The new Cobra Commander has made his first move—all-out invasion of the Southeast Asian nation of Nanzhao, a center of the worldwide drug trade. G.I. Joe moves in to stop the invasion and find Cobra’s goals aren’t occupation—but annihilation! While the Joes battle in the streets and jungles, Snake Eyes confronts Storm Shadow, who proposes an alliance against Cobra. Snake Eyes accepts his sword brother’s request, leaving the other Joes to believe him dead. Meanwhile, G.I. Joe strikes back against Cobra’s B.A.T.s, using heavy ordnance to take down the androids. After Cobra detonates nuclear bombs in a half-dozen empty Nanzhao cities, this small victory rings hollow for the Joes.
