Chief Human Resources Officer Norfolk, VA The Virginia Port Authority is an agency of the Commonwealth of Virginia, reporting to the Secretary of Transportation. It is the state’s leading agency for international transportation and maritime commerce. The Chief HR Officer is responsible for providing leadership in developing and executing human resources strategy in support of the overall business plan and strategic direction of the organization(s), specifically in the areas of succession planning, talent management, change management, organizational and performance management, training and development, and compensation. Diverse experiences in managing a range of administrative areas of responsibility. BS/ BA degree from an accredited college/ university. MBA/MA/PHR or SPHR preferred. 10-15 years’ related experience and/or training; or equivalent combination of education and experience. 10+ years of HR leadership experience in a large company environment preferred. MS Office.

Responsible, with guidance from the Executive Director and CEO, for developing and managing overall relationships with the Federal, State, and Local Governments, key agencies, organizations and officials; advocating for legislative results for the benefit of the VPA and VIT; and managing the organizations’ public and community relations efforts. Responsible for the strategic design, development and implementation of integrated public relations programs to support the port’s business initiatives. In coordination with the Commercial Division, develop, integrate, and implement public relations activities designed to enhance company brand. Responsible at a senior level for tracking and influencing legislation at all levels of government. Represent

the interests of the VPA and VIT to external consultants, local, state and federal legislators, international groups, the public, and resource and regulatory agencies at all levels of government. Supervise, direct and coordinate the efforts of the Public Affairs, Government Relations and Community Outreach staff in an effective way to allow the organizations to achieve its strategic goals MINIMUM QUALIFICATIONS: Bachelor’s degree in public administration, business, political science, public relations or a closely related field; 10 or more years of experience in advocacy, transportation, or maritime administration; relevant experience in general management, organization, method analysis and development and implementation of administrative procedures. Candidates must have strong verbal, written and analytical skills, and a sound reasoning of Local, State and Federal government functions as they relate to the VPA and VIT. PREFERRED QUALIFICATIONS: Prior experience in public administration, governmental affairs with emphasis on transportation operations and facilities is highly desirable.
