes them.” Hymes would also like to emphasize the home blessings offered as an instrument of outreach and hospitality by Wesley Chapel Episcopal, a practice seldom recognized anymore. “Most people have never seen a home being blessed, and remark how surprised they are by the sacred blessing done with such reverence,” Hymes said. “It’s important for us that we are present to the needs of our neighbors. One way that we do that is to share a liturgy in their home where we, together, affirm that God’s not only there, but is present in all aspects of their life. We walk through every room saying prayers, while I sprinkle holy water throughout the structure.” Wesley Chapel Episcopal offers worship services in the form of Holy Eucharist and Evening Prayer. Christian education programming is offered at various times of the year. Home blessings are available by appointment. “Whoever you are, and wherever you find yourself in your journey of faith, the Episcopal Church welcomes you,” Hymes said.

The approved renderings for the exterior design of the Sarah Vande Berg Tennis Center include brick elements and flat awnings that blend the features of some of the City of Zephyrhills’ newer buildings, such as the library and City Hall, and the city’s older downtown historic buildings. The Zephyrhills City Council came to a consensus on the design for the much-awaited facility during the council’s Nov. 26 meeting. The exterior also is accented with signage, a large-picture window and glass fixtures, based on the rendering. The rear view includes a memorial statue of Sarah Vande Berg — named after the former Zephyrhills High School district champion who died in an automobile accident at the age of 21 in October 2015. Before being presented to the City Council, multiple tennis center designs were reviewed by the Zephyrhills Parks and Recreation Board, and a committee made up of City Manager Steve Spina, Planning Director Todd Vande Berg, Public Works director Shane LeBlanc, Councilwoman Jodi Wilkeson and professional tennis instructor Pascal Collard, who will manage the tennis center. The council has gone back and forth since September on various renderings to best match the municipal architecture of the city. A final design and floor plan now will be completed by the project’s architectural firm, Fleishman-Garcia Architects. The process of selecting a design wasn’t easy,Wilkeson said, but she believes the city now has “a very clear direction for the architect.” The tennis center project, expected to cost about $3.5 million, will be located on
about 5 acres of donated land at The District at Abbott’s Square, a new real estate development situated north of Dean Dairy Road and west of Simons Road. The tennis center will be 7,000 square feet to 8,000 square feet. Plans call for it to include a fitness/wellness center and cryotherapy room, a pro shop, a restaurant, conference and multipurpose rooms, a kid’s club and playground, a common area, office spaces and other features. Next to the indoor center, there will be 11 full-size outdoor courts — a mix of clay and hard surfaces — built to U.S Tennis Association (USTA) professional standards. At some point, there’s also a possibility of phasing in a covered/indoor tennis court building that would have four full-size courts. Discussions about the entire project began in 2016. Planning Director Todd Vande Berg said there’s not yet a set date for breaking ground, but noted the city ideally would like to begin construction sometime in the first quarter of 2019. He explained the tennis facility could be finished by late 2019 or early 2020 “if we get started when we think.” In other action: • The City Council unanimously approved a contract for incoming assistant city manager Billy Poe. Per its terms, Poe, 42, will earn a $105,000 annual base salary and will be enrolled in the city’s health insurance policy. Poe, who’s served as Dade City manager for the past 11 years, will begin his new role on or before Feb. 7, 2019. He is expected to replace Zephyrhills City Manager Steve Spina once he retires sometime next year. Poe was offered the assistant city manager position during a special city council meeting on Nov. 7. • The City Council passed the city’s 20182018 fiscal year budget of more than $59.4 million, based on a millage rate at 6.35.

More than 700 adults in the University Area neighborhood will benefit from a $48,000 grant awarded to University Area Community Development Corporation’s “Get Moving!” program by the Simply Healthcare Foundation. Get Moving! is a wellness program that focuses on various aspects of an individual’s health: physical, emotional, mental, nutritional and/or spiritual. The funds will be used to expand programming into Harvest Hope Park, a 7-acre resident-friendly development in the heart of the University Area Community that encourages family play, healthy eating, environmental sustainability, education and more. The park is owned by University Area CDC and, once complete, will include a community garden, teaching kitchen, multipurpose sports field, playground, outdoor fitness stations, walking trails and a tilapia fish pond.

FLU SHOTS FOR STUDENTS
Pasco County Schools will again partner with Healthy Schools LLC and the Florida Department of Health in Pasco to administer no-cost flu shots to students. The clinics will take place starting on Dec. 12. In order for a student to receive a flu vaccine shot during their scheduled clinic day, a parent/guardian must register online. This is a voluntary service, so if the parent does not want a child to receive the flu shot, they should not register or complete a consent form, or they can check the ‘No’ box at the top of the form given at each school. Currently, the mobility fee for a new single-family home is $9,800 in the rural district; $8,570 in the suburban district; and, $5,835 in the urban district. Under the proposed rate schedule, a new single-family home built on 5 acres or more in the rural district would pay the same fee as the same-size home built in the suburban district, which is $8,570. Those built on smaller lots in the rural district would continue to pay $9,800. Besides changing specific categories, there’s also a proposal to update the mobility fee schedule every five years, instead of approximately every three years, as has been the practice. Lengthening the time between updates, coupled with an increasing number of permit applications, would allow the county to reduce the permit administration fee from $392 per permit to $136 per permit. The update also proposed additional incentives to spur development along U.S. 19. During a previous workshop, commissioners talked about dropping discount rates for market-rate apartments in the urban district and removing discounts for mini-warehouses. Now, commissioners appear likely to move ahead on the mobility fee package, but to have staff take a deeper look at the issue of market-rate apartments and miniwarehouses. They want staff to look at those issues, both in term of mobility fees and zoning. That process could take months to complete. Commissioner Mike Moore was unsuccessful in persuading his colleagues to drop the incentive for high-end apartments. He makes no secret of his opposition to what he views as an oversaturation of apartment development along State Road 54/State Road 56. Besides taking up space that would be better left for other types of development that creates jobs, Moore said he’s concerned about potential long-term consequences of too much apartment development. Moore said he’s not talking about dropping the incentive for apartments that have

While it provided a temporary solution, it was understood that there needed to be something in place more long-term. Sunrise started with one office in Dade City and, over the years, expanded with a shelter, a thrift store and outreach sources for survivors of domestic and sexuKelly Sinn al abuse. During its 35-year history, Sunrise has grown, and now has facilities in Dade City and New Port Richey serving all of Pasco County. The problem is well-documented. In Pasco County alone, during 2017 there were more than 4,000 reported incidents of domestic abuse, which includes sexual assault, according to the Florida Department of Law Enforcement. The number of reported cases has risen steadily since 2013, figures show. Sunrise works to reduce incidents of abuse through prevention programs, such as its collaboration with the Florida Coalition Against Domestic Violence. Funded by the Centers for Disease Control and Prevention, the initiative has trained counselors from Sunrise who travel to Pasco middle schools and high schools to teach students about such things as safe dating, healthy relationships and anti-bullying. The students also are taught about being aware of their surroundings and learning to recognize — and avoid — areas that are prone to violence, both on and off campus. All Sunrise employees go through a certified training, said Sinn, and when a counselor is told by a student that there is abuse occurring within their home, the counselor is obligated to make a report to authorities. On the collegiate level, Sunrise has implemented the Green Dot Program at Saint Leo University, which teaches students how to safely intervene and de-escalate tense situations on campus. When it comes to the legal aspect, Sunrise constantly works with all Pasco police departments to relay vital information. This initiative was partially propelled by the Intimate Violence Enhanced Service Team (InVEST) established in 2009. In addition to communicating with law enforcement, InVEST is a program that allows Sunrise to use both East and West Pasco courthouses as meeting places for survivors and legal advocates, as well as attorneys. Here, survivors can learn the best options for their situation whether it is getting legal representation, getting a restraining order or an injunction. Immense resources must be put in place for all these factors to play out. That’s where the recent Reindeer Run

I understand that some people have already budgeted for their project and increasing the fees at this time could have a negative impact. I get it. They’d be grandfathered in,” Moore said. But, Commissioner Kathryn Starkey offered a different perspective. “I think multifamily serves an important need in our community,” Starkey said. “It’s not whether I like them or not. Do I think there’s a use in the community for people who can’t afford a house in a gated community? Yes, I do. “I think the market will dictate whether these get built or not,” she said. She also noted that when the extension of State Road 56 is completed between Meadow Pointe Boulevard in Wesley Chapel and U.S. 301 in Zephyrhills, there likely will be demand for apartments there. “I would think that some of that community might like some nice, new apartments,” she said. Commissioner Mike Wells said he supported the planning commission’s recommendation on the mobility fee update. Wells also agreed with Starkey:“The market decides.” Land use attorney Clarke Hobby, who served on the county’s mobility fees committee, noted the committee did not discuss whether the fees should be changed for apartments or mini-warehouses. That discussion came up during a board workshop on the issue, after the mobility fee committee completed its work. “We didn’t know this was an issue,” Hobby said, adding that’s a significant issue to address without getting the mobility fee committee’s input. Hobby also pointed out that the county has expressed a desire to prevent urban sprawl. “Now, you’re just saying you want suburban sprawl in the urban service area, if we go down that route,” Hobby said. Commissioners didn’t take any action during the first public hearing on the updated fee schedule held on Nov. 27, but based on their discussion, it appears likely they will approve the updated mobility fee schedule at the Dec. 11 public hearing.

held on Dec. 1, and Peace Breakfast, set for Dec. 6, come in. While they can be enjoyable events, they also raise money to support Sunrise. The Peace Breakfast is free; however, donations are accepted. Aside from these benefits, the organization also receives federal, state and local funding, as well as private donations. This makes it possible to provide three meals a day and counseling to victims, and direct them to resources for employment, housing and financial aid. The 40-bed shelter, which houses individuals for a minimum of eight weeks, is a launching pad for progression, said Sinn. However, in some cases it may take an extended three to four months. “Sometimes eight weeks isn’t long enough for a family to be able to find employment, child care [and] save up enough money to rent their own apartment,” she explained. Sunrise also works with the welfare system to make sure that children are not split from their nonoffending parent, reducing the number taken into foster care. While people tend to think of women and children as being targets of abuse, Sinn said there are men, too, that can be abused. Sunrise does take in men, from time to time, and they have their own separate shelter. While the organization typically deals with difficult and traumatizing issues, it also witnesses survivors who are able to pick up the pieces of their lives. This is something Sinn credits to “such a supportive and embracing community” in Pasco County. Sinn remembered a call she received several years ago from an abuse survivor who was in a happy marriage, with a child going off to college. “That’s really humbling,” she said. “Thank Yous come in so many different forms,” Sinn said. Besides phone calls, Christmas cards, hugs and tears, there are also those who come back to work or volunteer at Sunrise, a place that helped them regain a sense of security. he college football regular season has come to a close, and dozens of players with ties to The Laker/Lutz News coverage area showcased their skills on Saturdays in the fall. More than 100 players from the area are a part of various programs at the Division I Football Bowl Subdivision (FBS) and Football Championship Series (FCS) levels, as well as Division II, Division III and the National Association of Intercollegiate Athletics (NAIA). Here’s a closer look at a few of the top performers from the 2018 season:
—Former Zephyrhills High record-setting running back Antwione Sims made solid contributions in his freshman season at Samford University, tallying 150 rushing yards on 35 carries; also added 10 receptions for 80 yards and one touchdown.

JAYLEN PICKETT: Eastern Michigan University, senior linebacker HIGH SCHOOL/HOMETOWN: Zephyrhills High School/Zephyrhills After playing in just six contests last season, the Zephyrhills High product bounced back for a productive senior campaign — registering 72 total tackles, 8.5 tackles for loss, three forced fumbles, and two sacks; and, helping Eastern Michigan (7-5) become bowl eligible for the second time in three years. Should Eastern Michigan earn a bowl bid, the 6-foot-1, 224-pound Pickett will suit up one final time as a Division I FBS football player. Pickett also happens to be college teammates with another athlete with local ties — sophomore running back Willie Parker, who attended Carrollwood Day School. The Pickett name is a familiar one in Zephyrhills — Jaylen’s father, Damian Pickett, and his uncle, Ryan Pickett (13-year NFL veteran) are both former Bulldogs greats from the 1990s.
SCOTT PATCHAN: University of Miami, redshirt junior defensive end HIGH SCHOOL/HOMETOWN: IMG Academy/Freedom High School/New Tampa Coming out of Freedom High (and transferring to IMG Academy in Bradenton for his senior year), Patchan was one of the state’s most highly rated prospects in the 2015 recruiting class. He’s finally starting to live up to the hype of being a four-star recruit who was once courted by blue blood programs like Florida State, Ohio State, Notre Dame and others. After playing tight end for Miami last season, he moved back to his more natural position of defensive end, posting 23 tackles, 2.5 tackles for loss, one sack and one forced fumble in 11 games. He played in just five games the last two seasons combined. Provided he stays healthy, look for the 6foot-6, 255-pound Patchan to be one of Miami’s top defensive players next season. Patchan is something of a Miami legacy, as his father Matt Patchan III won national titles with the Canes in 1983 and 1987.

MEAC (Mid-Eastern Athletic Conference) honors and leading the Division I FCS ranks in punting average (47.0 yards per punt) — up from 39.4 yards per punt he posted as a true freshman in 2017. As a further show of Faddoul’s leg strength, 14 of 41 punts were 50 or more yards, including a long of 67 yards. He also tallied seven touchbacks, nine fair catches, and 17 punts inside the 20-yard line. While at Wiregrass Ranch, it seemed as though no sport was off limits for Faddoul. He played football, soccer, tennis, and also competed in track & field. Also noteworthy, Florida A&M has another Wesley Chapel native on its roster — sophomore safety Ellrie Allen, who prepped at Wesley Chapel High School.
DECALON BROOKS: Florida State University, redshirt freshman linebacker HIGH SCHOOL/HOMETOWN: Gaither High School/Tampa The son of NFL Hall of Famer/Tampa Bay Buccaneers/Florida State legend Derrick Brooks appears set on paving his own legacy at the same institution his father once starred. After logging repetitions on the Seminoles’ scout team last season—and dealing with a nagging knee injury throughout — the younger Brooks emerged to become one of the Seminoles’ more productive defensive players in 2018 — registering 46 tackles, three tackles for loss, a sack and forced fumble in 11 contests. Moving forward, the undersized, yet speedy 5-foot-11, 211-pound backer looks to be a building block for a Seminoles program, which just suffered its first losing season (5-7) since 1976, under first-year head coach Willie Taggart.

Some outlets, including Pro Football Focus and CBS Sports, project the 6-foot-1, 203-pound Oruwariye as a possible firstround talent in the 2019 NFL Draft, for his ideal size, ball skills and man-to-man coverage responsibilities.
— Former Wiregrass Ranch High standouts Jordan Miner (Penn State) and Daniel Biglow (Florida Atlantic University) were forced to retire from football before their college freshman seasons due to similar cardiovascular conditions. (Physicals revealed the sport would put too much stress on their hearts.) Miner and Biglow, who are cousins, helped Wiregrass Ranch to two straight playoff appearances in 2016 and 2017. —Wesley Chapel High product Isaiah Bolden had his freshman season at Florida State University cut short when he suffered season-ending shoulder injury in September. Since Bolden played in only one game this season, NCAA rules allowed him to redshirt this season and have four more years of eligibility. — Dade City natives and half-brothers Nate Craig-Myers (Pasco High/Tampa Catholic) and Jayvaughn Myers (Pasco High) both left the Auburn University football team in September. Craig-Myers, a junior receiver, and Myers, a redshirt sophomore defensive back, both have two years of eligibility remaining at the program they transfer to. (The NCAA’s new redshirt rules allow players to play in up to four games before losing the ability to redshirt and preserve a season of eligibility.)

• Jesuit High senior catcher Jimmy Clifford, a Lutz resident, has signed to play collegiate baseball at Division III Wesleyan University (Middletown, Connecticut). Clifford posted a .200 batting average and .429 onbase percentage; he also registered a perfect 1.000 fielding percentage in 11 games. Clifford grew up playing many years in Lutz Little League, and attended Lutz Elementary and Most Holy Redeemer schools. • Zephyrhills High senior receiver/cornerback Ja’Quan Sheppard verbally committed to play collegiate football at Division I Temple University (Philadelphia, Pennsylvania). A four-year varsity player, Sheppard wrapped up his prep career as one of the more decorated athletes in program history. In 43 career games, Sheppard tallied 34 touchdowns and 2,192 scrimmage yards on 87 receptions and 51 carries; he also registered 65 career tackles, five interceptions and 20 passes defensed. A consensus threestar prospect, Sheppard holds Division I FBS offers from the likes of Cincinnati, Kentucky, North Carolina State and South Florida universities, among others.

F
inding and creating beauty in spite of life’s obstacles is something Shyama Rangwala knows all too well. She is a professional painter and art instructor with five studios ranging from Land O’ Lakes,Tampa and Brandon. Her birth name is Monali; however, under her adopted artistic name,“Shyama,” she is renowned for her featured work in more than 25 exhibitions in both her native India, as well as in the United States. Back in India, her paintings have been admired by prominent figures, such as the governor of the Reserve Bank, film stars and athletes. However, this budding success came in the aftermath of a challenging childhood.
GROWING PAINS At age 5, Rangwala’s complaints of agonizing discomfort and the apparent underdevelopment of her right extremities, prompted her parents to take her to the doctor, where she was diagnosed with localized scleroderma. Also referred to as morphea, this is a connective tissue disease involving collagen, a protein in the skin that provides structural support. According to the National Center for Biotechnology Information, excess collagen production in the body results in thick, hard skin texture. Rangwala had a much smaller right arm than her left, with limited use. Her right leg was also stunted in growth being somewhat shorter than her left leg. The condition resulted in her being home-schooled for a year to learn to adjust to her physical challenges. “I couldn’t sleep, I was in so much pain,” she recalled. Her feet were so sensitive that she had to walk on smooth surfaces. Even to this day, stepping on a grain of rice can cause discomfort. As if that wasn’t gloomy enough, doctors believed her disease might spread to her entire body – and reduce her lifespan. In the midst of various medical alternatives being considered, Rangwala’s aunt introduced the idea of homeopathy treatment – a more natural, holistic approach. While the treatment didn’t cure Rangwala, to everyone’s amazement, it stopped the progression of the disease and brought relief from her pain. Her parents have often described her as their “miracle daughter” for what she was able to endure and overcome. As a practicing Hindu household, the family believed all the more that their faith played a significant role in Rangwala’s improvement. Her grandmother also gave her a statue for safekeeping and to cherish – the Hindu god Krishna, which would go on to become a major influence in her artwork later in life.
A NEWFOUND LOVE At a young age, Rangwala drew inspiration from Hinduism, as well as Indian architecture, to start painting portraits. It was a therapeutic outlet to help her deal with her disability, and helping to give her purpose. “My mind is always peaceful when I’m painting,” she said. Her parents had encouraged her to study medicine, but she ultimately settled on working in finance. Doctors advised that she learn to use her left hand for everyday activities, although her right hand, the one affected by the disease, was naturally her stronger one. Rangwala had little to no flexibility with her right fingers, but was persistent in using that hand, accomplishing some 30 paintings in her leisure time. While Rangwala recognized art as a remedy, she also discovered she had a gift for it – and so did others. One day, her art instructor came to her home and, after observing her paintings, encouraged her to enter art exhibits. Her first major exhibit was in Mumbai, India, and she said it was a big turnout. “It was a hit – I was interviewed by a lot of newspapers,” Rangwala exclaimed.“Some of the film stars came to my exhibition.” She showcased her art in major Indian cities and was persistent in exposing her work to prominent figures. One day, she camped outside the home of the governor and told the security guards she refused to leave until she had the chance to invite him to her gallery. Her tenacious efforts proved successful, after the governor’s wife recognized Rangwala and welcomed her inside. After two years showcasing in India, she moved with her husband,Tilesh, to Tampa in 2002. Her first show in the U.S., was at the Gasparilla Festival after a friend introduced her to the festival’s event coordinator.

SHARING THERAPY WITH OTHERS Rangwala’s paintings often have bright colors to convey a positive energy, she said. She draws inspiration from Chinese and Japanese artistic styles, and reads Hindu scriptures as a means of inspiration. She, in turn, tries to exude that same positivity to her art students, whose ages range from 3 to 80. She wears a special shoe to align her right leg with her left, plus, she uses a cane. In spite of this, she is determined to accommodate the desires of her students, which first began with only two participants and has grown to 120. Rangwala is not a teacher in the traditional sense, she said, because she gives her students the liberty to create what they please — and doesn’t follow a curriculum. “I give them full freedom,” she explained. “I try to fulfill their wish.” This year Rangwala’s students had their sixth annual art exhibit, with green as the main theme of the paintings. In addition to her studio classes, she also teaches art to autistic kids at the University of South Florida, which has earned her an award from the Hillsborough County Sheriff’s Office. Rangwala said she doesn’t want someone who has a disability to feel like it has to hold them back. “I want to set an example for them that if I can do it, they can do it,” she said. She is also planning to have art classes for the Hillsborough Sheriff’s Office as a way to alleviate the stresses that come along with their line of work. SLOW DOWN FOR MANATEES Florida has more than 6,600 manatees swimming in rivers, bays and coastal waters. Manatees begin migrating to warmer waters during November, which is Manatee Awareness Month. Seasonal manatee protection zones go into effect in the fall, depending on the county. The zones are marked with water-

Follow these tips to help manatees: â&#x20AC;˘ Wear polarized sunglasses to spot them moving, grazing and resting in the water. PETS TREATED LIKE FAMILY According to the Saint Leo University Polling Institute,Americans love their fur babies, as well as their feathered friends, leathery lizards and fascinating fish. A new survey by the Polling Institute took a look a pet ownership and the holidays. Poll respondents were asked about their holiday spending on pets. The average pet owners anticipate spending or have spent on holiday gifts for their pets is about $250. â&#x20AC;&#x153;The spenders â&#x20AC;&#x201C; they are called â&#x20AC;&#x2DC;pet parentsâ&#x20AC;&#x2122; â&#x20AC;&#x201C; are individuals who treat their four-legged friends as if they are actually family members,â&#x20AC;? said Dr. Keith Jones, associate professor of marketing at Saint Leo, in a release. As a result, people continue to spend on their pets at holidays in a similar manner as to how they spend on their actual family members, he said. Saint Leoâ&#x20AC;&#x2122;s Dr. Rhondda Waddell, professor of social work who teaches an interdisciplinary course about therapy and service animals, also noted that â&#x20AC;&#x153;whether pets are replacements for children for empty-nesters or those who do not want children, or for those adding pets to families with children, a growing number of households hold their animals in high esteem.â&#x20AC;? She said,â&#x20AC;&#x153;Love is love. If you want to give to your pets and that makes you happy, more power to you.â&#x20AC;?

PASCO EDC ACTIVITY REPORT
The Pasco Economic Development Council (EDC) has issued its final fiscal year 2017/2018 activity report. It shows:
