‘It’s Just Been … a Terrible Burden’ A year after Sandy, thousands still wait to recover and repair New York A year after Superstorm Sandy catastrophically flooded hundreds of miles of eastern U.S. coastline, thousands of people still trying to fix their soaked and surf-battered homes are being stymied by bureaucracy, insurance disputes and uncertainty over whether they can even afford to rebuild. Billions of dollars in federal aid appropriated months ago by Congress have yet to reach homeowners who need that money to move on. Many have found flood insurance checks weren’t nearly enough to cover the damage. And worse, new federal rules mean many in high-risk flood zones may have to either jack their houses

up on stilts or pilings — an expensive, sometimes impossible task — or face new insurance rates that hit $10,000 or more per year. “It’s just been such a terrible burden,” said Gina Maxwell, whose home in Little Egg Harbor, N.J., is still a wreck after filling with 4 feet of water. Contractors say it will cost $270,000 to rebuild — about double what the insurance paid out. The family doesn’t have the money. “W hat do we do with this house? Just give them the deed back?” she said. “My son is 11. He has a little piggy bank in his room. He said, ‘Take it, mom.’ ” Sandy roared out of the Atlantic and struck the New York and New Jersey coasts on Oct. 29, 2012. The 1,000-mile-wide mashup of a hurricane and another huge weather system killed at least 182 people in the U.S., according to a count by The Associated Press, and caused an estimated $65 billion in damage.

Out of that chaos came remarkable stories of recovery. New York City’s submerged subways and tunnels sprang back to life with surprising speed. Beach boardwalks were rebuilt. Flooded schools, nursing homes and amusement parks have reopened. But for every success story, there are tales of continuing frustration. On New York City’s Staten Island, vacant lots have been multiplying on spots where homes once stood. Sheetrock and debris still decorate front lawns. Plywood covers bungalows, “Restricted Use” signs hanging on their front doors. On the Jersey shore, officials said that in the tiny seaside bor-

ough of Mantoloking, where the storm washed dozens of homes clean into Barnegat Bay, fewer than half the buildings in town had been repopulated. But on New York City’s beachfront enclave of Breezy Point, new homes are beginning to rise after many months of inactivity on the sandy blocks where fire burned 130 houses and flooding destroyed an additional 220. “There’s hope. Things are finally starting to happen,” said police Capt. Roy Richter, as he watched a new house going up. Judge Blocks Key Parts Of Anti-Abortion Law

Penn State to Pay $59.7M To Sandusky Victims

A federal judge in Texas blocked two key parts of the state’s controversial anti-abortion law Monday, ruling that one part is unconstitutional while another provision imposes an undue burden on women in some instances. The ruling by U.S. District Judge Lee Yeakel represents a legal victory for abortion-rights providers, who had challenged new requirements that abortion doctors must have admitting privileges at a hospital within 30 miles of their clinic and that all abortions must take place in surgical centers, rather than allowing women to take abortion drugs at home.

Penn State said Monday that it is paying 26 young men $59.7 million over claims of child sexual abuse at the hands of former assistant Sandusky football coach Jerry Sandusky. The school said 23 deals are fully signed and three are agreements in principle, but it did not disclose the names of the recipients. The school faces six other claims, and the university says it believes some of those do not have merit while others may produce settlements. (AP)

Europe Weighs Sanctions on U.S. EU may cut access to terrorist-tracking tool after NSA revelations Berlin The United States could lose access to an important law enforcement tool used to track terrorist money flows, German officials said Monday, as Europe weighs a response to allegations that the Americans spied on their closest European allies. With European leaders dissatisfied so far with the U.S. response to revelations that the National Security Agency monitored millions of calls around the continent, officials have been casting about for a way to pressure Washington to provide details of past surveillance and assurances that the practice will be curbed.

In the latest allegation, the Spanish newspaper El Mundo published a document it said showed the National Security Agency had eavesdropped on more than 60 million phone calls in Spain between Dec. 10, 2012, and Jan. 8, 2013. The U.S. ambassador to Spain was summoned to the Foreign Ministry for an explanation. Still, Florentino Portero, a political analyst at Madrid’s Open University, said Spain’s response wasn’t as strong as it could have been because of the country’s ties with the U.S. “The Spanish government doesn’t want to create a crisis with the United States based on these leaks,” he said. Senate Intelligence Committee Chairwoman Dianne Feinstein, D-Calif., is calling for a “total review of all intelligence programs” after allegations that the National Security Agency eavesdropped on the German chancellor — activity she says she wasn’t told about. Feinstein, above, said Monday that her committee “was not satisfactorily informed” that “certain surveillance activities have been in effect for more than a decade.” (AP)

As possible leverage, German officials cited last week’s non-binding resolution by the European Parliament to suspend an agreement allowing the U.S. access to bank transfer data to track the flow of terrorist money. German Justice Minister Sabine Leutheusser-Schnarrenberger said Monday she believed the Americans were using the information to gather economic intelligence apart from terrorism and that the

deal, popularly known as the SWIFT agreement, should be suspended. Heather Conley, Europe director for the Washington-based Center for Strategic and International Studies, said that for Germany, at least, the situation appeared to have reached its tipping point and, for now, other European countries were willing to follow Berlin’s lead. German intelligence officials are to travel to Washington this

Crash in China’s Tiananmen Square Kills 5 Authorities quickly move to censor most reports of incident

A vehicle plowed into a crowd in Beijing’s iconic Tiananmen Square on Monday and then crashed and burst into f lames, killing two pedestrians and all three occupants of the vehicle and injuring 38 others, police and state media said. Police immediately flooded the historic square, which is perhaps the country’s most sensitive and closely guarded public venue. It was the scene of a bloody crackdown on pro-democracy protests in 1989.

The cause or possible motive for the crash remained unclear. One foreign tourist interviewed by the Reuters news agency reported hearing an explosion before

seeing the smoke. Images posted on social media sites showed the vehicle engulfed in flames and a thick plume of black smoke rising into the air. Hundreds of posts about the incident surfaced on social media sites in China but were quickly deleted by censors, according to freeweibo.com, a website that tracks such activity. Among the deleted posts were some that suggested the crash might have been a case of self-immolation, a widely used form of protest here. Internet searches for “Tiananmen car accident” were also blocked. China’s state-owned news agency Xinhua carried a brief report of the crash, but reports by other Chinese

media outlets were deleted. The dead included a female tourist from the Philippines, according to a statement on the Beijing police’s microblog. Three Filipinos and a Japanese man were among the injured. On Monday, a BBC news team was detained at the square for around 20 minutes after the incident, Asia Bureau Chief Jo Floto said. The channel’s cable broadcasts in China were blocked when they tried to air a report on the incident. One D.C. apartment complex has been hit 18 times this year Washington The first time the burglars broke into her ground-floor Naylor Gardens apartment in July, Suzanne Mansfield, 66, was in bed. She was left unharmed. But they took two laptops, a solar charging panel and her car keys, which they used immediately to get away in her vehicle. Two months later, burglars struck again, taking a television, an iPod and an iPad. Violent crimes such as homi-

cides have been on the decline in D.C., but property crimes are a persistent problem. At Naylor Gardens, small bands of burglars have struck 18 times across the sprawling 43-acre complex this year, according to the property’s management office. The burglars target ground-floor apartments with unlocked windows or air conditioning units. They have even pulled out window frames to slip in and steal computers, televisions and other electronics. Property manager Alesia Johnson said the burglaries, coupled with a rash of daylight muggings at nearby bus stops last year, led dozens of residents to leave the complex.

Felony Charges Reduced For Singer Chris Brown Washington District prosecutors on Monday lowered an assault charge against R&B singer Chris Brown, 24, from a felony to a misdemeanor, according to court records. Brown is accused of striking a man during a fight outside the W Hotel in the 500 block of 15th Street NW on Sunday. Brown told police he did not punch the man, according to court papers. Brown appeared in D.C. Superior Court with his bodyguard, Christopher Hollosy, 35, who was also

charged with misdemeanor assault. Visitors f locked to the court hoping to attend the arraignment. Onlookers took pictures of the lockup list posted on the wall outside the courtroom, and Brown’s mother and brother were stuck in line at one point before entering the courtroom. Finishing touches are being put on Metro’s new cars at a rail-car plant in Nebraska.

‘You’re Going to Love This Car’ Metro makes a pitch for its new cars, set to start carrying riders by late 2014 Washington Late in December, if all goes as planned, a convoy of flatbed trucks will arrive in D.C. from Nebraska carrying four subway cars unlike any seen before in a Metro station. And for a middle-aged, earthtoned transit system anchored to the past in technology and aesthetics, it will be a watershed moment. “No more brown. No more orange and yellow and circus colors,” Metro General Manager Richard Sarles said. “We’re not only creating a highly reliable car, a technologically advanced car, but we’re also saying to the customers: ‘This is brand new.’ ” Although it won’t happen quickly, Metro is envisioning the biggest leap in the evolution of its trains since the subway opened, as the agency gradually says goodbye to

those chocolate-striped cars that D.C.-area commuters have known since the disco era. The four new cars, the first of 748 due to be delivered by 2018, represent a move into the future that is expected to cost about $2 billion, Metro officials said. Improved safety features, better seating, more standing room, digital information displays, enhanced audio systems, a blue interior color scheme — in describing it, almost giddily, Metro officials sound a lot like auto dealers. “You’re going to love this car,” Sarles said. From the mid-’70s, when the transit system was born, through 2008, the agency acquired six batches of cars (1,134 cars in total, most of which remain in service). If aligned end to end, they would stretch for 16 miles, each one resembling the next, regardless of when it was built. The reason: Over the decades,

Metro wanted each new batch of cars to be mechanically and stylistically compatible with the cars already in the fleet so that they could be mixed together in trains. The problem: Maintaining mechanical compatibility meant limiting the technological upgrades in each new batch. And keeping the cars stylistically consistent meant generally sticking with an interior layout and visual design conceived when Gerald Ford was president. Until eventually it’s time to unmoor from the past. The cars in the seventh batch — the 7000 series — will constitute half of Metro’s rail fleet by the time the last one arrives and near-

ly 400 older cars have been retired, Metro spokesman Dan Stessel said. Eventually — in the 2040s, probably — the last brown-striped aluminum subway car will disappear. Subway cars usually have a 40-year life span, Stessel said, and the newest went into service in 2008. The four cars scheduled to arrive in December will be tested for weeks on Metro tracks during off hours to determine if any design tweaks are necessary, Stessel said. Then mass production will begin. Amtrak is getting ready for its new long-distance passenger cars — set to begin field tests this winter. The 130 cars will replace some 1940s- and 1950s-era cars on several long-distance routes, including those that run through D.C. (T WP)

The new cars will allow Metro to retire its 1000-series cars, which date to the 1970s and were implicated in the June 2009 crash that killed nine people. Nearly 300 of the 1000-series cars are still in service while the agency waits for 7000-series cars to arrive. In the meantime, the cars are placed in the middle of trains, protected on each end by newer cars better designed for crashes. The National Transportation Safety Board, however, says that even that use “constitutes an unacceptable risk.” (T WP)

Begin the Coach Search It’s never too early to start a coaching search. Washington Redskins owner Dan Snyder and general manager Bruce Allen should spend the next two months looking for coach Mike Shanahan’s potential successor. Shanahan is clearly not the coach who can take the Redskins to the next level. Not only is this year a major regression, but take away the 7-0 finish last year and Shanahan’s a miserable 16-32 in Washington. Snyder’s fear of By Rick Snider being called meddlesome by fans is the only reason Shanahan’s status isn’t already in the whisper stage. But the owner needs to be prepared for a coaching change. Shanahan’s a borderline Pro Football Hall of Fame candidate, but his best days are gone. Truthfully, the same thing happened to Joe Gibbs in his second stint. Shanahan’s not leaving voluntarily, but if the Redskins don’t manage at least a 6-10

record, there are four reasons why Snyder shouldn’t let the coach return for the final season of a five-year deal: 1. Shanahan would take a one-year approach to free agency and mercilessly overspend trying to win now. That approach has already failed miserably during Snyder’s tenure and could haunt for years. 2. Premier free agents might be reluctant to join a lame-duck coach. 3. The Redskins need a new offensive coordinator who can get the most out of quarterback Robert Griffin III, and it’s not Kyle Shanahan. But Mike Shanahan will not fire his son. Seriously, Snyder needs to impose a no-nepotism rule in all future coaching contracts.

4. If the Redskins start badly in 2014, players will quit on a coach who’s leaving and another year would be wasted. Unless Snyder is willing to extend Shanahan’s contract — and why would he do that given the miserable results — then it’s best to end it a year early. The Shanahans aren’t the only reason the team has stumbled. Nor has it been Griffin missing the offseason and slowly rounding into form. But there’s a lack of chemis-

try between the Shanahans and Griffin no matter what is said publicly. It’s a classic square peground hole dilemma coaches are paid to avoid. The Shanahans were initially afraid to let Griffin run loose for fear his knee would buckle. But Griffin has shown he’s fine and the coaches still won’t let him do what he does best. There’s no excuse for that. Kyle Shanahan’s play-calling has always been streaky and pass-happy when desperate. Griffin’s newness last year fooled defenses briefly, but now it’s a balanced chess match and Kyle Shanahan is too predictable. During that fourth-quarter avalanche at Denver, Alfred Morris was barely used. Possibly the team’s best runner since John Riggins is routinely abandoned. Redskins Redskins safety Brandon Meriweather on Monday said that “people who beat their girlfriends should be kicked out of the league” — an apparent swipe at Chicago Bears receiver Brandon Marshall. Meriweather made the comment after returning from a one-game suspension for helmet-first hits. One of the hits was made against Marshall in the Redskins’ win over the Bears on Oct. 20. After the game, Marshall said players such as Meriweather perhaps need to be “taken out of the game completely.” Says Meriweather: “You tell me who you’d rather have — somebody who plays aggressive on the field, or somebody who beat up their girlfriend?” Marshall’s checkered legal history includes arrests after confrontations with a girlfriend when he was playing for the Broncos. Sports Club wins a cup and sets MLS records for futility in same year D.C. United For the second straight year, D.C. United’s season concluded at RFK Stadium with a disappointing result against the Houston Dynamo, but the circumstances Sunday could not have been any more different from those of a season ago. Instead of coming up just short of reaching the MLS Cup final like in 2012, United (3-24-7) rewrote the dubious section of the league record book with its final loss. The club’s

three wins were the fewest in a single MLS campaign. Its 0.65 goals scored per game (22 in 34 games) broke the league record for offensive futility previously held by the 2010 edition of D.C. United. Ultimately, though, the 2013 campaign can be viewed in two extreme ways. Amid all of the loss, heartbreak, injuries and self-inflicted wounds (no player scored more than the four own goals the club conceded) was a trophy. D.C. United improbably captured the U.S. Open Cup, earning a place in next summer’s CONCACAF Champions League as a result. There also has been tangible progress on the stadium front, as

Alzheimer’s s Association National Capital Area Chapter Offers rs Local Support rt Terry knew something was wrong. She underwent cognitive testing, but was told to “come back in a year.” Thinking she might be depressed or on the verge of a mental breakdown, she met with a psychiatrist and was stunned to learn that she had younger onset dementia.

Faith, a long-distance caregiver, faced a challenging situation with her parents late one night. She grabbed a phone book, hoping to find a resource available at that hour — and discovered the Alzheimer’s Association 24/7 Helpline at 800.272.3900. After an initial conversation, Faith received a follow up call the next day from the National Capital Area Chapter’s family services team. Faith wrote to the Chapter about her experience: “Thank you so much for all the support you provided! The information you sent will be so helpful as I begin to make decisions for the best possible care for my parents. I am especially grateful for the time you spent explaining what you know about Alzheimer’s and for your wisdom and words of advice. Balance Gym group fitness director Ash Allen was on her way to teach Pilates in June when she got into a car accident. Her doctors later told her it’s a good thing she’d been practicing the fitness method since she was 12. “If I hadn’t been in the shape I was, it would have been way worse,” says Allen, who’s found she’s even more appreciative of the moves now that she’s out of a neck brace and working to address the lingering pain from the accident. By adding her physical therapist’s suggestions to her already lengthy repertoire of back and neck exercises from her Pilates and yoga training, Allen realized she had more than a recovery plan for herself. She had “Neck & Back First Aid,” a new class she’s teaching at 7 p.m. Wednesdays at Balance Gym Thomas Circle (1111 14th St. NW, balancegym.com). Each session combines yoga poses and Pilates moves, as well as techniques with a foam roller. (“It’s like getting a cheap massage,” raves Allen, who uses hers twice a day.) At a recent class, Allen had her students start on all fours, undulating their spines up and down with their breathing. She then had them extend one arm and the opposite leg for a series of moves targeting the core. That built up heat in the body, which helped prepare the group for an intense stretching section.

There were exercises that tested muscles, but the focus was on lengthening, releasing and aligning. “Sometimes people prioritize that sweat workout over a more restorative session,” says Allen, who knows a slow, deliberate pace isn’t what many gym members are accustomed to.

1. Foam rolling. Logging time with this beloved prop has been key to Allen’s recovery. She rolls on top of it in various positions to knead out knots in her legs, butt and back. Her favorite position is the one above, where she just rests her spine along the roller. It helps open the chest and loosens the mid-back.

But it’s something most people need to work into their fitness routine at least some of the time, she adds. Being glued to a computer all day can cause as many problems as a car accident. “Sitting at a desk, your hip flexors get tight. You lean forward, straining your neck,” Allen says. Some folks give their abs attention by doing crunches or planks, but they typically ignore their backs and don’t consider the importance of their hips, glutes and thighs. Andrea Hampton, 50, a triathlete and running coach from New Carrollton, Md., has been coming to Allen’s classes to find ways to loosen up. “When you’re tight and running, it doesn’t feel good,” Hampton said. 2. Opposite arm and leg. Start on all fours and make sure you’re in proper alignment. “A big mistake is arching your back,” Allen notes. You can hold this position on both sides or add in variations. Allen likes to send the arm and leg about 45 degrees away from the body, and pull the elbow to the knee.

3. Pigeon pose. Back pain often starts in the glutes, Allen says. That’s why this yoga staple is her favorite remedy. If the version above, with front leg bent and perpendicular to the mat, isn’t doable, she recommends lying on your back, crossing your legs so they form a four, and pulling both legs toward your chest.

After Sima Tamaddon was in a car crash in 1999 that left her in the hospital for a week, she was convinced she’d never run again. This year, she completed a 50K. The secret behind her turnaround? Yoga. Tamaddon had never tried the practice before her accident but has now made it her career. Her classes in Washington (rxdyoga.com) aim to make yoga more accessible to athletes and reduce their risk of injury. There’s a misconception that when you’re hurt you shouldn’t do any strength building. “That’s when you can’t rest on the couch,” Tamaddon says. “It’s time to put in more work.” But it’s critical that you “work smarter, not harder,” says Megan Davis (yogaforliberation.com), who was also drawn to yoga after a car accident. She specializes in working with clients who can’t physically go to other classes. “Most people want to go fast in a workout,” Davis says. But that often means ignoring alignment and inviting further injury. While “making sure your foot is in the right place isn’t an aerobic activity,” it can improve your ability to do aerobic activities later. V.H.

Washington is on the verge of an indoor cycling studio boom The Capital Bikeshare program and miles of new bike lanes have helped the District earn a reputation as a cycling city. But what happens behind closed doors matters around here, and D.C. has seriously lagged behind as an indoor cycling city. That could start to change in December, when ZenGo Cycle expands beyond its Bethesda location to a second outpost in Logan Circle (1508 14th St. NW). This is the first step in a plan being hatched through a new partnership among ZenGo founder Marc Caputo, Dennis Ratner (who started Hair Cuttery) and Streetsense’s Marc Ratner. ZenGo will soon open four more

regional locations — Fairfax and Gaithersburg, Md., are definite so far — and then expand nationally, according to Caputo. “Everyone is branching out from big box gyms,” says Caputo, who wants to seize on this trend to build the ZenGo brand. The team is redesigning the website before launching the Logan location, which will boast a new look as well as more advanced sound and lighting systems. One factor in ZenGo’s favor? “SoulCycle isn’t in D.C. yet,” he says. The emphasis is on the “yet,” because SoulCycle, the cultish chain from New York, will open a D.C. studio with more than 45 bikes in May. “It’s centrally located to pull people from Georgetown and downtown,” SoulCycle’s Gabby Etrog Cohen says of the Foggy Bottom address. Many parents call Virginia Britton, director at The Alexandria Ballet studio, to report that their children are “spontaneously dancing.” The curriculum: For younger students ages 3 to 9, the studio’s weekly ballet classes focus simply on “creative movement.” So kids who aren’t naturally coordinated don’t have to worry about going en pointe quite yet. Lessons learned: Ballet is a foundation for any kind of dance that kids might want to pursue in the future, Britton says. “But I think the main thing is ballet includes a lot of selfdiscipline, and students are just expected to behave,” she adds.

Telltale sign: Your kid gets a kick out of trying something new. “We get all kinds of kids,” says Gaby Macias of Creative Martial Arts. “We get shy ones, very excited ones, the ones that say they don’t like martial arts and then really like it later.” The curriculum: Classes emphasize selfdefense, respect and discipline, and they don’t include sparring — or fighting other students — until an intermediate level. Lessons learned: Students build quickness, power and mental toughness in the process. They also get accustomed to facing challenges, like when they’re tested to receive the next-highest belt. “We really want the kids to earn it,” Macias says.

Satellite’s Gone The first time I heard “The Velvet Underground & Nico,” I was 13. The record, produced by Andy Warhol, was 24. I had expected punk rock, like the Sex Pistols. Why the heck did the guy at Smash! recommend this? The album had a creepy mellowness, but it kept gathering steam until it was a train full of junkies, hookers, angels and devils, chugging down a dark, glamorous By Shauna tunnel. It was all Miller delivered in the sirensong mumble of Lou Reed, who died Sunday, a perfect fall day, at age 71. Neither Reed nor his music were easy to get along with. Critics hated “Metal Machine Music,” his 1975 solo foray that pioneered noise rock. Rolling Stone described it as “a night in a bus terminal.” Legendary critic Lester Bangs was moved at one point to call Reed “a liar, a wasted talent … a huckster selling pounds of his own flesh.” That was Reed’s showmanship, his ambition, his disdain for expectations placed on his art. His most recent record, 2011’s “Lulu,” made with Metallica, was, true to form, an odd mess. There were eras Reed defined and eras he never meshed with. A British artist unveils his display of iPad art at a new exhibit not far from Silicon Valley Fine Art

Happily hunched over his iPad, one of Britain’s most celebrated living artists, David Hockney, is pioneering in the art world again, turning his index finger into a paintbrush that he swipes across a touch screen to create vibrant landscapes, colorful forests and richly layered scenes. “It’s a very new medium,” Hockney said. So new, in fact, he wasn’t sure what he was creating until he began printing his digital images a few years ago. “I was pretty amazed by them,” he said, laughing. “I’m still amazed.” A new exhibit of Hockney’s work, including about 150 iPad images, opened Saturday in the de Young Museum in Golden Gate Park, just a short trip for Silicon Valley techies who created both the hardware and software for this 21st-century reinvention of finger-painting. The show is billed as the museum’s largest ever, filling two floors of the de Young with a survey of works from 1999 to present, mostly landscapes and portraits in an array of mediums: watercolor, charcoal and even video. But it was the iPad pieces, especially the 12-foot-high majestic views of Yosemite National Park, that drew gasps. When the iPad was announced, Hockney said he had one shipped immediately to him. But Hockney isn’t giving up painting, or drawing, or video, or tablets, any time soon. Revisiting a Tragic Life A new book puts the career and early death of River Phoenix in a Hollywood context

Everything in life seemed to come to actor River Phoenix before he was ready for it. Death, too. “Last Night at the Viper Room,” by rock journalist Gavin Edwards, presents Phoenix’s vibrant if short life in the context of the culture that overwhelmed him. As the eldest child of parents who moved to South America to evangelize, he was just 6 when he sang on street corners in Venezuela for money to support his family. Involvement in the Children of God movement may have led him to become sexually active, if not abused, before he was 10. Phoenix was singing for spare change in Los Angeles with three of his four younger siblings when a Hollywood agent spotted him. He became a teenage star — and family breadwinner — with “Stand by Me” and “The Mosquito Coast”

Sports icon David Beckham was in a car crash while backing out of the driveway of his Beverly Hills home Saturday afternoon, E! reported. Beckham had just returned from the gym with his wife, former Spice Girl Victoria Beckham, and children and was leaving his home again with his son, Brooklyn, 14, when their black Range Rover Sport collided with a white SUV. The Range Rover, worth an estimated $76,000, lost a fender in the collision, but the footballer and his son emerged unscathed. The two were also involved in a multiple-car pileup in 2011, the Telegraph reported. (EXPRESS)
