Russian news reports say the hatch of a cargo plane carrying precious metals accidentally flew open upon takeoff — scattering at least 3 tons of gold bars on the runway. A family that two years ago made one of the greatest finds in sports collectibles history when they found seven extremely rare Ty Cobb baseball cards printed between 1909 and 1911 have now found one more. So at first, when she saw the photo with thousands of likes from strangers, she was bothered. “We’re talking about a picture of my daughter, who’s just 2,” Curry said. “So when I see this picture floating around with my kid, I’m like, ‘Whoa. Traffic deaths keep rising

Mayor’s spokesman quits hours after starting job

THE DISTRICT D.C. Mayor Muriel Bowser stood in the heart of Union Station on Feb. 20, 2015, and promised to lead the nation’s capital into an era free of traffic fatalities. “We are taking our first step toward realizing a ‘Vision Zero’ where no lives are lost on our streets or at our intersections,” said Bowser, setting a goal of zero road deaths by 2024. Instead, the number of traffic fatalities has steadily increased since then, frustrating city officials and advocates. D.C. is not alone. Data recently released by the Governors Highway Safety Association shows that after decades of improvement, the number of victims on the nation’s roads is rising across the country — especially among pedestrians. The trend is a particular setback for cities like D.C. and Los Angeles that in recent years have pledged a “Vision Zero” approach to reduce fatalities and serious injuries, and are instead seeing their numbers rise. The program uses strategies focused on enforcement, public education, street engineering and data collection. “We don’t want this to be a trend,” said Sam Zimbabwe, a top D.C. Department of Transportation official. “We’ve got real concerns that to get to zero we need to drive this number down.” In D.C., where Vision Zero

Officials suspect fentanyl caused workers to fall ill More than a dozen employees at the D.C. jail complex fell ill Thursday after a package was opened containing what authorities believe was the powerful opioid fentanyl, according to D.C. fire and corrections officials. Four workers in the mail room were immediately taken to MedStar Washington, and three decided to go later. Nine others were treated at the jail facility. The substance was in liquid form and had been sent to an inmate at the jail, officials said. (TWP)

19 Russians hit with U.S. sanctions

NATIONAL SECURITY The Trump administration on Thursday imposed fresh sanctions on Russian government hackers and spy agencies to punish Moscow for interfering in the 2016 presidential election and for a cyberattack against Ukraine and other countries last year. Sanctions were also imposed on “trolls” and the Russian organizations — including the Internet Research Agency — that supported their efforts to undermine the election. Additionally, the public was alerted that Russia is targeting the U.S. energy grid with computer malware. The moves represent the administration’s most aggressive actions to date against Russia for its incursions against the U.S., though analysts say their impact is symbolic. Officials hope the actions will deter tampering with this year’s midterm elections while signaling to Russia that Washington will not allow attacks to go unchallenged. “The administration is confronting and countering malign Russian cyber activity, including their attempted interference in

U.S. elections, destructive cyberattacks, and intrusions targeting critical infrastructure,” Treasury Secretary Steven Mnuchin said in a statement. Those targeted by the new sanctions may not travel to the U.S., and all their assets under U.S. jurisdiction are frozen. Mnuchin said his department intends to impose additional sanctions to hold Russian officials and oligarchs “accountable for their destabilizing activities by severing their access to the U.S. financial system.” Sergei Ryabkov, Russia’s deputy foreign minister, dismissed the sanctions, telling the Interfax news agency they are part of a U.S. effort to destabilize Russia’s presidential election on Sunday. The new sanctions target 19 people and five organizations. Many were indicted last month by special counsel Robert Mueller, who is investigating Russian interference in the 2016 election. A separate set of sanctions was imposed on two Russian spy agencies for cyber activities: the FSB — a successor to the KGB — and the GRU. The GRU was behind a June 2017 cyberattack, using mock ransomware virus NotPetya, which wiped data from the computers of banks, energy firms, senior government

Security video shows a Florida sheriff’s deputy going toward the high school building while a gunman massacred 17 students and staff members, but he then backed away and stayed outside with his handgun drawn. The Broward County Sheriff’s Office released the video Thursday showing Deputy Scot Peterson’s actions during the Feb. 14 shooting. It shows him and two staff members rushing in a cart toward the three-story freshman building where the shootings happened. When they arrive, Peterson

During most of the six minutes of shooting, the camera’s view of Peterson is blocked by a light pole but parts of him occasionally appear. He never went inside. There is no sound on the video. About 11 mi nutes a fter 19-year-old suspect Nikolas Cruz began shooting, the video shows a glimpse of Coral Springs police officers who have arrived at the school rushing toward the building. By then, Cruz had fled. Sheriff Scott Israel blasted Peterson eight days after the shooting, saying the deputy should have entered the building immediately, “addressed the killer, killed the killer.”

The 54-year-old deputy retired rather than accept a suspension. He is still being investigated by the sheriff’s office internally. Peterson has denied wrongdoing. In a statement issued

through his lawyer shortly after his retirement, he said he thought the shots were being fired from outside the school. But in radio transmissions released last week, it appears the 32-year veteran deputy knew almost immediately that the shots were coming from inside the freshman building. John Bostain, an independent police trainer, reviewed the video at the request of The Associated Press. He said it confirms that Peterson should have entered the building. That is an almost universal response in police training after the 1999 Columbine High and 2012 Sandy Hook school shootings. Bostain said the question is why Peterson didn’t.

United apologized for the incident Tuesday, but the company also said Wednesday that the flight attendant was not aware that the dog carrier had a dog inside. A spokeswoman for the Department of Transportation said Thursday that the DOT is looking into the death. United carries more animals than any other airline, but its animal death rate is also the highest. Statistics from the Department of Transportation show that of the 24 instances of animals dying last year in transit on a major U.S. air carrier, 18 occurred on United. The airline carried about 27 percent of all animals transported by air in the U.S. last year. Sen. John Kennedy, R-La., and Sen. Catherine Cortez Mastro, D-Nev., filed a bill Thursday that would ban airlines from keeping animals inside overhead bins. POLITICS During a Cabinet meeting at the White House last October, President Trump extolled the virtues of the men and women surrounding him at the table. “A great trust has been placed upon each member of our Cabinet,” he declared. “There are those that are saying it’s one of the finest group of people ever assembled … as a Cabinet. And I happen to agree with that.” Less than five months later, Trump finds himself presiding over a Cabinet in which a number of members stand accused of living large at taxpayer expense — often by aggressively embracing the trappings of their high government posts. At least a half-dozen current or former Trump Cabinet officials have been mired in federal investigations over everything from high-end travel and spending on items such as a soundproof phone booth to the role of family members weighing in on official business. On Wednesday alone, newly disclosed documents revealed fresh details about spending scandals at both the Environmental Protection Agency and the Department of Housing and Urban Development. “If the government is going to be run efficiently, he’s got to clean up a lot of the messes that have gone on at these agencies and, to be honest, replace a lot of people,” said Shermichael Singleton, a former adviser to HUD Secretary Ben Carson who left after his criticism of Trump surfaced during the vetting process. Revelations about repeated use of chartered planes forced the resignation of Health and Human Services Secretary Tom Price in September.

More recently, Veterans Affairs Secretary David Shulkin has wrestled with the fallout of news that taxpayers covered the expenses for his wife during a 10-day trip to Europe last year — and that his chief of staff doctored an email and made false statements to justify the payments. Meanwhile, EPA Administrator Scott Pruitt has faced public criticism and the scrutiny of government investigators for his own frequent first-class travels and for other expenditures he made using public funds. The Washington Post reported Wednesday that records showed a soundproof phone booth installed in Pruitt’s office cost $43,000 — $18,000 more than previously disclosed. At the Interior Department, Secretary Ryan Zinke has faced inquiries about his travel practices, and last fall the office of

POLITICS President Trump boasted in a fundraising speech Wednesday that he made up information in a meeting with Canadian Prime Minister Justin Trudeau, saying that the U.S. runs a trade deficit with its neighbor without knowing whether that was true. “Trudeau came to see me. He’s a good guy, Justin. He said, ‘No, no, we have no trade deficit with you, we have none. Donald, please,’ ” Trump said, mimicking Trudeau, according to audio of the private event in Missouri obtained by The Washington Post. “I said, ‘Wrong, Justin, you do.’ I didn’t even know. ... I had no idea. I just said, ‘You’re wrong.’ “ The Office of the United States Trade Representative says the United States has a trade surplus with Canada. The office reports that in 2016, the United States exported $12.5 billion more in goods and services than it imported from Canada, leading to a trade surplus, not a deficit. In response to this story, Trump on Thursday went on Twitter to reiterate his false assertion that the U.S. has a trade “deficit” with Canada and said it was other countries that refused to accept that such imbalances exist. In his speech to donors, Trump made a blistering attack against major U.S. allies and global economies, accusing the European Union, China, Japan and South Korea of ripping off the U.S. for decades. Market forces could limit Bryce Harper’s earning potential while helping the Nats retain him.

Megadeals vanish: Harper can kiss $400M goodbye The 10-year, $400 million Bryce Harper contract that everybody has speculated about for years — that’s dead. This year, Harper’s last with the Nationals before he’s a free agent, we will find out just how deeply those record-breaking terms are buried under the rubble of MLB’s free agent salary structure. Is his new price more like $300 million for eight years or $250 million, if he’s lucky, for seven years? Whatever the number of years and dollars you think free agents will be offered next winter, start slashing them. The shock waves of this salary tsunami are still arriving. Five Nationals leaders are in their walk years — Harper, Daniel Murphy, Gio Gonzalez, Matt Wieters and Ryan Madson — and will likely face

radically lower prospects. While those players are hurt, this new economic order should benefit the Nats as a whole. Just as $70 million will drop off the Nats’ payroll after 2018, the price of high-level talent is plummeting. Suddenly, the Nats’ chances of keeping Harper improve. But so do their options for moving away from him and instead focusing on long-term deals with stars such as Anthony Rendon and Trea Turner. Most teams now believe that if they acquire a top free agent, they’ll have to give up compensation — in draft picks and lost international bonus pool money — worth from $50 million to $75 million. Only superstars’ current teams can sign them without paying huge compensation, so the Nats will have a large advantage in keeping their own stars. A year from now, if there is

rebuild or pocket cash. But the main reason for the salary plunge is that teams don’t want to sacrifice the compensation they must pay to sign a free agent who has rejected a qualifying offer — a one-year tender that gives teams an inside track to keeping their own. Last year it was valued at $17.4 million. Analytics prove players peak younger than previously thought. Testing for PEDs has stopped older players from cheating to stay young. So the valuation gap has widened fast. This offseason has implications that go in all directions. Now the window for Max Scherzer and Stephen Strasburg to remain a Nats tandem almost certainly extends through 2021. Why? Strasburg’s not going to opt out of his contract after 2019 or 2020. His current $175 million deal now looks like one of the last bonanzas. “There goes a lucky guy. He deserves every cent. But there won’t be many more contracts like that; maybe none for pitchers,” one veteran Nat said of Strasburg. “Everybody talks about ‘windows.’ Ours just got bigger.”

Major League Baseball told Yankees slugger Aaron Judge his comments attempting to recruit shortstop Manny Machado from the Orioles violate the league’s tampering rules, and Judge said he has learned his lesson. New York played Baltimore in Florida on Wednesday, and Judge told reporters that he told Machado: “You’d look good in pinstripes.“ Machado is eligible for free agency after this season in a blockbuster class that includes Bryce Harper and Josh Donaldson. John Skipper cited a years-long “substance addiction” in announcing his sudden resignation as ESPN president in December, setting off a wave of speculation and alternative theories. In an interview published Thursday by the Hollywood Reporter, Skipper admitted that he was a longtime, casual user of cocaine. He said he decided to resign after a person who had sold him the drug threatened to extort him. “I understood immediately that threat put me and my family at risk, and this exposure would put my professional life at risk as well,” said Skipper, 62. He added that he never used the drug at work and said that he’s received treatment and has been clean for “a long period.” (THE WASHINGTON POST)

He spent last season with the Falcons and had 39 tackles with 2 ½ sacks. Saints, Pelicans owner Tom Benson dies at 90 Tom Benson, a successful auto dealer who brought the Saints their only Super Bowl, has died. Benson, who also owned the Pelicans since 2012, was 90. He had been hospitalized since Feb. 16 with flu symptoms. In 1985 he paid $70 million for the Saints, now worth close to $2 billion. In 2015, Benson made it known that he wanted his third wife, Gayle, to inherit complete control of his pro teams. His estranged former heirs could contest the will. (AP)

Common complaints about apartment living include bad roommates, noisy neighbors, and too many stairs. Depending on what’s most important to you, you may be able to avoid some of your biggest cons about apartment living just by being smart about which Čľoor you choose. Below, we’ve laid out the pros and cons of living on diÎ?erent Čľoors of an apartment comple[ to help you decide which Čľoor is right for your speciČ´c priorities.

First Floor

7he ȴrst Ⱦoor’s biggest perN is no stairs. <ou will be most thanNful for this on move in day, and you’ll be especially thanNful for it as a pet owner or someone who does a lot of grocery shopping (as opposed to those of you who use a grocery delivery service or a meal Nit service liNe HelloFresh). Other pros include: No one is below you, so you don’t have to worry about being graceful when you do worNouts in your living room or bedroom. Cheaper AC bills during the summer because hot air rises. <ou can get outside faster, which is particularly useful for someone who is chronically late because you won’t have an elevator that is constantly maNing you later. The biggest con associated with living on the ȴrst Ⱦoor is typically the noise from overhead. 5emember 0r. HecNles from Friends, and how he was constantly bothered by even the smallest noises that everyone was maNing upstairs" Ζf you’re someone who will be bothered by noises above, then ȴrst Ⱦoor living might not be for you. Some of the other cons include: Higher noise levels from the street. Between this and the noise from above, it might be best if you have a white noise machine or are a particularly heavy sleeper. Higher heating costs in the winter because hot air rises. More susceptible to pests. Keep your Nitchen clean or you might get ants

Second Floor

The second (or other middle) Čľoor’s biggest perN is that you Nind of get a little bit of the best of both the top and bottom Čľoors. Ζf everything bugs you eTually, then the second Čľoor will basically mute all of the negatives. Other pros include: More consistent utility bills, which maNes budgeting a lot easier. /ess street noise and foot traÉ?c than the Č´rst Čľoor. /ess stairs than any of the Čľoors above you. The biggest con is basically the same as the proČ?you Nind of have to deal with a little bit of the all of the cons of apartment living. No real seasonal breaNs in utility costs. Surrounded by neighbors both upstairs and downstairs. <ou have to deal with stairs (even if it’s not that many).

Third Floor

The biggest perN of living in the top Ⱦoor is that you don’t have to deal with noisy upstairs neighbors. Ζf you’re a light sleeper or liNe to have a lot of Tuiet time, then the third Ⱦoor is perfect for you Other pros include: Less street noise, which is especially good for the DC Metro area. Lower heating costs in the winter because hot air rises. A better view of the area, and better sunrises and sunsets. The biggest con that comes with living on the top Ⱦoor is the stairs. Ζf you have a pet, then you may want to consider living lower, but if you liNe to taNe the stairs to get e[ercise, then hey, maybe the top Ⱦoor is right for you. Other cons include: Higher AC costs in the summer because hot air rises. Moving in and getting groceries upstairs is going to be annoying. <ou’re going to be a lot more self conscious about any noise you’re maNing because your downstairs neighbors will hear it.

Living the High-Rise Life

Living high up has some perNs similar to living on the top Ⱦoor of a smaller comple[, but the biggest perN that small apartment comple[es just don’t have is the sense of privacy. <ou don’t even really need privacy curtains because no one can see you way up there (unless you happen to be right ne[t to another high rise). Ζf you’re a fan of dancing around in your underwear, then a high rise might be right for you‌or maybe some curtains. Other pros include: A great view of the city you live in. An e[cuse to never taNe the stairs, because who’s going to walN up Ⱦights of stairs" A general feeling of living the good life. Seriously, all of the wealthy people in movies live high up (usually in the penthouse), so being higher up means you’re more successful‌or at least you can let yourself thinN that. However, the higher up you go, the more annoying it is to get out of your building. :hether you choose to taNe the stairs or the elevator, it’s going to taNe you a little while to maNe it up to your apartment or down to the street. Other cons include: <ou’re not going to want to get a puppy, even if it’s all you really want right now. Possible swaying—While actually a safety feature in modern structures, you might feel swaying on windier days, and that’s Nind of scary. <ou’re going to pretty much be dependent on the elevator, which will be particularly annoying if the power goes out or there’s a ȴre drill. Arts and Croft: ‘Tomb Raider’ is a movie that exists Let’s discuss the nature and meaning of existence. Not for people. For movies. First we must address the question of whether cinema as a whole needs to exist. We can all admit that it doesn’t reach the level of “need” occupied by water, air and red wine. And humans got along pretty well for millions of years without movies; however, we didn’t get very far in our existence before we created art. So let’s put movies in the category of things we don’t technically need to live, but which make living a lot easier. At their best, movies give us something new to see: insight into our lives, the lives of others or the world at large.

Ideally, a film startles us out of our quotidian complacency, using a darkened theater to show us things in a new light. Film may not be necessary to life, but it largely gives us a different way to look at it. Then there’s “Tomb Raider.” The latest attempt to turn the video game series into a film franchise. This time around, Alicia Vikander plays Lara Croft, who is working as a London bicycle messenger because the filmmakers saw “Premium Rush” and thought that looked cool. Her father (Dominic West) vanished seven years ago while hunting for an evil power, bad things, end of the world, whatever. Lara heads out to do the same because otherwise the movie would be too short. What we end up with

is 27 minutes of movie that has a 115-minute run time. The reliably good Vikander is good here — it’s just hard to plumb the depths of a character when she’s written about as deep as a puddle. Lara doesn’t seem to be particularly smart or adept at anything except archery, and her puzzle-solving skills seem to be furrowing her brow and repeatedly muttering clues she got earlier in the film. She’s not powerful; she’s just lucky. The screenplay (by relative newbies Geneva RobertsonDworet and Alastair Siddons) reads as though an AI ate a bunch of action movies and spit out lines. When referring to booby traps, one character breathes, “They’re not made

to keep people OUT …” and the audience mentally says the rest of the line right along with him: “… they’re meant to keep people IN.” And said booby traps are clearly a result of the writers watching all the Indiana Jones movies and saying, “Those are cool, but what if we really dumbed them down?” “Tomb Raider” isn’t offensively bad — kudos to director Roar Uthaug for mostly avoiding long, leering shots of Vikander’s body — but it’s just … there. It is a nonentity, an emotionally neutral experience. Watching it is like lackadaisically pedaling on a stationary bike: It’s not particularly stressful, but you’re not going anywhere. “Tomb Raider’s” presence or absence in the universe has no meaning. It is cinematic nihilism. Some movies make life better, some worse. Both are necessary, because they force us to ponder and evaluate the art form. “Tomb Raider” has no effect on human existence. ‘Love, Simon’ plays it too safe The teen rom-com is groundbreaking but comes off a little bland

FILM REVIEW The unnamed American suburb where “Love, Simon” takes place is as generic as “Call Me by Your Name’s” setting of Crema, Italy, is specific. Yet both places prove to be remarkably sunny locales for an earnest teenager to come out as gay. The first major-studio romantic comedy with a teen protagonist who’s closeted, “Love, Simon” is basically a sitcom counterpart to last year’s Oscarnominated “Call Me” — down to the culminating heart-to-heart with a spectacularly affirmative parent. Directed by Greg Berlanti (“Dawson’s Creek”) and scripted by Elizabeth Berger and Isaac Aptaker (“This Is Us”), the movie is well-made and likable, without any major missteps. It’s also just a little bland. “Love, Simon,” which does include more conflict than the Italy-set romance, isn’t exactly “Moonlight,” the similarly themed drama that won best picture last year. Simon (Nick Robinson) has doting, liberalminded parents (Jennifer Garner and Josh Duhamel) and a supportive, racially integrated set of male and female friends. The boy’s upscale home and well-funded, clique-free high school harbor annoyances, but no actual threats. Simon doesn’t fear coming out so much as he resents the need to

do so, according to one funny sequence. But he is intrigued when a schoolmate declares himself gay in an anonymous online post. Simon begins to exchange emails with the other kid, known to him as “Blue,” under the pseudonym “Jacques.” While eagerly speculating on his correspondent’s identity, Simon falls for Blue. Improbably, Simon leaves one of his unsent emails on a shared computer at school. It’s found by nerdy, needy Martin (Logan Miller), the movie’s closest thing to a villain. Even Martin isn’t really malicious. He is, like Simon, a slave to unrequited love — besotted with Simon’s pal Abby (Alexandra Shipp), star of the school’s awkward “Cabaret.” Martin blackmails Simon into maneuvering Abby toward

romance. To do this, Simon deceives not just Abby, but also his other buddies, Leah and Nick (Katherine Langford and Jorge Lendeborg Jr.). Because Simon is otherwise exemplary, his treachery makes him a bit more interesting. But the boy’s betrayal of his pals feels less like a character flaw than a

writerly contrivance. Like many high school movies, “Love, Simon” is stuffed with pop songs, including several by Bleachers (singer Jack Antonoff served as music consultant). Also featured are a few mid-’60s tunes whose inclusion is partly explained by making Simon a vinyl buff with retro tastes. (He dresses up as John Lennon for a Halloween party and at one crucial moment has the Kinks’ “Waterloo Sunset” on his turntable.) Simon’s love for rock of the British Invasion is unpersuasive, but then so are all his passions. FILM How different was Stalin-era 1950s Russia from “Veep’s” D.C.? For “Veep” creator Armando Iannucci, not that much. In his second feature film, “The Death of Stalin,” some funny people (Steve Buscemi, Jeffrey Tambor, Simon Russell Beale) play some of the more fearinducing names in 20th-century history. When Stalin (Adrian McLoughlin, above) dies, it’s a mad rush for power and a race for the mantle of “reformer” after years of purges, murders and imprisonments. Yet the satirical ballet of hapless government strivers will be familiar to those who know Ianuncci’s other farces (“In the Loop,” “The Thick of It”). It’s just that the consequences of losing step with the party line are worse. “If you say the wrong thing … you might be out of power,” Iannucci says. “But being outside of power can mean being dead. … You don’t just retire and open up a library. You’re shot.” While “Death of Stalin” might be a kind of comrade to “Veep,” it also charts a different path. The movie, he feels, resonates particularly in the Trump era, and connects insular political maneuvering with its often tragic results for the populace. “I don’t think I could ever reach the giddy heights of the inspired comedy and tragedy that’s happening now in Washington,” he says. “I mean, it’s mesmerizing to watch but it’s also scary.” JAKE COYLE (AP)

Meek could be released from jail for appeal

Who do you believe: TMZ or Cardi B? TMZ reported Thursday that Cardi B is pregnant and due in July, citing sources close to the rapper. In recent months Cardi B has denied rumors that she is expecting a baby. TMZ pointed to her appearance Sunday at the iHeartRadio Music Awards, where she wore an empire-waist dress that could potentially conceal a baby bump. Cardi B is still set to perform at Coachella next month. (EXPRESS)

Rolling Stone this week published a lengthy look back at Meek Mill’s history with the Philadelphia legal system, for which he was interviewed from prison. Mill has been incarcerated since November for violating parole in a decade-old case. “I want to speak on this system and what it does to black people — on both f---ing sides of the fence,” Mill said of his plans . “Straight self-hate, man, it makes these people crazy.” Meanwhile, Philadelphia prosecutors said Wednesday they are not opposed to allowing Mill to be released as he appeals his sentence.
