Stafford Firefighters recognized for back to back life saving events By Karen Daniels

The June 19 Stafford City Council meeting was standing room only. There were several reasons for this, but most notable was the presentation and formal recognition of the Stafford Fire Department personnel who provided lifesaving emergency medical care to members of their community, not once, but twice, in 32 days. Mayor Leonard Scarcella said the timing of this was "very appropriate in light of last month's tragic fire." Chief Larry Di Camillo told council that "45% to 50% of the job of a firefighter is EMS related." He added, "Very

rarely do we get such a positive outcome with a patient's life, not only once, but twice." Both times Stafford firefighters were able to resuscitate the patients to regain consciousness. On March 25, firefighters were called to the scene of a individual in distress. While assessing the situation, the patient went into cardiac arrest. After starting advanced life support which included the use of a defibrillator, a viable heart rhythm and spontaneous respirations were restored, and the patient was able to speak on the way to the hospital. On April 28, firefighters were called to a local sports complex around midnight

for an individual who was unconscious. Stafford firefighters took control of the scene and applied very much the same strategies for the individual above, and the patient successfully regained a viable heart rhythm and spontaneous respirations. Chief Di Camillo credited the success of these outcomes to "the level of training and level of dedication" of his crew, and the equipment. The firefighters were asked by Mayor Scarcella if they had any comments to share before Council. Not one of the seven firefighters on hand spoke. To firefighters, this is just another day on the job. The Mayor said he "cherished

having people of this quality and ability and heroic nature to literally save lives." Ninety firefighters work for the Stafford

Fire Department. Chief Di Camillo said, "We are very fortunate to have the ninety individuals that work for us."

Within a week of the tragedy, event permits were approved, sponsors were on board, and registration was up and running for the Run for Boston 5K/1K. So far, the event has raised over $17,495 — that’s just

Joshua has also won his age group in the USA FIT Half Marathon the past couple of years. First female youth was Adley Halligan at 28:05. Donations continue to come

in, and Fort Bend Fit hopes to bring the total up to $20,000. Federal flood insurance law changes - no more policy subsidies FEDERAL, continued from page 1

(Bob) Hebert was in Washington last month and there is a probability that the grandfather clause is going to stay in,” said Fort Bend County Commissioner James Patterson after the meeting at the University of Houston – Sugar Land Brazos Hall. “If the grandfather clause stays in, that would mean that the people in the zone AE could be grandfathered as long as they kept their insurance up to date.” Zone AE is defined as an area that will be inundated by a flood

event with a one percent chance of being equaled or exceeded in any given year. Patterson also told the “Star” that in Pecan Manor, for example, “all the people own the lot all the way to the middle of the lake, so their mortgage company is going to automatically say that they have to have flood insurance even though their house may be 12, 13 feet above the flood plain.” Commissioner Patterson said that the bottom of the lake or “in the lake” itself is the flood plain. That means that home owners with mortgages living on those

properties will need to prove their structure is not affected to their mortgage lender, which will otherwise require flood insurance by law. Essentially, the flood insurance maps are key as is elevation of a structure on a property, not the property. The advice to Fort Bend residents, “they should contact their flood plain administrator” in their city or the county engineer if they live outside the city limits to “get further information and ask what are the ways they can mitigate,” said commissioner Patterson. In particular, he

shares how the Fulshear area, once in his precinct, had structures in Vintage Creek that were wiped out more than three times by flooding. The structures in a place like that “need to be done away with and not be rebuilt,” he said. The Flood Insurance Reform Act of 2012 calls for FEMA to make changes to the way the National Flood Insurance Program is run with provisions requiring the program to raise rates to reflect true flood risk and make it more financially stable. Flood Insurance Rate

Map updates will impact policyholders and changes may mean premium rate increases for policyholders over time. The FEMA run program has been walloped by major storms during the past 10 years, according to reports. Watts also told local meeting participants that the National Flood Insurance Program underwent a $16 billion debt on Hurricane Katrina. Additional information indicates that after Sandy, the program will be $25 billion in the hole, a hefty debt that taxpayers will collectively cover as losses incurred in the past, present, and future.

Menu: It is almost overwhelming when you first walk in to see the huge selection of items. The menu is displayed on the wall just inside the entrance. If you need to study the menu at first, you end up blocking the way of other people coming in. I found the menu to be a little too limiting. The preference was to have sample portions of a lot more items, rather than a whole or half serving of fewer things. Food: Colorfully garnished, fresh, enticingly presented, and lots of it! Each dish had it’s own distinct flavor. Everything tasted was good. Grab a basket of pita bread & chips first, then select cold side dishes and dips such as stuffed grape leaves, hummus dips, baba ganouch, and cucumber salad to name a few. Next, you hit 10 or 15 hot vegetarian dishes including the popular fried cauliflower. The main dish line up opens up an even bigger set of possibilities including beef Shawarma, lamb, chicken, salmon, filet mignon kabob, gyros, and twice that many more options. The dessert bar was small in comparison, but had a nice assortment of baklava and other flaky pastries, as well as custard and cookies. Comments: If you like Mediterranean food, this is definitely the place to go. It offers the full spectrum of popular dishes and then some. The food is excellent, tasty, colorfully presented, and generously portioned. It’s a little pricey, but worth it. Didn’t quite understand the huge plate for the cold sides and dips. It took up a

lot of room on your tray with very little on it. Everything

Reader frustrated over the red light cameras issue Dear Editor, I would like to state my disappointment and frustration in reading of the City Council’s decision to invalidate the citizen petition to ban red light cameras in Sugar Land. It is regrettable when the will of the people becomes secondary to technicalities and the egos of elected representatives and city employees. Instead, a task force is being formed to study the issue. I find that amusing. This policy has already been put in place and a sufficient percentage of the citizens of Sugar Land have signed a petition to put this policy to a vote. It seems like odd timing for a task force to study the issue. The thing that struck me the most in the news accounts were the statements by Mayor Thompson and City Manager Bogard. The first statement was that the police department supports this program. That is well and good, but we live in a democracy and not a police state. I would think public opinion would be equal to, or outweigh police desires in making our public policies. The second statement was by Mayor Thompson, “people think there are hundreds of thousands of dollars of fines. That is not true.” One of the newspaper articles I read said that Sugar

Land collected $791,175 in fines from the red lights last year. If that number is accurate then to me that is hundreds of thousands of dollars. If the argument is Sugar Land gets only a small part of these fines and therefore money is not the issue, I would say that is a lot of money going somewhere. It looks a lot like reallocation or redistribution of wealth to me. The final statement I found interesting was Mayor Thompson’s quote that there is no statistical proof that there are more accidents at red lights since the cameras have been added. To me that means there is hence, no statistical proof that accidents have been reduced since the lights were added. If there is such proof the Mayor and Council should present them. I don’t know if anyone has taken a poll, but I can’t but believe the whole Council has not taken a hit in their approval ratings over this action and issue. I think it would behoove them to somehow come up with a way to have this initiative approved and put on the November ballot. I also believe that if they are really concerned about traffic safety in Sugar Land, then texting and driving should be their focus. But that is a debate for another day. Attorney David Thompson, who represents several school districts including Fort Bend ISD, Lamar CISD and Stafford MSD, said the Legislature fell far short of what is needed to get the state out of its legal troubles. “What they did this session was very significant and commendable,” he said. “But you have to remember, it doesn’t restore what was cut in 2011, not to mention increased costs for schools in the two years since then.” The original public school funding distribution formula was created in the 1980s and has been changed numerous times to comply with legislative changes and previous school finance lawsuits. In the most recent lawsuit in 2005, the Court found that the Texas Legislature over-relied on local property taxes, left local school districts without meaningful discretion over local tax rates, and was operating a state property tax in violation of the Texas Constitution. “At the time Fort Bend ISD made the decision to enter the School Finance lawsuit, the district’s funding per student had remained flat for several years, and the overall budget was reduced substantially by $50 million in legislative budgets cuts,” said Dr. Tracy Ginsburg, FBISD Chief Financial Officer. “Eighty six % of the district’s budget is comprised of salaries and benefits, and the reduction of 1,000 employees impacted programs and class sizes suffered, all at a time when accountability standards increased." According to Moak, Casey and Associates, Texas school finance and accountability experts, lawyers representing the plaintiff groups had mixed reactions on whether or not Judge Dietz should re-open the case. Phillip Fraissinet, attorney for the Fort Bend plaintiffs, argued that the legislature

What to do About Nighttime Leg Cramps

Muscle cramps are caused by a strong, sudden tightening of body muscles, most commonly being the leg calf muscles. Certain conditions such as peripheral arterial disease, kidney disease, thyroid disease, pregnancy, and multiple sclerosis have been linked to leg cramps that occur during sleep. Leg cramps may occur more often in people who do not have enough water, calcium, potassium, and magnesium in their body. Certain blood pressure-lowering (Coreg, Cozaar, Zestril), cholesterollowering (Lipitor), and mood-stabilizing (Abilify) medications may also cause nighttime leg cramps. There are daily activities that can help ease the pain of leg cramps. Regular stretching before bedtime and un-tucking of the bedroom sheets may be helpful. When a leg cramp does occur, a quick muscle massage, flexing of the foot, a brisk walk, a cold pack, a heating pad, or a warm bath may help reduce the intensity of the pain. Staying hydrated with water and sports drinks can provide the nutrients your body needs to help prevent the cramping sensation. Over-the-counter pain medications such as acetaminophen (Tylenol), ibuprofen (Advil, Motrin), or naproxen (Aleve) can help relieve leg pain. A physician should be consulted if leg cramps are severe and occur frequently.

Fort Bend County Crime Stoppers, Inc. is willing to pay up to $5,000 for information that leads to the arrest and conviction of the man who robbed a Bissonnet Street convenience store in early June. According to Sheriff’s spokesman Bob Haenel, the lone suspect entered the store wielding a handgun on June 7, shortly after 11:00 pm. The clerk told responding deputies the man entered the Valero convenience store in the 14100 block of Bissonnet pulled a gun and demanded cash. Eventually the armed intruder climbed over the counter and took the cash for himself. The suspect has been described as a black male wearing a hoodie pulled up to disguise his identity. He further concealed his identity with a mask pulled over his face covering his mouth and nose, said Haenel. Witnesses told deputies the suspect was about 5’7" – 5’10’ with a slim build. This girls night out on Monday was about fun and doing what some of us girls do best…shopping! A generous amount of the sale proceeds will help the Fort Bend County Women’s Center continue to provide valuable services to survivors of domestic violence and sexual assault, and also their children. Held at the distinctive City Plaza Clubhouse in Sugar Land Town Square on Lone Star Drive, this event, just with those supporting the effort, was about the modern world of casual fashion featuring jewelry and purse collections to accessorize the lives of those shopping for a worthy cause in the name of sharing. Founded in 1980 by a Rosenberg attorney Pat Altman, an assistant DA Timothy Sloane, and Paulette Greene, a Rosenberg businesswoman, the Fort Bend County Women's Center began as a single crisis hotline and has been fortunate to have committed notables

like Christy Jennings (formerly Fuentes) at the helm, and today, Vita Goodell continues the important mission of the organization. But, when the fun kicked off this Monday, they were visiting with guests, and did not wooble. The Fred Astaire Dance Studio added this new line dance ingredient to the fundraiser that had Debbie Marcel and her daughter Molly Cooper strutting along with an impressive number of others. Girl Scouts triumphed with Carnival The Ambassador Girl Scouts from Troop 721 (Rainbow Stars Service Unit) were one of the first passengers on the Carnival Triumph when it left the Port of Galveston on June 13. As you can imagine, they really enjoyed the $115-million dollars in

recent upgrades to the ship. In Girl Scouting, travel is about fun, exploration and learning. All of this occurred on the Triumph as the girls celebrated the accomplishments in Girl Scouting such as their Gold Awards. These Girl Scouts

developed leadership skills and learned about other places and cultures on their recent cruise to Cozumel, Mexico. While in Cozumel, the girls got to experience the Mayan Ruins and the Mayan way of life and of course, the beautiful beaches. The cruise provided an opportunity for the girls to make new friends, to try new dining experiences, and to learn a whole new way to travel. The cruise

also provided a sense of independence for the girls. The combination of time together with the adults and on their own was easily accomplished on the cruise ship since it had plenty of space to wander and lots to do but also had very clear and reliable boundaries. This trip resulted in the girls learning about each other and how to work and have fun together, even when you are making towel animals.

Daryle Ryan wins medals at Texas Police Games Fort Bend County Sheriff’s Fleet Manager and former San Antonio police officer Daryle Ryan won several medals in the Texas Police Games earlier this month in Nassau Bay. Ryan won 8 medals total in Track & Field. He won a bronze medal for the 400-meter dash, six silver medals for 5K run, 10K run, high jump, 800-meter run, the 200-meter run and the 1,500-meter run and he won a gold medal for the long jump.
