Burgess won’t defend Duke Energy By Michael Hinman mhinman@lakerlutznews.com

A state regulatory agency ordered the company to refund $54 million to customers last week, yet many Duke Energy customers remain unhappy about being charged for $3.2 billion in failed nuclear power plant projects. And one candidate for the Florida House is feeling the heat. Danny Burgess, the former Zephyrhills mayor looking to replace Will Weatherford in Tallahassee, had to answer some tough questions from a crowd during a forum at Lexington Oaks last week about accepting a campaign contribution from Duke, and how that might affect his stance on what the nation’s largest utility is charging Florida residents.

“The answer is very simple: nobody can buy my vote,” Burgess said.“I have been very fortunate to receive a lot of local support, and I have to be able to lay down my head at night. When I make a decision, it’s for every single person in this room.” Burgess, like other Legislature candidates from both parties, accepted a $1,000 contribution from Duke on July 25. He also received indirect support from Duke through a $2,000 contribution from the Republican Party of Florida, according to state campaign finance records, an organization that has received $100,000 from Duke this year, as well as in-kind donations of $32,250. Mayra Santiago has devoted more than half her lifetime styling people’s hair to help them look good. Normally, she uses her expertise to tend to customers at Ulta Beauty, a products retailer with salon services in The Grove at Wesley Chapel. But over the summer, Santiago joined a group from Vida Community Church on a mission trip to Colombia to cut hair for people living in a rural village there. “I never, never, never in my life expected to cut hair in the Amazon,” the 43-year-old said. Vida is a bilingual church temporarily based in Land O’ Lakes, with members primarily joining it from Lutz and Land O’ Lakes. Pastors Dwight and Lizania Miranda lead the church, which has a heart for missions. Vida aims to help people meet their needs, both here and in other countries, said Mayra and her husband, Eddie, who have belonged to the church for seven years. When she heard there was a need for someone who could cut hair, Santiago felt compelled to go. She was pleased to put her talents to use for others because she loves being a hairstylist. “It’s my passion,” she said. Joining the mission trip, she said, was a blessing. The experience didn’t just help others, it helped her, too. “I appreciate everything better now,” Santiago said. She now has a deeper understanding of

ou know what’s fun? Going to a concert. If it’s an outdoor venue and the weather is nice, nothing’s better than sitting back and listening to some great music. You know what’s not fun? Paying for it. Concerts today are expensive. I mean, really expensive.A ticket where you’re close enough to actually see the musicians could cost $100 or more. That doesn’t count parking, either. Who wants to pay that kind of money to have a good time with friends or family? Nobody reading this column, I hope. We’re not about spending a lot of money here. So how about an outdoor concert with experienced musicians playing great music for the low, low price of … nothing? That’s music to my ears. If it also sounds good to you, make sure you catch the Florida Orchestra’s Pops in the Park on Oct. 19 at River Tower Park, 401 E. Bird St., in Tampa. It’s absolutely free, and a great way to see one of the state’s best professional symphony orchestras. This isn’t some skeleton crew showing up to test some instruments. It’s a full 75person ensemble performing a two-hour concert (with an intermission). That gives them time to play plenty of music, including Dmitri Shostakovich’s “Festival Overture” and Ferde Grofe’s “Mississippi Suite.” You’ve heard of those, right? No? Me neither. But I looked them up, and they’re pretty famous. And there’s nothing wrong with being exposed to something you’ve never heard before.They’re classics for a reason, right? But don’t think it’s an entire concert of

music you don’t know.You’ll recognize a lot of their selections.They’ll play music from “E.T.:The Extra-Terrestrial.”You’ll hear a special armed forces salute. And they’ll finish with Tchaikovsky’s “1812 Overture.” And yes, you know that one. Even if you don’t know it by name, you’ll recognize it when you hear it. It’s a great closer. All you have to do is bring a chair and a blanket and get there early enough to pick the spot you like. Coolers are allowed, too, so you can even pack food and drinks and have a picnic. Bring a good friend, your romantic interest or the entire family. No matter whom you bring, it all costs the same — nothing.

Anyone who goes will think you’re being creative — dare I say, sophisticated? — for thinking of it.After all, they don’t get to see a symphony orchestra for free every day.This is the Florida Orchestra’s special free weekend, so this is really your only chance to see them in this format. Well, maybe not your only chance. If Sunday is bad for you, they’re doing the same thing the night before. But on Saturday night, it’s at Vinoy Park in St. Petersburg. It’s a longer drive, but if you can’t go Sunday you might want to catch them there. It’s worth it. Or you can spend a lot of money, including ridiculous service fees, to see some

current band at a big theater. And then pay for food and drinks. That doesn’t sound very good to me. Save your money and see the Florida Orchestra instead. By the way, I’d advise you to get there at least an hour early.Thousands of people are expected at this event, so plan ahead to get a good space. For more information, visit FloridaOrchestra.org. Free seminars about county services aim to educate, motivate residents By Michael Murillo mmurillo@lakerlutznews.com

With so many different agencies providing services throughout Pasco County, figuring out exactly what each one offers can be confusing. But the Community Awareness Series at Pasco-Hernando State College’s Porter Campus at Wiregrass Ranch aims to make things easier to understand with free lectures that focus on different service providers. The six-part series began with a presentation by Pasco County Community Services on Sept. 5, and continued with the Florida Department of Health on Sept. 19. The next seminar will take place Oct. 10, focusing on the Sunrise Domestic and Sexual Violence Center, followed by the American Cancer Society on Oct. 24. Veterans Services Pasco County and the Coalition for the Homeless of Pasco County will round out the series in November. The series helps satisfy one of the college’s strategic goals of increasing awareness in the community, PHSC associate dean Sonia Rodriguez said. “Most institutions are microcosms of their environment, and there are a lot of agencies and information out there that people don’t know about,” she said. “Or they have a situation going on where they don’t know where to seek help or find an avenue in which to help someone else.” Rodriguez has been with the college for 20 years, and was involved with a similar program on their north campus in Brooksville.Attendees often are people who not only want to learn about the specific services each agency offers, she said, but also find out how they might be able to volunteer time or donate to their cause. The room is set up to hold 60 people, and it was around half-full for the first presentation. Rodriguez considers that a good start. She believes that more people will attend later events as word gets out, and as certain topics generate more interest. The second presentation attracted around 35 people. She picked the agencies with members of her staff, choosing the ones she thought would be of interest to the community. As the series progressed in Brooksville, different agencies would ask to be featured, providing more topics and covering a wider variety of services. The popularity grew until it became a weekly series, and Rodriguez hopes to see the Wiregrass Ranch campus offerings to eventually grow to that level.

While she wants to see as many people take advantage of the Community Awareness Series as possible, Rodriguez said the people who might utilize the services directly might not be the ones actually attending the seminars. While unwanted pregnancy and domestic violence issues exist in the county, for example, those topics are unlikely to draw the individuals involved with them. “The people who need it the most are the people that you probably can’t get to come to something,” Rodriguez said. Instead, individuals who know someone in need might be the ones in attendance. The college also encourages its faculty and students to attend, since they might interact with people who need those services.The knowledge they gain from the presentations could help them in assisting others. Each session lasts 90 minutes, with a 60minute presentation and a 30-minute question-and-answer session. Each agency decides what kind of seminar to give, and could include a PowerPoint presentation, or different agency members speaking on specific topics. Feedback has been positive so far, and Rodriguez hopes they’ll continue to be well received by the students and faculty, as well as the community in general. “Pasco-Hernando State College’s mission is to be a part of this community,” she said. Shelton Quarles celebrates New River Elementary readers The Laker/Lutz News Staff Report

Shelton Quarles is a man of his word — and the students of New River Elementary School are readers of many, many words.

Shelton Quarles delivered an inspirational talk to students at New River Elementary School about the importance of reading and of being nice.

Last summer, Quarles, who is director of pro scouting and a former linebacker for the Tampa Bay Buccaneers, issued a reading challenge. He said he would visit the school in Pasco, Hillsborough and Pinellas counties that recorded the greatest number of minutes reading on the Scholastic Summer Reading Challenge, between May 5 and Sept. 5. New River principal Lynn Pabst set a goal of 6,000 reading minutes for her students — an impressive goal since it was nearly double the minutes recorded by students there the previous summer. Those students, however, did much, much better than that. They read 693,150 minutes — more than 100 times the principal’s original goal. Besides reading the most minutes among the three counties that Quarles singled out, New River’s accomplishment ranked 20th in Florida and 72nd in the world, Pabst said. During his visit to New River on Sept. 30, Pabst said, Quarles offered inspiring words and emphasized the importance of reading. “It is nice to be important,” he said,“but it is more important to be nice.”

Absolutely not.And I believe that we should repeal the Nuclear Cost Recovery clause.” Beverly Ledbetter, the Democratic challenger for House District 38 against Burgess, said she has not taken any money from Duke. She also acknowledges, however, she has an uphill climb against Burgess, raising just $24,000 compared to his $119,000 haul. “I didn’t take money from utilities, and I don’t take money from those who do not have the same values that I have,” Ledbetter said at the forum.“I am not as well funded as Danny, but I am proud of what we’ve done at the end of day.You have to look at yourself in the mirror, and you have to be proud of who you are and what you represent.” Ledbetter, a retired educator with Pasco County Schools, says she supports a controversial version of the Common Core school curriculum that is being integrated into Florida schools. Setting standards is exactly what educators need, with some of what she called political pressures removed from testing. “Every teacher believes in testing,” she said. “They want to assess where our students are so that we know what they have learned.The problem is that these tests are being used for things that tests should not be used for.Too much is riding on the outcome — school grades, teacher pay, graduation and promotion for our students.” And it comes with a $250 million price tag, money that could be spent on vocational education instead, Ledbetter said. But Common Core takes away from the ability of local schools to tailor educational needs to their specific students, Burgess said. “I am not in favor of putting more of our education decisions in the hands of Washington bureaucrats,” he said.“We need to focus on local autonomy and local con-

But the federal government did not develop Common Core, Ledbetter said. Instead, the National Governors Association — a bipartisan organization consisting of state governors — created the standardized education system. Once kids get out of school and into the work force, Burgess says he’s optimistic about their chances. And while raising wages should be considered, he’s not convinced it’s something the government should mandate. “What we also need to take into consideration is small businesses in our communities that create jobs,” Burgess said. “If you raise the minimum wage, you have to be careful that it may, in turn, have unintended consequences. It may cause employers to have to lay people off, and even may cause employers to shut their doors.” Yet, raising the minimum wage could, in itself, provide a boost in the economy, Ledbetter said. “This talk about the living wage is because people who are working these minimum wage jobs now can’t afford to buy a home, and they don’t have a lot of disposable income,” Ledbetter said.“Demand creates jobs, and when you have money to spend, you can buy goods and services.” Low pay can also burden taxpayers, too, Ledbetter said. She cited a study about Walmart employees, who have to seek public assistance for basic needs because their low-wage jobs won’t cover it. Burgess said he wouldn’t completely discount the possibility of a state minimum wage, just that it be thought through thoroughly. “It’s a serious issue,” he said,“and something that needs to be seriously evaluated.”

“Fast-forward to today, where our goal is to see places like this, and it’s alive with learning.” The goal is for students to lead study groups, Salerno said, and use technology to help them research real-world issues. The center now has collaboration stations that are equipped for students to work together to tackle a variety of challenges. They can go to websites and use different apps to develop various skills. Santiago marveled at the way the villagers — members of the Yagua tribe — function in the 21st century. “The people live simple lives,” she said. They have few connections with the outside world, aside from three hours of television during the day and three hours at night.They gather at a hut-style building to watch the programs together. They sleep on the ground without mattresses.They eat fish they catch from the river. They use a barrel to catch water for bathing and other uses. The bugs are horrendous. “I’ve never seen so many mosquitoes in my life,” said Santiago, who kept the bugs away with repellant. She slept in a tent on an inflatable mattress, using a battery-powered fan to keep cool. Santiago and other members of her group drank the bottled water they brought to avoid the potential of becoming ill from the local water. Her days were busy.They ate meals that mostly consisted of rice, fish, yucca, plantains and oranges. Santiago awoke daily around 5:30 a.m., ate breakfast, and then began giving haircuts usually between 7 a.m. and 8 a.m. She generally finished working around 5 p.m. Santiago couldn’t keep up with the demand, so she asked fellow missionary Mahalie Rivera to help give the haircuts.

Young members of the Yagua tribe, an indigenous group who lives in the Amazon, gather to watch television in their village.

Rivera had no experience, so Santiago taught her the basics. They gave haircuts to young boys and young girls, old men and old women, and everyone else in between. As they worked, a line formed outside.At some points, there were as many as 20 people waiting, Santiago said. Women typically wanted layered looks. The young boys wanted short cuts, although some boys wanted their hair to have the same style of some popular soccer stars. A new bus stop at Porter Campus at Wiregrass Ranch has provided another transportation option for students attending the Pasco-Hernando State College, and staff members working there. Pasco County Public Transportation added the stop, effective Sept. 29, in a loop near the college’s parking garage.The satellite campus opened in Wesley Chapel last January. The bus route runs along the State Road 54 corridor. Buses stop at the campus every two hours, from 8:07 a.m. to 6:07 p.m. Students riding the bus are eligible for discount fares and passes when they produce a valid PCPT photo identification card. The bus stop features a covered shelter where riders can wait. “This is a wonderful addition to the Pasco County Public Transportation system,” PCPT director Mike Carroll said, in a release.“I encourage students who use the campus to consider using the bus service as their main way to commute to school.” Students who catch the bus will save money on gas and transportation costs, he said. Cross County Route 54 also includes stops in Zephyrhills, Shops at Wiregrass,The Grove, the Target Shopping Center and

The survey form posted on the Pasco County Schools’ website was brief and easy to complete. It had just three multiple-choice questions. One asked parents to identify what learning opportunities they think would increase their child’s engagement in the learning process. A second question asked parents to identify what technology they’d like to see more of in their child’s classroom. The third queried parents on what type of technology their child has access to in their home. Each question was followed by a list of responses, which parents could check off.And, they also had the option of adding comments. For instance, district officials wanted to know if students would be more likely to be engaged if they participate in goal-setting and making learning decisions. Would collaborating with others to solve problems help? How about connecting with global resources to enhance learning?

Parents had the option for each question to check as many boxes as they wanted, and they could add whatever observations they wanted to make, as well. The survey was offered as part of the school district’s effort to prepare for a digital classroom grant submission, said Vanessa Hilton, director of the office for teaching and learning for Pasco County Schools. Each of the responses about preparing 21st century learners to compete globally is important, according to research, Hilton said. “All of those things will lead to building a 21st century learner,” Hilton said.“But what does the community feel is really important now?” When it comes to technology, the district must use it to prepare students for the work place and life, Hilton said. But, she added,“Do we think (computer) tablets will meet the needs for our kids?” Or, do parents think the district needs to equip students with more sophisticated equipment? Finally, the district wants to gain a better understanding of the types of technology that students have access to at home.

The Pasco County Public Safety Communications department has selected Jody Kenyon as its acting director, replacing Dona Fernandes, who resigned Sept. 25. Kenyon was the technical support manager in the communications center, and has worked as the acting director in the past. The center last year consolidated its efforts with the Pasco County Sheriff’s Office and Pasco Fire Rescue, which Fernandes put in charge of the transition beginning in August 2013. In order to keep getting better, Newton sets different goals for the team when they play, in addition to simply winning the match.They’ve been working on blocking and defense, for example, because the coach considers them areas where improvement is

t was a small, but pleasant gathering of pets and their owners for the Blessing of the Pets at the HPH Hospice East Pasco Care Center on Clinton Avenue in Dade City. HPH Hospice chaplain Carl Hemphill not only blessed the pets dur-

ing the Oct. 2 ceremony, but his words lifted the spirits of their human companions, too. The blessing was a first for some of the animals gathered, but they weren’t alone. It also was the first time that Hemphill had delivered a blessing to an animal.

Like HPH Hospice chaplain Carl Hemphill, Dolly, a 6-year-old poodle belonging to Betty Walker of Zephyrhills, was having her first Blessing of the Pets experience. Dolly was a natural. While sitting in her carry harness, she bowed her head as her owner read along during the prayer.

You can find out more about this program at SpayPasco.com. Trap, Neuter, Release is another program through Spay Pasco funded by dog license tag fees. It focuses on reducing the population of feral cats. These cats can be trapped with an owner’s personal trap, taken to a participating vet, neutered, immunized, ear tipped, and returned to the community where they are living. The cost for this is $10 per cat, and is not income-based and has no limit as to the number of cats a resident can bring each year. If you love animals, but cannot make a permanent commitment, fostering may work for you. The shelter receives many senior dogs and cats that do not adjust well to the shelter. Fosters can provide love, care, good food, socialization, and a warm bed while we look for adopters. Also, some animals that have had surgery need a quiet place to recover, so the fostering program helps with that, too. It takes a village to save an animal, and getting community help is critical. There is always a need for adopters and volunteers at the shelter. Volunteers can help photograph animals, socialize cats, walk dogs, assist with adoption events, and work on the shelter grounds.They also can raise funds for special needs, or collect treats, used towels or blankets to help make shelter animals comfortable. Remember, your new “fur-ever friend” is waiting for you at Pasco County Animal Services. Watch out for our frequent adoption specials. In Land O’ Lakes, there is a facility that is not very well known. A place where life and death decisions are made daily. It is not one of your local hospitals as Pat Mulieri you might think: The facility is Pasco County Animal Services. The shelter is located at 19640 Dog Patch Lane, and has a mission to protect the health and safety of the public, and to shelter abandoned, abused and injured animals. Other services include adoption and foster programs, cruelty investigations, education and speakers bureaus, rabies control and license tags. For many years, the animal shelter was in an antiquated facility with few resources and limited methods of re-homing animals. Consequently, the live release rate was dismally low. In 2010, a new adoption facility was opened, and in 2012, Pasco County Commissioners voted to support the Save 90 Percent program. We have a number of other programs that will assist us to reach our goal, and they are known as the “Real Deal.” One of these programs is Spay Pasco Inc. It provides low-cost spay and neuter services. Money to fund this program is derived from dog license tag fees.A Pasco County resident can have an animal neutered or spayed, as well as immunized and microchipped for a low fee of $20 for dogs, and $10 for cats. A person can have three animals spayed or neutered each year, and is based on income. Families that qualify for this program range from annual gross income of $22,980 for a single person, to $63,180 for a family of six.

Hillsborough County’s Pet Resource Center has changed the times it accepts owner-surrendered pets and strays. The new times will be Monday through Friday from 8 a.m. to noon.Those animals can be delivered to a new area officials said is aimed at enhancing customer service. Previously, the shelter had accepted animals in the afternoons only, three days a week. A valid form of photo identification showing proof of Hillsborough residency is required for anyone surrendering an animal. Individuals turning in pets are required to remain onsite during the process. The center is located at 440 N. Falkenburg Road in Tampa, and is open daily from 10 a.m.

Pasco County Animal Services is hosting Adoptober Fest throughout October, providing free adoptions of animals that have been at the shelter for more than 30 days. Sielos has had limited distribution in health food stores, and recently added its organic skin treatment line to stimulate and nurture chronic skin conditions, according to a release.
