Irene Sewell, a former professional ballroom dancer, had an odd goal: to be the fastest person to run a marathon in high heels. Guinness World Records said she would qualify if she ran the 26.2 miles in less than 7½ hours while wearing heels of at least 2.75 inches. An Ohio defendant who vowed he was penniless and couldn’t pay a fine now faces a big one after deputies escorting him from court found he was carrying $4,060. Lawrence Knox, 36, pleaded guilty to a drug charge Oct. 5 in Franklin County court. Deputies found the cash while taking him to be processed for his six-year sentence. When the judge was told of the money, he fined Knox the most allowed — $20,000 — plus court costs. (AP)

The attorney for a 72-year-old man convicted in a tax scheme cited obesity to try to limit his client’s time in prison. The lawyer wrote in a court filing Monday in Tampa, Fla., that Stephen Donaldson Sr. has a below-average life expectancy because he is 5-foot-9 and 273 pounds. For that reason, the lawyer wrote, it’s not right to make him serve six years in prison. Donaldson helped sell an offshore tax shelter that cost the IRS some $10 million. (AP)

What portrait picks reveal CULTURE Like their choice of architects for the Obama Presidential library, the former president and first lady have turned to two painters who are working comfortably in a safely contemporary space. The National Portrait Gallery announced late last week that the former president’s portrait would be painted by Kehinde Wiley and the former first lady would be limned by Amy Sherald. Both artists are AfricanAmerican, both have demonstrated a high comfort level with realistic portraiture, and yet both have given basic figure painting a decidedly stylish twist. Wiley is the more famous of the two, especially for his largeformat, meticulously designed images of contemporary AfricanAmerican men rendered in the heroic stance and sometimes the trappings of older painting styles. He has posed young men dressed in hip-hop style into detailed and richly colored backgrounds reminiscent of Dutch masters, or painters such as

If there’s a safe center to the cutting edge, the Obamas seem sure to find it. The paintings are almost certain to look a lot tailored and just a little trendy, without crossing any lines that might discomfit popular expectations. No D.C. spot earns a third Michelin star This year’s Michelin guide announcement did not elevate any of D.C.’s restaurants to the top designation of three stars, but two new restaurants — Komi, above, and Metier — joined the onestar ranks. No restaurants slipped down in the rankings. The Inn at Little Washington, Minibar and Pineapple and Pearls kept their designation of two stars for a second year. Fatal U-Md. stabbing labeled a hate crime COLLEGE PARK, MD. The fatal stabbing of a black student on a college campus in Maryland will be prosecuted as a hate crime. A Prince George’s County grand jury Tuesday handed up the hate crime charge against Sean Urbanski, who was previously charged with one count of murder in the slaying of Richard Collins III. Urba nski, who is white, stabbed Collins while he was at a bus stop with friends at U-Md. on May 20 in a “totally unprovoked” attack, police said. Urbanski was a student at U-Md. Collins had been attending Bowie State University. Collins’ slaying sparked a national outcry after law enforcement announced it was investigating Urbanski’s connection to a Facebook page called Alt Reich: Nation. Urbanski, 22, of Severna Park, Md., is scheduled to go to trial in January. Collins, 23, had recently been commissioned into the U.S. Army as a second lieutenant. He was killed just days before he was set to graduate from Bowie State. The incident further heightened racial tensions at the University of Maryland, which had reported several race-based incidents throughout the campus in previous months. The university launched several new initiatives aimed at reviewing and improving how it investigates hate-based incidents. Recently, a man was charged in connection with swastika graffiti found on a garbage can on campus. Police: Ex-softball coach faces child sex charges Authorities said a former youth softball coach in Virginia has been indicted on 34 sex crime counts involving children. The Richmond Times-Dispatch reported that 57-year-old Cathy S. Rothgeb, of Stanley, surrendered to police Friday and was being held without bond. The Virginia State Police said in a statement that a female victim approached a special agent in summer 2016 about alleged sexual abuse during Rothgeb’s stint as a volunteer softball coach in Orange County. Confederate monuments in two Virginia cities have been vandalized this week. The Richmond Times-Dispatch reports that “racist” was found painted in red on the Jefferson Davis statue in Richmond on Tuesday. Norfolk police said a memorial to the Confederate dead was spray-painted with “#2 BETTER LUCK NEVER” on Monday, The Virginian-Pilot reports. Richmond’s Davis statue is on Monument Avenue, which also features four other Confederate statues. The Norfolk statue was spray-painted with the word “SHAME” in May. (AP)

said Damaris was viciously stabbed with a knife and jabbed with a large stick by a large group of MS-13 associates who captured the January attack in gruesome cellphone videos that showed her final minutes. Her body was discovered beneath a Beltway overpass in February. Cindy Blanco Hernandez, 19, of Reston, Va., and Aldair J. Miranda Carcamo, 18, and Emerson Fugon Lopez, 17, both of Springfield, Va., pleaded guilty to charges that included abduction and in two instances gang participation. The pleas were made as part

of deals with prosecutors. Court records show all three are slated to be witnesses in the trials of three other defendants charged directly with Damaris’ murder. In all, 10 people have been charged in connection with the case, including four juveniles. Authorities allege that Jose Torres Cerrato, 17, another MS13 associate, helped organize the killing and hoped to send the video back to MS-13 leaders in El Salvador as proof of his willingness to do the bidding of the gang. Judge: Sheriff can fire cop who supported opponent

Police find no evidence of shooter at Howard U.

A federal judge has ruled that a northern Virginia sheriff was within his rights to fire a highranking deputy who supported an opposing candidate. Deputy Mark McCaffrey sued Loudoun County Sheriff Mike Chapman after he opted not to reappoint McCaffrey when Chapman won re-election in 2015. McCaffrey was fired after supporting Chapman’s opponent in the GOP primary, Eric Noble. Judge Anthony Trenga said that sheriffs can fire deputies who choose to support other candidates when the deputy holds a senior “policymaking” position. McCaffrey has appealed the judge’s ruling. Authorities investigating a report of an active shooter at Howard University found no evidence of an attacker or shots being fired Tuesday and lifted a lockdown on campus, D.C. police said. The “all clear” announcement came more than two hours after police, many carrying rifles, swarmed the Northwest Washington campus and evacuated three buildings. The incident began to unfold around noon at the college, which is located off Georgia and Michigan avenues. In a Twitter message, Howard University said it had received an anonymous report of a “potential shooter on campus.”

would raise annuitant premiums by about 2 percent a year more than they would otherwise rise,” said Walton Francis, a health care economist. “After 10 years, that would be about a 20 percent increase in costs to annuitants.” Jacqueline Simon, policy director of the American Federation of Government Employees, predicted that the Federal Employee Health Benefits Plan would be “vastly more expensive for retirees” under the House plan. The government now pays about 70 percent of federal health insurance premiums, while enrollees pay 30 percent. Under the House plan, that could flip, Simon said, with employees and retirees paying 80 percent of their health insurance costs after 20 years. She added, “This proposal imposes substantial financial harm.” The retirees know it. Linda Kurz, 77, who worked at the Veterans Health Service for 37 years, said the House plan “will probably at least double or triple my premium for standard individual coverage.” Joanne Pedersen, who worked at the Navy Department for 30-plus years, said she “was promised health care for life. Trying to pick the right time of year to retire

Together with President Trump’s earlier budget plan, which would slice and dice federal retirement, Capitol Hill and the White House have mounted a multifront assault on federal worker compensation. If a House Budget Resolution proposal becomes law, federal retiree health insurance premiums could rise significantly over time because growth in the government’s subsidy would be limited to the increase in inflation. “Federal retirees earned their retiree health benefits through years of hard work for this country. Shifting more of the cost of the premiums onto their backs now — when they have already entered retirement — fails to honor the commitments and promises made to them in exchange for their service,” said Richard Thissen, president of the National Active and Retired Federal Employees Association. Linking the government’s subsidy to inflation sounds reasonable, until you realize that health care costs rise much faster than the general inflation rate. “As a rough estimate, it

should my premiums increase.” Federal employees also were promised a good retirement program. But Trump’s proposal would undercut it by increasing out-of-pocket employee payments and decreasing retirement benefits. The House plan would further deteriorate federal employee compensation by, in the words of the proposal, “basing Federal employee retirees’ health benefits on length of service.” With the inflation and length of service provisions, “these two reforms would bring health benefits for Federal retirees more in line with those offered in the private sector.”

House Republicans think that’s a good thing. Yes, federal benefits are better than many in the private sector, but that comes with Uncle Sam’s desire to be a model employer. Under the House plan, Sam wouldn’t be much better than the bottom feeders. If they can’t afford to buy insurance to supplement Medicare, one possible result of a decline in retiree health benefits is a decline in health care for seniors who need it the most. POSITIVE VIEW OF WORKING FOR UNCLE SAM

The number of questions in an 84-question government-wide employee survey that got more positive responses this year than in 2016, continuing a trend of improvement in federal employees’ views of working for the government. Results of a survey conducted in May and June were released by the Office of Personnel Management on Thursday. More than nine-tenths of federal employees believe their work is important and are willing to put in extra effort. But 47 percent disagreed that pay raises depend on how well employees perform their jobs. (TWP)

Q. I’m trying to decide on a retirement date. Should I go out before the end of the year to capture the cost-of-living adjustment (COLA)? A. There always is a surge of federal employee retirements around the turn of the year. Often this is for personal reasons — starting both retirement and a new year together — but there can be financial advantages, too. One of them is that the value of unused annual leave (vacation) is paid as if the individual were still employed, including a boost for time after a January raise is paid. And the general 30-day limit on carrying such leave forward doesn’t apply to cashing it out in a retirement before the end of a leave year (Jan. 6, in this case). However, “capturing” an upcoming cost-of-living adjustment is not a reason to retire before year’s end. While most federal retirees will receive a 2 percent COLA in January, it is prorated by how many months they have been retired, if less than a full year. And if you’re retiring under the Federal Employees Retirement System under age 62, you won’t get any COLA unless you were in an occupation that requires earlier retirement, or were disabled. POLITICS President Trump on Tuesday said his nominee to be the nation’s drug czar is withdrawing from consideration for the job — a move that comes in the wake of a Washington Post/“60 Minutes” investigation detailing how the lawmaker helped steer legislation through Congress that weakened the Drug Enforcement Administration’s ability to go after drug distributors, even as opioid-related deaths continue to rise. On Monday, following the report, Democrats called on Trump to quickly drop Rep. Tom Marino, R-Pa., who was nominated in September to lead the Office of National Drug Control Policy. “Rep. Tom Marino has informed me that he is withdrawing his name from consideration as drug czar,” Trump said in a Tuesday morning tweet. “Tom is a fine man and a great Congressman!” Trump on Monday defended Marino as “a very early supporter of mine” and “a great guy” and said that his administration would “be looking into” the report. Many Democrats and at least one Republican have called for modification or outright repeal of the law the investigation showed was the result of a

RAQQA, SYRIA U.S.-backed forces in Syria claimed Tuesday that they had full control of the Islamic State’s onetime capital of Raqqa, heralding an end to the militants’ presence in their most symbolically important stronghold and raising new questions about the United States’ future role in Syria. Mustafa Abdi, a spokesman for the Syrian Democratic Forces, or SDF, said that military operations had halted and that members of the joint Kurdish-Arab force were clearing the city of explosive devices and hunting for sleeper cells. The U.S. military said a formal victory announcement will come after SDF forces are sure that no pockets of ISIS resistance remain in the city, but the SDF portrayed the battle for Raqqa as over. “There is an air of jubilation in the city,” Abdi said. “People are overjoyed that they are finally rid of this scourge.” Kurdish and Arab fighters took to the streets to celebrate the end of the battle they have fought for four months, climbing onto vehicles and parading around the deserted, destroyed city, according to photographs posted on social media. One showed the offensive’s commander, Rojda Felat, waving a large yellow-and-red SDF flag in Al-Naim Square, where ISIS carried out its beheadings. By the time the battle was over, Raqqa had lost all strategic significance to the group, which once had used the city to showcase its brutality. The fall of the Iraqi city of Mosul in July and the loss of large areas of territory in eastern Syria to Syrian government forces leave the militants in control of only one sizable stretch of territory, spanning

the Iraqi-Syrian border. But the capture of Raqqa by the SDF, backed by U.S. airstrikes and American advisers on the ground, nonetheless marks a milestone in the U.S.-led war against ISIS. In a briefing to reporters in Washington, a U.S. military spokesman, Col. Ryan Dillon, called it “momentous.” He said that ISIS has now lost 87 percent of the territory it once controlled and that 6,500 fighters remain, out of tens of thousands at the peak of its prowess. The victory also intensifies questions about what comes next. The remaining ISIS strongholds in Syria lie to the south in the province of Deir Ezzor, where the Syrian government and its Iranian-backed and Russian allies are making fast progress. The U.S. military will leave it up to the SDF to decide whether it wants to continue to advance into the area, Dillon said. The Trump administration has not yet indicated whether it

New fires break out in Calif. as others dim CALIFORNIA As crews gained on the wildfires in California wine country, new blazes broke out in other parts of the state, including a fire in the mountains above Los Angeles that threatened a historic observatory Tuesday and more flames in the Santa Cruz mountains. A dozen aircraft dropped water and fire retardant as crews worked in steep terrain Tuesday to battle a blaze near the Mount Wilson Observatory northeast of Los Angeles. Doctson’s workload will ‘expand’

The Redskins’ passing game has gone topsyturvy and sideways, and the funny thing about it is that it’s working. Entering the season, marquee free agent pickup Terrelle Pryor Sr. and 2016 first-round pick Josh Doctson were expected to be the team’s top receivers. But they’ve been outplayed by a third-down running back and a former fifth-round pick. Quarterback Kirk Cousins has relied on a group effort. Nine players caught passes against San Francisco on Sunday. None were targeted more than five times. Translation: The Redskins don’t have a goto wide receiver anymore. A diverse cast of receivers looks good compared to the team’s mostly plodding running attack. Despite coach Jay Gruden’s surprisingly dogged determination to make the running game work, Washington averaged just 2.8 yards per carry Sunday, and Cousins

was the team’s second-leading runner. Running back Chris Thompson leads the club in yards receiving (340) and is tied with Jordan Reed — who has only 142 yards this year — for the team lead in receptions (18). Ryan Grant, a 2014 fifth-round pick who caught just nine passes last season, has become a reliable target in crunch time and has 13 catches and two TDs. Meanwhile, slot specialist Jamison Crowder was expected to be a leading target this year, but he has just 17 receptions and seems to go through stretches when he’s invisible to Cousins. Pryor has 16 catches, but his role remains small. Doctson has only four receptions so far. Cousins is on track to pass 4,000 yards passing for a third straight season, but he’s doing it by going deep through his progressions. Gruden describes Cousins as “efficient,” which is the only way he’ll put up big numbers with this cast. Gruden is still retooling this offense to account for the

reality that Pryor and Doctson aren’t going to dominate. Spreading the ball around to nine players shows the Redskins have adopted a receiverby-committee approach. “I think it’s an indication of people doing their jobs, No. 1,” Gruden said. “I think any time we have a route combination, I think [Cousins] trusts everybody involved in the pattern and he’s seeing things pretty clearly, getting to his right reads and right progressions.” The best part of Gruden’s reinvented offense is defenses have to account for everyone.

There might be single coverage on two of his targets per snap. The downside is the lack of a go-to playmaker. Last year the Redskins could force the ball to Pierre Garcon when they needed a first down. Grant or Reed may emerge as the first choice on third-down throws. Coaches love to say it takes the whole roster to win. That’s not always true, but it certainly is when it comes to Washington’s passing game.

In Sunday’s 26-24 win over the 49ers, secondyear receiver Josh Doctson played only 19 of Washington’s 74 snaps on offense, just more than 25 percent of the unit’s plays. Coach Jay Gruden addressed that deficiency Monday, saying his staff will look to “actively expand” Doctson’s role. “He didn’t get as many reps as I would like,” Gruden said. Doctson, 24, again flashed his potential in a reserve role Sunday. He scored his second career touchdown with an 11-yard reception on the team’s opening drive for his only catch in the game. Wall wants to cross up D.C.’s curse All-Star offseason

SEASON PREVIEW On the night before the Wizards’ preseason finale last week, point guard John Wall decided to forgo the New York City nightlife so he could watch Game 5 of the National League Division Series. On the morning after the Cubs eliminated the Nationals, Wall — devoted to his adopted hometown more than the average NBA superstar — used the pronoun “we” to express his disappointment. The local baseball team has not advanced past the NLDS despite making it four times in the last six years. Wall could empathize. “I’ve been through that,” he said. “We’ve been to the second round three times, so that’s my motivation to get over that hump. I definitely want to break that.” For the Wizards, the opportunity to break through starts tonight with an opener at home against the 76ers (7, ESPN). Washington has three max contract players who represent the heart of what could be the franchise’s best team in decades — and at $123 million, its most

Add in stalwarts Marcin Gortat and Markieff Morris, as well as coach Scott Brooks starting his second year with the team, and continuity is a distinct strength in a shifting Eastern Conference landscape. But questions remain over how much the Wizards will evolve. The young core has banged against the second-round ceiling.

Partially due to being limited financially in free agency after matching Porter’s max offer sheet, Washington has added nothing substantial to help unseat the conference darlings in the Cavaliers and Celtics. But stability doesn’t have to lead to stagnancy. Wall still believes there is room to grow; specifically, for this core to snap the city’s so-called curse and advance to the conference finals. And for the first time in many years, Wall experienced the benefits of good health last season, leading to his “career year.” Wall has dubbed this his “#Wolfseason” — potentially the best chance in his career to advance past the second round. After the Nationals’ ouster, Wall came across a graphic on social media highlighting Washington’s sports futility. His image was included on the ignominious Mount Rushmore, alongside Bryce Harper, Kirk Cousins and Alex Ovechkin, the other current leaders of the local franchises. Wall clicked “like” — his way of announcing his intention of shattering the city’s curse, and the Wizards’ second-round ceiling. “It’s just more pressure on me, which I love,” Wall said. “It’s just more motivation for me. Low-key start can be huge for Fultz NBA Markelle Fultz’s professional career will begin just a short drive from Prince George’s County, where doubt seemed to always follow him, and where his dream of one day being an NBA player — scratch that: an NBA star — was first hatched.

Fultz was once cut from DeMatha Catholic’s varsity team as a sophomore. He was late to show up on the radar of top college recruiters. He was ridiculed for leading Washington to just nine wins as a freshman last season. He’ll make his NBA debut tonight as the league’s most recent No. 1 pick, but he’s being treated as anything but. “I’m going to be in D.C. a whole lot more now,” rapper Q-Tip says.

Q-Tip is in the building The rapper is ready to become the Kennedy Center’s ‘provocateur in residence’ MUSIC At long last, Q-Tip has arrived. The A Tribe Called Quest rapper and producer was recently perched behind turntables and a MacBook and drum machine at the opening event for the Kennedy Center’s inaugural hip-hop culture season. Along with composer Jason Moran, he shared music trivia and made boogie-down beats rain from the speakers. As Q-Tip made the rounds backstage later, Kennedy Center President Deborah Rutter stopped him in the hallways behind the Terrace Theater. “This is the coolest thing in the whole world!” she told him. It was precisely the kickoff she’d imagined for the Kennedy Center’s first artistic director for hip-hop culture.

If Moran was the “instigator,” the force that brought him into the Kennedy Center fold, Q-Tip said afterward, “I think I’m going to be the provocateur.” He smiled a Cheshire cat grin. “The provocateur in residence.” The artistic director job, announced early last year, was a grand gesture that acknowledged hip-hop’s place in the realm of high art. It was Q-Tip’s appointment that assured fans the music would be safeguarded by one of the genre’s all-time greatest. But D.C. had to wait 18 months for face time with the rapper. In the meantime, A Tribe Called Quest reunited and recorded an album called “We Got It From Here: Thank You 4 Your Service,” their first in 18 years.

The group (minus Phife Dawg, who died of complications from diabetes after recording his verses) performed at the Grammys and played all the cool music festivals. When he arrived Friday, Q-Tip assured the audience that, going forward, his presence here would be significant: “I’m going to be in D.C. a whole lot more now.” Later, after the concert, Q-Tip spoke about the discussions he’d like to have within the walls of the Kennedy Center. Social issues, he said, should be just as much a part of the discourse around hip-hop as the music itself. His new role is an opportunity to address a time rife with misogyny and racism, subjects that have permeated modern rap music. “We should be alarmed,” he

said of young rappers who refer to women in demeaning terms. “But it’s crazy, because that bangs in the clubs, and we turn it up. Women . . . you turn it up all the same. That’s why we gotta talk about it. It’s not rappers. It’s society.” But he argued that hip-hop’s paradoxes shouldn’t keep the culture from earning recognition from vaunted institutions such as the Kennedy Center. “Misogynistic acts have been going on since the beginning of time. We can’t be holier than thou,” he said. “You have to call it for what it is, but there’s things in these walls and these institutions by way of art that have not been pretty, either.” LAVANYA RAMANATHAN

P!nk lets it all out on a new album P!nk’s seventh album, “Beautiful Trauma,” out now, puts her confessional tone at the forefront, but throws in plenty of twists to keep people guessing. The biggest is Eminem’s arrival on “Revenge,” which adopts a groove similar to “My Name Is” at the beginning that P!nk raps and sings over. On “I Am Here,” she quickly goes from Lumineers alt-country to gospel hoedown, creating something both wild and spiritual. Her take on cherishing simpler times,“Barbies,” is another example of how underrated P!nk (who wrote or co-wrote each track) is as a songwriter. ‘Simply Complicated’ is one part commercial, one part confessional FILM REVIEW In Demi Lovato’s new YouTubeexclusive documentary, the pop singer is often shown in flattering light, in slow motion with perfect hair and makeup. But there’s also a lot of ugly stuff, too. “Demi Lovato: Simply Complicated,” now available on the

streaming site, is a combination of a Barbara Walters special and a promo for Lovato’s new album. It’s a weird, often uncomfortable, 78-minute fusion of artificiality and honesty, but Lovato’s charisma ultimately pulls it off. Structured chronologically, “Simply Complicated” uses old footage and photos to examine Lovato’s rise from a bullied girl who was fascinated with death to a Disney princess on “Camp Rock” struggling with her

I think it was with Wilmer, I think that it is with Wilmer and I think it will be,” she says with a refreshing honesty. “I do have moments where it’s late at night and I’m lonely and I wonder if I made the right decision.” For every bit of raw truthfulness in this film, there’s just as much promotion for “Tell Me You Love Me,” the album Lovato just released. Of the 12 songs featured in the documentary, seven come off the new record, including “Sexy Dirty Love” and “Sorry Not Sorry.” This medley of marketing and contrition doesn’t always work. In a new interview with Allure magazine, Kerry Washington said that it’s impossible to copy the look of her “Scandal” character, Olivia Pope. “There’s someone who follows me around all day long [on the set] … to make sure there’s not a single hair out of place,” she said. “This is somebody’s full-time job. The Duke and Duchess of Cambridge say their third child is due in April. The royal couple had already revealed that they were having a child, but didn’t previously say which month the child was due.
