Health and Safety in the Police Force With all that have been written about the Guyana Police Force and its members, we must admit that not enough is being done to highlight the hazards that attend policing as an occupation. What this suggests is that the public communication system within the Force needs to be scrutinized at the level of an audit to determine if the organization is being served effectively by that particular aspect of its operations. A casual look at the way ranks at all levels behave may force the observer to conclude that important health and safety issues are being ignored in the probable hope that they will go away and not attract public notice. But exactly the opposite is needed if we are to develop a real appreciation of the inherent risks that ranks face from the moment they become members of the Force. There has apparently never been a study done locally to identify the potential and actual dangers that ranks are likely to encounter from the time they leave their homes to serve and protect. Historically the Force has never been beset by the level of uncertainty as that which existed during the 2002 crime wave. There was no guarantee that policemen would be alive at the end of their duty tour on any given day or night. It is a matter of fact that certain high profile policemen went so far as to leave these shores with the intention of permanently migrating because of the fear of retribution. Be that as it may, all members swore to do a job which places them squarely as a barrier between law abiding citizens and criminals. One could argue that the risks that come with being a policeman (this also refers to women) should be known by prospective members before they make that career choice. Similarly, the positives of being a law enforcement officer also, should be examined prior to deciding on such an important issue. However, more importantly is the fact that the police salary cannot by any stretch be described as competitive. Therefore from a purely economic standpoint, there are relatively few positive factors which may attract applicants to the Force, but it is agreed that as an employee in an essential government service a policeman’s monthly salary is guaranteed. The sore point is that because there will always be a demand to fill vacancies arising from attrition due to various reasons including resignation, dismissal, retirement, and lineof-duty death, the quality of intake locally may not always be to the required standard as currently obtains. The preponderant risks that ranks face in what is undoubtedly a dangerous career include physical contact with violent offenders; injuries suffered from crashes during vehicular pursuits; unprotected contact with persons afflicted with communicable diseases etc. In all of that and more ranks are expected to remain calm and professional even in the face of extreme provocation. Policemen are expected to display equanimity when viewing the consequences of horrendous acts committed by man against man, and return home unaffected by things like post-traumatic stress disorder. In the United States the level of police suicides has caused a major rethink in how occupational health and safety issues are dealt with, not to mention other health issues like obesity, and cardiovascular conditions to name a few.. We in Guyana are only hearing about this or that proposed intervention, but there seems to be no appreciable forward movement to address these matters which have potential negative consequences on our policemen and women, and their relationships. Because Guyana is what it is, the extent of domestic problems that police families have to deal with because of the nature of police work might never be known. Shift work and interior postings away from loved ones can place heavy demands on families’ ability to adjust. And lack of communication caused by fatigue and stress could make family dissolution possible with children sometimes growing up virtually without a father figure to keep them in line, and to provide the type of role model that they need. It is a fact that the offspring have been among the ranks of serial offenders of anti-social behavior just because of the parent’s absence due to the job of being a policeman.

Bai Shan Lin is wrecking our forest; it is an environmental shame Dear Editor, Over the last few days, we have had to endure startling revelations of harvesting operations in our forest by Bai Shan Lin: It is an environmental shame. Bai Shan Lin is wrecking our forest. Worse is that those institutions with specific and general responsibilities to protect this natural asset appear to be ready to defend the plunder of it by this company. No, they are not expected to be curators of our natural assets, but to ensure that such assets are transformed into value that could benefit citizens and lift them out of poverty. Instead of the Guyana Forestry Commission and other allied Ministries and agencies protecting our national, natural assets and securing the future of this and the next generation, they are allowing Bai Shan Lin to export raw logs without the requisite documents. We are saying that those agencies, the Guyana

Forestry Commission, in particular, should not be engaging in public relations (publishing policies, which are not necessarily enforced) to defend what is clearly a breach of certain policies in the extractive sector, in this country. They ought to be making genuine efforts to educate the public about the rules governing forestry operations. Until that happens and citizens are better informed about what is happening with this natural asset, the authorities will adopt gesture politics. In poor societies like Guyana, regulation of the natural environment and its resources can be no better than popular understanding of why it is needed, and the rules that govern our assets will reflect any misunderstandings. The misunderstandings of ordinary citizens provide fertile grounds for special interests. Regulation not only protects, it redistributes. Regulations can be m a n i p u l a t e d b y l a rg e

corporations, companies, governmental and state bodies, agencies and interest groups to their advantage. This is exactly what is happening in the case of Bai Shan Lin. The Environmental Protection Agency (EPA) has made it clear that it has not issued Bai Shan Lin with licence to export logs from Guyana. This is a very serious issue, because the EPA is the body set up by the state to protect and preserve the health and general integrity of the natural environment and its resources. If that body has not issued Bai Shan Lin the required permission to export logs, then who did? Also, if this body – EPA– was bypassed, as is suggested, then we have no way of knowing the nature and extent of damage done to our natural environment and how the operations of that company are affecting the ecosystems and residents in that and other areas

contiguous to the operation of Bai Shan Lin. In the circumstances, it has to be admitted that Guyana has weak governance in this sector. The consequence? Plunder of our natural resources. What should have been the lifeline by which our people pull themselves out of p o v e r t y, h a s i n s t e a d produced zero opportunities. It is dragging local communities down when it could have elevated their standard of living. How many jobs are created by the exportation of raw logs by Bai Shan Lin, as against how many jobs could have been created if that company was conducting a value added operation in Guyana? Local communities are really none the better for the large scale exportation of raw logs carried out by this foreign company. But the management of Bai Shan Lin should make a deliberate effort to (Continued on page 5)

The AFC has to assume the leadership role if the PPP is to be defeated

DEAR EDITOR, Significant tales have and continue to be told to the people by the political leaders of the ruling cabal who have clearly used the political system to improve the image and status of their party at the expense of the constituents they serve. These politicians are so dishonest that no one believes them anymore. They have put their interests and those of their relatives and friends first and not the country and the people. They do not deserve another day in office. The no-confidence motion initiated by the AFC is a welcome relief to the people. They have had enough. It is not that the PPP does not have honest people in its ranks, but the dishonest have outnumbered and overshadowed those who are honest by a ratio of 10:1, thus dwarfing the party’s abilities to share the resources equally and develop the country in the interests of all. Nepotism and cronyism are in every government department and agency. After almost three years in office, the President has not done anything to reduce corruption and crime and has not even fulfilled his promise

to grant a TV licence to the people of Linden. Preservation of the Freedom House faithful has turned the party into a political force that is no longer credible. We use the word credible since it is our belief that the opposition has a fighting chance to capture the plurality votes from the PPP if they collate. The ruling cabal is disconnected from the people, especially the

youths, and thus would find themselves in opposition at the next election, but this will only happen if commonsense prevails between APNU and the AFC. But the PNC has done itself in. Its recently concluded Congress proves that the PNC is highly dysfunctional, divided, undisciplined and leaderless. It is not in a position of strength and cannot be taken seriously to lead a coalition to defeat the PPP.

The AFC has to assume the leadership role if the PPP is to be defeated at the polls. Having said that, it would be a grave mistake and great disservice to the people and the country for the opposition to pass the no-confidence motion and contest the election as separate parties. DEAR EDITOR, The green ranger continues to show his colours - which evoke a state of confusion in those who see and listen attentively to pronouncements hardly founded in organisational rationality. Why is it that one is continually left with a sense of hollowness, which is complemented by a spate of ineffective follow-ups, if any? How in the case of the most recent interaction with foreign diplomats can one lay stress upon a ONE NATION concept, when at the same time the Party representation is inclusive only of the PNC, to the stark exclusion of the other members of an elusive Partnership? For whom then does the majority opposition speak? Intricated in this display of singlemindedness must be the question as to what extent the ‘partners’ were consulted on this

major policy issue, and indeed whether a green paper on such policy was formally debated and agreed within the shadows of the organisation. It is not unfair to speculate, however glibly, if, and why, in this instance foreigners were given preferential treatment over not only formal ‘partners’ and excluded Lindeners, but indeed other substantive and supportive voting communities. Those who understand organisational best practices would hardly applaud a Press Release as an effective way of interaction between these alienated groupings. Unfortunately, this separateness (some say ‘aloofness’) reflects a recurring organisational defect – one that is fundamentally contradictory to the practice of teamanship, and a culture of mutual trust – preeminent attributes of effective leadership. Give full play to the wood in the logging area, reasonably conduct cross-cutting so as to increase the multipurpose timber utilization rate in an all-round way. · Possess due forest fire prevention and forest pest and disease prevention and control facilities and measures. · Establish the multistakeholder publicity and consultation system. · Proclaim the main contents of the effective and legal documents of forest management and utilization to the local communities and the parties concerned. Make clear the form, content, time limit, etc. in accordance with the requirements of the local governments on establishing the pre-harvesting publicity and consultation system of forest harvesting and utilization. · The large scale harvesting shall be proclaimed in the local area; the forest harvesting units (individuals) shall also establish public signs in the wood-cutting areas and the surrounding traffic arteries, and proclaim the main content, operational period, etc. of legal harvesting

documents approved by the departments concerned. · Take actions that suit local circumstances, adopt scientific and rational harvesting ways and operation measures, minimize the impact of forest harvesting on biological diversity, habitats of wild fauna and flora, ecologically fragile areas, natural landscape, water quantity and quality of forest watershed, forestland soil ecosystem and the regeneration of seedling and sapling, and ensure rapid recovery of the functions of forest ecosystem. · Take the corresponding measures to protect the forest, especially the forest with high conservation value. · When conducting felling area design, the enterprises concerned shall take full account of the undesirable effects of forest harvesting operation on surface rainfall and underground water resources, slow down soil corrosion, control soil and water erosion and avoid serious destruction to forest catchment due to harvesting. Judging from the partial contents of this guide, it seems quite clear to us that Bai Shan Lin may not be aware of this document. If it is aware, then it is not faithfully following this guide. In light of the aforementioned, we have made three requests: 1. That the Guyana Forestry Commission put a hold on Bai Shan Lin’s Operation, in all areasofGuyana,untilitisproperly regularized in accordance with the lawsofGuyana 2. That the Guyana Forestry Commission publish Bai Shan Lin’s contract and its contents thereof; and 3. That the Environmental Protection Agency conducts the necessary tests and reports on the extent of damage done to the natural environment, in areas where Bai Shan Lin is harvesting trees. Finally, we, in Guyana, owe it to ourselves and the next generation to develop our economy in a sustainable way. Our watch words must be: good governance, accountability transparency, sustainability and environmental ethnics. It is time, high time, for all those, who are concerned about the health and well-being of the natural environment to act. Let us act now! DEAR EDITOR, The article “Break the Taboo against Abortion Now!” in the SN of 15 August, 2014, rightfully calls for safe and affordable abortion services in Guyana. In our small and evolving society, as with so many things, it must be difficult to come to grips with the responsibility which government has to provide a health care system with doctors, midwives and nurses who on the one hand have to fight to keep mothers and babies alive and healthy; while at the same time provide services for termination of pregnancies. But those conversations are not happening and it is not clear yet why the public health system is not providing termination services while it seems that there is private sector support as there always was in Guyana. Is it that the termination of services legislation was only enforced to legalise the private doctors who provide abortions?

Is it proper to talk about abortions at the same time of talking about the medical services for couples who desire children of their own bodies? In Guyana, the consequences of the decision to abort or not to abort are left with the woman or the girl. But what about men? What is our responsibility to women - apart from reinforcing the views of God, the man who apparently punishes women more for aborting than the men who put the sperm there; or the men who preach and reinforce the shaming which goes along with the decision to terminate a pregnancy? The Guyana Medical Council register indicates that 13 of the 16 doctors registered to do terminations have male-sounding names; the Minister of Health and the senior medical staff who are responsible for the provision of safe services, the policies, the budgets and the decisions about whether women and girls can get safe and affordable services and

products are men. Men are active participants in our rape culture, and men define the masculinity which does not include caring for unplanned/ unexpected children. Men sometimes give the money for abortions and walk away afterwards; or come back to claim the trophy child. Men therefore can change the world in which women have to make the choice around termination. In the now, men should contribute to ‘Breaking the Taboo’ around abortion. In the now and the long term, men might want to use their power, to commit to ensuring that whenever our sperm meets an egg and a foetus is created, that we will ensure that we have a society in which the woman or girl is not faced with a choice of abortion which is based on our criminal behaviour or neglect, and that the child though unexpected, becomes wanted, loved and cared for by us. A public debate between GFC’s Chairman and an APNU MP would be inappropriate DEAR EDITOR, Any public debate between the Chairman of the Guyana Forestry Commission (GFC) Mr. James Singh and APNU MP Joe Harmon is most inappropriate. The GFC Chairman is a civil servant, not elected, and must operate by the rules which govern his office. APNU MP Mr. Joe Harmon outranks him politically. The MP reflects and has a direct mandate from the people. He would be stepping outside of his orbit to engage a civil servant who has no right to “debate” an MP who is legally not so empowered or his equivalent. The Minister of Natural Resources, Mr. Robert Persaud, is the proper person to debate and account for Guyana’s natural resources. Parliament is the best venue, with equal rights of publicity

to all. As a former GDF officer Mr. Harmon would know and would not condone any officer who was not his equal to officially engage him in parity. It’s just not permitted, nor is it the correct route of management. With the extensive alternatives in possession by the APNU MP, it would open Mr. Singh to reprimand that he has overstepped his civil service mandate. In becoming a Minister in any APNU government, wouldn’t Mr. Harmon be setting a precedent to civil servants under his authority to do their own thing in future? The GFC chairman is not a politician as much as he is with everyday expertise, and the President of Guyana has already addressed the issue. If he requires additional resources to more effectively do his job, Mr

Harmon may be his best friend to procure it for him in parliament. Mr. Harmon has the power to submit his questions directly to the subject Minister in parliament in addition to engaging him in private communication. That is the democratic and parliamentary procedure. Engaging the GFC chairman could be seen as political ploy and must be avoided at all costs. It would add to the current gridlock should any within the civil service decide that they are with similar authority. Can we in all good sense condone such a development? Whoever approved the GFC’s chairman’s challenge to debate the opposition MP was ill-advised, and must countermand with apologies to all concerned. The rush to show who the real knowledgeable is on timber

must not become another occasion for rancour. Right now the duo is more interested in promoting another boxing match by applause in the media. How many internet streaming dramas can we afford? Sultan Mohamed

Israel, Palestinians extend Gaza truce by 24 hours (Reuters) - Israel and the Palestinians agreed on Monday to extend a Gaza truce by another 24 hours, minutes before an Egyptianbrokered ceasefire was set to expire, officials on both sides said. Agreement was reached as gaps on key issues continued to dog efforts to achieve a long-term deal between Israel and militant groups in the Gaza Strip, dominated by Hamas Islamists, which would allow reconstruction aid to flow in after five weeks of fighting. The month-long war ended in effect more than a week ago when Egypt brokered a three-day truce, which it then won agreement to extend by another five days through 2100 GMT on Monday. A Palestinian official close to the talks in Cairo said the latest extension would give both sides time “to complete the negotiations”. An Israeli official and a security source said in Jerusalem that “on Egypt’s request the ceasefire shall be extended by 24 hours to allow further negotiations”. In Gaza a senior Palestinian official said agreement had been reached on all but two points drafted by Egypt for a wider deal, including opening Gaza’s crossing to allow a freer flow of goods, and extending maritime limits in the Mediterranean Sea. Issues still not agreed upon include Hamas’s demands to open a seaport and an airport, which Israel has said it would only discuss at a later stage, in addition to freeing Palestinian prisoners held by Israel and Hamas handing over remains of two Israeli soldiers killed in the war, a Palestinian official said. Israel made clear before the earlier truce lapsed it would continue to hold its fire as long as Palestinians did the same. “If they shoot at us, we will respond,” Justice Minister Tzipi Livni, a member of Prime Minister Benjamin Netanyahu’s security cabinet, told Israel Radio. The Palestinian Health Ministry put the Gaza death toll at 2,016 and said most were civilians in the small, densely populated coastal territory. Sixty-four Israeli soldiers and three civilians in Israel have been killed. SECURITY Hamas seeks the construction of a Gaza sea port and the reopening of an airport destroyed in previous conflicts, as part of any enduring halt to violence.

Livni said such issues should be dealt with at a later stage. Israel, which launched its offensive on July 8 after a surge in Hamas rocket fire across the border, has shown scant interest in making sweeping concessions, and has called for the disarming of militant groups in the enclave of 1.8 million people. Hamas has said that laying down its weapons is not an option. In Jerusalem, the Shin Bet internal security agency said it had arrested 93 Hamas activists in the occupied West Bank over the past three months who had planned to carry out “serious attacks” in Israel, aiming to destablise the region and eventually topple the Western-backed Palestinian Authority. The Shin Bet allegations of a planned coup, in a statement that said Israeli authorities had confiscated 30 guns, seven rocket launchers and $170,000 from the group, were met with scepticism by Israeli media commentators. “Would they have been able to do this? I don’t know,” Roni Daniel, the well-connected military affairs correspondent for I s r a e l ’s C h a n n e l Tw o television, said on-air. Barak Ravid, the Haaretz newspaper’s diplomatic affairs reporter, tweeted: “Israeli Shin Bet claims Hamas tried to take over the West

Yeah right.” The Gaza offensive has had broad public support in Israel, where militants’ rockets, many of them intercepted by the Iron Dome anti-missile system, have disrupted everyday life but caused little damage and few casualties. Israel and Hamas have not met face-to-face in Cairo, where the talks are being held in a branch of the intelligence agency, with Egyptian mediators shuttling between the parties in separate rooms. Israel regards Hamas, which advocates its destruction, as a terrorist group. In Gaza, Pierre Krähenbühl, head of the United Nations Relief and Works Agency, said he hoped ceasefire talks would lead to substantial change on the ground. “There has to be a message of hope for the people of Gaza, there has to be a message for something different, there has to be a message of freedom for the people, freedom to move, freedom to trade,” Krähenbühl told reporters.

Backed by U.S. strikes, Iraq Kurds retake strategic dam: officials (Reuters) - Iraqi and Kurdish forces recaptured Iraq’s biggest dam from Islamist militants with the help of U.S. air strikes to secure a vital strategic objective in fighting that threatens to break up the country, Kurdish and U.S. officials said yesterday. U.S. fighter, bomber and drone aircraft took part in the strikes on Islamic State positions near the Mosul Dam, the Pentagon said. The strikes damaged or destroyed six armed vehicles, a light armored vehicle and other equipment. The dam had given the militants control over power and water supplies, and any breach of the vulnerable structure would have threatened thousands of lives. U.S. President Barack Obama said Iraqi and Kurdish forces had retaken the dam with U.S. help. U.S. air strikes

this month are the first in Iraq since the United States pulled out in 2011 “This operation demonstrates that Iraqi and Kurdish forces are capable of working together in taking the fight to ISIS (Islamic State), and if they continue to do so they will have the strong support of the United States of America,” Obama told a news conference. As fighting intensified, Islamic State militants were said to have killed dozens of Kurdish fighters and captured 170 of them, according to a Twitter site that supports the group. The Islamists’ seizure of the Mosul hydroelectric dam in northern Iraq this month marked a stunning setback for Baghdad’s Shi’ite-led authorities and raised fears the militants could cut electricity and water, or even blow up the shaky structure, causing huge loss of life and damage down the Tigris river valley.

ANYONE CAN CHECK THE VOTERS’ LIST GECOM should never have indicated that the Preliminary Voters’ List that it has produced is above board. Not without a verification exercise and not in Guyana, and not against the history of voter padding and electoral rigging that took place under the PNC regime. In the 1968 elections, there was extensive padding of the overseas voters’ list. But the PNC did not need to rig the elections using overseas votes. There were other widespread voting irregularities including voting by persons who were long dead. The elections of 1973, 1980, 1985 and the referendum of 1978 were all characterized by massive fraud and deceit. These elections were held under the PNC. The PPP and the people of Guyana therefore, have to be extremely vigilant against the possibility of large scale electoral padding taking place. The PPP should conduct its own house-tohouse verification of the

voters’ list so as to ensure that there are no phantoms registered. It should also guard against multiple voter registrations. The use of fingerprint technology would be an important tool to weed out duplicate and triplicate registrations. Guyana’s reputation is on the line. It is important that the forthcoming elections are certified once again by the international community as being fair. It is necessary that there is no rigging of votes or padding of the voters’ list. That would once again turn Guyana into a pariah state where democracy is concerned. Such a label will hurt Guyana’s image and its economy even further. It is therefore important that all national stakeholders, including the private sector, be engaged in verification of the Preliminary Voters’ List. Such an exercise will allow Guyana to show the external world that long gone are the days of dubious elections. It

will demonstrate that Guyana is a maturing democracy which has finally laid to rest charges of voter rigging and voter padding, which characterized elections in the past. The key to a fair election is a sanitized voters’ list. The best way to sanitize the list is to undertake verification. Anyone can verify the voters’ list. One does not need to be accredited by GECOM or indeed any political party to conduct verification checks on the voters’ list. So there should be no alarm bells about persons outside of GECOM going around to the various communities and checking the voters’ list. What should be alarming is if those persons represent that they are from GECOM when they are not. But no one needs to be accredited to conduct house-to-house verification of the voters’ list. This time around the PPP has obviously been doing its homework. It has reported that it found one house in

From this sample, GECOM would be able to determine whether there is any padding of the voters’ list. House-to-house verification should however, be undertaken by the political parties, civil society groupings and the business community. With only about four hundred thousand expected voters at the most,

it should. If everyone combines their efforts, there can be house-to-house verification conducted in record time. This would satisfy all concerned. The private sector should lead this exercise and have the various parties appoint observers to the process. GECOM should make the Preliminary Voters’ List available online to aid in this process. And the best way of doing so is by first ensuring that we have a credible and accurate voters’ list, one that is beyond reproach.

ECHO tells Bai Shan Ling to cease logging operations or face the Courts The local Environmental Community Health Organization (ECHO) has warned Chinese company Bai Shan Ling to cease all its logging operations being conducted in the country’s interior region or face legal intervention. ECHO which is headed by Mr. Royston King is demanding the company’s operations to cease until it can be verified that it is operating within the ambit of the law. The law office of Moore, Harmon, Sobers and Gaskin yesterday dispatched the letter to the company’s Corporate Secretary and local head explaining that the environmental group is dissatisfied with the manner in which the logging activity is being conducted and sees harm being done to the local eco-system. The letter by Attorney-atlaw Leslie Sobers said that (ECHO) has requested him to do all things necessary

concerning the operations of the company as it relates to the extraction of logs and other timber resources from within the interior of Guyana and the country as a whole. “We have been instructed that your company has embarked upon a course of conduct whereby large quantities of this country’s forest resources in the form of logs, dressed and undressed timber of several varieties have been and continue to be exported by your company contrary to the licence granted

Bai Shan Lin or Bai Gi Net? All Guyana is talking about Bai Shan Lin. I literally cannot count the people who have mentioned this to me with a vexed face over the past week. It is a colossal story of everything that is wrong with the PPP’s reign. As the days pass and more venal tales come to light, I am getting more irritated at the Rodney Commission. More on the Commission’s uselessness later. Shouldn’t we be talking about Bai Gi Net too? Bai Gi Net is the source of Bai Shan Lin. Bai Gi Net is a long, deadly Scottish bayonet. In Guyana, bayonet politics has killed off democracy, accountability and transparency. The PPP regime has used its Bai Gi Net to pierce every conceivable

institution in this country, including the judiciary. The wording of the noconfidence vote is a gigantic indication of the success of bayonet politics. The noconfidence motion is one line – “The National Assembly has lost confidence in this government.” Why was it a one-line motion? Because the combined opposition is frightened to death of the constitutional court in Guyana. The constitutional court in Guyana works in ways that the greatest minds on earth cannot fathom. The Chief Justice (ag) ruled that the Minister of Local Government had no legal authority to appoint Ms. Sooba as the Town Clerk, but ruled that

Sooba could remain in office. I ask readers to overlook my ignorance of the law, but I do recall there is a famous statement that refers to the law as an ass. Even if there is a legal justification, I don’t want to hear it, I don’t think it is sound and I believe a justification should not exist. Here is my analogy which I think is waterproof. While I was away, my NDC chairman told my neighbour that he could park his car on my driveway. I returned and demanded the vehicle be removed. My neighbour says he was given permission. I took the chairman to court to overturn his permit. The court said the NDC chairman had no legal

authority to assign parking facilities on my driveway, but the car can remain while I sought other legal remedies against my neighbour rather than the NDC chairman who was the culprit, and in fact, is the cause of my discomfort. I should end this section of my discussion before I get sued for both contempt of court and libel. But this I will say; after seeing the performance of Caribbean jurisprudence in the Linden Commission, the Rodney Commission and the Guyanese constitutional court, I don’t blame Caribbean people for wanting to stay with the Privy Council. The motion was a oneline affair because the AFC

was overwhelmed with the fear that if they include any other detail, the PPP would run to the constitutional court and the motion may get thrown out. The AFC and APNU have many top lawyers in their leadership and these attorneys may want to take the diplomatic highroad and avoid claims that even the judiciary has been penetrated. The fact is that since 1999 when Mr. Jagdeo became President, Bai Gi Net politics has pierced the entire foundation of the nation. There isn’t an institution that the PPP’s Scottish bayonet hasn’t lacerated. Even the most priceless of institutions, the NIS, which is responsible for our continued existence when we grow older, is tottering. There is the strong feeling that in five years’ time, the NIS may fail. Why then should Bai Shan Lin come as a surprise to this nation? The PPP is drowning in venalities like Bai Shan Lin, it is just that we have seen only the tip of the iceberg. Bai Shan Lin and Vaitarna are the news now. Yesterday it was Amaila and Marriott. There are hundreds more. And they are yet to hit the

Frederick Kissoon press. These travesties have continued because the Bai Gi Net has been driven deep into the heart of this nation. It has lost its physiology. It cannot speak, see, and hear. Maybe we are a dead land. The power-wielders think so and they feel uninhibited to take excesses that even brutal dictatorships may be hesitant about. The question most Guyanese should be asking themselves is, if these opaque investment agreements are bad judgements or opportunities for corrupt transactions? If the answer is yes to the latter query, then think of the enormous gains that may have come the way of certain people when you think of the hundreds of other invisible, unknown acts of selling out of this poor country’s resources. After Bai Shan Lin, the time has come to stop the PPP’s Bai Gi Net.

The search has intensified to recover the bodies of the two men who remain missing after Motor Tanker ‘Swift Dolphin’ capsized off the Corentyne Coast, last Tuesday. Four passengers were on board the tanker when it overturned. The survivors have been positively identified as Augustus Persaud and Anthony Sukhdeo, while the missing sailors are said to be Patrick Constantine and Kayman Rickram Persaud, the Captain of the vessel. The Guyana coast guards responded to a distress call at approximately 21:00hrs on Tuesday, after the Guyanaregistered Motor Tanker

‘Swift Dolphin’ capsized off the Coast in the vicinity of the mouth of the Corentyne River. The vessel was proceeding from Paramaribo, Suriname to Georgetown. Taxi driver held, postmortem shows woman was manually strangled Police were last night questioning a taxi driver in connection with the murder of 26-year-old Pradika Persaud, who was strangled and dumped on a roadway at Boerasirie, East Bank, Essequibo on Friday night. Kaieteur News understands that the driver, who is from Tuschen, East Bank Essequibo, was taken into custody yesterday afternoon after police were informed that he was seen with Persaud some hours before she was slain. The development came hours after a postmortem confirmed that Persaud, also called ‘Simonne’, died from manual strangulation.

Kaieteur News understands that samples were taken from the victim for possible DNA testing, since it is suspected that she was sexually assaulted. In an attempt to find her killer, police have been checking several drinking spots and other areas that Persaud, an alcoholic and drug user, is said to have frequented. Persaud, of Lot 532 Zeelugt, was found dead at the side of a roadway at Boerasirie on Friday night. There were visible injuries to the neck, and investigators also observed tyre tracks near the corpse. The victim was barefoot and was wearing a

pair of short blue pants and black armless top when she was found. Investigators believe that Persaud was slain elsewhere. “We are getting information that someone in a car dumped the body,” a source said. Persaud was said to have been an alcoholic and drug addict, and relatives said that she would wander about at nights. She reportedly has one child who is in the care of welfare officials. Her brother, Hamid Khan, said that he hardly saw his sister, who was reportedly in a common law relationship. After taking Giles's photo, Bynoe shouted in her face, “Shame on Kaieteur News, I will deal with you individually; is just time.” The reporter then asked Bynoe, “Are you threatening me?” He responded, “You can take it however you want to take it.” The reporter then replied, “Okay, I take it as a threat.” She immediately proceeded to GFC's boss, James Singh, and expressed her discomfort. The reporter made the point that Singh shouldn't call a press conference and have the likes of Bynoe there “at-

tacking people.”However, she failed to get a satisfactory response from Singh. Bynoe then continued his rampage. He told another of Kaieteur News's staff, Kiana Wilburg, that he is going to arrive at the media house today to picket the entity. He said that he will arrive with “400 strong”. Wilburg told Bynoe that he was free to do so. He then responded, “Oh trust me I will, I will picket y'all individually…I will deal with y'all individually.” The three females, uncomfortable with Bynoe's threats, have decided to lodge a report with law enforcement authorities. In 2008, six years after being slapped with a treason charge, Bynoe was granted a pardon by the then President Bharrat Jagdeo. A Government Information Agency (GINA) statement indicated that Bynoe had been writing to Jagdeo for a pardon for at least one year. GINA noted that, in his

appeals, Bynoe expressed his remorse over the invasion of the Office of the President, and the destruction of public property. In 2002, Bynoe campaigned throughout the country, urging citizens to protest against what he called atrocities against the people by the PPP/CIVIC Government. His campaign led to a massive march on July 3, 2002, which culminated in the storming of the Office of the President, leading to the shooting death of two persons, and injuries to several others, as presidential guards opened fire on the intruders. GINA, after Bynoe's release, reported that Bynoe recognized that the event was an attack on a democratic institution of the state and not directed at the President. By 2011, during the last General Elections, Bynoe was on the PPP campaign trail and was recorded making a passionate plea to Lindeners to vote PPP.

(Reuters) - Missouri Governor Jay Nixon lifted the curfew for the St. Louis suburb of Ferguson yesterday and began deploying National Guard troops to help quell days of rioting and looting spurred by the fatal shooting of a black unarmed teenager by a white policeman. Nixon, who had declared a state of emergency for the town on Saturday and ordered that the streets be cleared for a curfew that ran from midnight to 5 a.m., said the National Guard would fall under the supervision of the Missouri Highway Patrol. The deployment of the National Guard is the latest in a series of steps taken by authorities to end the looting and burning of stores that have punctuated protests since the shooting death of Michael Brown, 18, more than a week ago. President Barack Obama said he told the governor that use of the National Guard should be limited and urged healing instead of violence. Attorney General Eric Holder will travel to Ferguson today, Obama added. “While I understand the passions and the anger that arise over the death of Michael Brown, giving into that anger by looting or carrying guns, and even attacking the police only serves to raise tensions and stir chaos. It undermines rather than advancing justice,” Obama told a news conference. The president met with Holder earlier yesterday to discuss the Ferguson unrest. The U.S. Department of Justice, the FBI and the St. Louis County Police are investigating the shooting. An autopsy conducted on behalf of the family of Brown showed he was shot at least six times, including twice in the head. The path of one

bullet indicates the 18-yearold may have been lowering his head in surrender when the fatal shot hit, according to Brown family attorney Daryl Parks. Results of official autopsies by federal authorities and the county are pending. Parks told a news conference that the family’s autopsy showed one bullet hit Brown in the “very top of his head” and another shattered his right eye. “His head was in a downward position,” Parks said. “Given those kind of facts, this officer should have been arrested,” Parks said. There were no signs of struggle with the officer and no gunshot residue on the body. But the lawyers said they had no access yet to clothing, X-rays taken when the county did the first autopsy on Brown’s body, or toxicology results, which the county has so far not released. According to police, the officer involved in the shooting said he fired initially after Brown reached into his police car. NIGHTLY PROTESTS Darren Wilson, 28, the officer who shot Brown as the teenager was walking

through a Ferguson residential neighborhood on Aug. 9 with a friend, was put on paid administrative leave and is in hiding. Police say he has been threatened and an online petition is calling for his firing. Edward Magee, a spokesman for the St. Louis County prosecutor’s office, said the case could be presented this week to a grand jury, which will decide whether Wilson will be indicted. The shooting set off protests in Ferguson, whose population of about 21,000 is mostly black. Thousands of demonstrators, angry that the police officer was not arrested, filled the streets. The protests have been marred by rioting and looting, leaving some stores badly damaged, as well as attacks against police with Molotov cocktails, officials said But law enforcement officials have been widely criticized for using excessive force. Amnesty International USA sent a 13-member human rights delegation to seek meetings with officials in the area and to train local activists in methods of non-violent protest.

Small plane crashes off Grand Bahama; 4 dead A small airplane that departed Ormond Beach with four people on board crashed near the Freeport Bahamas Airport, according to officials. The Federal Aviation Administration reported the crash to the Coast Guard around 11 a.m. yesterday. Royal Bahamas Police

Force said four people on board were killed and their bodies were recovered yesterday afternoon. Police haven’t released their identities. According to the Miami Coast Guard, the Cessna 340, which was registered in the United States, left Ormond Beach Municipal Airport and was en route to the Bahamas. Authorities said the plane lost communication with the control tower at Grand Bahama International Airport in Freeport around 10:40 a.m. and crashed into the ocean.

User’s Licence to prison officers There has been an 80% increase in the issuance of Firearm User’s Licences to prison officers in 2014 compared to 2013. These numbers continue to increase even while the established risk assessment protocols are observed before issuing such licences. · Ongoing distribution of housing to prison officers Prison officers are being supplied with emergency housing in instances where their lives may be at risk. Additionally, prison officers are being supplied with personal housing through the normal allocation processes of the HDC. · Use of Force Policy and Training To date, approximately 400 prison officers have benefitted from this training programme. Training of additional officers is still ongoing and yearly refresher courses will be implemented. Regular reports will also be generated in order to measure the success of the programme. · Installation of beds, toilets and additional structural upgrades Commissioner of Prisons confirmed that 44 beds have been installed in the South Wing while the North Wing is currently being outfitted with new beds. Cells are also receiving lighting and plumbing upgrades to facilitate new toilet facilities.

viable, environmentally sound, and characterized by good governance,” he added. The Prime Minister maintained that government has set a course which is designed to find solutions to the challenges which the island faces and would not be deterred from it. “This destination cannot be reached by marches, or rumours of marches, by calls for the overthrow of the government, by violent or other means, or by immature and lamentable displays of bad manners, or by persistent and scarcely disguised attempts at engineered national instability, or by the vaulting ambitions or, perhaps the consuming obsessions of self-seeking agitators or unbalanced megalomaniacs,” he stressed. To that end, he suggested that to achieve the ultimate success, the country must adhere to the ‘values of hard work, fair play, good manners and continued commitment to high national standards”. The Prime Minister revealed that local and foreign investors had expressed confidence in Government’s policies. He also revealed that long-stay and cruise arrivals had been gaining momentum and also that the international business sector continues to hold its own. This included an increase in the number of

Jamaica’s health ministry seeks to acquire fever-detecting devices (Jamaica Observer) The health ministry says that it will be moving to acquire feverdetecting devices to use at the island’s ports as part of efforts to boost the country’s defence against the deadly Ebola and other viruses. According to Health Minister Dr Fenton Ferguson, his ministry has begun to carry out checks about the device following a recommendation made at a meeting last Thursday between health officials and a team from the World Health Organisation (WHO). “We have been working with the WHO relative to Ebola and Chikungunya and where we are now, when we met last Thursday, the point was raised about the machine,” said the minister. He said since the meeting, the ministry had started discussions and was also checking the cost of the machine with a view to acquiring some of the devices. “If it represents best practice and it is recommended, I can assure you that Jamaica will be fully on board,” said Ferguson. He said that different countries within the Caricom were at different stages of development and he was of the view that Jamaica was one of the most experienced in the region relative to emergency responses to communicable diseases or natural disasters. As such, he said he was determined to do what was necessary to keep the country on par with developments across the world. The minister made the comment last Wednesday during a Food For the Poor (FFP)

presentation of approximately 16,000 units of intravenous fluid to the ministry. The event was held at the Food For the Poor Chapel, Spanish Town, St Catherine. “This donation is significant and is valued at over US$15,600 and will go a far way in adding to our present resources in this area,” said Minister Ferguson. Andrew Mahfood, FFP board chairman, said not only was the organisation happy to make the contribution but was also looking forward to working with the ministry to provide help wherever it was needed. After the event, Ferguson also announced plans to enter a Memorandum of Understanding (MOU) with FFP that would strengthen the charity’s working relations with the Government. Food For the Poor, he said, has provided tremendous support, valued at more than $4 billion, to the health ministry over the past two years. “What we have put on the table is that, given the gaps in our health budget, it would make good sense that we are able to establish an MOU that will allow for greater accountability and transparency in how the two entities work,” said Ferguson. Health officials report that the Ebola virus is one of the most virulent microbes known to man, killing up to 90 per cent of those infected. According to the WHO, the current epidemic in West Africa is the largest to date and has now killed over 1,000 people.

Crystal Palace fined by Premier League over line-up BBC Sport - Crystal Palace have been fined by the Premier League for their involvement in last season’s so-called ‘spygate’ incident with Cardiff City. Palace beat Cardiff 3-0 in April only for the Welsh side to complain that their starting lineup had been leaked to their London rivals. Palace, who were managed by Tony Pulis, denied any wrongdoing. The maximum fine for such offences is £25,000 but the Premier League has not said how much Palace must pay. Both Palace and Cardiff, who were relegated last season, say they will not be making any comment. Palace sporting director Iain Moody worked for Cardiff until earlier last season before taking up a post at Selhurst Park in November. It was reported that Cardiff thought that Moody might have used his contacts at the Welsh club, or close to Cardiff, to find out which players would start against Palace on 5 April. Moody rejected the allegations as “incredibly, extraordinarily untrue”. Pulis, who surprisingly quit as Eagles boss last week, insisted at the time that Palace had

While Usain Bolt can major in sprint triples, Farah only has two races to excel at - but he does so with equal style. he Elcock Racing stable is onboard for Guyana Cup horserace meet set for Sunday August 24 at the Port Mourant Turf Club. Overseas based Guyanese horseracing entrepreneur, Aubrey Elcock alias ‘Pat, of the Delmur Racing stable, presented a trophy to the Guyana Cup organising committee member Chandu Ramkisoon for the champion jockey in the feature C class event. The Two year old West Indies Bred event has $1.5M and trophy for the champion. The E class and l o w e r 1 4 0 0 M e v e n t ’s winning take is $800,000 and trophy. Winner of the G1 and lower 1200M gallop runs away with $600,000 and trophy, while two year

l y m p i a n Winston George and field athlete Natasha Alder produced outstanding performances to be crowned the Men’s and Women’s individual champions at the 5 Annual Boyce/Jefford Athletics Classic which ended on Sunday, before a capacity crowd under floodlights, at the Mackenzie Sports Club ground. George, who was appearing for the first time in the Classic, competed in the 100, 200 and 400 metres events and he recorded some scorching performances to grab three firsts from as many starts, winning the 100, 200 and 400 metres and in the process set a new record in the 200 metres of 21.10 to erase the old mark of 21.20 set by Guyana Defence Force Rupert Perry in 2011. George, who has now become the most recognised Guyanese athlete also showed good form as he equaled Perry’s time of 10.40 which was registered th

in 2011 as well. He, however, could not establish a new record in his pet event the 400 metres, clocking 50.90 which was way off the 48.10 mark set by another GDF athlete Patrick King in 2011. Alder, who has been the most dominant field athlete in local athletics for sometime now, again proved that the opposition will have to improve significantly to test her mettle, easing to wins in the Javelin, Shot Put and Discus events. The Police Progressive Youth Club (PPYC) athlete threw the Shot Put for 10.33metres to erase her old mark of 10.19 set in 2012, while she set a new record in the Discus with a throw of 35.03m to remove the 30.69m which was established last year by Latoya Rodney. US Open: Rafael Nadal pulls out with wrist injury BBC Sport - Defending champion Rafael Nadal has withdrawn from the US Open with an injury to his right wrist. The world number two suffered the injury in training on 29 July, and missed two warm-up tournaments in Toronto and Cincinnati. The 28-year-old had hoped to recover before 25 August, when the US Open gets under way at Flushing Meadows. “I am very sorry to announce I won’t be able to play at this year’s US Open,” he wrote on his Facebook page. “I am sure you understand that it is a very tough moment for me since it is a tournament I love and where I have great memories from fans, the night matches, so many things.

TTCB brings back 3-Day domestic cricket Trinidad Express - Port of Spain, Trinidad Trinidad and Tobago Cricket Board president Azim Bassarath is expecting more intense matches in the 2015 domestic National League season after his executive signed off on some major changes for next season which he hopes will help raise the standard of the local competition. Among them is the reintroduction of three-day cricket as well as the reduction in the number of teams in the Premier Division from 12 to ten and the introduction of an eightteam second division which will be called the Premier Two. The rest of the Championship Division clubs will make up the three eight-team Championship Divisions—North-Central, East North East and South. Bassarath confirmed that the TTCB executive approved the changes at their last executive meeting and said all the changes were geared towards raising the standard of cricket in T&T and were recommended by the clubs themselves when the TTCB hosted a cricket symposium earlier this year. He said from the complaints raised at the symposium, it was clear that change was needed.

“We felt we had to listen to the people and that is the reason we had further consultations with the clubs and further meetings with the zones and affiliates and we came up with this proposal,” said Bassarath. “What was interesting was that we took it to the general membership of the board the board agreed to it and I think only one person voted against it. We got the support, so we moved forward,” he added. “It is less teams now...It will be more intense competition between the best teams and the cricket will be at a higher standard,” the TTCB boss added. Bassarath also explained that the introduction of threeday cricket was a move towards giving batsmen a chance to build an innings which he said will help them prepare for the regional fourday competition. “One of the complaints we got was that in the twoday format, batsmen had to rush to get a score for their team. Now a batsman can build an innings and try to bat as long as possible. The regional tournament is a four-day game, and if we are to compete in the four-day competition, we feel our players really need to play three-day games,” said

The firecrackers were set alight the moment Wahab Riaz top-edged a sweep off Rangana Herath to become the bowler’s 14th wicket in the match. Emotions ran high as Jayawardene was carried around the ground by his team-mates on their shoulders, the Sri Lankan President Mahinda Rajapaksa among the hordes of fans who had come over to say their goodbyes to the legend. The Pakistan team, led by their coach Waqar Yo u n i s , j o i n e d i n congratulating the batsman. The result of the match was not in doubt once Pakistan had lost seven

wickets in the last session of the fourth day but heavy showers on the fifth morning had threatened a delayed start. The clouds parted just in time for the groundstaff to get the ground ready but it still took 40 minutes for Sri Lanka to break a stubborn stand between Sarfraz Ahmed and Wahab. ports have always been touted as the most singular vocation to occupy the physical and mental energies of young people and administrators and governments worldwide have found this to be true after initiating sports programmes in mostly depressed communities. It was subscription to this belief that prompted the administrators of the Masjid An-Najm and Social Centre (MANSC), Independence Boulevard, Albouystown, to initiate sports programmes that cater for the development of residents of that community. C o n s e q u e n t l y, t h e P a r t n e r s h i p f o r Networking and Development in Communities (PNDC), a non-profit group, has donated a set of gear to the MANSC to aid in the progression of their work. Director of

the MANSC, Naeem Muhammad received the gear yesterday morning in the company of his colleague Abdul Rahim Forde and said that they were indeed grateful for the gift. “These gear will be added to our store and will be used for the development of residents of the Albouystown community,” explained Imam Mohammad. He said that his organization has been able to construct a court to the south of the Mosque that allows the residents to engage in basketball and football while they can indulge in other disciplines in an area inside of the Mosque. These include table tennis, judo and bodybuilding among others. Both Abdul Rahim Forde and Naeem Muhammad expressed profound gratitude to their benefactor while committing to the continued development of their charges.

Tamim, Mahmudullah inspire Bangladeshis’ warm-up victory GRENVILLE, Grenada (CMC) — Tamim Iqbal and Mahmudullah warmed up for the higher intensity battles with West Indies, when they set the Bangladeshis up for a 95-run victory over Grenada with purposeful batting in a 50 overs-a-side tour match Sunday. Undoubtedly, the West Indies share a proud history in the cricketing world and Scotiabank has been pleased to be associated with the West Indies Cricket Board (WICB) in this most significant, purposeful and meaningful way. Yesterday at Thirst Park another WICB/Guyana Cricket Board (GCB) and Scotiabank kiddy camp was launched. The camp is being

conducted in the three counties for the successful schools from the Scotiabank tournament which was played earlier in the year. The Essequibo leg is being conducted at Imam Bacchus ground and the Berbice clinic will commence from August 26 at Albion. Territorial Development Officer of the GCB Colin Stuart said that the camp is designed to impart the basic knowledge of the game to the youths. He urged the students to make full use of the camp and take the game seriously. Manager of the Scotiabank Robb Street branch Brian Hackett stated

that the bank is happy to assist to impart cricket knowledge to beginners. “This programme is geared towards developing children’s interest in the game at an early age, thereby helping them to become well rounded students, and to benefit from other personal development initiatives that come with their involvement,” he added. Hackett pointed out that their personal development attributes include building motor skills, enhancement of self esteem, heightening of discipline, value of commitment, worth of determination, goal

orientation and team work regardless of religion, race, ethnicity and status. The manager explained that since its inauguration in 2001, Kiddy cricket has made noteworthy progress, being played in at least 13 territories in the Caribbean. “Such an intervention has enabled the participation of more than eleven hundred schools, with an involvement of sixty five thousand students,” he informed. “While Scotiabank is a global entity, we believe in building relationships locally and supporting the communities where we live and work. continue to be such a strong supporter of West Indies Cricket. As you can see our commitment goes beyond just distributing cricket equipment or organizing a competition. It also involves education and positively shaping the young minds while at the same time laying a foundation for the future of cricket in Guyana and the West Indies,” he concluded. Assistant Chief Education Officer of Ministry of Education Marcel Hutson stated that the camp is a perfect opportunity to discover young talent.
