Law, Politics Mix in Benghazi Trial Case against suspect in 2012 attack could shape Obama legacy Washington The first prosecution arising from the Benghazi attacks is playing out in the federal courthouse blocks from both the White House and Capitol Hill, an appropriate setting for a case that has drawn stark lines between President Barack Obama and Republicans in Congress.

The criminal proceedings could provide new insights into the 2012 attacks in Libya that killed four Americans and will serve as the

latest test of the U.S. legal system’s ability to handle terrorism suspects captured overseas.

Unfolding during an election year, the case against alleged mastermind Ahmed Abu Khattala could help shape the legacy of Obama and spill over into the potential 2016 presidential candidacy of Hillary Rodham Clinton.

Prosecutors have yet to reveal details about their case, although the broad outlines are in a twopage indictment unsealed Saturday.

Next Stop: Mars NASA has tested new technology designed to bring spacecraft — and one day even astronauts — safely down to Mars, with the agency declaring the experiment a qualified success even though a giant parachute got tangled on the way down. Saturday’s $150 million experiment is the first of three involving the Low Density Supersonic Decelerator vehicle. Tests are being conducted at high altitude on Earth to mimic descent through the thin atmosphere of the Red Planet. Engineers won’t look at the parachute problem as a failure but as a way to learn more and apply that knowledge during future tests, said NASA engineer Dan Coatta with the Jet Propulsion Laboratory in Pasadena, Calif. Why the Rio Grande area?

The shift to the Rio Grande Valley is part of a long-running trend where immigrants and smugglers change crossing locations faster than the government responds. San Diego was the hot spot until the mid-1990s, when 1,000 agents were added there. After traffic moved to Arizona, staffing in Tucson ballooned under President George W. Bush, who doubled the Border Patrol close to its current size of more than 21,000 agents

One example of the staffing mismatch: the roughly 2,500 agents in the San Diego sector arrested 97 immigrants illegally crossing the border on June 14, according to an internal document reviewed by The Associated Press.

On the same day, the roughly 3,200 agents in the Rio Grande Valley made 1,422 arrests.

What’s being done?

The Border Patrol does not have the staff to process all the immigrants crossing in the Rio Grande Valley, but faraway colleagues have time to spare. In response to the staffing imbalance, long-distance interviews — introduced last year in El Paso, Texas, and extended to California — are used to question hundreds of migrants every day. The video processing is a welcome change of pace in places like San Diego, where arrests are at a 45-year low.

$77.5 million last year, agency officials said, with ordinary stampbuying customers covering the tab, while commercial interests benefit, from the airline and shipping industries to rural grocery chains.

The late Sen. Ted Stevens, R-Alaska, pushed an earmark through Congress 33 years ago to subsidize shipping costs and help constituents back home. But today, the Postal Service is going broke.

Since then, the Alaska Bypass has been untouchable. Tinkering with it would rankle politicians from other rural states who fear this could mean scaling back mail to other far-flung places. And even with one of the Senate’s top power brokers gone, the legislative muscle of this most remote state remains ironclad.

The extremist group battling its way through swaths of territory in Iraq and Syria declared the creation of a formal Islamic state on Sunday, stirring up the global jihadist movement and laying down an ambitious challenge to al-Qaeda’s established leadership.

In an audio statement posted on the Internet, the spokesman of the Islamic State of Iraq and Syria announced the restoration of the 7th-century Islamic caliphate, a long-declared goal of the al-Qaeda renegades who broke with the mainstream organization earlier this year and have since asserted control over large areas spanning

ISIS’s leader, an Iraqi known as Abu Bakr al-Baghdadi, will be the caliph, or leader, of the new caliphate, and all Muslims worldwide will be required to pay allegiance to him.

It was unclear what immediate impact the declaration would

have on the ground in Syria and Iraq, though experts predicted it could herald infighting among the Sunni militants who have formed an alliance with the Islamic State in its blitz across Iraq.

The greatest impact, however, could be on the broader international jihadist movement, in particular the future of al-Qaeda, which has long carried the mantle of the international jihadi cause. But the Islamic State has done in Syria and Iraq what al-Qaeda never has — control a large swath of territory in the heart of the Arab world.

The state will cover lands already under Islamic State control, stretching from the northern Syrian province of Aleppo to the eastern Iraqi province of Diyala, the statement said, adding that eventually it will be extended to include the entire Muslim world.

Egypt will restrict sermons during the Islamic holy month of Ramadan to topics of faith and morality, the state’s top official in charge of religious affairs said Sunday, in the latest measure by the government to control mosques and limit access of opponents to them.

The announcement is yet another move by authorities to crackdown on supporters of the Muslim Brotherhood, and limiting in the process free speech in the deeply polarized country.

Mohammed Mokhtar Gomaa said the decision should ensure that sermons during Islam’s holy month of fasting “unite people, not divide

them.” He said the religious speech had been “hijacked” for political purposes, in reference to the previous government, led by Islamist President Mohammed Morsi.

Since Morsi’s ouster, religious authorities moved to purge mosques from preachers deemed supportive of Islamists and have set guidelines for Friday sermons.

Some 12,000 independent preachers have been barred from delivering sermons. In recent months, the ministry’s website had been posting outlines for the weekly sermons delivered each Friday. Anyone who strays from them in Egypt’s more than 100,000 mosques risks removal.

Washington Ah, parking. The ugly duckling of urban policy. So deceptively dull.

Yet capable of such intrigue.

Political meddling. Ethical temptation. Rank hypocrisy. It’s all there.

For months, city officials have wrangled over a D.C. Council proposal to create a single new parking behemoth: one agency, instead of three, that would set parking policy, write tickets and handle the appeals by unhappy motorists.

Advocates want better coordination among officials, smarter parking technology — and fewer careless mistakes, such as tickets sent to the wrong car owner.

The problem is that creating a Department of Parking Management would invite plenty of new problems, officials warn, including stymieing good overall planning.

Still, the debate appears to be speeding up some long-needed changes. Earlier this month, the District’s Department of Transportation went live with a digital tip box to help address one of the city’s most irksome parking annoyances: signs that trip up drivers by giving conflicting instructions on times that parking is allowed.

A choice for “Conflicting Signs” now joins “Rat Abatement,” “Pothole” and “Illegal Dumping” among the service requests on the city’s 311.dc.gov website.

The D.C. Department of Transportation has drafted an ambitious plan for how residents will move around D.C. by 2040. MoveDC sets a vision for expanded transportation, reliable public transit and less personal vehicle use. The $54 billion plan received mixed reviews Friday at a Council hearing, where some speakers praised the plan’s goals to widen access for pedestrians and cyclists and others complained about the proposals to take away car lanes for bikes and transit lanes, reduce parking and impose tolls on drivers. Consensus among many speakers was that the plan failed to address how the city would implement the recommendations. (T WP)

D.C. Council member Mary Cheh’s Transportation Reorganization Act, released in April, would consolidate those responsibilities.

But yanking parking policy from the DDOT would be a “step backward,” said City Administrator Allen Lew, who opposes the move.

“Regulation of parking in the District should not be isolated from

other roadway management decisions,” Lew said.

Lucinda Babers, the DMV chief, said it’s vital to keep a clear division between the people who write the tickets and the people who hear the appeals. She often gets emails and phone calls from people trying to get around the adjudication process. “It’s so powerful for me to be able to say, ‘My agency doesn’t issue tickets.’ If I was the director of the Department of Parking Management and I could not say that, then the ethical pressures … would be so great they would blow the ethics out of the water.”

That and other arguments seem to be gaining traction, and Council staff say the consolidation of parking functions is increasingly unlikely, though other efforts at reorganization are still in play.

Cheh, who chairs the Council’s Transportation Committee, said her goal has been to provoke creative thinking about the city’s management of transportation overall, and she’s not wedded to the particular language in her bill, which will be revised. Further sessions on overseeing the city’s transit plans, including the streetcar system, are scheduled for later this summer.

D.C. may curb pop-ups like these.

D.C.’s planning office last week released proposals that could curb the city’s rising number of “pop-ups” — renovated homes that get extended upward by one story or more.

Under the proposals, developers would be able to increase the height of family rowhouses in one of the city’s predominant residential areas — the R-4 zone — only to a maximum of 35 feet and would need special permission from the Board of Zoning Adjustment to reach today’s by-right cap of 40 feet.

These pop-ups — often derided as “middle fingers” — are being built to even higher heights in the city’s other zones. One wellknown pop-up, at 1013 V St. NW, is in a commercial zone that allows for buildings to be 65 feet high.

Odds Are Good for a Legal Pot Vote in D.C.

The three quiet roommates hardly ever raised concern from longtime neighbors on the block in Shaw.

But the rowhouse on Eighth Street, between S and T streets in Northwest, has caused an uncomfortable stir on the street after two occupants were found dead there this month while the third is in police custody, charged with murder in connection with one of the deaths.

Far from clarifying what happened, the arrest has only complicated a story line that might never be fully understood. Police found a decaying body hidden under an air mattress in the attic crawl space.

Chancellor Kaya Henderson has championed lengthening school days as one of her top priorities for lifting student achievement, but her effort to expand the number of schools with longer days has been met with stiff resistance.

Mall Incites a Turf War Washington At the intersection of Seventh Street and the Mall, two distinct views of one of the country’s most visited parks are on display.

Facing the Capitol, a carpet of lush grass stretches from sidewalk to sidewalk, the manicured green dotted with strolling tourists, Frisbee players and picnic blankets.

In the opposite direction, crowds of visitors meander between performance stages and exhibits at the Smithsonian Folklife Festival, its large white tents staked into the trampled, weed-ridden ground.

Here is the Mall as an iconic symbol of American ideals, conveyed through meticulously preserved landscape. And here it is as a robustly used gathering place, a public showcase for creative expression and the exchange of ideas.

So, which is it? Can it be both?

The answer, so far, is that it’s complicated. The yearslong, $40 million renovation of the Mall’s badly damaged turf led to new National Park Service regulations governing the park’s grass panels.

Sports teams are adjusting to the revised protocol — red flags mean take the game elsewhere, please — but large-scale events such as the Smithsonian Folklife Festival, which annually draws about 1 million visitors, have found it far more challenging to adapt.

The Mall, as its trustees like to say, has been “loved to death,” even deemed a “failed” public space by a 2011 Atlantic Cities ranking. Visitors often log disappointed reviews on travel sites. When tourists take a photo, they want a background that captures grandeur; instead, “weeds grow where dreams once flourished,” the trust’s site declares.

“It’s the human interaction on the Mall that’s really made a difference.”

A 2012 letter written by Thomas Luebke, secretary of the U.S. Commission of Fine Arts, describes the park’s top priority differently.

“The Commission members emphasized that the integrity of the Mall as a continuous, green, designed landscape should not be compromised,” the letter says. It notes that “the pedestrian experience of the Mall” is the paramount concern — i.e., event organizers would foot the bill to re-beautify the grounds.

But appearance versus use is a “false choice,” says Caroline Cunningham, president of the Trust for the National Mall. She says there are ways to accommodate both and notes that restoration of the grass panels was necessary after decades of neglect.

But Stryker says the agreement signed this week is “far from a home run,” and her organization recently launched a Change.org petition to lobby for a permanent event space on the Mall.

Next year, the Folklife Festival will have to adhere to the new rules.

For now, it’s stationed as usual in the center of the Mall, where the yet-to-be-restored landscape is pockmarked with dust and clover patches. It is the site of storied marches, protests and concerts, all of which have left their scars.

Klaas Jan Huntelaar and Wesley Sneijder scored late goals Sunday to give the Netherlands a 2-1 victory over Mexico and a spot in the World Cup quarterfinals.

Huntelaar, who came on as a 76th-minute substitute, scored the winning goal from the penalty spot deep in injury time after Rafael Marquez brought down Arjen Robben in the area.

“You don’t know when your chance will come, but it was today, and so you grab it with both hands,” said Huntelaar, who was making his first appearance at this year’s World Cup. “And it was fantastic.”

Giovani Dos Santos gave the Mexicans the lead in the 48th minute, but Sneijder equalized for the Dutch in the 88th.

It was the first time Sneijder, who scored five goals at the last World Cup in South Africa, has found the net in Brazil.

Robben has already scored three goals for the Dutch at this year’s tournament, but after earning the late penalty, he handed the ball to Huntelaar.

It was heartbreak again for Mexico, which has now reached the second stage of the World Cup six straight times without winning.

The last time the team made the quarterfinals was when it hosted the tournament in 1986.

Hashtags make it easier to find a topic. Liz Myers, in the TV Partnerships division at Twitter, said viewers “don’t have to be mutually following somebody or digging around.”

Sometimes hashtags are straightforward with a show’s title (#TrueBlood). Other times they’re used as conversation starters for a certain episode. (#TobyIsBack aired in a recent “PLL” episode when that character made a return.)

Myers said hashtags “can pinpoint moments, drive voting (on a competition series), create content” and help us talk about a show.

If DVRs are helping people watch TV shows at their leisure, live tweeting may provide an incentive to tune in when it counts, in real time.

“The more people who talk about it, the more people watch,” said Jenn Deering Davis, co-founder and chief custom officer of Union Metrics, a company that analyzes social media use.

Mullin said she believes tweets can play into “FOMO — fear of missing out. When you’re on Twitter and your entire feed is people talking about something, if you’re not watching you start to feel left out.”

‘History Detectives Special Investigations’ (PBS) Spun off from the original “History

Detectives,” this new series intends to answer mysteries from the past through input from experts from various disciplines. The opening episode, “Civil War Sabotage?” examines the 1865 destruction of the SS Sultana.

Rewarding Viewers Networks try to reward viewers for their tweets. Not only will they retweet fans’ tweets from show accounts but sometimes air tweets on-screen live, in reruns or during promos. When it was revealed that Jen Arnold, above, of TLC’s “The Little Couple,” had cancer, the network selected sentiments from fans with the hashtag #GetWellJen to show on-screen.

Tweeting about a TV show, and using specific hashtags, is like an immediate focus group.

“We want to give (viewers) what they want,” said Kristen Variola, director of social media for TLC. “If we see something is really resonating with the fans we like to create more content around that.”

Mullin added, “In this day and age it’s very hard for any show runner or writer’s room to stay off social media. It’s a great way to hear the voice of the people. … (Feedback) is a great tool for storytellers to use when deciding what direction to take their show in.”

Tweeting also keeps people interested for the long haul. Said Variola: “We are looking at social media as a way to connect with fans year-round, not just when our shows are on the air. With TLC’s ‘Cake Boss,’ we’re talking about cakes year-round. Not just when you see (its star) Buddy Valastro on the air.”

Twitter isn’t the only form of social media engaging TV viewers. ABC Family said during big “tent pole episodes” (like a premiere, finale or special episode) “someone is monitoring Pinterest and live pinning fashion tips, somebody is taking snippets of scenes and putting them up on Tumblr as gifs. ... Fans love it.”

Bobby Womack, a highly influential R&B singer-songwriter who influenced artists of a range of genres, has died. He was 70.

With an incomparable voice few could match, Womack was a powerful songwriter whose hits like “Across 110th Street,” “If You Think You’re Lonely Now” and “I Wish He Didn’t Trust Me So Much” inspired future stars in rock ’n’ roll and R&B. “He had a style that nobody else could ever capture,” gospel singer Candi Staton said in a statement.

“I loved him and I will miss him so, so very much.”

Womack’s death comes as something of a surprise. Though he was diagnosed with Alzheimer’s disease two years ago and overcame addiction and multiple health issues, recently, he seemed in good health and spirits when he performed earlier this month at the Bonnaroo Music & Arts Festival.

NIH researchers seek currently depressed persons ages 18-55, or those persons with bipolar disorder who are currently in a depressive phase, to enroll in this research study. This study is evaluating how the medication Scopolamine (FDA approved for motion sickness) versus placebo can help rapidly reduce depressive symptoms and its effects on memory & attention using neuroimaging.

The medication is given intravenously over 7-sessions (inpatient or outpatient) and may include brain imaging and attention and memory tasks to help understand the role of some brain chemicals in depression.
