The ACLU New Jersey contends that rap lyrics are protected free speech and should no more speak to a person’s motive than one would “indict Johnny Cash for having ‘shot a man in Reno just to watch him die.’” Skinner was convicted of shooting a man multiple times at close range in 2005. A federal study of Prince William Sound sea otters affected by crude oil spilled off Alaska in 1989 from the Exxon Valdez has concluded that the marine mammals have returned to pre-spill numbers a quarter century after the disaster. Crude oil from the spill remained in sediment for years and likely contributed to a delay in recovery, researchers said. Up to 3,000 immediate sea otter deaths were attributed to the spill. (AP)

The news of correspondent Marc Marginedas’ freedom came as his captors, fighters from the Islamic State of Iraq and the Levant, fled areas near the Turkish border, leaving behind at least two mass graves, with one containing 17 bodies, activists said. The widespread opposition to the draft poses a challenge to the country, which is grappling with a cultural war over the place of the ultra-Orthodox in Israeli society. The trial of South African amputee sprinter Oscar Pistorius hasn’t even started yet, and already it’s a media circus: Parts of the trial — which begins today — will be shown on live television by remote-controlled cameras in the courtroom; a Twitter account for members of the Pistorius family has been set up and claims to reveal the “hard truth”; prosecution evidence has already leaked to the public; and a South African bakery has been forced to apologize for a series of cookies referencing Pistorius’ case, accused of bad taste. The madness is reaching such levels that people are struggling to find things to compare it to. “South Africa’s O.J. Simpson case” seems to be the accepted analogy, but how accurate is it? It’s true that, like football star Simpson, Pistorius is a high-profile athlete accused of murdering a woman with whom he had a relationship. In both cases, the victim was a glamorous blonde. Simpson was divorced from Nicole Brown Simpson when she was found stabbed to death at her home in

The Guardian reports that a bloodied cricket bat found in the house may also play a role, which has drawn comparison to a bloody leather glove found at the scene of Brown’s murder. Simpson was found not guilty. In South Africa, where a judge, not a jury, will reach a decision, Pistorius’ fate hangs in the balance.

A growing cycling community is bringing bikers together in D.C. Washington Luis Crouch looks more like a man who has stepped out of a black Town Car than someone who just hopped off the seat of a bicycle. But the economist, 61, prefers biking when he’s going from meeting to meeting inside the Beltway. “I’ll take a bike rather than a taxi or the Metro,” says Crouch, who found himself at BicycleSpace on Seventh Street NW recently to fix three broken spokes. Crouch says the

local biking scene has improved in the past few years, elevating D.C.’s standing as a city where pedaling from place to place isn’t just possible, but even enjoyable. BicycleSpace is one of the hubs of a growing movement toward making D.C. a better place for cyclists. General Manager Jordan Mittelman, 33, says he’s noticed a difference in just a few years. “There are efforts to put in more bike lanes, cycle tracks that are protected from traffic,” Mittelman says. The local attitude toward biking has warmed, especially in the half-decade since the sturdy red bicycles of the Capital Bikeshare program first began appearing.

A co-op called the Bike House runs twice-weekly clinics in Bloomingdale and Mount Pleasant, where volunteers will fi x your bike and teach you about maintenance. The

group DC Bike Party organizes regular rides, each with a designated theme that has bikers show up costumed. In March, the National Women’s Bicycling Forum will take place in Washington. Rift Between D.C. Firefighters, Chief Grows A war of wills is simmering amid a series of blunders Washington In mid-February, fire Truck 13 occupied a street corner in the Trinidad neighborhood of D.C. The driver stared at the empty intersection. In the back, a firefighter-paramedic studied a manual. Nearly a mile away, their firehouse, designated Engine 10, was empty. A grueling number of runs has historically made it among the most desirable posts for D.C. firefighters, who live for the action of

the job. It is known as the “House of Pain.” But this is a new type of pain. Since December, the firefighters have been ordered most nights to park their truck on the street for four hours as a crime deterrent. It is called “soft posting.” They view it as veiled punishment. “It’s got to be retaliation,” said Ed Lehan, who works at Engine 10. “We don’t have any protection. We don’t have bulletproof vests.” In the past three years, the D.C. Fire and Emergency Medical Services Department has been ravaged by plummeting morale, strife between the rank and file and management, and a series of public blunders under the tenure of Chief Kenneth Ellerbe.

Meanwhile … A newly hired D.C. firefighter who failed to help a dying man last month was properly trained, D.C.’s deputy mayor for public safety, Paul Quander, left, said Friday, countering the cadet’s assertion he didn’t know what to do when people sought help at his fire station. While D.C.’s population surged, more than 60 paramedics have left in the past three years. Firefighters say they are overworked and underpaid, and fear retaliation for speaking out about conditions that could jeopardize the public. The rancor has intensified in the past year. Ellerbe’s face was digital-

ly imposed onto Osama bin Laden’s body and circulated in text messages among firefighters. “Taliban” is their code word for Ellerbe allies. Nowhere is the tension more evident than at Engine 10. By an unofficial count, at least 10 of its firefighters have recently had disciplinary actions against them or

found themselves at odds with Ellerbe, which some claim is because of their whistleblowing efforts. “Everything you do, you’re being watched,” said Sgt. Joe Papariello. Ellerbe acknowledges that he is keeping a watchful eye. “I live in the city. I’m all over the place. Tell them I am ubiquitous,” Ellerbe said. No other firehouses currently participate in soft posting, but Ellerbe rejected the idea it was created as a way to punish the Engine 10 crew. Local Some Fairfax Teachers Plan Cuts of Their Own Fairfax Some teachers in Fairfax County are planning to protest lagging salaries by cutting back on work that is outside of their contract, a move that could cause students to miss out on many extra after-school services that teachers provide. The protest — known as a “work to the rule” — could mean serious hits to student programs in the nation’s 11th largest school system. Teachers have proposed a stoppage of science and art fairs, extra academic help, Advanced Placement test review and even chaperoning proms. Perhaps most alarming to many, teachers also could stop writing recommendations for colleges. Concerned that teacher pay raises are in jeopardy as the county’s school board clashes with the Board of Supervisors over a tight budget, the faculty at McLean High say that teachers there “begrudgingly” are planning to eliminate the “extras”

Arlington Schools to Give Tablets to Students Arlington County public schools are planning to introduce a technology initiative starting next school year that would give every student a tablet. The rollout, included in Superintendent Patrick Murphy’s budget proposal, would begin by giving all second-graders iPads and all sixth-graders Chromebooks in the fall. Outrage over Russia’s military moves mounted in world capitals, with U.S. Secretary of State John Kerry calling on President Vladimir Putin to pull back from “an incredible act of aggression.” A day after Russia captured the Crimean peninsula without firing a shot, fears grew in the Ukrainian capital and beyond that Russia might seek to expand its control by seizing other parts of eastern Ukraine. A senior U.S. official said Washington now believes that Russia has complete operational control of Crimea and has more than 6,000 forces in the region. World leaders rushed to try to find a diplomatic solution to the crisis. NATO held an emergency meeting in Brussels, Britain’s foreign minister flew to Kiev to support its new government and Kerry was to travel to Ukraine on Tuesday. The U.S., France and Britain debated the possibility of boycotting the next Group of Eight economic summit, to be held in June in Sochi, the host of Russia’s successful Winter Olympics. Kerry talked about possible visa bans, asset freezes, and trade and investment penalties against Russia. Kerry said all the foreign ministers he had talked to were prepared “to go to the hilt” to isolate Russia. So far, however, Ukraine’s new government and other countries have been powerless to counter Russia’s tactics. Putin has defied calls from

A Divided Region The Crimean peninsula is a pro-Russia part of Ukraine separated from the rest of the country geographically, historically and politically. The region only became part of Ukraine when Soviet leader Nikita Khrushchev gave the peninsula to his native land in 1954. This hardly mattered until the Soviet Union broke up and Crimea ended up in an independent Ukraine. Despite that, nearly 60 percent of its population of 2 million identify as Russians. After scoring two goals for the first time in his NHL career, Dmitry Orlov was set to pace a big win for the Capitals. But that changed when he committed a five-minute major penalty and helped pave the way for a comeback by the Philadelphia Flyers. Vincent Lecavalier scored at 2:45 of overtime and the Flyers rallied from a two-goal deficit for a 5-4 victory on Sunday. Trailing 4-2 entering the third period, the Flyers started their comeback when Jakub Voracek scored a power-play goal at 11:58. The Flyers were given a five-minute advantage when Orlov received a major penalty for boarding Brayden Schenn at 9:33. He set a franchise record for power play goals on Dec. 10 and recorded his 400th career goal on Dec. 20. Creamer’s 75-Foot Putt Seals Win Women’s Golf Paula Creamer sank a 75-foot eagle putt on the second playoff hole against Azahara Munoz to win the HSBC Women’s Champions in Singapore on Sunday for her first Ladies Professional Golf Association title since the 2010 U.S. Women’s Open. Creamer’s putt curled across the 18th green and then rolled slowly down the slope and directly into the hole. She ran across the green, then fell to her knees and put her head on the ground, laughing and pounding the grass. “It’s one of those putts where if you just get it in the right spot, it’s going to fall down,” she said. “But I could stand there all day long and putt that and I don’t think get it within six, seven feet.” Creamer and Munoz finished 72 holes tied at 10-under 278, one stroke ahead of Karrie Webb, who led after every round but bogeyed three of her last six holes to give up a three-shot lead and finish third. Stammen said. “It will be something I will be proud of. My parents may be more proud than I am.” It will be a special day in the Stammen household, as the pitcher’s brother, Brent, is slated to graduate the same day from Ohio State.

Stammen’s mother, Connie, graduated from Dayton while his father, Jeff, does not have a college degree. “But he has been a successful businessman and he knew education was a big part of growing up for us,” Stammen said. On the field, Stammen has been reunited with former Dayton teammate Jerry Blevins, a lefty reliever who came from Oakland in a trade. “His work ethic is second to none,” Blevins said of Stammen. The two were teammates for two seasons in college. Last year, Stammen was 7-6 with a 2.76 ERA; Blevins was 5-0 with a 3.15 ERA. “We played catch the other day for the first time since college,” Stammen said. “It is fun to have someone familiar.
