Tax Filing Delayed: Here’s more fallout from the government’s partial shutdown: Early tax filers will have to wait an extra week or two to get tax refunds next year. The Internal Revenue Service said Tuesday it will delay the start of next year’s filing season to give programmers time to finish updating the agency’s computers. Washington In some ways, computers make ideal drivers: They don’t drink and then climb behind the wheel. They don’t do drugs, get distracted, fall asleep, run red lights or tailgate. And their reaction times are quicker. They do such a good job, in fact, that a new study by the Eno Center for Transportation, a foundation dedicated to improving transportation, says self-driving vehicles hold the potential to transform driving. If 90 percent of vehicles were self-driving, as many as 21,700 lives per year could be saved, and economic and other benefits could reach a staggering $447 billion, the study said. Today, as mayor of a central Japanese city, he’s trying to avoid a repeat of his own history. Beginning in April, parents living in the shadow of the Fukushima nuclear disaster will be able to send their children about 200 miles away to his city, Matsumoto, to go to school. The city will pay $140,000 a year for a six-bedroom house and caretakers; parents won’t pay tuition but will cover expenses such as utilities and meals. “If my fears turn out to be unfounded, nothing would be better news,” Sugenoya said. “But if they become reality, then there is little time before it’s too late.” Sugenoya has been critical of the government’s response to the three meltdowns at the Fukushima Daiichi nuclear plant, which exploded after the March 2011 tsunami and is still releasing radiation into the air and sea. ‘Maria’ Case Sparks Birth Certificate Probe Girl’s discovery leads to nationwide Greek benefit fraud inquiry Athens, Greece A top Greek prosecutor has ordered an emergency nationwide investigation into birth certificates issued in the past six years after an unknown girl was discovered living with her alleged abductors at a Gypsy, or Roma, camp.
Supreme Court prosecutor Efterpi Koutzamani ordered the inquiry Tuesday for birth certificates issued after Jan. 1, 2008, amid reports of benefit fraud by families who declared the same birth in multiple cities or who had produced false birth certificates for children that may not exist. Critics say Greece’s birth registration system is open to exploitation. Until five months ago, there was no central national registry. Even now, births declared in dif-

ferent municipalities before May are not cross-checked nationally. The birth registry investigation was sparked after a Gypsy couple was jailed on charges of abduction and document fraud in the case of the girl known only as “Maria.” The blonde girl, believed to be 5 or 6, was found during a police raid on a Roma camp. She was taken into protective care last week after DNA tests established the Roma couple were not her biological parents. Police said “Maria’s” birth was
falsely declared in Athens in 2009 but did not elaborate. The charity in charge of the girl’s temporary care says a dental examination indicated she is 5 or 6 years old, not 4 as originally thought. The mystery girl’s case has triggered international interest in missing children. $59 million project promises to repair the Capitol’s dome Washington
Since the Civil War the majestic dome of the U.S. Capitol has symbolized the unity of the United States, despite the discord in the government it overlooks. But the dome has lately grown as fractured as the federal government, and Tuesday the Architect of the Capitol announced that a $59 million project to save it would begin next month.
The multi-year project will include covering the entire dome in scaffolding, from the base of the Statue of Freedom, which sits on top, to the so-called “skirt” that rings the bottom, where some work was done last year. The dome would join the Washington Monument as another Washington landmark decked out in scaffolding. A white, doughnut-shaped protective canopy of plastic netting will be installed in the interior of the dome to guard against falling debris. Over the years, water has seeped through holes and cracks — of which there are purportedly around 1,300 — in the dome and has rusted iron work and damaged some decorative metal elements and stained parts of the Capitol’s interior, the architect’s office said in a statement. The concern is that continued water leaks could further damage the interior, and “the safety of visitors to the Capitol is threatened by falling objects,” the statement said. The city’s pioneering dispensaries say they are losing money; doctors remain fearful to write prescriptions; and patients with HIV or cancer who may legally obtain the drug say they have been stymied by lengthy applications and warnings that the purchases remain illegal under federal law. Those were among the many warnings that advocates for a robust medical marijuana program ticked off Monday at a hearing, as they urged D.C. Council members to relax the city’s strict medical marijuana standards. Since the first legal purchase of medical marijuana in D.C. in late July, 59 patients, or fewer than one per day, have had their names added to the list of those legally registered to buy it, said Feseha Woldu, senior deputy director of the Health

Others said that post-traumatic stress disorders, digestive ailments and migraine headaches should be added to the list. Some even argued that the list should be done away with entirely, and symptoms left up to doctors to manage with marijuana as they see fit. Council member and health committee chairwoman Yvette Alexander said she was open to considering an expansion of the list of ailments that would qualify for medical marijuana use. Local Washington With the federal shutdown nearly a week in the past, Mayor Vincent Gray said Tuesday he believed the city’s efforts to win spending freedom from Congress might have changed minds in the public but not necessarily among lawmakers. The congressional spending deal lawmakers agreed to last week included a full approval of the District’s fiscal 2014 budget, allowing
the city to spend locally raised funds through Sept. 30 — but nothing to give the city a more permanent exemption from federal shutdowns. While Gray said “enlightenment of the public has changed significantly” due to city leaders’ shutdown agitation, not much has changed in Congress, where a budget autonomy bill remains mired in national political debates. Poll finds major damage to the party as it wrestles with its future direction

Washington The budget confrontation that led to a partial government shutdown dealt a major blow to the GOP’s image and has exposed significant divisions between tea party supporters and other Republicans, according to a new Washington Post-ABC News poll. The survey highlights just how badly the GOP hard-liners and leaders who went along with them misjudged the public mood. In the aftermath, eight in 10 Americans say they disapprove of the shutdown. Two in three Republicans or independents who lean Republican share a negative view of the impasse. And even a majority of those who support the tea party movement disapprove. Overall, the shutdown produced widespread political fallout. Dissatisfaction with Congress, elected officials and the workings of the political system has increased. An overwhelming majority of Americans say the budget dispute damaged the U.S. economy and the nation’s image in the world. Congressional Democrats also sustained damage to their image. More than six in 10 respondents disapprove of how they handled budget negotiations, and unfavorable ratings of the party have risen to a record high of 49 percent. Still, President Barack Obama’s overall ratings have held steady. Almost half of all Americans approve of the way he has handled his job. There was little in the findings

Va., N.J. Races Show Quandary for the GOP The races for governor in Virginia and New Jersey offer a revealing window into the fight for the future of the GOP. Virginia’s illustrates the challenges facing the tea party movement and the fallout from the government shutdown. New Jersey’s highlights how a pragmatic Republican advocating for an inclusive GOP can dominate in Democratic territory. In Virginia, Republican Ken Cuccinelli — he promotes his role as the first state attorney general to challenge the health-care overhaul — is struggling in polls against Democrat Terry McAuliffe. In New Jersey, Republican Gov. Chris Christie — he emphasizes a bipartisan approach — holds a comfortable lead in polls in the Democratic-leaning state. The two races show the two sides of a red-hot internal debate in the GOP. Conservatives and the tea party argue that the party needs to hold firm to its principles while moderate, business-friendly Republicans seek a more results-oriented approach that appeals to a diverse electorate. After hitting .253 with 13 homers and 67 RBIs in his first season with Boston, he slumped to 3-or-35 (.086) in the playoffs but kept playing superb defense. Edge: Red Sox
Cardinals: David Freese. A hometown favorite in St. Louis, Freese was the NLCS and World Series MVP when the Cardinals won it all two years ago. Red Sox: Xander Bogaerts. A premier prospect, Bogaerts was called up in August and hit .250 in 44 at-bats over 18 games. But late in the ALCS, he replaced slumping Will Middlebrooks in the starting lineup. Edge: Cardinals
Cardinals: Yadier Molina. Baseball’s best defensive catcher has turned into quite a hitter, too. Molina batted .319 with 44 doubles and 80 RBIs this season, in addition to his gifted handling of St. Louis’ young pitching staff. Red Sox: Jarrod Saltalamacchia. A switchhitter with power, “Salty” is another member of the beard brigade. He strikes out a lot, but when he gets a hold of one he can hit it a long way. Edge: Cardinals
Cardinals: Matt Holliday. A six-time All-Star, Holliday is a streaky hitter who nevertheless puts up consistent power numbers by the end of each season. He remains a legitimate thumper in the middle of the lineup. Red Sox: Jonny Gomes or Daniel Nava. Gomes brings a power bat and an upbeat attitude. Nava is an underrated switch-hitter who batted .303 with 12 homers and 66 RBIs this year. Edge: Cardinals
Cardinals: Jon Jay or Shane Robinson. While his best attribute is a quality glove, Jay can hit the ball in the gap or steal a bag. Robinson has more power than expected and is 3-for-8 with three RBIs in the postseason. Red Sox: Jacoby Ellsbury. The speedy spark plug that gets Boston going, Ellsbury is a big reason the Red Sox scored 57 more runs than any other team this season. Edge: Red Sox
Cardinals: Carlos Beltran. With 12 RBIs this postseason, the 36-year-old Beltran has only added to his résumé as one of the game’s greatest playoff performers. Red Sox: Shane Victorino. One of those winning players who is much better than his statistics will ever show. He beat Tampa Bay in the division series with an infield single and finished off Detroit in the ALCS with a grand slam. Edge: Cardinals
Designated Hitter Cardinals: Allen Craig. An RBI machine, Craig batted a major leaguebest .454 with runners in scoring position this season and knocked in 97 runs despite missing most of September with a sprained left foot. Red Sox: David Ortiz. After his 2012 season was shortened by an Achilles injury, “Big Papi” bounced back with 30 homers, 103 RBIs and a .959 OPS at age 37. There’s no better DH in the game. Edge: Red Sox
Cardinals: The closer is hard-throwing rookie Trevor Rosenthal, who has three saves in seven scoreless innings this postseason. New setup man Carlos Martinez, right-hander Seth Maness and lefty Kevin Siegrist all are solid. Red Sox: Koji Uehara has been a lights-out savior as the surprise closer. Uehara took home the ALCS MVP award against Detroit. Steady setup man Junichi Tazawa did a great job in the ALCS, and lefty Craig Breslow is much more than a big brain from Yale. Edge: Even

Reds Tab Price as Manager Pitching coach takes over for fired Baker after 90-win season The Cincinnati Reds stayed inhouse for their next manager, giving pitching coach Bryan Price a three-year deal Tuesday. The job carries enormous expectations for the 51-year-old Price, who has been one of the most successful pitching coaches in the majors but has never managed at any level. He and TripleA manager Jim Riggleman were two in-house candidates considered for the job. Dusty Baker led the Reds to three 90-win seasons and three playoff appearances in the past four years, but Cincinnati got knocked out in the first round of the post-

season each time. The Reds fired Baker with a year left on his two-year contract after a final-week fade that included an implosion by the pitching staff. Cincinnati lost its last six games, including a 6-2 defeat at PNC Park in the wild-card playoff
against the Pirates. General manager Walt Jocketty said the closing slump was a major factor in the decision to change managers. Baker led the Reds to their best stretch of success since Sparky Anderson managed the Big Red Machine to World Series titles in the 1970s. Price will be expected to keep Cincinnati winning deep into the playoffs in 2014 with the core of the team under contract. Like Baker, he has an even-keel personality. Which Top Jobs Are Left? Washington Nationals: According to The Washington Post, the Nationals have interviewed five candidates: Nats bench coach Randy Knorr, Nats first base coach Trent Jewett, Diamondbacks third base coach Matt Williams, Blue Jays bench coach DeMarlo Hale and Padres front office assistant Brad Ausmus. Big names like Cal Ripken and Dusty Baker don’t appear to be realistic candidates. Whoever is chosen to lead the team’s young roster will have to deal with high expectations for a return to the postseason after this year’s playoff absence. Detroit Tigers: With Jim Leyland stepping down this week, the Tigers’ managerial position may supplant Washington’s as the top available job. Who wouldn’t want to manage a roster with the best baseball player in the world, Miguel Cabrera, and a deep pitching staff led by Justin Verlander? Some of the Nationals’ top out-of-house candidates will likely be targeted by Detroit as well. Los Angeles Dodgers: They have a manager in place, but Don Mattingly, right, isn’t happy. On Monday, he announced that while his 2014 option vested with the Dodgers’ playoff victory over the Braves, he’s unsure whether he’ll be back. He’s unhappy the Dodgers let his contract get down to its final year. Terps Go Deep on Depth Chart Diggs, Long among nine players out for the rest of the year
A rash of injuries is again threatening to ruin a potentially successful season for Maryland’s football team. A year ago, the Terrapins lost four quarterbacks as a 4-2 start turned into a six-game losing streak and a 4-8 finish. The Terrapins were 5-1 this year before their top two receivers, Stefon Diggs and Deon Long, each broke a leg last week in a 34-10 loss at Wake Forest. Diggs and Long are among nine players out for the season, six of them on defense. “It’s definitely tough,” quarterback C.J. Brown said Tuesday.

At this point, it’s unclear who will be throwing the ball for Maryland (5-2, 1-2). Brown suffered a concussion against Florida State on Oct. 5 and was ineffective before being pulled against Wake Forest. Coach Randy Edsall stressed Tuesday that Brown was removed because he didn’t appear to have completely recovered from his concussion, despite being cleared to play. “Going into the game I felt really good,” Brown said. “Obviously I took some hits in the game early and Coach made his decision.” Edsall will wait before deciding whether Brown or Caleb Rowe will start against Clemson. “I’ll take a look this week as we practice and to see where we’re at,” the coach said. “Then at the end of the week, as we go into the game, we’ll make a decision.” DAVID GINSBURG (AP)
Miami Scandal Ends With Loss Of Scholarships College Athletics Miami’s football team will lose a total of nine scholarships and the men’s basketball team will lose three, as part of the penalties the school was handed Tuesday by the NCAA as the scandal surrounding booster Nevin Shapiro presumably drew to a close. Both of those scholarship losses will be stretched out over three years. But for the first time since 2010, the football team will be permitted to appear in a postseason game. “It’s relief that we finally have a decision,” Miami President Donna Shalala said. “It’s been a long haul. It was almost possible to feel sorry for Katy Perry that night. Her closing slot at the MTV Video Music Awards in August was meant to be a valediction, a confirmation of her status as one of the world’s most successful pop stars. But then Miley Cyrus and her foam finger happened. Suddenly Perry, who performed her

hit “Roar” dressed as a female Rocky, complete with unflattering boxer’s garb and a gold-plated spit bucket, seemed quaint, a sepia-toned antiquity from The Time Before Miley. Cyrus has dominated t h e c u l t u ral conversation since, her ascendancy a threat not only to Perry’s sales position but also to her brand. Perry is a human smileyface emoticon who has made her living selling candy-coated innu-
endo; Cyrus is a subtext-free musical sledgehammer who has singlehandedly demolished the concept of innuendo in pop music. “Prism,” Perry’s f limsy but mostly irresistible follow-up to her 2010 behemoth “Teenage Dream,” comes just in time. Her first album since divorcing comedian Russell Brand, it’s ostensibly a darker, more thoughtful outing meant to position her as an adult artist, to put some daylight between Perry and her more inflammatory competition. “Prism” contains the usual confections, decorated by the usual
The best songs on “Prism” are the fluffball romps through all the trending genres Perry and her producers can stuff into their shopping carts. As is the prerogative of an artist in the top tier, “Prism” has no filler, just hits that haven’t happened yet. The album’s two great breakup ballads suggest Perry has been paying close attention to Taylor Swift, who may be better than anyone at writing about much-scrutinized relationships in ways that are universally relatable in message and searingly specific in detail. Brand’s breakup with Perry, reportedly by text message, is dispatched with the couplet “You sent a text/ It’s like the wind changed your mind.” These songs are earthscorching sympathy generators: By the end of “Ghost,” a synth-heavy slow song with Gwen Stefani-esque vocals, Brand is practically twirling his moustache as he ties Perry to the railroad tracks. Disney, video game manufacturer Ubisoft and other clients. Baltimore Knife and Sword cranks out more than 1,000 weapons a year. Stagmer estimates they’re one of only four distributors in the country operating on that scale. He was the only swordmaker Casey Kaleba called when Kaleba found out he’d be fight-directing Folger Theatre’s “Romeo and Juliet.” Kaleba has done “Romeo and Juliet” more than 30 times. This isn’t director Aaron Posner’s first time at the Romeo rodeo, either. Both Kaleba and Posner wanted to do something with the fight scenes that no one had ever seen before. Kaleba woke up in the middle of the night with a solution: Why have one sword when you could have two? The two-sword method allows the cast “to explore, on a much smaller stage, shape and rhythm and syncopation.” Stagmer had “less than a week” to meet Kaleba’s request. “Six blades, three pairs, were custom built for this show,” Kaleba says. Stagmer noted: “To give you a perspective, our custom work can typically [take] one to two years.” For “Romeo and Juliet,” the

White House Won’t Lend Rug Smithsonian hoped to showcase 1915 work by Armenian orphans Visual Arts The rug was woven by orphans in the 1920s and formally presented to the White House in 1925. The plants and animals depicted on the rug recall the Garden of Eden, which is about as far removed as possible from the rug’s origins in
the horrific events of 1915, when the fracturing and senescent Ottoman Empire began a murderous campaign against its Armenian population. Between 1 million and 1.5 million people were killed or died of starvation in what has been termed the first modern and systematic genocide. There’s no sign outside the small building a ways down a winding stretch of Marriottsville Road next door to the log cabin that swordmaker Kerry Stagmer calls home. Don’t take it personally. They just really don’t want to be found. “We deal with some public,” he says. “But we don’t deal with the public unless they already know where we are.” Stagmer’s been in the weaponry trade for over 30 years. He and his older brother, Emory, who is no longer with the business, founded Baltimore Knife and Sword (then named S.N.S. Arms and Armor) in 1983. They were vendors at the Maryland Renaissance Festival until 2001. Since then, alongside his younger brother Matthew, Stagmer has been selling wholesale through a dozen vendors to 75 Renaissance festivals across the country and creating custom weaponry for theaters,

Authorities are investigating the sinking of a yacht owned by entertainer Wayne Newton at a Lake Mead marina. A National Park Service spokeswoman said Monday that the 65-foot vessel sank in about 45 feet of water in the reservoir near Las Vegas. Newton has been plagued by recent money woes. Earlier this year, he downsized from a 52-acre estate to a $3 million mansion with “just” 20 acres as part of a bankruptcy reorganization. (AP)
