Former Republican National Committee chairman Michael Steele said Thursday in an appearance on News Channel 8 that he is considering another run for office in Maryland. He didn’t say what office he might seek. Last summer, Steele floated the idea of running for governor this year but ultimately decided to take a pass on the Republican primary, in which Larry Hogan prevailed in June. Steele served from 2003 to 2007 as lieutenant governor under Bob Ehrlich, Maryland’s only GOP chief executive during the past generation.

D.C. officials said Thursday they are working to take down the love locks.

In D.C., love locks get little affection THE DISTRICT D.C. transportation officials, having taken a look at the spate of love locks that young romantics have been attaching to the Key Bridge, said they were working to remove them from the span Thursday. Adopting a trend that has been popular, and problematic, in Paris, New York and other cities, lovers have snapped padlocks bearing their initials and other endearments on the pedestrian railing. In New York, the transportation department has an ongoing removal campaign against thousands of locks appearing on city bridges. In Paris, a section of footbridge railing became so encumbered with the metal tokens that

it collapsed last summer. Fearing such an overload of love here, officials decided to apply the bolt cutters to the few dozen locks that have sprung up on the bridge between Georgetown and Rosslyn and a few other walkways. D.C. Department of Transportation spokesman Reggie Sanders said they hoped to curtail the trend before it reaches Brooklyn Bridge proportions, where workers have removed more than 9,000 locks in recent months. “We don’t want to establish a [precedent] where our structures could become polluted with these types of campaigns,” Sanders said in an email Thursday. “Also it could jeopardize the functionality of the railings.”

Guitarist Alex Young, a busker who has been threatened with arrest twice by WMATA police for playing with an open guitar case, filed a lawsuit against the transit system in federal court, the Christian Science Monitor reported. Young’s suit argues that playing with an open guitar case is a protected activity under the First Amendment. Police say the act of playing with an open case amounts to soliciting tips, a commercial activity prohibited on Metro property. Jonestown ashes found in Delaware DOVER, DEL. The cremated remains of nine victims of a 1978 mass cult suicide-murder in Jonestown, Guyana, have turned up in a former funeral home in Delaware, officials said Thursday. The state Division of Forensic Science has taken possession of the remains, discovered at the former Minus Funeral Home in Dover, and is working to make identifications and notify relatives, the agency and Dover police said in a statement. Last week, the Delaware agency responded to a request to check the former funeral home after 38 containers of remains were discovered inside. Thirty-three containers were marked and identified. They spanned a period from about

1970 to the 1990s and included the Jonestown remains. On Thursday, the dilapidated former funeral home had a padlock on the double front doors. The building showed few signs of its former use, and the backyard was littered with beer a cans. More than 900 people were killed in the Jonestown massacre in November 1978, when the Rev. Jim Jones ordered his followers to commit “revolutionary suicide” by drinking punch mixed with poison. There is actually a reason why bodies from Guyana would be taken to Delaware, of all places: Victims of the mass murdersuicide were flown on speciallyequipped Air Force transports to a mortuary at Dover Air Force Base. PHNOM PENH, CAMBODIA They were leaders of Cambodia’s infamous Khmer Rouge, the fanatical communist movement behind a 1970s reign of terror that transformed this entire Southeast Asian nation into a ruthless slave state — a place where cities were emptied of their inhabitants, religion and schools were banned, and anyone deemed a threat was executed. When the nightmare ended, in 1979, close to 2 million people were dead — a quarter of Cambodia’s population at the time. The dark side of animal videos on YouTube The video was only 15 seconds long, but its subject could spend six months in jail — and there’s a $16,000 bounty on any information leading to his arrest. This is theoretically the price of filming animal cruelty and uploading it to YouTube, where thousands of people watched a man kick a squirrel off the Grand Canyon before YouTube took the video down earlier this week. The video has provoked lots of outrage. But even though authorities are investigating, officials say it’s unlikely the man will be found. And that underlines a problem that activists have complained about for years: YouTube, Vine and other video sites are favored hubs for clips of animal abuse. And in many cases, there’s not too much that anyone can do. YouTube and Vine prohibit violence that is purely “shocking, sensational” or otherwise gratuitous. But both networks also rely on a flagging system to catch inappropriate content. The system usually works, but it can work slowly. Frequently, videos are only taken down after they’ve already gone viral. Even once YouTube has caught an offending animal video, all users can do is flag it — and all YouTube will do is take the video down, often too quickly for the clip to be escalated to other authorities or investigated for clues. Baghdad Militants from the Islamic State seized Iraq’s largest hydroelectric dam Thursday, giving them control of enormous power and water resources and leverage over the Tigris River that runs through the heart of Baghdad. The fighting has trapped tens of thousands of members of religious minorities on a mountaintop, and the Obama administration was weighing possible airstrikes or airdrops of food and medicine to help them, according to U.S. defense officials. Thursday’s dam seizure was the latest in a string of victories by the Sunni radical group as it expands its hold in northern Iraq, driving back Kurdish forces, sending minority communities fleeing and unleashing bombings that have killed more than 90 people in the capital over the past two days. The al-Qaeda breakaway group posted a statement online Thursday confirming that, after weeks of attempts, it had taken control of the Mosul Dam. It vowed to continue “the march in all directions,” as it expands the Islamic state, or caliphate, it has imposed over broad swathes of territory straddling the IraqiSyrian border. It’s a big difference when you’re in first place with a team like this. It’s where you want to be.

I have it at home. … It was in 2007, [the year] I made it to the big leagues. Before I came to the United States, she made it to be good luck for that year. I used it for that year. I don’t wear it [in games] anymore. In innings four through six, you’ve hit .296 in your career. What is it about after that first at-bat that lets you settle in at the plate in those middle innings? I just try to do my best every at-bat. That’s what I plan to do. That’s where my focus is all the time, trying to get on base.

What they didn’t expect was the police. Olsen heard the telltale sirens while driving a U-Haul truck just blocks from the White House. Olsen, a new George Washington University graduate, was informed she was passing through a no-truck zone. “They let us off [with a warning],” she says. “They saw how frazzled and flustered we were.” Still, Olsen says, the experience made her “never, ever, ever want to move again.” Moving is notoriously annoying, and the D.C. area offers its own special set of hurdles. But take heart: Here are some ways to make the process smoother, if not entirely enjoyable.

Plan ahead Moving starts long before you pack up and haul your belongings across town. Recently, there have been several apartment buildings in the D.C. area that have just started to allow pets. This is great news for people who have been dreaming of the day that they can finally have a pet. But this is not the ideal living environment for everyone. Some tenants may have to work from home frequently and need a quiet environment. Severe allergies to pets can sometimes make it impossible for some people to live in a pet-friendly building. Here are some tips to help you find a non pet-friendly apartment: Friends and co-workers are a good resource. Ask them where

they live or have lived and if the property is pet-friendly. Check with the local management companies. Ask them which

properties have a no-pet policy. This will give you a list of non pet-friendly options. Talk to each individual property and ask the management if there have ever been pets allowed and if there are any plans to change their pet policies in the future. Consider renting an apartment in a condo or co-op building. In most

cases, the pet policies will stay the same as they have been — unless the condo owners decide to make a change in those policies. Just

Good swill hunting

Some rooms in Bill Thomas’ Northwest D.C. home look more like a BevMo! distribution center than a private residence.

Personalities “Hold this,” Bill Thomas whispers as he hands me a bottle of Macallan 18-year scotch that he’s just plucked off the top shelf at a liquor store in Hagerstown, Md. “We’ll talk about it in the car.” A peanut-sized dust bunny lands in his beard, but he’s too excited to notice. He grabs three other bottles of whiskey and checks out. Including the $199 bottle of Macallan, the total comes to $660. His girlfriend, Brittany Garrison, a local publicist, and I follow him to the car, which is relatively tidy save for a vintage ceramic decanter clinking around in the back seat. “This is absolute gold to me,”

he bursts out once we’ve shut our doors. “I’m literally overjoyed right now.” Garrison pulls out her iPhone and searches for “Macallan 18, vintage 1988” on a website that appraises alcohol. “OK, in 2013 it went for … holy s---!” Garrison says. “Well, this was in Hong Kong. Which is interesting because Asia has started purchasing a lot of American whiskeys in the past couple of …” “Are you going to tell us or what?” Thomas asks. “$1,840,” she says. “I can’t believe this is the first store we hit, and this is what we found,” Thomas says. “Let’s go. It’s already a really good trip.”

“A lot of the stuff we find has been sitting on the shelf since the ’80s. And it’s still priced at $12.99.” Bill thomas, owner of Jack Rose Dining Saloon in Adams Morgan. Over the past 12 years, Thomas (center, with girlfriend Brittany Garrison, left) has amassed a huge collection of rare whiskeys, primarily through hunts at local liquor stores, like S&S Liquors in Takoma Park, Md.

Jack Rose Dining Saloon, Thomas’ bar in Adams Morgan, houses more than 1,800 bottles of scotches, bourbons and ryes, making it one of the largest retailers of whiskeys in the Western Hemisphere. That’s still a nip compared to Thomas’ private stash of 4,000 bottles that he stores at his Northwest D.C. home. The collection is divided into two main categories: dusties (museum-quality bottles from old distilleries so-called for the layer of dust they collect after going unnoticed for so long) and special releases (limited-run, discontinued whiskeys from bigger brands). In both cases, there’s a finite amount available of these types of whiskey in the world, and the minute you take a sip of one, there’s that much less on the planet. Because of the whiskeys’ rarity, enthusiasts are willing to pay top dollar through a broker or at auctions. Or, as in Thomas’ case, spend their time “hunting” for them in the wild at liquor stores that sell them at retail prices far below their real-world values. “A lot of the stuff we find has been sitting on the shelf since the ’80s,” Thomas says. “And it’s still priced at $12.99.” Thomas, 44, searches primarily in D.C. and the surrounding area, though he’s increasingly spending more time in Kentucky. He can’t help but notice that his turf has gotten more crowded over the past two years. “Back in the day, when you went hunting you expected to find something,” he says. “Nowadays, it’s not guaranteed. You don’t have to know your craft anymore. Anybody can find an old bottle and Google it, and those are the people draining the market.” Thomas is on a high after his first “kill.” He doesn’t even mind that Garrison, the elected driver for the day, has gotten us turned around. (“I usually navigate because he doesn’t know how to use Google Maps,” she says when she thinks he’s not listening.) The next liquor store we hit

Thomas nabbed this bottle for a couple he knows who drank this whiskey on their wedding night. 2 Macallan 18, distilled in 1988, purchased for $199. A similar bottle was

is more manicured than the first, which Thomas worries will mean fewer chances to nab a dusty. He’s right. On the way out, he asks the cashier if he has anything old lying around in the back. The inquiry gets the two talking about rare alcohols and the rise of whiskey hunters. “You can always tell when they come in,” the cashier says. “Some of them are jerks.” When Thomas mentions he owns Jack Rose, the cashier perks up. “Come here,” he tells Thomas, motioning to the other end of the counter with his head. He crouches down, pulls out a bottle of Stagg Jr. bourbon second release from Buffalo Trace Distillery in Kentucky and places it on the counter. “Already got it,” Thomas says. The cashier goes back under and comes up with a coveted Thomas H. Handy Sazerac rye whiskey from Buffalo Trace’s

Antique Collection. “Got that one, too.” We leave empty-handed, but the cashier tips us off to another store nearby. “It’s not exactly a retail gem, but you may know something he has that he doesn’t.” Domestic whiskey revenue rose 10.1 percent in 2013 over the year before, according to the Distilled Spirits Council of the United States. In comparison, vodka revenue was up only 2.2 percent and gin was down 0.6 percent. “Why do we have a Starbucks

on every corner when a Dunkin’ Donuts would have been fine?” asks Frank Coleman, senior vice president of the D.C.-based trade association. “It’s because there’s a flavor revolution going on. People are leaning toward whiskey because they’re interested in products that have flavor,” as opposed to less-complex spirits like vodka. This is good news to Thomas, because it means a steady stream of customers thirsty for something unique. While most of the bottles he finds in the wild end up in his private stash, he uses some of them to replenish the stock at Jack Rose. But nothing he owns is sacred. “It’s all meant to be drunk eventually,” he says. “The collection is a library, not a museum.” The shop recommended by the cashier proves to be a bust. As does the next one we hit. And the next one. We stop at a total of 13 more stores in Hagerstown, which Thomas zeroed in on after an industry friend tipped him off that the town held some good finds. After replenishing at a roadside deli, we swing by six more shops with varying degrees of success before heading home. We’ve been at this for 71/2 hours, and Thomas is sated for now, with the day’s purchases ending up at just over $1,000. Long before he had his first sip of whiskey, Thomas collected aluminum cans when he was 7 to make money to spend at the arcade. The son of a major appliance salesman-turned-videostore owner, the Prince George’s County, Md., native grew up with a go-getter attitude. “My favorite quote is [attributed to] Abraham Lincoln: ‘Things may come to those who

Thomas opened his first bar — The Blue Room in Adams Morgan, which he later converted into Bourbon — in 1999 with money he earned scalping concert tickets. He also owns Breadsoda and another Bourbon in Glover Park. Thomas maintains his motives for whiskey hunting are not entirely financial. Rather, he’s more excited to own a little piece of history, and he finds peace while hunting. “I’m not maximizing my time by doing all of this. I’d be better off at Jack Rose pushing whiskey,” he says. “But sometimes you don’t want to do that. You want solitude. To me, this is relaxation.” HOLLEY SIMMONS (EXPRESS)

Friendship story: ‘What If’ explores the other benefits The phrase “just friends” is near the top on the list of Things I Hate, right after tailgaters and cooked green peppers. “Friend zone” is also up there, nestled between people who text without turning that clicking noise off and turtlenecks. I don’t like anything that cheapens friendship and I particularly don’t like anything that insinuates that friendship is defined by its relationship to romance. That’s part of the reason I liked “What If” so much. In the film, out Friday, the friendship

between Wallace (Daniel Radcliffe) and Chantry (Zoe Kazan) is something worth having and worth protecting. “What If” isn’t so much a consideration of the question of “can a man and a woman be friends?” (The answer is yes. Stop asking.) It’s more of a look at “HOW can a man and a woman be friends?” Wallace wants to get romantic with Chantry; that can’t happen, but he likes her enough to work at maintaining their friendship. You don’t need romantic feelings to complicate a friendship. Having a nonsexual relationship with anyone you

might conceivably sleep with is to live in a hypothetical situation. Something might happen, and “What If” convincingly shows a relationship that both people value enough to live in that space between “might kiss” and “have kissed.” Admitting that something might happen and choosing to be friends anyway doesn’t make the relationship some weak version of dating, but a strong version of one of the best relationships life has to offer. In most rom-coms, friendship is only important if it leads to something “more.” Exceptions arise when puberty hasn’t hit yet, as in “My Girl,” or when the relationship isn’t central to the story, like with Lloyd Dobler and his two girl friends (not “girlfriends”) in “Say Anything.” Romance is an easy subject for the movies because its stages, from first kiss to final fight (or wedding, depending on what film you’re watching), are nicely structured. But

when does a friendship start — when you meet, or when you realize the other person can use a “Simpsons” quote in regular conversation? When does a friendship end? Most tend to do so quietly, with a slow dissolution due to distance or circumstance. A breakup tears the fabric of your heart, but the end of a friendship fades the entire cloth. A rip can be stitched up, but vibrancy lost is vibrancy gone. FILM Daniel Radcliffe isn’t a wizard, but he can do anything he wants to. He can also not do anything he doesn’t want to. A lame rom-com full of irresponsible characters is something he didn’t want to do. “I wanted to make a film where people fall in love and just don’t go off hurting people and having affairs all over the place without any consequences,” the actor says. Radcliffe wanted to be in “What If.” In it, Boy meets Girl. There’s a spark. Girl already has a boyfriend. Girl and Boy are adults who make a series of mature decisions in order to protect their emotional health and the feelings of those around them. The end. There: That’s the plot (minus the ending). Boy is Wallace (Radcliffe) and Girl is Chantry (Zoe Kazan), and they meet at a party. In another movie, the force of their attraction would lead to cheating or a breakup. Instead, the two become close friends; even though Wallace is falling for Chantry, he keeps his mouth shut about it. “He’s desperately trying to be a good person and not screw anyone over, whilst still falling in love,” Radcliffe says.

Some of the obstacles to romance in “What If” are external, most notably Chantry’s longtime boyfriend, Ben (Rafe Spall) — far from the typical rom-com “wrong guy.” “There’s nothing [in her relationship] that she can point to that’s gone awry,” Radcliffe says, “but she meets [Wallace] and has that connection.” Still, she chooses to keep her romantic sights focused on Ben,

and Wallace, good guy that he is, keeps a respectful distance. The arrangement isn’t as simple as it sounds. “In a lot of movies the complexities of life are swept under the rug,” Radcliffe says. “In this film we used those real complexities to show that both of our characters are in this moral gray area all the time.” Radcliffe found a like-minded director in Michael Dowse (“Take Me Home Tonight”). “I wanted to make a movie that wasn’t the standard romcom where people act crazy and resort to insane shenanigans,” Dowse says. “I love the genre, and when you actually nail one you can make a perennial film. FILM REVIEW Some “Teenage Mutant Ninja Turtles” devotees may be appeased by Paramount’s fairly faithful film reboot of their beloved reptilian superheroes. But more are likely to be disappointed to discover that the Turtles have been reduced to sidekicks to the film’s real focus: blockbuster sexpot Megan Fox. The film opens with an engaging, animated prologue that retells the legend of the sewerdwelling, genetically modified turtles and their rat sensei, Splinter (voice of Tony Shalhoub), and explains how New York City faces its biggest threat in the form of ruthless villain Shredder (Tohoru Masamune). Then it switches to 20 minutes of Fox, who, as television news reporter April O’Neil, desperately tries to convince her incredulous boss (Whoopi Goldberg) she’s got proof of vigilantes battling Shredder’s goons. When April finally has her first run-in with the crime

fighters, she faints, but not before she hears the Turtles call out their Renaissance names (Leonardo, Donatello, Raphael and Michelangelo) and squeak, “She’s so hot!” Maybe we shouldn’t be surprised by such fare from producer Michael Bay, but the characters — not to mention young viewers of this Nickelodeon co-production — deserve better. When the film moves past Fox to focus on the Turtles, the heroes in a half shell are undeniably impressive in ninja mode. Director Jonathan Liebesman

“The Interview” release is bumped to Christmas Day

(“Wrath of the Titans”) knows how to highlight ILM’s performance-capture technology, which makes the Turtles’ movements so realistic. And the Turtles themselves are charming enough, even though there’s not much time invested in their personalities beyond the obvious broad strokes: Leo’s the focused leader, Donnie’s the tech genius, Rapha’s the hothead and Mikey gets to shout “Cowabunga!” But even during crowd-pleasing thrills, the comic relief once again circles back to the script’s favorite topic: April’s sex appeal. Perhaps the lingering shots of Fox will help young males in the audience overlook silly plot details. Considering two sequels are in the works, it’s clear the filmmakers believe tweens will just concentrate on the fun of wisecracking, weapon-wielding turtles (and, naturally, Fox’s hotness).
