The hospital is clean and well maintained. There is ample space for parking the vehicles. Some facilities are not available to the people which are today the need of the hour. The government should take the necessary steps so that the people can prevail the facilities in this hospital rather than shifting to the other hospitals.

The dictum, that even if some criminals escape punishments, because of this delay, no innocent man should be punished, had emerged from such factual cases of mistaken judgments because of hurried trials. Let us not hurry with the Legislation or the Trials. Let due process prevail in both cases. Any demands to the contrary needs to be firmly discouraged.

Senseless Railway budget

n the face of it, the Union Railway budget seems to be populist one as one says that there is no increase in passenger fares. But wait a minute and give it a thought, the Railway Minister Pawan Bansal – who became the first Congress Minister in 17 years to present a railway budget, made sure that he has the cake and eats it too as he made steep increase in other taxes. At the press conference, Mr. Bansal was heard saying we have not touched the passenger fares. Now the question arises will the passengers not be hit by increase in reservation fees, tatkal charges, cancellation charges etc. Will the government pay for the increase? The Opposition termed it as a Rae Bareili budget, the Lok Sabha constituency represented by UPA chairperson Sonia Gandhi. Now the question arises what is the UPA up to? The Lok Sabha elections are just around the corner and the government seems to be giving no thought to it or have they already given up that they will not come back to power again. May be they have realised that with so many scams and scandals only a blind man will push the EVM button with hand symbol. Seriously, the Congress could have done much better with their rail budget at least. What the minister boasts is the first class facilities, which are highly priced. Can Mr. Bansal answer how it will help the common man, who sometimes can’t even afford to pay 3-tier AC tickets. And if the facilities are for the rich than he must know that there is already something called airlines for them. Goa, which is one of the top tourism destination in India, and contributes thousands of crores to the central kitty had to be content with peanuts – a few additional trains to Mangalore and Ratnagiri. One opines whether there was any need for this gesture? What is required is better security and infrastructure at the Margao and Vasco railway stations, which are the main stations in Goa. Goa being an international tourist destination the railway minister should have included the Margao station for providing the state-of the art facilities as lakhs of tourist who come to Goa travel by train to other parts of the country. Many Goans, who cannot afford to travel by air, also prefer railways to buses. Mr. Bansal must come and see the dirty platforms with garbage littered all over and the coolies and other vendors making merry at almost all railway station. For this, the minister needs to travel by train and understand the problems instead of flying business class. Everyone in the country was expecting some kind of sops in wake of the forthcoming Lok Sabha polls, which could be held anytime next year. But maybe the UPA chairperson has either given up on that or is overconfident of the party’s win.

Hopeless travel by KTC bus

It was a Sunday and I had to leave for a place called Belgaum in Karnataka which is just about 154 kilometres from Panjim. Since I was travelling alone, for a family function, I decided that I will take a bus to Belgaum instead of my car. I was informed by my friend that there were many private buses running between Panjim and Belgaum. But all those are in the evening and I had to either take the Kadamba Transport Corporation (KTC) bus or the Karnataka ST, which run at regular intervals from morning to evening. The moment I thought of travelling by Karnataka ST, I realised that it would be full of people chewing tobacco and the dirty conditions. I reached the bus stand at 6 am and saw both KTC and Karnataka buses lined up but I decided to take the KTC bus, which was exactly at 6.15 am in the morning. I took a window seat in the front row and made myself comfortable. The bus was waiting on time but it did not leave the terminal on time due to some problems and I said maybe there is some issues and just started scanning to the bunch of papers which I had carried time pass for the four and half hour long travel. The journey started exactly at 6.30 am, 15 minutes after schedule time. The bus was not exactly full but all the window seats were occupied by fellow passengers. Now the problems started, the moment the bus started the window started stuttering and making vibrating sounds giving ample evidence that it was not looked after for years. Within no time the conductor came for ticket and while making the payment I asked him what time will it reach Belgaum, he replied, “If everything is all right maybe by 10.30 am.” I did not understand what he meant by that but I was happy that I would reach for the function in time. I asked the conductor again, why is this window making so much sound, he smiled and said, “Maybe the window does not want you to fall asleep.” I simply laughed and started reading again. almost five stops between Panjim to Ponda where we reached around 7.25 am. From there it reached Mollem in another 45 minutes with not many stops but the window started bothering me too much but the problem was at this moment there were no empty seats, not even middle or aisle. So I gave up and continued to read. Within no time we reached

The driver parked the bus on the roadside and stopped the ignition. What happened no one knew, a good 15 minutes later, the driver and conductor informed that there is a major breakdown and this bus cannot go any further. “Shit”…I said to myself. What next I asked the conductor and he replied, “We have asked the Panjim workshop for a backup but that will take at least two hours. You know it is a Sunday today.” However, he continued, “we will try to accommodate some people on the other KTC buses coming on the route. Others are free to take their own transport in case of urgency.” It was about 8.40 am and though some KTC buses came they were full and I decided against going in that and wait for the backup bus coming from Panjim. At around 10 am the bus from Panjim came, and boy, that bus was in even worse condition it looked so filthy from outside that I said to myself, “the Karnataka ST bus was much better than this.” I cursed myself for not boarding that bus. I boarded the bus, It was as dirty from inside as it was from outside and the condition of windows was similar to the other bus…vibrating. Within 10 minutes our journey started again and we were on our way

and I asked the new conductor what time will we reach Belgaum he said maybe by 12.30 pm and I said “I can still make it for the function.” We reached Anmod in some time and after tea break started again and half an hour later we crossed Ramnagar and Londa. Suddenly, there was tyre burst and the bus stopped again and I said to myself “Oh no…not again.” The driver asked everyone to disembark and we all followed his instructions. I asked him what happened, he replied, “puncture”. I asked him with curiosity, “You have the extra wheel right?” Shockingly he replied, “No ...that was given for repair and we came in a hurry after the bus broke down.” I asked, what next, he said, “I will remove the wheel and take it to Khanapur for repair.” He said he would take a lift and go to Khanapur, which was about 15-20 minutes away. It was about 11.50 pm at that time and I said to myself that if I wait for this fellow I better go back to Panjim as I will definitely not be able to reach on time. So I took by handbag walked for a small distance and while walking I remembered the words of the first conductor, “If everything is alright you will reach by 10.30 am” Now I knew what he meant by that. I waited by the side of the road for a lift or any other means of transportation. Luckily, a Goan car stopped and it was a family, who I knew. They asked me what happened? I entered the car took the back seat and narrated the whole story and they said, “Bad luck, the condition of KTC has gone from bad to worse. Never take this bus again.” I reached Belgaum at 1 pm and luckily again the function had not started due to some technical failure. After the function, a family friend asked me how are you going back I said, “Volvo.” He replied, “It will be tomorrow morning.” I said that is fine with me I don’t want to go back by Kadamba anymore. I am ready to wait for another 12 hours rather than going through the same activity again.

Seriously, every day we find several stray dogs in every nook and corner, wandering not only in and around the city of Panjim but also other places of Goa. Several cases of dog bites have been reported recently and this has created problems not only for tourist but also for the locals who walk on the roadsides. On and off there have been several cases of rabies in Goa. Rabies is spread by infected saliva that enters the body through a bite or broken skin. The virus travels from the wound to the brain, where it causes swelling, or inflammation. This inflammation leads to symptoms of the disease. When Goan Times visited the Directorate of Health Services the statistics showed that the rabies vaccines are available in almost all the health centres but in reality the story is something else. Some patients who visited health centres also allege there is a nexus between the medical stores and the staff at the

Statistics with the department show rabies vaccines are available at all Hospitals, Primary, Community and Urban health Centre (see table). The sub centres and rural medical dispensaries are far lacking behind to have these facilities. These are the places which are considered to be the prime areas

and hence the rabies vaccines should be made available to them. Mr. Anil Kumar, Dy. Director of Health Services, informed us that “the rabies vaccines are available only on fixed days and the quantity is sufficiently available at all the centres”. Now the question that arises is what does this fixed days mean? Does it mean that the dogs know which days to bite so that the patient

gets the free vaccine? The Director of Health services Dr. Sanjeev Dalvi when contacted was not ready to talk regarding this matter in fact he asked the reporter to speak to the doctors concerned at the respective health centres. Efforts to get a quote from the Panjim Animal Welfare

Society also turned futile as the Secretary Angela Kazi stated she had no say or opinion of her own on this matter and further recommended to speak to the government directly. The situation is no different in other towns of Margao and Vasco. When contacted for comments Vice - Chairperson of Margao Municipal Council, Adv. Pratima Coutinho said “time and again in the municipality meetings she has frequently raised the issue but nothing has been done so far.” “The Municipality should provide additional cages and more funds to the NGO who are looking after the stray dogs as the funds provided is not sufficient enough to look after the dogs”, she said adding “the municipality should take these stray dogs seriously as they are nuisance and also threat to the society”. Mrs. Coutinho also told us that Earlier Municipality used to look after stray dogs but in 2009 they signed a contract with the South Goa Welfare Trust for animals to look after the stray and sick dogs. The municipality provided them with cages and van along with monthly salary. The NGO was told to collect at least 100 stray dogs per month. The way the municipality was expecting them to work was not happening as a result the contract with the NGO was cancelled, she explained. Mrs. Milan Naik, who looks after the administration of Peoples for Animals in Vasco, informed that they have approximately 120 cages to keep the sick dogs. Every year they have Anti Rabies vaccination camps where they provide vaccination free of cost to the stray dogs and charge Rs. 100 for pet dogs. According to her there is a rise in the number of stray dogs due to the unsterilized pet dogs. Every month they sterilise stray dogs so that they can control the birth rate. There are many other people who come to sterilise their pet dogs. She even said that they pick the sick and stray dogs from the roadside after treating them

n paper it is the richest sports association in Goa and also the one which is among the most controversies. Seriously, with all the money it has the Goa Cricket Association could have done much better had it not been plagued with controversies. Despite having crores in its treasury, the GCA hasn’t been able to mould even one cricketer, who could make it to the Indian Cricket team.

The Goa cricket team has never been an overly strong team in the Ranji Trophy or any other tournament at the national or zone level. However, recently, few of our Goan Cricketers have earned recognition at the national level. Shadab Jakati a lefthanded all-rounder plays for Chennai Super Kings in the Indian Premier League (IPL). Whereas Swapnil Asnodkar a hard hitting right-handed opening batsman with a relatively short stature plays for Rajasthan Royals in the

Indian Premier League (IPL). With the change in guard at the top many cricketers and cricket enthusiasts are expecting Goa to do much better. Especially, the seasoned secretary Chetan Desai, who has a style of his own and does not fear to call spade a spade. Vinod Phadke, who replaced the former GCA president Dayanand Narvekar, also has vast cricketing experience. Desai, the honorary Secretary, says “The scene of cricket in Goa is improving. PARK YOUR THOUGHTS I t was on an usual trip to Panaji. The day had nothing in special. The traffic was as usual, noisy and crammed up. The vehicle drivers as usual in a hurry, as if everyone had a life and death situation to tackle. Young people driving as if they have no time left to live and the older gentlemen driving as if they had all the time in the world. Motorbike riders showing indicators to the right and going left. Most of the drivers displaying a complete lack of road sense urging me to seriously ponder how these drivers must have got their Driving Licenses. As I said…THE DAY WAS AS USUAL IN PANAJI. However, something was not right. I had a meeting at 6 p.m. and I had only 10 minutes to reach the venue. Not that I had started late, I could not have started late as the meeting was in PANAJI. Every person travelling in a car to Panaji knows it very well that one needs to reach Panaji at least half an hour to 45 minutes in advance to be on time for the scheduled meeting by getting a parking place. One could stand a chance to find a live Dinosaur in some distant rainforest than find a parking place promptly in Panaji. As I said, it was not a case that I had left late for the meeting, I had reached Panaji 45 minutes in advance. I had already completed the normal minimum 3 rounds to get a parking long back and now I was about to complete the sixth. I was on the verge of losing my patience when I wondered what my friend Mr. Mark would have said in this situation. My friend Mark had a god gifted talent of finding humour in almost any situation. Well if there was no humour in a situation… he would create it!! Mark has this magical way of creating humour out of thin air. First his eyes would twinkle which crick down to a mischievous smile and then he positions himself exactly opposite the unfortunate soul at whose cost, in a short while, the entire group would be erupting out laughing. Mark has a clean heart and he means no harm or insult to anyone, it is just that every time he spontaneously comes

up with something so original, even the person on whom the joke is intended cannot help laughing. It’s a God’s Gift as he sees the brighter side of everything and helps you tide over your bad times. So, now that I had one such trying time finding Parking and probably would be having some more rounds of Panaji city before finding a spot, I wondered what Mark would say when told about my trauma at taking a car to Panaji in the evenings. Mark would surely adjust his newly bought dark black spectacle frame, then remove it, hook it to his favourite Orange T-Shirt in a very serious way…as serious and calm as the calmness before a storm. And a storm of laughter would follow. He would say, “My friend, you should be thankful to the concerned authorities for not acting to curb the Parking Problem in Panaji. It gives you 6 benefits for their lethargy to act: 1. You Learn Time Management, as you have to be much earlier in time to find a parking to avoid delay at the meetings. 2. You get acquainted with business centres, offices, names of buildings, restaurants, paanwalas, names of roads, etc. while you are driving on the same roads repeatedly to find parking. 3. You become pious as at the end of your patience you start praying to God to grant you a Parking place any-where possible. 4. You become alert and your reflexes get advanced to anticipate from far away, which of the parked car’s reverse lights are on and to take immediate position to pounce to snatch the opportunity. 5. Lets you live your dreams, as you start feeling like a Formula 1 driver for the number of laps you complete around the

However what we fail to understand today is that the planning was done for the society and circumstances that existed centuries back. With the circumstances that exist today, it is but obvious that there will be overload of infrastructural callings. Questions that rushed to my mind were: • why the Department of Town and Country Planning does not take a pause and think about the problems of the city under which the city itself and the residents/work population is ailing? • Why doesn’t the Department make it compulsory for each and every building to have an underground parking sufficient to park at least the resident’s/office Owner’s cars? In Japan, if the owner of a premises does not have sufficient parking provisions he is restricted from employing staff. Why not work on similar lines as well? • Why not impose penalties on builders who show stilt parking on the ground floor and illegally convert it into shops which are sold at a premium? • If the Department cannot do any of this, then let all the Government offices be shifted to Patto-Panaji area. The Hon’ble Chief Minister has already done a great job of giving a facelift to the Patto area, it may well be efficiently utilized. This will ease off a lot of parking and infrastructural burden on the city and make it very convenient to citizens to find all departments in one area, when today one has to run about hither and thither to visit the Government offices which are scattered all over. • A step further may be having a vision for cities of Panaji, Margao, Mapusa, Vasco, Ponda, and soon for the entire state to have demarcated areas for Government offices, Business hubs, industrial hubs, IT Hubs, educational areas and recreational/ entertainment areas. I suppose the time has come to Park our mere thoughts and act towards planning for a better Goa.

Ingredients • 50 clams (1/2 shell) • 1 tsp chilli powder • 1/2 tsp turmeric powder • 1 1/2 tsp Goan sambhar powder • 1 cup onions chopped • 2 slit green chillies • 1 tsp jaggery • 1/4 tsp garam masala • 1/2 cup coconut • 30 gm tamarind pulp

Instructions • In a pan add the clams, 1/2 cup of water and the turmeric powder. • Add the chopped onions and the slit green chillies. • Simmer on a low flame till the clam meat starts leaving the shell. • Add the chilly powder, jaggery, coconut, sambhar powder and garam masala powder. • Finally add tamarind pulp and salt to taste. • Cook till most of the water evaporates.

"I think it is one of the most fun things when you do a role, try and find the look for the character.
