Candidates seek to woo voters in final debates THE DISTRICT It has been billed as the most competitive mayoral race D.C. has seen in at least two decades’ of general elections. But with less than three weeks until Election Day, it remains unclear whether voters are engaged — or which candidate they prefer. As the three major candidates prepare to gather midday Wednesday for a third forum — this one hosted by NBC4 and The Washington Post — each remains in search of a crystallizing moment to rally an electorate that so far appears to be lacking in enthusiasm. The most recent published poll suggested that one in four likely voters remains undecided. The candidates — Muriel Bowser, the poll-leading Democratic nominee, and independents David Catania and Carol Schwartz — are bound by narratives of their imperfections: Bowser’s inexperience, Catania’s temperament, Schwartz’s six-year absence from the civic stage. Today’s forum, which will be streamed live online and broadcast at 11:30 a.m. on Sunday morning on WRC-TV (Channel 4), could be their best remaining opportunity to do so, with voters heading to the polls starting on Saturday. Metro prepares for concert crowd

THE DISTRICT A November concert on the Mall could crowd Metro stations with hundreds of thousands of people, and transportation officials are warning riders to expect delays. Called the Concert for Valor, the free event on Nov. 11 — Veterans Day — is being hosted by Starbucks and HBO. Superstars like Bruce Springsteen, Eminem and Rihanna are expected to perform. Organizers have also promised performances from Dave Grohl, Metallica, Carrie Underwood and Zac Brown Band, as well as appearances by Jamie Foxx, John Oliver, Meryl Streep, Steven Spielberg and Tom Hanks. About 250,000 people are expected to attend, although the National Park Service issued organizers a permit allowing for as many as 800,000 attendees. It is set to begin at 7 p.m. and will

be held on the grounds between the Capitol and the Washington Monument. Metro said it has been talking to event organizers and is expecting that thousands of concertgoers will use the rail system. The transit agency said it is working out details of how often to run trains and whether to add more trains on the day of the event. For Metro, the event could rank as a busy ridership day. Metro handles about 400,000 riders to and from the Mall on the Fourth of July. To get that many people off the Mall, officials said, takes about two hours. So the agency warns concertgoers to be patient. “Anyone going to the Mall should be aware we’re talking about a large crowd and potentially long waits,” said Metro spokesman Dan Stessel. Police arrest Georgetown rabbi on voyeurism charge

D.C. mayor releases plan to close homeless shelter

A prominent modern Orthodox rabbi at a Georgetown synagogue was arrested by D.C. police Tuesday morning and charged with voyeurism, according to a department spokeswoman. Barry Freundel, 62, of the Kesher Israel Congregation in Georgetown, was being held in police custody Tuesday. Police confirmed that his arrest came during a search of his home on O Street NW, about five blocks from the synagogue in the 2800 block of N Street NW that he has led since 1989. Law enforcement authorities said the case involves a hidden camera.

D.C. Mayor Vincent Gray’s administration released a rough outline Tuesday for how the city might close its troubled homeless shelter within a year, but attorneys and advocates who work with the homeless said it raised as many questions as it answered. The plan calls for leasing five to 10 buildings across the city that would each house up to 50 homeless families. Those buildings would be renovated by landlords and turned over to the city as shelters by the fall of 2015. Once the smaller shelters are open, the city would close its almost 300room shelter at the abandoned D.C. General Hospital campus. (TWP)

But the alliance faced a fresh test as Turkey launched airstrikes against Kurdish rebels inside its borders, defying pleas from the U.S. to instead focus on the militant groups. The attacks marked Turkey’s first major airstrikes against Kurdish rebels on its own soil since peace talks began two years ago, and occurred amid heightened concern over Islamic State advances on the Syrian town of

Kobani. Kurds in Turkey accuse the government there of standing idly by while Syrian Kurds are being killed in the border town. Prime Minister Ahmet Davutoglu said Turkish forces took the “necessary measure” following intense “harassing fire” by the rebels on a military outpost. Kurds have faced decades of discrimination in Turkey. Kurdish rebels have fought Turkey for autonomy for Kurds in a conflict that has claimed tens of thousands of lives since 1984. The U.S. has been pressing Turkey to take a more active role in the campaign to destroy the Islamic State group. Officials

The provisional document produced at the halfway point of a two-week meeting on family life said gays had gifts to offer the church and that their partnerships, while morally problematic, provided gay couples with “precious” support.

It said the church must welcome divorced people and recognize the “positive” aspects of civil marriages and even Catholics who live together without being married. How the new HealthCare.gov compares to old

For millennials, the car has lost its allure Young generation is driving less, but is it a phase or a lasting behavior shift? TRENDS There’s a lot of evidence that millennials don’t drive as much — or care as much for cars — as previous generations their age did. They’re less likely to get driver’s licenses. They tend to take fewer car trips. And they’re more likely to get around by alternative means: foot, bike or transit. There’s still a lot of dispute, however, over exactly what these trends mean. Are millennial driving habits a by-product of the weak economy? Or do they signal deep and permanent shifts in the American relationship to automobiles? If the latter is true,

these nascent millennial indicators could have major implications not just for car dealers and gas stations, but for how the U.S. invests in transportation. We probably won’t know the answer for at least several years. But researchers at the U.S. Public Interest Research Group and the Frontier Group, who have been tracking these trends, argue that the case is growing stronger for a major and lasting change in how today’s youngest would-be drivers — and those to follow them — use cars. In a new report, they break down what may be causing this behavioral change.

The economic argument It’s true that the recession has probably dampened car use, not just for millennials but for everyone. But there are also some relevant, long-term socioeconomic shifts underway. As student-loan debts rise, alongside the cost of housing in many big cities, budgets for car payments will be squeezed. Americans are also forming their own households, getting married and having children later — all trends that postpone life stages associated with the peak driving years. Of course, this means that as millennials age, they’ll likely start to

One popular argument is that young people no longer have to get in a car to visit friends because they can meet up online. But technology also has made it possible to travel by car without owning (or driving) one, by fueling the advent of such carsharing schemes as Zipcar and car2go, and taxi-like “rideshare” platforms like Uber and Lyft. Technology has also made bikeshare systems possible. And with Wi-Fi and smartphones, you can now read your email on the train during your commute. But you can’t (or at least you shouldn’t) do that while driving.

The cultural argument The cultural preferences of millennials are changing, too, in ways that make them less dependent on cars. Of the things they own, they value smartphones and laptops over cars: They keep telling survey-takers that they view cars as mere transportation, not status symbols. And there’s some evidence that millennials factor the environment into their driving decisions. Whatever millennials do now, it’s likely that they’ll drive more as they age. HEALTH Nearly two-thirds of Americans are concerned about a widespread Ebola epidemic in the United States, despite repeated assurances from public officials that the country’s modern healthcare and disease-surveillance systems will prevent the type of outbreak ravaging West Africa. In a Washington Post-ABC News poll conducted in recent days, 64 percent of Americans say the government should be doing more to prevent additional Ebola cases in the United States. That includes overwhelming support — 91 percent — in favor of stricter screening for people traveling to the U.S. from West Africa. Such screening began this past weekend at John F. Kennedy International Airport in New York and will begin Thursday at four other airports, including Dulles. Two-thirds of those polled support restricting entry to the U.S. by people who have been in affected countries. Federal officials have rejected travel bans involving West Africa, saying such a move could make it more difficult to slow the outbreak at its source. While only two cases of Ebola have surfaced in the United States, compared with nearly 8,400 cases in West Africa, the poll shows how fear of the deadly disease has taken root here. More than 4 in 10 respondents say they are “very” or “somewhat worried” about the possibility that they or immediate family members might catch the virus, which is transmitted only through contact with bodily fluids. That’s on par with how Americans felt about catching bird flu in 2006 and higher than the level of concern expressed over severe

Michael Goodman, an apartment manager living in Atwater, Calif., who took part in the poll, said he is “very concerned.” “They’re not educating the public enough,” Goodman said of government efforts, adding, “Maybe they don’t want worldwide hysteria, but in a situation where people are dying from it in a matter of a month, it’s something that does concern me.” Some respondents acknowledged paying only passing attention to the details of Ebola and how it spreads, and expressed confusion about whether cases in the U.S. have been confirmed.

The Centers for Disease Control and Prevention acknowledged Tuesday that an American nurse might not have been infected with Ebola if a special response team had been sent to Dallas immediately after a Liberian man there was diagnosed with Ebola. CDC Director Tom Frieden outlined a series of steps designed to stop the spread of the disease in the U.S., including increased training for health-care workers. Health officials had repeatedly assured the public over the past two weeks that they were doing everything possible to control the outbreak. TEXAS NURSE ‘DOING WELL’: In Dallas, Nina Pham, 26, the nurse who caught Ebola while treating a Liberian patient, received a plasma transfusion donated by Dr. Kent Brantly, the first American to return to the U.S. from Liberia to be treated for Ebola. Peyton Manning, Aaron Rodgers and Andrew Luck were among the favorites to win the MVP entering this season. While those three quarterbacks are still in the mix, three other guys are the front-runners. Philip Rivers has led the Chargers to a 5-1 record and sports an NFL-best 117.6 passer rating despite limited offensive weapons. DeMarco Murray has run for more than 100 yards in each game this year and is on pace to reach 2,000 yards for the 5-1 Cowboys. And Texans defensive end J.J. Watt has been the most disruptive defensive force and has more TDs (3) than Calvin Johnson and LeSean McCoy.

Julius Thomas’ touchdown pace

The Broncos tight end was part of a record-breaking offense last season, coming out of nowhere to become one of Peyton Manning’s favorite red-zone targets, so it’s no surprise Thomas is racking up touchdowns. What is shocking, though, is the rate at which he’s doing it — especially with his limited targets. In five games, he’s been targeted 29 times (tied for 74th-most in the NFL), but he has a league-high nine touchdowns. Nearly every third pass headed his way goes for a score. He’s on pace for 29 TDs, which would shatter Randy Moss’ record of 23 receiving TDs in 2007.

Cowboys are the best team in the NFC

Dallas did little in the offseason to address its defensive liabilities after allowing an NFL-worst 415.3 yards per game in 2013. Somehow, though, the Cowboys’ defense has drastically improved, allowing 342.5 yards per game this year. A strong case can be made that the Cowboys — with a competent defense, the top rushing attack in the NFL and a passing game that has plenty of experience and playmakers — are the best team in the NFC. The Cowboys won at Seattle, something no opponent outside the NFC West had done since 2011, for their fifth straight victory of the season.

Lions have the top defense in NFL

Detroit’s defense hasn’t been ranked in the top five in the NFL in either scoring or yards allowed since 1983. But this year, the Lions are first in both defensive categories, allowing only 270.7 yards and 13.7 points per game. While the Lions haven’t faced the most dynamic offenses, they have stymied two Super Bowl-winning quarterbacks. Eli Manning and Aaron Rodgers combined to complete just 56.7 percent of their passes for a total of 325 yards (162.5 per game) with two TDs and two interceptions. Led by Ndamukong Suh, the Lions have an NFL-most 20 sacks.

Wizards unsure who’ll start at shooting guard with 21-year-old hurt WIZARDS Bradley Beal’s broken left wrist will force him to miss up to two months, and the Wizards must address the void over the final four preseason games. The replacement in the starting lineup normally would have been Martell Webster, but he’s still rehabbing after undergoing back surgery in late June. The front-runner to claim Beal’s spot in the starting lineup is Glen Rice Jr. The second-year guard was Washington’s starting shooting guard in Sunday’s win over the Pistons, the Wizards’ first audition without Beal. Rice entered the preseason confident — having won the Las Vegas Summer League MVP award after averaging 25 points per game. Coach Randy Wittman, however, is more concerned with Rice’s work at the other end. “I know he can score the ball,” Wittman said last week. “He’s got to prove to me he can play defense at the NBA level.” Garrett Temple and training camp invites Xavier Silas and Rasual Butler are options at shooting guard, but the Wizards could also slide three other players over to the two-guard in spurts.

Several studies seek to better understand the causes of depression and evaluate the mechanisms in the brain that are related to rapid antidepressant improvement. These studies enroll persons between the ages of 18 and 65 with bipolar disorder, who are currently in a depressive phase, for an inpatient period of 2- to 3-months. Researchers will evaluate how the experimental medication ketamine, versus placebo, affects glutamate in the brain and whether a rapid reduction of depressive symptoms (within hours) can be achieved and sustained.

Residential contractors — individuals who do repairs and renovations to

properties, often with a special focus such as electrical work or plumbing — are hired on a job-by-job basis, so it’s sometimes difficult to predict what the experience might be like. When selecting someone new, a few key considerations will help you choose the right person for the right purpose.

Research and plan Unless it’s a simple repair or appliance fix, figure out exactly what type of work you want and need, before you contact any professional, says Joe Normandy, executive director of the Metro D.C. chapter of the National Association of the Remodeling Industry (nari.org). A plan in

your head won’t cut it (nor will a collection of Pinterest photos). “You have to sit down and sculpt out the project on paper,” Normandy says. Be as specific in writing down your plan (or even sketching it) as you can. Get answers ready for the questions you’ll inevitably be asked, says John Biechman, an Alexandria homeowner who is currently in the middle of a home addition. “The size of your windows, the size of your doors, which wall you want the shower head on,” Biechman says. “The contractor’s not going to make it up. He’s going to ask you.” Having everything written down on paper and agreed-upon in advance is also crucial when putting together a contract — the more details you have outlined, the less chance of disappointment

(and the better protected you’ll be if things don’t go as planned). You can use online resources to estimate the amount of materials that will be needed and their cost; it’ll be helpful as you compare bids. And speaking of money, “this is not the time to be shy,” says Cheryl Reed, the director of communications at Angie’s List (angieslist.com), a members-only site with user-submitted reviews

of an array of home renovation and repair professionals. Discuss payment upfront, and be honest about what you expect to spend and the timeline you hope for. Better to realize now that your eyes are bigger than your wallet, rather than after your project has run thousands of dollars over budget.

Seek recommendations Ask friends, family and neighbors to recommend professionals. Your next-door neighbor could be especially helpful, says Gregory Drone, an electrician who owns Allegro LLC, in Alexandria, who worked on Biechman’s house. If the contractor is already familiar with your hood (and if homes in your area are similar), he or she might be better prepared for troubleshooting your project. If family and friends come up empty or you simply need more options, visit online listing sites such as Angie’s List and Porch .com.

Make sure it’s official Before making a final decision, verify that the professional has credentials. That means holding a license and the proper amount of insurance and/or bonding required by your community. You can ask the contractor for

a copy of his or her license, or look it up online in your state’s database. Permits for certain projects (such as installing a deck or backup generator) vary by state, city, and sometimes even neighborhood or condo association, so it’s important that your pro is familiar with local regulations. It’s a lot to confirm at once, but worthwhile, experts say. If a contractor doesn’t obtain the proper permit before beginning work, for instance, a building inspector can halt your project immediately. And if a contractor is hurt on the job but doesn’t hold insurance, you could be stuck paying the medical bills. “Being cautious and careful and thoughtful is really the way to go,” Normandy says.

Houzz: Houzz is a bit like Pinterest and the Yellow Pages rolled into one website. Homeowner- and contractor-uploaded photos of real kitchens, bathrooms and closets offer inspiration, while the “Find a Pro” section lets you connect directly with professionals in your area (many of whom have been reviewed by fellow Houzz users).

NARI Metro DC: The local chapter of the National Association of the Remodeling Industry conducts thorough background checks (including verifying license numbers and Better Business Bureau reports) on each of its professional members, who are then listed — as a free resource for consumers — on NARI’s Online Directory.

Work wonders While neighbors, friends and relatives can be great resources for finding contractors to work on your house, websites also offer useful information when you’re researching. Here are a few to add to your go-to list. K.A. PORCH.COM

Most real estate and construction experts advise considering at least three contractors for each job (so avoid the temptation to stop after interviewing just one); face-to-face meetings are best. Ask plenty of questions about experience and working style, Reed says, and trust your gut. “You need to have a good rapport with them,” she says. After all, they’ll be in your home on a regular basis for the project’s duration.

Porch: Another free site, Porch lets you keep up with the Joneses (or whoever your neighbors are) by revealing professionals who’ve been hired and reviewed in your area. The site also offers advice and inspiration photos for remodeling projects.

Angie’s List: This members-only site gives access to contact information and usersubmitted (and Angie’s List-vetted) reviews for hundreds of home repair and renovation services. A one-year “basic” membership in the D.C. area costs $10.

Beyond the market portion of Cafe Mozart — stocked with German preserves and chocolates — is a dining room where Deutsch-inspired dishes like pork, veal and chicken schnitzel are available. For the poultry variety, a chicken breast is pounded thin, coated with breadcrumbs and pan-fried over low heat. “Veal and pork are more traditional,” owner Hildegard Fehr says, “but we serve chicken because everyone is being low-fat.”

“There are so many chicken and beer places in Korea, there’s a word for them,” Park says of “chimeks,” a hybrid term that combines the Korean words for chicken and beer. At KoChix, you won’t find beer but you’ll find three flavors of Korean-fried drumsticks and wings: honey spicy, soy garlic and hot honey spicy. The chicken is twice-fried for crispiness and coated in sauce upon ordering.

Though it’s not on the menu, ayam goreng is offered at this Indonesian restaurant, which in 1999 relocated from Georgetown to Alexandria. To make the dish, chef Martinus Sonny brines a skin-on chicken in lemon grass, ginger, palm sugar and galanga (a bitter, gingerlike root). He then simmers and deep-fries it. “This is a dish you see all over the streets of Indonesia,” Sonny says.

In addition to pheasant with figs and lamb shank with couscous, chef Kyoo Eom of Poste Moderne Brasserie recently debuted a hazelnut chocolate butter on his fall menu. Harris’ book isn’t the same old story BOOKS Between starring in two popular TV series, hosting award shows and appearing on Broadway, Neil Patrick Harris has enough material to fill a book. So he did, in “Choose Your Own Autobiography,” out now. He based the nonlinear, second person narrative on children’s game books. Harris talked about the book, life these days and the next challenge. The format for your book seems like a great idea but difficult to execute. Is that correct? It was much more difficult to execute than I had originally thought, but I love playing with structure and challenging myself with different types of experiences. I love directing theater that doesn’t necessarily take place on a stage. I love movies that start where you think they’re a movie about one thing (and) end up being about something else.

Is it possible to read the book straight through? We tried to make it a bit linear so you can pretty much follow a main path but you can take side road trips as it goes along. Almost like a good variety show. You can see some serious conversations about educational things, my childhood or how (a) specific event was accomplished … and then if you’re bored … you can learn how to make pasta Bolognese sauce. You’ve been so busy jumping from “How I Met Your Mother” to Broadway and the movie “Gone Girl.” What’s next? I’m not really sure. It speaks a little bit to the way my life is working these days. The structure of my book is similar to the structure of my professional life at the moment … dabbling in all sorts of different disciplines. … I don’t feel like I have to choose one right now. Police in the Seattle suburb of Auburn say they are still looking for Misty Upham, an actress known for her roles in “August: Osage County,” “Frozen River” and “Django Unchained.” The 32-year-old Native American actress was reported missing by her family Oct. 6, a day after telling police she was suicidal. Upham’s father, Charles Upham, told a local news station that his daughter was upset and erratic and had stopped taking medication for anxiety and bipolar disorder. He added that he doesn’t believe his daughter would kill herself. Upham had moved to the Seattle area to help care for her father. (AP)

“Rock of Ages” producer Matt Weaver said Tuesday that the show has asked YouTube sensation Chester See to play rock idol Stacee Jaxx. A publicist for Jack White says the rocker is canceling his remaining tour dates in Mexico after the death of his band’s keyboard player Isaiah “Ikey” Owens. The statement said Owens, 38, died Tuesday morning in Mexico. Owens was from Long Beach, Calif., but moved to Nashville, Tenn., to perform with White’s band. The band was scheduled to perform in Guadalajara on Tuesday and Monterrey today. Owens also played in other bands, including The Mars Volta and Free Moral Agents. “We will all miss you Ikey,” the band said in a statement. (AP)

Richard Gere and Padma Lakshmi have ended their six-month relationship. Lakshmi announced in a TV interview that she is single, The New York Post reported. A source told the paper that the two “decided they would be better as friends,” citing their busy work schedules for the split. Tabloids caught wind of Gere and Lakshmi’s relationship in April; the two reportedly began dating after Gere separated from Carey Lowell, his wife of 11 years.
