Thousands of motorists who normally travel along U.S. 41 through Lutz can expect longer drive times, as the highway is closed until March 27 for a railroad crossing project. CSX will be replacing the rails and the railroad crossing north of Crenshaw Lake Road. See TRAFFIC, page 13A

Traffic is increasing at Tampa International Airport, and that has piqued the interest of Pasco County officials. More than 18 million passengers passed through Tampa International Airport in 2015, nearly 7 percent more than the year before. Of those travelers, about 8 percent, or 1.6 million, were from Pasco County. Pasco County commissioners are interested in finding out how to tap into the stream of visitors who arrive in Tampa Bay every year. On March 8, commissioners heard an update from Joe Lopano, TIA’s chief executive officer, on the master plan to upgrade and expand TIA. The first phase of a three-phase plan is slated for completion in fall of 2017. That phase, estimated at $980

million, includes a new rental car center, a new 1.4-mile automated people mover that will connect the rental car facility to the main terminal, and construction of a runway bridge over the George J. Bean Parkway. In addition, the main terminal is being expanded by 55,000 square feet, and 65 shops and restaurants, including Hard Rock Café and P.F. Chang’s, will be upgraded or added to the airport’s amenities. The total cost of TIA’s upgrades are estimated at about $2.5 billion, with a completion date of 2028. Phase one is on budget and on schedule, Lopano said. Construction isn’t all that is driving TIA’s makeover. A more personal touch also is highlighting the airport’s progress, and its amenities. About 160 volunteers – some retired airline employees – serve as airport ambassadors who greet and assist passengers. See TIA, page 13A

Retracing her grandfather’s steps By B.C. Manion

Betty Lowe Phelps finally had the chance to mark an item off her bucket list last fall, when she climbed to the top of the Loggerhead Key Lighthouse in the Dry Tortugas. As she made her way to the top, she was making the same climb as her grandfather — Benjamin Howard Lowe Sr. — did when he was an assistant lighthouse keeper there during the 1930s. The Land O’ Lakes woman now has been inside, or boated around, all four of the lighthouses from which her grandfather worked. Phelps had been aware that her grandfather worked in lighthouses, but didn’t know many details. She began doing more research after she visited the Sanibel Lighthouse in 1999. That’s where she discovered that even though she knew her grandfather had worked there, his name wasn’t in the records. She set out to find out more. She began talking to relatives to find out what they knew and also began searching for records. Visiting Loggerhead Key Lighthouse has long been on Betty Lowe Phelps’ bucket list. She finally visited the lighthouse last fall. She was accompanied on the trip by her sister, Toni Lowe Clinger, left and by Clinger’s husband, Bryon.

Phelps has been a member of the Florida Lighthouse Association since 2000, and is delighted she finally had the chance to see the view from top of the Loggerhead Key Lighthouse. It was a trip she’d planned to make back in 2003, with a half-dozen members of her family, as part of the Florida Lighthouse Association’s trip to the Dry Tortugas. But, those plans were dashed due to mechanical problems with the boat. “That was a tremendous disappointment, as we had all traveled from various parts of central Florida for the rare opportunity to visit the island and climb the most remote of our grandfather’s lighthouses,” Phelps said. Now, she’s finally replaced that disheartening memory with a happy one.

Movers for Moms program helps women’s shelters

Saint Leo University and Two Men and a Truck are partnering on the community project, Movers for Mom program, which benefits two local women’s shelters. Items collected during the month of March and April will be delivered on Mother’s Day to Sunrise of Pasco County Domestic Violence and Sexual Assault Center, and Alpha House of Tampa. Seven collection boxes have been placed at the university campus. Some of the items needed include pillows, comforters, towels, children’s clothing, toiletries, canned food, cereal, cold and flu medicines, and cleaning supplies. ESSAY CONTEST Pasco County Tax Collector Mike Fasano, as part of Clerk & Comptroller Paula O’ Neill’s Constitutional Officers Essay Contest, will accept entries at his office.The contest runs through March 31. Lopano and Pasco County Tourist Manager Ed Caum briefly discussed a bus tour of Pasco to give the airport ambassadors a first-hand view of Pasco’s current and future destinations. Among the tour stops could be SunWest Park, the Florida Hospital Center Ice complex under construction at Interstate 75 and State Road 56,Tampa Premium Outlets and The Shops at Wiregrass. The county’s tourism website also touts restaurants and historical sites throughout the county, as well as the 10 birding stops on the Great Florida Birding Trail, Treehoppers Aerial Adventure Park and the Anclote Key State Park. Advertising at the airport tends to be expensive and out of the county’s reach, Caum said. But, he plans to explore potential for sharing costs with other partners. Pasco is coming off a record year for tourism, posting $968,263 in Tourist Tax collections between October 2014 and the end of September 2015.That was a 17 percent increase over the previous year. According to the U.S. Travel Association,

more than 500,000 visitors to Pasco spent about $466 million. Local sales taxes from those visitors totaled more than $14.9 million. And, tourism created nearly 6,000 full-time employees, with an annual payroll in Pasco of $106.2 million. The increase in passengers at TIA is in part due to more international flights. In 2015, Lufthansa German Airlines began flights from Frankfurt to Tampa. Other international destinations are London, Zurich, and Panama City, Panama. Airport officials also are hoping to add commercial flights to Cuba. “We are an international region,” said Lopano. And, an economic engine for the region. The airport employees about 7,500 people, supports another 81,000 jobs indirectly and generates about $7.8 billion in annual economic activity. Pasco County Commissioner Mike Wells said he appreciated the collaborative way in which TIA officials and the region’s counties are working together on growth and economic issues. That hasn’t always been the case, he said. “We’ve never really been together as a region,”Wells said, but he added,“I can see it now.”

For motorists heading south, primarily from Pasco County, the detour route will be to travel North Dale Mabry Highway south to Bearss Avenue, then head east to U.S. 41. For those heading north, the detour would be to take Bearss Avenue west to North Dale Mabry Highway and then continue north. While motorists will not be able to cross the tracks during the closure, there will be access to local businesses, including Lutz

Preparatory School. Access to Lakeside Drive also will be maintained, from the north side of the tracks. Electronic message boards and detour signs are being used to assist motorists traveling through the detour. Officials said traffic will be congested on various roads throughout the area, adding most of the routes will experience heavier than normal congestion. The Florida Department of Transportation worked with CSX to choose the March 14 to March 27 timeframe, so most of the work could be scheduled during the Hillsborough County Public Schools’ spring break, officials said.

In addition to a scholarship pool of $2,000 to split among team members, the program also receives new cheerleading mats each year, which can total up to $1,000, Haddad said. “The school has allowed for increased mats for safety, and team equipment has grown tremendously,” the cheer coach said. “They get bags and practice uniforms, and bows and all those things they didn’t get before, and if they did get them, the team was paying out of pocket, whereas now the school takes care of those fees. “We never traveled out of state for competitions until last year, so that’s a really big deal,” she said. While a first-place finish in Myrtle Beach would be ideal, the team is hoping to wind up in the top three. “Last year, our team was good, but not as good as we are now,” Kahn said. “The improvement every year — you can see it.” “I’d say we have a lot more talent than we did last year. We have more tumbling skills,” Sanchez said.“If all of us try out next year, I wouldn’t even doubt it that we’d make first.”

Just a few years removed from playing college baseball, John DiBenedetto already is thriving in his first varsity baseball headcoaching gig. Over the summer, DiBenedetto, 24, was hired as the new coach for the Academy at the Lakes baseball program. Previously, he assisted Carrollwood Day School’s varsity baseball program. DiBenedetto heard about the job opening when he was helping out at a baseball clinic last summer. “I didn’t even know what Academy at the Lakes was, to be completely honest,” DiBenedetto said, “because I’m a Hillsborough County guy, all the way.” “It was a long two-month (hiring) process, but it worked out great. I couldn’t be happier,” he said. In high school, DiBenedetto was a standout catcher at Newsome High and Blake High. His skills afforded him the opportunity to earn a college baseball scholarship, where he spent two years apiece at Division II Saint Anselm (New Hampshire) College and Division III Rivier (New Hampshire) University. With his playing days nearing an end in college, DiBenedetto had an interest in coaching. “At the end of my junior year, I knew this is what I wanted to do. I kind of got into it

LOCAL TRACK ATHLETE BREAKS TWO MEET RECORDS Land O’ Lakes senior Tori Cannata set two meet records after winning both the high jump and the triple jump at the Kiwanis Invitational in Brooksville on March 8. my senior year,” he said, noting he started analyzing game situations more closely and talking to others about the profession. Being the Academy’s fourth head coach in as many years, DiBenedetto quickly realized he had a massive challenge on his hands, since the program recently suffered from instability and coaching turnover. Even at the varsity level, several players still hadn’t yet grasped some of the game’s fundamentals — such as knowing how to run bases, how to bunt or take a sign from third base. The young coach said the biggest initial struggle for him has been changing the culture of the once “broken” program. For DiBenedetto, changing the culture consists of having players “buy in” and show up to practice every day ready to work. “Before I came in, practices just consisted of warming up, throwing a little bit, hitting some BP (batting practice) and going home,” said DiBenedetto, whose father, John Sr., also helps out with the day-to-day program operations. “Now we have the organization where we’re working on specific situations all the time, and everything we do at practice is for a reason. It’s not like we’re just out there just to hit. Everything is very structured, time-based.” The results are beginning to show. The Wildcats already have three wins, which ties as many as they had all of last year.

With a 3-6 record as of March 14, DiBenedetto hopes the team can finish close to .500 by season’s end. “Our main goal from day one is to give us a chance in April in districts,” DiBenedetto said.“It’s very reasonable. It can be done.” Though it takes time to build a sustainable high school program, DiBenedetto is excited about the team’s prospects over the next few years. This year’s squad features a unique mix of youth — four seventh-graders and an eighth-grader have played in a varsity game — and experience, highlighted by seven seniors. “All of these kids had been going to school here, and I had to kind of go in and recruit them,” DiBenedetto said. “A lot of them just played travel ball, and had no interest playing on the high school team because of the struggles and the coaching turnover.When I was able to be here every day...I was able to have conversations with kids.” Perhaps the most intriguing player on the roster for this season and next season is junior pitcher Darin Kilfoyl, a towering 6foot-8 right-hander who sports a 1.84 earned run average. In the team’s most recent win on March 3 against Victory Christian, Kilfoyl struck out 19 batters in a complete game, one-hit shutout. While still “extremely raw,” Kilfoyl is drawing interest from several Division I coaches

Doreen Armillei and her husband, Ron, were grabbing a bite to eat as they waited for things to get started at the Land O’ Lakes Spring Music Festival & Expo, presented by the Central Pasco Chamber of Commerce. The Land O’ Lakes couple came out to the concert for a simple reason. “I wanted to see Taylor Hicks,” Doreen said. “I like his personality very much,” Doreen added, noting she became a fan while watching Hicks compete and ultimately win Season 5 of American Idol. Karen Twilla, another Land O’ Lakes resident, came to the concert with her husband, daughter and a couple of friends. She, too, appreciates Hicks. “I’ve seen him in Tampa. I’ve seen him in New York City, when he was in ‘Grease.’ We’ve seen him in Las Vegas and here,” she said, noting she also watched him on American Idol. She enjoys Hicks’ music, but is even more impressed by his character. “He’s just a fine gentleman. He just loves his music. I love his heart,”Twilla said. They weren’t the only ones attracted to the March 11 concert. People were waiting in line before the gates opened at 6 p.m. And, when they got in, there was plenty of room to spread out blankets and set up lawn chairs on the spacious grounds at the Fraternal Order of Police Pasco Lodge 29 property at 21735 YMCA Camp Road. While some settled onto blankets, or claimed seats in the reserved section, others stationed themselves on boats — on Bell Lake, which borders the property — to take advantage of the spring concert. The aroma of barbecue filled the air, and there were vendors selling Cajun food, funnel cakes, fried Oreos and other foods. The evening concert enjoyed “chamber of commerce weather,” in the words of Elayne Bassinger, president of the Central Pasco Chamber of Commerce. Although the March 11 concert was sold out, attendance was lighter than expected. Apparently those purchasing tickets gave them to people who decided not to use them, Bassinger said.
