REFORMED KPCS TO CURB CONFLICT DIAMONDS A

frican and international civil society organisations have called for urgent and substantial reform of the Kimberley Process Certification Scheme (KPCS) if it wants to remain relevant. The scheme is a joint government, industry and civil society initiative to stem the flow of conflict diamonds. The call came ahead of a KPCS intercessional summit held in Kimberley from 04 to 07 June 2013, the second time South Africa is hosting the event. Speaking at the opening of the four-day inter-sessional meeting on Tuesday 04 June 2013, Mineral and Resources Minister Susan Shabangu said a review of the Kimberley Process organisation's functions will put a dent

on trade in conflict diamonds. She called on the 54-member states of the Kimberly Process to consider proposals that have been made on the organisation's policy reforms and structural changes. The Kimberley Process was launched in May 2002 after the Southern African diamondproducing states met in Kimberley to discuss ways to stop the trade in conflict diamonds and ensure that diamond purchases were not financing coup d'etats. “The road we travelled was torturous and difficult, and at times hopes were fading in search of solutions to avert the imminent disaster. We all remained indefectible in our hope to reach our Continued on page 3

he Draft IDP of the Gamagara Municipality was approved at a Council meeting in the Council Chambers in Kathu on Thursday 30 May 2013. After Councillor Henry Horniet opened the meeting with a short contemplation and prayer the Mayor, Councillor Maria Diniza welcomed everybody and expressed her dissatisfaction about the habitual absence of some councillors from council meetings without apology. Chief Whip Councillor Dineo Moyo lit a candle in solemn reflection on HIV/AIDS awareness. Two representatives of Macroplan town and regional planners, Kobus Treurnicht and Len Fourie, subsequently delivered an exceptionally informative presentation on the Gamagara Spatial Development Framework (SDF) and the Kathu Services Development Strategy (SDS). They briefly elaborated on the fact that Kathu made history with its astronomical growth in the past few years which surpassed all expectations. The biggest problems emanating from this, they emphasised, concerned water and sewerage infrastructure. In this regard future residential development in Kathu will be limited to the western side of the town. A new tower and reservoirs are, however, needed. This presentation was followed by one by Johan

They discussed an assessment report compiled by the company on capital investment requirements and the munici-

pality's management's capabilities. Some of their observations referred to perceived limited technical capabilities and the fact that there seemed not to be any sector-specific development programmes being developed. They also mentioned that senior management was concerned about falling behind and not keeping up with the town's exorbitant growing pace. The development of an effective financial investment plan was one of PWC's primary recommendations, in order to facilitate infrastructure development and capacity building. Councillor Diniza thanked PWC for their inputs and indicated that the municipality took note of the contents of the report. She emphasised, however, that the municipality wants to be part of and own the proposed funding plan. She undertook to call a special council meeting for this purpose, and made a commitment that the process will not be delayed from the municipality's side. A representative of Weavind and Weavind Inc subsequently informed the meeting about compliance with legal requirements and the process of transferring the Dingleton assets. After a short break Councillor Diniza read her budget speech. Councillor Johnson proposed approval and Councillor Faith van den Heever seconded the motion.

For me this is totally unacceptable, unjustifiable and unpardonable,” he said. He added that he visited Kuruman earlier and met all service providers, the parents and the community members. “I put my head on the block that all outstanding problems with regard to payment will be settled on the basis of my commitment and undertaking,” he said. Service providers compromised their original position of not transporting learners until their outstanding payments were received. He stated that it was clear that the relevant department officials don't have the interest of the children at hand. “They don't comprehend the gravity of their failure to perform. What further angers me is that the children of the departmental officials are not affected at all, this is the worst kind of don't care attitude, indifference and lack of a sense of

orthern Cape Legislature Speaker Boeboe van Wyk has resigned and will become a Mayor, the ANC said on Wednesday 29 May 2013. ANC Northern Cape Secretary Zamani Saul said the party had decided to appoint Mr Van Wyk Mayor of the NamaKhoi local municipality after a recent by-election victory. Mr Van Wyk resigned as Speaker and member of the provincial legislature. According to Mr Saul, Mr Van Wyk is well-known in the community and is held in high regard. The ANC recently won a by-election in Concordia within the NamaKhoi municipal area, giving them the majority in the council. A DA and Cope coalition ruled the municipality with one seat until the by-election. Cope welcomed Mr Van Wyk's resignation as Speaker. "It has not come a day too soon, and we look forward to the appointment of a competent professional as Speaker," said Cope's Pakes Dikgetsi. "We are of the view that his resignation has a lot to do with the ongoing victories of the opposition over the ruling party when it comes to legislature business." Mr Dikgetsi said that Mr Van Wyk had allowed his political preferences to interfere with the legislature's running. The ANC said Northern Cape ANC spokesperson Gail Parker will take over Mr Van Wyk's position in the legislature. Sapa.

Deputy President to Broker Peace in Mining Sector

D

eputy President Kgalema Motlanthe has been handed the arduous task of brokering a truce between players in the volatile mining sector, President Jacob Zuma announced on Thursday 30 May 2013. However, Mr Motlanthe is a seasoned negotiator, having cut his teeth as the General Secretary of the National Union of Mineworkers (NUM), and may be perfectly placed to manage tensions as well as calm investor jitters in the sector. NUM General Secretary Frans Baleni, who worked with Mr Motlanthe during his tenure at the helm of the

union, described him as a "master negotiator" who never gets angry, does not easily give up and is a "principled negotiator". "He deals with facts. He is calm and he is focused," Mr Baleni said. Association of Mineworkers and Construction Union (Amcu) TreasurerGeneral Jimmy Gama appeared to be unaware of Mr Motlanthe's new role when contacted for comment. "It is not an issue that we discussed as an organisation; it would be difficult to comment. Maybe we need to see the terms of reference as to what role he is going to play," he said. Radio Riverside Best Community Radio Station in SA

R

adio Riverside, community radio station broadcasting from Upington, is the best community radio station in South Africa. The station won this prestigious award on Friday 24 May 2013 at a gala event hosted by Media Development and Diversity Agency (MDDA) and Sanlam. The event was held at the Birchwood Hotel in Johannesburg. This is the third year that the joint MDDASanlam Local Media Awards were presented. The awards celebrate and promote excellence in local and community media, bringing more than 22 years of Sanlam Community Newspaper Awards and four years of SABC News & MDDA Community Media Awards into one big event. Chief Executive Officer of the MDDA Lumko Mtimde said they were grateful to the incredible team of judges who generously spent days going through over 500 entries to identify the best among the best. He further said they were satisfied that the process was thorough and fair and

and exciting. Radio Riverside started broadcasting in October 1999 and according to the Station Manager of the station, Thabang Pusoyabone, this is the biggest award in the history of the station. There are over 170 community radio stations in the country, with Gauteng having 39 stations and Western Cape and Limpopo with 28 stations each. Although the Northern Cape has only 8 community radio stations, Mr Pusoyabone says it is indeed an honour to be crowned the best. Radio Riverside broadcasts a variety of educational and informational programs and earlier in this month increased their listenership from 54 000 to 87 000 over a 7 day period according to the Radio Audience Measurement Survey. The station will also soon be broadcasting from its new digital broadcasting studios at their new premises in the Upington city centre. Radio Riverside Communication

New Top Management Houses Handed Over

O

n Wednesday 15 May 2013, twenty brand new top management houses were handed over to Sishen mine. These houses are situated at Kelkiewyn Street and form part of the management houses project. Stefanutti Stocks Housing was the contractor charged with the responsibility of constructing these houses, with the combined effort and co-operation of TWP and Kumba. These houses were successfully completed on 13 May 2013. The houses were built

in line with Anglo American's housing strategy and each house consists of four bedrooms, two bathrooms, a double garage and domestic worker unit. All the houses are also fixed with solar panel geysers, prepaid electricity units and air conditioning. “This project is the benchmark for the industry as all the houses were completed and delivered within the scheduled time despite challenges that slowed down production,” said Susan Bezuidenhout, Manager Human Resources

Sishen mine, at the handover ceremony. She thanked the team for their hard work and dedication towards this project. “This project is a tool to help our people do their job better by supplying good quality housing,” she concluded. This project was completed with an excellent safety performance that boasts a total of 1,131,758 LTI-free man hours with only three incidents and no damage to property. Another impressive fact is that no camel thorn trees were felled during the project.

Countdown to SA's 20 Years of Democracy Begins

T

he countdown to the 20th anniversary of freedom and democracy next year has begun, with a logo to mark the milestone having been unveiled on Monday 3 June 2013 by Arts and Culture Minister Paul Mashatile. Speaking before unveiling the logo, with the message that reads '20 Years of Freedom - South Africa 1994-2014', Mr Mashatile said South Africans should remember that freedom and democracy came at a price. “It was not free. Many [compatriots] sacrificed life and limb in order for us to enjoy this freedom and democracy. Let us therefore continue to work together to defend and expand the gains of our liberation. The countdown towards the historic milestone of our 20 years of liberation begins today. We take this opportunity to call on all South Africans to participate fully in the build-up programme towards our 20th anniversary celebrations,” he said. Next year on April 27, South Africa will celebrate 20 years of freedom and democracy. Mr Mashatile said the historic occasion presented an opportunity for the nation to reflect on the path the country has walked towards freedom. He said some of the activities that will form part of the build-up programme include the recognition of unsung heroes and organisations that contributed to the demise of apartheid, and activities aimed at expressing gratitude to the international community for supporting the struggle for liberation. Mr Mashatile said there will also be massive school essay competitions and a participatory process to identify 20 big achievements that are collectively owned by South Africans. SAnews.gov.za

Unemployment & Drugs Top Youth Month Agenda June ~ National Youth Month

E

ducation, skills development, job creation and the fight against substance abuse will top the agenda when millions of people commemorate June 16 this year. Obed Bapela, Deputy Minister in the Presidency Performance Monitoring and Evaluation, said these will be government's main priorities when the government holds several public meetings and events around the country throughout the month of June. Speaking to young people on Monday 03 June 2013 at the launch of the Youth Month programme at Old Tom's Hall next to the Hector Peterson Museum in Orlando, Soweto, Mr Bapela said these priorities were informed by the social ills of unemployment, substance abuse and lack of skills facing the youth of the country today. “Government will also be hosting a number of public participation sessions around the country during the Imbizo Focus Week that will be taking place from 11 to 17 June 2013. “The

izimbizo will provide a great opportunity for communities to get involved and make their voices heard. “During June let us recommit ourselves to fighting the war against substance abuse and alcoholism in all areas of the country,” he said. Speaking shortly after laying wreaths at the Hector Peterson Square in memory of the fallen heroes of the June 16 uprising, Mr Bapela said President Jacob Zuma had also formed a Presidential Youth Working Group, a platform where youth sector leaders meet with Mr Zuma and several Ministers to discuss youth challenges and do an assessment of the progress made in addressing these programmes. According to latest statistics, about three million South Africans between the ages of 15 and 34 are currently jobless. Some of them have dropped out of school and are used as drug peddlers in areas such as Eldorado Park in southern Johannesburg. Mr Bapela said that the theme for Youth Month is Working

Together for Youth Development and a DrugFree South Africa. He said the National Youth Development Agency (NYDA) had contributed to creating more than 28 000 jobs in the last three years, provided career guidance services to more than one million young people, provided over 110 bursaries and issued more than 33 000 loans to micro, small and medium enterprises. “The Presidency commends the work done by the NYDA over the past three years, and still makes the call to all social partners and all government departments to form strategic partnerships with the NYDA on reducing unemployment. It's only when everyone in our country puts together a concerted and common purpose that the lives of young people will be changed for the better, as we are all painfully aware that the danger of high unemployment of young people has a huge potential of destabilising a democratic government.” SAnews.gov.za

Safer Schools Programme Teaches about Fire, Safety & Danger of Drugs

T

he Department of Transport, Safety and Liaison had a successful Safer Schools Programme in Delportshoop on Thursday 30 May 2013. The programme was held at Delportshoop Intermediate School following a cry for help from educators at the school about the tendency of children in the area to smoke glue even when going to school. The programme unfolded on the backdrop of Child Protection Week with the focus on children's safety, awareness against smoking glue, use of drugs and dangers of fires, as fire season has begun. A fire drill was done to kick-start the programme, to see how the learners react in case of an emergency. Several stakeholders joined hands in the programme led by the Department. The Sol Plaatje Fire Department and Working With Fire from Delportshoop were there to oversee the fire drill. The interactive programme led by Fire Department's official Deon Botha allowed some of the learners of the school to demonstrate how they would light a candle and how they would place it while some answered questions on dangers of fires. Mr Botha also demonstrated a safe way to light a candle using a 2-litre plastic bottle cut in half with soil in it and the candle placed in the soil. The police had a sniffer dog demonstration, leaving the learners of the school marveled at the expertise of the team. Lady, a sniffer dog, found a hidden stash of dagga with ease which the learners saw being hidden while Lady was not there. Learners were informed about the various types of drugs, its dangers and that it is against the law to use or be found with drugs. The dangers and implications of sniffing glue were also discussed.

Two learners of Delportshoop Intermediate School demonstrate how to safely light a candle.

G

iven the rapid urbanisation and pressure on current schools in the district, three newly constructed schools will open in the Siyanda district in the next quarter, said Northern Cape MEC for Education Grizelda Cjiekella. When delivering her budget speech on Thursday 30 May 2013, she said the new schools in Louisvale, Kakamas and Paballelo include the building of about 41 classrooms, five media centres, 54 ECD classrooms and 11 administration blocks, all to be completed in the current financial year. Sixteen more schools are to be provided with state-ofthe-art security fences to deal with vandalism. "We will be providing a further 21 schools with sanitation and water, including one new school which will cost R25 million as part of the Accelerated School Infrastructure Development Initiative. This school is Sternham primary," Ms Cjiekella said. She added that construction will commence soon at three multiyear new schools which will each cost an estimated R40 million each. Www.gov.za

T

he prequalification process for the Concentrated Solar Power plant promoted by Eskom could be ready within months. South African utility Eskom is promoting a 100 MW “demonstration” CSP tower plant to be built near Upington. The plant will use molten salt as heat transfer fluid and thermal storage system, similar to the US' Crescent Dunes and Spain's Gemasolar. A consortium led by GDF Suez subsidiary Tractebel Engineering, together with Spain's Astrom Technical Advisors and South Africa's PD Naidoo & Associates Ltd were awarded the contract to perform the Engineering and Project Management Services for Eskom's plant. The project will be financed by the World Bank Clean Technology Fund, African Development Bank, the French Development Agency, the German public-sector financial institution KfW and the European Investment Bank. A first request for technical proposals would be launched in the second half of 2013, while the tender requesting price bids would take place during 2014 followed by the appointment of the EPC contractor. The plant could reportedly be commissioned in the first half of 2018. Engineering News

Trust Hands over Community Hall T

Bana Development Centre (ECD) - Kathu

he Danoon community heaved a sigh of relief when the John Taolo Gaetsewe Developmental Trust handed over a community hall worth R2.1-million on Thursday 30 May 2013. The event was attended by high-profile guests like District Mayor Councillor Sofia Mosikatsi, the Trust's Chairperson Cynthia Mogodi and Chief Executive Officer Tumelo Mpolokeng, the John Taolo Gaetsewe Municipality Speaker and newly re-elected ANC District Chairperson, Councillor Benjamin Seweditswe Gaobusiwe and acting Mayor of Joe Morolong municipaliy, Councillor Moses Mbolekwa. The Trust has built a number of such structures in other villages in the past, including Early Childhood Development Centres, clinics and home-based care centres. The Danoon community hall was supposed to have been completed in 2012 already, but the contractor engaged for the project failed to meet his contractual obligations and hence completion was delayed. Addressing the community, Mr Mpolokeng said that the community had long been attending meetings in open spaces, which was one of the reasons their request was considered favourably. The 200-seater hall is multifunctional in that residents have a place to convene meetings including councillors and other important gatherings. In her key speech councillor Mosikatsi said that it is entirely the responsibility of the community to secure the hall from vandalism. She said that the trust is playing its role as an active private partner in the development of the community alongside government. In addition to hall, the trust handed over thousands of sanitary towels to neighbouring schools and 2000 pairs of shoes to under-privileged learners in the area. Individual amounts of R5000 were also donated to two traditional choirs and two old age groups based in Bothithong and Danoon.

A Youth Graduation Development Pilot Project was initiated by Dia-Plus and funded by Kumba. This was necessitated by the fact that the youth unemployment rate in South Africa, and especially in the Northern Cape, is amongst the highest in the world. The project aimed at assisting unemployed graduates in the John Taolo Gaetsewe District with additional skills to become more employable in their various fields of study. Sixty graduates from the Joe Morolong, GaSegonyana and Gamagara municipalities were selected to take part in the project in November 2012. They were taught life skills, driving skills and entrepreneurial skills and also educated on the basic principles of IT enrichment and project management. Mashilo Mokotong, Manager Sustainable Development at Sishen, emphasised in his address to the students that every individual holds their future in their own hands. Tshepiso Morometsi, one of the Fine Arts stu-dents aspiring to have her own art gallery, presented a handmade trophy designed and made by herself to Hannes Cronjé, Acting General Manager at the mine. In a short but touching speech she said that the trophy symbolised the students' acknowledgement of the fact that they hold their future in their hands. She

he assistance of the Upington K9 unit was sought after attempts to find a 55 year-old woman who had been missing for five days seemed futile. The expertise of the police dog Bobby and his handler Sergeant Mitch Diedericks was called in in an attempt to find Magrieta Gooi from Paballelo. According to police information, Mrs Gooi and her husband were last together on Friday 24 May 2013 at about 22:00. They hitched a lift to visit family on one of the farms in Upington, but were mistakenly dropped at the wrong farm. The couple allegedly sat under a tree and was drinking alcohol which they had with them. Due to their alleged intoxicated state Mr Gooi wandered off in the dark without taking his wife with him. Mrs Gooi then wandered off in a different direction. The next day she found herself walking in a barren and dry land. She did not know where she was, but continued walking for five days without any food or drink. Her husband reported her missing and a massive search was launched which included the air wing, trackers, members from SAPS Upington and lastly the search and rescue dogs. The K9 dog Bobby picked up the spoor of the missing woman and followed her scent for approximately 105 kilometres on foot. On Wednesday 29 May 2013 at about 17:00 Mrs Gooi was found alive near Areachap farms on the Askham main road. When police found her, she was bare feet and had walked out her shoes. She informed police that she did not know where she was and just continued walking.

The murder took place at the deceased's home in Skeyfontein near Postmasburg during the night of 2 March 2012. In passing judgement the Magistrate commended the investigating officer Detective Warrant Officer Patrick Morolong on his excellent investigation on this case.

ore than 200 CDs were confiscated from street vendors in Kuruman on Saturday 25 May 2013. The exercise was aimed at discouraging the continued manipulation of musicians' hard earned work. The imminent gospel show this coming weekend by singers from outside the region also necessitated the clean-up. A team of three young men was tasked to ensure that no pirated CDs find their way to the streets in the week prior to the show. The three, Stephen Pholo, Aobakwe Kgoronyane and Lethlogonolo Molete said that they will continue hunting for the illegal CDs and destroying them. Die Tuindwergies Besoek Kuruman D

ie gewilde Afrikaanse groep Die Tuindwergies tree Vrydagaand 7 Junie 2013 by Die Boom in Kuruman op.

(Bron:Rooi Rose)

O

Gospel Show a Resounding Success Victor Mulangisi

T

he gospel show held at Mothibistad's Staal Venster Community hall on Saturday was a joy to the followers of this genre. Various local artists and some from Johannesburg rubbed shoulders on the stage, giving fans the worth of their time. The show was graced by the Speaker of GaSegonyana municipality Tuelo Meyers and local councillor Neonyana Morogong. Officially opening the show the Speaker praised the positive attitude showed by residents. He said that this was a first in the town of Kuruman to have a show of that magnitude and therefore equally important to give good impression for continuity. The visiting musicians, accompanied by the Ga-

Segonyana municipality speaker, donated food hampers to Learemele Special School in Mothibistad. As a result the show was slightly delayed, but it gave the audience all the heat they needed in the windy and cold weather. The instruments' echoes were first heard around four o'clock and in less than twenty minutes motorists and pedestrians flocked inside in numbers. Only then did the emphatic start with Bafana ba Shuping opening the stage of the day. The applause grew rapidly in volume as renowned names like Winnie Mashaba took to the stage. The show flowed smoothly until all the musicians had a share of the stage deep into the night. There were no incidents of violence.

Uppiehokkiedag 'n Fees

O

Hy was voorts baie handig.

Vir enige bystand met familie- of gesinsprobleme kontak FAMSA Kathu by 053 723 1791 of Famsa Kuruman by 053 712 3988.

Die apostel Johannes skryf in Joh. 14:15 “As julle My liefhet, bewaar my gebooie.”

Daar was of daar was nie!

Boxing Tournament a Huge Success POSTMASBURG

T

he 2013 Tsantsabane Boxing Tournament arranged by Blinkklip Lekgotla in partnership with the Freedom Boxing Club and hosted on Saturday 25 May 2013 in Boichoko at Ratang Thuto High School was a runaway success. Youths from all over Postmasburg attended the action-packed tournament. Taking part in the fights were local youths as well as champions from Kimberley affiliated to the Freedom Boxing Club. What made the bouts so interesting was the participation of kids as young as eight years old as well as experienced adults. Lulu Syl and R Majapere were crowned best female and male boxers respectively. Raymond Motlhobi, the tournament referee said the purpose of the tournament was to revive boxing in Postmasburg, which were in earlier years the stronghold of boxing in the Northern Cape. “At least today we can see that there is talent in Postmasburg and it must not end here…” said one of the boxers, Joseph Kgosiemang. The tournament is in line with Blinkklip Lekgotla's strategic objective of promoting the development and transformation of music, arts, culture, sports and outdoor pursuits in the Tsantsabane community.

wo of Kathu's finest disabled golfers competed in the Nedbank South African Disabled Golf Open played at the Legend Golf & Safari Resort in Limpopo from 13 to 15 May 2013. Daniel Slabbert claimed a third consecutive title with a convincing 12-stroke victory at this event. He closed his tournament with a 75 to finish on a six-over-par 222. Daniel lost his leg as a teenager in a freak trampoline accident and has since become a major force in South African disabled golf. “Ever since I lost my leg I wanted to win the Nedbank SA Disabled Open. To win it three times in a row is really a dream come true for me,” said Daniel. He is ready to start a new challenge, namely competing against able-bodied golfers, and has already played in two able-bodied amateur tournaments. He finished seventh in the Highveld Open in Ermelo a few weeks ago. Doing his part for the seniors Chris Wood, owner of Tau Mining Consultants (one

of Sishen mine's largest contractors) won the best net overall and arm category. In his last round Chris didn't miss one fairway and averaged 230m per drive to finish with a score of 78. Chris lost an arm in a motorbike accident a few years ago. “We were also very privileged to play the 19th Legend (par 3). Playing this hole includes a chopper flight to take the players up 400m on the mountain to the tee-off, with the green 250 metres away. It takes a golf ball 30 seconds to fall. I am lucky to be the first player with only one arm to score a 4 on this hole,” said Chris. Sishen mine wishes to congratulate Daniel and Chris on their achievements.
