Sugar Land's City Council has appointed 11 members to a task force that will evaluate the future of red light cameras. The Traffic Safety Task Force will work for about 120 days to develop a recommendation that could include elimination of Sugar Land's red light program; modification of the program; or continuation of the program. Members include Chairman Harvey Zinn, Ruth Barrett, Erin Williford, Anne Magoon, Mark Hudec, Mike Wong, Linda Bell Spears, D.V. Kumar, Noel

Mascarenhas, Ted Siwierka and Bill Roy. Mayor James Thompson formally asked City Manager Alan Bogard to provide the group with any information they might need. "I want to stress that this is an independent decision," Thompson said. "All meetings will be held under the Open Meetings laws and I, as well as the entire council, will take the recommendations of this committee very seriously." The task force will hold their first meeting August 1 and will provide an opportunity for extensive public input throughout

Close to 150 patio homes and townhomes are expected to be available for purchase by the end of the year in Sugar Land at the Imperial site on U.S. 90A near SH 6. When plans were first announced to have residential housing as part of the 716 acre developing site at what is called Imperial Sugar Land, there was substantial uproar in the community along the same lines of what was recently witnessed in Missouri City before a city council meeting this month about multi-residential housing. In that city, not unlike the case in Sugar Land, there was misinformation, angry exchanges and even some confusion about

RED LIGHT, continued on page 4

the use of land for that kind of residential housing. But in spite of the prevailing votes by elected officials to move forward on both of those accounts, there continues to be concerns by some relating to school overcrowding, falling home values, and increased crime rates that may be impacted by the new housing. But in Sugar Land, the developer announced the first residential neighborhoods in Imperial Sugar Land to consist of 116 patio homes to cost between “the $300’s to the $700’s,” some with waterfront views, and 27 single and two-story townhomes facing what is called a signature, tree lined Imperial Boulevard, are these concerns consistent with the type of housing proposed for the area given their target market?

Both these types of homes are designed to appeal to empty nesters, according to the developer. There are those who have raised families but may prefer to stay and move to what is considered to be lowmaintenance homes and a short walk to the historic district, the weekly Farmer’s Market and Constellation Field. At this time that area at Imperial Sugar Land currently includes work on a grand looking entryway on SH 6 across from the airport. A signature fountain is also reportedly expected to be finished by the end of the year and builders for both the patio homes and townhomes will be announced in August. As for the concerns raised, only time will tell.

Rosenberg Police nab man with cache of gun paraphernalia By LeaAnne Klentzman

Last Friday, Rosenberg Police responded to a theft in progress at the Rosenberg Academy store in Brazos Town Center. As they converged on the store, the alleged suspect vehicle was spotted leaving the area. BAM! – They stopped the car. Low and behold, with little to no searching they discovered what was described as “A cache of handgun magazines, magazine pouches, knives, etc., most of it belonging to the Academy Sports.” Then to ice the crook cake, officers discovered a handgun

First Colony woman arrested for sexual assault of child By LeaAnne Klentzman

Sugar Land Police announced last week that they had arrested a 33 year old First Colony resident for sexual assault of a child. In the announcement of the arrest, Sugar Land Police spokesman Doug Adolph said, Sarah Marie Torres, 33, was arrested on July 16 for the sexual assault of a 14-year-old boy. The victim was identified only as a former boyfriend of Torres’ daughter. Adolph said, “The teen told a family member about a sexual relationship with his

ex-girlfriend's mother, and Sugar Land Police were notified of the assault on June 3.” As part of the Sarah Torres investigation the teen's mother provided evidence to police that she believed tied Torres to the assault. Mary Favre, who chaired the festival portion of the Citizen's Bond Committee recommendations says several promoters would like to hold large multi-day events in Sugar Land but the city currently doesn't have a large enough venue. She cited the 3-year old Hang Out festival in Gulf Shores, Alabama which is estimated to have generated $30 million dollars for the local economy. "When you are thinking about inviting 30,000 people to a party there are logistics to overcome and we have worked hard on that," Farve said referring to multiple access points in and out of the festival site as well as ample parking and shuttle capabilities. Stafford makes improvement on plans or Next Year's 4th of July for the hay wagon ride was needed. The corner of this area was a little dark. Another suggestion about lighting was to change the circuits from single to dual for the parking lot. At the end of the symphony, all of the lights were turned off in preparation for the fireworks show, but people were still exiting the theater. Ms. Ricks said that if they separate the electricity it would allow the City to turn off the lights by sections. Mayor Scarcella heard good things from the attendees. "So many people felt the patriotic concert was not only entertaining, but one of the most uplifting aspects of the whole Fourth of July." By Karen Daniels

By all accounts, the 2013, two-night 4th of July celebration was a success, but that didn't stop Susan Ricks, Director with the City of Stafford, from presenting her thoughts to City Council on how to make next year's event even better. She said, "We had several people that had never been to the Stafford Centre, both days come up to the staff to say what a great venue it was." Susan thanked Charles Russell and his crew for the new lighting, stating what a big difference it was not having the noise from the generator. She made several recommendations for 2014: additional lighting in the children's area, near the line

Councilman Cecil Willis spoke of Martin Saldua’s early days as a Stafford volunteer firefighter, and despite recent serious health setbacks, he “always had a smile, always had a head up.” Felecia EvansSmith shared that Mr. Saldua supported her when she wasn’t the incumbent. “He stood by my side from the beginning. He was one of the people that walked with me through his neighborhood. He was not afraid or ashamed to admit that he was backing me, and I really appreciated that.”

Bev’s Burner

A sense of loss

Classmate remembers

It is with a great sense of loss that I write this about my friend and supporter. I first contacted Bev back in early 1982 to see if she would consider running an article and a picture of a new venture I was going to try to begin – The Fort Bend Boys Choir, made up of treble boys in our local area. I remember expressing to her that I was unsure this would really happen and I distinctly remember her telling me that she felt the same way about the "Star". She admonished me to go for it and promised me that I would always have her support but only if I behaved myself! And support us she did . . . in so many ways and at so many times. We talked frequently and she attended many fundraisers for the boys, providing auction items and outstanding press coverage. You will be missed by me, and by many. As I’m sure you were aware, you were instrumental in helping to get our organization off the ground and for that I and well over 5,200 boys from our local area will be eternally grateful. I hope you have found your place in that heavenly choir and please . . . don’t give the director too much grief! God bless you Bev Carter. Dear Michael, I graduated in 1963 from Ballinger High School. My brother Paul Price was in your mom’s class and remembers her excellent writing skills. He says she was very intelligent. After receiving his email, I went online and read some of your mom’s stories which were hilarious. I loved the one about the overabundance of Sugar Land Cops. There is one thing of which you can be sure. Ballinger had outstanding teachers. Mr. Sweeney (who will be 93 this month)wanted to start a book about all the outstanding students who graduated from Ballinger High School. Your mom was certainly one of the successful ones! I wish I had known her, and I am sorry for your loss. Here is the email Paul sent to me: "I checked the Internet and Beverly apparently was still writing for her newspaper (Fort Bend Star) in June

Beverly and Vance both had high IQ's and could have made high grades in high school if they wanted to and applied themselves, but typically they were not motivated that way and just "cruised" and made average grades. The one thing that I remember about Beverly in high school was that in English classes when you had to write a theme (which was a "struggle" for me), that was where Beverly could "shine" without trying very hard, writing seemed to be very easy and natural to her. I can remember Mrs. Stallings bragging on her theme writing, so naturally she worked on "Cat Tracks".” May God bless you and your family during this time. Sincerely, Pam Price Murfee

What to do About Multiple Sclerosis

Multiple sclerosis (MS) is a health condition where the body’s im mune system attacks the protective covering of the nerves. The condi tion causes interruptions in communication that takes place within the nervous system, especially to the brain and spinal cord. The affected nerves may also weaken and lose their functionality. The cause of MS remains unknown. Risk factors that are common to this disease include women, white race, family history of the disease, and a history of infec tion with certain viruses. Some common symptoms include blurred vi sion, weakness in the limbs, a tingling type of pain, shakiness, and un comfortable sensations with head movement. While there is no cure for MS, a physician should be consulted to develop a complete treatment plan. There are certain medications avail able that can help lessen the progression of the disease. Beta interferon (Avonex, Rebif, Extavia) therapy helps reduce the number of multiple sclerosis attacks. Glatiramer acetate (Copaxone) is an injectable medica tion that may help protect the nerve covering from being destroyed. Fingolimod (Gilenya) helps reduce disability by limiting the movement of immune cells to the central nervous system. Those with a slow heart beat may need to be monitored before starting this medication.

In another email, city attorney Mary Ann Powell warns that while Taylor's advice will be sought on Captain Van's petition, “at the end of the day, this company ended up suing the city of Houston and won millions of dollars---i.e. he’s not our friend”. "Houston and Baytown residents will remember Andy Taylor as the attorney that sued to deny votes in their cities in 2010 during their camera elections," wrote Schirmbeck in an email to the "Star". "It appears Sugar Land is so desperate to keep the camera money rolling in that not only will they deny their own citizens the right to vote on the issue, but

Community Park The $16.8 million community park will be in Telfair on land at Easton and Chatham. The park will have multipurpose fields that can be used for cricket, lacrosse, rugby, soccer and other sports. A tennis center, playground, pavillion, bocce ball/labyrinth area and trails round out the amenities. The land contains a cemetery that was part of the Texas Department of Corrections prison farm system. Plans call for $140,000 in preservation work to the cemetery. Brazos River Park Phase 2 The $13.3 million dollar Phase 2 project will link U.S. 59 to Phase 1 at Sugar Land Memorial Park along 75 acres. "This is an important component of many different park plans in this region," said Michael Schiff, former Sugar Land City Councilman and the chairman of the Phase 2 portion of the Citizens' Bond Committee. "This is the closest thing we have to a wilderness area in Sugar Land and we want to tame it a little but still keep it wild."

The plans call for open space, trails, a boat house and a lake which would be large enough to accommodate the Dragon boat competition. Hike & Bike Trails Almost seven miles of hike and bike trails are being proposed. The $9.1 million dollar plan calls for three different segments: 4.9 miles to build the Ditch H trail that would connect Highway 6 South to Memorial Park, the festival site and the Brazos River Park; a 1 mile trail in First Colony and a 1.5 mile connector trail in the Imperial area. Bond Election in November A November election with three propositions is expected to be called on Aug. 20. The festival site and Phase 2 of the Brazos River Park project would be included in the same proposition. According to the City, the recommended projects represent a maximum 5 cents on the tax rate over five years or a total of $128 for the average Sugar Land homeowner. Sugar Land's last bond election was in 1999.

The city has always maintained that the red light camera program reduces accidents. Red light cameras were installed in 2008 to expand the utilization of technology to assist the city in achieving its goal of being one of the safest cities in the country. The program is intended to improve the safety of high-volume intersections in the city. Sugar Land currently utilizes red light cameras at four intersections - U.S. Highway 59 at Highway 6, U.S. Highway 90A at Dairy Ashford, Eldridge Road at West Airport Boulevard and Highway 6 at Lexington Boulevard.

FOOT FACTS by Dr. Eric Tepper BOARD CERTIFIED PODIATRIST, ACCPPS ISN’T THAT SWELL?

Fluid retention in the feet is one of the conditions that should be addressed immediately by the podiatrist since there are many potential causes of this painful and potentially debilitating situation. Pulmonary hypertension, an issue with the heart, may cause excessive fluid to collect in the feet. A weak heart muscle can cause blood to pool in the veins, resulting in fluid accumulation. Kidney disease, excessive sodium consumption, and pregnancy are other factors that may result in swelling of the feet. Congestive heart failure narrows the arteries in the heart, resulting in high blood pressure and swollen feet, ankles, and legs. All of these can be dangerous to one’s health and well-being and should not be ignored. Since life is complicated enough without having to contend with problems that can be corrected, professional advice from a podiatrist who has been specially trained to care for feet is your best defense. We’re on your side here at 3143 Hwy. 6 South. Our office has been designed specifically to treat your feet with the most modern equipment and newest treatment techniques available today for the benefit of your well-being. If you would like an appointment to address your aching feet, please give us a call at 281-980-3668. Don't take your feet for granted - call us for an appointment. Make your next step a comfortable one - call us for an appointment. HINT: For optimum foot (and overall body) health, the American Heart Association recommends keeping daily sodium intake to less than 1,500 mg.

actually paused for a moment until he focused his attention on what I was saying. The menu offered typical Tex-Mex items with limited combinations. Of note were the stuffed avocados and various snapper entrée’s. The portions were modest and sparse on the plate. As most restaurants offer both red and the more popular green sauce for dipping, this place only offered the red sauce. The chicken enchiladas with sour cream sauce were rather flat and the sauce was very thin for that type of sauce. It reminded me of the old Pancho’s fare. The rice was different than the

typical Spanish rice. It was white, with cilantro and lime and was very tasty. That’s about the only thing to get excited about, although the margarita was good. The entrée prices range from $14 - $22, which in my opinion is overpriced for the quality of the food. Overall, Don Julio’s was lackluster. It did not stand out in any way. The food was just mediocre. The service was lacking, and it was teaming with loud kids. It did not impress me enough to draw me back. Overall Rating: 2 1/2 stars. PROUDLY SALUTES

TOP PRODUCERS FOR THE MONTH OF JUNE 2013

By Elsa Maxey

While other places are still planning for the transition to pollution-free, renewable energy sources and clean, petroleum-free transportation fuels, Sugar Land is already there with one of its major service providers. It recently announced that solid waste trucks serving those in the city now use compressed natural gas. These natural gas trucks are operated by Republic Services and are reportedly having an immediate impact. In prepared statements, the city’s Assistant

Director of Public Works Dawn Steph said, "The environmental benefits are significant, including reduced air emissions and noise pollution." The city also said this is nearly 90 percent quieter than similar diesel truck models. Perhaps one may have noticed the less intrusive sounding vehicles in the neighborhoods. The new vehicles have replaced diesel models and provide residents and businesses cleaner and quieter trash pick up operations. Environmentalist organizations have focused on exploring renewable, clean,

low carbon alternative fuels for the transportation sector. In particular, fuels intended to replace reliance on diesel in heavy-duty buses and trucks, the latter of which was the type formerly used by Republic Services. Those vehicles are reportedly among the heaviest fuel consumers, and they are also considered to be among the major sources of air pollution and greenhouse gas emissions. But with the compressed natural gas now used by the local solid waste trucks, there may be 23 percent less greenhouse gas emissions. For those in Sugar Land, that means cleaner air.

Dialysis patients, fish tank owners should prepare for chloramine conversion The City of Sugar Land plans to begin using chloramines to disinfect its public drinking water on August 15. The change from chlorine to chloramines is necessary as Sugar Land transitions to the use of legislatively mandated surface water. Chloramines will reduce the levels of disinfection byproducts in the City's water system while still providing protection from waterborne disease. The change to chloramines can impact people dependent on dialysis machines. A toxic condition known as hemolytic anemia can occur if the disinfectant is not completely removed from water used in dialysis machines. Dialysis patients typically utilize a device such as a charcoal filter to remove the chloramine from their water. Medical facilities should also determine if additional precautions are required for

other medical equipment. Water with chloramines can also be toxic to fish; however, it's safe for all other animals. Chemicals or filters used in fish tanks should be designed for water treated with chloramines. Residents notified The City has notified residents of the change in a number of ways. • An announcement was sent

to homeowner associations for inclusion in neighborhood newsletters. • Letters were sent to area physicians, dialysis centers and the City's wholesale water customer, Fort Bend Municipal Utility District 128. • Pet store managers were provided flyers to alert their customers. For questions concerning the change, contact 281-275-2450.

Rosenberg's "secret" park growing into science & nature haven was filled June 30. One hundred fifty species of birds have been identified at the park in the last two years including some that are rare for Fort Bend County like green kingfishers, bobwhite quail, and black-necked stilts. This past spring, four Coopers hawks hatched but only three survived.

By Betsy Dolan

In the movie "The Big Year", birders travel all over the world competing to capture the most bird sightings in 365 days. Seabourne Creek Nature Park in Rosenberg, may soon be the "go-to" spot for those looking to get a head start on their Big Year since the wetlands lake

The park, near the Fort Bend County Fairgrounds, has been quietly undergoing a metamorphosis thanks to sweat equity from the Texas Master Naturalists, a volunteer arm of the Texas Parks and Wildlife Department and funding from the Rosenberg Development Council. The goal is to create a nature park that not only

allows residents the chance to be outdoors but also provides learning opportunities and wildlife viewing. The concept has been slow to take root. The city first acquired the 368 acres in 1993 and built the Rosenberg Civic Center and a sports complex. The lake and other infrastructure was funded

Carol Pawelek and Karl Baumgartner, Texas Master Naturalists with the Coastal Prairie Chapter, enjoy the view from the Wetlands ecosystem at Seabourne Creek Park in Rosenberg. by a grant from the Texas Department of Wildlife in 1994 but the majority of the 164acre park site languished for 15-years. The Coastal Prairie Chapter of the Texas Master Naturalists, became involved in 2009 when the City of Rosenberg decided to commit to a 20-year vision for the park. Since then over 200 trees have been planted, walking trails have been established, picnic areas built with help from local Scout troops, nonnative plant species are being replaced by native ones, a butterfly garden was planted, signs erected and the wetlands pond was finally filled with water in time for this fall's migration. "The first time around the pond was improperly constructed and never held water," Karl Baumgartner with the Texas Master Naturalists said. "We experimented with layering the pond with black clay from the prairie eco-system and the pond finally held water." With the completion of the wetlands pond, the park now has four eco-systems including a lake, a wooded area, a 20-acre natural prairie and the wetlands. There are also plans to build a Nature Center on the site as part of a bond referendum this fall. Baumgartner hopes that in time school groups will visit the park and he is optimistic

it will be included on the Gulf Coast birding trail. "The potential here is unbelievable," Baumgartner said. "We have this huge area with a very diverse habitat in an urban setting. The opportunity to experience nature close to home is such an asset for Southwest Houston."

Methodist hospitals setting themselves apart with new name change Methodist Sugar Land Hospital has a new name.. Effectively immediately, Fort Bend’s leading health care institution is now known as Houston Methodist Sugar Land Hospital. The Methodist system, now Houston Methodist, changed its name to differentiate its hospitals from approximately 80 other Methodist hospitals across the country. “The quality of Methodist’s

medical care and our compassionate culture give us a unique identity, one that has significant strength both in Houston and in Fort Bend,” says Houston Methodist Sugar Land CEO, Chris Siebenaler. “This new approach helps solidify our connection to Houston and to the legacy of excellence at The Methodist Hospital, now known as Houston Methodist Hospital. Houston Methodist Sugar Land Hospital is proud to be a part of

this history and we’re excited about carrying the new brand forward.” The new names of the four community hospitals will now be: • Houston Methodist Sugar Land Hospital • Houston Methodist West Hospital • Houston Methodist Willowbrook Hospital • Houston Methodist San Jacinto Hospital

"While there are many other Methodist hospitals across the country this new name will establish, quickly and permanently, the fact that Houston Methodist is indeed the only one … the one that is leading medicine, and the one that is becoming a national presence," said Marc Boom, M.D., president and CEO of Houston Methodist.

Sugar Land Sharks Swim Team finish season with a 6-0 The Sugar Land Sharks (www.SugarLandSharks.org), Sugar Land's first summer swim team (the Lions, and the Kempner family provided the city pool back in 1967!) has finished their 2013 season 6-0! Amazing for a small-town team that keeps on going. The Sugar Land Sharks Swim Team has a long and rich history of serving the recreational needs of the youth of Sugar Land. For more than 40 years, their home has been the City of Sugar Land pool, located in the City Park near the corner of Main and 7th Streets. The pool was originally constructed in 1967. The Sugar Land Lions Club and Imperial Sugar Company’s Kempner Foundation raised the $35,000 needed to construct a 50-meter

by 50-yard Olympic-size pool. A swim team was formed shortly thereafter; that team has been in continuous operation ever since, and today is known as the Sugar Land Sharks. The Sugar Land Sharks was one of the charter members of the Southwest Houston Recreational Swim League, along with the Quail Valley Dolphins, the Sugar Creek Gators, and the Maplewood Marlins. The League was formed in 1973 to consolidate the many community and subdivision swim teams in the southwest Houston area, to standardize team rules, and formalize competition between teams. The Sharks have always been proud to offer participation on the team to all Sugar Land residents, not just

club members or residents of a particular neighborhood. The team is grateful for decades of sponsorship and support from the Sugar Land Lions Club. Ask any team member what makes the Sharks special and you are likely to hear the words

“summer family”. Multiple generations have enjoyed a sense of community with the team and have made lifelong friendships around the “Shark Pool”. They now have a number of children of former Sharks swimming for the team.
