Hilbert Morales EL OBSERVADOR What transportation programs will really be funded and implemented by the 2016 Measure B sales tax revenues which will be managed by the County of Santa Clara's Valley Transit Authority (VTA)? This 2016 Measure, approved by 72% of those who voted last November 8, 2016, will add an additional 0.5 cents sales tax burden to all existing sales taxes. The total sales tax burden is now very close to 10%. Now, for every dollar spent on taxable goods & services, ten cents is going towards taxes. Economists classify the spirit of this tax as 'regressive' because it impacts ordinary folks the most...especially those having incomes below the median income for any micro-economic community. In Silicon Valley, that means those of us whose incomes are less than $85,000 per year. Most ordinary citizens who faithfully and reliably pay their personal income taxes annually, traditionally due on April 15th of each year, both state and federal, are now not thinking of those 2016 Measure B revenues which 'We, the People' will pay during the next 30 years. Measure B revenues are projected to be $6 to $6.5 billion per year. All who

This Measure B included a mandate for the VTA's Board of Directors to establish a process for the creation of their 2016 MEASURE B CITIZEN'S OVERSIGHT COMMITTEE. APPLICATION DEADLINE IS APRIL 21, 2017. Those interested may learn more by googling “2016 Measure B, County of Santa Clara”. EO hopes that more than a few East Side Latinos apply because this is a very good OPPORTUNITY to learn project budget management, accounting, Robert's Rules of Order (a decision making tool), and get started in a personal career of public service which benefits you and your community. My recommendation is that the Santa Clara VTA consider paying any Transitional Age Youth (TAY, ages 18-26) $250 per month for attending both VTA Board meetings and Measure B Citizen's Oversight Committee meetings. This allocation ($3,000 per student intern) would enable very low income individuals to consider this public service. As a volunteer, I have never received any emoluments though being a volunteer required me to pay the usual and customary expenses related to being a volunteer. Fortunately, my personal earnings enabled me to volunteer, however, I am aware that many TAY youths are not encouraged to have these public service experiences

because of their limited family budgets. I bring up this consideration because 2016 Measure B was crafted by the Silicon Valley Leadership Group (Carl Guardino, CEO and President) who looks out for SVLG's membership's interest's. Some 450 corporate individuals (per the Citizen's United Supreme Court Ruling), who already benefit from 'corporate welfare' and tax avoidance practices. Which is why comprehensive IRS tax reform is needed. Long ago I realized, as a Latino, that when I served on any governance board, the perspective and practices of that Board changed to include the disadvantaged and marginalized community which I represented just by being involved and present. If ever Silicon Valley management and executive levels are to become sustainably diversified, it is these sort of paid internships on boards which will enable Latinos to begin to have access to corporate experiences. Let me get back to 2016 Measure B programs: Nine (9) have been proposed: 1) $1.5 billion to extend BART, Phase II, to Santa Clara and Downtown San Jose; 2) $250 Million-Bicycle & Pedestrian Programs which close gaps, improves connections; 3) Caltrain Corridor Capacity Improvement $314 million; 4) Caltrain Grade separations- $700 million; 5) County Expressways-$750 million; 6) Highway Interchanges-$750 million; 7) Local Streets and Roads-$1.2 Billion for repairs & improvements; all cities

receive funds; 8) State Route 85 Corridor Transit Study-$350 million-transit & congestion relief study; 9) Transit Operations-$500 million: Increase bus frequency; first-last mile connections; Programs for Seniors, Disabled; Low-Income, Students. Interested residents could ask 'how will these projects be prioritized? Should Project 7 have a higher ranking? Shouldn't Project 8 be done by the appropriate state agency? What is the justification of providing $500 million peer year to the VTA administration (transit operations)?' A total of $6,314,000,000 (SIX Billion, three hundred fourteen million dollars) are projected which already exceeds the $6 billion estimated annual revenues (the lower estimate). Over 30 years that would amount to (30 years x $314 million= $9,420,000,000) in deficit spending. VTA's executive management must instruct staff to keep project expenditures below $6 billion per year....or better yet...to actual levels of authorized revenues in hand. Why? Simply because the local micro-economy will not perform at a predictable uniform level which meets optimistic projections used. I wonder if local individual sales tax payers would want to know the annual amount of local sales taxes which are paid by those corporate individuals who are members of SVLG? It would be in the interests of documented fairness to know

that local corporations paid their fair share of 2016 Measure B project costs which improve the transportation infrastructures all of us use daily. Another issue is about the County of Santa Clara and its VTA ...Is there a requirement for the employment of local work force members? East Palo Alto has a standard of 30% local resident work force employment goal, which Facebook recently faced and requested a variance (relief ) therefrom. This 30% local work force use and inclusion may lead to diversity goals of local multi-national corporations. The issue of 'equal pay for equal work' may be also addressed and is of great interest to women and ethnic minorities in the local labor force. While local governments, especially the County, are responsible for addressing the welfare of their indigent constituents, it has some responsibility to ensure a more equitable distribution of wealth which is created and enabled by its working class residents. It is as an advocate or working class residents that I make this report. The community must monitor and perform oversight to ensure that these 2016 Measure B funds are used as proposed and not diverted to other undisclosed projects. I highly recommend that the East Side San Jose community be committed to the monitoring and oversight of the VTA and 2016 Measure B's sales tax revenue.

C U E N TA REG RE S I VA Por José López Zamorano La Red Hispana En unas semanas, el 28 de abril, vence el plazo para que los líderes republicanos y demócratas de la Cámara de Representantes y del Senado alcancen un acuerdo presupuestal para el resto del año fiscal 2017 que permita evitar la parálisis del gobierno federal y que ponga fin a la incertidumbre sobre programas básicos para el público estadounidense. Desafortunadamente, cada vez es más frecuente que las negociaciones regulares del presupuesto -- que idealmente deben terminar en el mes de septiembre, antes del inicio del nuevo año fiscal el primero de octubre— se extienden innecesariamente y se aplican parches presupuestales que ponen cada año al aparato gubernamental al borde de un ataque de nervios.

Sin embargo, las negociaciones de este año son especiales porque los demócratas decidieron salir al paso de la petición de la Casa Blanca de solicitar 1,500 millones de dólares para el muro fronterizo y más de 1,000 millones de dólares adicionales para la contratación de agentes migratorios, y fronterizos, a fin de acelerar las detenciones y deportaciones. Charles Schumer, el líder de los demócratas, anunció una inusual unanimidad de su bancada para evitar que esos fondos sean incluidos en el presupuesto suplementario, aún si ello implica el cierre del gobierno federal. Ojalá ambos elementos sean la antesala de políticas, y presupuestos, razonable, justos y que busquen servir no dividir.

NONPROFIT’S “PATH-TO-COLLEGE” LEADS THE WAY TO HIGHER EDUCATION Low-Income Students Enrolled at Community Colleges, State Universities, Harvard, Cal Poly, UCLA applicants and their parents to make the dream of college come true. Within the Sunday Friends program, the team of Path-to-College volunteer consultants advises students and parents regarding: •

middle and high school class selection

career planning

college research

college entrance exams and preparation

college applications and financial aid.

The process begins with a conversation with a career coach, followed by a getdown-to-business session with a college guidance counselor. Families may return to Path-to-College as often as needed for continuing personalized help and also receive guidance concerning outside-ofschool enrichment programs, summer programs and tutoring services. One participant said, "I didn't know what my questions were when I first sat down with the counselor, but soon I was asking lots and lots of questions. I know what my next steps are now." San Jose, Calif. - Sunday Friends, “The Working Alternative to Charity” (www. sundayfriends.org), is seeing increasing numbers of the very low income students it serves off to college. Thanks to its programming for families and, specifically, its three-year-old “Path-to-College”, students from San Jose families have enrolled in local community colleges and state universities as well as prestigious institutions such as Harvard, UCLA and Cal Poly, San Luis Obispo. According to Executive Director Ali Barekat, many of our youth who have grown up with Sunday Friends have

developed strong work ethics, good grades, and motivation to go to college, but need additional hands-on support to realize that goal, “Their parents, though eager to help, often lack formal education, computers and computer skills and English language fluency,” he says. Though its programming has supported family development and parent engagement since 1997, the nonprofit decided in 2014 to assemble a team of professionals to help individual students prepare for college. Today, college guidance counselors, career coaches and language interpreters work one-on-one with prospective college

One success story, Alma Perez, accompanied her cousin to Sunday Friends in 2014 and found it to be a “life-saving experience”, a way to earn basic necessities while learning and contributing to the

community. In addition, Path-to-College consultants helped Alma navigate the San Jose City College financial aid process, which has enabled her to complete her studies. She has also received a Sunday Friends scholarship for books the past two years. Alma will receive her Nursing Assistant Certificate next fall, after graduating and completing her summer externship. “I will be the first in my family to graduate from a college,” Alma says. “It will be a great accomplishment and a great motivator for my three daughters.” Alma’s 17-year-old daughter, Stephanie, has already met with a consultant to start on her own path to college. Sunday Friends’ Path-to-College programming is funded in part by grants from the Office of San Jose Councilmember Johnny Khamis, Air Systems Foundation, Sathaye Family Foundation and Waddell & Reed Employees. Councilmember Khamis said, ““I am delighted to support the efforts of this wonderful organization that helps give people a hand up. Visitors to Sunday Friends are welcome to tour the program and see Path-to-College in action on the second or fourth Sundays of each month. EASTER RECIPE: BABY CHICK CUPCAKES To make broken egg shell pieces: melt coating wafers as directed on package. Spread on large foil-lined baking sheet to 1/4-inch thickness. Refrigerate about 10 minutes, or until firm. Break into small, irregular pieces. Set aside.

Prep time: 30 minutes Servings: 24 •1 package (12 ounces) white confectionary •coating wafers •1 cup (2 sticks) butter, softened •2 teaspoons McCormick Pure Vanilla Extract •1 box (16 ounces) confectioners’ sugar •1 jar (7 ounces) marshmallow creme •1 teaspoon Sunflower color from McCormick •Color from Nature Food Colors •2 tablespoons milk, plus additional (optional) •48 unfrosted mini yellow cupcakes, baked in white paper liners -sprinkles (optional) -additional McCormick Color from Nature Food Colors (optional)

In large bowl, beat butter with electric mixer on medium speed until light and fluffy. Add vanilla; mix well. Gradually beat in confectioners’ sugar, beating until well blended after each addition, frequently scraping sides and bottom of bowl. Beat in marshmallow creme until well blended. In small bowl, stir food color into milk until dissolved. Add colored milk to frosting; beat until light and fluffy. Stir in additional milk, as needed, to reach desired consistency. To decorate cupcakes: spoon frosting into large pastry bag fitted with large round tip. Pipe two dollops of frosting on top of each other to form baby chick. If desired, insert sprinkles into face for eyes and beak. Or tint any remaining frosting with food colors to pipe out eyes and beak. DREAMERS HOLDING ONTO FAITH Estephany Haro El Observador For more than 700,000 young adults in the United States, the celebration of this year’s Easter is different than past years. Hope and Faith plays a bigger role in their daily lives more than ever due to the anti-immigrant political climate that we are living in the United States The presidential elections left a sour taste to the DREAMers, all those young adults who qualified under former president Barack Obama’s Deferred Action for Childhood arrivals, also known as DACA. President Trump’s anti-immigrants rhetoric is what has caused fear amongst these group of young adults. DACA allows qualifying immigrants to work legally in the U.S. by granting a Social Security Number and by protecting them from deportation. However, it would only take one signature from President Trump to cancel the program, leaving thousands of these recipients in danger of being deported and losing what they’ve worked hard for. “I literally cried when I saw the elections results, I was at work watching with my coworkers… they could clearly see tears rolling down my cheeks,” said Angela Hernandez, a San Jose State student graduate who is able to work through the DACA program. Hernandez arrived from Guadalajara, Mexico when she was five years old. She hasn’t gone back since then and doesn’t plan on leaving to Mexico even if President Trump removes DACA. “The next day [of

the election] I woke up and it was a strange feeling, a reality that I wish it was just a nightmare but it wasn’t…I’ve been in this country for 18 years and i’ve never felt this way,” Hernandez said. Throughout his whole campaign president Trump would say how he was against Deferred Action for Childhood arrivals and many feared he would remove it as soon as he was elected president. “I mean my biggest fear was not being able to work legally in the U.S. I was able to get a job after college through DACA… I thought to myself, I went through hard times to get my Bachelor’s degree, so all of that for nothing at the end?,” Hernandez said. However, Oscar Mancera, a third-year Engineering student at SJSU doesn’t believe President Trump will hurt the DREAMers. “I’m a person that believes in God and through many times in my life having faith and believing that God has its ways that has helped me overcome difficulties, that’s why I’m not scared…everything happens for a reason,” Mancera said.

DREAMers like Hernandez and Mancera are holding onto faith and the hope that President Trump’s perception of immigrants changes so that they continue to contribute to this country’s economy. “All we do is work and be good to this great nation that has given us a lot and we are thankful which is why we also contribute…we pay taxes too, we are law-abiding immigrants,” Hernandez said.

“SANCTUARY CHURCHES” ARE THE NEW REFUGE FOR UNDOCUMENTED IMMIGRANTS Estephany Haro El Observador During these times of uncertainty in the immigrant community, there seems to be one place where they feel safer, their church. The immigrant community has a history of turning to their churches for any type of support, especially for shelter during rough times. Such is the case of Jeanette Vizguerra, a mother of four who after checking in with immigration and Customs Enforcement was given a deportation order. Ever since Vizguerra was given this court order for deportation, she found refuge at a church in Denver, resisting deportation. Her case has gotten national attention as these cases are more common and more people are finding a safe home at their local church. However, not all churches are willing to protect immigrants from ICE. The Bay Area differentiates itself from many states which have no safe havens for immigrants. The lessened tensions here come from a nearly universal approach to the state's relationships with it's immigrant community. The recent Sanctuary bill passed in the assembly certainly helps, yet there continues to be fear. Which is why churches around the Bay Area have proclaimed themselves to be “Sanctuary Churches”. One of these churches is La Primera Iglesia Presbiteriana Hispana in Oakland. Elsa Vasquez has been living in the U.S. for 18 years after leaving her beloved Michoacán for a better life. 16 years she has been residing in San Jose and has been attending every Sunday to Our Lady of Guadalupe church in East San Jose. Even

though she has tried to become a U.S. resident, she says it has not been easy and hasn’t been able to become legal. “It’s been too long, but I’m not going anywhere…this is my country, I’ve been here longer than I ever was at my home country,” said Vasquez in Spanish. Therefore, she said that if she had to hide from ICE the first place she would go to is her church, Our Lady of Guadalupe. “I wouldn’t think twice, I would be much safer and I know they wouldn’t come looking for me here,” Vasquez said. “We’re just doing what we’ve historically done as churches…provide a safe refuge for a family or an individual that has found him or herself in a situation where there is no other recourse for them to deal with that,” said the Rev. Jon Pedigo, director of projects for peace and justice for the Diocese of San Jose in an interview to the Mercury News. But how far can a Sanctuary Church go to defend its parishioners? Legally ICE can arrest any person who is undocumented anywhere, even if they’re in a church, said Melisa Hernandez, a law student at Santa Clara University. However, it’s known that ICE officials don’t like to enter churches to arrest people, they can, but they haven’t done so yet. Just like Vasquez, there are thousands of undocumented immigrants that would turn to their churches for refuge. According to the Public Policy Institute of California, it is estimated that 400,000 undocumented immigrants live in the Bay Area. Hector Castellanos, a parishioner at Our Lady of Guadalupe adds, “I know the church would protect me…God never leaves us alone.”

EASTER 2017 Dear Brothers and Sisters, Without the devastation of Good Friday, we could never appreciate the wonder of Easter and the joy of the Resurrection. Only in the context of the utter defeat of the Cross can the Empty Tomb be invested with meaning. Where death had seemed to conquer, life triumphed. In remaining faithful to the Father, Jesus did not regard “equality with God something to be grasped. . .” Rather, he emptied himself, taking the form of a slave, coming in human likeness; and found human in appearance, he humbled himself, becoming obedient to the point of death, even death on a cross. Because of this, God greatly exalted him. (Philippians 2:7-9a) During Lent, we have attempted as best as we could to join the Lord in “emptying” ourselves of all that holds us back from following Him so that, with the coming of Easter, we would be dead to our old selves and rise with Him as part of the new creation that God initiated in Jesus. Looking to the Resurrection, we strive

toward our own participation in Jesus’ victory over death. As we sense in our own time that which renders life meaningless, so much more do we need what Risen Life promises: “If we have died with the Lord, we shall rise with the Lord” (2 Timothy 2:11). The first witnesses to the Resurrection included the Apostles, Peter and John, and Mary Magdalene, Apostle to the Apostles, who was the first to encounter the Risen Lord, thinking Him to be the gardener; it was she who ran to the Eleven to share with them the news of that Easter morning. El culto a la Santa Muerte continúa ganando devotos, no sólo en Estados Unidos, sino en varios países alrededor del mundo. Actualmente existe una amplia gama de productos relaciones con este culto, velas, inciensos, imágenes, amuletos, oraciones, joyería, tatuajes, y fragancias, son los artículos de mayor uso y consumo en relación a esta controversial creencia espiritual. Desde épocas remotas se le ha rendido culto a los difuntos y a la muerte, sin embargo; este culto se está transformando en una especie de religión alternativa. GROUP FILES CIVIL-RIGHTS COMPLAINT OVER PORT OF OAKLAND POLLUTION Suzanne Potter California News Service OAKLAND, Calif. - Millions of Californians live close to a major port and just last week, community leaders in West Oakland filed a federal complaint alleging that the continued pollution in their community of color is a violation of the Civil Rights Act. Margaret Gordon, co-founder of the West Oakland Environmental Indicators Project, says her group has tried for years to get the port and the City of Oakland to do something about the dirty air. She says a Pacific Institute study showed that diesel fumes in West Oakland are 90 times higher than the state average. "Our complaint is that since 2010, the City of Oakland and the Port of Oakland would not do a comprehensive emission-reduction plan around this property, which they are expanding to bring in new commodities," she explained. The group wants the federal government to

investigate its allegations of environmental discrimination. It's asking the city and the port to implement strategies similar to those at other California ports, which promote zero-emissions vehicles and equipment. In a statement, Mike Zampa, communications director for the Port of Oakland, claims the port is one of the cleanest in the country, reducing diesel emissions by 98 percent and ship emissions by three-quarters since 2005. Earthjustice attorney Yana Garcia helped file the complaint. She says the health impacts to the area remain severe. "The rates of hospitalizations are much higher in West Oakland than other places in the city," she said. "The hospitalizations are specifically for asthma, often in children around five years of age." The Alameda County Department of Health reports that life expectancy is nine years shorter in West Oakland than other parts of the county.
