dated May 14, 2012 which appointed a full-fledged Foreigners Regional Registration Office for the jurisdiction of the entire State of Goa, including Goa International Airport and Mormugao Sea Port from 31 May 2012. This notification brought a sigh of relief to thousands of Goan NRIs, who otherwise had to go all the way to Delhi to do the formalities. However, despite promising that the FRRO would be functional from December 1, the notification has still remained on paper eight months down the line. While the officials and authorities in the state government are now optimistic that the FRRO would be functional from April 1, the ambiguity continues over who will run it. Tony Fernandes, Superintendent of Police Foreigners Branch said “the Goa Foreigner Regional Registration Office (FRRO) is scheduled

to be functional from April 2013. There are a few formali-

ties that need to be completed before it can be done. The process is on, we hope it will be done by April 1, 2013.” He further went on to explain the delay is because there is no sufficient staff, lack of infrastructure and other necessities which are required to start the See Page 10

Lobo further said “We are going to take up this type of drives in other places of Goa and I also request every panchayat to take up such drive”. He further said that “Being in a hospitality Industry myself I have seen that recently there has been a decline in good quality tourist. It’s a shame on us that charter tourists from Germany have stopped coming to Goa. It is a responsibility of the people to keep Goa clean and green. Tourists visiting beaches are taken aback to see garbage all over the place. “We have taken up this issue frequently in the assembly and now it’s time that the government takes initiative to ban plastic completely from Goa,” he said. Goa Foreigner Regional Registration Office (FRRO). He also made a statement saying “we won’t be able to manage it and so we have asked the Mumbai Foreigner Regional Registration Office (FRRO) to take over it and do the needful”. Dr. Wilfred Mesquita, Commissioner for NRI Affairs, explained “the FRRO Goa office was proposed to make less the difficulties faced by Goans born abroad before or after liberation of Goa, Daman & Diu (i.e before 20.12.1961) in getting Indian Citizenship registered. I do agree it was supposed to be fully functional by December 2012 but due to unavoidable circumstance and procedural delays the date was shifted a bit later and the deadline for this FRRO to become functional now stands as on April 1, 2013.” He further went on to say the main problem is due to Persons of Indian Origin Card

oans settled abroad can now visit their home state without going through Delhi’s administration after the ministry of home affairs decided to delegate the powers of granting of overseas citizenship of India (OCI) cards to foreign citizens of Goan origin to foreigner’s regional registration office (FRRO) Goa from April 1st 2013. This Goa FRRO was taken up to facilitate NRIs of Goan origin, including the elderly, holding foreign passports and intending to permanently settle down in Goa through the OCI card status. They had also announced that those interested in obtaining OCI Card status should apply for OCI to FRRO Goa as their applications will not be accepted in the OCI Cell of the Ministry of Home Affairs at New Delhi from December 1, last. In spite of promising to start issuing Overseas Citizen of India (OCI) cards from the Goa Foreigner Regional Registration Office (FRRO) from December. It has been more than two months later the facility is still caught up in ‘procedural delays’ and is likely to be functional only from April. The Government of Goa on several occasions had brought to the attention of the authorities in New Delhi the inconvenience faced by NRI’s of Goan origin holding foreign passports in getting Overseas Citizen of India (OCI) Card Status.

the part of the Media to carry out Trial By Media in criminal cases, to the extent of handing out categorical judgments on the merits of a case, without applying the rigorous tests of Jurisprudence and due process of Trial. Here it is worthwhile to remember that every pillar of democracy has its assigned role and Media’s role is to inform and not to judge, or lay down the Law or to rule the country by proxy. If media has access to information not available to the Court, nothing stops the journalist concerned in furnishing that information to the Court and enabling the inquiry along the right lines. It is also equally possible that the Court or the Investigating Officer may be in possession of facts or documents contradicting the Journalist’s line of thinking. Thus, to attribute motives to

the court or the Investigating Officer, without assisting in the enquiry process is unethical, to say the least. Judicial delays in India have been chronic and have contributed to the miscarriage of justice when the verdicts are finally pronounced. If the Courts rush through with the trials and sentence someone to death, and eventually if it is detected that the evidence relied on was incorrect, there is no way a court can restore the life of the executed person. This is the experience which made the process of Trial long and rigorous. The dictum, that even if some criminals escape punishments, because of this delay, no innocent man should be punished, had emerged from such factual cases of mistaken judgments because of hurried trials. Let us not hurry with the Legislation or the Trials. Let due process prevail in both cases. Any demands to the contrary needs to be firmly discouraged.

Senseless Railway budget

O

n the face of it, the Union Railway budget seems to be populist one as one says that there is no increase in passenger fares. But wait a minute and give it a thought, the Railway Minister Pawan Bansal – who became the first Congress Minister in 17 years to present a railway budget, made sure that he has the cake and eats it too as he made steep increase in other taxes. At the press conference, Mr. Bansal was heard saying we have not touched the passenger fares. Now the question arises will the passengers not be hit by increase in reservation fees, tatkal charges, cancellation charges etc. Will the government pay for the increase? The Opposition termed it as a Rae Bareili budget, the Lok Sabha constituency represented by UPA chairperson Sonia Gandhi. Now the question arises what is the UPA up to? The Lok Sabha elections are just around the corner and the government seems to be giving no thought to it or have they already given up that they will not come back to power again. May be they have realised that with so many scams and scandals only a blind man will push the EVM button with hand symbol. Seriously, the Congress could have done much better with their rail budget at least. What the minister boasts is the first class facilities, which are highly priced. Can Mr. Bansal answer how it will help the common man, who sometimes can’t even afford to pay 3-tier AC tickets. And if the facilities are for the rich than he must know that there is already something called airlines for them. Goa, which is one of the top tourism destination in India, and contributes thousands of crores to the central kitty had to be content with peanuts – a few additional trains to Mangalore and Ratnagiri. One opines whether there was any need for this gesture? What is required is better security and infrastructure at the Margao and Vasco railway stations, which are the main stations in Goa. Goa being an international tourist destination the railway minister should have included the Margao station for providing the state-of the art facilities as lakhs of tourist who come to Goa travel by train to other parts of the country. Many Goans, who cannot afford to travel by air, also prefer railways to buses. Mr. Bansal must come and see the dirty platforms with garbage littered all over and the coolies and other vendors making merry at almost all railway station. For this, the minister needs to travel by train and understand the problems instead of flying business class. Everyone in the country was expecting some kind of sops in wake of the forthcoming Lok Sabha polls, which could be held anytime next year. But maybe the UPA chairperson has either given up on that or is overconfident of the party’s win.

Hopeless travel by KTC bus

It was a Sunday and I had to leave for a place called Belgaum in Karnataka which is just about 154 kilometres from Panjim. Since I was travelling alone, for a family function, I decided that I will take a bus to Belgaum instead of my car. I was informed by my friend that there were many private buses running between Panjim and Belgaum. But all those are in the evening and I had to either take the Kadamba Transport Corporation (KTC) bus or the Karnataka ST, which run at regular intervals from morning to evening. The moment I thought of travelling by Karnataka ST, I realised that it would be full of people chewing tobacco and the dirty conditions. I reached the bus stand at 6 am and saw both KTC and Karnataka buses lined up but I decided to take the KTC bus, which was exactly at 6.15 am in the morning. I took a window seat in the front row and made myself comfortable. The bus was waiting on time but it did not leave the terminal on time due to some problems and I said maybe there is some issues and just started scanning to the bunch of papers which I had carried time pass for the four and half hour long travel. The journey started exactly at 6.30 am, 15 minutes after schedule time. The bus was not exactly full but all the window seats were occupied by fellow passengers. Now the problems started, the moment the bus started the window started stuttering and making vibrating sounds giving ample evidence that it was not looked after for years. Within no time the conductor came for ticket and while making the payment I asked him what time will it reach Belgaum, he replied, “If everything is all right maybe by 10.30 am.” I did not understand what he meant by that but I was happy that I would reach for the function in time. I asked the conductor again, why is this window making so much sound, he smiled and said, “Maybe the window does not want you to fall asleep.” I simply laughed and started reading again. The inter-state bus, took

almost five stops between Panjim to Ponda where we reached around 7.25 am. From there it reached Mollem in another 45 minutes with not many stops but the window started bothering me too much but the problem was at this moment there were no empty seats, not even middle or aisle. So I gave up and continued to read. Within no time we reached

the Ghat section and maybe we were about 10 kilometres away from Mollem, climbing the Ghat section, there was a thud sound and we were all shocked. The driver parked the bus on the roadside and stopped the ignition. What happened no one knew, a good 15 minutes later, the driver and conductor informed that there is a major breakdown and this bus cannot go any further. “Shit”…I said to myself. What next I asked the conductor and he replied, “We have asked the Panjim workshop for a backup but that will take at least two hours. You know it is a Sunday today.” However, he continued, “we will try to accommodate some people on the other KTC buses coming on the route. Others are free to take their own transport in case of urgency.” It was about 8.40 am and though some KTC buses came they were full and I decided against going in that and wait for the backup bus coming from Panjim. At around 10 am the bus from Panjim came, and boy, that bus was in even worse condition it looked so filthy from outside that I said to myself, “the Karnataka ST bus was much better than this.” I cursed myself for not boarding that bus. I boarded the bus, It was as dirty from inside as it was from outside and the condition of windows was similar to the other bus…vibrating. Within 10 minutes our journey started again and we were on our way

and I asked the new conductor what time will we reach Belgaum he said maybe by 12.30 pm and I said “I can still make it for the function.” We reached Anmod in some time and after tea break started again and half an hour later we crossed Ramnagar and Londa. Suddenly, there was tyre burst and the bus stopped again and I said to myself “Oh no…not again.” The driver asked everyone to disembark and we all followed his instructions. I asked him what happened, he replied, “puncture”. I asked him with curiosity, “You have the extra wheel right?” Shockingly he replied, “No ...that was given for repair and we came in a hurry after the bus broke down.” I asked, what next, he said, “I will remove the wheel and take it to Khanapur for repair.” He said he would take a lift and go to Khanapur, which was about 15-20 minutes away. It was about 11.50 pm at that time and I said to myself that if I wait for this fellow I better go back to Panjim as I will definitely not be able to reach on time. So I took by handbag walked for a small distance and while walking I remembered the words of the first conductor, “If everything is alright you will reach by 10.30 am” Now I knew what he meant by that. I waited by the side of the road for a lift or any other means of transportation. Luckily, a Goan car stopped and it was a family, who I knew. They asked me what happened? I entered the car took the back seat and narrated the whole story and they said, “Bad luck, the condition of KTC has gone from bad to worse. Never take this bus again.” I reached Belgaum at 1 pm and luckily again the function had not started due to some technical failure. After the function, a family friend asked me how are you going back I said, “Volvo.” He replied, “It will be tomorrow morning.” I said that is fine with me I don’t want to go back by Kadamba anymore. I am ready to wait for another 12 hours rather than going through the same activity again.

hey may be living thousands of kilometres away from home but the Goan NRI’s or the better known NRGs, still have Goa close to their heart so much so that they now want to be a part of the development process in Goa. Bitten by a dog - Please carry your own vaccine....

By Ridhi Bandekar | GT PANJIM, VASCO, MARGAO Dog is a man’s best friend, they say, but sometimes the friend can be dangerous too. Recently a dog, around the Azad Maidan locality in Panjim, went on rampage biting around 18 persons and thus brought to fore the lacunae in the health sector.

“The health of the people is again gone for a toss. The government is not bothered what so ever to take necessary changes to improve the health services for the people of Goa.” - Vikas Govekar, Bite Victim Shockingly, out of the 18 people who were bitten by the rabid dog several complained that the health centre did not have anti-rabies vaccine and they

were asked to fetch one from the nearest medical store. Speaking to Goan Times one victim, Vikas Govekar, said “after the dog bit me I rushed to

the Urban Health Centre in Panjim but surprisingly they said there is no vaccine in stock.” “The health of the people is again gone for a toss. The government is not bothered what so ever to take necessary changes to improve the health services for the people of Goa,” he said. Seriously, every day we find several stray dogs in every nook and corner, wandering not only in and around the city of Panjim but also other places of Goa. Several cases of dog bites have been reported recently and this has created problems not only for tourist but also for the locals who walk on the roadsides. On and off there have been several cases of rabies in Goa. Rabies is spread by infected saliva that enters the body through a bite or broken skin. The virus travels from the wound to the brain, where it causes swelling, or inflammation. This inflammation leads to symptoms of the disease. When Goan Times visited the Directorate of Health Services the statistics showed that the rabies vaccines are available in almost all the health centres but in reality the story is something else. Some patients who visited health centres also allege there is a nexus between the medical stores and the staff at the

Director of Health Services, informed us that “the rabies vaccines are available only on fixed days and the quantity is sufficiently available at all the centres”. Now the question that arises is what does this fixed days mean? Does it mean that the dogs know which days to bite so that the patient

Society also turned futile as the Secretary Angela Kazi stated she had no say or opinion of her own on this matter and further recommended to speak to the government directly. The situation is no different in other towns of Margao and Vasco. When contacted for comments Vice - Chairperson of Margao Municipal Council, Adv. Pratima Coutinho said “time and again in the municipality meetings she has frequently raised the issue but nothing has been done so far.” “The Municipality should provide additional cages and more funds to the NGO who are looking after the stray dogs as the funds provided is not sufficient enough to look after the dogs”, she said adding “the municipality should take these stray dogs seriously as they are nuisance and also threat to the society”. Mrs. Coutinho also told us that Earlier Municipality used to look after stray dogs but in 2009 they signed a contract with the South Goa Welfare Trust for animals to look after the stray and sick dogs. The municipality provided them with cages and van along with monthly salary. The NGO was told to collect at least 100 stray dogs per month. The way the municipality was expecting them to work was not happening as a result the contract with the NGO was cancelled, she explained. Mrs. Milan Naik, who looks after the administration of Peoples for Animals in Vasco, informed that they have approximately 120 cages to keep the sick dogs. Every year they have Anti Rabies vaccination camps where they provide vaccination free of cost to the stray dogs and charge Rs. 100 for pet dogs. According to her there is a rise in the number of stray dogs due to the unsterilized pet dogs. Every month they sterilise stray dogs so that they can control the birth rate. There are many other people who come to sterilise their pet dogs. She even said that they pick the sick and stray dogs from the roadside after treating them

Rich Association, Poor Results O

By Andrea Fernandes | GT

n paper it is the richest sports association in Goa and also the one which is among the most controversies. Seriously, with all the money it has the Goa Cricket Association could have done much better had it not been plagued with controversies. Despite having crores in its treasury, the GCA hasn’t been able to mould even one cricketer, who could make it to the Indian Cricket team.

“Definitely in the next 2 years we will have many Goans in the Indian cricket team,”

- Vinod Phadke, President GCA

The Goa cricket team has never been an overly strong team in the Ranji Trophy or any other tournament at the national or zone level. However, recently, few of our Goan Cricketers have earned recognition at the national level. Shadab Jakati a lefthanded all-rounder plays for Chennai Super Kings in the Indian Premier League (IPL). Whereas Swapnil Asnodkar a hard hitting right-handed opening batsman with a relatively short stature plays for Rajasthan Royals in the

Indian Premier League (IPL). With the change in guard at the top many cricketers and cricket enthusiasts are expecting Goa to do much better. Especially, the seasoned secretary Chetan Desai, who has a style of his own and does not fear to call spade a spade. Vinod Phadke, who replaced the former GCA president Dayanand Narvekar, also has vast cricketing experience. Desai, the honorary Secretary, says “The scene of cricket in Goa is improving. At the national level Goa has made a remarkable improvement and proved that we can do something because our Goan players have played the South Zone and the IPL tournament”. “The infrastructure that we have in Goa is more than the international standard in fact the Porvorim Cricket Academy (PCA) is a great thing that happened to Goa one can boast about it even the National Cricket Academy (NCA) praises PCA and has recommended it to many State Associations,” he says. He explained that the women’s team coach has a very vast experience and the U-19 coach Colin Rodrigues is a very qualified coach. “We organize camps in summer for U-14 and we have coaching camps for women as well. Besides this we plan to have a thorough camp

this year for each and every individual who plays cricket be he 14, 16, 19 or Ranji and we will have professional coaches to train them and if need be we shall bring in more coaches. Besides Dodda Ganesh for our Ranji team we are planning to get 2 more professional coaches which we shall pool in for the U-19 and U-14 players,” he says. He concluded by stating the future of cricket in Goa is bright. “Can’t say one day may be the Indian team may be made up of the Goan team. Amogh Desai and Reagan Pinto are two Goan cricketers performing quite well,” he stated. President of the Goa Cricket Association agreed that the performance is not that good but was optimistic that in the next few years the performances will improve. “For this we are trying

hard to improve our standards in different ways firstly we have opened a residential Cricket Academy which is already housing around 23 boys. We are having an in house physio as well as a coach to give them regular training. These boys are also

put on a particular diet and their schooling, clothing and other expenses is borne by the Goa Cricket Academy,” he informed. “This year we are monitoring all the local matches played by schools and during April-May we shall review, scrutinize and

find out the top scorers and the ones who have taken the highest wickets and call them for the camp,” he said adding “from those we shall select around 60 boys which will reside here at Goa Cricket Academy. We have 30 rooms and 2 dormitories which can accommodate quite a few and also a good canteen”. He concluded by saying that Goa Premier League (GPL) has been taken up in a new way by bringing 3 teams from outside because our Goan teams should know what is their standards in front of them. “Definitely in the next 2 years we will have many Goans in the Indian cricket team,” he says while signing off. It’s Football, not cricket, which is the official sport of Goa. Whether kicking a ball into a net is a superior sport to bowling it or whacking it with a bat is a question that is difficult to answer. Opinions could vary depending on individual preferences. In the last few decades though, cricket has become increasingly fast-paced and competitive. It’s a wait of time to see which among these two sports actually brings laurels to the state.

PARK YOUR THOUGHTS I t was on an usual trip to Panaji. The day had nothing in special. The traffic was as usual, noisy and crammed up. The vehicle drivers as usual in a hurry, as if everyone had a life and death situation to tackle. Young people driving as if they have no time left to live and the older gentlemen driving as if they had all the time in the world. Motorbike riders showing indicators to the right and going left. Most of the drivers displaying a complete lack of road sense urging me to seriously ponder how these drivers must have got their Driving Licenses. As I said…THE DAY WAS AS USUAL IN PANAJI. However, something was not right. I had a meeting at 6 p.m. and I had only 10 minutes to reach the venue. Not that I had started late, I could not have started late as the meeting was in PANAJI. Every person travelling in a car to Panaji knows it very well that one needs to reach Panaji at least half an hour to 45 minutes in advance to be on time for the scheduled meeting by getting a parking place. One could stand a chance to find a live Dinosaur in some distant rainforest than find a parking place promptly in Panaji. As I said, it was not a case that I had left late for the meeting, I had reached Panaji 45 minutes in advance. I had already completed the normal minimum 3 rounds to get a parking long back and now I was about to complete the sixth. I was on the verge of losing my patience when I wondered what my friend Mr. Mark would have said in this situation. My friend Mark had a god gifted talent of finding humour in almost any situation. Well if there was no humour in a situation… he would create it!! Mark has this magical way of creating humour out of thin air. First his eyes would twinkle which crick down to a mischievous smile and then he positions himself exactly opposite the unfortunate soul at whose cost, in a short while, the entire group would be erupting out laughing. Mark has a clean heart and he means no harm or insult to anyone, it is just that every time he spontaneously comes

up with something so original, even the person on whom the joke is intended cannot help laughing. It’s a God’s Gift as he sees the brighter side of everything and helps you tide over your bad times. So, now that I had one such trying time finding Parking and probably would be having some more rounds of Panaji city before finding a spot, I wondered what Mark would say when told about my trauma at taking a car to Panaji in the evenings. Mark would surely adjust his newly bought dark black spectacle frame, then remove it, hook it to his favourite Orange T-Shirt in a very serious way…as serious and calm as the calmness before a storm. And a storm of laughter would follow. He would say, “My friend, you should be thankful to the concerned authorities for not acting to curb the Parking Problem in Panaji. It gives you 6 benefits for their lethargy to act: 1. You Learn Time Management, as you have to be much earlier in time to find a parking to avoid delay at the meetings. 2. You get acquainted with business centres, offices, names of buildings, restaurants, paanwalas, names of roads, etc. while you are driving on the same roads repeatedly to find parking. 3. You become pious as at the end of your patience you start praying to God to grant you a Parking place any-where possible. 4. You become alert and your reflexes get advanced to anticipate from far away, which of the parked car’s reverse lights are on and to take immediate position to pounce to snatch the opportunity. 5. Lets you live your dreams, as you start feeling like a Formula 1 driver for the number of laps you complete around the

oasis in a desert, a comfy island on the high seas. I had a good meeting and laughed my way back home thinking about the mockery of reasoning of lack of parking space. However, I did not leave it as a joke. My notice now rested on Section 56 (2) (j)

the imposition of conditions and restrictions in regard to the open space to be maintained around buildings, the percentage of building area for a plot, the number, size, height and character of buildings allowed in specified areas, the purposes to which buildings in specified areas may or may not be appropriated, the sub-division or Plots, the discontinuance of objectionable uses or land in any area in reasonable periods, parking spaces and loading and unloading space for any building and the size of projections and advertisement signs.” Section 57 states that: “Land in respect of which a town planning scheme may be made. (1) A town planning scheme may be made in accordance with the provisions of this Act in respect of any land which is(i) in the course of development, (ii) likely to be used for building purposes, and (iii) already built upon. (2) For the purposes of this section, the expression ― land likely to be used for building purposes shall include any land likely to be used as, or for the purpose of providing, open spaces, roads, streets, parks, pleasure or recreation grounds, parking spaces or for the purpose of executing

and section 57 of Goa Daman and Diu Town and Country Planning Act 1974. Section 56 (2) (j) states: “A town planning scheme may make provision for all or any of the following matters …..(j)

any work upon or under the land incidental to a town planning scheme, whether in the nature of a building work or not.” My thoughts made me appreciate that Panaji is one

same buildings, however each time the lap distance increases for expectation that one will find parking around the further lanes. 6. Increases you Patience, and makes you a more tolerant person by the time you actually find a parking spot….. my friend the City Gives you a lot!!” This thought brought smile to my face dissolving with it all my stress and tensions. And my stars shined… and with it shined the reverse lights of the car parked ahead. Finally I had parking, although a long way to walk to the venue, but it was an

of the most beautiful cities in Goa. The reason of the same being that, it is a planned city. However what we fail to understand today is that the planning was done for the society and circumstances that existed centuries back. With the circumstances that exist today, it is but obvious that there will be overload of infrastructural callings. Questions that rushed to my mind were: • why the Department of Town and Country Planning does not take a pause and think about the problems of the city under which the city itself and the residents/work population is ailing? • Why doesn’t the Department make it compulsory for each and every building to have an underground parking sufficient to park at least the resident’s/office Owner’s cars? In Japan, if the owner of a premises does not have sufficient parking provisions he is restricted from employing staff. Why not work on similar lines as well? • Why not impose penalties on builders who show stilt parking on the ground floor and illegally convert it into shops which are sold at a premium? • If the Department cannot do any of this, then let all the Government offices be shifted to Patto-Panaji area. The Hon’ble Chief Minister has already done a great job of giving a facelift to the Patto area, it may well be efficiently utilized. This will ease off a lot of parking and infrastructural burden on the city and make it very convenient to citizens to find all departments in one area, when today one has to run about hither and thither to visit the Government offices which are scattered all over. • A step further may be having a vision for cities of Panaji, Margao, Mapusa, Vasco, Ponda, and soon for the entire state to have demarcated areas for Government offices, Business hubs, industrial hubs, IT Hubs, educational areas and recreational/ entertainment areas. I suppose the time has come to Park our mere thoughts and act towards planning for a better Goa.

16 HOROSCOPE

Fun Food & Future

Aries - (March 21 - April 19)

Rest, lie low, deal with head office, government agencies, institutions, charitable and spiritual organizations. Start no new projects nor relationships before March 17. Instead, reprise (or fix) the old, or stick with the ongoing. Sunday’s filled with beauty and pleasant notions, but your advances might be playfully steered aside. Tackle overdue work Monday/Tuesday. Relationships prove important midweek – a great conversation (or news article) and a spiritual awakening or dreamy state occur. Seek changes, health diagnosis, realistic investments and/or intimacy Friday/Saturday. Taurus - (April 20-May 20)

Your popularity grows. Optimism, wish fulfillment, light romance and entertainment increase this week and the next few. Old friends return, old wishes are granted, and former flirty, light romantic contacts reappear. New friends and new projects, if started now to March 16, will tend to twirl brightly for awhile, then fizzle. Sunday’s for home, garden, rest, and rejuvenation. Romance calls Monday/Tuesday – your creative, speculative and expressive skills rise up. Tackle familiar chores midweek. If you can’t beat ‘em, join ‘em Friday/Saturday – great things come from partnering! Gemini - (May 21-June 20)

Start no new projects, ventures or relationships before March 17. Until then, protect ongoing projects, especially in career and dealings with authorities. They, and bosses, and parents, are gripped by indecision until then. Be ambitious (not ambiguous). Shore up your position, secure recent advances, Monday/Tuesday – or rest and nurture family, for they are the support for your ambitions. Earlier, Sunday’s for short trips, friends and curiosity. Romance and creativity lure you Wednesday/ Thursday: but they conflict with your need to grow. You get a lot of work done Friday/Saturday. Cancer - (June 21-July 22)

Chase money, buy/sell Sunday – garage sales intrigue. (Don’t buy anything big and important.) Short trips, details, communications and paperwork fill Monday/ Tuesday (avoid government forms). Focus on home, kids, real estate, security and nutrition midweek. Friday/Saturday hold romantic/creative success– which fits superbly into February/March’s broad cycle of love, cultural rituals, far travel, wisdom and higher learning. You could fall in love! But remember: start nothing, project nor relationship, before March 17. The best romance is ongoing, or is embodied in an old flame. Leo - (July 23-Aug. 22)

You’ve entered the realm of mystery, lust, health diagnosis and hidden power plays. Something might return from the past in this arena – perhaps a former sexy playmate, perhaps a chance to live a lifestyle you once hungered for, perhaps a former investment opportunity. DO research, ask questions, follow the mystery, and deal with ongoing situations/people or those returning from the past. DON’T start a new relationship, project, investment or venture. All this, to March 17. You’re the subtle star Sunday. Chase money Monday/Tuesday. Paperwork, errands midweek. Home, family Friday on. Virgo - (Aug. 23-Sept. 22)

DON’T start new projects or relationships before March 17. Stick with the ongoing, and situations that return from the past – including a possible return of a former partner or someone you wished was. However, this few-week interval seems designed more to make you ponder the big picture of relationships, than to re-instate an old one permanently. It’s as if you’re on a bridge to a very different land of love, and are stalled: not to turn you back, but to make you think. Lie low Sunday. Tackle everything with confidence Monday/Tuesday. Money, midweek. Casual friends late week.

Porcupine quills

Libra - (Sept. 23-Oct. 22)

Much work faces you, but tackle only routine, ongoing or formerly neglected chores before March 17. DON’T start big new projects, employ new staff, nor buy machinery, tools, computers – lemons abound. A former job might be offered. If you’re seeking employment, canvas former bosses. Sunday’s bright, hopeful, happy. Retreat and rest Monday/Tuesday -- government-related tasks go well. (Though they, too, face delay.) Your energy and pizzazz return strongly midweek, but luck (in love, learning, law and travel) mixes with domestic problems. Your money luck soars Friday/Saturday. Scorpio - (Oct. 23-Nov. 21)

This week goes from better to best! (But don’t be tempted to start a new project or relationship before March 17.) Sunday’s for ambition and community reputation: elevate yours by joining, helping. Optimism, popularity, wish fulfillment and general delight fill Monday/Tuesday: an old flame or flirty friend could reappear . You’re on a month-long winning streak of romance, creativity, sports or pleasure. You can renew contacts on many levels, including business. Retreat midweek to rest and contemplate. Your energy and charisma soar Friday/Saturday – you’ll succeed, attract love.

New York: It is illegal to let your dog sleep in the bathtub. Just another Laugh

Sagittarius - (Nov. 22-Dec. 21)

Don’t start new projects or relationships before March 17, Sage, especially in family, domestic, nutrition, real estate, retirement or security zones. (E.g., you could find new renovations have left no room for the basement stairs.) Stick to ongoing projects, or situations from the past. Clear away neglected homerelated chores. Sunday’s mellow, thoughtful, cultural. Show your ambition Monday/Tuesday (but start nothing new!). Happiness, optimism and friends fill midweek. Success assured with institutions, government, meditation, rest, health and research Friday/Saturday. Capricorn - (Dec. 22-Jan. 19)

Start nothing new before March 17, Cap, especially in mail, computer, telephony, office systems, stationery, or travel. Don’t buy a car or any equipment. You might rediscover a lost book, letter, photo – or an entire “lost acquaintance.” (Don’t invest too heavily in the last.) Sunday’s secrets will open, if you diplomatically push. A mellow, understanding mood flows over you Monday/Tuesday – love (or the hope of love) is possible! Be ambitious midweek, display your skills: luck accompanies you. Social delights, popularity, light romance succeed splendidly Friday/Saturday.

Pisces - (Feb. 19-March 20)

Your energy, luck and charisma remain high, Pisces. Remember, start nothing before March 17. Until then, you’ll remain indecisive about goals, partnerships, opportunities, relocation, and love. Stick with ongoing projects, or reprise old ones – avoid the new. Everything’s smooth this week. Chores call Sunday. Relationships, opportunities and goals arise Monday/Tuesday – though excitement occurs, remember: no new links or projects. Life’s mysteries emerge midweek, but hold few rewards if you solve them. Friday/Saturday bring gentle love, intellectual venues and superb luck.

Money’s just an abstract way to mete out power, security, position, food, shelter, clothing, medical, dental...and most love is entwined with these. So chase money now to March 19, Aquarius. You won’t be neglecting love, but supporting it. But don’t start a new project or venture. Stick with ongoing dollar situations, or reprise those from the past. (E.g., sell an old article, or seek a job where you worked before.) Sunday’s made exciting by a sensual person. Sex, secrets and finances, Monday/Tuesday. Understanding, mellow love midweek. Ambition, career Friday/Saturday.

Saif to make nasty 'Bullet Raja' look cool

17

A

ctor Saif Ali Khan says although his character in new film "Bullet Raja" wears nasty clothes, he will still try to make him look cool in them. "I think it is one of the most fun things when you do a role, try and find the look for the character. So 'Bullet Raja' is kind of like this (points to stubble) but a little, sort of wears pretty big and nasty clothes but hopefully we'll make it look kind of cool. That's the idea, nylon shirts and white pants and white shoes," the 42-year-old said here during a photo shoot for Image sunglasses. Meanwhile, Saif believes that to have a certain image can harm an actor's prospects in the industry but, nevertheless, it is still important. "I don't know how important is it for an actor to have an image because an image can sometimes stereotype you. I think the less you know about an actor, the better. An actor should just actually have an image of being a good actor," Saif said. "But there are many other aspects to an actor's income, like magazine covers, forming some kind of, you being a brand ambassador and people investing in you. But as an actor I don't think it's very important," he added.

Is Scarlett Johansson engaged? A

ctress Scarlett Johansson was spotted wearing a pear-shaped diamond ring on her engagement finger, sparking rumours that she is engaged to her French boyfriend Romain Dauriac. The couple began dating in November after being introduced by mutual friends, just weeks after the actress split from Nate Taylor, her boyfriend of one year. Johansson was previously said to have been desperate to keep her relationship with Dauriac under wraps since they met. The 28-year-old actress was previously married to Ryan Reynolds for two years before their divorce was finalised June 2011.

"B

eing an actor and film producer I feel that good ideas make big films, not the budget. A filmmaker does not need to spend crores to make a good film," John told reporters here through video conferencing. 'Vicky Donor' was made on a small budget and won many awards for it's unique concept of sperm donation and infertility. The 40-yearold actor is currently busy promoting his upcoming romance drama 'I, Me Aur Main' with his co-stars Prachi Desai and Chitrangda Singh. "This is one of the best films in my career. I have actually lived up to my own age while acting in this film. I wish it could had been the first film of my career. I really liked working with John, he made my work really easy," said Prachi.

Piers Morgan would like to do a love scene with Jessica Alba

T

he 47-year-old host, who returns to ITV with a new series of 'Life Stories', said he is looking forward to expand his film career, reported Sun online. "I want to do a big screen love scene with Jessica Alba. I am looking to expand my movie career this year. I had a cameo in a film with Denzel Washington last year and I have done comedy and drama. "So this year I would hopefully like to do a love scene with Jessica Alba," he said. Piers said he would like to buy a football team. "I wouldn't mind buying Arsenal, especially the way they are playing at the moment. I want Arsenal to be successful again. "They haven't been successful for a very long time and I am fed up with it. If anyone follows my Twitter, I don't agree with the club or the manager. Wenger has had his glory days. We need to get someone new now who is fresh and who wants to win things," he said.
