Looking for any signs of life in the quicksand-like mud below, searchers in helicopters scanned a huge debris field Sunday trying to find more than a dozen people still unaccounted for following a landslide that ripped through homes in rural northwestern Washington state Saturday.

Rescuers’ hopes of finding more survivors were buoyed late Saturday when they heard people yelling for help from within the debris field, but they were unable to reach anyone.

The mud that killed at least four people and destroyed as many as 30 homes was so thick and deep that searchers had to turn back.

The next time the American military transport plane known as Whiskey 7 drops its paratroopers over Normandy, France, it will be for a commemoration instead of an invasion.

Seventy years after taking part in D-Day, the plane — now housed at the National Warplane Museum in western New York — is being prepared to re-create its role in the mission, when it dropped troops behind enemy lines under German fire.

At the invitation of the French government, the restored Douglas C-47 will fly in for 70th-anniversary festivities in June and again release paratroopers over the original jump zone at Sainte-Mere-Eglise.

turns cancerous and starts going on their own agenda, it can be a really bad situation.”

Malaysia Airlines said this week that its pilots take psychological tests during the hiring process.

Many U.S. airlines also perform mental health screenings when pilots and crew apply for jobs.

Once a pilot is hired, however, U.S. airlines rarely, if ever, test a pilot again for mental health, say several experienced pilots. Accord-

ing to Federal Aviation Administration rules, U.S. pilots must pass a physical exam annually or every six months, depending on their age, but there is no specific requirement for a mental-health test.

Gregory Ostrom, a doctor in Elgin, Ill., estimates that he has seen 200 pilots a month for the past 13 years. The most common mental issue he sees is obsessivecompulsive behavior — pilots are perfectionists. But he admits that his examinations aren’t psychiatric in nature.

“Nobody sits down and says, ‘Tell me about your home life,’ ” he said.

Charlie Haupt figures that if he’s lucky, around June 2015 he’ll hear from the D.C. Department of Motor Vehicles on his appeal of the parking ticket the agency says he received in February 2012.

And he has his fingers crossed that if the department accepts his argument — that the ticket can’t possibly be his since it was issued to a Ford and he drives a Nissan — he will be refunded the $110

he paid as part of the appeals process. But that probably won’t happen until later in 2015, about 3½ years after the ticket was issued.

There are bureaucracies and then there is the D.C. DMV. Granted, departments of motor vehicles have never enjoyed stellar reputations for customer service, but stories from those who have been caught in D.C.’s bureaucracy suggest

a level of frustration that is hard to match, particularly for those who get caught in its Byzantine ticketappeals process.

Want to adjudicate a ticket by mail? You’ll wait an average of 150 days for an answer from a hearing examiner, according to DMV officials. Appeal that decision and it could take an average of 20 months to get an answer. But the good news

DMV handles each year — a number that has mushroomed with the proliferation of automated camera enforcement designed to catch everything from red-light runners to oversize trucks. In fiscal 2013, the department’s 18 hearing examiners carried a caseload of about 11,500 tickets each.

Legislation working its way through the panel would allow people to submit additional information if they are found liable after their initial attempt at adjudication. DMV officials also would have to explain why the initial appeal was denied — something not currently required.

Girl thought to be in care of shelter worker charged in slaying

New Walmart online tool compares prices, refunds differences The “Every Day Low Price” king is trying to shake up the world of pricing once again.

Walmart has rolled out an online tool that compares its prices on 80,000 food and household products — from canned beans to dishwashing soap — with those of its competitors. If a lower price is found elsewhere, the discounter will refund the difference to shoppers in the form of a store credit.

Walmart began offering the feature, called “Savings Catcher,” on its website last month in seven markets that include Dallas, San Diego and Atlanta. The tool compares advertised prices at retailers with physical stores — but not at such online rivals as Amazon.com. The company declined to say when the program could be expanded nationally.

Citibank launched a similar program two years ago that sends Citi credit-card customers a check for the difference if Citibank finds a lower price from an online retailer.

But Walmart is the first traditional retailer to offer such a program.

Here’s how it works: A customer logs on to Walmart’s Savings Catcher page and types in the number on their receipt. The program compares prices of every item on the receipt to a database of advertised prices of competitors. Any difference is put on a Walmart online gift card.

The Sky’s Limited As use of drones takes off, the FAA struggles to keep them grounded

A small, four-rotor drone hovered over Washington Nationals players for a few days during spring training in Florida last month, taking publicity photos impossible for a human photographer to capture.

But no one got the Federal Aviation Administration’s permission first.

“No, we didn’t get it cleared, but we don’t get our pop flies cleared either and those go higher than this thing did,” a team official said when contacted by The Associated Press.

Drone flights ceased the next day.

The FAA bars commercial use of drones no matter how seemingly benign. The lone exception is an oil company that has been granted permission to fly drones over the Arctic Ocean, and it took an act of Congress to win that concession.

FA A off icials say rules to address the special safety challenges associated with unmanned aircraft need to be in place before they can share the sky with manned aircraft. The agency has worked on those regulations for the past decade and is still months and possibly years away from issuing final rules for small drones, which are defined as those weighing less than 55 pounds. Rules for larger drones are even further off.

But tempting technology and an eager marketplace are outrunning the aviation agency’s best intentions.

Photographers, real estate agents, moviemakers and others are hurrying to embrace the technology. A drone was used to photograph the two apartment buildings that collapsed in New York City earlier this month and a car crash in Connecticut. The AP, in fact, is one of sever-

al news organizations studying the possible use of drones.

Unless FAA officials receive a complaint or chance upon a news story that mentions drone flights, they have little ability to find out about violations. The ban was further undercut this month when a federal judge dismissed the only fine the FAA has imposed on a commercial drone operator. The judge said the agency can’t enforce regulations that don’t exist.

The FAA, which contends it controls access to the national air space, has appealed.

The use of commercial drones, most of them small, is starting to spread to countries where authorities have decided the aircraft presents little threat if operators follow a few safety rules.

Here, the FAA estimates that 7,500 small commercial drones will be in use within five years once the necessary regulations are in place.

Still, the drone industry and some members of Congress worry the United States will be one of the last countries, rather than one of the first, to gain the economic benefits of the technology.

“We don’t have the luxury of waiting another 20 years,” said Paul McDuffee, vice president of drone-maker Insitu, a subsidiary of Boeing. “This industry is exploding. It’s getting to the point where it may end up happening with or without the FAA’s blessing.”

Why Hasn’t the FAA Issued Rules?

Jim Williams, head of the FAA’s drone office, said writing rules for the U.S. is more complex than other nations. The U.S. has far more air traffic than anywhere else and a greater variety of aircraft, from hot air balloons and old-fashioned barnstormers to the sophisticated airliners and military jets. At low altitudes, the concern is a small drone could collide with a helicopter or plane flown by a recreational pilot. “It’s a different culture in the U.S. and Canada,” Williams said. “People believe they have the right to just jump in their airplane and fly just like they do their car. ... We can’t set up a system that puts any of those folks at risk.” Interestingly, the FAA permits hobbyists to fly model aircraft that have so improved in technology that they’re little different from small drones. The FAA has issued voluntary guidelines for hobbyists, including staying away from airports, flying no higher than 400 feet and staying within the line of sight of the operator. (AP)

What’s Everyone Else Doing?

Australia: TV networks use drones to cover cricket matches. Zookal, a company that rents textbooks to college students, plans to begin delivering books via drones this year.

Japan: Yamaha Motor Company’s radio-controlled drones have been spraying crops for 20 years. The drones are cheaper than hiring a plane and are able to more precisely apply fertilizers and pesticides, even to the underside of leaves.

Germany: Express delivery company Deutsche Post DHL is testing a “Paketkopter” drone that could be used to deliver small, urgently needed goods in hard-to-reach places.

United Arab Emirates: It has a project underway to see whether government documents such as driver’s licenses, ID cards and permits can be delivered using small drones.

United Kingdom: Energy companies use drones to check the undersides of oil platforms for corrosion and repairs, and real estate agents use them to shoot videos of properties. Last June, a Domino’s Pizza franchise in the U.K. posted a YouTube video of a “DomiCopter” drone flying over fields, trees and homes to deliver two pizzas.

Delivering Aid Andreas Raptopoulos, CEO of Matternet in Menlo Park, Calif., predicts that in the near term, there will be a more extensive use of drones in impoverished countries. He sees a market for drones to deliver medicines and other critical goods to the 1 billion people around the globe who don’t have access to roads year-round. Later this year, Matternet plans to start selling to government and aid organizations a package that includes a drone and two landing pads.

He shared the conclusion last week without hesitation and with an unbridled smile, as he sat at his locker inside the Washington Nationals’ spring training clubhouse. The grin surfaced once Strasburg talked about his baby daughter, 5 months old, happy and healthy and growing like a weed.

“I would never admit it,” Strasburg said. “But now that I’ve had something that’s more important, and the priority of being a good dad is more important to me, I think looking back, maybe I did put a little too much emphasis on baseball. Maybe it wasn’t my only thing I was worried about. But it was definitely higher up there than I thought it was.”

He will carry with him a carefully revamped approach to the in-season preservation of his right arm, an elbow no longer stifled by a pair of bone chips and, most significantly, an altered perspective that comes from first-time fatherhood.

Since Strasburg entered professional baseball under the weight of massive expectation, internal and

external, he grappled with his perfectionist tendencies. “It’s always going to be a battle,” Strasburg said. “It’s going to be a process.”

When he thinks about his daughter, though, the burden melts. Now he places his most intense focus on something other than baseball.

Strasburg’s perfectionism drove him to morph from an out-of-shape high school kid to the best pitching prospect in a generation. But

in the majors, demanding perfection ceased to drive Strasburg and began to consume him.

“I slowly got in this habit of trying to go out there and do it all,” Strasburg said.

Nationals teammates and confidants have noticed a difference in Strasburg this spring. He stands taller on the mound, in full command. He asks coaches questions with confidence, secure but not stubborn in his approach. He hungers to be better, not to be perfect. More so, teammates believe, as fatherhood helped him relax.

“He’s a more mature guy than he was a couple years back,” General Manager Mike Rizzo said. “I think he’s more comfortable in this environment. He’s just more comfortable with himself.”

Strasburg will enter his fifth major league season at the height of his powers. It all seems perfect.

Inevitably, it will not remain that way. Strasburg has come to accept that, even to embrace it. When he leaves the park, he can leave baseball behind, knowing his favorite part of being a dad awaits.

A Worldly Sound The rockers of Foster the People sought a global feel for their sophomore album Music Mark Foster’s favorite hit songs are the ones written without thought given to eventual chart potential.

So when it came time for him to pen the smash follow-up to his band Foster the People’s unexpected 2011 hit “Pumped Up Kicks,” he didn’t even bother to try.

“I feel like trying to write a song in order to be a big hit is just not something I’m interested in because it’s not going to come from an authentic place of expression,” Foster said. “I’ve heard a lot of bands try to do that type of thing on their second record … and a lot of times the stuff ends up sounding like Budweiser commercials.

We don’t make music for that reason. We’re not the corporation of Foster the People. We’re a band.”

The tsunami-like experience of having a multiplatinum, Grammynominated hit had left the trio feel-

ing unmoored. They weren’t sure exactly where they wanted to go, but directly to the studio wasn’t it.

So Foster and bassist Cubbie Fink traveled the world for inspiration for their follow-up album, “Supermodel,” out now.

Foster returned from his travels with song sketches, half-finished ideas and a general concept of where he wanted to go. The band recorded in Malibu, Calif., — a location that crystallized everything for Foster. He had just returned from visiting North Africa and the Middle East, where he encountered

His experiences aren’t just reflected thematically. Sounds he heard are woven into the album’s gauzy dream pop, adding a flavor he hadn’t initially expected. For instance, “Are You What You Want to Be?” with its 6/8 time signature and Dadaist lyrics leans heavily on sounds he heard while in Morocco.

“I think that’s the fun part, really letting that wild animal in the room, then trying to catch the tail,” Foster said. “Once you have the tail, it’s going to pull you where it’s going to pull you. That’s the spirit of this album.” CHRIS TALBOT T (AP)

For the Benefit of Beatles Fans: A collection of John Lennon’s drawings and manuscripts is going up for auction June 4 in New York, Sotheby’s said. The sale includes a manuscript from 1965 called “The Singularge Experience of Miss Anne Duffield,” which is expected to sell for $40,000 to $60,000. Another is an illustration of a guitar player with four eyes, which Lennon created in 1964 or 1965. It has a presale estimate of $15,000 to $25,000. (AP)

TMZ reports Bieber was en route to Canada and at an altitude of about 40,000 feet when tattoo artist Bang Bang inked the word “forgiveness” on Justin’s lower abdomen.
