TOURNAMENT OVERVIEW The Jacksonville Fishing Rodeo will be promoted by The Southern Kingfish Association and Gate Petroleum. Tournament site will be Metropolitan Park, Jacksonville, Florida, 1410 Gator Bowl Blvd. Unlike other fishing tournaments, this event will be a true rodeo with up to sixteen different species including offshore saltwater species, inshore saltwater species, and freshwater species. Within this venue will be two special Jackpot Divisions, which will include Redfish and King Mackerel.

All species of fish must conform to local, state, and federal regulation size limitations. Redfish must conform to the slot limit.

We recommend that all Redfish and Bass be kept alive so they may be released into the river.

This is an angler tournament! Each angler can weigh one fish per specie per day. In the interest of conservation we will encourage any participant not to weigh after their first fish is weighed. You can, however, bump your own weight.

Fishing will begin at 6AM (Lines in the water) on Friday morning and end at 3PM (back to Metropolitan Park by 3:30PM in line to weigh) on Saturday afternoon. (Some species have earlier deadlines) See official rules for times. No Checkouts And No Check-Ins. The tournament site will open on Friday, July 2nd at 9AM with the scales open at 10AM. Scales will close at 7PM. On Saturday, July 3rd the tournament site will open at 9AM with the scales opening at 10AM. Scales will close promptly at 4PM. All freshwater species must be in by 2PM. All other species must be weighed by 3:30PM. All Kingfish Jackpot teams must be in line by 3:30PM. The awards ceremony will be held PROMPTLY at 6PM.

Rodeo Tickets will be checked at the dock for everyone. You will not be allowed to weigh without the tickets. Jackpot entries must come to the scale by boat. All others can come by boat, car, or truck.

All freshwater species must be caught in the St. Johns River and/or its tributaries.

Registration forms and sign up will be available at select Gate Convenience Stores on and after June 15th and will remain available to all participants up thru Monday, June 28th. After that date, registrations will only be available at the tournament site at Metropolitan Park on July 1st until 8PM.

For offshore fishing and inshore saltwater, there will be an east-west boundary from the Savannah River (North) 32.035N and an east-west boundary (South) 28.41N from Canaveral.

Cash and prizes for three places in each specie. Any Rodeo Ticket holder can win (or place) in more than one specie but can only win one place per specie. Each angler who weighs a legal fish in the rodeo, their name will go into a drum with all other contestants. At 7PM on Saturday night, a name will be drawn and that contestant will win the Rodeo’s grand prize: a 21' Contender Boat, Yamaha Outboard, and Loadmaster Trailer package. You do not have to be present to win this award.

All King Mackerel participants: SKA rules to apply. A copy of the rules is available at www.FishSKA.com. Entry fees: $40 per angler (Everyone on team (boat) must have a rodeo ticket.) Payouts: Each specie: $1,000 for first, $500 second, and $200 for third. $250 for big fish in each specie per day. Jackpots: Redfish and King Mackerel These Are Boat Events With Every Team Member Or Persons On Board Having A Valid Rodeo Ticket! $20,000 King Mackerel Jackpot, $10,000 Redfish Jackpot. Jackpot fish will not apply to individual specie, however all other species are eligible. All Jackpot species will become the property of the Rodeo. Redfish will be released at the dock by the angler. Same with largemouth bass if anglers determine they wish to release their catch. Those must come to the tournament dock by boat. Winning teams and/or specie angler should be prepared to take a polygraph on site. All protests must be filed with the Tournament Director at the weigh-in site within half an hour after the last fish is weighed in each category along with a $200 fee. If the protest is up-held, monies will be returned to protester. If the protest is not up-held, monies go to the tournament.

REDFISH & JACKPOT RULES: 1. Contestants may fish anywhere on tournament waters accessible to the public by boat, except areas designated as “off limits” or “no fishing” by private ownership or local, state, and federal officials. Contestants may not fish within 50 yards of a competitor’s boat, which was in a location first, and anchored. (An anchored boat is a boat held in a stable position by a line attached to a weight, push pole, power pole, etc. With the trolling motor in the up position.) 2. Artificial lures and/or live bait may be used. 3. Legal Redfish length, 18" to 27". All Redfish are measured with a pinched tail. 4. Legal methods for catching fish are rod and reel. 5. All fish must be caught within tournament hours. 6. Every possible means must be made to ensure a live release. Use of circle hooks are encouraged for easy catch and release. 7. Dead fish will be penalized six ounces. 8. Injured or altered fish may be disqualified. 9. Only one prize will be awarded per registered Captain (TEAM). The other person on board may weigh a Redfish for entry into the boat, motor, and trailer combination prize. 10. Only two legal fish may be counted per boat per day. 11. Tie-Breaker: All ties will be broken by earliest weighed-in. 12. All winning captains may be polygraphed. 13. It will be the captain’s responsibility to return the weighed fish back to his or her boat to release either in the river or at a position they feel best for the fish. 14. Contestants may fish anywhere on tournament waters (St. Johns River and its tributaries) accessible to the public by boat, except areas designated as “off limits” or “no fishing” by private ownership or local, state, and federal officials. Contestants may not fish within 50 yards of a competitor’s boat, which was in a location first. 2. Fish can be brought to the tournament site by boat or by truck or car dead. (6 ounce penalty for a dead bass.) We prefer to weigh them alive, then return them to the St. Johns River. You can bring your boat to the launch ramp across the river from the park and re-launch providing you can keep your catch alive. 3. Artificial lures and/or live bait may be used. 4. Can I put my boat in the water anywhere along as it falls within the boundaries of the Jacksonville Fishing Rodeo? Yes

Q

What’s to stop someone from catching a fish two or three days prior to the event? That’s why we have tory meters to check for freshness and why we have a biologist on hand to check any suspect fish. Our weigh master has been doing this for over thirty years. He is a pro. They just caught a person who put lead into a largemouth bass then tried to weigh it. He was caught and now is in jail on fraud charges.

Can anyone who weighs an eligible fish in the tournament win the Contender boat, Yamaha motor, and Loadmaster trailer? Yes! When you weigh your fish you will have a portion of your Rodeo Ticket you purchased torn off and deposited in a big drum. On Saturday night after all awards are given out, one lucky fisher person will have their ticket pulled from the drum and will be declared the winner. You do not have to be present to win but you must make sure your phone number is correct on the tournament form so we can contact you. The boat will be removed from the tournament site on Saturday night and will be available to the tournament random drawing winner on Monday, July 5th at the offices of the Southern Kingfish Association, 15 Garnett Avenue, St Augustine, Florida. 904-819-0360. If the winner is present. he or she can take their prize boat home with them. Remember however, you should have insurance on the boat before you take it home. If you take the boat, the MSO will be signed over to you and at that point the boat is yours. At the end of the calendar year 2010 you will receive a 1099 IRS form for tax purposes.

Can I pick up my boat and transport it to another launch site? Yes. However, remember that if you’re transporting live fish and they die you will receive the 6 oz. penalty.

Why does everyone on the boat have to have a Rodeo Ticket? In fairness to the rodeo and the spirit of competition, it wouldn’t be fair to put two or three or more people fishing on a boat with the idea of one person weighing the team’s catch. This is an angler tournament. Remember you can win more than one category. Some anglers or all winning anglers will be polygraphed if deemed necessary.

Can I fish at night? You start fishing at 6AM on Friday and can fish up until the time to run to the scales. But remember, there is a daily prize in each category for the big fish in each specie each day. Plus each category has a different time to weigh in on Saturday to avoid long lines at the weigh station.

Can I win more than category? Absolutely! In the non-jackpot categories, you can win or place in as many species as are listed. However, an entrant may only win one prize in any single category.

If I fish in Georgia do I need a Florida fishing license? Because you are weighing a fish in the State of Florida you must have a Florida Fishing License. We will not be checking licenses but there may be members of the Florida Fresh and Saltwater law enforcement agency on hand.

The Republican Party has a big rally in the park on Sunday July 4th and we have promised them we would be out of their way by 8PM on Saturday night. In fact as soon as weigh-in is over there are some areas they may be getting set up so we will not mess around, we must be on time!

OFFICIAL RULES & REGULATIONS Preamble: Every sport has its code of ethics. The sport of fishing is no exception; therefore, all participants shall display honorable, ethical, sportsmanlike conduct in regard to the Jacksonville Fishing Rodeo rules and their own competitive fishing. 1.

A copy of the rules shall be kept aboard each boat and available to each participant. Each participant shall read and thoroughly familiarize his or herself with these rules. Any participant who violates any rules of the Jacksonville Fishing Rodeo, whether intentional or not, could possibly disqualify his or herself and all other participants aboard his / her boat. A disqualification shall prevent a participant from collecting prizes for fish registered. All participants are subject to a polygraph test. All first place finishers in the Jackpots (King Mackerel and Redfish) may be required to take a polygraph test. Failure to submit or pass a polygraph test will subject the participant to disqualification. Every participant must be registered prior to fishing. A participant is deemed to be anyone competing for prizes and shall include everyone aboard a boat. The captain or owner of each participating boat shall see to it that every person aboard his boat is registered. A Captain may be any male or female over the age of 16 prior to the event. Any Captains permitting a person on his/her boat to violate any rule of the Jacksonville Fishing Rodeo may cause all participants aboard his / her boat to be disqualified. The Jacksonville Fishing Rodeo is a Captain’s Choice Tournament. Captains fish at their own discretion and accept full responsibility for their crew and vessel whether on land or water. All tickets must be properly completed with the required information at the time of ticket purchase. Only registered participants are eligible for prizes. Registration tickets must be presented at the Weigh Station when entering a fish for prize competition during the hours listed below. (Participants may be required to present acceptable personal identification when registering any fish into Jacksonville Fishing Rodeo competition, i.e. valid drivers license, employee ID cards, etc. Any registration ticket that appears to have been altered will not be accepted). All fish entered must be caught within the territorial waters of the Jacksonville Fishing Rodeo. The territorial waters of the Jacksonville Fishing Rodeo include all open and public waters from an east-west boundary from the Savannah River (North) 32.035N and an eastwest boundary (South) 28.41N from Canaveral.. Freshwater species must be caught on the St. Johns River or its tributaries. Official start time of the Jacksonville Fishing Rodeo is 6AM July 2nd, 2010 and closing time is July 3rd, 2010 at 2PM for freshwater species, 2:30PM for inshore species, and 3:00PM for all offshore species. Kingfish Jackpot is 3:30PM. Fish must be entered at the official weigh station any time between 10AM and 7PM on Friday July 2nd. And 10AM till the prescribed deadline times for each category on July 3rd. Have your VHF radio tuned to VHF Channel 72 when coming to the tournament dock. The official Weigh Station is Metropolitan Park, Jacksonville, FL All non-jackpot species can come to the event by truck or car, however the angler who caught the specie or species must accompany his or her fish to the scale. All anglers must have his or her Rodeo Ticket on their person and have proper ID in order to weigh fish. All Jacksonville Fishing Rodeo winners will be determined by the largest fish entered in each category according to weight and are subject to limitations. If there is a tie, earliest fish weighed gets the win. All fish shall be weighed using platform or hanging scales, per the judge’s discretion. Those fish requiring to be weighed by hanging scales will be lifted and weighed by the tail. In case of a tie in any category, the first fish weighed in that remains on the final board will be declared the winner. An angler will be permitted to hold and win only one place per category at any one time but may place in more than one category simultaneously. If 2010 Gate Jacksonville Fishing Rodeo

there are two or more anglers on board a boat, each angler can weigh same specie of fish. All fish shall be kept in as good a condition as possible, preferably on ice, so the judge can make an accurate judgment as to its freshness. Any fish deemed to be spoiled or rotten, may be disqualified. Any fish that has been shot, cut, mutilated, bang struck, frozen, or showing signs of unsportsmanlike handling may be disqualified. In addition, all fish entered may be subject to a Tory meter test. Judge’s decision shall be final. No fish will be accepted for registration that has been gutted or chemically treated prior to weighing. The official judge or his representative may at his discretion gut any fish presented. A marine biologist will be on hand to determine the freshness of your catch. The participant registering the fish must catch all fish entered into competition and it must be caught with a rod and reel or a pole and line. No participant shall be assisted in any way to land his or her fish except for help in netting or gaffing his/her catch. No exceptions are made. Flounder may NOT be gigged. Daily prizes will be awarded to the top fish in each category on July 3rd, 2010 at the Jacksonville Fishing Rodeo site after the Weigh Station closes. Jacksonville Fishing Rodeo ticket holders compete in Inshore and Offshore Saltwater, and Freshwater Divisions. Jackpot tickets must be purchased in conjunction with a Jacksonville Fishing Rodeo ticket. Everyone on the boat/ team must have a Rodeo Ticket. If a team comes to the dock and any person on the boat/team, including women and children, does not have a Rodeo Ticket, the boat and/or team members will not be allowed to weigh. The largest king on board will be declared the Jackpot entry. Other King Mackerel caught on a team boat can be brought to the scale for individual entry for the boat, motor, and trailer drawing. 21. To promote conservation and in some cases comply with the State of Florida or Federal regulations, the Jacksonville Fishing Rodeo judge will not accept an entry of any fish in the Rodeo categories that does not meet minimum length or slot limit requirements. 22. Jacksonville Fishing Rodeo ticket: $40 per individual. Rodeo Jackpot: $400 (King Mackerel) or $350 (Redfish) One Jackpot Ticket per boat 23. The Jacksonville Fishing Rodeo reserves the right to amend these lengths and/or remove any fish from competition, without notice, at any time in order to comply with federal and/or state requirements. 24. All participants must abide by all federal and state regulations. All fish entered, with the exception of Kingfish may be retained by the angler. The Jacksonville Fishing Rodeo reserves the right to hold all board fish for display purposes until official closing time of the day the fish is entered into competition at which time the fish must be claimed or forfeited. All fish registered are subject to scientific evaluation by conservation personnel on site. (i.e. removing the ear bone and/or fish skeleton). 25. All prizes not claimed at the awards ceremony on July 3rd, 2010, or at the SKA office 15 Garnett Ave., St. Augustine, FL by July 9th, 2010 will become property of the Jacksonville Fishing Rodeo. 26. The Jacksonville Fishing Rodeo Committee reserves the right to reschedule the Jacksonville Fishing Rodeo due to weather. No refund of tickets will be made due to rescheduling. One day of fishing constitutes a tournament. 27. No tickets will be sold after the Captain’s Meeting. Protests of any nature must be submitted in written statement

Any matter not specifically covered by these rules may be decided by and at the sole discretion of the Jacksonville Fishing Rodeo Committee. All decisions will be final. The angler must reasonably dispose of those fish not held by the Jacksonville Fishing Rodeo. Redfish should be returned to the river alive. Same for the Largemouth Bass. At the close of each day’s fishing, those anglers who are in line at the weigh station, or identified by an Jacksonville Fishing Rodeo official as being docked as the Weigh Station closes, will be allowed to have their catch weighed and entered. Ticket outlets are ticket sale representatives of the Jacksonville Fishing Rodeo and in no way act as an agent for or on behalf of the Jacksonville Fishing Rodeo. All rules interpretations shall come from the Jacksonville Fishing Rodeo Committee or the SKA. (Ticket outlets cannot give rule interpretations.) Information and/or rules in the Jacksonville Fishing Rodeo website are for informational purposes only. The Jacksonville Fishing Rodeo brochure shall serve as the official rules. Unsportsmanlike conduct will result in disqualification without refund of tickets. 36. SKA rules and Code of Conduct apply for all King Mackerel Divisions. Their rules can be found at www.fishska.com. 37. All anglers must conform to local, state, and federal laws. 38. All entrants coming to scale by boat must conform to all No Wake Zones and speed limits. 39. Tournament channel is VHF 72. 40. To contact tournament base call 386801-3200 on Thursday - Saturday. 41. Everyone on board a tournament boat must have a valid Florida Fishing License. Remember you are returning to a Florida destination regardless of where you elect to fish. (Within tournament boundaries.) 42. Participants under the influence of alcohol or illegal drugs will not be allowed to weigh. 43. All Tournament Participants Are Responsible For Reading The Rules Of The Tournament! 44. All Kingfish become the property of the tournament. We will gladly take all unwanted kingfish off your hands. RANDOM DRAWING RULES: Any angler entered into the Jacksonville Fishing Rodeo must weigh an eligible specie during the prescribed times of the event to be eligible for the random drawing at the end of the event. A part of your rodeo ticket will be removed and placed in a drum (one per entry ticket) when you weigh. Make Sure You Fill Out That Portion Of Your Rodeo Ticket And Print Legibly. At the end of the Rodeo, the drawing will take place and a 21' Contender Boat, Yamaha Outboard, and Loadmaster trailer package awarded. You do not have to be present to win! Just make sure you put a phone number on your entry form. You will be notified by phone on Saturday night.

All General Rodeo Participants can bring their catch to Metropolitan Park by boat, car, or truck! Keep All Fish Iced—they will be inspected by a biologist for freshness.
