Heather Payo said they were driving from Clairton, Pa., to Magee-Womens Hospital of UPMC in Pittsburgh last week when she realized she wasn’t going to make it. Bankruptcy Trial Is Crucial for Detroit Thousands of Detroit streetlights are dark. Many more residents have fled. Donors are replacing ambulances that limped around for 200,000 miles. Millions in debt payments have been skipped. Is there really any doubt the city is broke? A judge starts exploring that question Wednesday in an unusual trial to determine whether Detroit indeed is eligible to scrub its books in the largest public bankruptcy in U.S. history. Unions and pension funds are claiming the city failed to negotiate in good faith before fil-

An abandoned home is seen Sept. 5 in Detroit. The city declared bankruptcy in July. Today a judge will start examining whether the city is eligible to scrub its books.

Report: Job Market Sluggish Concerns that slowed September hiring are 71% likely to stick around Washington The uncertainty and weakness that hung over the U.S. job market in September before the government shut down aren’t going away. Employers will likely remain slow to hire as long as the economy struggles to accelerate, consumers limit their spending and Congress keeps putting off a resolution to a budget fight that will resurface early next year. Just a few months ago, many economists predicted that hiring would pick up by year’s end as the effects of tax increases and govern-

ment spending cuts that kicked in this year faded. No longer. The September jobs report made clear that hiring isn’t strengthening. It’s slowing. Employers last month added 148,000 jobs, a steep drop from the 193,000 gained in August. From January through March, job growth averaged 207,000 jobs a month. For April through June, the average was 182,000. For July through

“They’re not paying their debts,” he said. “Look at their blighted areas. Look at their services.” Nonetheless, unions and pension funds are challenging Detroit on the eligibility question. They claim emergency manager Kevyn Orr, who acquired nearly unfettered control over city finances following his appointment by Michigan Gov. Rick Snyder, was not genuinely interested in negotiating when they met with his team in June and July. Orr insists pension funds are short $3.5 billion and health coverage also needs to be overhauled. The trial in front of Judge Steven Rhodes is expected to last several days, with testimony from Orr, Police Chief James Craig, financial consultants and, possibly, the governor. ED WHITE (AP)

ing for Chapter 9 protection in July. A city isn’t eligible for a makeover unless a judge finds that key steps have been met, especially good-faith talks with creditors earlier this year. It’s a critical decision: If Detroit clears the hurdle, the case would quickly turn to how to solve at least $18 billion in debt and get city government out of intensive care. “It’s a crucial point in the case,” said lawyer Chuck Tatelbaum, a bankruptcy expert in Fort Lauderdale, Fla. “There will be others, but this is the go or no-go. ... If there was ever a poster child for what Congress decided when they enacted Chapter 9, it’s for a city like this.” Jim Spiotto, another bankruptcy expert in Chicago, said it’s “virtually impossible” to argue that Detroit is solvent.

September, it was just 143,000. What’s more, the partial shutdown of the government will likely further depress hiring for October. That’s because government contractors and other companies affected by the shutdown imposed temporary layoffs. In the meantime, uncertainty about another budget impasse — and potentially another government shutdown — may cause some businesses to hold off on hiring or expanding. “Companies are not feeling confident enough to expand, to hire, to invest,” said Yelena Shulyatyeva, an economist at BNP Paribas. “They’re just sitting on the sidelines, being cautious, and watching all these headlines from Washington.” CHRISTOPHER S. RUGABER (AP)

Tax Filing Delayed: Here’s more fallout from the government’s partial shutdown: Early tax filers will have to wait an extra week or two to get tax refunds next year. The Internal Revenue Service said Tuesday it will delay the start of next year’s filing season to give programmers time to finish updating the agency’s computers. The filing season had been set to start Jan. 21. Acting IRS head Danny Werfel said the agency will announce the exact start date in December. (AP)

The 12-year-old student who opened fire on a Nevada middle school campus, wounding two classmates and killing a teacher before killing himself, got the weapon from home, authorities said Tuesday. Police said they are still working to determine how the boy obtained the 9mm semi-automatic Ruger handgun used Monday at Sparks Middle School. The boy’s parents are cooperating and could face charges in the case. (AP)

The Occupational Safety and Health Review Commission is refusing to release SeaWorld’s new safety protocols for trainer interactions with killer whales almost a month after a deadline passed for their public release. The protocols explain how trainers are now interacting with killer whales following the death of trainer Dawn Brancheau, who was killed in 2010 when a six-ton killer whale named Tilikum pulled her into a pool. Washington In some ways, computers make ideal drivers: They don’t drink and then climb behind the wheel. They don’t do drugs, get distracted, fall asleep, run red lights or tailgate. And their reaction times are quicker. They do such a good job, in fact, that a new study by the Eno Center for Transportation, a foundation dedicated to improving transportation, says self-driving vehicles hold the potential to transform driving. If 90 percent of vehicles were self-driving, as many as 21,700 lives per year could be saved, and economic and other benefits could reach a staggering $447 billion, the study said. But significant hurdles to widespread use of self-driving cars

Gearing Up Spurred by what some see as the future direction of the auto industry, carmakers are stepping up their research into self-driving cars. General Motors and Nissan are furthest along, but Audi, BMW, Ford, Mercedes-Benz, Toyota, Volkswagen and Volvo have also begun tests. Google’s self-driving cars have clocked more than 400,000 miles on California roads. States are already seeking to prepare for self-driving cars — California, Florida and Nevada have passed laws to regulate the licensing and operation of self-driving cars. California has directed that licensing requirements be ready by 2015. (AP)

Added sensors, software, engineering and power and computing requirements currently tally over $100,000 per vehicle, clearly unaffordable for most people, the study said, adding that large-scale production “promises greater affordability over time.” Questions also remain about public acceptance, liability in event of an accident, and the ability of

Matsumoto, Japan A generation ago, Dr. Akira Sugenoya performed lifesaving cancer surgery on more than 100 children after the 1986 Chernobyl catastrophe. Today, as mayor of a central Japanese city, he’s trying to avoid a repeat of his own history. Beginning in April, parents living in the shadow of the Fukushima nuclear disaster will be able to send their children about 200 miles away to his city, Matsumoto, to go to school. The city will pay $140,000 a year for a six-bedroom house and caretakers; parents won’t pay tuition but will cover expenses such as utilities and meals. “If my fears turn out to be unfounded, nothing would be better news,” Sugenoya said. “But if they become reality, then there is little time before it’s too late.” Sugenoya has been critical of the government’s response to the three meltdowns at the Fukushima Daiichi nuclear plant, which exploded after the March 2011 tsunami and is still releasing radiation into the air and sea. Decommissioning will take decades, and experts disagree

Brussels U.S. and Afghanistan officials say they are confident that tribal elders and the Afghan population will agree to keep U.S. and coalition troops in the country after 2014, even as a senior U.S. military official warned of high profile attacks and assassinations leading up to Afghanistan’s presidential elections next year. The comments come amid persistent uncertainty about the security agreement, including provi-

sions allowing the U.S. military to continue to conduct counterterrorism operations and insuring that U.S. military courts, not the Afghans, would maintain legal jurisdiction over American forces that stay in the country. A senior U.S. official said that Afghan Defense Minister Bismillah Mohammadi told U.S. Defense Secretary Chuck Hagel on Tuesday that he has strong confidence that the agreement would be endorsed soon and that the vast majority of Afghans support it.

U.S. Secretary of State John Kerry and Afghan President Hamid Karzai reached an agreement about a week ago on the key elements of a deal that would allow American troops to stay after 2014, when combat troops are scheduled to leave. One key unresolved issue is whether U.S. military courts maintain legal jurisdiction over the troops. A U.S. official said Hagel made it clear to Mohammadi that jurisdiction is a must for the security agreement. LOLITA C. BALDOR (AP)

She cooks with only food that has been tested for radiation. She has been sending her two children, 9 and 13, to summer and winter camps in the northernmost island of Hokkaido, the southernmost island of Okinawa, and the southwestern city of Hiroshima. She is thinking about taking part in the Matsumoto Project. Hasegawa said she faces opposition from her husband and other relatives, who scoff at her concerns as extreme. In her backyard and other areas, “The Geiger counter starts going beep, beep, beep, beep,” she said. “The beeps are coming so fast. You know radiation is going through our bodies. It’s because it’s invisible. If we could see it, we wouldn’t be living here.” YURI K AGEYAMA (AP)

‘Maria’ Case Sparks Birth Certificate Probe Girl’s discovery leads to nationwide Greek benefit fraud inquiry Athens, Greece A top Greek prosecutor has ordered an emergency nationwide investigation into birth certificates issued in the past six years after an unknown girl was discovered living with her alleged abductors at a Gypsy, or Roma, camp.

Supreme Court prosecutor Efterpi Koutzamani ordered the inquiry Tuesday for birth certificates issued after Jan. 1, 2008, amid reports of benefit fraud by families who declared the same birth in multiple cities or who had produced false birth certificates for children that may not exist. Critics say Greece’s birth registration system is open to exploitation. Until five months ago, there was no central national registry. Even now, births declared in dif-

oaoa

ferent municipalities before May are not cross-checked nationally. The birth registry investigation was sparked after a Gypsy couple was jailed on charges of abduction and document fraud in the case of the girl known only as “Maria.” The blonde girl, believed to be 5 or 6, was found during a police raid on a Roma camp. She was taken into protective care last week after DNA tests established the Roma couple were not her biological parents. Police said “Maria’s” birth was

falsely declared in Athens in 2009 but did not elaborate. The charity in charge of the girl’s temporary care says a dental examination indicated she is 5 or 6 years old, not 4 as originally thought. The mystery girl’s case has triggered international interest in missing children. Irish police on Monday seized a young blonde girl from a Romanian Gypsy family in Dublin in a move spurred by the case in Greece. DEREK GATOPOULOS

The perfect storm is coming to a hospital near you. There are dark clouds over America’s hospitals, and it’s about to get worse. Having already slashed billions from hospitals since 2010, Washington is now looking to cut them even further. With Americans living longer than ever and a third of all doctors expected to retire in the next decade, the timing couldn’t be worse for Congress to once again pay for other priorities on the backs of the nation’s hospitals. For the millions of Americans who rely on their already struggling community hospitals each and every day, it would be a perfect disaster. Enough is Enough.

$59 million project promises to repair the Capitol’s dome Washington

Since the Civil War the majestic dome of the U.S. Capitol has symbolized the unity of the United States, despite the discord in the government it overlooks. But the dome has lately grown as fractured as the federal government, and Tuesday the Architect of the Capitol announced that a $59 million project to save it would begin next month.

The multi-year project will include covering the entire dome in scaffolding, from the base of the Statue of Freedom, which sits on top, to the so-called “skirt” that rings the bottom, where some work was done last year. The dome would join the Washington Monument as another Washington landmark decked out in scaffolding. A white, doughnut-shaped protective canopy of plastic netting will be installed in the interior of the dome to guard against falling debris. Scaffold towers and scaffold bridging will also go up the west side of the Capitol to help move materials.

ARCHITECT OF THE CAPITOL

A Different Kind of Fractured Government

The architect’s renderings show what the dome might look like during repairs.

Over the years, water has seeped through holes and cracks — of which there are purportedly around 1,300 — in the dome and has rusted iron work and damaged some decorative metal elements and stained parts of the Capitol’s interior, the architect’s office said in a statement. The concern is that continued water leaks could further damage the interior, and “the safety of visitors to the Capitol is threatened by falling objects,” the statement said. Most of the repair work will be done at night and on weekends to minimize disruption to congressional business, events and tours. MICHAEL RUANE (THE WASHINGTON POST )

A Pot Bust for the District? Washington In the three months that medical marijuana has been legal to purchase in D.C., sales have yet to advance beyond a trickle. The city’s pioneering dispensaries say they are losing money; doctors remain fearful to write prescriptions; and patients with HIV or cancer who may legally obtain the drug say they have been stymied by lengthy applications and warnings that the purchases remain illegal under federal law. Those were among the many warnings that advocates for a robust medical marijuana program ticked off Monday at a hearing, as they urged D.C. Council members to relax the city’s strict medical marijuana standards. Since the first legal purchase of medical marijuana in D.C. in late July, 59 patients, or fewer than one per day, have had their names added to the list of those legally registered to buy it, said Feseha Woldu, senior deputy director of the Health

Regulation and Licensing Administration. Just over half of those have HIV/AIDS. And the patients come from all corners of the city, with Ward 6 having the largest share, at 20 percent, Woldu said. The figures, released Monday in a hearing before the council’s health committee, formed the basis for repeated pleas to relax the rules. Advocates said the city needs to do a better job training and clearing up misconceptions for doctors about prescribing marijuana. The city should also expand the list of

chronic or terminal illnesses that qualify, they said. The father of a severely epileptic 4-year-old said his family would move to California next year if a refined version of cannabis that could limit his son’s 10-15 daily seizures isn’t authorized for therapy in D.C. Others said that post-traumatic stress disorders, digestive ailments and migraine headaches should be added to the list. Some even argued that the list should be done away with entirely, and symptoms left up to doctors to manage with marijuana as they see fit. Council member and health committee chairwoman Yvette Alexander said she was open to considering an expansion of the list of ailments that would qualify for medical marijuana use. But she said she was also concerned that so few people had taken advantage of the program so far. “We’re talking about expanding, but we’re not really utilizing it to the full extent currently.” MIKE D E BONIS (THE WASHINGTON POST )

The billion-dollar “game-changer” of a plan to protect D.C. residents from massive power outages got its first public hearing at the John Wilson Building on Monday, five months after a task force convened by Mayor Vincent Gray proposed it. And while government and utility officials who served on the task force remain upbeat about the “undergrounding” plan, some key details remain sketchy — most notably, which neighborhoods will have their power lines buried, and when? The outlines of the project, as discussed Monday, have not changed appreciably from when the plan was unveiled in May. located or when work might begin. More details will come once t he m at t e r move s f rom t he D.C. Council to the Public Service Commission, which said Monday that Pepco would have to submit a detailed plan within 45 days after legislation takes effect. MIKE D E BONIS (THE WASHINGTON POST )

Local Washington With the federal shutdown nearly a week in the past, Mayor Vincent Gray said Tuesday he believed the city’s efforts to win spending freedom from Congress might have changed minds in the public but not necessarily among lawmakers. The congressional spending deal lawmakers agreed to last week included a full approval of the District’s fiscal 2014 budget, allowing

the city to spend locally raised funds through Sept. 30 — but nothing to give the city a more permanent exemption from federal shutdowns. While Gray said “enlightenment of the public has changed significantly” due to city leaders’ shutdown agitation, not much has changed in Congress, where a budget autonomy bill remains mired in national political debates. When a budget autonomy bill moved in 2011, it was laden with riders — including

a permanent ban on using local tax funds for abortions — that led D.C. leaders to abandon their support. Not much has changed since then, Gray said Monday. D.C. voters in April approved a charter amendment to grant the city permanent budget autonomy, but Gray and his attorney general remain skeptical of the measure’s legality. It is unclear what will happen when it goes into effect Jan. 1.

Poll finds major damage to the party as it wrestles with its future direction

Q: Do you approve or disapprove of the 2013 partial shutdown of the

Washington The budget confrontation that led to a partial government shutdown dealt a major blow to the GOP’s image and has exposed significant divisions between tea party supporters and other Republicans, according to a new Washington Post-ABC News poll. The survey highlights just how badly the GOP hard-liners and leaders who went along with them misjudged the public mood. In the aftermath, eight in 10 Americans say they disapprove of the shutdown. Two in three Republicans or independents who lean Republican share a negative view of the impasse. And even a majority of those who support the tea party movement disapprove. Overall, the shutdown produced widespread political fallout. Dissatisfaction with Congress, elected officials and the workings of the political system has increased. An overwhelming majority of Americans say the budget dispute damaged the U.S. economy and the nation’s image in the world. Congressional Democrats also sustained damage to their image. More than six in 10 respondents disapprove of how they handled budget negotiations, and unfavorable ratings of the party have risen to a record high of 49 percent. Still, President Barack Obama’s overall ratings have held steady. Almost half of all Americans approve of the way he has handled his job. There was little in the findings

No Confidence Vote Congress and the president could be back at an impasse early next year if budget negotiators cannot find a long-term resolution. Just over a quarter of all Americans expressed confidence that the two sides will be able to agree, with most of them saying they are just “somewhat” confident. The rest are more pessimistic, and four in 10 say they are not at all confident that another crisis can be avoided. (T WP)

for the GOP to feel good about. The party’s image has sunk to an all-time low in Post-ABC surveys, with 32 percent of the public saying they have a favorable opinion and 63 percent saying they have an unfavorable view. Barely a quarter of the public has a favorable image of the tea party movement. The shutdown occurred after Republicans tried to add the defunding of Obama’s health-care law to a short-term measure to keep the government running, then followed with other proposals that were rejected by the Democraticcontrolled Senate and the president. Only when facing a deadline over the government’s ability to borrow money was there an agreement to end the shutdown and allow borrowing until early next year. Perceptions of the way Republicans handled the budget negotiations grew steadily worse through the weeks of confrontation, rising

More Americans blame Republicans in Congress than President Barack Obama for the government shutdown, almost a mirror image of the shutdown 17 years ago. The tactic is widely unpopular and seen as causing damage to the U.S. economy and the country’s image abroad. (T WP)

Source: This Washington Post-ABC News poll was conducted by telephone Thursday–Sunday among a random sample of 1,002 adults. Interviews were conducted in English and Spanish on landlines and cellphones. The results have a margin of sampling error of plus or minus 3.5 percentage points. Sampling, data collection and tabulation were done by Abt-SRBI of New York. Full results and exact question wording and order are available at washingtonpost.com/polls.

The poll’s findings show the confrontation has had a corrosive effect on attitudes about the direction of the country, the workings of government and the image of elected officials.

from 63 percent disapproval on the eve of the shutdown, which began Oct. 1, to 77 percent disapproval by the time it ended. The Post-ABC poll also showed how badly divided Republicans are over the tea party. Among those who back the movement, 75 percent say they have a favorable opinion of it. Among those in the GOP who don’t support the tea party, 64 percent have an unfavorable view. The findings foreshadow continued strife within the Republican coalition, as establishment and tea party wings vie for superiority. DAN BALZ AND SCOT T CLEMENT (THE WASHINGTON POST )

Who’s in Better Position to Win?

Va., N.J. Races Show Quandary for the GOP The races for governor in Virginia and New Jersey offer a revealing window into the fight for the future of the GOP. Virginia’s illustrates the challenges facing the tea party movement and the fallout from the government shutdown. New Jersey’s highlights how a pragmatic Republican advocating for an inclusive GOP can dominate in Democratic territory. In Virginia, Republican Ken Cuccinelli — he promotes his role as the first state attorney general to challenge the health-care overhaul — is struggling in polls against Democrat Terry McAuliffe. In New Jersey, Republican Gov. Chris Christie — he emphasizes a bipartisan approach — holds a comfortable lead in polls in the Democratic-leaning state. The two races show the two sides of a red-hot internal debate in the GOP. Conservatives and the tea party argue that the party needs to hold firm to its principles while moderate, business-friendly Republicans seek a more results-oriented approach that appeals to a diverse electorate. Judging by history and the polls, the outcomes could be unusual. Virginia has elected a governor from the party not occupying the White House in every election since 1977. A McAuliffe victory would break that trend. In New Jersey, Christie is trying to become the first Republican governor to win with more than 50 percent of the vote since 1985. (AP)

Cardinals: Matt Carpenter. Catalyst for the NL’s highest-scoring team, Carpenter had a breakout season that earned him his first All-Star selection. He led the majors in hits (199), runs (126) and doubles (55). Red Sox: Dustin Pedroia. The heart and soul of the gritty Red Sox since their 2007 championship, Pedroia plays with an all-out gusto that translates into leadership and wins. Edge: Even

Starting Pitchers Cardinals: The young staff is led by Adam Wainwright, a reliable ace who went 19-9 with a 2.94 ERA this season. The rising star is rookie Michael Wacha, 22, who has gone 3-0 with a 0.43 ERA in three playoff starts. Wacha gets the ball in Game 2, probably followed by Joe Kelly and Lance Lynn. Red Sox: Much improved over last year’s, the Red Sox rotation begins with left-hander Jon Lester, who was 15-8 with a 2.75 ERA this season. He went 2-1 with a 2.33 ERA in three playoff starts. Behind him is Clay Buchholz and veterans John Lackey and Jake Peavy. Edge: Cardinals

The Findings

Cardinals: Matt Adams. Though he looks like a beer league softball player, Adams can really hit. Quick hands and a sound swing helped him post 17 homers and 51 RBIs in only 296 at-bats. Red Sox: Mike Napoli. The former catcher stayed healthy at first base and fit perfectly in Boston with his ample beard, patient approach and powerful swing. Edge: Red Sox

Cardinals: Pete Kozma. A light-hitting glove man, Kozma has a knack for feisty atbats in October. But his true value is on defense, where he shines. Red Sox: Stephen Drew. The brother of two big leaguers (J.D. and Tim), this Drew has plenty of talent. After hitting .253 with 13 homers and 67 RBIs in his first season with Boston, he slumped to 3-or-35 (.086) in the playoffs but kept playing superb defense. Edge: Red Sox

Cardinals: David Freese. A hometown favorite in St. Louis, Freese was the NLCS and World Series MVP when the Cardinals won it all two years ago. Red Sox: Xander Bogaerts. A premier prospect, Bogaerts was called up in August and hit .250 in 44 at-bats over 18 games. But late in the ALCS, he replaced slumping Will Middlebrooks in the starting lineup. Edge: Cardinals

Cardinals: Yadier Molina. Baseball’s best defensive catcher has turned into quite a hitter, too. Molina batted .319 with 44 doubles and 80 RBIs this season, in addition to his gifted handling of St. Louis’ young pitching staff. Red Sox: Jarrod Saltalamacchia. A switchhitter with power, “Salty” is another member of the beard brigade. He strikes out a lot, but when he gets a hold of one he can hit it a long way. Edge: Cardinals

Cardinals: Matt Holliday. A six-time All-Star, Holliday is a streaky hitter who nevertheless puts up consistent power numbers by the end of each season. He remains a legitimate thumper in the middle of the lineup. Red Sox: Jonny Gomes or Daniel Nava. Gomes brings a power bat and an upbeat attitude. Nava is an underrated switch-hitter who batted .303 with 12 homers and 66 RBIs this year. Edge: Cardinals

Cardinals: Jon Jay or Shane Robinson. While his best attribute is a quality glove, Jay can hit the ball in the gap or steal a bag. Robinson has more power than expected and is 3-for-8 with three RBIs in the postseason. Red Sox: Jacoby Ellsbury. The speedy spark plug that gets Boston going, Ellsbury is a big reason the Red Sox scored 57 more runs than any other team this season. Edge: Red Sox

Cardinals: Carlos Beltran. With 12 RBIs this postseason, the 36-year-old Beltran has only added to his résumé as one of the game’s greatest playoff performers. Red Sox: Shane Victorino. One of those winning players who is much better than his statistics will ever show. He beat Tampa Bay in the division series with an infield single and finished off Detroit in the ALCS with a grand slam. Edge: Cardinals

Designated Hitter Cardinals: Allen Craig. An RBI machine, Craig batted a major leaguebest .454 with runners in scoring position this season and knocked in 97 runs despite missing most of September with a sprained left foot. Red Sox: David Ortiz. After his 2012 season was shortened by an Achilles injury, “Big Papi” bounced back with 30 homers, 103 RBIs and a .959 OPS at age 37. There’s no better DH in the game. Edge: Red Sox

Cardinals: The closer is hard-throwing rookie Trevor Rosenthal, who has three saves in seven scoreless innings this postseason. New setup man Carlos Martinez, right-hander Seth Maness and lefty Kevin Siegrist all are solid. Red Sox: Koji Uehara has been a lights-out savior as the surprise closer. Uehara took home the ALCS MVP award against Detroit. Steady setup man Junichi Tazawa did a great job in the ALCS, and lefty Craig Breslow is much more than a big brain from Yale. Edge: Even

Reds Tab Price as Manager Pitching coach takes over for fired Baker after 90-win season The Cincinnati Reds stayed inhouse for their next manager, giving pitching coach Bryan Price a three-year deal Tuesday. The job carries enormous expectations for the 51-year-old Price, who has been one of the most successful pitching coaches in the majors but has never managed at any level. He and TripleA manager Jim Riggleman were two in-house candidates considered for the job. Dusty Baker led the Reds to three 90-win seasons and three playoff appearances in the past four years, but Cincinnati got knocked out in the first round of the post-

Bryan Price, left, agreed to a three-year deal to manage the Cincinnati Reds.

season each time. The Reds fired Baker with a year left on his two-year contract after a final-week fade that included an implosion by the pitching staff. Cincinnati lost its last six games, including a 6-2 defeat at PNC Park in the wild-card playoff

against the Pirates. General manager Walt Jocketty said the closing slump was a major factor in the decision to change managers. Baker led the Reds to their best stretch of success since Sparky Anderson managed the Big Red Machine to World Series titles in the 1970s. Price will be expected to keep Cincinnati winning deep into the playoffs in 2014 with the core of the team under contract. Like Baker, he has an even-keel personality. Unlike Baker, he comes to the job with no previous managing experience. “We’ve all seen his work here with our pitching staff,” Jocketty said in a statement. “He has proven himself to be an excellent communicator and leader and clearly is one of the most respected people not only in our clubhouse but in baseball in general.” JOE K AY (AP)

Which Top Jobs Are Left? Washington Nationals: According to The Washington Post, the Nationals have interviewed five candidates: Nats bench coach Randy Knorr, Nats first base coach Trent Jewett, Diamondbacks third base coach Matt Williams, Blue Jays bench coach DeMarlo Hale and Padres front office assistant Brad Ausmus. Big names like Cal Ripken and Dusty Baker don’t appear to be realistic candidates. Whoever is chosen to lead the team’s young roster will have to deal with high expectations for a return to the postseason after this year’s playoff absence. Detroit Tigers: With Jim Leyland stepping down this week, the Tigers’ managerial position may supplant Washington’s as the top available job. Who wouldn’t want to manage a roster with the best baseball player in the world, Miguel Cabrera, and a deep pitching staff led by Justin Verlander? Some of the Nationals’ top out-of-house candidates will likely be targeted by Detroit as well. Los Angeles Dodgers: They have a manager in place, but Don Mattingly, right, isn’t happy. On Monday, he announced that while his 2014 option vested with the Dodgers’ playoff victory over the Braves, he’s unsure whether he’ll be back. He’s unhappy the Dodgers let his contract get down to its final year. If Mattingly doesn’t return, the job with the Dodgers — and their NL-high payroll — would be rather enticing, though it would come with plenty of pressure. JEFFREY TOMIK (E XPRESS)

Terps Go Deep on Depth Chart Diggs, Long among nine players out for the rest of the year

A rash of injuries is again threatening to ruin a potentially successful season for Maryland’s football team. A year ago, the Terrapins lost four quarterbacks as a 4-2 start turned into a six-game losing streak and a 4-8 finish. The Terrapins were 5-1 this year before their top two receivers, Stefon Diggs and Deon Long, each broke a leg last week in a 34-10 loss at Wake Forest. Diggs and Long are among nine players out for the season, six of them on defense. “It’s definitely tough,” quarterback C.J. Brown said Tuesday.

CHUCK BURTON (AP)

College Football

Maryland receiver Deon Long will miss the rest of the season with a leg injury.

“I feel for all those guys, not only Stef and Deon, but all the other guys that have gone down before them. Especially on the defensive side of the ball. So many guys have gotten nicked up. It’s more adversity that this team has to face. We

went through it last year. “But we’re still 5-2. We can write our own story. We’ve got a big game this week that we’re focusing on.” That would be a homecoming matchup against No. 9 Clemson (6-1, 4-1 ACC).

At this point, it’s unclear who will be throwing the ball for Maryland (5-2, 1-2). Brown suffered a concussion against Florida State on Oct. 5 and was ineffective before being pulled against Wake Forest. Coach Randy Edsall stressed Tuesday that Brown was removed because he didn’t appear to have completely recovered from his concussion, despite being cleared to play. “Going into the game I felt really good,” Brown said. “Obviously I took some hits in the game early and Coach made his decision.” Edsall will wait before deciding whether Brown or Caleb Rowe will start against Clemson. “I’ll take a look this week as we practice and to see where we’re at,” the coach said. “Then at the end of the week, as we go into the game, we’ll make a decision.” DAVID GINSBURG (AP)

Miami Scandal Ends With Loss Of Scholarships College Athletics Miami’s football team will lose a total of nine scholarships and the men’s basketball team will lose three, as part of the penalties the school was handed Tuesday by the NCAA as the scandal surrounding booster Nevin Shapiro presumably drew to a close. Both of those scholarship losses will be stretched out over three years. But for the first time since 2010, the football team will be permitted to appear in a postseason game. “It’s relief that we finally have a decision,” Miami President Donna Shalala said. “It’s been a long haul. But I don’t have any anger or frustration.” The school will also serve three years of probation. TIM REYNOLDS (AP)

Swedish songwriting doctors (Max Martin, Klas Ahlund, et al.). It’s sprinkled with sadder-but-wiser ballads about losing love and finding yourself, and it’s accessorized with a shiny veneer of enlightenment. “Prism” is bedazzled with the type of one-size-fits-all spiritual catchphrases of someone who once read a self-help book in an airport.

Katy Perry, here performing “Roar” at the VMAs in August, delivers searching ballads and soon-to-be party hits on “Prism.”

8 P.M.

‘The Middle’ (ABC) The town of Orson celebrates its 100th birthday in the series’ 100th episode. Frankie and Mike try to maneuver a giant cow float in the parade. Darrin and Axl, below, revive Boss Co. with Sean and try to sell spots in a VIP area.

MIKE COPPOLA (MTV/GETTY IMAGES)

The album feels like an authentic reflection of late20s confusion, a party girl tumbling toward adulthood.

10 P.M.

‘CSI: Crime Scene Investigation’ (CBS) Catherine Willows returns to help Russell and his colleagues solve a cold case from the team’s early days as the long-running crime series marks a milestone: its 300th episode.

Album Review

10 P.M.

‘American Horror Story: Coven’ (FX) Fiona, above, raises eyebrows with her choice of a new protege in this new episode. Zoe, riddled with guilt, tries to make amends to Kyle by giving him his old life back.

It was almost possible to feel sorry for Katy Perry that night. Her closing slot at the MTV Video Music Awards in August was meant to be a valediction, a confirmation of her status as one of the world’s most successful pop stars. But then Miley Cyrus and her foam finger happened. Suddenly Perry, who performed her

30%

hit “Roar” dressed as a female Rocky, complete with unflattering boxer’s garb and a gold-plated spit bucket, seemed quaint, a sepia-toned antiquity from The Time Before Miley. Cyrus has dominated t h e c u l t u ral conversation since, her ascendancy a threat not only to Perry’s sales position but also to her brand. Perry is a human smileyface emoticon who has made her living selling candy-coated innu-

endo; Cyrus is a subtext-free musical sledgehammer who has singlehandedly demolished the concept of innuendo in pop music. “Prism,” Perry’s f limsy but mostly irresistible follow-up to her 2010 behemoth “Teenage Dream,” comes just in time. Her first album since divorcing comedian Russell Brand, it’s ostensibly a darker, more thoughtful outing meant to position her as an adult artist, to put some daylight between Perry and her more inflammatory competition. “Prism” contains the usual confections, decorated by the usual

The best songs on “Prism” are the fluffball romps through all the trending genres Perry and her producers can stuff into their shopping carts. As is the prerogative of an artist in the top tier, “Prism” has no filler, just hits that haven’t happened yet. The album’s two great breakup ballads suggest Perry has been paying close attention to Taylor Swift, who may be better than anyone at writing about much-scrutinized relationships in ways that are universally relatable in message and searingly specific in detail. Brand’s breakup with Perry, reportedly by text message, is dispatched with the couplet “You sent a text/ It’s like the wind changed your mind.” These songs are earthscorching sympathy generators: By the end of “Ghost,” a synth-heavy slow song with Gwen Stefani-esque vocals, Brand is practically twirling his moustache as he ties Perry to the railroad tracks. For authentic fight scenes, the Folger turns to the makers of custom swords in Md.

Disney, video game manufacturer Ubisoft and other clients. Baltimore Knife and Sword cranks out more than 1,000 weapons a year. Stagmer estimates they’re one of only four distributors in the country operating on that scale. He was the only swordmaker Casey Kaleba called when Kaleba found out he’d be fight-directing Folger Theatre’s “Romeo and Juliet.” Kaleba has done “Romeo and Juliet” more than 30 times. This isn’t director Aaron Posner’s first time at the Romeo rodeo, either. Both Kaleba and Posner wanted to do something with the fight scenes that no one had ever seen before. Kaleba woke up in the middle of the night with a solution: Why have one sword when you could have two? The two-sword method allows the cast “to explore, on a much smaller stage, shape and rhythm and syncopation.” Stagmer had “less than a week” to meet Kaleba’s request. “Six blades, three pairs, were custom built for this show,” Kaleba says. Stagmer noted: “To give you a perspective, our custom work can typically [take] one to two years.” For “Romeo and Juliet,” the

Artisans at Baltimore Knife and Sword create steel swords for the Folger Theatre’s production of “Romeo and Juliet.” They also produce wares for Disney and Ubisoft.

White House Won’t Lend Rug Smithsonian hoped to showcase 1915 work by Armenian orphans Visual Arts The rug was woven by orphans in the 1920s and formally presented to the White House in 1925. The plants and animals depicted on the rug recall the Garden of Eden, which is about as far removed as possible from the rug’s origins in

the horrific events of 1915, when the fracturing and senescent Ottoman Empire began a murderous campaign against its Armenian population. Between 1 million and 1.5 million people were killed or died of starvation in what has been termed the first modern and systematic genocide. Many were left orphans, including more than 100,000 children assisted by the U.S.-sponsored Near East Relief organization, which helped relocate the girls who wove

A Hidden Message? Neither Ara Ghazarians of the Armenian Cultural Foundation nor Levon Der Bedrossian of the Armenian Rugs Society can be sure if the event they helped plan to showcase the “orphan rug” was canceled for the usual political reason: fear of negative reaction from Turkey, which has resolutely resisted labeling the events at the end of the Ottoman Empire a genocide. But both suspect it might have been. (T WP) the “orphan rug.” It was made in the town of Ghazir, now in Lebanon, as thanks for U.S. aid. There was hope that the rug, in storage for almost 20 years,

THE ARMENIAN CULTURAL FOUNDATION

There’s no sign outside the small building a ways down a winding stretch of Marriottsville Road next door to the log cabin that swordmaker Kerry Stagmer calls home. Don’t take it personally. They just really don’t want to be found. “We deal with some public,” he says. “But we don’t deal with the public unless they already know where we are.” Stagmer’s been in the weaponry trade for over 30 years. He and his older brother, Emory, who is no longer with the business, founded Baltimore Knife and Sword (then named S.N.S. Arms and Armor) in 1983. They were vendors at the Maryland Renaissance Festival until 2001. Since then, alongside his younger brother Matthew, Stagmer has been selling wholesale through a dozen vendors to 75 Renaissance festivals across the country and creating custom weaponry for theaters,

paired sets of swords fit into the same scabbard, one made to fit the left hand, the other to fit the right. The concept, Stagmer explains, “is as though you made a much larger sword and cut it down the middle.” They’re a matched set. The weapons for “Romeo and Juliet” were purchased by Kaleba, who rents them to Folger for the production. Should you like a sixsword set, it’ll set you back about $2,500. might be displayed Dec. 16 as part of a Smithsonian launch for a new book on the subject. But last month, Paul Michael Taylor, director of the Smithsonian’s Asian cultural history program, canceled it, citing the White House’s decision not to loan the carpet. “We’re not afraid of doing Armenian exhibitions,” says Taylor. Although the White House can offer no explanation about why the rug is off limits to the American people, Levon Der Bedrossian of the Armenian Rugs Society is optimistic that it might someday see the light of day. “Rug weaving is a metaphor for me: We can make peace weaving together,” he says. unconfirmed news that a Whole Foods will open in D.C.’s Navy Yard neighborhood. While the upscale grocery store has yet to make an official announcement, Urban Turf, a local real-estate blog, says people can expect a formal press release sometime in November. This would be the first Whole Foods in D.C. to open outside of the Northwest quadrant, where there are four.

he and his friends set up to “make a statement about the nature of hype, public personas, and the value of art.” The group replicated a stand that the street artist Banksy set up last week in New York City, and sold near-identical paintings. The only difference, writes Cicirelli, is that each one was signed “Fake Banksy.” They sold out. Real Banksy did not.

“if y’all really getting rid of the dollar menu I wish death upon you”

“Our bad: DC is on the list, but with Dan Brown’s THE LOST SYMBOL when there are so many better options. So. Many.”

— @SPYDA_MAN420 takes the news

— @POLITICS_PROSE, the Twitter account of one of the region’s most renowned book sellers, Politics and Prose, comments on a list composed by Business Insider. The list compiled “The Most Famous Book Set in Every State.” But before we all go bananas, let’s just agree that “most famous” does not necessarily equal “best.”

pretty hard after McDonald’s announced it plans to replace its “Dollar Menu” with the “Dollar Menu & More” starting Nov. 4. The move, according to Advertising Age magazine, will keep some things at the dollar mark, while adding pricier items to the value menu, including a 20-piece McNuggets for around $5. Phew. No one’s getting a death wish after all.

SCORPIO (Oct. 23-Nov. 21) You are working on a plan that could, if brought to fruition, bring you closer to your ultimate goal than ever before. SAGITTARIUS (Nov. 22-Dec. 21) Going about your business in a quiet, unassuming fashion is the best bet. Any attempt to attract attention can ring false. CAPRICORN (Dec. 22-Jan. 19) You may not get the reaction you are seeking, but you can work with what you get and turn it into something worthwhile. AQUARIUS (Jan. 20-Feb. 18) You may be feeling disconnected or even scatterbrained until a loved one comes to you with a problem that focuses you. PISCES (Feb. 19-March 20) Now is the time for you to buckle down and get something done without letting any more time pass. You’ve ignored other opportunities already!

Tuesday’s Solution

ARIES (March 21-April 19) You’re likely to think of someone else throughout much of the day. Whether friend or loved one, he or she is the center of all. TAURUS (April 20-May 20) Practice will not necessarily make perfect, but it will allow you to determine whether the endeavor is right for you. GEMINI (May 21-June 20) You are likely to run up against an obstacle that proves difficult to assess and navigate. You may simply want to change course.

FOUR RACK TOTAL Make a 2-7-letter word from the letters in each row. Add points of each word using scoring directions at right. Seven-letter words get a 50-point bonus. Blank tiles used as any letter have no point value. Scrabble is a trademark of Hasbro in the U.S. and Canada.

Authorities are investigating the sinking of a yacht owned by entertainer Wayne Newton at a Lake Mead marina. A National Park Service spokeswoman said Monday that the 65-foot vessel sank in about 45 feet of water in the reservoir near Las Vegas. Newton has been plagued by recent money woes. Earlier this year, he downsized from a 52-acre estate to a $3 million mansion with “just” 20 acres as part of a bankruptcy reorganization. (AP)

Cee Lo Green pleaded not guilty in court Monday to giving a woman ecstasy at a Los Angeles restaurant during a 2012 dinner, and prosecutors declined to file a rape count against the singer because of insufficient evidence.
