A MAN OF STEEL AND COURAGE Respected by his peers, and well-liked by his men, former Commissioner of Police Mr Ng Joo Hee is ready to take on new challenges

O

n 10 February 2015, a farewell dinner was held in honour for Mr Ng Joo Hee, the outgoing Commissioner of Police at HomeTeamNS Bukit Batok. The event was attended by 80 invited guests, which included Mr Masagos Zulkifli, President of HomeTeamNS, and Mr Hoong Wee Teck, the new Commissioner of Police. Mr Ng has been the Commissioner of Police for five years, and has given 29 years of his life to serving the nation in the SPF. His single-minded dedication to his work and the passion he displayed have impressed many of the guests who turned up to celebrate his achievements. “What I really admired about him is his leadership, that when he really believes in something, he would stand up for it,” recalled Mr Charles Ng. “I have had the opportunity to work with him in the same committee in the transformation of HomeTeamNS. The questions he asked during the sessions were thoughtprovoking, as he really thought out of the box, to make sure that we achieve the right objective, which is to make HomeTeamNS as sustainable as possible, that it can go on for a long time, and that it serves its members with their interests at heart.” A man of action, rather than words, Mr Ng is focused and determined, and this is evident in how he has led the SPF to bring down the crime rate in Singapore. In his role as Commissioner of Police, the crime rate hit a 30-year low in 2013. Yet, he still comes across as a leader who cares for the men and women in blue whose mission is to safeguard public safety in Singapore all day, all year long.

Said Mr Lim Kok Hwa, NS Commander, Clementi Police Division: “As a staff officer, I had worked with him for a short stint, when he was the Deputy Director of Operations, Special Duties. To me, he is a friendly and forthcoming leader. He has really contributed a lot to the SPF, and recently with the transformation of HomeTeamNS. Now we can see the difference, in terms of the clubhouse facilities and activities, as it is very NSmancentric and family-oriented.” Firm at making tough decisions, in whatever capacity he is in, Mr Ng has struck many with his steadfastness and resoluteness, never losing sight of what is the most important when it comes to his service: the people who work with him. “Mr Ng is one of those leaders who makes strong decisions when it is needed. He told me that the HomeTeamNS transformation would only be successful if we go beyond the hardware aspects to the software,” said DAC Manimaran Pushpanatan, general secretary of the HomeTeamNS committee. “To him, you have to engage both the NS commanders and the men to find out exactly what HomeTeamNS means to them. It was this engagement that gave us a lot of insight into how we should shape the HomeTeamNS transformation, how it should look like, what it is they want, how it is to change it. We made sure that the NS commanders were actively involved in the changes that they wanted to see.” Mr Ng Joo Hee is currently the chief executive of the Public Utilities Board, and HomeTeamNS wishes him all the best in his new role.

Brothers in arms For Leon, a career with the AETOS family has made him a better leader

nsp (APF) Tan Cher Siang, Leon served his full-time NS in SCDF

before pursuing a Bachelor’s Degree in Business at the Singapore

Institute of Management (SIM) in 2007. He then signed on with the

SCDF as a Rota Commander, where he responded to incidents such as fires, accidents and even suicide attempts.

Some of his memorable experiences include the 2011 Serangoon

Central market fire and the 2011 Defu Lane warehouse fire.

“In 2013, I wanted a change in work environment,” said Leon. “Following

my passion for the uniformed group, I came to know about AETOS through an online job portal and took a leap of faith… it has paid off today.”

With more than 60 men under his charge, Leon is the Officer Commanding

(OC) for the organisation’s business division – Cash & Valuables Management

Services (CVMS), which includes Cash-in-Transit Services and the newly set-up

Self-Service Banking (SSB). His team is responsible for cash replenishment and the transport of cash and valuables for clients in both private and public sectors. “The same rules apply here in AETOS and I’m able to hone my leadership

skills. Being in a senior position, you have to know your stuff, know when you

can and cannot do certain things. If the officers are toiling out there and you just sit back and give instructions, no one will respect you as their leader.

“I made the right choice when I joined AETOS to further my career. This is a

workplace that rewards employees based on their performance and I think this is

very important when choosing an organisation to pursue your interests.

“They value my leadership skills and my knowledge about operational

SPRING CELEBRATIONS IN THE HEARTLANDS Chinese New Year goodies, activities, giveaways and lucky draw prizes galore at the first HomeTeamNS Spring Festival!

s we ushered in the Year of the Goat, HomeTeamNS organised its inaugural Spring Festival to celebrate with our members. Held at our Bukit Batok Clubhouse on 7 and 8 February, some 300 members and their families popped over for their Chinese New Year (CNY) goodies shopping, and bonded over a range of interactive fringe activities. The “west side” clubhouse transformed once again with CNY decorations and fun activities such as a Chinese Calligraphy Couplets giveaway, personalised chopsticks, customised clogs keychain, movie screenings and a colouring contest for children. The famous Ah Huat Mascot and the God of Fortune also joined in the celebration to take pictures with the crowd. The roving mascots delighted NSmen and their families as well as regular diners at our restaurants. Said HomeTeamNS member Mr Choong, who participated in the lucky draw: “I was pleasantly surprised to win the grand prize of a Michael Kors ladies’ handbag in the recent HomeTeamNS

Spring Festival Lucky Draw. What better way to kick off the Year of the Sheep! “I’ve been visiting Bukit Batok Clubhouse for a couple of years now and I really like the newly renovated club, especially the Fitness Workz Gym, which now has more workout stations. “I’m also pleased with the new food establishments and supermarket, among many other changes. An iPhone was all Chia Aik Beng had in hand to document people and scenes he experienced when he began exploring the streets of Little India five years ago. But you’ll see in his book Tonight The Streets Are Ours that the photos he shot can easily rival snaps taken with fancier equipment. His hunting grounds have expanded to the heartlands of Singapore, such as Boon Keng and Tiong Bahru, and his arsenal now includes an Android smartphone and a digital camera. Patience is a key ingredient, especially for portrait shots. “I usually take the time to get to know my subjects first before asking permission to snap a photo.” He gets told “no” a lot, but Aik Beng perseveres, driven by an undeniable curiosity. For example, his photos of members of the oldest Teochew opera troupe in Singapore (above), were borne of his desire to discover the real people behind the makeup and costumes.

Award-winning filmmaker Ray Pang’s passion for storytelling began young. In primary school, he started drawing comics and selling them to friends. Then in polytechnic, he discovered film was a better way to tell his stories. Exploring issues such as death, life and betrayal, his short films have won various awards in Singapore and overseas. The ingredients of his success? Making mistakes, life experiences, letting his imagination run wild, and putting “heart” into his films. “Having a passion is easy but having the perseverance to make it a career is tough. So support from friends and family is essential,” says Ray. “The hardest thing about being a filmmaker in Singapore is finding enough funds and having the freedom to stay true to your vision. But the best thing is that you are among a handful of people who dare to dream by telling stories.”

UNLEASH YOUR INNER ARTIST! INSPIRATION IS EVERYWHERE Many artists draw on their own experience and everyday life – as well as fellow artists – for inspiration. Often it is the mundane that triggers ideas in an unexpected way. YOU DON’T NEED EXPENSIVE EQUIPMENT While good hardware helps, what is far more important is how you use what you have. For example, a top-of-theline DSLR will not produce good pictures if you don’t pay attention to composition and use it like a point-and-shoot. SHOWCASE YOUR WORK Have an online portfolio and maintain a simple website with a brief description of your work and how people can contact you. START SMALL Being an artist doesn’t mean you have to quit your day job. Many creative folks start by selling their work as a hobby, then invest what they earn into buying their materials, boosting their presence and upgrading their skills. LEARN FROM THE BEST Andy Choo runs comic art lessons in his studio at *SCAPE and Ray Pang runs workshops at the Singapore Media Academy for youths and hobbyists. Meanwhile, Objectifs (www.objectifs.com. sg) runs various photography workshops where you can pick up new skills and meet like-minded people. DARE TO DREAM Stop doubting yourself. If it feels right, you have a story to tell. Make it happen!

Cross -cultural laughs Evangeline Neo, comic artist Many people merely talk about the annoyances of their daily lives. Not Evangeline Neo, or Eva. She uses these frustrations as fodder for her work instead and has created a unique brand of comics highlighting the differences between life in Singapore and in Japan, where she lived for a few years. It’s earned her many fans and she even published a collection of her hilarious comic strips last year in a 127-page book titled Eva, Kopi and Matcha. However, her success hasn’t shielded her from being asked questions like “Is that a real job?” and “You can make a living from that?” “I get that so often that I don’t find them offensive anymore,” she laughs. Eva also confesses to having thought of giving up being a full-time comic artist countless time to return to a more stable job as a lecturer. “But it wouldn’t be as fulfilling for me.” www.eva.sg

Celebrating the everyday Andy Choo, comic artist As a child, Andy Choo loved to imagine his father’s taxi turning into a Transformer. But it was only in 2013 that he drew out this childhood fantasy. “It went viral and people started asking me to ‘transform’ other public transportation too,” he laughs. “My dad thinks it’s quite cool.” Andy is currently working on a new manga series that puts a new spin on all our shared memories of the nightmare of exams while in school – by having the main characters (right) based on himself and his girlfriend chasing down and slaying “Exam Monsters”. It’s this knack for seeing the humour in things most ordinary and drawing them out that makes Andy’s comics so interesting. “People keep saying that Singapore is a very boring place, but I think they just can’t see the funny things around them,” he says. “Go for a walk and really open your eyes to what’s around you. That’s exactly what Tan Si Tian, 21, did in a module on marketing strategy as part of her commerce degree with Ngee Ann-Adelaide (NAA). The Bachelor of Commerce is a full-time, oneyear programme that grants up to 12 modules in advance standing. Students can choose to specialise in International Business, Management or Marketing. “We played games in class to simulate decisionmaking in different market scenarios,” said Si Tian, who intends to pursue a career in marketing. “I believe this will help me to identify and understand customers’ needs and wants efficiently.” For Si Tian, it is a big plus that the University of Adelaide sends their academic staff to Singapore to share their knowledge and expertise. Students at NAA also undergo the same curriculum, receive the same sets of lecture notes and sit for the same examinations as those over in Adelaide. However, unlike many of her peers, Si Tian was able to finish her degree in a shorter time. She was entitled to advanced standing due to credits granted for her Diploma in Hospitality and Tourism Management from Temasek Polytechnic. Si Tian appreciates the personal touch and the attention she gets from the lecturers. “Lecturers often greet us by our first names, and are always enthusaistic in attending to our needs,” said Si Tian. “Class size is deliberately kept small for optimal lecturer/student ratio, so lecturers can spend more time addressing any queries that we may have.” It’s not just about doing well in studies. NAA believes in exposing students to non-academic programmes, especially those for a good cause. “I enjoy campus life because we take part in events such as the Run for Hope, and NAA actually sponsors students to take part and support cancer research,” said Si Tian. “NAA has not only helped me grow in knowledge, but also contributed to my personal development and character building.”

Oh Hangqi, Bachelor of Innovation & Entrepreneurship Cooking fries in a fast food uniform for an academic presentation – that’s a memorable learning experience for Oh Hangqi, 23. The SPF NSman, who was an NSPI with Bedok Police Division, really dressed the part for his module on innovation and creativity as part of his business degree with NAA. An entrepreneur who runs his own company that provides IT solutions and mobile apps, Hangqi intends to put what he had learnt into practice right away. “The Bachelor of Innovation and Entrepreneurship degree programme provided me with excellent insights on how I should structure my company to make it more efficient and effective,” he said. “The programme also provided me opportunities to explore new possibilities.” Aspiring entrepreneurs will appreciate practical advice provided on local and international business law. “There is a module on applied entrepreneurship that really helps me in my business,” said Hangqi. “It gives me a good grasp on Singapore business laws, such as the contract law, as well as dealing with international businesses. D

uring a book reading session, volunteer Jason Peh (pictured above, in blue) asked a prison inmate this question: “How do you feel about your mum, who is always nagging at you?” The spontaneous reply from the inmate, a quiet man who looked like a rebel, surprised Jason: “A mother nags at her child out of love and concern. So her nagging is not an issue for me at all.” This humbling incident taught Jason that prison inmates, like the books that they are encouraged to read, should not be judged by their cover. Jason, 42, is a volunteer from the Xin Zhi Reading Club, which encourages

inmates to read motivational books to help them reflect on their lives. For more than 10 years, the insurance adviser with a social enterprise has helped inmates to share their thoughts and prepare them for life beyond the prison walls. David Lee, 48 (pictured above, in pink), is the chairman of the Xin Zhi Reading Club. The account servicing director of a marketing agency said it all began when the club visited a prison in Taiwan. The inmates there had shared with them how their reading sessions had motivated them to change. This convinced David that it was something that the club had to do in Singapore.

Since 2004, Xin Zhi Reading Club has been motivating inmates to change for the better. David recalled a visitor to the Xin Zhi Reading Club who gave an eloquent thank-you speech for making a difference in his life. The visitor turned out to be an ex-inmate who had participated in the reading sessions. Both David and Jason are still passionate about their cause. “Teaching is learning,” said David. “You will treasure yourself and family more.” As for Jason, he still finds it challenging to persuade inmates to read in front of others, but it is worthwhile as it boosts the inmates’ confidence. To Jason, the benefits are mutual. “One becomes a greater blessing to oneself by helping others in need,” he said. A

recommendation raised by the Committee to Strengthen National Service to allow NSmen more time and flexibility to meet their IPPT, IPPT Preparatory Training and Remedial Training requirements has helped to bring about a much welcomed change in IPPT format. Starting in April 2015, a new IPPT format involving only three stations – the 2.4km run, sit-up test, and a push-up test – will be introduced and accompanied by a new scoring system. For the transition year in Workyear 2015/16, Home Team ORNSmen will be given a choice between the existing five-station IPPT and the new three-station IPPT. Selected regulars and NS personnel were invited to participate in the IPPT trials conducted by the SCDF Physical Training Centre on 10 and 24 October 2014. The results from these trials were

encouraging. Previously, only around 50% of ORNSmen who took the five-station IPPT passed, compared to 80% who passed the new three-station IPPT at the trials. WO (NS) Hussein Ali Bin Mohamed Ali from 41B SCDF Rescue Battalion was delighted as the new IPPT format enables him to tap on his individual strengths to perform well. WO (NS) Hussein Ali, who passed his IPPT last August, found that he was able to achieve a Silver award under the new three-station IPPT format. “Many of the men are looking forward to the new IPPT format as they believe it would work to their advantage,” he said. With a new IPPT format that is simpler to train for, we hope more NSmen would be motivated to incorporate personal fitness into their own exercise regime for a healthier lifestyle.

id you know? Our current Chief Justice (CJ) Sundaresh Menon was a law enforcer years before his career in law – as a police officer during his National Service. CJ Menon was initially posted to the SAF for his NS, but was later transferred to the SPF. At the Police Academy, he spent nine months training as an Officer Cadet before being posted to PNS HQ

for six months. Thereafter, he was transferred to the Traffic Police (TP). “It turned out to be the best 15 months of my time in NS,” he said.

While in TP, CJ Menon was part of a small group of officers in the TP Research Unit that put forth recommendations that led

CJ Menon strongly believes that National Service plays a key role in social cohesion and nation building. He shared that during his time as an NSF, he got to meet people of every background, and he realised how varied and multi-faceted Singapore is. “During NS, you will learn to get along with, and may even be responsible for, the person you are sleeping next to. He may be of a different race, religion or social background.” To CJ Menon, NS is valuable in instilling a sense of responsibility: “You learn about teamwork, and how to help and look out for one another.” He urged NSFs to adopt a positive mindset and make the most of their NS. “Police work is full of enriching life experiences and challenges that we can learn from. Do think about the big picture when you carry out your assigned tasks. “This way, you’ll find more meaning in your work, and you’ll get to develop your potential – all this will continue to benefit you after you have served your NS.” FRONTLINE 25

Entering the Dragon Koh Chin Yee paves the way for businesses venturing into China

spent the earliest part of my working life as SCDF’s Head of Media Relations, followed by being the Commander of Bukit Timah Fire Station. My SCDF training equipped me with important lifelong leadership and management skills that are still useful to me as a civilian. When I was OC of Bukit Timah Fire Station, there was a fire at an incense paper shop at Bukit Batok. When I arrived, two of four LPG cylinders at an adjacent coffee shop had their rubber tubes damaged and were shooting fire. A young section commander was unable to convince his team of four NSFs to approach the cylinders. So I pulled the team along, marched with a protective thin spray of water, and shut off the valve of one cylinder. Seeing that their OC did that, the team was able to do the same to the second cylinder. I went on to pursue my other interest, doing research on China – its politics, economy, business, culture and social issues. China interests me because of its sheer size, complexity and growing 28

influence in the world. In my personal capacity, I also contribute regularly to Lianhe Zaobao with commentaries on current affairs. My priority now is to help our people gain knowledge on China. It will be crucial for governments, enterprises and people to know China better so that they can effectively engage this fast-rising power. If you’re planning to venture outside of Singapore, while it is good to be optimistic, it is equally important to do your homework before embarking on any business venture. I am glad that I am able to contribute to the Force as an ORNSman in my area of expertise, which is in media liaison work for major events. I support the Committee to Strengthen National Service’s (CSNS) recommendation to expand opportunities for NSmen to contribute NS in their respective areas of expertise. I am honoured to be invited to serve on the editorial committee for the HomeTeamNS Anniversary Book and will certainly contribute my very best.

Mohamed Noh Iskandar dedicates his life to people in need – both on and off his day job

D

uring my NS days, I wrote for Police Life magazine. I was also in the SPF Guard of Honour contingent for NDP 2011. Representing the SPF in NDP was a highlight of my NS. As a 999 operator with the Police Operations Command Centre, I dispatch officers to respond to calls for help. Once someone called 999 at around midnight to ask which NTUC FairPrice outlets are open 24 hours. Another one called to find out why a particular 4D/TOTO outlet was closed. I also got a 999 call from someone who said he could not get a taxi during peak hours. He asked if the police could send him to work as he had a presentation to give to a client and he was late. He was not joking.

”GIVING BACK TO SOCIETY IS IMPORTANT TO ME” I have talked people out of committing suicide many times. Often they were ready to jump when they made the call. I try to understand them and figure out their location, and keep them on the line until our officers arrive to help them. Giving back to society is important to me. Since 2005 I’ve been doing community service and helping residents in need. As chairman of the Nee Soon East CC Youth Executive Committee,

I organise activities such as kayaking, trekking and dragon boating, as well as football and basketball competitions to bring people closer together. Every year, my team will organise fundraising activities for various beneficiaries such as the Sree Narayana Mission Home. During home visits by our MPs, some underprivileged families require help in tutoring their children, and so I get my volunteers to help. The tuition is free – students only pay $5 for materials. I love being with people and I want to learn more, so I’m currently taking night classes at UniSIM for a degree in sociology with communications.
