1. Summary: This publication provides the criteria and standards for the proper awarding of Maryland Military Department medals and ribbons. It is intended to set a uniform standard for all entities within the Maryland Military Department. This regulation is not to be supplemented below Joint Force Headquarters level.

Questions regarding this regulation should be directed to HQ-MDARNG-G1 (Army) or HQ MDANG/DOS (Air).

2. Applicability: This publication applies to all entities within the Maryland Military Department to include the Maryland Army National Guard (MDARNG), the Maryland Air National Guard (MDANG), the Maryland Defense Force (MDDF), and the Maryland Emergency Management Agency (MEMA).

3. Interim Changes: Interim changes to this publication will be published accordingly. Changes to this regulation are not official unless approved by the Office of the Adjutant General for Maryland.

4. Proponent: The proponent for this publication is the Office of the Adjutant General. CHAPTER 1 GENERAL 1-1. Intent. The intent of Maryland Military Department (MMD) Awards Program is to recognize its members for meritorious service or achievement while performing state related activities, or to recognize special duty or service unique to the Maryland Military Department or the State of Maryland. This regulation applies to:  Maryland Army National Guard (MDARNG)  Maryland Air National Guard (MDANG)  Maryland Defense Force (MDDF)  Maryland Emergency Management Agency (MEMA) 1-2. Authorization. Authority for the issuance of state decorations and awards is established in Section 37, Article 65, Militia, Annotated Code of Maryland 1957, as amended. The Adjutant General for Maryland (TAG) will be the final authority for issuance, additions, deletions and changes to Maryland Military Department Awards Program. Authorization for the wear of MMD awards on the Army, Air or MDDF uniform can be found in each service’s appropriate uniform regulations.

1-3. Categories Of Awards. The term “award” is broad and can refer to any one of the following: a. Decoration. A decoration is a medal awarded to individuals for personal acts of achievement, service, contribution, valor or heroism. b. Service medals or ribbons. A service medal or ribbon is awarded to MMD members to recognize service longevity, emergency service or service overseas. c. Special recognition. Special recognition awards are given to recognize MMD members for performance that does not fall under decoration or service awards. d. Certificate of Appreciation or Recognition. Certificates are awarded to individuals who accomplished deeds worthy of notice and recognition that do not meet the criteria for a decoration per a. thru c. above.

1-4. Maryland Military Department Awards. Listed below are the authorized medals and ribbons of the Maryland Military Department in the order of precedence. a. Effective the date of this regulation, the below listed Maryland medals and ribbons are no longer authorized for award, but are still authorized for continued wear if awarded prior to the date of this regulation.

Refer to Chapter 4 for more information.

1-6. Award Devices. Listed below are the devices authorized for wear on the MMD medals and ribbons. a. Distinguishing “V” Device. Worn on the MDDSC for Valor. b. Botonee. The botonee is an award device unique to the Maryland Military Department. It will be worn as indicated below. Wear of a botonee on the other state awards is not authorized.

(1) Bronze botonee. Worn on the MDSSM to denote every subsequent 5 years of honorable service to the State of Maryland and on the MDSAYR to denote the annual selectee.

(2) Silver botonee. Worn on the MDSSM to denote 20 years of honorable service to the Maryland National Guard.

(3) Gold botonee. Worn on the MDSSM to denote 30 years of honorable service to the Maryland National Guard and to denote a subsequent award of the MDDSC-V. c. Folded flag device. The Folded Flag Device will be worn on the MDSSR to denote service on the Maryland National Guard Honor Guard d. Bronze oak leaf clusters. Worn to denote subsequent award of the MDDSC-S, MDMSM, MDCM, MDMCSM, and MDRM. e. Silver oak leaf cluster – worn to denote the 6th and 11th award or in lieu of 5 bronze oak leaf clusters. f. Bronze Arabic numeral. The bronze Arabic numeral will be worn on the MDOUR, MMDESM, TAGSRR and MMDOSR to denote the subsequent award.

1-7. Decoration Recommendation Forms. a. Army: State decorations will be submitted on DA Form 638. Completion of this form will follow the same rules outlined in AR 600-8-22 and as shown in figures 1-2 and 1-3. All other state awards will be requested, approved and announced in memorandum format, figure 1-9 or on permanent order format 320, figure 1-10. b. Air: All state awards will be requested utilizing HQ MDANG IMT2, figure 1-4. c. MDDF: The MDDF will request state decorations using DA From 638, figures 1-2 and 1-3. All other state awards and MDDF awards will be requested on MDDF Awards Form 1, figure 1-5. d. MMD civilian employees and Army/Air non-dual status technicians: Request for state decorations for these employees will be requested in memorandum format using the sample in figure 1-6.

1-8. Decoration Citation. A decoration citation, also known as the narrative to accompany the award, must be completed for the following state decorations: MDDSC, MDMSM, MDCM and MDMCSM. For a sample and instructions on how to complete the citation for state decorations, refer to the figure 1-1.

1-9. Approval Levels And Authority. a. The decision to award a state decoration and the decision on which award is appropriate are both subjective decisions made by the commander having the approval authority. The award should be based on the individual’s level of responsibility and how the individual's performance or act benefited the State of Maryland and Maryland Military Department. Awarding a state medal for the sole purpose of "retaining" a MMD member defeats the purpose of the program. b. The Adjutant General of Maryland is the final approving authority for all state awards covered in this publication. However, TAG has delegated approval authority for selected state awards down to the subordinate unit levels. Refer to Chapter 2 of this publication for the approval authority for each state award. c. The approval authority, at all levels, must be a command officer. Authority cannot be delegated to staff officers or executive officers. Full-time manning (FTM) supervisors can approve awards commensurate to their grade provided they are in a command position of a number or letter unit. d. The commander having approval authority may delegate disapproval authority to their subordinate commanders provided those commanders have the authority to approve the next lower award. This delegation must be in writing and on file at the unit.

MD Mil Dept Reg 672-1 e. Approval authority is extended to an individual occupying a vacant command position, regardless of grade. For example, a LTC assigned on orders as a MSC commander is authorized to approve the MDMSM; a MAJ assigned on orders as a battalion commander is authorized to approve the MDCM, and so forth.

1-10. Recommending A State Award Or Decoration. Any member of the MMD (military or civilian) may recommend any other member of the MMD for an award or decoration, regardless of rank or status, if he/she has personal knowledge, or has witnessed an act or achievement worthy of such consideration.

1-11. Dual Recognition. Dual recognition, the awarding of a two or more state decorations for the same act, achievement or period of service, is not authorized. Commanders will not issue two separate state decorations when one decoration can be awarded to cover a concurrent period of service. The exceptions to this rule are listed below. a. A state decoration may be awarded at the time of retirement and may encompass a member’s entire MMD career. b. A state decoration may be awarded in addition to a federal award at the time of retirement or when authorized by TAG or AAG. c. A member already awarded a decoration for valor or heroism, may still be awarded a state decoration for service even though the periods overlap. d. If a member’s performance (not state related) does not meet the requirements specified in Air or Army regulations for a federal award, a state decoration may be submitted in lieu of a federal award. However, it will not be submitted in addition to a federal award. The exception is annotated in b. above.

1-12. Time Limitations. a. It is the responsibility of any member having personal knowledge of an act of achievement believed to warrant recognition to submit a recommendation to the concerned individual’s commander for consideration as soon as possible. Awards based on retirement are to be forwarded as early as possible prior to the individual’s retirement date. b. Time limitation for state decorations approved at the subordinate unit level will be at the discretion of the commander having the approval authority. c. State decorations that require TAG level approval must be submitted within one year of the act, service or achievement. Awards based on retirement are to be forwarded NLT 60 days prior to the planned presentation date to allow for sufficient processing time.

1-13. Posthumous Award. a. Upon the passing of a MMD member, commanders will recognize those members for their honorable service to the State of Maryland and to the Maryland Military Department. The level of award will be at the discretion of the commander having the approval authority. The death of a member, though always tragic, does not automatically entitle the deceased, or his/her family, to a state award or decoration. b. TAG may overturn any commander’s recommendation and posthumously award a state decoration at his/her discretion. c. If an interim decoration is awarded posthumously, and the higher decoration is subsequently approved, the next of kin will be permitted to retain both awards. d. If the award is an oak leaf cluster, it will be appended to the appropriate medal, and the completed decoration, consisting of the medal and oak leaf cluster(s), will be presented to the next of kin. e. Eligible classes of “Next of Kin” are surviving: widow or widower, eldest son or daughter, father, mother, eldest brother or sister or eldest grandchild.

1-14. Interim Awards. Commanders may award a lesser state decoration pending the final disposition of the higher state decoration. When the higher state decoration is approved, the lesser one will be revoked.

Revocations will be published IAW each service’s appropriate orders regulations. If an interim decoration is awarded posthumously, and the higher decoration is subsequently approved, the next of kin will be permitted to retain both awards.

MD Mil Dept Reg 672-1 1-15. Character Of Service And Eligibility. a. A state award will not be awarded to any MMD member whose character of service has not been determined as “honorable” by the member’s unit commander. Exceptions to this rule must be authorized by TAG. b. State decorations awarded to members who have suspension of favorable personnel actions due to physical fitness failure, overweight, adverse action, etc, will be at the discretion of the commander having the approval authority.

1-16. Award Of State Decorations To Service Members Of Other Components, Civilians And Foreign Nationals. State decorations may be awarded to service members of other components, civilians and foreign nationals provided they performed an act of heroism, achievement or accomplishment that directly supported or benefited the Maryland Military Department or the State of Maryland. The citation that accompanies the award must state as such. Chapter 2 describes which medals or ribbons civilians, foreign nationals and other nonmilitary personnel are eligible to receive. Active duty service members under Title 10, USC may accept state awards in "honor" only.

1-17. Wearing Medals And Ribbons From The National Guard Of Other States. a. The wearing of medal and ribbons awarded to MMD members from other states are authorized for wear. They will be last in the order of precedence. If a MMD member has been awarded ribbons from several different states throughout his/her career, the order of precedence will be in the order that particular state was admitted to the union, however, Maryland will always be first.

(1) Federal Awards (2) Foreign Awards (3) Maryland Awards (4) Awards from other states. b. The wearing of Maryland Defense Force ribbons are not authorized for wear on the Army or Air uniform for military members. This is IAW the uniform regulation of both services. However, members of the MDANG and MDARNG may accept MDDF awards in “honor” only.

1-18. Recognition For Retirement Or Departure From An Assignment. a. MMD members who are eligible to retire from military or civilian service are authorized to be awarded a state decoration in addition to any federal awards. MMD members who qualify for an early retirement are also eligible for state decorations, provided their character of service has been deemed honorable (military) or faithful (civilian), which ever applies. b. Retirement awards requiring TAG’s approval will be submitted IAW paragraph 1-12c. above to allow for appropriate processing time. c. No individual is "automatically" entitled to a state award upon retirement or departure from an assignment. Members must be recommended for the award by their chain of command or agency director.

1-19. State Medals And Ribbons Awarded Erroneously. a. If an individual feels a state award was awarded erroneously, he or she may request, thru the chain of command to the approval authority, that an investigation be conducted to check the validity of the award. The investigation will be conducted at the discretion of the commander having the approval authority. b. If, after the investigation, it is found that the award had been awarded erroneously, the commander having the approval authority may revoke or downgrade the award, whichever applies, and will have the final say in any cases involving an erroneous award.

1-20. Impact Awards. a. State medals will be awarded as impact awards for state related activities only. State related activities may include state active duty, working on missions for MDNG Counterdrug Program, Partnership for Peace, Challenge Program, MSCA, etc. b. Impact awards will be limited to the Maryland Commendation Medal and will only be awarded to those individuals whose achievements went clearly beyond those of their peers. Mass impact award of the MDCM to an entire unit is not authorized unless approved by TAG. Impact awards are meant to recognize individuals, not whole units.

When awarding an impact award, commanders must ensure follow-up documentation is completed to ensure service members receive credit in their official military personnel file. d. Impact state awards will not be given for mobilization under Title 10 USC unless authorized by TAG. 1-21. Lost Award Recommendations. The procedures for managing lost award recommendations will be done at the discretion of the commander having the approval authority. If it is determined that an award recommendation was lost due to no fault of the chain of command (i.e. loss of electronic data, computer glitch), then the recommendation may be re-submitted.

1-22. Announcement Of Awards. Announcement of state awards will be done IAW chapter 2 of this regulation. Samples can be found throughout this publication.

1-23. Presentation Of Decorations. Presentation of a state award will be conducted IAW each service’s ceremonial regulation. Utilization of local news media to promote the MMD Awards Program and to recognize our members is highly encouraged. Subordinate Army and Air units will coordinate with MDNG Public Affairs Office with appropriate information and photographs.

1-24. Conversion Of Awards. Refer to paragraph 4-2 of this regulation.

1-25. Reconsideration / Appeal Of Downgraded Or Disapproved Decoration Recommendations. a. A one time request for reconsideration for a state decoration that has been downgraded or disapproved must be submitted into command channels within one year from the date of the approving authority’s decision.

This one time reconsideration by the approval authority will be conclusive. Requests for appeal submitted after one year will not be considered. b. Requests for reconsideration must be entered thru the same command channels as the original recommendation and must contain new, substantive information. Refer to figure 1-7 for a sample request memorandum.

1-26. Decorations For Mobilization. State decorations will not be awarded to members mobilized under Title 10, USC for service or achievement unless authorized by TAG. Exceptions to this rule are annotated in Chapter 2 of this publication. State decorations can be awarded to members mobilized under Title 32, USC provided their mission directly supported the Maryland Military Department or the State of Maryland. This will be at the discretion of TAG. 1-27. Trophies And Plaques. The awarding of plaques and trophies to recognize events and achievements not covered in this publication is authorized. The citation will be 8 ½ x 11 in landscape format and will not exceed one page.

Font for the citation will be limited to Arial or Times New Roman and must be either 12 or 14 pitch.

The individuals name and unit may not exceed 24 pitch. Use of italics is authorized.

The individual's SSN will not be annotated anywhere on the award.

The heading of the citation will be centered horizontally on the page and it will identify the individual by complete grade title. The individuals unit or agency will be placed underneath the name.

The narrative will have a minimum of 4 lines. All state decorations will end with the phrase “...AND THE STATE OF MARYLAND” Use of common Army and Air acronyms are authorized.

Absolutely no typing errors or marks of any kind are acceptable.

Use of Maryland National Guard graphics to give the citation a more professional and dignified appearance are authorized and optional.

Citation will be printed on normal white copy or bond paper, however, use of white, tan or gray parchment paper is authorized. Parchment paper may have borders.

CHAPTER 2 MARYLAND MILITARY DEPARTMENT MEDALS AND RIBBONS 2-1. General. This chapter outlines the standards and criteria for the Maryland Military Department (MMD) medals and ribbons. Theses standards apply to all entities of the MMD. The awards below are listed in the order of precedence.

2-2. The State Of Maryland Distinguished Service Cross (MDDSC-V & MDDSC-S).

MDDSC-S

a. Justification.

(1) MDDSC for Valor: The MDDSC-V may be awarded to those MMD members who performed an act of heroism or valor clearly beyond of what might have been reasonably expected and of extraordinary nature. In the saving of a life, the act must be of a voluntary nature which placed the member in possible personal jeopardy or harm. It may also be awarded by TAG for those service members mobilized under Title 10 USC to recognize them for making the ultimate sacrifice in the defense of their state and nation. Recipients of the MDDSC for Valor will be awarded the neck ribbon and ribbon bar with the Distinguishing “V” device.

Effective the date of this publication, the MDDSC-V will be awarded for valor in lieu of the now discontinued Maryland Medal for Valor (refer to paragraph 4-2a.).

(2) MDDSC for Service: The MDDSC-S may be awarded to any individual who, while serving in any capacity and any branch of said service, shall have distinguished themselves by service or achievement beyond the normal call of duty to the Maryland Military Department or State of Maryland in a duty of great responsibility. b. Personnel eligible. Members of the MMD, service members of other components, civilians and foreign nationals. c. Period. There is no restrictions on period of service. d. Approval authority. The Adjutant General for Maryland. e. Subsequent award.

(1) Only one MDDSC ribbon bar will be worn even if both versions of the MDDSC have been awarded (2) MDDSC-V: Subsequent award of the MDDSC-V will be denoted by a gold botonee placed on the ribbon bar to the left of the V device.

(3) MDDSC-S: Subsequent award will be denoted by a bronze oak leaf cluster (4) If both version of the MDDSC are awarded, the subsequent award will be placed to the left of the “V” device. f. Supporting documentation for the MDDSC-V. The supporting evidence for the MDDSC-V can be any documents that establish the validity of the heroic act such as extracts from official records, police reports, newspaper clippings, and/or eyewitness statements. The nominee may also submit a statement on his/her behalf.

Requests for award of the MDDSC-V will be reviewed to ensure the criteria is met. g. Examples for awarding the MDDSC-V: (1) Running into a burning house or car, without any protective gear, and saves the life of an individual(s).

(2) Diving into a body of water at freezing temperatures, to save a life.

(3) Sacrificing a life or receiving a severe injury or wounded in the defense of state and nation in support of real world contingency mission based on mission reports and eye-witnesses. h. Examples of when awarding of the MDDSC-V would not be appropriate: (1) An instinctive, involuntary act that in the process saves a life by administering CPR or helping a choking person in a non-threatening environment (i.e. office) (2) Traditional Guardsmen whose civilian jobs are in the “first responder” field performing their normal duties. i. Restrictions. The MDDSC will not be awarded to members mobilized under Title 10 USC for service or achievement while mobilized under Title 10 USC. The exception to this rule is annotated in 2-2a(1) above.

MD Mil Dept Reg 672-1 For Army only, the MDDSC-V will not be awarded for an act of heroism or valor in a non-combat environment already recognized by award of the Soldier’s Medal. j. Processing and submission: (1) Army: a) Recommendations for the MDDSC-V and MDDSC-S will be requested on DA Form 638.

Follow the sample in figure 1-2. Recommendations must be endorsed by the MSC Commander and forward to the G1. All requests for the MDDSC will be evaluated by the MDARNG Awards Board. If approved, the recommendation will be forwarded through the Army Commander to TAG for final disposition. b) Requests for the MDDSC-V must have the accompanying documentation as stated in 2-2f. above. Bullet statements and the proposed citation are not required on the DA 638. A narrative describing the incident and the citation will both be published on a separate sheet of 8 ½ x 11 paper and attached to the request. (Use the Pure Edge enclosures). The narrative must contain a detailed chronological narration of the act, utilizing exact dates, and times and full identification of all principles, including witnesses. A signed statement from at least one eyewitness (preferably two or more), must accompany the request. In cases where no eyewitnesses are available, this requirement may be waived if personal heroism is completely self-evident and the award legitimately can be made without question. A signed statement by the individual nominated, describing the act in detail, also may be regarded as important supportive evidence. c) JFHQ detachments and G-Staff will forward their recommendations directly to the G1 for processing. Recommendations must be endorsed by the G-staff director or detachment commander (whichever applies). Do not send directly to the office of the Chief of Staff. d) The MDDSC certificate and accompanying citation will be completed by the G1 and will be responsible for updating the Soldier’s official file. e) Award of the MDDSC will be announced on permanent orders annotated on the DA 638 and on the MDDSC certificate. A separate order will not be published. A sample completed MDDSC can be found at figure 2-3.

(2) Air: a) Recommendation for both orders of the MDDSC will be requested utilizing HQ MDANG IMT 2, figure 1-4. Requests must have bullets a – h completed, be endorsed by the unit commander, group commander, and wing commander, then forwarded to the MDANG/DOS. All entries will be statements that reflect specific accomplishments of the individual being recommended for the award. Additional justification may be added on a separate sheet of paper and attached to the form. In addition to the HQ MDANG IMT 2, units are required to submit a narrative and citation via word format on a disc following example in figure 1-1.

These items will be reviewed by the MDANG/DOS for disposition. If approved, the recommendation will be forwarded through the AAG onto the TAG for final disposition. b) Requests for the MDDSC for Valor must have the accompanying documentation as stated in paragraph 2-2f above. c) The commanding officer will be responsible for thorough investigation of the heroic act and that all supporting evidence is included in the nomination package. A narrative describing the incident and the citation will be published on a separate sheet of 8 ½ x 11 paper and attached to the request detailing a chronological narration of the act, utilizing exact dates, and times and full identification of all principles, including witnesses. d) A signed statement from at least one eyewitness (preferably two or more), must accompany the request. In cases where no eyewitnesses are available, this requirement may be waived if personal heroism is completely self-evident and the award legitimately can be made without question. A signed statement by the individual nominated, describing the act in detail, also may be regarded as important supportive evidence. e) Award of the MDDSC will be announced by permanent order number recorded by HQ MDANG on the HQ MDANG IMT 2 and on the MDDSC certificate. A separate order will not be published. f) HQ MDANG will forward the completed package to the unit commander for presentation at an appropriate ceremony. g) HQ MDANG will update the decoration and award in MilPDS and file a copy in the member’s state military record.

MD Mil Dept Reg 672-1 (3) MDDF: a) The recommending officer must complete DA Form 638, figure 1-2, and submit to the MDDF-G1 Awards section, along with the required documentation listed in 2-2f. above. b) The request will be presented to the MDDF Awards and Recognition Board at the earliest possible date for a decision. c) Approved award requests will be referred to the Commanding General, MDDF for his permission to forward the request to the Maryland Military Department for final disposition.

(4) MMD civilians and Army/Air non-dual status employees: a) Requests for the MDDSC for MMD civilians and Army non-dual status employees will follow the same procedures for the MDMCSM. Refer to paragraph 2-5g(1) for instructions and figure 1-6 for a sample recommendation. If the recommendation is for the MDDSC-V, the supporting documentation listed in paragraph 2-2f. above must accompany the request. The request will be forward to the G1 (Army) or HQ MDANG/DOS (Air), for processing.

2-3. State Of Maryland Meritorious Service Medal (MDMSM).

a. Justification. The MDMSM may be awarded to an individual for recognition of acts of achievement or service of superior or exceptional distinction to the Maryland Military Department or the State of Maryland b. Personnel eligible. Members of the MMD, service members of other components, civilians and foreign nationals. c. Period. There is no restrictions on the period of service. d. Approval authority. The Adjutant General for Maryland with delegated authority for approval by the below listed commanders: (1) Army/Air Commander – JFHQ elements (2) MSC Commander – Army (3) Wing Commander – Air (4) MDDF Commander – MDDF e. Subsequent award. Subsequent awards will be denoted by a bronze oak leaf cluster. f. Restrictions. The MDMSM will not be awarded to members mobilized under Title 10 USC unless authorized by TAG. g. Processing and submission: (1) Army: a) Recommendations for the MDMSM will be requested on the DA Form 638, (figure 1-3), and forwarded through command channels to the MSC Commander for final disposition. The MSC will complete the MDMSM certificate (figure 2-4), accompany citation (figure 1-1) and update the Soldier’s official file. b) JFHQ detachments and G-Staff will forward their DA Form 638 directly to the G1 Awards Section for processing. Recommendations must be endorsed by the G-staff director or detachment commander (whichever applies). Do not send directly to the office of the Chief of Staff. c) The MSC commander may delegate approval authority for this award, in writing, to subordinate O6 commanders of the following units: HQ, ADMRU, 291st ALT, SOD-J and the State Medical Detachment. d) No board action at the state level is required for this award. e) Award of the MDMSM will be announced on permanent orders annotated on the DA 638 and on the MDMSM certificate. Personnel eligible. Members of the MMD, service members of other components, civilians and foreign nationals. c. Period. There is no restrictions on period of service. d. Approval authority. The Adjutant General for Maryland with delegated authority for approval by the below listed commanders: (1) Army/Air Commander – JFHQ elements (2) Battalion Commander and above– Army (3) Wing Commander and above – Air (4) MDDF Commander – MDDF e. Subsequent award. Subsequent award will be denoted by a bronze oak leaf cluster. f. Restrictions. The MDCM will not be awarded to members mobilized under Title 10 USC unless authorized by TAG. g. Processing and submission: (1) Army: a) Recommendations for the MDCM will be requested on the DA Form 638, (figure 1-3), and forwarded through channels to the battalion commander for final disposition. The battalion will complete the MDCM certificate (figure 2-5), accompanying citation (figure 1-1) and update the Soldier’s official file. b) JFHQ detachments and G-staff will forward their recommendations directly to the G1 Awards section for processing. Recommendations must be endorsed by the G-staff director or detachment commander (whichever applies). (4) MMD civilians and Army/Air non-dual status employees: Requests for the MDCM for MMD civilians and Army non-dual status employees will follow the same procedures for the MDMCSM. Refer to paragraph 2-5g(1) for instructions and figure 1-6 for a sample recommendation. h. A sample of a final, completed state award, ready for presentation, can be found at figure 2-7.

2-5. State Of Maryland Meritorious Civilian Service Medal (MDMCSM).

a. Justification. The MDMCSM may be awarded to recognize exceptional service or performance of MMD civilian employees, Army and Air non-dual status employees, Family readiness volunteers, or to those non-agency civilians who greatly supported the Maryland Military Department, the Maryland National Guard and the State of Maryland. b. Personnel eligible. As described in paragraph a. above. c. Period. There is no restrictions on period of service. d. Approval authority. The Adjutant General for Maryland. e. Subsequent award. Subsequent award will be denoted by a bronze oak leaf cluster. f. Restrictions. The MDMCSM will not be awarded to active military members of the MMD. Recipients must not have a current military affiliation. Military veterans and retirees are eligible. g. Processing and submission (All MMD agencies): (1) Recommender will submit an electronic (MS Word or TIFF) memorandum requesting award of the MDMCSM, have it endorsed by the chain of command (or agency director) and forward to the G1 (Army) or HQ MDANG/DOS (Air) for processing (figure 2-6). Follow the memorandum request sample in figure 1-6.

(2) The memorandum must contain a justification of the civilian’s achievements or contributions to the organization and a citation to be read when presented. h. This is an “honorary” award and permanent orders will be not be published. i. The MDMCSM medal and ribbon bar was redesigned in 2008. Refer to Chapter 4 for more information. j. Previous awardees of the MDMCSM in a civilian status who later become a military member of the MDNG, are authorized to wear. k. MD Mil Dept Reg 672-1 2-6. Maryland National Guard Outstanding Unit Ribbon (MDOUR).

a. Justification.

(1) Awarded to subordinate units of the MDNG for demonstrating outstanding unit readiness requirements. The MDOUR is designed to reward and inspire unit teamwork in meeting today’s Department of Defense’s goals.

(2) Awarded by TAG to subordinate units of the MDNG for outstanding performance in support of “Real World” contingency mission b. Personnel eligible. Uniform members of the Maryland Army and Air National Guard and the Maryland Defense Force. c. Period. The fiscal year in which awarded. d. Approval authority. The Adjutant General for Maryland. e. Subsequent award. Subsequent awards will be denoted by a bronze Arabic numeral. f. Restrictions. Only awarded to a number or letter unit. More than one unit can submit and be selected for this award in the same fiscal year. g. Rules for awarding and wearing the MDOUR: (1) The MDOUR is considered an individual ribbon and will be worn on the left side of the uniform with the individual ribbons (Army and Air).

(2) The unit commander will have the final decision on those members he/she deems worthy for consideration. The commander may also recommend any member not assigned or attached, if he/she feels that particular member played a vital role in the success of the unit's performance.

(3) Soldiers newly assigned to a unit that has been awarded the MDOUR, will not wear the ribbon if they were not assigned during the credited period. h. Processing and submission: (1) Army: a) MSCs will submit Title XI data to the G1 on memorandum format and attach any supporting documentation (figure 2-14). The request will be reviewed by the MDARNG Awards Board and data will be verified by SIDPERS, G3 and MEDPROS. Units are required to score 90 points in each category to be eligible (figure 2-15). If approved, the G1 will have the MSC submit an automated roster of all eligible members. The roster will contain the Soldier’s full name, rank, SSN, PRN, and period of service. The G1 will use this roster to publish order format 320 to announce the award of the MDOUR. The MSC will be responsible for updating the Soldier’s official file. b) For requesting the MDOUR for outstanding unit performance ISO a contingency mission IAW 2-6a(2) above, unit will submit a memorandum through the chain of command with a justification. The justification must be endorsed by the MSC commander (figure 2-16). If approved, the MSC will submit an automated roster of all eligible personnel to the G1 as described in the paragraph above. c) Units consisting of all AGR or FTM personnel are not eligible under paragraph g(1)a) above, but are eligible under g(1)b) above.

(2) Air: Refer to HQ MDANG Instruction 36-2802.

(3) MDDF: Follow the procedures outlined in paragraph g(1)b above.

(4) MMD civilians and Army/Air non-dual status employees: Does not apply i. Only one MDOUR certificate will be issued to recognize the selected unit (figure 2-8).

2-7. The Adjutant Generals Special Recognition Ribbon (TAGSRR) (Formerly The Maryland National Guard Adjutant General’s Distinguished Unit Ribbon)

a. Justification. The TAGSRR may be awarded to recognize an agency, office or entity that is not a lettered or numbered unit, for acts of service or achievements that greatly benefitted the Maryland Military Department or the State of Maryland. b. Personnel eligible. Uniform members of the MMD. c. Period. There is no restrictions on period of service.

The TAGSRR will not be awarded for the same event in which another state medal or ribbon has been awarded. It will not be awarded to a numbered or lettered unit. g. Processing and submission (All MMD agencies): (1) Recommender will submit an electronic (MS Word or TIFF) memorandum requesting award of TAGSRR, have it endorsed by the chain of command (or agency director) and forward to the G1 (Army) or HQ MDANG/DOS (Air) for processing. Follow the memorandum request sample in figure 1-8.

(2) The memorandum must contain a justification of the entity’s achievements or contributions to the organization and a citation to be read when presented.

(3) Award of the TAGSRR will be announced on permanent orders IAW figure 1-10.

(4) The TAGSRR certificate will be completed by the G1 (Army) or MDANG/DOS (Air) (figure 2-9). Only one TAGSRR certificate will be published to recognize the entire selected entity.

2-8. Maryland National Guard Soldier/Airman Of The Year Ribbon (MDSAYR).

a. Justification. The MDSAYR is awarded to those individuals who have demonstrated outstanding skills, military bearing and have been selected to appear before the State level Soldier/Airman of the Year Board. b. Personnel eligible. Non-commissioned Officers and Enlisted members of the Maryland National Guard. (AGR and Traditional Guardsman) c. Period. The date of the board as set by the Senior Enlisted Leaders of the Army and Air. d. Approval authority. The Adjutant General for Maryland with delegation to the Army / Air AAG. e. Subsequent awards. Not applicable for this award. A bronze botonee will be awarded to the selectee of the Soldier/Airman of the Year Board. f. Restrictions. Awarded to Army and Air enlisted members of the MMD only. g. Processing and submission: (1) Army: The MDARNG will convene boards IAW the MDARNG CSM annual guidance.

(2) Air: Refer to MDANG Instruction 36-2805.

(3) MDDF: Does not apply.

(4) MMD civilians and non-dual status employees: Does not apply. h. Rules for awarding the MDSAYR. (1) This ribbon is awarded to all who compete for the state level board only. Participants of subordinate level boards will not be awarded this ribbon.

(2) Uniform members who have been awarded the MDSAYR may still wear it if they become a commissioned officer or warrant officer later in their careers.

(3) The MDSAYR became effective with the 1998 Soldier/Airmen of the Year Board. This award is not retroactive. i. Each member that competes at the State level will receive a MDSAYR certificate in addition to the ribbon.

2-9. Maryland Military Department Emergency Service Medal (MMDESM) (Formerly The State Active Duty Medal).

a. Justification. Awarded to Maryland Military Department members for being mobilized by the Governor of Maryland or by the Federal Government under Title 32 USC, to support a domestic emergency or crisis. The awarding of the MMDESM will be announced by the Office of the Adjutant General for a particular mission. Not all state or domestic missions will qualify for this award. b. Personnel eligible. Uniform members of the MMD. c. Period. As designated by TAG for a particular mission. d. Approval authority. The Adjutant General for Maryland.

Processing and submission: (1) Army and Air: Upon TAG authorizing the MMDESM for a particular state mission, the MSCs (Army) or Wing (Air) will submit an automated roster of all eligible Soldiers/airmen to the G1 (Army) or HQ MDNG/DOS (Air). The roster will contain the individual’s full name, rank, SSN, unit and period of service and will be used to publish orders announcing the award of the MMDESM. (2) MDDF: The recommending officer must complete MDDF Awards Form 1 (Jul 09) and submit to the MDDF-G1, Awards Officer for processing and final disposition by the CG, MDDF (figure 1-5).

(3) MMD civilians and non-dual status employees: Does not apply. h. A certificate will not be issued for this award.

2-10. The Maryland National Guard Recruiting Medal (MDRM).

a. Justification. The Maryland National Guard Recruiting Medal will be awarded in recognition of those individuals directly responsible for causing the enlistment or appointment of two individuals into the Maryland National Guard. b. Personnel eligible. Members of the MMD, service members of other components, civilians and foreign nationals. For MDNG Production Recruiters, see paragraph h. below. c. Period. There are no restrictions on the period of service. Individuals are eligible when two confirmed leads enlist into the MDNG may and may be carried over from the previous FY. d. Approval authority. The Adjutant General for Maryland with delegated authority to the Army /Air AAG and O6/O5 subordinate level commanders. e. Subsequent awards. Subsequent award will be denoted by a bronze oak leaf cluster. f. Restrictions. The MDRM will not be awarded for any type of retention saves. Enlistments or appointments only. g. Processing and submission: (1) Army: a) The MDRM will be requested on memorandum format with the two Notification of Enlistments (NOE) attached for verification (figure 1-11). The request will be endorsed through the chain if command and approved by the first O5 in the chain of command. The command with the approving authority will publish the MDRM certificate and announce the award on permanent orders by annotating the order number on the MDRM certificate (figure 2-10). A separate order will not be published. b) Those JFHQ Detachments that do not have an O5 commander will forward their requests to the G1 Awards section for processing and approval by the Army AAG. (2) Air: The MDRM will be requested on HQMDANG IMT2, figure 1-4. The request will be endorsed through the chain of command and forwarded to HQ MDANG/RRS. Names of the enlistment/appointments credited to the nominee must be included on the IMT2 in the section normally utilized for bullet statements. Those enlistees/appointees named on the IMT2 will initial the form confirming the referral. The HQ MDANG/RRS will publish the MDRM certificate and announce the award on permanent orders by annotating the order number on the MDRM certificate (figure 2-10). A separate order will not be published.

(3) MDDF: The recommending officer must complete MDDF Awards Form 1 (Jul 09) (figure 1-5), and submit to the MDDF-G1, Awards Officer for verification. The request will then be forwarded to the MDARNG G1 Awards section for final disposition. If the individuals enlist into the MDANG, the G1 will verify the request with HQ MDANG/DOS prior to final disposition.

(4) MMD civilians and Army/Air non-dual status employees: Follow the procedures outlined in g(1) above for Army NDS or g(2) above for Air NDS. h. Production Recruiters.

(1) MDANG Production Recruiters who meet the state annual goal are eligible for this award (not less than 12 months). The recruiting office supervisor (ROS) is also eligible for this award when office/state meet the state goal. The retention office manager is eligible for this award whose assigned unit achieves a 90% retention rate during a one year period. The one year period can be any 12 consecutive months. The RRS will 31

MD Mil Dept Reg 672-1 complete HQ MDANG IMT2 for the nomination of the recruiting medal for members of the recruiting and retention staff outlining the statistical data justifying award of the medal. The RRS will publish the MDRM certificate and announce the award on permanent orders by annotating the order number on the MDRM certificate (figure 2-10). A separate order will not be published.

(2) MDARNG Production Recruiters may receive this award upon making their assigned mission for the fiscal year (not less than 12 months). Task Force NCOICs will submit those eligible to the RRB commander for approval. The RRB will publish the MDRM certificate and announce the award on permanent orders by annotating the order number on the MDRM certificate (figure 2-10). A separate order will not be published.

2-11. The Maryland Military Department Special Services Ribbon (MMDSSR).

a. Justification. Awarded to recognize members of the MMD who serve in special programs or nonnumber or non-letter units and have demonstrated outstanding performance. As of the date of this publication, these entities consist of the following: (1) Maryland National Guard Honor Guard Team (2) Maryland National Guard Counter Drug Program b. Personnel eligible. Uniform members of the MMD who are assigned to the entities listed above. c. Period. See g. below d. Approval authority. The Adjutant General for Maryland with delegated authority to the Director of each entity. e. Subsequent awards. Not applicable for this ribbon. This is a one-time only award no matter how many times an individual serves in a MMD Special Service. Members of the MDNG Honor Guard will be awarded the MDSSR with the Folded Flag device. f. Restrictions. See g. below. g. Rules for awarding the MDSSR: (1) Maryland National Guard Honor Guard Team a) Member must serve on the MDNG Honor Guard for at least two years. b) Member must comply with all MDNG Honor Guard operating procedures, must be recommended by the area manager and approved by the Director. Award of the MDSSR is not automatic.

Commanders will not request this award for their members. c ) The MDNG Honor Guard Director will announce the award of the MMDSSR in memorandum format (figure 1-9). d) This ribbon is retro-active for those who have previously served on the MDNG Honor Guard provided the criteria above is met.

(2) Maryland National Guard Counter Drug Program. a) Member must be assigned to the MDNG Counter Drug Program (supply or demand reduction) for a minimum of 365 days, cumulative, under State or Federal active duty status. The member must have exemplary drill and AT attendance as well as complete all scheduled professional development and physical fitness exams. b) Award of the MDSSR for the Counter Drug Program is not automatic. Commanders will not request this award for their members. c ) The MDNG Counter Drug Coordinator will announce the award of the MMDSSR in memorandum format (figure 1-9). d) This ribbon is retro-active for those who have previously served on the Counter Drug Program provided the criteria above is met. e) Effective the date of this publication, the MDCDR is no longer authorized for wear. Any members awarded the MDCDR, past or present, must now wear the MDSSR (refer to chapter 4). h. MMDSSR eligibility. Other entities within the MMD who feel they are a special service eligible for this ribbon must submit a request to the State Senior Enlisted Leader. A justification with standards, criteria and proposed approval authority must accompany the request . All new requests will be staffed through Army and Air command channels. Upon review, a final proposal will be submitted to TAG for his final disposition.

MD Mil Dept Reg 672-1 i. The director of each agency with approval authority will ensure a copy of the memorandum awarding the MMDSSR will be forwarded to the G1 (Army) or HQ MDANG/DOS (Air) for placement into the individual’s official file. j. A certificate will not be issued with this ribbon.

2-12. The Maryland Military Department Overseas Service Ribbon (MMDOSR).

a. Justification. The Maryland Military Department Overseas Service Ribbon will be awarded to those MMD members who performed overseas service outside the continental United States on foreign soil on or after 2 August 1990. Hawaii and Alaska are not considered foreign soil. Effective the date of this publication, the MMDOSR is now reinstated for the MDARNG. b. Personnel eligible. Uniform members of the MMD. c. Period. Fifteen consecutive days or thirty cumulative of overseas service in support of a state mission. d. Approval authority. The Adjutant General for Maryland with delegation to the lowest level commander possible. e. Subsequent awards. Subsequent award will be denoted by a bronze Arabic numeral. f. Restrictions. Service members of other components, civilians or foreign nationals are not eligible. For Army only, time served overseas is not retroactive between 1 March 2003 and the date of this publication. g. Rules for awarding the MMDOSR. (1) The MMDOSR will not be awarded for those overseas missions covered by an Army or Air Force overseas service ribbon or by a campaign medal (i.e., annual training, mobilization under Title 10 or under Title 32).

(2) If a member is awarded the MMDOSR for 15 consecutive days, those days cannot be credited toward 30 days cumulative. The time for the subsequent award will begin over again.

(3) Those members awarded the MMDOSR under the old standards are authorized for continued wear and acceptance. h. Processing and submission: (1) Army: Section leaders will provide a list of all eligible Soldiers to their unit administrative personnel. If approved by the unit commander, award of the MMDOSR will be announced on memorandum format (figure 1-9). MSCs will update the Soldier’s official file (2) Air: Unit commanders may recommend all eligible airmen for the MMDOSR utilizing HQ MDANG IMT 2, figure 1-4. If more than one individual is nominated, an automated roster of all eligible airmen is to be used. The roster will contain the Airmen's full name, rank, SSN, unit of assignment, and period of overseas service. The unit’s CSS representative will use this roster to update MilPDS and announce the award of the MMDOSR by using the memorandum format.

(3) MDDF: MDDF Unit Commanders will submit a list of eligible active duty MDDF personnel, containing the person's full name, SSN, unit of assignment, period of overseas service and a copy of approved MDARNG mission orders, to the MDDF G-1, for submission to the Commanding General, MDDF, for final approval.

(4) MMD civilians and non-dual status employees: Does not apply. i. A certificate will not be issued with this ribbon.

2-13. State Of Maryland State Service Medal (MDSSM).

a. Justification. The State of Maryland State Service Medal is awarded to those individuals who have completed five continuous years of faithful, honorable and efficient service to the State of Maryland. b. Personnel Eligible. Uniform members of the MMD. c. Period. Five continuous years of service to the State of Maryland. d. Approval Authority. The Adjutant General for Maryland with delegation to the lowest level commander possible.

Awarded to uniform members of the MMD only. g. Rules for awarding the MDSSM. (1) The MDSSM is awarded for every 5 years of continuous service. A break of more than 24 hours constitutes a break in service. (Transfer to the Inactive National Guard is considered a break in service). a) For Example: SGT Smith ETS on 1 December 2010 with 4 years of service since his last MDSSM. SGT Smith changes his mind and reenlists on 3 December 2010. His new period of service for the MDSSM will start on 3 December 2010. He will be eligible again on 2 December 2015.

(2) A botonee will be awarded for every additional 5 years of service even if there is a break between 5 year periods: b) For Example: SGT Jane Doe completed her 5 years of service and was awarded the MDSSM. She got out of the Guard and came back in 3 years later. This does not negate the first 5 years of service. If SGT Doe completes another 5 years of service since her reenlistment, she will be awarded a bronze botonee. A soldier may be awarded a botonee as long as each period of service was done in 5 year continuous increments (3) MMD members mobilized under Title 10, USC, will still be credited with service time toward award of the MDSSM. (4) Unit commanders may disapprove award of the MDSSM if they feel a Soldier’s service during the five year period was not faithful or honorable. Commanders must publish a memorandum for record explaining why the medal was not awarded.

(5) The 5 year period for the MDSSM may be waived for any member who give their life in the line of duty. h. Processing and submission: (1) Army: Section leaders will provide a list of all eligible Soldiers to their unit administrative personnel for processing. If approved by the unit commander, award of the MDSSM will be announced on memorandum format (figure 1-9). MSCs will update the Soldier’s official file (2) Air: Unit commanders may recommend all eligible airmen for the MDSSM. If more than one individual is nominated, an automated roster of all eligible airmen is to be used. The roster will contain the airmen's full name, rank, SSN, unit of assignment, and period of state service. The HQ MDANG/DOS will use this roster to announce the award and update MilPDS. (3) MDDF: The recommending officer must complete MDDF Awards Form 1 (Jul 09) (figure 1-5) and submit to the MDDF-G1 Awards Officer. It will be presented to the next scheduled MDDF Awards and Recognition Board at the earliest possible date for a decision. Request will then be forwarded to the Commanding General, MDDF for final disposition.

(4) MMD civilians and non-dual status employees: Does not apply. i. MDSSM Certificate. The Maryland National Guard State Service Medal Certificate is now an authorized certificate that can be awarded with the Medal. It will be awarded IAW with the below listed timeframes only and will not be awarded for every subsequent award. The certificate will be prepared at the command level having the approval authority. The MDSSM certificate will not be used as an “official” source document. The memorandum awarding the MDSSM will be the official document placed in the Soldier’s / 34

MD Mil Dept Reg 672-1 airmen’s military record. Do not use the blue state awards binder for the MDSSM certificate. Use a certificate or document holder for presentation. Refer to paragraph 1-28.

The below paragraphs outline the standards and criteria for MDDF Medals and Ribbons. Theses standards apply to members of the MDDF only. Maryland Guardsman may accept, but not wear MDDF awards. The awards are listed in the order of precedence.

2-15. The Maryland Defense Force Humanitarian Service Medal (MDDFHSM).

a. Justification. The MDDFHSM is presented to any active member of the MDDF who, while under orders and in the opinion of the MDDF Commanding General, greatly distinguishes themselves by meritorious direct participation in any significant military act or operation of a humanitarian nature as approved by the Maryland Military Department. b. Personnel eligible. Active members of the MDDF only. c. Period. As designated by the Maryland Military Department for a particular humanitarian mission. d. Approval authority. Commanding General, MDDF. e. Subsequent award. Bronze Arabic Numeral. f. Restrictions. Only one MDDFHSM shall be presented to any one person for a particular humanitarian mission. g. Processing and submission. The recommending officer must complete MDDF Awards Form 1 (Jul 09) (figure 1-5), and submit it to the MDDF-G1, along with a letter of recommendation from the recommender and a copy of an approved order. The request will be presented to the MDDF Awards and Recognition Board who, at the earliest possible date, will determine eligibility for submission to the Commanding General, MDDF, for final disposition.

2-16. The Maryland Defense Force Achievement Medal (MDDFAM).

a. Justification. The MDDFAM is presented for superior achievement and service. b. Personnel eligible. Any individual who served the MDDF in support of its mission. c. Period. There are no restriction on the period of service. d. Approval authority. Commanding General, MDDF. e. Subsequent award. Subsequent awards will be denoted by a bronze oak leaf cluster. f. Restrictions. The MDDFAM replaces the MDDFACH Ribbon and may not be worn together. g. Processing and submission. The recommending Officer must complete MDDF Awards Form 1 (Jul 09) (figure 1-5), and submit to the MDDF-G1, Awards Officer. The award request will be presented to the next scheduled MDDF Awards and Recognition Board for review and submission to the Commanding General, MDDF, for final disposition.

2-17. The Maryland Defense Force Honorable Service Ribbon (MDDFHSR).

a. Justification. The MDDFHSR is awarded to those individuals who have demonstrated superior dedication and made significant contributions to the advancement and professionalism of the MDDF’s mission. b. Personnel eligible. Active members of the MDDF only. c. Period. As determined by the recommending officer. d. Approval authority. Commanding General, MDDF. e. Subsequent award. Not applicable for this award.

2-19. The Maryland Defense Force Community Emergency Response Team Ribbon (MDDFCERTR).

a. Justification. The MDDFCERTR will be earned upon a MDDF member's successful completion of an accredited local, state or federal government sponsored CERT training program. The CERT course or program must also be certified by the MDDF-G3. b. Personnel eligible. Active members of the MDDF only. c. Period. Not applicable for this award. d. Approval authority. The MDDF-G1. e. Subsequent award. Not applicable for this award. f. Processing and submission. The recommending Officer must complete MDDF Awards Form 1 (Jul 09) (figure 1-5), and submit to the MDDF-G3 for verification, who will then forward to the MDDF-G1 for final approval.

2-20. The Maryland Defense Force Professional Development Ribbon (MDDFPDR).

a. Justification. The MDDFPDR is awarded to encourage professional growth within a member’s MDDF specialty and recognize the successful completion of approved course work or the attainment of professional licenses as determined by the MDDF-G3. b. Personnel eligible. Active members of the MDDF only. c. Period. Not applicable for this award. d. Approval authority. The MDDF-G1. e. Subsequent award. Subsequent award will be denoted with a Bronze Arabic Numeral. f. Processing and submission. 2-21. The Maryland Defense Force Basic Training Ribbon (MDDFBTR).

CHAPTER 3 CERTIFICATES AND MISCELLANEOUS AWARDS 3-1. General. This chapter outlines the authorized certificates (minus those awarded with a state medal or ribbon) members of the Maryland Military Department can be awarded for acts or deeds worthy of notice and recognition, but not enough to justify the awarding of an individual decoration. There is no order of precedence for the certificates outlined in this chapter and all are of equal merit.

3-2. The Maryland National Guard Certificate of Appreciation (MDNGCOA). a. Justification. The Maryland National Guard Certificate of Appreciation is awarded to any individual(s) who accomplished deeds worthy of notice and recognition, but not enough to justify the awarding of an individual decoration. b. Personnel eligible. Any individual or entity (military or civilian) who supported or benefited the Maryland Military Department. c. Period. There is no restriction on the period of service. d. Approval authority. The Adjutant General for Maryland with delegated authority down to battalion/squadron level commanders and to Army G-staff directors. e. Rules for awarding the MDNGCOA. (1) Use of Maryland National Guard or State of Maryland graphics to give the MDNGCOA a professional or tasteful decorative appearance is authorized.

(2) It is particularly desirable to award the MDNGCOA to non-military agencies or civilians to recognize their outstanding service and support to the Maryland National Guard. f. Restrictions. None. g. Processing and submission: (1) Follow the sample in figure 3-1 when completing the COA. A one to three line citation is all that is required. Type in complete title/grade and name and center horizontally. The individual’s organization may be typed underneath, but is optional.

(2) The command with the authority to award will maintain a supply of COAs to issue IAW 4-2a. above. Resupply will be requested thru the G1 (Army) or HQ MDANG/DOS (Air).

3-3. Governor’s Certificate of Commendation for Service (GCCS). a. Justification. The Governor’s Certificate of Commendation for Service is awarded by the Governor of Maryland to recognize uniform members of the Maryland Military Department for their honorable service to the Armed Forces of the United States and the Maryland National Guard. It is intended to be a lasting memento of military service. b. Personnel eligible. Uniform members of the Maryland National Guard only. c. Period. The number of years served by the individual. d. Approval authority. The Governor of Maryland. e. Rules for awarding the Governor’s Certificate of Commendation for Service.

(1) The GCCS will be awarded to those uniform members retiring after 20 or more years of verified service and whose character of service was deemed “honorable”.

(2) Soldiers/airmen who retire with less than 20 years due to early or medical retirements, can still be awarded the Governor’s Certificate of Commendation for Service provided their character of service was “honorable”.

(3) The member must intend to retire from military service to receive this award.

(4) The certificate will indicate the number of total years of military service (Active and Guard).

(5) The GCCS contains the Governor’s signature pre-printed in the certificate. f. Restrictions. Civilians cannot be awarded the GCCS. g. Processing and submission: (1) Follow the sample in figure 3-2 when completing the CGGS. All information will be centered on each line.

(2) MSC/Group level commands will maintain a supply of GCCS to award IAW 4-3a. above.

Resupply will be requested thru the G1 (Army) or HQ MDANG/DOS (Air).

MD Mil Dept Reg 672-1 3-4. Maryland National Guard Certificate Of Appreciation To A Loyal Dedicated Guard Spouse (MNGCOA-S). a. Justification. The MNGCOA-S is awarded to recognize the support and dedication of a Guard member’s spouse. It is intended to be a lasting memento of faithful support (figure 3-3). b. Personnel eligible. Spouses of uniform members of the Maryland National Guard only. Spouse may be another uniform member. c. Period. Not applicable for this award. d. Approval authority. The Adjutant General for Maryland with delegated authority down to the MSC / Group Commanders. e. Restrictions. The MNGCOA-S will not be awarded to any individual who is not a legal spouse. It will only be awarded to the spouse at the time of a uniform member’s retirement. f. Processing and submission: (1) Follow the sample in figure 4-3 when completing the MNGCOA-S. Type in spouse’s complete name, centered on the line. If the spouse is a uniform member, type in complete name and grade.

(2) MSC/Group level commands will maintain a supply of GCCS to award IAW 4-3a. above.

Resupply will be requested thru the G1 (Army) or HQ MDANG/DOS (Air).

3-5. Individual Unit Certificates of Appreciation or Recognition. Units are authorized to create and award their own certificates of appreciation to recognize those individuals or agencies for supporting a unit function or event. However, when their support benefits the entire Maryland Military Department or Maryland National Guard as a whole, it would be desirable to award them the Maryland National Guard Certificate of Appreciation signed by TAG or the Army/Air AAG. 3-6. The Adjutant General’s Eagle Award. The Adjutant General’s Eagle Award is presented by the Adjutant General to an individual (military or civilian), to recognize outstanding service and support to the Maryland Military Department. It is a token of TAG’s appreciation for their hard work and dedication. It is reserved for the Adjutant General to award at his/her discretion. Units who feel they have an individual worthy of this award must coordinate, through the chain of command, with the OTAG. 3-7. The Maryland National Guard Senior Enlisted Leader’s Award (MDNGSELA). a. Justification. The MDNGSELA is awarded for recognition of outstanding service or support to the Maryland National Guard. b. Personnel eligible. Any individual the State Senior Enlisted Leader feels is deserving (military or civilian). c. Period. There is no restrictions on the period of service. d. Approval authority. The State Senior Enlisted Leader. e. Restrictions. At the discretions of the State Senior Enlisted Leader. f. Processing and submission: Commanders will not request award of this certificate. It will be awarded at the discretion of the State Senior Enlisted Leader.

CHAPTER 4 DISCONTINUED, OBSOLETE AND HISTORICAL MEDALS AND RIBBONS ON THE MARYLAND NATIONAL GUARD AND THE MARYLAND DEFENSE FORCE 4-1. General. This chapter will cover the recently discontinued and obsolete medals and ribbons of the Maryland Military Department. They are included in this regulation because many of the medals and ribbons listed in this chapter are still authorized for wear as of the date of this publication. Veterans who have additional historical information on the below listed awards are welcomed to submit their information to the OTAG for inclusion in this publication. This chapter will also cover obsolete State Guard awards, which today is the Maryland Defense Force (MDDF).

4-2. Discontinued Medals And Ribbons Of The Maryland Military Department.

Effective the date of this regulation, the below listed medals and ribbons are no longer authorized to be awarded within the MMD, but are still authorized for wear. The exception is the Maryland National Guard Counter Drug Ribbon (MDCDR). See paragraph 4-2c below. a. State Of Maryland Medal Of Valor (MDMOV). The MDMOV has been replaced with the Maryland Distinguished Service Cross for Valor (MDDSC-V). Those individuals previously awarded the MDMOV are authorized for continue wear. It will be second in order of precedence behind the MDDSC-V / MDDSC-S. However, previous awardees may convert to the MDDSC-V by sending a request through their chain of command with a copy of the MDMOV attached. All conversions must be approved by TAG.

b. Maryland National Guard Honor Guard Ribbon (MDNGHGR). The MDNGHGR has been replaced by the Maryland Military Department Special Services Ribbon (MMDSSR). The MMDSSR has adopted the design of this ribbon and eligible members of the MDNG Honor Guard will continue to wear the ribbon in it’s present form as shown below. No follow-up documentation will be required to convert to the MMDSSR. Documentation in members files awarding them the MDNGHGR will remain valid for the MMDSSR.

c. Maryland National Guard Counter Drug Ribbon (MDCDR). The MDCDR has been replaced by the MMDSSR. The MDCDR is no longer authorized for wear and acceptance. Effective the date of this regulation, all eligible members of the MDNG Counter drug program, or those current members who have previously served on the Counter drug program, must wear the MMDSSR ribbon. Members will simply replace the ribbon.

No follow-up documentation will be required to convert to the MMDSSR. Documentation in members files awarding them the MDCDR will remain valid for the MMDSSR. Retirees and veterans may retain this award and it will be worn as shown below .

d. Maryland Air National Guard First Sergeant Ribbon (MDANGFSR). The MDANGFSR is no longer authorized. Those individuals previously awarded the MDANGFSR are authorized for continue wear. It will be tenth in order of precedence.

e. Maryland Meritorious Civilian Service Medal (MDMCSM) – Obsolete version. The MDMCSM was redesigned in 2008. The discontinued version pictured below will no longer be issued. However, individuals who have been awarded the previous version may continue to wear.

f. Maryland Defense Force Emergency Service Ribbon (MDDFESR). Effective the date of this publication, the MDDFESR will no longer be issued. It has been replaced by the Maryland Military Department Emergency Service Ribbon (refer to paragraph 2-9). Those MDDF members who have been previously awarded this ribbon may continue to wear. It will be third in the MDDF order of precedence.

4-3. Historical Notes About Current MMD Medals And Ribbons. a. Maryland Distinguished Service Cross (MDDSC). The MDDSC was established in 1972. It started out as just the neck ribbon, but then expanded to include the traditional medal design. The neck ribbon was re-instated sometime in the 1980’s and is awarded in almost all instances today. The traditional medal design is now primarily used for shadow boxes. b. Maryland Meritorious Service Medal (MDMSM) and Maryland Commendation Medal (MDCM).

(1) Both the MDMSM and MDCM were authorized the same year as the MDDSC (1972). The design of the MDCM was originally the design for the now obsolete State Guard Service Medal.

(2) The certificates for both the MDMSM and the MDCM were issued with a gold seal of Maryland.

The practice was discontinued in the mid-1990’s. c. Maryland Meritorious Civilian Service Medal (MDMCSM). The MDMCSM was originally conceived in the mid-1980s. However, it would be another 20 years before the MDNG would officially authorize the medal for issuance in 2004. d. The Adjutant General’s Special Recognition Ribbon (TAGSSR). When first authorized in 2004, it was originally named the Maryland National Guard Adjutant General’s Distinguished Unit Ribbon. The Army side did not to adopt it for issuance and it was only being awarded to members of the Maryland Air National Guard. e. Maryland Military Department Emergency Service Medal (MMDESM). The MMDESM, (formerly the Maryland State Active Duty Medal), when officially authorized in the mid-1980’s, was originally named the “Maryland Emergency Service Medal”. f. Maryland State Service Medal (MDSSM). The MDSSM Type I was authorized in April 1900. For the first 22 years of its existence, it was awarded for every 9 years of service. In 1922, the requirement was raised to 10 years and in 1971, the requirement dropped to the current 5 year period. The current design of the MDSSM, known as the Type II, was authorized in 1948. Rectangular bars with the number of years service in bronze, silver or gold, used to be attached to the full-size medal lapel.

4-4. Obsolete And Historical Medals And Ribbons Of The Maryland Military Department. a. Listed below are obsolete medals and ribbons of the Maryland National Guard and the Maryland Defense Force (MDDF). The MDDF was known as the Maryland State Guard until 1990. This paragraph is for historical reference only and will updated in subsequent revisions to this publication to reflect any new historical updates. b. The Maryland Selected Reserve Force Medal. The medal was originally conceived in the late 1980’s, but was never officially authorized for issuance or wear by the MDNG. (No picture is currently available.) c. The Maryland World War I Service Medal. This medal was authorized for issue to citizens of Maryland who volunteered for and served in either the Army or Navy during WWI. The medal was authorized in 1922 and has been obsolete now for decades.

d. The Maryland State Service Medal – Type 1 / State Guard Membership Ribbon. This ribbon, according to available historical reference, is the Type 1 MDSSM issued prior to 1948. It is also the same design as the State Guard Membership ribbon.

MD Mil Dept Reg 672-1 e. The Maryland State Guard Service Ribbon. This ribbon was awarded for completion of one year of service during which the member had to maintain a 90 percent or better drill attendance. The original design of this ribbon became the Maryland Commendation Medal in 1972.

f. The Maryland State Guard Pre-War Defense Ribbon. This ribbon was awarded to those who served prior to the attack on Pearl Harbor.

g. The Maryland State Guard 100 Percent Drill Attendance Ribbon. This ribbon was awarded for 100 percent drill attendance in any given CY.

h. The Maryland State Guard Good Conduct Ribbon / State Guard Campaign Ribbon. This ribbon and the State Guard Campaign Ribbon are believed to be one in the same. No other historical information is currently available.

i. The Maryland State Guard Longevity Ribbon. No historical information is currently available.

j. The Maryland State Guard Meritorious Unit Citation. No historical information is currently available.

k. On 3 April 1906, the Maryland legislature authorized a medal for those who had served in the SpanishAmerican War, but no funds were ever appropriated for the medal and it was never created. Additionally, Section 38 of Article 65 authorizes “Veteran Medals” for not only the aforementioned war, but all other subsequent conflicts. None have ever been struck, however, certificates of service were awarded to MDNG veterans of WWII and the Korean War. l. Several unique longevity medals were created and awarded to LTG Milton A. Reckord, the former Adjutant General for Maryland from 1920 – 1965. He received a gold medal with a diamond clasp to recognize his 50th through 65th year of service. No other individual of the MDNG has ever been awarded this special award. No picture of this award currently exists.

CHAPTER 5 MARYLAND NATIONAL GUARD PROGRAM AWARDS 5-1. General. This chapter covers the Maryland Army National Guard Program Awards and applies to members of the MDARNG only. Program awards are intended to recognize outstanding MDARNG units by The Adjutant General for demonstrating excellence in areas such as safety, logistics, food service, maintenance and training. For information regarding submission for National Guard Bureau Program Awards, refer to NGR 672-1 dated 1 October 1996.

5-2. The Maryland Army National Guard Award For Excellence In Army Food Service. a. General. The Maryland Army National Guard Award for Excellence in Food Service is presented annually to a unit food service section deemed outstanding in the preparation and serving of food to military personnel while in a field environment. b. Personnel eligible. Any MDARNG unit with field food service capabilities. c. Period. Awarded annually between 1 June of the current year to 28 February of the next year. d. Approval authority. The G4 will recommend approval or disapproval to the Adjutant General who will make final determination. e. Evaluation boards.

(1) Commanders of battalion or equivalent level units will establish an evaluation board that will determine the best food service section in the battalion. The winner will compete for the MSC level board.

(2) MSCs will establish an evaluation board to select a winner from nominees within their subordinate battalions. The winner of the MSC competition will compete for the Maryland Army National Guard Award for Excellence in Army Food Service.

(3) The state board will be appointed by the G4. The state level board will be comprised of the following members: a) JFHQ Food Service Technician b) JFHQ Food Service Specialist c) One member from each MSC. f. Procedure. Nominated units throughout the entire process will be reported by memorandum to the next higher headquarters conducting that phase of the competition. An information copy will be sent to the G4. The report will include; (1) Copy of completed Field Kitchen Competition Checklist.

(2) Name of individuals comprising the dining facility.

(3) Date(s) and location(s) where nominated dining facility may be evaluated by the next higher headquarters’ evaluation board (4) Identification of additional dining facility teams within the command that deserves honorable mention. g. Method of selection / criteria.

(1) Evaluation at each level, must be made in a field environment, not in an established dining facility.

(2) Evaluation must be based upon the service of at least one meal to troops in the field. Tactical considerations such as camouflage, defensive positions, tactical feeding, etc, will not be required unless unit training mission indicated otherwise.

(3) The 1000 point checklist found in AR 30-1, will be used for evaluating each nominee. h. Evaluation of the MSC nominees will be made by the state level evaluation board annually between 1 March and 30 July. Commanders of nominated units must coordinate training to ensure that their dining facility has the opportunity to conduct service operations in a field environment during these months to be properly evaluated for the award. i. Announcement of winners. The winner of the Maryland Army National Guard Award for excellence in Army Food Service will be made in August of each TY. It will be announced by the Adjutant General or his designated representative. j. The winning unit will be the state’s nominee for the Phillip A. Connelly Award, which will be submitted by the G4 to Chairman of Region 1B Eagle.

MD Mil Dept Reg 672-1 5-3. The Maryland Army National Guard Supply Excellence Award. a. General. The Maryland Army National Guard Supply Excellence Award is awarded to the unit that achieves the highest degree of proficiency in supply management within a 12 month period. b. Eligibility.

(1) Level IV, Category I. Company level units operating under manual property book procedures or separate (AA) companies under the Standard Property Book System (SPBS) automated procedures with supply functions centralized to that level.

(2) Level IV, Category II. Battalion level units operating under manual or automated property book accounting procedures with functions centralized to that level.

(3) Level V. TDA units operating under manual property book procedures with supply functions centralized to that level. c. Submission of nomination. The unit commander will initiate the nomination process by preparing a memorandum providing the required information. The packet is forwarded through command channels to the G4, with each command level preparing an endorsement highlighting the unit’s achievements. The on-site evaluation checklist can be obtained by contacting the G4. d. Selection of winners. The Adjutant General will make one selection from each of the categories mentioned in 5-3b. above. e. Presentation. The commanders of each selected unit will be presented a plaque by the Adjutant General in appropriate ceremony.

5-4. The BG (MD) Wachter Maintenance Excellence Award. The BG (MD) Wachter Maintenance Excellence Award recognizes, on an annual basis, the unit that has attained the highest level of maintenance readiness as evidenced by COMET inspection results. The award is a perpetual plaque displayed in the lobby of the BG (MD) Wachter Maintenance Facility at CFMR. Each annual winner will be inscribed on the plaque.

The Director of Maintenance will make the final selection upon review of the COMET reports of units meeting the criteria.

5-5. Maintenance Certificate Of Efficiency. a. General. The Maintenance Certificate of Efficiency is an award designed to recognize units that attain a level of excellence in maintenance and equipment management. This award may be awarded to more than one unit each year. b. Criteria.

(1) Must comply with instructions contained in SMO Pamphlet 750-1 when preparing for a Command Maintenance Evaluation Team (COMET) visit.

(2) Must have participation, during a COMET visit, by the unit commander.

(3) Must receive a satisfactory rating in all areas inspected by COMET. (4) Must have no deficiencies of ERC “A” items. On-the-spot corrections are not countable.

(5) Must have less than 20% shortcomings per commodity area inspected.

(6) Must be recommended by the COMET Chief for the award.

(7) Must be approved by the Director of Maintenance for the award.

5-6. Maintenance Certificate Of Merit. Unit must meet the criteria for the Maintenance Certificate of Efficiency as described above, with the exception of not having more than one deficiency in maintenance management and have no more than 25% shortcomings in any commodity area.

5-7. The Brigadier General Thomas B. Baker Training Excellence Award. a. General. The Brigadier General Thomas B. Baker Training Excellence Award is presented annually to the unit which demonstrates the highest standards of training excellence. b. Eligibility. Company, battery or troop level units are eligible to compete for this award. c. Criteria. The criteria for this award is based on the National Guard Bureau’s Superior Unit Award (see paragraph 2-4, NGB Reg 672-1). d. Nomination Procedure.

(1) Follow the same procedure for submitting a nomination packet for the National Guard Bureau Superior Unit Award (see paragraph 2-5, NGB Reg 672-1) 56

MD Mil Dept Reg 672-1 (2) Requests must be submitted NLT 31 December of each year to the G3. The period for the nomination is 1 October of the previous year to 30 September of the current year.

(3) Nomination packet must be endorsed by each level of the chain of command to include commander’s comments and recommendation for this award. A copy of the latest TAM will be attached.

(4) Additional information to include pictures and other enclosures may be submitted by the unit commander as attachments to the nomination packet. This is not a requirement. e. Units that do not meet the minimum criteria for each category for the Superior Unit Award, may request a waiver for that criteria and fully explain the circumstances and plan of corrective action f. Selection of winner and presentation. The winner of the BG Thomas B. Baker Training Excellence Award will be selected by the Adjutant General based upon the recommendation of an awards committee. The award will be presented by the TAG at the annual Commander’s Conference.

5-8. Maryland Army National Guard Safety Awards. For criteria and submission for MDARNG safety awards, refer to MDARNG Regulation 385-10.
