A New Way to Talk Things Out Crisis negotiators are turning to texting to defuse situations Police negotiator Andres Wells was doing all he could to keep a suspect from committing suicide after a gas-station robbery and 100-mph chase. But the man kept cutting phone calls short and pointing his handgun to his head.

About 10 minutes after the last hang up, Wells’ cellphone chimed.

It was a text from the suspect. “Please call Amie,� the message said, followed by the number of the man’s girlfriend.

Wells was taken aback. In three years as a negotiator with the Kalamazoo, Mich., police, he’d always relied on spoken give-andtake, taking cues from a person’s tone of voice, the inections, emotions. He’d never thought about negotiating via text. “It had never even been brought up at one of our training,â€? Wells recalled of the 2011 case.

through the typed word. Experts say it’s happened enough in the past ďŹ ve years to warrant specialized training. But in Wells’ case, he had to adapt on the y. “What do you want me to tell her?â€? he texted back. “The truth,â€? Jesse Cook wrote.

While Wells ordinarily would rely on a skill called “active listening,� he couldn’t hear Cook’s voice.

Was he yelling? Crying?

Wells tried to show Cook empathy and build trust. He texted that

he understood the unemployed veteran was trying to provide for his girlfriend and daughter when he robbed the gas station.

There was no response.

A minute later, Wells typed, “This doesn’t have to go down like this.� Again, nothing. “Do you need anything? Water? Food?� Wells tried after another minute.

Finally, a reply. “Water,� Cook wrote. “As soon as he wrote water, I thought, ‘OK, I can work with this,’ �

Wells said.

Wells asked Cook to roll down his window so an ofďŹ cer could toss a bottle of water into his SUV. “This guy throws like a girl,â€? Wells texted, ďŹ shing for Cook’s state of mind. “Thanks. He does throw like a girl,â€? Cook wrote afterward.

Then a smiley face.

Gay Marriage in Limbo in Ark. 15 licenses given out after judge strikes ban; state will appeal

primary-election voting but staffers said they were not prepared to issue marriage licenses.

Pulaski County Circuit Judge Chris Piazza paved the way for the marriages Friday with a ruling that removed a 10-year-old barrier, saying a constitutional amendment overwhelmingly passed by voters in 2004 banning gay marriage was “an unconstitutional attempt to narrow the definition of equality.” Piazza’s ruling also overturned a 1997 state law banning gay marriage.

McDaniel has asked Piazza to suspend his ruling and said late Saturday that he wants the state Supreme Court to take up the matter.

That appeal has not yet been filed.

But a federal trial set to begin in the coming weeks for five people in Spokane, Wash., suggests that not all is OK with weed in the state.

Larry Harvey, a 70-year-old medical marijuana patient with no criminal history, three of his relatives and a family friend each face mandatory minimum sentences of 10 years in prison after they were caught growing about 70 pot plants on their rural property.

Some people are born lucky. Parents in China, however, would rather not leave their kids’ fate to chance.

For the past few weeks, many couples have been trying desperately to conceive, racing against time to have a baby in the fortuitous Year of the Horse. Their reasoning: No one wants a baby born in 2015, the dreaded Year of the Sheep.

Sheep are meek creatures, raised for nothing more than slaughter. Babies born in the Year of the Sheep, therefore, will grow up to be followers rather than leaders, according to some superstitions. The children are destined for heartbreak and failed marriages, many Chinese believe. One popular folk saying holds that only one out of 10 people born in the Year of the Sheep finds happiness.

Some doctors even have expressed worries that there may be a corresponding jump in abortions later this year, as couples realize they missed the horse-year cutoff. According to the Chinese lunar calendar, the Year of the Sheep (also called goat or ram) begins Feb. 19, 2015, so the window for conception closes around the end of this month.

Some doubt the furor will have a significant effect on the Chinese birthrate this year. But the babymania is so widespread that the state-run China News Service issued a report trying to debunk the “unfounded” myth of bad luck for those born in Year of the Sheep.

“We try our best to dissuade couples from believing the sheep superstitions,” one official at China’s Center for Disease Control and Prevention said.

But the medical professionals do not have an easy sell. The official said that even her colleagues at the center are obsessed with the supposed luck a horse year brings.

Where Are Metro’s Most Walkable Stations?

Washington In trying to make the case for billions of dollars in capacity upgrades in coming years, Metro officials are not arguing only that the improvements will enhance train service but that Metro is critical to making neighborhoods more walkable, and thus more attractive to businesses, home buyers and apartment renters.

The agency recently posted some data about the most- and least-walkable stations, based in part on the

availability of sidewalks, pedestrian bridges, crosswalks and the like.

This isn’t really a measure of whether there are jobs, homes, shopping or restaurants within walking distance of the stations, but a measure of whether a passenger coming to or from the station can easily walk to whatever is there.

The value of living or working near Metro has never been so acute, with researchers finding last year that offices within one-20th of a mile (264 feet) of a station earn a more than 30 percent premium in rents over those that are a quarter of a mile from a station.

Deadly Balloon Crash Claims Three Lives Doswell, Va. As University of Richmond students participated in graduation ceremonies Sunday, state and local police finished a massive search for the third victim of a fiery balloon crash that has devastated the school’s women’s basketball team.

The badly burned remains of a woman’s body was found Sunday about 100 yards away from where one of the other two victim’s charred bodies was found the day

before, Virginia State Police said.

None of the victims in the Friday crash near Doswell, Va., have been identified pending a medical examiner’s report, officials said.

But university officials have confirmed that both Ginny Doyle, 44, associate head women’s basketball coach, and Natalie Lewis, 24, the team’s director of basketball operations, were inside the balloon’s gondola when the craft went down. The balloon’s pilot — whom an official identified as Daniel Kirk, 65 — also was on board.

The balloon, one of 13 that took flight Friday evening as part of an event in advance of a Mid-Atlantic Balloon Festival, evidently struck a

Arlington Passes Noise Law Arlington After hearing persistent complaints about the lack of peace and quiet in some high-rise mixed-use districts along the livelier byways of Arlington, the County Board on Saturday substantially tightened its noise control ordinances to target human outbursts for the first time.

The law, which goes into effect July 1, bars any person from “yelling, wailing, shouting or scream-

ing” from 2 a.m. to 6 a.m. seven days a week t hroughout t he 27 square-mile burg.

The tightened ordinance is even harder on mixed-use districts in the county: Between midnight and 9 a.m., any group of four or more whose celebrations in these areas result in yells, wails, shouts or screams that can be heard inside a residence more than 100 feet away will be violating the law.

The Making of a Scandal We may be months away from the 2014 midterm elections, but the bickering between Democrats and Republicans is already heating up, and the GOP is taking the lead by experimenting with a number of perceived Obama administration scandals/failures as its talking points. During the 2010 and 2012 election cycles, the Internal Revenue Service targeted conservative organizations seeking taxexempt status for heightened scrutiny. IRS official Lois Lerner found out and stopped the procedures. Recently, the House Lerner began pressing Lerner — who retired last year — for more details, and she refused. Members held her in contempt of Congress last week.

Benghazi The attacks on the United States’ consulate in Benghazi, Libya, on Sept. 11, 2012 — which ended with the deaths of four U.S. diplomats — have been used as a political rallying cry since just weeks before President Barack Obama’s re-election in November 2012, with the GOP alleging incompetence and possible cover-ups by the White House.

Last week, the Republican-led House voted to create a 12-member select committee to investigate the response to the attacks. “Benghazi” is shaping up as a byword of this fall’s midterm election.

Who’s pushing this? Sens. John McCain, R-Ariz.; Kelly Ayotte, R-N.H.; and Lindsey Graham, R-S.C., have been among the most vocal proponents of additional investigations.

House Speaker John Boehner was a crucial factor in finally getting the select committee formed. But, really, mostly everyone in the Republican Party is pushing this.

What does the White House say?

White House Press Secretary Jay Carney noted that there have been seven different investigations into the attacks, as well as 13 hearings.

What does the right say? “I have said from Day One, I want this to transcend politics, and I want it to in-

What does the public say? Not surprisingly, opinions on Benghazi fall on partisan lines, as a Pew Research poll from May 2013 shows.

Fifteen percent of Republicans and

62 percent of Democrats polled said the Obama administration has been honest about Benghazi; 8 percent of Republicans and 60 percent of Democrats said the Republicans have gone too far with their hearings.

Could this affect upcoming elections? That’s unclear. Scandals tend to have a dampening effect on the party of the president, but the investigations haven’t turned up anything scandalous yet. Gowdy has said the committee could last until 2016; when the Pew Research Center released a survey about Hillary Rodham Clinton, presumed 2016 presidential candidate, last week, it revealed that Benghazi is the biggest negative in her career.

‘Obamacare’ Repeal, revise, revile — the Republican Party has tried getting rid of the Affordable Care Act using every method in the book since it passed in 2010. The House has voted to repeal the legislation more than 50 times. Republican outside groups have spent millions on ads bashing Democratic lawmakers for supporting the law. The GOP thinks low public opinion of the Affordable Care Act in 10 close Senate races might be their key to victory.

Who’s pushing this? Nearly everyone in the Republican Party — especially the Senate candidates running against vulnerable incumbent Democrats. But “Obamacare” is mentioned far less often now by Republicans than it was before high coverage numbers were announced.

Who’s pushing this? Rep. Darrell Issa, R-Calif., has been at the lead of the investigations. The House Ways and Means Committee voted to refer Lerner to criminal prosecution last month on a party-line vote. But, really, most Republicans have been supportive of further IRS investigations.

What do “Obamacare” supporters say? Kentucky Gov. Steve Beshear, one of the most prominent “Obamacare” supporters because he leads a relatively conservative state, said after more than 400,000 Kentuckians signed up: “We’re going to keep enrolling people until everybody in Kentucky who needs health coverage has it.”

“[This is] a step toward a level of accountability that the Obama administration has been unwilling to take.”

What does the public say? They are sending mixed messages. While more than 8 million people signed up for the Affordable Care Act, a recent Pew poll shows that many don’t like the law very much. A majority think the law has fallen short of expectations. At the moment, however, the public still trusts Democrats and President Barack Obama more on health care than Republicans.

What does the left say? Democrats have mostly kept clear of the battle.

What does the public say? In May 2013, a Quinnipiac University poll found that the public considered the IRS scandal a bigger deal than Benghazi.

Could this affect upcoming elections? Doubtful. The president and most Democrats have distanced themselves from the IRS on this, so Lerner and her department alone seem destined to take the heat.

Could this affect upcoming elections? Maybe. Based on the millions of dollars candidates and Republican outside groups have spent against Democratic candidates citing their support of the Affordable Care Act, Republicans sure think so.

The 2014 NFL draft is now in the books, and the Redskins wound up adding eight players — some of whom could wind up meeting long-term needs.

Redskins coach Jay Gruden spoke on each player, and discussed how the decision-makers currently envision the prospects fitting into the big picture. Here’s a rundown of Gruden’s assessment.

They passed on Cyrus Kouandjio in the second round to trade down for outside linebacker Trent Murphy, who’s stuck for now behind Brian Orakpo and Ryan Kerrigan. Can a 3-13 team without a first-round pick afford such a luxury? They got potential starting offensive linemen in Morgan Moses and Spencer Long.

On the draft as a whole: “We’re

don’t throw to their backs. We feel like he can catch the ball good enough.”

got good hands. He’s played outside, he’s played fullback, he has played tight end in the core. … But really what kind of stuck out, he runs down on kickoff like a war daddy.”

GIANTS The Giants made a bold first-round pick by going with wideout Odell Beckham Jr., above, but they didn’t come away with a top tackle. They did add to the interior of the offensive line with center Weston Richburg and fortified the defensive line with Jay Bromley.

Clippers Rally to Top Thunder NBA Darren Collison scored 8 of his 18 points in the final 2:58, rallying the Los Angeles Clippers past the Oklahoma City Thunder 101-99 on Sunday to tie the Western Conference semifinal series 2-2.

Russell Westbrook, who scored 27 points, missed a 3-pointer and Serge Ibaka’s tip attempt was too late at the buzzer, allowing the Clippers to salvage a game they trailed until the final 1:23.

Blake Griffin led Los Angeles with 25 points, making 9 of 11 free throws, and Chris Paul had 23 points and 10 assists. Jamal Crawford added 18 points. DeAndre Jordan had 14 rebounds, helping the Clippers win the boards, 45-43 — the first time in 11 playoff games the Thunder were outrebounded.

NBA LeBron James understands it will take time, but he wants Donald Sterling out of the NBA. And he said Sunday that NBA players believe nobody in Sterling’s family should be able to own the Los Angeles Clippers if he’s gone.

Sterling has been banned for life for making racist comments and Commissioner Adam Silver has urged owners to force Sterling to sell the franchise. But Silver said no decisions had been made about the rest of Sterling’s family.

Shelly Sterling, Sterling’s estranged wife, said she intends to keep her 50 percent of the franchise.

“As players, we want what’s right and we don’t feel like no one in his family should be able to own the team,” James said after the Miami Heat practiced for today’s Game 4 of the Eastern Conference semifinals against Brooklyn.

But Shelly Sterling told ABC News’ Barbara Walters that she doesn’t believe she should be punished for what her husband said.

“I will fight that decision,” she

oust the husband? Or would they leave the husband in?”

James was one of the first and strongest voices to speak out after a recording of Donald Sterling’s remarks to V. Stiviano were posted on TMZ’s website last month, saying the comments were unacceptable and that there was no place in the league for Sterling.

The league is trying to act quickly to remove him. Dick Parsons has been installed as the Clippers’ interim CEO, and the owners’ advisory/finance committee has held conference calls each of the past two weeks to discuss that process and timeline for a forced sale. That would require a threefourths vote of owners.

But Sterling, who bought the team in 1981 and is the NBA’s longest-tenured owner, could choose to fight those attempts by the league.

Jonathan W. Hutto, 37, is pursuing a Ph.D. in the black politics track in Howard University’s political science graduate program.

Down to a Science Niche political tracks instill students with a sense of their mission Degree Programs UCLA graduate Tony Mastria wanted to make a difference by fighting poverty and homelessness, and he thought the path to doing so meant law school. But the closer Mastria got to enrolling, the more he sensed a mismatch.

“I think the default for political science students is to go to law school,” he says. “As I looked into my options, I realized that law school was just not a good fit for the types of things that I want to do with my life.”

Instead, the 23-year-old enrolled in the master of public administra-

tion program at George Washington University (tspppa.gwu.edu), which he bills as “an MBA for the public sector.”

So Mastria’s not studying statutes or learning to argue in court.

He’s learning the administrative skills he will need to influence policy.

The program is just one of several in the D.C. area that is offering a more unconventional route to making a difference in the policy world.

American University, for example, offers an “applied politics” track within its master’s in public policy program that allows students to dive deeper into political-campaign management and lobbying. It also offers a track on women in politics.

Similarly, there is a black pol-

itics track in Howard University’s graduate program in political science (coas.howard.edu). It’s known around the country not just as a center for students interested in African-American political movements, but as a program that instills a sense of mission in students, says Jonathan W. Hutto, 37.

“In a more general political science program, there is a strong focus on getting published,” says Hutto, a second-year doctoral student in the program, which also offers a master’s track. “But the focus of the black politics track is not so much about meeting the demands of the academy.”

the Foreign Service. Hutto says the grounding in black politics helps them serve as public administrators, because the program’s emphasis gives them historic context.

“We look at how past ideologies are relevant today,” he says, meaning how political movements — say, for example, abolition or civil rights — relate to modern problems.

Professor Lorenzo Morris has been teaching in the black politics track since 1982. He says many students drift to the program because of their interest in the global African experience and tend to go on to careers in social and foreign policy.

“Most students in public policy areas have to define the [larger

policy] issues,” Morris says, noting that the program is designed to encourage critical thinking. Such skills then help students address those problems and expand their positions.

The program also takes advantage of Washington as the backdrop for Howard’s campus. Students seek out internships in the city and take a class that focuses specifically on D.C. politics.

GW’s public administration program similarly connects students to potential employers in the area while exposing them to tracks in public service that they may not have previously considered.

One example is a course on sustainable transportation taught by visiting professor Nancy Augustine.

alleviate traffic snarls in cities like Washington with innovative programs such as ride sharing.

As a class project, students had to pick an intersection in D.C. that drove them crazy and suggest a solution. One group picked the meeting point for Adams Morgan and U Street, where students said pedestrians routinely ignore the poorly timed walk signals that connect Florida Avenue NW with 18th, U and Vernon streets NW. Their solution: Reduce the number of crosswalks and use an iron fence to block off the intersection’s central island for a rain garden.

“We read about theory and skills, but until you talk about how it applies and how it works out in the real world, the world is flat to the students,” Augustine says.

The nation’s capital is particularly suited for the class because of the many jurisdictional intersections here: Some roads belong to the federal government, others to the National Park Service, and they all have to work with the District Department of Transportation to ensure a seamless experience for drivers.

The practical example helps students see how their graduate degrees will translate into realworld solutions, says Mastria, a research assistant for Augustine.

“The whole program is very focused on practicality and making real-world use of the skills you develop,” he adds. “This program would be a good fit for anyone who’s interested in moving the needle.”

She realized, however, what she really wanted to do was “to go back home and live a life that was focused around creativity.”

Partridge founded her company (then called Cherry Blossom Mural Works) in 2012, when her plan was to focus on murals for children. However, she hasn’t painted a single kid’s room or doctor’s office since. “People just kept asking me to do other kinds of work,” she says.

As her team grows — she now has five designers and illustrators who work on a contract basis, as well as an intern — Partridge’s position is shifting away from the studio’s principal designer and toward becoming its creative director.

“Just start,” Partridge advises aspiring designers and illustrators. Don’t wait to find the “perfect client or the perfect project or the perfect time to enter into the market.” But, of course, keep your day job until you’re confident and have built a clientele. (She suggests taking on projects from friends and colleagues at first.)

Developing Apps, And Employees, Too A District-based tech company chooses to grow its own talent Job Search Robert Chen, 35, was working in I.T. support when he opted for his third career change. He had applied to medical school after college, but entered real estate when the market was hot.

Now, Chen builds mobile apps for Clearly Innovative, a small shop in the District that creates apps for businesses and nonprofits. Despite its technical demands, Chen landed the job without formal training.

As tech companies struggle to find mobile and Web developers with adequate experience, Clearly Innovative has taken to hiring people with passion but no practice.

“Everyone says it’s hard to find talent, so if it’s so hard to find talent then I will fill that void by growing my own talent,” says chief executive Aaron Saunders.

Like many upstarts, Clearly Innovative, which counts just five developers among its 13 employees, doesn’t have the time or budget for formal programs. Thus, new hires divide their time between learning the software and working on real projects for clients, Saunders says.

If Saunders likes what an applicant has to say, he offers them a job — with one caveat. New hires have 45 days to pass an exam showing Appcelerator proficiency. Those who can’t make the grade are let go.

“It’s almost a throwback to medieval Renaissance times when you would have an apprenticeship,” says Michael Manger, a developer at Clearly Innovative. “You bring on this person who looks to have aptitude and teach them the trade.

Old Stars Among New Faces in NBC’s Line-Up NBC will try to build on recent ratings gains with a dozen new series featuring the return of familiar TV stars Debra Messing, Katherine Heigl, David Duchovny and Kate Walsh. In the 2014-15 schedule announced Sunday, the network said it will move “The Blacklist” to Thursdays starting in February. NBC also announced that Season 7 of “Parks and Recreation” will be its last; that “Parenthood” has been renewed for a sixth and final season; and that the shows “Community,” “Revolution” and “The Michael J. Fox Show,” among others, will be canceled.

Comedy Central didn’t waste any time filling a void in its late-night line-up — and in the predominantly white and male late-night lineup in general — choosing “Daily Show” correspondent Larry Wilmore to take over Stephen Colbert’s time slot in 2015.

As the late-night shuffle has taken place over the past few weeks, speculation had ramped up as to whether the channel would mix things up and help diversify the late-night TV spectrum.

That fact was not lost on the network: “ ‘The Minority Report with Larry Wilmore’ will provide viewers with a distinct point of view and comedic take on the day’s news from a perspective largely missing in the current late night landscape,” the show description, released Friday, reads. “The series will feature a diverse panel of voices currently underrepresented in comedy and television.”

The new show, created and produced by “Daily Show” host Jon Stewart, will debut next January after “The Colbert Report” wraps for good this year, airing at 11:30 p.m.

Colbert, of course, is headed to CBS to take over “The Late Show” from David Letterman in 2015.

Wilmore, 52, is a familiar face to “Daily Show” fans — he’s been on the show since 2006 and current-

Wilmore’s show isn’t the first Comedy Central venture to give a minority slant to satire. In fall 2008, the weekly “Chocolate News” was hosted by David Alan Grier, but it lasted just one season.
