The Koenig Memorandum / Report is an oft-cited document for the following quotation: "We must use terror, assassination, intimidation, land confiscation, and the cutting of all social services to rid the Galilee of its Arab population." The quotation is usually attributed to David Ben-Gurion, first Prime Minister of the modern State of Israel. The problem is neither David Ben-Gurion's name nor the quotation appear in the Report.
