The RRS will publish the MDRM certificate and announce the award on permanent orders by annotating the order number on the MDRM certificate (figure 2-10). A separate order will not be published. (2) MDARNG Production Recruiters may receive this award upon making their assigned mission for the fiscal year (not less than 12 months). Task Force NCOICs will submit those eligible to the RRB commander for approval. The RRB will publish the MDRM certificate and announce the award on permanent orders by annotating the order number on the MDRM certificate (figure 2-10). A separate order will not be published. 2-11. The Maryland Military Department Special Services Ribbon (MMDSSR).

a. Justification. Awarded to recognize members of the MMD who serve in special programs or nonnumber or non-letter units and have demonstrated outstanding performance. As of the date of this publication, these entities consist of the following: (1) Maryland National Guard Honor Guard Team (2) Maryland National Guard Counter Drug Program b. Personnel eligible. Uniform members of the MMD who are assigned to the entities listed above. c. Period. See g. below d. Approval authority. The Adjutant General for Maryland with delegated authority to the Director of each entity. e. Subsequent awards. Not applicable for this ribbon. This is a one-time only award no matter how many times an individual serves in a MMD Special Service. Members of the MDNG Honor Guard will be awarded the MDSSR with the Folded Flag device. f. Restrictions. See g. below. g. Rules for awarding the MDSSR: (1) Maryland National Guard Honor Guard Team a) Member must serve on the MDNG Honor Guard for at least two years. b) Member must comply with all MDNG Honor Guard operating procedures, must be recommended by the area manager and approved by the Director. Award of the MDSSR is not automatic. Commanders will not request this award for their members. c ) The MDNG Honor Guard Director will announce the award of the MMDSSR in memorandum format (figure 1-9). d) This ribbon is retro-active for those who have previously served on the MDNG Honor Guard provided the criteria above is met. (2) Maryland National Guard Counter Drug Program. a) Member must be assigned to the MDNG Counter Drug Program (supply or demand reduction) for a minimum of 365 days, cumulative, under State or Federal active duty status. The member must have exemplary drill and AT attendance as well as complete all scheduled professional development and physical fitness exams. b) Award of the MDSSR for the Counter Drug Program is not automatic. Commanders will not request this award for their members. c ) The MDNG Counter Drug Coordinator will announce the award of the MMDSSR in memorandum format (figure 1-9). d) This ribbon is retro-active for those who have previously served on the Counter Drug Program provided the criteria above is met. e) Effective the date of this publication, the MDCDR is no longer authorized for wear. Any members awarded the MDCDR, past or present, must now wear the MDSSR (refer to chapter 4). h. MMDSSR eligibility. Other entities within the MMD who feel they are a special service eligible for this ribbon must submit a request to the State Senior Enlisted Leader. A justification with standards, criteria and proposed approval authority must accompany the request . All new requests will be staffed through Army and Air command channels. Upon review, a final proposal will be submitted to TAG for his final disposition.
