As soon as weather cooperates, a tree removal company will try to uproot a mysterious object with steel legs that is lodged on a Rhode Island beach. Poor conditions postponed a Tuesday attempt. The circular object located about 10 feet off shore at low tide has puzzled beachgoers. It has eight stainless steel legs and is capped with concrete. A Wisconsin man came perilously close to death after accidentally shooting a nail into his chest. Doug Bergeson said he was working on a house he’s building when his nail gun accidentally fired. He thought the nail had just nicked him until he saw that only about an inch of the 3½-inch nail was sticking out of his chest. Bergeson says he washed up and calmly drove to a hospital. A surgeon said Bergson was “quite fortunate.” (AP)

MARYLAND Hundreds of people in Montgomery and Prince George’s counties have been complaining about discolored, brownish water gushing from their taps, but the problem is one of appearance and not of safety, authorities said. Since the start of this month, the Washington Suburban Sanitary Commission, which serves the two Maryland counties, has received more than 700 complaints about the color of the water, the utility said Monday. In the spring, it said, about 200 to 300 such complaints are logged each month. But the utility’s CEO, Carla A. Reid, said no adverse health effects are expected. “I want all our customers to know that WSSC water is safe,” she said. However, she ack nowl edged what might be called the “Yechhh! effect.”

From the WSSC explanation, it appears that the unappealing-looking H2O seems to have

been created by a combination of nature, health concerns and chemistry. According to a WSSC statement, the heavy rains of recent days and weeks may have washed more decayed leaves, tree bark, branches and other vegetation into the Potomac River. The river is the source of much of the water provided by the utility. So when will matters clear up? Not for a while, the WSSC said. “Unfortunately,” said the utility’s director of production, J.C. Langley, “the aesthetic issue … will be around for the next several weeks until river conditions change.” What are residents of Montgomery and Prince George’s to do in the meantime? Well, basically, it appears, most of what they usually do, with a major exception. WSSC said it is NOT recommending discolored water for doing laundry. NTSB releases initial report on explosion

SILVER SPRING Federal investigators said they found a disconnected vent pipe in the basement room where natural gas built up before a lethal explosion last year at a Silver Spring apartment complex. When and why the pipe was disconnected have not been determined, but the disconnect would have bypassed a safety feature meant to vent gas from the basement room of the building to the exterior, investigators with the Bureau of Alcohol, Tobacco, Firearms and Explosives wrote in a preliminary report on the Aug. 10, 2016, explosion that killed seven people and left more than 100 homeless. “The person who disconnected the vent pipe, as well as his/her intentions in doing so, are as of yet to be determined,” investigators wrote. ATF investigators, who are working with the National Transportation Safety Board, said that for now the cause of the explosion and fire that followed are undetermined pending additional testing. Added tests also would be needed to determine the source of the natural gas leak. Tenants at the Flower Branch

Federal investigators say they found a disconnected vent pipe in the basement of the Silver Spring apartment building that exploded last year.

Apartments tossed children from windows to people below and were left running down stairs crumbling beneath them when the explosion occurred just before midnight. ATF, in its report made public Tuesday, said that the disaster was an explosion that triggered a fire — not the other way around — and that teams did not find that gasoline had been spread in the building or that a clandestine drug lab could have accounted for the damage. The explosion occurred in the meter room of 8701 Arliss St., one of two apartment buildings damaged. Investigators said the damage to 8703 and 8705 Arliss St. was caused by those buildings’

proximity to 8701 Arliss. The ATF report, among hundreds of pages of documents released in connection with the deadly explosion, also said that several witnesses described smelling the odor of natural gas in the days and hours leading up to the explosion. County officials had previously said that a resident of the building on July 25 reported smelling gas. But firefighters who responded to the call using detection meters to search for gas throughout the building found “no positive hits.” The investigation is being led by the NTSB’s Railroad, Pipeline, and Hazardous Materials Investigations division. Alexandria seeks help to rename road The city of Alexandria is conducting an online survey seeking suggestions for renaming Jefferson Davis Highway. In parts of Alexandria, the highway designated as U.S. 1 is also named for the man who served as president of the Confederacy during the Civil War. Last year, the Alexandria city council voted unanimously to begin the process of renaming the highway. An advisory group working on the name change has posted a survey on the city’s website soliciting ideas for new names. The survey will run through Sept. 15. The advisory group is expected to recommend a new name to the city manager in October. The move is part of a trend of removing Confederate monuments and designations around the U.S. (AP)

Lincoln Memorial vandalized

The Lincoln Memorial was vandalized with red spray paint early Tuesday, authorities said. At about 4:30 a.m., graffiti was found on a column at the memorial, the National Park Service said in a statement. The graffiti appeared to say “f--- law,” the statement said. Additional graffiti that couldn’t be read was found in silver spray paint on a Smithsonian wayfinding sign on the 1400 block of Constitution Avenue, according to the statement. The graffiti at the Lincoln Memorial was to be removed with “a mild, gel-type architectural paint stripper,” the Park Service said. (TWP)

D.C. police arrest 13-year-old boy in carjacking attempt last week

The Bell 407 helicopter involved in the weekend crash that killed two Virginia State Police officers in Charlottesville, Va., crashed in 2010, officials at the National Transportation Safety Board confirmed Tuesday. That crash occurred in May 2010, when the helicopter lost power during a training flight. Two troopers were on board, but did not suffer serious injuries. A preliminary report on the incident will be completed in two to three weeks, NTSB officials said. (TWP) THE DISTRICT

Man with swastika tattoo removed from D.C. pool Officials say a man with swastikas, upside-down crosses and “666” drawn on his body was escorted out of a D.C. pool after patrons raised concerns to lifeguards and the confrontation escalated. The man with tattoos was not arrested, as the Protective Services Division responded when police were called. D.C.’s Parks and Recreation department said in a statement that the man was asked to leave the Rumsey Aquatic Center on Sunday afternoon for “offensive language and inappropriate behavior.” (AP) VIRGINIA

Gerald Halpin, developer of Tysons, dies at 94 Gerald T. Halpin, the first real estate developer to build in Tysons Corner and one of the most prolific and successful developers in the D.C. area, died Monday in Jackson, Wyo. He was 94. His daughter, Christina Halpin Bourdeaux, confirmed the death but did not disclose the cause. Halpin moved to Jackson from Fairfax County a few years ago. He developed more than 100 major real estate projects during a career spanning more than five decades. They included four major projects at or near Tysons Corner and several thousand apartments in Northern Virginia. (AP)

as officials aim to reduce power draw on portions of the Red, Orange, Blue and Silver lines. Honoring traitors: Rebel base names disgrace facilities The Confederate tributes — base names, statues and flag representations — revere those who supported the enslavement of African-Americans. The display of Confederate symbols today is an affirmation of white supremacy and black oppression. But that is not the only reason all Americans should be outraged. Even Confederate flagwaving racists who consider themselves patriotic should consider the treason the symbols represent. Many of these memorials honor those who, although not tried as traitors, certainly fit this constitutional definition: “Treason against the United States, shall consist only in levying War against them, or in adhering to their Enemies, giving them Aid and Comfort.” Removing the military base names and the statues is not erasing history. In fact, more people need to know the true history of the Confederacy, so they won’t get stuck in the “that’s my heritage” trap. Patriotic organizations of veterans, whose professional ancestors were killed by Confederates, have been slow to condemn the rebel symbols. But the largest group, the American

With all the attention on the white nationalist terrorist attack in Charlottesville, Va., let’s not forget Uncle Sam’s curious comforting of treasonous Confederates. While places like Maryland, New Orleans and Charlottesville have taken action against pro-slavery and Confederate statues, 10 U.S. military bases continue to honor the rebels by carrying names of their leaders. Consider the irony: American military facilities are named after Confederate generals who waged war on the U.S. government and killed its troops. How crazy is that? “We will never solve America’s race problem if we continue to honor traitors who fought against the United States in order to keep African-Americans in chains,” said Congressional Black Caucus Chairman Cedric L. Richmond, D-La. “By the way, thank God, they lost.” No help in solving the “race problem” comes from President Trump, who continues, appallingly, to comfort white nationalists by leveling “blame on both sides” for the Charlottesville violence.

Neither did a Pentagon spokesman, who offered, “at this time, there is no discussion on this topic.” There needs to be. However, the government can “disinvest” the TSP’s government securities fund (G Fund), which consists of securities the Treasury Department issues each day just for that fund. By not issuing those securities, it can remove some of the national debt — the obligation to pay them off — from its books. It actually has been doing that since March, although the money freed up by that and other financial maneuvers also being used will run out around late September. While disinvestment upsets many TSP investors, it doesn’t directly affect them: They earn the same interest and can withdraw or borrow against their money as normal. When the ceiling is raised, it’s as if nothing had happened. The other TSP investment funds track stock and bond markets. Navajo and Coconino counties are adjacent to one another, and in each community the findings are identical: Fleas carrying Yersinia pestis, the bacteria that causes plague, were discovered this month and pose a potentially

grave threat to people and their pets, especially cats. Fleas can bite rabbits, prairie dogs and other rodents — and anything that may eat them — and transfer the disease to pets, who in turn can infect humans. Cats who get plague transmit it through their cough. Dogs typically carry the fleas on their fur, the U.S. Centers for Disease Control and Prevention explains. Health officials cautioned residents and visitors to keep their pets leashed and to avoid touching dead animals. Evidence of a large die-off could indicate plague is present, they say. She was one of the survivors, those who managed to escape the surging mudslides and floodwaters in and around Sierra Leone’s capital that killed more than 300 people, many of them trapped as they slept. Another 600 people are missing, the Red Cross said Tuesday, and the death toll is expected to rise. Thousands lost their homes in the disaster, which was triggered by heavy rains. “I ran away from the house, leaving behind my family,” Kamara said. “I am the only one that has survived, as my house and dozens of others were covered with mud and boulders.” Rescuers dug with their bare hands through the thick mud to try to find any survivors in the debris of the homes. WEATHER Lightning — once one of nature’s biggest killers — is claiming far fewer lives in the United States, mostly because we’ve learned to get out of the way. In the 1940s, when there were fewer people, lightning killed 329 people annually. So far this year, 13 people have died after being struck, on pace for a record low of 17 deaths. Taking the growing population into account, the death rate has shrunk more than fortyfold since record-keeping began in 1940. Lightning strikes have not changed — they hit about the same amount as they used to, said Pennsylvania State University meteorology professor Paul Markowski. A big difference: Fewer of us are outside during bad weather because we’ve been taught to stay indoors during a storm. If we’re not indoors, we’re in cars. Vehicles with metal roofs are safe from lightning, experts say. “As a society we spend less time outside,” said Harold Brooks, a scientist at the National Weather Service’s National Severe Storms Laboratory. “Especially farmers. There just aren’t many farmers around.” Improved medical care also has played a key role, including wider use of defibrillators and more CPR-trained bystanders. HIGASHISHIRAKAWA, JAPAN Tatsuya Yasue buried his face into the flag and smelled it. Then he held the 93-year-old hands that brought this treasure home, and kissed them. Marvin Strombo, who had taken the calligraphy-covered Japanese flag from a dead soldier at a World War II island battlefield 73 years ago, returned it Tuesday to the family of Sadao Yasue. They had never gotten his body or — until that moment — anything else of his. Sadao and Tatsuya’s sister Sayoko Furuta, 93, sitting in her wheelchair, covered her face with both hands and wept silently as Tatsuya placed the flag on her lap. Strombo reached out and gently rubbed her shoulder. The flag’s white background is filled with signatures of 180 friends and neighbors in this tea-growing mountain village of Higashishirakawa, wishing Yasue’s safe return. The signatures helped Strombo find its rightful owners. POLITICS A combative President Trump insisted Tuesday “there is blame on both sides” for the deadly violence last weekend in Charlottesville, Va., appearing to once again equate the actions of white supremacist groups and those protesting them. The president’s comments effectively wiped away the more conventional statement he delivered at the White House one day earlier, when he branded members of the KKK, neo-Nazis and white supremacists who take part in violence as “criminals and thugs.” Trump’s advisers had hoped those remarks might quell a crush of criticism from both Republicans and Democrats. The president’s retorts Tuesday suggested he had been a reluctant participant in that cleanup effort. During an impromptu news conference in the lobby of his Manhattan skyscraper, he praised his original response on Charlottesville and angrily blamed liberal groups in addition to white supremacists for the violence. The defense entered camp with more concerns than the offense but has actually checked off more questions in the first two weeks. The offense is stuck in a holding pattern because Kirk Cousins hasn’t had three of his top four weapons on the field at the same time. Jordan Reed, Jamison Crowder and Josh Doctson have all been out with minor injuries. On paper, this is a very talented receiving group with those three, Terrelle Pryor Sr. and Vernon Davis leading the way. Running back Rob Kelley looks to take a leap forward in his second season, and he has quality behind him with Chris Thompson and Samaje Perine. The offensive line is solid. But that’s on paper. The first unit didn’t look good in the sixplay sampling against Baltimore, and the defense has won more matchups in scrimmages. We don’t know if Cousins can continue to carry this unit without 1,000-yard receivers Pierre Garcon and DeSean Jackson. The offense needs to get healthy and get some practice time together before we can truly evaluate it.

The Redskins have options here. It’s just a matter of settling on the best pairing. Is that Will Compton and Mason Foster — the holdovers from last season — as starters, with the rangy Zach Brown taking the field in nickel packages to better defend the run? Are Brown and Compton the starting combo, with Foster as the third man in? Could Foster actually unseat Compton, who was named a captain on defense last season, and start alongside Brown? The latter earned Pro Bowl honors with the Bills last year and has the future of his career at stake as he plays on a one-year contract after signing in free agency. Martrell Spaight, 24, is champing at the bit to show that he should be considered as an alternative to Compton at the “mike” linebacker spot. But he has to recover from a hamstring injury and display a durability that he has lacked his first two seasons. Washington has the pieces with which to work, and the answers should present themselves as the preseason continues to unfold.

Washington signed free agents Stacy McGee and Terrell McClain to help upgrade the defensive line. Yes, the Redskins’ defensive line looks better from top to bottom. But so far first-round pick Jonathan Allen, second-year players Matt Ioannidis and Anthony Lanier, less-heralded free agent addition Phil Taylor and 2016 practice squad members A.J. Francis and Joey Mbu have stood out the most. McGee and McClain haven’t yet looked like differencemakers. As of late, McGee has started to flash a little more and receive some snaps with the first team. But McClain remains behind. McGee, who’s listed at 341 pounds and is on a five-year, $25 million deal, was viewed by many around the league as a more natural nose tackle than defensive end, but he hasn’t played much nose. Taylor looks more impactful there. McClain (four-year, $21 million deal) didn’t start full time in Dallas until last season and hasn’t looked like a starter in this group. These two have work to do to validate Washington’s investments in them.

Schedules align for Washington ‘sports equinox’ While millions of Americans eagerly await the temporary darkness of next week’s total solar eclipse, another rare phenomenon began to come into focus this week. On Oct. 30, 2016, there was at least one MLB, NBA, NFL and NHL game on the same day for only the 16th time in history. Such an occurrence has been dubbed a “sports equinox,” a term popularized by The Post’s Reuben Fischer-Baum during his time at FiveThirtyEight. Following the release of the NBA schedule Monday, there are three potential sports equinoxes this year: Oct. 19, Oct. 22 and Oct. 29. All depend on baseball playoff games that may not be necessary (Games 5 and 7 of the NLCS and Game 5 of the World Series). Of the 16 previous sports equinoxes, Phoenix is the only city to have its NFL, NBA, MLB and NHL teams play on the same day. On Nov. 4, 2001, the Cardinals, Suns and Coyotes all lost, and the Diamondbacks defeated the Yankees in Game me 7 of the World Series. ‘Rainbow’ shows where Kesha’s going ALBUM REVIEW When a pop star survives a scandal with mettle and grace, is it heartless to call her comeback album anything less than a triumph? Listen to Kesha’s “Rainbow” and you might feel something like this: She’s back (that’s good), her lyrics read like a slush pile of rebound tropes (that’s bad), her voice still sounds stretchy like spandex (terrific), and she seems to be steering it into new places (even better). First, let’s backtrack. In 2014, Kesha Rose Sebert filed a lawsuit against her producer, Lukasz “Dr. Luke” Gottwald, claiming he had “sexually, physically, verbally and emotionally abused” her, and since then, legal defeats have prevented her from releasing music outside her deals with him. With her career in a holding pattern after her 2012 album, album

“Warrior,” starrier vocalists snapped up Kesha’s contributions and ran — Lady Gaga with the freak-flag felicity, Katy Perry with the affirmative uplift, Miley Cyrus with the rapcurious hedonism. All of that gives “Rainbow” an impossible amount of work to do, but Kesha dives right in, pushing her melodies in the direction of catharsis, even when lyrical cliches block the rush. “Nothing’s gonna stop me now.” “I can breathe again.” “Live and learn.” “The best is yet to come.” All meaningless phrases that undermine her attempts at unburdening her heart. However, Kesha proves to be compelling when she borrows from country music. With “Hunt You Down,” she delivers some tongue-in-cheek threats of bodily harm over a vintage clickclack beat, making a smart nod to Miranda Lambert’s “Mama’s

Was making this movie a different experience for you? Robert Pattinson: [The Safdies] run at a different level of energy to most people. It’s nice, though. I was thinking how to describe the movie and it’s like it’s a car crash movie, but the car crash happens in the first five minutes and you’re just skidding for the rest. Had you been to places like these — a bail bonds office, a jail — before? Josh Safdie: We brought Rob to this one jail called the Manhattan Detention Center. We had become friendly with the warden there and she was like, “Come by!” At the end I was like, “What’s up with the female wing?” RP: You can’t even go there as a guy.

JS: I look at Rob and he’s like, “I don’t want to go.” And I’m like, “Come on, let’s go.” No one had recognized us. RP: The people giving us the tour didn’t realize we were doing it for a movie. And then we went to the female wing and within seconds … JS: One girl was like, “Him!” [Rob] was immediately like, “I told you we shouldn’t have gone in here.” Benny Safdie: We’re like, “We’ve gotta go.” Were you able to stay under the radar while filming in New York? RP: You find funny ways to stay hidden. Luckily, we were in some places that were just so crowded, it’s kind of easier. ‘More seats for us!’ say train passengers In an interview with Allure magazine, Helen Mirren said she objects to the notion of hiding from her age or fighting it with “antiaging” products — but that she also doesn’t want to be treated like an old lady. “If people treat me like the age I am, I get absolutely insulted, really cross,” the 72-year-old actress said. “I hate when people give up their seat for me. No, no, no. I don’t want your seat.”

Mindy Kaling has confirmed her pregnancy in an interview to be broadcast next month on the Sunday edition of NBC’s “Today” show. “I’m really excited,” she said in a preview released Tuesday. “I have a lot of control over a lot of aspects of my life, and this is one where I’m like, ‘OK, it’s out of my hands,’ which is kind of a fun feeling.” She also joked that there’s another perk to having a child: “It’s so easy to criticize parenting until you’re a parent, so one of the nice things about becoming a parent is that I’ll be able to openly criticize other parenting because I will have a child.” Kaling didn’t say in the clip who the baby’s father is.
