Ray — no last name, he said nervously — bought a couple of grams, went across the street to show his wife what he’d scored, and scurried back to the sales counter. “Forget something?” asked the clerk, a schoolteacher who is spending the summer selling marijuana. “More weed!” Ray squealed with glee. He’s been smoking since he was 12, “and I will till the day I die,” he said, and now Ray was about to get back in his truck and drive his first legal purchase 322 miles east, back to his Nebraska farm.

Congressional Pot Antics The congressman who brought a joint to a hearing long before legalizing marijuana became mainstream, Rep. The trip would make him a criminal, because although recreational marijuana became legal in Colorado this year, it most assuredly is not on the other side of the state line. The same policy decisions that liberated pot smokers in Colorado are filling tiny rural jails in Kansas, Nebraska and Wyoming. “Every time we stop somebody, that’s taking up my deputy’s time with your Colorado pot,” said Scotts Bluff County, Neb., Sheriff Mark Overman. “We have to pay overtime, pay the prosecutor, pay to incarcerate them, pay for their defense if they’re indigent. Colorado’s taxing it, but everybody else is paying the price.” In Chappell, Neb., 13 miles from

the marijuana store Ray bought from in Sedgwick, Sheriff Adam Hayward has blown through his overtime budget and increased his jail spending threefold in three years — almost entirely because of increased marijuana arrests. In the first four months of this first year of recreational marijuana sales, Colorado collected $11 million in taxes, and $7 million more from sales of medical pot. The money goes to build schools and help localities. But not a penny made it to Deuel County, because Deuel is just north of the state line, in Nebraska. It’s close enough that Cori Koehler’s kids could ride their bikes over to Sedgwick’s pot shop.

“Really, any kid that wants it could almost walk there,” she said. Koehler, 34, owns a hair salon on the main street in Chappell, Deuel County’s seat. “I watch ‘Intervention’ and all those drug shows on TV, and it’s interesting, but I don’t want that coming here,” Koehler said. Her children are still little, “but we play Pee Wee ball over there in Sedgwick, and they’re going to see weed or hear about it, and then they’re going to ask what that is and they’ll be curious. Why do I need to have to get into that?” Joel Jay, t he only defense lawyer in Deuel County, has found that many people who bring marijuana back into Nebraska are buying it mainly because it’s available. “They don’t think of themselves as committing a crime,” he said. “Obviously they know it’s illegal here, because otherwise why did you go to Colorado? Expired meat scandal results in shortages all over the country Beijing No more Big Macs. Forget the Quarter Pounder. There wasn’t even a chicken nugget to be found in many McDonald’s restaurants Monday across China. The shortage of meat is the result of China’s latest food scandal, in which a Shanghai supplier allegedly tackled the problem of expired meat by putting it in new packaging and shipping it to fast-food restaurants around the country. After discovering it may have been serving expired meat at as many as a quarter of its restaurants, McDonald’s did not reveal how many restaurants went burgerless Monday. But it acknowledged that many had limited menus in northern and central China. With little else to offer, according to accounts in Beijing, branches were running low on Filet-o-fishes,

Metro’s new expansion faced its first morning rush hour without a major mishap Monday. Metro passengers are known to grumble, and a few did as they embarked on their first morning commute on the new line Monday. But there was little genuine complaint as the five new stations in the $2.9-billion, 11.7-mile extension embraced the morning rush hour. “There was no stopping, no delays, no delays at all,” said Stephanie Fugate, 38, a federal worker who rode from the Silver Line’s outer-most new station — Wiehle-Reston East — to L’Enfant Plaza. The project “seemed like it took so long,”

Court Strikes Va.’s Gay Marriage Ban Down A federal appeals panel declares the law unconstitutional Richmond A federal appeals court panel on Monday upheld a decision that said Virginia’s ban on same-sex marriage is unconstitutional. By a 2 to 1 vote, a panel of the U.S. Court of Appeals for the 4th Circuit in Richmond said that the fundamental right to marry is guaranteed under the Constitution regardless of sexual orientation. “We recognize that same-sex marriage makes some people deeply uncomfortable,” said Circuit Judge

Henry Floyd. “However, inertia and apprehension are not legitimate bases for denying same-sex couples due process and equal protection of the laws.” Floyd was joined by Circuit Judge Roger Gregory. Their colleague Paul Niemeyer dissented and called the ruling “fundamentally flawed.” The ruling won’t take effect for 21 days to allow for a request for a rehearing or a stay. The case is unusual because state Attorney General Mark Herring announced shortly after taking office this year that he agreed with the challengers that the state’s restrictions are unconstitutional. The laws are being defended by Norfolk circuit clerk George

Schaefer, who denied a marriage license to two of the challengers, and Prince William circuit clerk Michele McQuigg. The ruling makes the 4th Circuit the second appeals court to decide that state bans are unconstitutional following the Supreme Court ruling in favor of gay rights groups in June 2013. The U.S. Court of Appeals for the 10th Circuit in Denver has struck down bans in Utah and Oklahoma. Virginia Gov. Terry McAuliffe applauded the court’s ruling. “This is a historic ruling for our Commonwealth, and its effect will affirm once again that Virginia is a state that is open and welcoming to all,” he said in a statement.

Ripple Effects North Carolina’s attorney general says prosecutors will drop their opposition to challenges to the state’s same-sex marriage ban in the wake of Monday’s ruling in Virginia. Attorney General Roy Cooper said Monday that the ruling means North Carolina’s constitutional ban on gay marriage likely will be overturned. He says it’s time for attorneys representing the state to “stop making arguments we will lose.” (AP)

What was the law that was overturned by this decision?

I’m a D.C. resident. Can I carry a gun in public now?

The law forbade carrying handguns in public places. A little bit of history: All the way from 1976, shortly after the District gained home rule, until 2008, handguns were banned entirely in the District. Then in a case called District of Columbia v. Heller, the Supreme Court ruled that individuals had a right to own handguns. The District came up with a new law that said people could own the guns, but not carry them in public. Now a federal judge has ruled that the ban on carrying handguns is also unconstitutional.

If you own a registered gun, you can carry it. But that’s not as likely as in most states because existing D.C. laws makes it hard for residents to obtain gun ownership licenses. Police officials said that since 2008, there have been 3,078 handguns registered in D.C.

How about if I live in another state where it is legal to carry? Yes, you can now carry a gun in D.C. In a memo to all officers, the D.C. police department announced that it would not arrest people who are following the laws of their own state.

What can the city do now? D.C. Mayor Vincent Gray has asked non-residents not to bring guns to the city, but right now, there isn’t much he can do about it. The mayor and several D.C. Council members have made it clear that they find the ruling worrisome, and they intend to do what they can to keep guns off the streets. That may mean writing new legislation. But for now, the focus is on the courts. The city attorney general’s office has asked the judge who decided the case to stay his ruling, so that the city’s gun laws would remain intact until a possible appeal is considered.

Are there places in the city where handguns are still banned? Yes. Guns remain forbidden on District government property, including schools, parks, recreation centers and office buildings. At the John A. Wilson Building, the District’s city hall, security guards on Monday continued to screen visitors with X-ray machines and metal detectors. Federal law prohibits firearms on the grounds of the Capitol. And private property owners, according to city law, may still ban guns from their property.

The star witness is a flashy dietary supplement executive who boasted of a friendship with Lindsay Lohan. A manicurist, a party planner and former Virginia Attorney General Ken Cuccinelli also could take the stand. In their much-anticipated federal corruption trial that began Monday, former Virginia Gov. Bob McDonnell and his wife, Maureen, will seek to restore their honor. But over the course of the trial, expected to last five weeks, the McDonnells also will submit to a potentially humiliating spectacle that will showcase their frayed marriage and personal relationships. “It’s going to be ugly,” said Douglas Wilder, another former governor. “The more you read, the more sleaze develops.” McDonnell, 60, a Republican who until January held the same office once occupied by Thomas Jefferson, is the first Virginia governor to be charged with a crime. Together, he and his wife are fighting 14 criminal charges of public corruption and lying on financial documents. Prosecutors have charged that in exchange for private plane rides, expensive apparel and $120,000 in loans, the couple helped promote Jonnie Williams Sr.’s dietary supplement company. Prosecutors will allege that McDonnell, a popular politician who had served 22 years in public life, led

Monday’s Developments: The long-awaited public corruption trial kicked off with lawyers for both sides trying to pick the 12 Virginians they believe are best suited to decide the governor’s fate. In the five weeks of proceedings expected to follow, there might not be a more important moment, experts say. (T WP) a double life. They will say that even as he held a reputation as a squeaky clean and earnest public servant, he was secretly plotting with his wife to exchange state favors with Williams. McDonnell’s attorneys will counter that he never promised to help Williams’ company and that the garish executive is now lying about dealings with the governor. Even touchier, court filings show that McDonnell’s attorneys are preparing to argue that the governor was essentially a victim of his wife, who they will say at times accepted gifts without her husband knowing.

The case will come down to whether prosecutors can convince jurors that the McDonnells actually lent Williams the power of the governor’s office as part of a corrupt bargain. McDonnell’s supporters had once hoped he might be spending this time preparing for a presidential run in 2016. Instead, friends say the McDonnells’ lives have largely been on hold since they were indicted 10 days after he left office. Even their final days in office were marred by the kind of contrasts that the federal case has revealed.

McDonnell was consumed with completing his budget, highlighting his administration’s accomplishments and girding for the indictment. Maureen McDonnell was pressing to enjoy the final perks of office. According to several state employees, she pushed to stay at the Executive Mansion as long as possible, even asking for access to the home after her husband ceded office on Jan. 11. Tough Camps Are Hit-or-Miss Full pads, live tackling and a little after-the-whistle shoving — training camp truly began Monday for the Redskins.

Wide receiver Pierre Garcon left practice early on Monday because of a sore right hamstring, but neither he, nor coach Jay Gruden, seemed overly concerned. “He’ll be OK,” Gruden said following Monday’s morning practice session. Gruden gave all of the players the afternoon off. They have today off before returning to action on Wednesday. (THE WASHINGTON POST )

Coach Jay Gruden’s first padded practice was more intense than most practices since the 2011 collective bargaining agreement. It was Sam Huff football, showing who’s the By Rick Snider tougher man. Live tackling drills — for perhaps the only time during the three-week camp — brought plenty of hoots and hollers from nearby players. Linemen and defensive backs took on running backs in a scaleddown version of the Oklahoma Drill — which hasn’t been seen since Marty Schottenheimer’s 2001 camp opener. Rookie safety Ross Madison’s helmet came clean off during a tackle. When a back eluded the defender, the offense celebrated like they scored a touchdown. Was Gruden trying to toughen up players and show his edge as a first-year boss? More likely, he just wanted to gauge the team’s tackling — which wasn’t very good last year. There’s no tackling during offseason camps, so Gruden needed to test his defense. “All around, it was pretty satisfying,” he said. “Physicality upfront is where it needs to be.” Overall, Gruden’s training camp is typical of camps since

full pads twice a day, every single day of camp — and the Redskins went on to open the 2001 season 0-5. So much for being ready. Then there was Jim Zorn’s “Club Med” approach in 2008. Players stood in the shade of “Z-screens” the coach created. The Redskins opened 6-2. The rest of his two-year tenure they went 6-18. Guess they needed more shade. Joe Gibbs ran tough camps. So did Richie Petitbon and Norv Turner (though camp before Turner’s lame-duck 2000 season was pretty easy, with some players even slipping away from the team hotel to sleep at home). Conversely, camps under Steve Spurrier and Zorn were easy for players. Mike Shanahan’s four seasons showed the pointlessness of comparing camps. He spent more time teaching than beating up players. Washington went 10-6 in 2012 with the same kind of camp that produced three double-digitloss seasons. Good players make good camps. Otherwise, it’s all the same. Judge OKs $2B Sale Of Clippers NBA A judge ruled against Los Angeles Clippers owner Donald Sterling on Monday in his attempt to block the $2 billion sale of the Los Angeles Clippers to former Microsoft CEO Steve Ballmer. In the ruling, Superior Court Judge Michael Levanas sided with Sterling’s estranged wife Shelly Sterling, who burst into tears when the ruling was announced. “I can’t believe it’s over. I feel good,” she said. Shelly Sterling negotiated the sale of the team after the 80-yearold billionaire was banned by the NBA for making offensive remarks about blacks. She sought approval from a probate judge for the deal she struck after removing her husband from the trust that owned the team when doctors found he had signs of Alzheimer’s disease and couldn’t manage his affairs. Donald Sterling claimed his wife deceived him about the medical exams. He later revoked the trust after she negotiated the record-setting sales price and his lawyers argued that the move killed the deal. thinks you don’t value his success. Of course, maybe he’ll be aghast to hear how you feel, and will try to make it right. There’s only one way to find out. Try this: “I couldn’t be happier for your success, and I really admire your burrito blog. But I’ve been feeling a little hurt in how you’ve responded to some of my work lately; I miss the easier rapport we had with our writing.”

Well, “anxiety issues” could mean anything from a fear of mayonnaise to a history of intimacy problems due to past abuse. When you say you’re still helped, do you mean just that it feels good to go each week, or that you actually see progress? I would never condemn extended therapy — I have seen some clients for years. But I know that for certain people, seeing someone longer than a few months can mean coasting into a weekly occurrence of shooting the breeze. Cognitivebehavioral therapy, which helps anxiety best, takes a fairly structured and quantifiable approach to coping. Plenty of practitioners practice a mix of CBT and other techniques, but goals should always be in mind. The best way to get clarity on this issue? (Sorry, I can’t help it!) Bring it up in therapy.

Learning Curves One of the country’s most body-positive yoga instructors will teach a class in D.C.

A n n a Gue s t-Je l le y t hou g ht something was wrong with her body, so she went on 65 different diets. Then, 15 years ago, she tried something that actually made her feel better: yoga. But instructors didn’t always know what to do with her larger frame, and prodded her into uncomfortable, squished positions. Guest-Jelley remembers thinking, “This isn’t being talked about. I must be the only one who experiences it,” she says. So the Nashville, Tenn., resident got teacher training and developed Curvy Yoga (curvyyoga.com). Since 2010, Guest-Jelley has certified 158 instructors worldwide — including one in D.C. and two in Alexandria — in her hatha-based body-positive yoga for people of all shapes and sizes. She’ll teach a class in D.C. next week. What makes Curvy Yoga unique? One, we have pose options for bigger-bodied people, so ways to make your belly feel more comfortable, for example. The other is in the way that I sequence the class, from the most supported version of the pose to the least supported so that everyone has a way to do a pose. What’s a typical pose option? A standing forward bend is a great example. Instead of coming into it with feet together, kind of compacted, I ask people to find a comfortable distance between their

As they fold forward, they can bring their hands to the low belly, tuck that belly skin down toward the pelvis and then fold forward. Then they can also bring hands to blocks instead of shins or the floor. Any other common adjustments you suggest? In inversions, many women can get something that I like to call “death by boob smoosh,” where you feel like you’re being strangled or suffocated by your own breasts, which is not a fun experience.

People can take a strap, bind the strap at the top of the breast and then that keeps them from coming back when people are upside-down. Why does yoga have a reputation for being only for skinny people? There is that idea that you have to be thin or fit or f lexible to come to yoga. In my estimation, there’s always a way someone can do a pose. It may not look like someone else’s pose, but they can find a way, whether it’s seated in a chair or using the support of a wall. (about 3 ounces) 3 ⁄4  cup coarsely grated sharp cheddar cheese (about 3 ounces), divided

Makes 12 Servings Heat the oven to 425 degrees. Mist a 12-cup muffin pan with cooking spray, or line with cupcake liners. In a large bowl, stir together both flours, the baking powder, baking soda, salt and pepper. In a medium bowl, whisk together the eggs, yogurt, buttermilk, olive oil, butter and pepper juice (if the jar did not have ¼ cup of juice in it, supplement with water). Add the egg mixture to the flour mixture and stir

just until combined. Add the peppers, broccoli, bacon and ½ cup of the cheese, stirring well. Scoop the batter (it will be quite thick) into the muffin cups, filling them completely. Sprinkle the remaining cheese over the tops of the muffins. Bake on the oven’s middle shelf until the tops are golden, about 25 minutes. Remove the muffins from the pan and cool on a rack. And I don’t know if it’s a chicken or an egg thing or what, but I think it’s an idea that is put out there maybe to divide and conquer. … It’s something that I just have to write off as being a lie. If you bring good people together, regardless of their gender … they’re going to collaborate and support each other and that’s going to happen. And that’s what I feel like I’m a part of on “Orange.”

Is the discussion about the lack of diversity in Hollywood overblown?

What was it like to receive an Emmy nomination?

I don’t think it’s overblown. … I think the attraction is the freshness of it. I think that’s what the thirst is for, something else and different and new with regards to diversity, with regards to gender, with regards to orientation representation, with regards to the number of each of those things on a singular show. I think all of those things brought together is what is exciting and thrilling for people to see.

The word is bananas or crazy (pause) eyes. … I just love to act. I like to make good work. And I like to tell good stories, and I’m just thankful, humbled and grateful that people are enjoying it as much as we enjoyed making it, you know?

There’s a stereotype about women in Hollywood not getting along. Has that been your experience?
