These bots bring the bacon TECHNOLOGY In the first days after a fleet of 25 delivery robots descended on George Mason University’s campus in January, school officials could only speculate about the machines’ long-term impact. New data that emerged Monday will help officials understand whether the robots would change the campus culture or become a forgettable novelty. An extra 1,500 breakfast orders have been delivered autonomously in the two months since the robots arrived at the Fairfax-based school, according to Starship Technologies, the start-up that makes the robots, and Sodexo, a company that manages food services for GMU. Starship Technologies said in a statement released Monday that research shows that up to 88 percent of college students skip breakfast, but that number starts to change when delivery robots arrive on campus. “This follows a similar pattern seen at corporate campuses where delivery robots

Starship Technologies says GMU is the first campus in the country to incorporate robots into its student dining plan. The robots also provide campus officials with valuable data showing what time students are eating, where that food is coming from and how meal plans are being used. Though that information won’t be monetized by the school, officials say, it could lead to changes in how the university serves students over time. Mei Xiang has been “much more active,” the zoo said in a recent announcement, describing her as eager to play and engaging in scent-marking around her living quarters. An analysis of hormones in her urine confirmed that changes in her behavior were due to rising levels of estrogen, the zoo said. Auditor raises alarms over Bowser’s budget THE DISTRICT The District official in charge of auditing government programs launched an unusual attack on the mayor’s proposed budget Monday, saying it is “not fiscally responsible” and could lead to the kind of spending that prompted a federal takeover of the city’s finances 24 years ago. D.C. Auditor Kathleen Patterson said increased spending proposed by Mayor Muriel Bowser, D, for the coming fiscal year outstrips the growth in revenue forecast by D.C.’s chief

Planners hope new transitway will turn it from ‘parking lot’ to elegant boulevard TRANSPORTATION District planners have long envisioned how to redesign K Street NW — one of the city’s premier business addresses — from a sea of traffic to an iconic boulevard where buses breeze through the downtown of the nation’s capital on their own transitway. In addition to making the thoroughfare more transit-friendly, planners have wanted to scrap K Street’s decades-old side service roads, which, they say, confuse motorists, clog traffic and often leave pedestrians and cyclists scrambling between medians. After 15 years of studies and reports, the proposed K Street Transitway project suddenly looks like it might get beyond the drawing board. D.C. Mayor Muriel Bowser, D, has included $122 million in her capital budget to finish the project’s design and build it, potentially beginning construction in 2023 and opening in 2025. “We are concerned about congestion across the city,” Bowser told the D.C. Council during her budget presentation Wednesday. “The investments we make in public transit are first and foremost in my mind on how we move more cars off the road.” Under the transit plan, K Street would be redesigned between Ninth and 21st streets NW. Two dedicated bus lanes — one in each direction — would run down the

middle and be separated from traffic by raised medians that would have room for passenger waiting areas. The outside service lanes would disappear. Instead, three lanes of traffic would remain in each direction along both sides of the transitway, but the third lanes could be used for parking during off-peak hours. The idea, planners say, is to make buses more attractive and reliable by keeping them out of backups. The new design, they say, also would use the road space more efficiently and make it safer for pedestrians and cyclists. The transitway would have enough room to potentially convert to street cars in the future. In the budget proposal, the District Department of Transportation would seek environmental approvals this year, start the final design in 2021 and begin construction in 2023. K Street would remain open during the roughly two years of construction, city officials said. Bowser also has said she would like to find a way to open a busway within four years. The city has studied the idea since 2005 and chose an alignment in 2009, but the project has not been funded beyond its initial design phase. Beyond connecting Georgetown on the west and Capitol Hill on the east, K Street NW has long been considered the epicenter of D.C.’s business district and a

Trevor Bruce, an administrative assistant, said it’s time to get rid of the service lanes, where he often sees traffic snarled behind motorists trying to swerve into and out of the regular lanes. He said he also sees pedestrians who cross the service lanes on do-not-walk signals becoming stranded on medians. “I don’t think it’s too pretty to look at now … so any change would be good,” he said. Geoff Hainbach, an attorney, said he’d be “all for” a transitway that would make buses more reliable. Now, he said, they can be 10 to 15 minutes off schedule. “During rush hour, you see the expected time of arrival get pushed back,” Hainbach said, pointing to the digital display at his K Street bus stop. “It gets annoying because it’s hard to plan how long it’s going to take.” Some motorists say they’re worried they’ll lose out. FOREIGN AFFAIRS President Trump signed a proclamation on Monday recognizing Israel’s sovereignty over the Golan Heights, reversing more than a half-century of U.S. policy in the Middle East. Standing alongside Israeli Prime Minister Benjamin Netanyahu at the White House, Trump made formal a move he announced in a surprise tweet last week. The president said it was time for the U.S. to take the step after 52 years of Israeli control of the strategic highlands on the border with Syria. The U.S. is the first country to recognize Israel’s sovereignty over the Golan. Most of the international community regards it as Israeli-occupied. Trump’s action also might give Netanyahu a political boost ahead of what’s expected to be a close Israeli election. He had pressed for such recognition for months. Syria denounced the U.S. move as “blatant aggression” on its sovereignty and territorial integrity. Apple event spotlights streaming

Report cites sexual torture of migrants

TECHNOLOGY On Monday, Apple announced something altogether different from its typical new products that consumers can touch and feel: an entertainment service that will include Apple’s own films and television shows with Hollywood stars including Reese Witherspoon, Jennifer Aniston and Steven Spielberg. At an event at its campus in Cupertino, Calif., Apple said it was launching a raft of new services, from news to video games and a credit card. Its biggest initiative is entertainment streaming service Apple TV +, which will be available on smart TVs. Apple didn’t announce a price for the streaming service or when it will launch. Oprah Winfrey, who was at the TV + announcement and got a standing ovation from the audience, talked about “joining forces with Apple” to help “heal” our divisions in this political climate. Apple is expected to invest many billions of dollars per year, according to analysts, to make

video content for a crowded market that includes Amazon, Netflix, Hulu and Disney. Usually, when Apple holds big, splashy press events, it unveils a new product like the iPhone or the MacBook. For years, Apple’s business has centered around the iPhone, but sales of the device have slowed. Apple has been diversifying beyond hardware, selling iCloud storage to its customers, a $10 a month music streaming service and movies and television shows through iTunes. But Monday’s announcement takes that diversification to a whole new level. Apple CEO Tim Cook also unveiled Apple News+, a $10 a month subscription service that will include magazines such as Sports Illustrated and The New Yorker. The design of the paid news app downplayed the publications behind individual articles. Apple failed to persuade some of the largest newspapers, including The New York Times and The Washington Post, to participate in the service, but it will include

Offering its own credit card, with the backing of Goldman Sachs and Mastercard, allows Apple to cut out some of the middlemen in payment transactions. Apple is offering

consumers competitive cash back and no late fees. As far as Apple’s bottom line is concerned, the credit card announcement may one day turn out to be the most significant announcement of the day. It puts Apple one step closer to placing itself in the middle of a large swath of consumer transactions. By combining this with the company’s vast number of customers who carry around its devices, its payments services have the potential of giving Apple a massive, low-overhead revenue stream. The graphic report released Monday by the Women’s Refugee Commission comes as Europe has blocked rescues at sea and outsourced its migration policy to Libya’s coast guard. With European Union funding, the Libyan coast guard retrieves migrants from the Mediterranean Sea and takes them to official detention centers, where migrants say the abuse resumes. Smugglers torture migrants and record it in part to extract ransoms from their families, according to the study. Previous studies have found that nearly all women who cross from North Africa have been raped or sexually abused along the way; this one found that the danger was likely nearly as prevalent among men. A mental health worker described graves filled with men with their genitals amputated. At an official prison, a 19-yearold Nigerian woman told a health worker that women faced near constant threat of rape, and men only marginally less. “They said that if we tell in Europe what is happening in Libya, our brothers and sisters in the prison will pay,” she said, according to the study. NEWTOWN, CONN. The father of a first-grade girl killed in the 2012 massacre at Sandy Hook Elementary School was discovered dead in an apparent suicide Monday morning, police said. Authorities said the body of Jeremy Richman, 49, was found about 7 a.m. at the Newtown town hall, a community that has been scarred by the shooting that left 20 students and six staff members dead. The victims included Richman’s daughter, 6-year-old Avielle Richman. Richman, a neuroscientist who with the girl’s mother founded the Avielle Foundation, studied the brain and violence. The foundation had an office at the town hall. Police have not released details about his death. “Losing Avielle hurt then and hurts now,” Richman, above, told TV station WTNH in 2017. “There’s no words that really describe the loss and the feeling of emptiness and missing her profoundly that never goes away and is there every waking moment.” In Parkland, Fla., two teenagers have died by apparent suicide in the past week in a town still grieving from the 2018 shooting at Marjory Stoneman Douglas High School. POLITICS For President Trump, the fight over the “witch hunt” is only just beginning. Now that special counsel Robert Mueller’s twoyear investigation into Trump’s campaign is over, it’s being transformed into a rallying cry and a weapon for the president’s re-election campaign. The pall of the two-year probe lifted Sunday, when Attorney General William Barr released a summary of Mueller’s findings that said the investigation found no evidence of collusion by Trump’s 2016 campaign with the Russian government. Barr’s four-page letter was immediately seized on by the president and his allies as a weapon against Democrats and the media. As the president’s lawyers debated legal strategy, Trump aides and allies developed a plan to turn the end of the probe into a launchpad for attacks on the president’s foes and a chance to reinvigorate supporters in the run-up to 2020. Trump surrogates rushed to take a victory lap, depict the probe as a failed coup and rub the results in the face of Democrats. “You’ve made a great victim of Donald Trump here,” Trump counselor Kellyanne Conway said Monday morning. Trump’s campaign moved quickly to raise money off the news, with a text to supporters stating, “Dems raised millions off a lie. Now we FIGHT BACK!” The team’s plans going forward are more expansive, according to seven aides and allies involved with the effort, most of whom spoke on the condition of anonymity. While Trump’s base has long been suspicious of Mueller, the

Life after Harper: Turning the page should feel good Life after Bryce Harper will be good for the Nationals, whose new era begins Thursday when they play their home opener against the Mets. Even if the Nats don’t win the tough NL East this year — and they likely won’t — there will be no reason to blame it on losing their right fielder to division rival Philadelphia. Harper wasn’t quite the Mickey Mantle projected when the Nationals drafted him first overall in 2010. Oh, he was a solid player. Even the bitterness of his leaving for

Philadelphia doesn’t blur the NL MVP award in 2015, or six All-Star appearances in seven seasons. His Home Run Derby victory last July at Nationals Park was one of the more dramatic moments in Washington baseball since its 2005 return. But let’s see how much brotherly love Harper receives when he strikes out 100-plus times, as he has in five of seven seasons, including 169 times last year, when he didn’t hit his weight in the first half. The Nationals also won’t miss his less-than-inspired defense or running at threequarters speed to first base. Washington fans still wish

he were here, but it’s time to move on. Luckily the Nats have a promising replacement in Victor Robles, after finding another young outfield star last season in Juan Soto. Robles, who can play center or right, flashed his potential in 21 games last season, and was hitting .340 entering Monday’s final spring game, against the Yankees at Nationals Park. He should be a 20-homer man alongside Soto, who hit 22 homers with 70 RBIs in 116 games last year and should have been Rookie of the Year. Harper was a must-watch player at bat. You stopped everything and hoped to see something great. And sometimes he delivered. But he isn’t the best player of his generation (see: Mike Trout), and Robles and Soto can compensate for Harper’s loss. Besides, this season’s fate is more about pitching. Will Max Scherzer earn his fourth Cy Young — and third in Washington — after winning 68 games in four seasons here? Spring

training says yes. Can Stephen Strasburg at 30 rebound from a lackluster 10-7 season to the form he showed while going 15-4 in back-to-back years? Will the bottom of the rotation and bullpen come through? Pitching is far more important than Harper’s loss. The Nationals still have live bats with Anthony Rendon, Trea Turner and Ryan Zimmerman joining Robles and Soto. Perhaps most important is manager Dave Martinez learning from his rookie season, when he looked like a firstyear boss far too often. Some nights, he should have joined the crowd for a hot dog for all his miscues. But he has potential; perhaps he just needed a season to learn the job. Maybe the Nats will rise above a competitive division. Either way, their fortunes won’t rise and fall on Harper, and that’s a good thing.

The Capitals are preparing to start the playoffs in a couple of weeks without defenseman Michal Kempny, who appeared to injure his left leg Wednesday against the Lightning. The club hasn’t divulged details, but coach Todd Reirden said Monday that Kempny will be out “long term.” Reirden said it wasn’t known yet if Kempny will need surgery. His mobility on the top pairing with John Carlson helped stabilize the defense during last year’s Stanley Cup run. With Kempny out the past two games, the Caps replaced him most often with second-year blueliner Christian Djoos. Reirden also has tried other combinations, including one with Carlson opposite Nick Jensen. (TWP)

COLLEGE BASKETBALL The only time Virginia Tech coach Buzz Williams looked displeased Sunday night came just after his team had advanced to the Sweet 16 with a win over Liberty in San Jose, Calif. Williams sat in front of the media and shook his head after his players were asked about their next opponent, top-seeded Duke, in this weekend’s East Region semifinals at Capital One Arena in Washington. It has been just a month since Virginia Tech upset Duke in Blacksburg, but there was a major caveat — the Blue Devils were without injured freshman star Zion Williamson. He will be in uniform for the rematch Friday night, which naturally was at the forefront Sunday night as the Hokies prepared to head back to the East Coast. “Very excited just to play,” said guard Ahmed Hill, who left it at that. “Perfect answer,” said Williams, who looked annoyed. After all, during that late February win, the Hokies didn’t have senior point guard Justin Robinson because of a foot injury. Williamson’s return has made Duke the favorite to win the national championship. But Virginia Tech (26-8) has its attitude back as well with Robinson, who after missing two months returned to lead the Hokies to their first Sweet 16 berth since 1967. Both teams have grown because of the late-season attrition,

If he remains retired. Gronkowski, who turns 30 in May, is still young even in football terms. At some point this fall, his aches and pains might not seem so debilitating. The Patriots probably will be back in the running for yet another Super Bowl. What if he could,

Brady has made things work with underwhelming wide receivers, less than productive running games and ineffective offensive lines. He has been able to compensate when the defense hasn’t been the best. But for the past nine seasons, Brady always has been able to exploit one mismatch, at least whenever Gronkowski has been healthy and on the field. Without him, Brady would look more like a 42-year-old quarterback than a league MVP. Experts caution that those who exercise to treat depression should still consult a mental health practitioner.

Exercise and depression Working out can help improve mental health — but it doesn’t work for everyone WELLNESS You hear it often: A friend swears that her running practice staves off bouts of low spirits. Another says going to the gym before work keeps him mentally steady. Those anecdotes prompt a question. Is there evidence to support the idea that exercise can have an effect on depression? One study assigned participants, 202 depressed adults at least 40 years old, to one of four groups. One group attended supervised group exercise sessions three times per week. A second group received similar instructions but were left to work out on their own at home. Groups three and four took pills: either an antidepressant or a placebo. After 16 weeks, researchers found 45 percent of the people in the supervised exercise group no longer met the criteria for major depression. In the other groups, 40 percent of home exercisers, 47 percent of medicine takers and 31 percent of placebo pill takers

were no longer depressed. That’s right: The supervised exercisers did as well as the people who took an antidepressant. James Blumenthal, a psychologist at Duke University who cowrote the paper, says there are a number of studies that, like his, support the idea that exercise might be helpful in treating depression. Like his, most of the studies are small. “There are no large, multicenter clinical trials,” he says. There are also issues with the design of experiments, says Chad Rethorst, a researcher at the University of Texas Southwestern Medical Center. “What is the comparison control condition?” A placebo pill prevents people from knowing if they’re getting medicine or not; it’s hard to come up with a placebo for exercise. Still, a number of scientists have combined results from the many small studies to see if an overall effect can be described. “Any treatment for depression

I could talk about boundarysetting, owning your “no” and taking care of yourself and your own needs even if someone else chooses to view you in a negative way for it. And I’ve certainly seen the Birthdays Gone Wild trend get crazy at times. But I can’t shake the nagging feeling like I’m not sure what’s actually unreasonable here. Yes, demanding your plane-flight-necessitating presence on a certain weekday is potentially selfish or domineering, but I don’t hear you saying your mom is that way in general. And we’re talking about once a year. I feel like I’m betraying you here, but a part of me is with your sister. Could it be worth exploring this as a one-off every year, with certain other visits sacrificed or adjusted since your mom prioritizes this one?

My wife’s never happy with me Q. I feel like my wife wants me to be someone I’m not. She constantly compares me to her friends’ husbands. She is prone to insecurity about our finances and house, and her dissatisfaction has gotten worse now that we have a child. Make it clear that the time and financial commitment of therapy is worth it to you. It wouldn’t be unreasonable for you to start with a couples therapist. The greatest fear: Can a wuss enjoy must-see horror? My anxiety began eight days before the advanced screening of “Us,” Jordan Peele’s latest horror movie. Willingly sitting in a dark movie theater so that horrifying surprises can terrorize me? Not my idea of a relaxing time! But avoiding the horror genre has become increasingly difficult. In recent years, several films classified as horror have topped critics’ lists and won Oscars, sparking talk of it as the new prestige genre. The films have inspired ubiquitous

memes, turned into thinkpiece fodder and received the “Saturday Night Live” treatment. Between “Us,” “Get Out,” “A Quiet Place,” “Hereditary,” “Bird Box” and the forthcoming “Midsommar” and “Ma,” horror has once again gone mainstream. “As a horror fan and creator, all of us are singing in the streets,” says author Tananarive Due. Meanwhile, us wusses are cowering under our sheets. “Why am I creating more anxiety when I have enough just getting in my car and driving to work?” wonders Aisha DeBerry, 39.

“The world is kind of a trash fire,” says Kelsey Cooper, 26, a John Krasinski and Emily Blunt fan who can’t bring herself to watch “A Quiet Place.” “My brain is constantly telling me to be scared, so seeing a movie where people are dying in horrible ways? My brain is already doing that to me.” Many of the faint-of-heart had a childhood horror movie experience that scarred them for life, such as when Abby Green saw “Poltergeist” at age 8. “I don’t think I slept for two months,” Green says, and horror has been off-limits since. But then “Get Out” came along. Her boyfriend promised to see it with her, but they broke up before she got the chance. “I think about it all the time,” Green, 32, says of the movie. “I feel like I’m one of the only people who hasn’t seen it.” One popular strategy among those with delicate constitutions: reading the entire plot on Wikipedia before stepping

foot into a theater. Due has her own tips: Employ the “triedand-true trick of covering your eyes at key moments” and binge on scary real-life news on the day of viewing. I gave it a go: Driving to see “Us,” I listened to NPR stories about Venezuelan sanctions and economists’ efforts to place a statistical value on a human life. During the movie’s many frights, I looked away, covering my face with a scarf as needed. Two hours later, my nerves slowly settled as I got back into my car. I turned the car back on and the radio played headlines about a cyclone’s death toll and an obscenely expensive sports deal. The feeling of dread I had while watching “Us” returned, but now it was about the world — the actual one where I have to live.
